I

f you’re looking for a powder paradise, we’ve got the retreat for you.

It’s an indisputable fact that year after year, Buffalo Pass, on the Continental Divide just northeast of Steamboat Springs, claims the deepest driest powder in Colorado. The snow on Buff Pass on May 4, 2011, set an all-time record for the deepest snow, at any time, anywhere in Colorado at 200 inches. So it only makes sense that the updated luxury log Mountain Base Camp home is the best-situated private ski lodge in the state. All anyone needs to enjoy endless powder skiing right out their entry drive is a pair of snowmobiles and another pair of really fat skis. Where is this market heading?

T

he only sure thing a veteran Steamboat Springs real estate investor can say about the market is that it goes up and down, and then up and down again. Investment cycles are expected in any market. Opportunities exist for savvy investors when buying in market lows and selling at market peaks. While that may seem obvious, only the savviest know when those times occur, with many finding out a little too late. The best investors look for a pattern to help them base their decisions. Are there any patterns in the Steamboat market to help determine where it is heading in the immediate future? A look to the past may help determine if it’s to continue on its downward march, level out, or start climbing out of the worst market correction in recent history. Supply and demand define any market. On the supply side, quarterly Steamboat Springs Multiple Listing Service data going back to 1995 show supply (listings) at its peak of 2,385 in the second quarter of 2010 and at its low of 869 in the first quarter of 2007. The average number of listings throughout this time period has been 1,573. On the demand side, purchases were at an all-time high in the second quarter of 2007 at 569, and then hit a record low seven short quarters later with only 62 purchases in the first quarter of 2009. Average purchases in a given quarter have been 246. The first quarter of 2012 netted 151 purchases. To ascertain the relationship between supply and demand, and consequently the health of a market, is the absorption rate. This number represents the percentage of properties that are purchased (absorbed) relative to how many are on the market in a given period of time. This is calculated by taking the number of listings (supply) in a quarter and dividing it by the number of purchases (demand) in that same timeframe. The higher the number, the more active a market. In the first quarter of 1995 there were 1,270 listings and 144 purchases, representing a quarterly absorption rate of 11 percent. The average absorption rate in the 69 quarters dating to 1995 is 18 percent. An 18 percent absorption rate means 18 percent of the market is absorbed in a threemonth period. Absorption rate also can be used to estimate how long it takes a property to sell. An 18 percent quarterly rate equates to a property taking about 17 months to sell, and a point where modest growth in the Steamboat market is realized. When comparing the quarterly absorption rates for the Steamboat Springs real estate market with average prices, certain patterns can be found that may help identify past trends as well as anticipate future behavior. When looking at this relationship, the most striking findings include: www.steamboathomefinder.com

Three market cycles Since 1995, the Steamboat Springs real estate market appears to have experienced three cycles: Cycle 1: 1995 – 2002 — A slow, steady market increase that was then hit with the DotCom bust, Sept. 11, 2001, terrorist attacks, and the Iraq war, all resulting in market regression. Cycle 2: 2003 – 2008 — Almost exponential market growth followed by unprecedented decline due to worldwide economic collapse. Cycle 3: 2009 – present — Slow improvement of property absorption but property values still in decline. This cycle is not done.

Market Lows The all-time low quarterly average price since 1995 happened in the third quarter of that year, when the number bottomed out at $99,896 (the current average price is more than four times the 1995 low). The all-time absorption rate low since 1995 was in the first quarter of 2009, when it was 3 percent. If the market remained at that pace it would have taken an average of eight years to sell a property.

Market highs The all-time quarterly average purchase price high ($755,972) occurred in the third quarter of 2008. The first quarter of 2012, by comparison, saw an average purchase price of $466,130. This represents a regression in pricing to 2006 levels. The all-time high absorption rate high (54 percent) occurred in the second quarter of 2008. It represented a period in time when the typical property sold in less than six months. The highest absorption rate in the Cycle 1 period of 1995 to 2002 was 28 percent, which reflected a real estate frenzy at that time.

Dynamics and patterns Absorption rate increases first, then average price increases. Average prices peaked an average of five quarters after an absorption rate peak. In the same vein, absorption rate decreases first, then average price decreases. In Cycle 1 it took only three quarters before prices stopped dropping from the absorption rate low. However, Cycle 2 took 11 quarters, and Cycle 3 is hinting at a price low that’s similar to an 11-quarter timeframe. This also could indicate that the Cycle 1 decline was not as economically deep as the other two. It took 20 quarters (five years) for the absorption rate to go from its low in Cycle 1 to the low in Cycle 2, and 24 quarters (six years) to go from the low in Cycle 2 to the low in Cycle 3. It also took 27 quarters (nearly seven years) to go from the absorption rate high in Cycle 1 to its corresponding

high in Cycle 2. The U.S. economy was certainly on a sustained run during that time and mortgage financing was easily acquired.

Projecting the future With Cycle 2 taking 11 quarters after its absorption rate low to produce its average price low, and assuming Cycle 3’s absorption rate low occurred in the first quarter of 2009, 11 quarters after that was the fourth quarter of 2011, when the average price was $435,000. Could this be the low point of the Steamboat market in Cycle 3? This may be a difficult question to answer, because in Cycle 2 it took 17 quarters to go from its absorption rate low to its high, and in Cycle 1 it only took six quarters. Cycle 3 has been hit harder economically than the other two, so it is reasonable to think it would take longer to recover.

Conclusion The economic times we have experienced over the past several years have been unprecedented. Looking at the dramatic fall in the health of the Steamboat Springs real estate market in Cycle 3, the supply vs. demand line certainly stands out more than any other event. However, the events that have caused market declines in the past were also unique unto themselves. The amount of short sales and foreclosures have not been as much of the market in the past as they are now. It is most important for any real estate seller or buyer to realize from this snapshot that markets are dynamic and they react to many forces. Steamboat summer sees big sales Tom Ross | Steamboat Homefinder

T

he sale of a $1.87 million condominium at One Steamboat Place put the finishing touches on the real estate month of June 2012. And if anything, June was a month when Realtors didn’t have to worry about carrying an umbrella in the car for their clients. Steve Asbury, of Steamboat Village Brokers, represented the buyers of the One Steamboat Place closing. The Steamboat Village Brokers tandem of Darlinda Baldinger and Chloe Lawrence landed another big sale as the listing agents on a $2 million home sale at Lake Catamount. The four-bedroom home on Lakeshore Trail is among those built on re-platted cabin lots on the west side of the

lake, close to the clubhouse. The first sale at Blackhawk Townhomes in quite some time was a three-bedroom unit that closed at $638,627. June also saw the sale of two condominiums at Trailhead Lodge, one for $436,000 and another for $650,000, lending additional credence to the theory espoused by some Realtors that the auction at Trailhead in May would serve to establish a realworld price for the luxury condos just removed from the base of the ski area. Another Trailhead unit sold June 20 for $387,450. A 3,272-square-foot home on a treed lot on Meadowbrook Circle in Mountainview Estates sold for $1.225 million on June 12, and there are a couple of ways to view that transaction. The home had sold for $1.475 million in 2007, meaning the sellers had

to sacrifice. But it also sold for $374 per square foot. Another notable sale involved one of the nicest-looking homes in Silverview Estates that sold for $520,000. The same house sold for $525,000 in 2005. At $229 per square foot, the 2,270-square-foot house almost certainly sold for less than replacement cost when the value of the one-third-acre lot is factored in. Going all the way back to June 1, a ski-in/ski-out townhome in the Antlers at Christie Base sold for $1.45 million, and the Olympian in downtown Steamboat picked up a $750,000 sale. The price range between $350,00 and $450,000 represented something of a sweet spot last month — 21 homes sold in that bracket. SH

pring and early summer 2012 have marked an interesting time at the Marabou Ranch luxury land preservation subdivision west of Steamboat. Four unbuilt ranch estates with combined unpaid balances of $8.7 million are currently in foreclosure proceedings, with three of them filed one after the other at the Routt County Public Trustee’s Office in April. The fourth involves original development partner Jeffrey F. Jepson, of South Carolina. At the same time, the fourth home to be

built at Marabou, comprising more than 6,000 square feet, is under construction and well on its way to completion. The subdivision’s property managers are optimistic a fifth will begin construction yet this year. In addition, a new buyer is expected to close on the purchase of a home site by the end of July, and another prospective buyer has indicated he will go under contract by the end of August, sales executive John Hillenbrand said this week. Hillenbrand said Marabou already has a track record with foreclosed and distressed properties, and he has learned that they have limited impact on prospective

new buyers. “Our homeowners association is very solid, and we’ve sold through five bankforeclosed lots in the last five years,” Hillenbrand said. “It’s also our hope these four will not go under foreclosure.” Jepson’s lot is scheduled for a Sept. 12 bank sale. However, Hillenbrand said he spoke with the senior partners in development group Elk River Partners and they told him they’ve made arrangements to have the property withdrawn form the foreclosure filing. Through negotiations with Ameris Bank, which holds the note on Jepson’s lot, and Jepson, they have arranged for it

real estate local to be placed back on the market for sale, Hillenbrand said.

Marabou founding partner Jeff Temple said this week that Jepson continues in his role as a member of the development group.

From his perspective, Hillenbrand said, what stands out is that at the same time there have been distressed properties on the market at Marabou, there have continued to be full-price sales (albeit reduced significantly from 2006 and 2007 prices).

The other three lots in foreclosure proceedings all are owned by limited liability companies, and notices of election and demand initially were filed at the Public Trustee’s Office on April 5. Bank of America holds the outstanding debt on all three. In all three cases, the date for the sale date has been moved back from mid-August to Sept. 19. Hillenbrand said he is not aware of any link among the three.

Buyers continue to look Marabou general manager Scott Bell, who works closely with owners in his role of managing the homeowners association, said the number of prospective buyers visiting the ranch this summer is on a modest uptick. “We have one prospect on the property right now and (Realtor) Chris Wittemyer (of Prudential Steamboat Realty) showed the ranch to a serious prospect,” Bell said.

That suggests to Hillenbrand that although buyers of non-distressed properties still want what they perceive to be a good value, getting a home site at Marabou at the lowest possible price is not the driving factor in their decision making. “Unlike some developments, we’ve been able to continue to sell through this recession, with development lots selling alongside foreclosed lots at significantly higher prices,” Hillenbrand said. “People are saying, ‘I want the one I want. I want my favorite lot.’ It’s a value proposition.”

Building retirement homes The new home under construction at Marabou by general contractor Amaron Folkestad of Steamboat is a sign of vitality at

Marabou, but Hillenbrand said he has come to learn that many of the lot owners still are in the midst of busy careers and typically cannot visit for more than four weeks per year. Because the amenities at the ranch include six guest cabins for the use of the lot owners, many are deferring building their dream homes until they retire, he said. Bell said the cabins provide more than 300 weeks per year that owners can reserve. As well, he said, anytime a cabin isn’t reserved a month in advance, owners can make a spontaneous decision to come visit. Throughout time, Hillenbrand said, it’s expected the cabins will transition to primarily hosting the guests and family members of homeowners. In the meantime, Bell said, the capital reserve of the HOA is healthy and growing. The balance is currently $750,000 and will reach $800,000 by the end of the year. That provides ample funds for HOA expenses from new roofs on the amenity buildings to purchasing new equipment for the movie theater. SH

Hillenbrand points to records that show there have been 42 sales at Marabou since 2006, all but one for more than $1 million and most at prices greater than $2 million. Of those, 10 have been resales. Four sales, all in 2010 and 2011, have been bankowned foreclosure sales. Those transactions ranged from a low of $998,500 in November 2011 to a high of $1.25 million in December 2010. During the same time, there have been three sales of market-rate home sites for $2.87 million, $2.24 million and $1.36 million. The total sales volume, including the resales, has been $92 million, Hillenbrand said. Counting the pending contract as a sale, 18 original developer lots remain available. He declined to respond to a question seeking to learn if sales to date had been sufficient to retire the development/construction cost for Marabou, with its lengthy www.steamboathomefinder.com
