Who We Are
The Staff College offers a unique range of learning and training opportunities specifically designed for UN staff worldwide. Being part of the UN system, the Staff College has first-hand experience, expertise and inside knowledge of the exact challenges faced by UN staff. Established as an internal UN system partner to develop effective and innovative solutions to the specific needs and demands of UN staff members, it leverages internal resources, training from within, working with UN leaders and colleagues throughout the UN system to develop and deliver its programmes.
Based in Turin, Italy, the United Nations System Staff College (UNSSC) is the primary provider of inter-agency training and learning within the UN system. Its main objective is to promote and support UN inter-agency collaboration and to increase the operational effectiveness of the system as a whole.
To guarantee academic excellence, highquality courses, and relevance of course offerings to current global realities and challenges faced by UN staff, the Staff College partners with world-renowned learning institutions in the form of faculty exchanges and for support in course design and delivery. All Staff College learning services focus on the knowledge and skills indispensable for working in a United Nations environment, aiming to enrich each UN staff member’s professional journey.
The Staff College conducts a variety of learning and training activities, in Turin, UN Headquarters as well as at the regional and country level. All such activities are conducted on an inter-agency basis and effectively respond to the system-wide, far-reaching reform agenda of the United Nations.

Our Programme Portfolio OO Development, Gender & Human Rights : the Staff College supports UN staff and programming counterparts in building individual, institutional and societal capacity through a varied portfolio of training and learning opportunities on development, gender and human rights issues.
OO Learning Lab : the Staff College seeks to harness the power of technology, through E-Learning modules,
web-based communities of practice, and other tools to enhance knowledge sharing, team work and overall system performance. It also provides a variety of professional skills building courses.
OO Peace & Security : the Staff College offers learning and training opportunities for UN staff and partners in thematic areas related to peace and security, ranging from applied conflict analysis, peacebuilding programming, electoral violence prevention, rule of law, decentralization and conflict prevention, to UN staff safety and security.
OO UN Coherence : taking the United Nations Development Group (UNDG) policies as its starting point, the
Staff College helps managers make effective use of the various instruments and processes at the disposal of UN Country Teams and UN staff in general.
OO UN Leadership : strengthening leadership capacity within the UN system is a principal mission of the Staff College.

Development, Gender & Human Rights At a time where the United Nations system is reviewing and setting the Post-2015 sustainable development agenda it is becoming increasingly clear that security, development, the environment and human rights (including gender equality) are interrelated, interdependent and indivisible, and that the UN System is in need of a genuine adaptation of its operational ‘business-model’ to avoid overlap, silo approaches, lack of programs at scale, etc. The UN System Staff College is committed to supporting UN staff and programming counterparts in building individual, institutional and societal capacity for development programming, gender mainstreaming and human rights realisation. Course offerings and knowledge management tools (tailored at request) are developed to assist the UN in its critical mission, and will place a particular focus on building on the latest technological advancements and data generation and interpretation tools to enhance UN programming and policy development. United Nations Summer Academy The UN Summer Academy 2014, titled “New challenges, new actors, new UN approaches?”, will focus on peace and security, human rights, the Post-2015 Agenda, and innovation and inspiration driving change. The UN Summer Academy offers executive education, learning and knowledge exchange to those working for the United Nations and those who actively engage with the UN system in their daily lives. Combining academic rigour with cutting edge thinking and building on a renowned faculty, the UN Summer Academy provides a platform for reflection and to engage in discussions and strengthen knowledge on issues of relevance for the work of the United Nations and its partners. As the only UN System Staff College course open to all who are interested in the work of the United Nations, it provides an unprecedented opportunity to network, discuss and debate UN issues with the different thought leaders who are guiding and inspiring the direction of the UN’s work (Member States, UN staff, civil society representatives, business representatives, and others).

The Human Rights-based Approach to Development Programming Development and human rights are interrelated, interdependent and indivisible. The “human rights-based approach to development programming (HRBA)” course, based on the “UN Common Understanding on the human rights-based approach”, is designed for UN programme staff who seek to advance their skills and knowledge to effectively apply the HRBA to their daily work, and link it to existing UN results-based management tools, particularly with regard to the UN Common Country Programming Process. The course is inter-active in nature and uses real-time examples and exercises to offer opportunities for participants to learn about and internalise the content, linkages and complementarity of the HRBA and RBM, two mandatory programming principles in the UNDAF process.

Building Partnerships for Development Effectiveness
With a view to better equip UN staff to engage with such new partners, the “Building partnerships for development effectiveness” course is focused on the UN ‘imperative’ for partnership development. Participants will gain a comprehensive understanding of the reasons the UN should invest in the expansion of its partnerships; familiarise themselves with the ongoing process to develop policy, guidance and tools that support the UN in its task to partner; gain a better understanding of the challenges and opportunities regarding partnership development; will be exposed to the partnership thinking of philanthropic foundations, civil society and the business sector; and will acquire specific skills needed to build substantive and sustainable partnerships.

New Global Diversity & Multicultural Competence The more connected the world becomes, the more urgent the need to manage diversity effectively and build an inclusive culture. “Global Diversity” provides a sound understanding of the importance of diversity and inclusion and the impact it has on teamwork, motivation, productivity, quality improvement, etc. This online course starts with a self-assessment - The Global Diversity Survey®, designed to increase your awareness and understanding of self, others and the world. The course goes on to cover the meanings of diversity, culture and inclusion, the business case for diversity, and the connection to leadership and values. The online course will run over a period of 2 weeks, with two webinars with Dr. Alan Richter, the creator of the Global Diversity Survey and co-creator of the Global Diversity & Multicultural Competence Online tool, a recognized pioneer in the diversity field.

The developing world is witnessing a period of sustained growth, which has assisted vast numbers of poor people to escape poverty. With it, a changing poverty landscape has appeared; one in which poor people are increasingly found in middleincome countries and in fragile States. And while the rise of middle-income countries (MICs) can be considered a trend of success, the growing share of poor people in failed and fragile States is a trend of failure. Nearly half of all fragile States are now classified as middle-income countries, and pockets of fragility can exist in otherwise stable countries. The emergence of fragile middle-income countries as home to a large number of the world’s poor (20%) presents a new and important challenge, and covers, among others, countries such as Pakistan, Nigeria and Bangladesh. The notion of a country being both fragile and middle-income is contrary to traditional narratives in development, and it is in that regard that UNSSC is teaming up with Koç University for the next UN Reflection Series. The 2.5-day event will provide for in-depth discussions on the particularities of fragility in relation to MICs (given that more than 50% of fragile States is now within the MIC bracket), and look in-depth as to what the UN would need to be more effective in such environments; the implications for the Post-2015 discourse, and what catalytic and transformational support the UN and other partners could provide in such contexts to enhance resilience.

UN Reflection Series 2014: Middle Income Countries and Fragility
Participation and Inclusion of Minorities in UN and National Programming In many parts of the world minorities suffer from a history of discrimination and exclusion that has left them on the margins of society. Minority rights have been acknowledged through international norms and standards as distinct rights that are part of these groups’ human rights. Their distinct identities require special protection from discrimination as well as special action to protect their culture, religions and languages. Their equal participation in the public sphere needs to be supported. Working with minorities at country level implies adapting the programming processes and strategies to ensure their active participation. Their human rights aspirations, culture and specific characteristics must be fully respected and strengthened in order for programming to be effective. This course enhances the capacity of UN staff to more systematically integrate minority rights, concerns and aspirations into UN development programming.

Partnering with Faith Organizations in Development, Health and Humanitarian Work Religious institutions, communities of faith and faith-based NGOs are carrying out important development and humanitarian relief activities. How can the resources these organizations bring to the table (human, financial and spiritual) be better understood and more effectively tapped into by all of those working to serve the very same communities? Many UN organizations and offices are already partnering with faith-based or faith-inspired service-delivery NGOs, local faith communities and religious leaders. As the United Nations system reviews - and sets - its post-2015 sustainable development agenda for the decades to come, it is timely to examine the objectives, means and outcomes of such partnerships. The aim of this course is to explore the linkages between faith and the continuum of humanitarian to development work. It will consider the nature of development and humanitarian work, the timeframes for interventions and the types of populations served.
New Technological Innovation to Enhance Development Effectiveness Science, technology, engineering and innovation can play a critical role in developing solutions for the problems facing the world today. Recently, great leaps have been taken in science and technology for development. Nuclear science, applications for mobile devices, enhanced satellite analysis, innovative engineering and other technology now play a strong role in enhancing development effectiveness. But, how do we use this technology in our programming processes? This new course will discuss and demonstrate some of the most recent and relevant technological developments and elaborate on their use in UN programming. It will also focus on its present application by the wider UN system to facilitate enhanced inter-agency cooperation and potential scaling up.

New The Effective Use of Data for Public Policy The effective use of data for public policy is of critical importance to the UN in its efforts to strengthen evidence-based programming and policy development. Generating, analysing, presenting and using data is of growing importance in our efforts to support Member States in this regard. But are we using our data (or lack thereof) to drive decision and advocacy efforts? And are we able to communicate the data in a clear, reliable, attractive and effective way? And how is this then used to enhance our programming processes? This course will provide participants with the skills and information to answer these questions. This new UN inter-agency course will strengthen the skills of UN staff in selecting, creating, using and interpreting data and statistics. This will be done with a particular focus on public policymaking and implementation, and build on both traditional ways of data analytics as well as more recent applications related to for instance mobile technology, crowdsourcing and big data.
Context Analysis for Development Programming The UN System Staff College in collaboration with UN partners is pleased to offer the second edition of the UN system-wide skills course focused on programme staff interested in strengthening their political economy skills for programming and policy development. Such skills will support more effective and politically feasible development strategies, ensure more realistic expectations of what can be achieved, and help outline the risks involved. The course addresses the existing gaps in guidance to carry out more holistic foundational context analysis, as opposed to technical assessments for which abundant guidance already exists. While not every agency has the capacity to carry out broad analysis, this workshop aims at sensitizing staff to its importance and at suggesting mechanisms for accessing analysis from other UN agencies and partners.

Orientation Programme for Junior Professional Officers and Associate Experts
Social Media for UN Programme and Coordination Specialists UN programme and coordination specialists are confronted with challenges related to outreach, visibility, credibility, innovation, accessibility of knowledge, networking, collaboration with third parties. Nowadays, being able to make effective use of social media is an essential skill required by most UN staff to succeed in delivering the best results. This course provides an overview of what social media is, the most significant tools available, as well as ways it can be implemented in the UN system to boost effectiveness.
The UNSSC has been delivering orientation programmes for JPOs and AEs from various European countries since 2003.The Programme’s goal is to equip JPOs with a common package of knowledge, skills and attitudes that will be key to serve in the UN System, both in Headquarters and the field. Peace and Security The aim of “making the United Nations of the 21st century increasingly the focus of preventive measures� requires the UN System and its partners to strengthen their capacity to address the challenges to collective security on one hand, and the threats to the safety and security of its staff on the other hand. New Decentralized Governance and Peacebuilding This online tutored course provides basic theoretical and practical concepts and skills on exploring the relationship between decentralized governance and peacebuiling. Participants will apply concepts to a fictitious case study throughout the course.

A Political Approach to Preventing and Responding to Electoral Violence This course provides practical knowledge about elections in transitional, postconflict and fragile societies. Leadership in Business Operations This course focuses on enhancing the leadership capacity of Middle Managers in Business Operations. This course aims to enhance the leadership skills of middle managers to respond to complex challenges and opportunities in the workplace, better understand and adapt to change, effectively communicate and negotiate with stakeholders, and deliver results through people. This course also focuses on developing entrepreneurial thinking and identifying implementable approaches to make the UN more creative and effective. Measurements for Effective Results-Based Management (RBM) This online course will enhance UN staff competencies in designing, monitoring and evaluating projects and programmes. It provides in-depth, technical skills on one of the key elements of RBM strategies: performance measurement. Integrated ProgrammeOperations Planning Workshop This course brings Programme and Operations staff together to develop a strategic, resultsbased and integrated approach to programme and operations enhancing efficiencies and productivity gains of the integrated approach. UN Leadership The Staff College is increasingly recognized as a centre of learning excellence in leadership development in the UN system. Its UN Leadership Programmes are designed to strengthen the leadership knowledge, skills and capabilities needed to face current and future global and professional challenges. UNCT Leadership Skills
UN Leaders Programme This interactive executive leadership programme promotes a “One UN” leadership culture. Strategic leadership is viewed and examined through the lens of a global or regional theme, offering opportunities for senior UN leaders to engage with diverse faculty and renowned speakers to explore the nexus between leadership, regional dynamics and geopolitical influences. The speakers range from senior UN officials, academia, and the private sector, to the arts and culture community.
Launched in 2006, this successful leadership programme is the longest-running leadership course at the UNSSC. It assembles senior UN officials of UN Country Teams from around the world, and is a mandatory part of the UN Resident Coordinator Induction programme. It engages senior UN leaders on topics of enhancing leadership, negotiation, political acumen, media and communications skills that are indispensable for effective leadership and undertaking their demanding roles. The course blends knowledge and skills sessions to create a learning environment that promotes interactive exchange, applied skills development, experience sharing and reflection.

Customized Training and Learning Programmes The standard courses offered by the Staff College, in all thematic areas, can be customized for specific country contexts or to meet the learning and training needs of specific groups and UN organizations. The Staff College designs, facilitates and conducts a variety of learning and training activities, in Turin, UN Headquarters as well as at the regional and country level, adapting its courses to local complexities and bringing them closer to its UN beneficiaries. All such activities are conducted on an inter-agency basis or in areas of inter-agency benefit and interest.
Serving UN Peace Operations UN Peace Operations staff are often asked to combine complex approaches to break the cycles of violence of current conflicts, and to understand the structural and contextspecific elements which propagate patterns of violence and fragility. They are in need of non-linear and creative solutions which are truly based on UN values, the latest academic thinking and best field practices. The Staff College actively responds to requests from UN peace operations, both peacekeeping and special political missions, with a view to equip UN civilian personnel with knowledge and skills enabling them to perform their specific functions in a more effective, professional and integrated manner, while meeting evolving challenges linked to their mandate implementation. UNSSC offers fully customised learning opportunities, designed to address the mission needs, and is able to deliver all trainings in the mission area.
Learning and Programme Support to UN Country Teams In collaboration with the UN DOCO and/or other UN partners, the Staff College provides learning & programme support to UN Country Teams in their efforts to develop the UN Development Assistance Framework (UNDAF). Under the guidance package endorsed by UNDG, strategic planning is a key step for enhancing strategic thinking and priority setting by the UNCT, with a deeper level of stakeholder engagement. This typically takes place through the organization of Strategic Planning Retreats (SPRs) during which UNCTs and their partners review and validate the major national development problems, the comparative advantages of the UN system, and identify the key priorities for UN intervention. SPRs also lead to the initial development of the UNDAF results matrix with a clear definition of outcome- and output-level interventions that address national priorities. In the context of the Country Analysis phase and UNDAF programming cycle, the UNSSC also provides tailored learning and programme support to integrate AntiCorruption and Human Rights-based Approach into the programming cycle.
Training of Trainers Programmes The Staff College, on its own or in partnership with UN system organizations, develops and implements “training of trainers� programmes in the areas of social development and human rights, conflict prevention, UN coherence and management in the UN system. Through these activities, the Staff College has contributed to develop global, regional and country-specific pools of experts to support strategic programme priorities and initiatives
Information and Knowledge Management Tools Fostering Knowledge Management Processes The Staff College can support UN organizations interested in developing a Knowledge Management Strategy or in fostering internal communication and collaboration. Our programmes can build capacity and empower colleagues to leverage institutional knowledge and experience, enhance internal and inter-agency communication, as well as raise visibility and foster adoption of good practice. Workshops can be organized to allow UN colleagues to reflect on individual and institutional strengths and outline an action plan to maximize usage of knowledge management practices in key areas.
Knowledge Fairs The Staff College offers its methodological and facilitation expertise to UN system and affiliated organizations seeking to organize innovative and effective knowledge sharing events. Staff College experts will work alongside the requesting organization to select the most appropriate tools to showcase and exchange experience, identify good practices and explore ways in which those can be replicated.
The Staff College partners with UN system organizations to produce innovative webbased analysis and knowledge tools to strengthen the overall operational effectiveness of the UN system. E-Learning Design and Management The Staff College offers its in-house E-Learning and instructional design expertise to UN system and affiliated organizations interested in deploying web-based learning solutions. In partnership with the requesting organization, the Staff College will identify, on a case-by-case basis, the most effective approach to create and manage meaningful, valuable and practical E-Learning and blended learning solutions. The Staff College produces its E-Learning content in compliance with industry standards to ensure courses can be easily imported into the requesting organization’s Learning Management System (LMS). Alternatively, UN system organizations can use the UN Knowledge Campus to deploy and manage the resulting E-Learning courses and tools.

Agency-Specific Learning Management Portals Technology can help learning managers to create engaging, accessible and longlasting learning opportunities for their staff. But what if the organization does not have a suitable learning and collaboration platform in place? Investing in establishing a Learning Management System (LMS) can be a long and expensive process. The Staff College offers UN system and affiliated organizations the possibility to leverage from its learning management platform (UN Knowledge Campus) to address their blended learning and E-Learning needs by creating agency-specific Learning Management Portals, without incurring the overhead costs and challenges inherent in deploying a new platform from scratch.
Communities of Practice When people who have common goals are able to interact regularly as they strive toward realizing these goals, a powerful process of social learning and shared practices takes shape. The Staff College puts its UN Knowledge Campus platform at the disposal of UN system and affiliated organizations interested in creating and managing on-line Communities of Practice for their staff.
Special Retreats The Staff College designs, organizes, facilitates and hosts special retreats for UN partners. The UNSSC has long-standing experience in organizing retreats for UN staff ranging from the Secretary-General’s Retreat with his closest top management members, to inter-agency groups retreats, such as the High Level Committee on Management and the Human Resources Network. The Staff College can offer an “all inclusive� service from designing the agenda; identifying subject-matter experts and key-note speakers; facilitating sessions; to hosting the Retreat; or a tailored service to cater for different needs.
