The Colorado Outfitters Association proudly announces Bill Canterbury as our 2015 Outfitter of the Year. Bill operates an outfitting business, a cow/calf operation, and a fence-building business in Howard, Colorado. He and his wife, Julie, raised 3 daughters who grew up learning the value of hard work and ethical hunting. Bill is a second generation outfitter who’s been guiding for more than forty years, starting on the family ranch guiding for his father, also Bill Canterbury. Bill, Julie, and daughter Amber own Track ‘Em Outfitters, a familyrun business with many extended family members helping out in various ways. It takes a team to run a guide and outfitting business while providing a great outdoor experience for their clients. Bill believes the entire duration of the hunt is about making memories and friendships that will last a lifetime.
He is an avid outdoorsman who loves fishing in the high country when he’s not working. He is dedicated to preserving this way of life for future generations to enjoy, which is why Bill volunteers for several groups. He is an active member of the Colorado Cattlemen’s Association, having chaired their Wildlife Resources Committee for many years and receiving the volunteer of the year award twice. Bill has also been an active member of the Colorado Outfitters Association by serving as the Southeast Regional Director for several years and representing COA in meetings with legislators, wildlife commissioners, international outfitter associations, and other sportsman groups. He continues to be a valuable member of COA and greatly deserves this award.

PreFereNCe PoINTs When applying for a limited license, a preference point is awarded when an individual is unsuccessful in drawing their first-choice hunt code. Preference points provide a mathematical advantage when applied to future drawings. some things to remember: • Preference points are awarded by species, not hunt code. A point can be used to apply for any type of license available for that species. • A preference point is awarded only for unsuccessful applications for a first-choice hunt code. • Use a preference point hunt code as your first choice if your goal is to accumulate points for use toward a future quality hunt. Points needed can change significantly from year to year. • For bear, elk, deer and pronghorn, you will accumulate preference points until you are successful in drawing a first-choice license. If you draw your first choice, your preference points drop to zero. There is no “banking” of preference points. • If you do not apply or hold a license for that species at least once within 10 consecutive years for a bear, elk, deer or pronghorn, your preference points for that species will be lost. • For bighorn sheep, moose and mountain goat, an applicant can accumulate a maximum of three points. Future applications are pooled with other three-point applicants. If you are unsuccessful in the pooled drawing, a “mathematically weighted” point is awarded to increase the probability of drawing a future license. You must apply at

least once in a consecutive 10-year period to keep your points. • Nonresident allocations are determined by the average number of preference points a Colorado resident needs to draw a specific license during a 3-year period. For hunt codes that required six or more points for a Colorado resident to draw an elk or deer license, up to 20 percent may go to nonresidents. For hunt codes that required fewer than six points for a Colorado resident to draw an elk or deer license, up to 35 percent may go to nonresidents. • A Colorado Habitat Stamp is required to buy or apply for a license. The Habitat Stamp may be purchased online, by phone or at any Wildlife Service Center or license agent. How long will it take to draw a license? Statistics from previous years may be used to estimate the approximate time required to successfully draw a license. For example: If a unit allowed 20 licenses with 60 applicants, zero preference points required, 40 were unsuccessful. These 40 would be awarded a preference point. Assuming that the quota for this unit remained the same for 2015, and these 40 apply, 20 will draw a license using their preference point and 20 will be awarded a second point. An applicant with no points could expect to draw a license in three years. Preference-point requirements can be found at the Colorado Parks and Wildlife website. The Colorado Outfitters Association knows and understands the important role sportsmen play in Colorado’s wildlife management and the economic impact all tourists and local sportsmen have on Colorado’s economy. We represent you when we attend Colorado Parks and Wildlife (CPW) Commission meetings, local area wildlife meetings with State and Federal Agencies, SCI, RMEF and many other organizations in an ongoing effort to protect hunting and fishing rights and opportunities in Colorado. Over the years, COA has presented conservation ideas to the Colorado Parks & Wildlife (CPW) Commissioners and staff, and suggestions on how they can better manage their finances, wildlife, lands, and relationships to further engage all sportsmen. We continue to fight against groups who want to further reduce ALL hunting opportunities and those who continually work to reduce the percentage of licenses that go to the non-resident hunters. Statistics show that 41% of CPW’s budget comes from license sales and wildlife fees. Non-resident

iNterNet resourCes for HuNters Hunters looking for information to help with their big game adventure will find plenty of helpful material on the Colorado Parks and Wildlife web site, cpw.state.co.us. The information includes how to apply for a license, where to hunt, tips for hunting elk, detailed maps, how to field dress a big game animal and much more. A popular feature is “Elk Hunting University.” Jim Bulger, hunter outreach coordinator, has worked with hunters, huntmasters, biologists and field officers to compile a series of articles that address details on how to hunt elk. Article topics include: scouting, using maps, ballistics, how to select a hunting area, archery hunting, etc. See: http://cpw.state.co.us/learn/Pages/EHU.aspx. “We’re providing hunters with helpful information that will make their hunts more enjoyable and productive,” Bulger said. “These articles are not just aimed at novices, even veteran hunters will benefit from them.” Also available on the web site are hunting guides for each of the agency’s four regions: Northeast, Southeast, Northwest and South-
west. Available as PDFs on the web site and in printed booklet form, the guides provide statistics, game management unit descriptions and hunting tips. The web site also offers statistical tables that provide complete harvest details for all big game species, including method of take and a season-by-season break down. Go to the Big Game section the web sites and click on the “Statistics” link. Hunters can also check if they’ve drawn a license and look at preference point tables for each GMU and season. Also on the web site: hunting regulations, the big game brochure, explanations of Ranching for Wildlife, leftover license information, information about all Colorado hunting opportunities, description of various species, and much more. HIsTorY MATTers The American colonists had no real hunting tradition of their own generally coming from countries where commoners were forbidden to hunt. They had no knowledge of New World wildlife or hunting methods and brought only honest ignorance, faith and the will to survive. The need to survive fosters rapid learning and survive they did. By 1875 Colorado Territorial Governor Gilpin was quoted, “We must do something to save Colorado’s vanishing wildlife!” Bighorn Sheep were protected by law from 1885 until 1953. In 1899 the Colorado Game and Fish Department was formed. In 1903 the first Guide and Outfitter law was passed. Elk were protected from 1903 through 1937 in SW Colorado, mule deer were protected from 1914 to 1918. Market hunting and subsistence hunting were eliminated. Turkeys were protected until the first statewide season in 1963. Pronghorn until 1945. Predators, lions, bears, coyotes, etc., as well as scavengers such as ravens, crows, magpies, which exacerbate the need for the carnivores to make more frequent kills, were brought under control. At the same time additional law enforcement, habitat improvement, restocking to re-build ungulate species, i.e., conservation, was predominate. Deer and elk flourished. 18

Now, with deer, elk, turkey, pronghorn, even bighorn sheep being common, they are taken for granted. Public opinions are changing and predators – charismatic mega-fauna – are revered by Americans in a way that ungulates are not. Although we must manage and respect all wildlife, preferred single species management will have negative effects on many other species. We must engage in “ecosystem management” where all species are considered in relation to each other and in relation to the condition of their habitat. Our wildlife managers must strive for “Balance”. Colorado Outfitters, through the clientele that they serve, are tools of Colorado’s wildlife managers affecting funding, harvest and providing input and information. By encouraging respect and stewardship we build self-respect and gain respect. As field naturalists we provide value to wildlife beyond our economic contribution. Theodore Roosevelt described conservation as “wise use”. He believed that certain natural resources were renewable and might last forever if harvested scientifically and no faster than they reproduced. This is called sustainable yield. Start With Hunter Education Hunter Education certification is required before buying or applying for any hunting license if you were born on or after 1/1/49. Plus, Hunter Ed provides an excellent overview of Colorado hunting. The course covers the basics of hunting safety, wildlife identification, outdoor skills, regulations, and includes a live fire session. Online classes, traditional classroom classes and Bowhunter Ed (specialized archery classes) are offered. Colorado also honors all other state Hunter Ed certifications. The calendar of available classes is online.
Decide Where to Hunt Colorado divides the state into distinct hunting areas called Game Management Units or GMUs (see map on page 21). To prevent over harvesting, a limited number of licenses by species are assigned to be sold in each GMU. The number of limited licenses available in each GMU is called the quota. The GMU map and unit descriptions are published in the regulation brochure(s). Colorado boasts 23 million acres of public land with easy hunting access. Private land only licenses are also available. Select Your Method Colorado offers distinct seasons for archery, muzzleloader and rifle hunting. Requirements for the various methods and for transporting them in the field are listed in the brochures. Pick Your Hunting Season Archery season offers the earliest big-game opportunities, starts in late August and lasts almost a month. Muzzleloader season overlaps the archery season and starts towards the middle of September. Colorado offers four distinct rifle seasons with the opportunity to hunt from October until January. The second and third rifle seasons are the longest and these seasons span two weekends. (See the brochures for specifics and hunt codes.) — Colorado Parks and Wildlife

eTHICAl HuNTING Hunting is an integral part of wildlife management in Colorado. While you are involved in an enjoyable recreational activity, remember that you are also an active and important participant in managing big-game herds. With your license comes a responsibility to hunt and conduct yourself in an ethical manner. Please, take a few moments to answer the following questions; then remember the answers when you are out in the field: • Are your hunting actions providing a “fair chase” scenario for the animal? • Would you behave the same way if you were hunting with a wildlife officer or being videotaped for the evening news? • Do you know exactly where you are hunting? Are you in the right GMU? • Do you know the habits of the animal you are hunting?
• Are you in good enough shape to be able to hunt in mountainous terrain and properly retrieve a harvested animal? • Do you know how to properly field dress a big-game animal? • Do you minimize the impacts of your camp on the landscape and do you leave a camp site cleaner than how you found it? • Do you pack out all of your trash? • Will you report rule violations–yours and others–to a Colorado wildlife officer? • Have you read the Colorado Big Game brochure to check the rules and regulations for the area in which you are hunting? Ethical behavior is critical to the future of hunting. Please, consider how your actions impact wildlife, fellow hunters and the general public. KNoW THe rules
Hunting is challenging. Not only must you understand the habits of the animal you are hunting, you must also understand regulations, laws governing public and private lands and your own limitations. Following are some reminders and things to consider before you start your hunt. • To obtain a license, all hunters born after 1948 must present a Hunter Education Card from Colorado or another state. • You must know the specific rules that apply to the Game Management Unit in which you are hunting. If you violate rules you can be cited and fined. • Be sure to know where you are hunting. You can only hunt in the Game Management Unit that your license specifies. • As you are hunting be aware of buildings, homes, roads, and your overall surroundings. Make sure you know what is behind an animal before you shoot. A bullet shot from a high-powered rifle can easily carry for more than 1,000 yards. • Make sure that someone at home knows where you are hunting, your vehicle’s license plate number and where you are staying. • Weather in the fall can change rapidly in Colorado. A day that starts sunny and warm could end with a snow storm. Be sure you are prepared for all weather conditions. • Make sure you can recognize the symptoms of hypothermia in your hunting partners. • Know how to get back to your camp.
• Cell phone service is not reliable in the mountains. Don’t expect to contact someone by phone if you are lost or if your vehicle is stuck. • Make sure to drink plenty of water. Colorado’s dry air and high altitude can quickly dehydrate you and deplete your energy stores. • Be sure to consult Colorado Parks and Wildlife regulations to understand antler requirements for taking bull elk. • Do not attempt to shoot at animals that are in areas where you could not retrieve the meat. Know your physical limits. • If you harvest an animal, make sure the carcass is properly tagged. Tags must remain with all processed meat. • If you transfer an animal killed by another hunter, ensure that it is properly tagged. You could be cited for illegal transport of a game animal even if someone else made the error. • Do not strap a harvested animal on the outside of your car. • Operate ATVs and OHVs responsibly. The vehicles must be registered in Colorado--even if it is registered in another state. Off-road vehicles can cause resource damage. Be sure to know the local travel management rules for public lands. OHV’s also disturb animals and other hunters. • If you see hunters violating laws, please report the actions to a wildlife officer or other law enforcement agency. REPORT POACHING 18772656648 OPERATION GAME THIEF (OGT)
Operation Game Thief (OGT) is a non-profit organization working with the CPW’s law enforcement program. It pays rewards to citizens who report poachers or resource violations. Callers don’t have to reveal their names, testify in court or sign a deposition. Rewards are paid if the information leads to the arrest of a poacher or a citation is issued. Rewards do not depend on a conviction but must be requested when a violation is reported. Call toll-free, 1 (877) 265-6648. The number should not be used for information requests or emergencies.
TURN IN POACHERS (TIP) PROGRAM
If a person reports illegal take or possession, or willful destruction of Big Game or Turkey, they may receive preference points or an over-the-counter license. Use the OGT phone number or check the website cpw.state.co.us for more details.
HUNTER EDUCATION REQUIREMENT TO HUNT
By Colorado statute, everyone born on or after January 1, 1949 who applies for and/ or buys a Colorado hunting license must show proof of successfully completing an approved hunter education class. Colorado Hunter Education Instructors conduct classes almost every weekend at locations throughout the state. There are also online courses with an in-person internet conclusion class (4 hours) available. Check class availability online or call a CPW office. Rule changes are coming for 2016 — please check online for the most up-to-date requirements.
