Jeffrey and her Acanthus Design partner Mary Litterman worked alongside Steamboat Architectural Associates during the construction and interior trim phases, creating a home that was perfectly designed to take in the surrounding landscape. Richard Wilson of Mad Creek Construction was the project’s general contractor. The architect, builder and designers have collaborated together on an impressive portfolio of luxury homes around Steamboat. “It’s site-specific and is designed to take in the views of the Flat Tops,” Jeffrey said. “The window walls are pretty spectacular.” Interior amenities include a custom-designed Doc Watters

Throw the supply/demand theory out the window … at least for now
A
t the conclusion of 2014, the Steamboat Springs real estate market posted its fi fth best year on record. Should the direction the second half of 2015 continue like the first, 2015 just may take over that recognition. With the first half of 2015 in the record books, the Steamboat Springs MLS posted 441 transactions, bettering 2014’s mark of 438. More notable, however, is on the supply side, where a 7% decline in listings occurred. Ask any economist and they will tell you as demand increases and supply decreases, prices increase. However, that has not happened, as yet, as 2015 prices in most property types have remained consistent with those of 2014.
Market Trends with Doug Labor
So that is a look at the general market. Here’s what is happening in the four most popular property types: Single Family Residences In comparing all property types, the 12% decline in purchases of single family residences (SFR) was the biggest surprise, from 142 in 2014 to 125 in 2015. Median Price declined substantially from $528,750 in 2014 to $394,000 in 2015…a 25% drop. This could be from a shift, geographically, away from the more expensive Steamboat Springs and South Valley areas. Purchases in these areas declined from 75 to 56, but the number of buyers in outlying areas increased slightly from 67 to 69 from 2014 to 2015. The sales decline in these two areas could have occurred from lower inventories or possibly higher list prices. Average dollar-per-square foot values in these areas, however, which is a common benchmark used for determining real estate value, saw a slight increase, from 2014 ($296/sf) to 2015 ($307/sf). Stagecoach SFR’s enjoyed the greatest increase in activity, from 8 to 13 (63%), and $/sf values increased by $1.00 to $140/sf. Purchases of SFR foreclosures dropped from 18 to 15. Town Homes One additional town home was purchased in 2015 (67) than in 2014. Median Price declined 17% in 2015, to $367,250, and $/sf values followed suit, going from $267/sf to $253/sf. The first half of 2014 saw seven purchases over $1m, while only two occurred in 2015.
With the drop in listings and near-equal sales, the supply versus demand dynamic should have resulted in higher property values. Conversely, overall Dollar Volume dropped 6% to $200 million, resulting in a 7% decline in the Average Price to $454,000.
Condominiums Condos were the only residential property type that posted a Median Price increase…and it was a substantial 17% bump, to $290,000. This could be partly due to the fact that the bottom of the condo market is moving up. In 2014, ten were purchased at a price point under $100,000. 2015 had only three. A 23% decline (40 to 31) was also seen in the next higher price range of $100k to $200k. Correspondingly, activity increased in the $300k to $400k range by 64% to 23. Purchases above $1m remained relatively steady, from 10 to 11 in 2015. Total condo activity was two better in 2015 (117) than 2014. Land The most substantial improvement in activity of any property type was in land, which increased from 52 transactions to 76, a 46% increase. This could be a result of the lack of SFR inventory and the increase of SFR list prices. Median price saw a modest 4% increase to $187,497, but there were five purchases of $1m or over in 2015, up from only one the prior year. Land activity is typically highest in mid to late summer. Conclusion It is only reasonable to expect that as inventory continues to be depleted and demand continues to increase, that prices will have to move upward. As of yet that does not seem to be the case, giving buyers an opportunity to make their move before any change may occur.
Median Price also slipped, from $316,000 to $309,000. In spite of a general drop in prices, foreclosures have continued to make up less of the market, as bank-owned real estate activity declined 25% in the first half of 2015, to only 25 transactions. www.steamboathomefinder.com

Historic Columbine Cabins sell for $850K Teresa Ristow | Steamboat Homefinder
T
he historic 1800s gold-mining camp turned rustic lodging known as Columbine Cabins sold in July for $850,000 to a couple that plans to continue running the business as it is today. Longtime owners Jan Dierks and husband, Lyman Fletcher, had placed the property on the market about four years ago for $1.95 million but gradually dropped the asking price until they’d found market value and a buyer ready to take over operations, Dierks said. For the price, buyers Tammy and Todd Zvorak, who purchased the property as Master Key Adventures LLC, are getting 35 acres of aspen forest, 14 unique guest cabins, a general store and several other outbuildings at the base of Hahn’s Peak, about 29 miles from Steamboat Springs. The buyers also inherit a popular yearround lodging business, passed from Dierks’ sister, who purchased it in 1980, to the most recent owners in 1993.
“We are excited about this new adventure,” said Todd Zvorak, who is retiring after a 27-year career in the Navy, most recently in Hawaii, to begin running the business with his wife. Zvorak said the couple was attracted to the property’s unique charm and are looking forward to interacting with the local community and guests from out of the area. “It was appealing to many, many people, and still is,” said Darrin Fryer, a broker with Steamboat Sotheby’s International Realty who represented both parties in the transaction. “It’s a romantic setting.” Established as the Columbine Mining Camp and an 11-acre townsite in the 1890s, gold prospectors visited the town’s Minnie D. and Master Key mines, among others, searching for high-grade gold ore. Later, loggers and freight drivers working between Wyoming and Colorado
would stop by for meals and rest, as would cattlemen and sheep ranchers. The property’s rich history is acknowledged with a listing in the Routt County and the national registers of historic places. Fryer said that while the listing’s amenities and historical significance were appealing to many, the property required a unique buyer willing to perform upkeep of the aging establishment. “It has so much ongoing maintenance and work to preserve it,” Fryer said. “The more infrastructure there is, it actually becomes a little bit of an encumbrance to maintain. That affects the price.” Despite maintenance, the property has a lot to offer a buyer, said Fryer, who is a regular summer guest at the cabins. “You can live amongst these incredible cabins in a rustic neighborhood from another era,” Fryer said. “It’s a pretty epic sort of dream.” Fryer added that while the sellers had closed down the Columbine Cabins over the most recent winter, the new owners plan to keep the business open yearround. Dierks and Fletcher will continue running the business through this summer, before fully passing operations onto the new owners. The retiring couple plans to move back to Santa Cruz, California, during winters, but Dierks admitted that summers in Colorado would be hard to leave behind. L
ocal brokers studying the Routt County real estate market have noticed high demand, increased land sales and decreased property supply during the first half of 2015. While demand for Steamboat properties has remained steady, supply hasn’t kept up, and the scarce options for entry-level properties have led single-family home buyers to the more affordable outlying communities of Stagecoach and Hayden, according to Doug Labor, associate broker and the general manager of Steamboat Sotheby’s International Realty’s downtown office. Scarce options have also lowered the number of single-family home transactions, despite the demand, Labor said. “It’s kind of throwing the supply and demand theory out the window,” Labor said. “There’s more and more demand, and we’re in need of new product to come to the market.” A lack of product is leading more buyers to purchase land and build new, Labor said. The number of single-family home sales has declined 12 percent overall, from 142 sales in the first half of 2014 to 125 sales during the first two quarters of 2015 across the county. The sales are down most significantly in Steamboat and the south valley, while they're up in Stagecoach and in and around Hayden. Meanwhile, land transactions are up, from 52 during the first half of 2014 to 76 so far in 2015, an increase of 46 percent. The number of condominium and townhome transactions remained relatively flat between 2014 and 2015. “From a single-family home standpoint, I was surprised that the number of single-family homes (sold) has dropped, particularly in Steamboat and south valley areas,” Labor said.

Broker Chris Paoli said he expects a busy summer selling season this year, and noticed that, by early June, there were a high of about 180 properties under contract in Routt County at a given time, a level typically not reached until peak selling season in August. “What I see is that we’re definitely a lot more active than last year earlier in the selling season,” said Paoli, a broker with Colorado Group Realty. While properties under contract appear seasonally high, active listings are currently down compared with July numbers for the past three years, Paoli said. “All of these stats point toward a market where prices are rising,” he said. That prediction has already proved true in the condominium market, where sale prices in 2015 were 18 percent higher than the first half of 2014, with a median average condominium sale price of $290,000 this year, compared to $245,000 last year. Single-family home prices have so far been 26 percent lower in 2015 than 2014, dropping from a median average sale price of $528,750 during the first half of last year to just $390,000 in 2015. Median average townhome sale price dropped 17 percent from $443,000 in 2014 to $367,250 in 2015, while land sale prices rose 4 percent. Another aspect of the active real estate market is a renewed interest in high-end homes, evidenced by a pending sale of a $4.5 million home in the Sanctuary subdivision. Paoli said he wasn’t aware of a sale of that magnitude within city limits since 2010. “That’s a sign that the ice is thawing on a market that’s been really quiet,” Paoli said. SH

M
ost Steamboat Springs residents support the city requiring developers to provide affordable housing units or pay a fee to ensure their creation, according to the results of a recent community survey. The survey showed 36 percent of respondents strongly supported this requirement, while another 36 percent somewhat supported it. Only 15 percent strongly opposed the requirement, and another 14 percent somewhat opposed it. The fresh data from the community comes just weeks before the Steamboat Springs City Council is set to decide whether to bring back the affordable housing requirement for developers in some form, or enact new policies. In July 2013, the City Council voted

to suspend its ordinance that for years required developers to create affordable units, or pay a fee to support their creation. The council wanted to take some time to allow city staff to study the issue and come up with a revision or a replacement. Some council members suggested that instead of placing the responsibility of affordable housing on developers, a tax to support workforce housing should be put to voters. The suspension of the affordable housing rules came after several developers and some city council members criticized the ordinance. Developers complained they were finding it difficult or impossible to sell the affordable units they were creating. The suspension of the ordinance expires in August, and the council must
decide whether to re-enact it or remove it permanently. At a meeting in January, a majority of the council agreed that access to affordable housing in the city was an issue that they needed to address. The results of the community survey show the public also feels it is an issue. Only 8 percent of survey respondents were positive about the availability of quality affordable housing here. When that response rate was compared with response rates in 15 other resort communities around the country, Steamboat’s response rate on the issue ranked second to last. Survey respondents here also expressed general support for changing the community development code to allow for more housing density. SH

City Council asks for downtown investment scoTT Franz | Steamboat Homefinder
T
he Routt County Board of County Commissioners isn’t convinced yet it should pitch in for infrastructure improvements in downtown Steamboat Springs. Noting that it backed away from tax increment financing, a controversial financing tool, to pay for the improvements, the Steamboat Springs City Council recently asked the commissioners to consider making an investment in downtown projects that include such things as new sidewalks and a promenade on Yampa Street. Council members made a case that the improvements are expected to raise property tax revenues, increase sales tax revenue and benefit the county’s coffers as well as the city’s. Councilman Tony Connell said the city expects there will be a “success premium” that will happen downtown. He also pointed out that city residents provide about $15.5 million of the county’s budget. Commissioner Tim Corrigan appeared most skeptical of the city’s request for downtown funding. He said it would be hard to explain to his constituents in South Routt County why the county was making a cash investment in Steamboat’s downtown infrastructure. “Why wouldn’t we apply that same logic to Hayden, Oak Creek and Yampa?” Corrigan asked. “Should we make cash investments in those communities?”
He also added the county will see increased demands on its services because of the improvement projects. “I think you cannot ignore the countywide impact the visitors impose on our county,” Corrigan said, adding that increased traffic downtown will mean more people going out to use county roads and more people in jail. Commissioner Doug Monger also appeared doubtful, but he told the council Tuesday that it wasn’t a “hell no” to the city’s proposal. Commissioner Cari Hermacinski said if the city and county agreed on a baseline figure for tax revenues and the county did see some convincing evidence the improvements generated additional sales and property tax to the county, she would be open to the idea of an investment. The City Council recently pulled the trigger on the biggest investment in the downtown corridor in many years. The financing package approved by council will construct millions of dollars worth of new sidewalks, public restrooms and other basic infrastructure by the end of 2018. The $10.3 million list of improvements will be funded with a combination of grants, sidewalk assessments, franchise fees, certificates of participation and reserves from the city’s general fund. SH
