HSE Reminders on Licence Renewal Application process

To support licensed asbestos

removal contractors in submitting a licence renewal application the HSE has provided some general reminders to ensure an efficient and smooth application process.

Plans of Work

Submit recent Plans of Work (PoW), especially if changes have been made as a consequence of a review or HSE/LA inspection. Some applications have included PoWs which are no longer relevant or have previously been inspected by HSE, so further evidence will be needed which delays progress of the application.

Requests for information

During the application process a contractor may be asked for further information or additional documents. The HSE will request this information via email, and you should respond immediately, if you do not respond HSE will only follow up on two occasions and if still no response you may be left with a half complete application.

An example of an email you may receive is, “Asbestos Licensing Unit’s (ALU) are still awaiting further clarification/missing information from you before your application can proceed to the formal assessment stage/before I can complete your assessment”.

Advice from HSE Inspectors who assess the applications

Submit all required evidence, and ensure it is backed up with references to formalised systems, e.g. policies, procedures and standards.

This could include evidence of dealing with Health & Safety issues, information of the relevance and dates training was undertaken, as well as strategies for TNA, auditing, and air/personal air monitoring.

Assessment delays

When completing the application, it is essential that the names of documents in the evidence table are the same as those attached in the email, to enable the HSE to correctly connect documents.

Also, double check all documents are attached, including the site files relevant to the submitted PoW, as this will avoid unnecessary delays.
