As we move into the second quarter of 2025, I’m delighted to report on the significant progress we’ve made in maintaining and enhancing industry standards, while developing new resources and initiatives for our members. Our focus remains steadfast on providing value through rigorous auditing, comprehensive guidance, and continuous improvement in the asbestos removal industry.

In February, ARCA underwent its annual ISO 9001:2015 surveillance audit with NQA. I’m pleased to report that we successfully maintained our certification with no nonconformities raised. The audit thoroughly examined our quality management systems across all key areas of operation, including our training services, site audit processes, and membership administration. The auditor particularly noted the effectiveness of our recent improvements to feedback collection and data analysis systems.

I’m pleased to note the exceptional performance demonstrated by ARCA members in our unannounced site audits over the past year. Our detailed analysis shows significant improvements in

operational standards across member companies. This achievement is particularly impressive given the challenging nature of unannounced audits, where contractors must demonstrate excellence in their day-to-day operations without any preparation time.

This excellence becomes even more significant when viewed alongside recent HSE research examining practices across the wider licensed asbestos removal industry. Their study identified several areas of concern in industry-wide practices. The contrast between these findings and ARCA member performance underscores the value of our rigorous Site Audit Accreditation Scheme (SAAS). While parts of the industry may operate without regular external verification, our members undergo four unannounced site audits annually – a requirement that drives consistent excellence.

The HSE Asbestos Research Prioritisation Summit held on March 4-5, 2025 brought together key industry stakeholders to discuss research priorities for asbestos management and removal. ARCA was well represented at this important event, which addressed three key themes: making the best decisions about when to remove asbestos while ensuring safety; assuring the effectiveness of ongoing active management in situ; and understanding the changing sources of exposure to disease risk.

The summit featured presentations from distinguished speakers including Professor Sir Anthony Newman Taylor from Imperial College, Dr. Chris Warburton from the NHS, and Professor John Cherrie from Heriot Watt University. The research priorities identified during this summit will feed into HSE’s existing ‘Areas of Research Interest’ process and will likely influence future regulatory approaches.

OUR VISION

We envision being an essential strategic partner, through membership of ARCA and ATaC, to all companies providing asbestos management and licensed asbestos removal services, or services to those companies, by providing solutions which contribute to the overall success of their businesses and provide reassurance to their clients.

In response to evolving technological capabilities and member feedback, we’re introducing a new smartphone-based testing system for ARCA training courses. This system, currently in development and expected to be implemented within 2-3 months, will offer several benefits including immediate marking of tests with instant pass/ fail notification, opportunity for a second attempt during the same session if necessary, and immediate availability of certificates. For delegates without smartphones, our existing paper-based system will remain available as an alternative.

We have recently implemented a new text-based feedback system to gather more timely and comprehensive input from our members. This system now sends automated SMS requests for feedback following site audits, training sessions, regional meetings, and other ARCA events. I am pleased to report that to date, feedback received has been positive, indicating that members have a high satisfaction rate with ARCA’s products and services.

Our Annual General Meeting will be held at Savoy Place in London on Friday, 3rd October. Following feedback from previous events, we’ve secured this venue for this year’s meeting. We’ll be sharing more details about the AGM program in the coming months, but I encourage you to mark this important date in your calendars.

ARCA Members Achieve Unprecedented Excellence with 40% Surge in Perfect Audit

Recent analysis of unannounced audit data reveals that members of the Asbestos Removal Contractors Association (ARCA) continue to set the gold standard in the asbestos removal industry, building on a 20-year legacy of rigorous performance monitoring. The comprehensive comparison of audit results between 2023 and 2024 demonstrates ARCA members’ commitment to excellence, with evidence showing significant improvements in already high standards.

The study, analysing over 1,400 unannounced audits, shows a marked improvement in performance scores, with the average nonconformity score improving from 4.72 in 2023 to 4.04 in 2024 (where lower scores indicate better performance). This represents a substantial 15% reduction in non-conformities per audit from an already impressively low rate.

Even more impressive is the increase in perfect performance, with the percentage of audits achieving zero non-conformities rising dramatically from 25% to 35% of all audits. The statistical significance of this improvement exceeds 99.99%, confirming that these enhancements reflect genuine operational improvements rather than random variation. This remarkable 10 percentage point improvement demonstrates that ARCA members are not merely maintaining compliance but are actively pursuing operational excellence.

The overall pass rate for audits has also improved, increasing from 89.4% to 91.0%. Within this improved performance, passing audits show enhanced scores with their average score improving from 2.71 to 2.46.

ARCA’s Site Audit Accreditation Scheme (SAAS) represents the industry’s most comprehensive independent verification system, requiring four satisfactory unannounced site audits annually to maintain membership. This rigorous requirement, combined with the technical expertise of ARCA’s auditors and the truly unannounced nature of the audits, makes SAAS results particularly valuable to the Health and Safety Executive (HSE) when assessing licensed contractors. Whilst HSE primarily relies on its own inspections for licence renewal assessments, ARCA’s independent audits provide compelling supplementary evidence of consistent performance, as they offer both the independence and technical knowledge

that HSE values when considering external verification of contractor standards. Clients and organisations seeking asbestos removal services should view the ARCA Site Audit Accreditation Scheme with similar regard, as it provides comparable independent verification of excellence when selecting licensed asbestos removal contractors.

The significant increase in perfect scores (zero non-conformities) demonstrates that ARCA members are committed to exceeding minimum standards and are instead pursuing operational perfection. This dedication to excellence ensures that clients receive the highest quality service from ARCA member contractors.

Transforming Audit and Performance Management

In June 2023, ARCA launched the Site Audit Portal to help support the compilation of all site audit results for statistical analysis.

The Site Audit Portal stores all ARCA site audit reports (membership and additional audits) for individual members and data from internal audits via the Member Internal Site Audit App if used. Grades for all audits are displayed in a table and graph form and broken down into ‘Plan, Do, and Check’ elements, providing a more detailed management tool so contractors can identify the ‘Action’ requirements.

ARCA Achieves ISO 9001:2015 Quality Management Recertification

ARCA Enhances Quality Assurance with New Digital Feedback System

ARCA, the leading asbestos removal industry association, has launched an innovative digital feedback system to enhance its quality assurance processes. The new automated SMS-based platform was implemented on November 1st, 2024.

ARCA has taken a significant step forward in strengthening its site audit scheme and asbestos training service by introducing a new automated SMS feedback system. This new initiative aims to gather direct insights from site supervisors regarding the site audit process and get feedback from all candidates who undertake training courses with ARCA.

The newly implemented SMS feedback system features streamlined questions to capture feedback. Using a clear 10-point rating scale, the system evaluates three crucial aspects of the audit/training process: auditor/trainer professionalism, accuracy and fairness, and overall satisfaction with ARCA’s audit/training services.

ARCA also conducts text feedback

surveys for its events, regional meetings, and annual general meeting (AGM). These surveys are designed to gather insights from attendees on the overall experience, content quality, and satisfaction levels with the event/meeting. By collecting feedback through text surveys, ARCA aims to continuously improve its events and meetings to better serve its members and stakeholders.

Four-Stage Clearance Testing: HSE Research Reveals Mixed Progress

Anew Health and Safety Executive (HSE) research report examining the effectiveness of four-stage clearance (4SC) testing has revealed both improvements and ongoing challenges in the asbestos removal industry.

The research, conducted between 2016 and 2019, observed work practices of clearance analysts at eight licensed asbestos removal sites. The study assessed whether standards had improved and evaluated compliance with HSE guidance (HSG248, 2005 version) during the 4SC process. Site visits covered various removal scenarios, with enclosure sizes ranging from 15m² to 347m².

Positive Developments

The report highlights several encouraging findings. Industry integration of HSE recommendations from previous work was observed at five out of eight sites, with improvements including the introduction of handover paperwork from Licensed Asbestos Removal Contractors (LARCs) to 4SC analysts.

The research found a higher failure rate during Stage 2 visual inspections than previously reported via internal communications with UKAS, with 36% (4 out of 11) of enclosures failing this stage. This suggests an improvement in the application of the 4SC process compared to previous studies, with more failures being correctly identified.

Stage 2 Visual Inspection Findings

The duration of visual inspections varied significantly, broadly matching the examples in HSG 248 guidance based on enclosure complexity and size. Visual inspections at different enclosure sizes showed marked variations:

w Small enclosures (15-20m²): 11-30 minutes

w Medium enclosures (40-100m²): 23-197 minutes

w Large enclosures (>100m²): One notably lengthy inspection of 1,796 minutes (approximately 30 hours)

While analysts did not conduct any activity considered asbestos removal, some remained inside enclosures during minor cleaning work. Visual inspections of equipment left inside enclosures were not always thorough - on three occasions, analysts did not inspect mobile scaffold platforms and failed to notice missing caps from the tops of scaffold poles, which have the potential for collecting fallen debris during removal work.

Areas for Improvement

The study identified several areas requiring attention. Certificates for Reoccupation (CfR), while issued at all sites, were not always clear, unambiguous and accurate. CfR reviews revealed varying standards of documentation - some were standalone documents of a few pages, while others formed part of larger reports up to 56 pages long, with Stage 3 results appearing as late as page 39. Some CfRs did not have page numbering, making them difficult to collate when paper records were used.

Non-compliance with HSE guidance (HSG248) was observed in several areas:

w RPE Selection and Use: Ori-nasal RPE was worn for over an hour on four separate occasions, contrary to HSE guidance limits in HSG 53

w Enclosure Practices: In some cases, analysts remained inside enclosures while minor cleaning was undertaken by the LARC w Dust Disturbance Activities: In four out of eleven enclosures, brushing was not carried out for the minimum time set out in guidance

Stage 3 Clearance Tests

Air sampling with dust disturbance was conducted with at least the minimum number of sampling points detailed in HSG 248. Stage 3 failed for three enclosures, with one (Spray Coating enclosure) failing four times. On one site, there was a difference in clearance fibre counting results between HSE scientists and the on-

site 4SC analyst, leading to a Stage 3 failure and re-cleaning requirement.

Sampling point placements were generally appropriate, with all areas of the enclosures being adequately covered. However, in one case, a 4SC analyst used a plastic bag for disturbance rather than a brush or broom, contrary to ACoP L143 paragraph 450.

Stage 4 Findings

Stage 4 inspections revealed several areas requiring attention. The management of equipment removal needed improvement - LARCs’ equipment was not always cleaned and bagged as required before being taken out of the enclosure.

Where multiple activities were taking place concurrently, such as demolition work generating dust or multiple live enclosures, Stage 4 became more complex. The wheels of Negative Pressure Units (NPUs) and mobile scaffold towers located within the enclosure were identified as areas requiring thorough inspection.

Scaffolding, either in tower form or as standalone structure, needed specific attention in records. In cases where scaffolding used as part of the enclosure structure remained in-situ post Stage 4, the area required inspection for residual enclosure materials, dust build-up or ACMs. The study found that associated risks and potential for debris when dismantling needed to be made clearer by the analyst to the duty holder.

Looking Forward

These findings will help inform HSE’s intervention approach. The research indicates that while progress has been made in areas such as visual inspection thoroughness and failure identification, there remains room for improvement in 4SC practices. The increased failure rate during observed inspections, improved documentation processes at some sites, and better identification of non-compliant work suggest positive movement in industry standards. However, the variations in CfR quality, inconsistencies in RPE usage, and issues with dust disturbance activities indicate areas where further improvement is needed.

ATaC Manager

Robert started his journey in the asbestos industry in 2000, working for UKAS accredited organisations as an asbestos surveyor/analyst. Over the next few years, he progressed to project manager.

After a short time in the licenced asbestos removal sector as a project manager, Rob has spent most of his later career working for asbestos trade associations carrying out site audits, training, NVQ assessment and IQA.

Rob has been the ATaC Manager for over three years, representing and promoting the interests of ATaC members and the asbestos testing, inspection, and consulting sector.

Rob Blackburn

Director, Knights Research Ltd

Rob has experience spanning back to 1987. He refined his skills in all aspects of asbestos management and compliance on-site as a Quality and Technical Manager before concentrating solely on consultancy work as Managing Director of one of the largest independent multidisciplinary asbestos consultancies in the UK.

In 2013, Rob established Knights Research Ltd, specialising in expert witness, advice and consultancy on asbestos regarding contract disputes, civil cases, personal injury claims and criminal cases.

He joined the ATaC Management Committee as one of its founding members in 1998. He passionately represents the consultancy sector on many of the UK’s regulatory working groups and committees.

Over the last 20+ years, Rob’s contribution has supported ATaC members and improved the industry, while fostering positive relationships with both UKAS and the HSE.

Mick Dawson Director, Dawson Asbestos Consulting Ltd

Mick has been advising on asbestos issues since 1989, working for some of the largest asbestos consultancies in the UK.

After a successful 20-year career in a variety of managerial roles, he established Dawson Asbestos Consulting Ltd in 2010, an independent consulting

business providing technical assistance to Dutyholders, UKAS laboratories and other groups within the asbestos industry.

He specialises in dutyholder responsibilities, development and implementation of asbestos management systems and asbestos training.

Mick has been an active member of the ATaC Management Committee since 1999.

As well as being a Fellow of the Royal Society for Public Health, Mick is a Chartered Environmentalist and a member of the BOHS Faculty of Asbestos Assessment and Management (FAAM).

Jonathan Francis Director, Riverside Environmental Services

Jonathan joined the asbestos industry in 1996 as an analyst/surveyor and has diligently progressed to director/owner of Riverside Environmental Services since its establishment in 2002.

He joined the ATaC Management Committee in 2008, serving as the ATaC Chairman on the Asbestos Removal Contractors Association (ARCA) Governing Council.

After just 4-years in the industry, Andrew moved to Acorn Analytical Services as Managing Director when it was established in 2000. He is responsible for corporate policy and procedures associated with the asbestos consultancy services provided by Acorn Analytical Services, and now assumes the role of CEO. Andrew has developed excellent links within the asbestos industry and has been a member of the ATaC Management Committee since 2002. Additionally, he sits on the ARCA Governing Council as an ATaC member representative, having just completed serving two years as the ARCA Chairman.

John Richards Managing Director, Thames Laboratories

With over 40 years’ experience, John has seen significant changes within the asbestos industry, leading to a career focused on improvement.

Starting out as an analyst in 1983, he established Thames Laboratories in 1991.

John joined the ATaC Management Committee in 2001 to give a voice to the industry, providing clarity and, where necessary, a mechanism to challenge for improvements and change in asbestos management. This has also provided a

platform to discuss industry challenges.

Throughout his career, John has been actively involved with the Health and Safety Executive (HSE) and their associated technical working groups, RICS working groups and consultation panels.

He has been the pivotal driver for the Asbestos Information Certificate initiative.

Paul Shaw

Commercial Director, Environtec

Joining Environtec as a trainee analyst in 1996, Paul quickly gained significant experience in air monitoring and surveying before advancing to project manager.

His career includes time in Europe and Asia, as well as extensive work in Gibraltar on Ministry of Defence sites, where he managed complex asbestos projects.

In 2007, Paul joined the board as Technical Director and later became Commercial Director. Currently, he oversees the company’s marketing strategy and project management supply chain, while mentoring the senior management team. He also serves as Contract Director for several bluechip clients.

Paul joined the ATaC Management Committee in January 2024. He was keen to work alongside likeminded consultancy leaders to support and give a voice to the asbestos consultancy sector.

Chris Parr

QHSE Director, Lucion Services

Chris joined the asbestos testing and inspection industry in 2004 and has worked across all disciplines of analytical, surveying, laboratory, auditing, project management and training.

Since 2011 Chris has been instrumental in establishing a strong Quality, Health, Safety, and Environmental (QHSE) culture at Lucion Services, which has included developing and maintaining an integrated Quality Management System that includes ISO 17020, ISO 17025 (requirements for asbestos testing and inspection accreditation by UKAS), ISO 9001, ISO 14001, and ISO 45001 (certified by BSI).

As the QHSE Director at Lucion Services, Chris has a comprehensive understanding of the requirements of UK safety and asbestos legislation and regulations. He has notable experience working with UK asbestos industry regulators and bodies to ensure that Lucion’s internal procedures are in line with regulatory and guidance requirements, whilst developing compliance strategies, utilising technology, and innovation. He joined the ATaC Management Committee in January 2025.

Widow’s plea for answers after steelworker’s death from asbestos-related cancer

The widow of a former Brierley Hill steelworker who died of an asbestosrelated cancer has urged anyone who worked with him throughout his career to come forward with information that may prove whether his illness was linked to his work history.

Thomas Mason, aged 76, from Stourbridge, died in May 2023, just months after being diagnosed with mesothelioma - an incurable cancer associated with asbestos exposure in the workplace.

After his diagnosis in late 2022, Mr Mason instructed industrial disease experts at Thompsons Solicitors to identify where he had been exposed to asbestos.

He died soon after, but his wife Josie vowed to continue his battle for answers and is urging anyone who may have worked alongside him to come forward with information about working conditions.

Having left school at 15 in the 1960s, Mr Mason started his career as a trainee welder working for Old Park Engineering in Dudley. He built equipment such as gantries for cranes and props for mines before moving departments to become a trainee electrician.

Around 18 months later, he joined the drop forge industry, working for various organisations, before joining Round Oak Steel Works in Brierley Hill in the mid-1960s. He worked there for around

15 years, initially as a shift helper and then as a fourth-hand furnace man, until he was made redundant in the 1980s.

The family’s legal team now wants to speak to anyone who recalls working with him, who may hold vital information, particularly anyone who worked on the continuous casting operation at Round Oak Steel Works.

Mr Mason’s widow Josephine said: “For many years, like many men in the area, he worked at the Round Oak Steel Works. So, there must be lots of people who remember him during that time.

“Likewise, we hope that anyone who worked with him before and after his time at the steel works who can provide us with some insight into the working conditions and the potential presence of asbestos.”

After leaving the Round Oak, Mr Mason worked in numerous roles for different companies including as a labourer.

Mrs Mason said it had been “so hard to watch” her husband deteriorating as his illness progressed and she added: “He had always been so active, but he struggled with his breathing towards the end and had to have his lungs drained of fluid regularly.

“He became too ill to undergo chemotherapy, and we sadly lost him just a few months after he was diagnosed with his condition.

“It’s left us with so many questions about how and when he was exposed to the asbestos. We’re

desperate to know what happened and whether more could have been done to protect him.”

Alan Dolphin, an industrial disease expert at Thompsons Solicitors who is representing the family, said: “Mrs Mason and her family are desperate to understand better the circumstances surrounding Mr Mason’s asbestos exposure, and they would be very grateful to anyone who may have information that could help them in their pursuit of justice.

“We would welcome any information that anyone who worked alongside Mr Mason at any point during his career might have, and we are particularly keen to speak to those who knew him whilst at Round Oak Steel Works, where he spent many years.”

Man who burned asbestos waste fined £20,864

Aman who burned waste including asbestos has been ordered to pay charges totaling £20,864.

Mark Greenhalgh operated a illegal waste site in Woburn Sands, near Milton Keynes, without an environmental permit. The 64-year-old admitted to two waste crime charges at Milton Keynes Magistrates’ Court on Friday.

The Environment Agency said officers had investigated the site between 2018 and 2023 and found large amounts of waste on each visit, but their advice was continuously ignored.

It added that as the site was close to a housing estate and an ancient woodland, his activities had put residents and nature at risk of harm.

The Woburn Sands site was investigated

by the Environment Agency between 2018 and 2023. Greenhalgh, of Warwick Avenue, Milton Keynes, also burned vehicles, domestic appliances and soft furnishings at the site.

According to the Environment Agency, all the waste had been stored improperly which had caused a fire risk.

In August 2022, Buckinghamshire Fire and Rescue deployed multiple pumps to a significant fire at the scene.

Greenhalgh admitted to two charges of knowingly causing or knowingly permitting the deposit of controlled waste.

He was ordered to pay £720 in fines, £288 in victim surcharges and prosecution costs worth £19,856.23 within 12 months.

Councils’ asbestos management to be assessed during HSE inspection campaign

Hundreds of inspections at council buildings will be carried out by the Health and Safety Executive (HSE) to check councils are managing the risk of asbestos properly.

HSE inspectors will visit the head offices of dozens of councils across the country to ensure asbestos risks are being managed effectively to keep people safe. Each council visit will see inspections take place at several different sites within each local authority’s property portfolio. This work continues previous inspection campaigns that targeted hospitals and schools.

The inspections will assess how local authorities are managing the risks from asbestos within their buildings and meeting the ‘duty to manage’ (DTM) requirements under Regulation 4 of the Control of Asbestos Regulations 2012 (CAR).

The duty to manage asbestos covers a wide range of buildings, some regulated by HSE and local authorities. These visits will look at asbestos management in public buildings, including libraries, museums and leisure centres.

People who visit or work in these buildings will not be exposed if asbestos is properly managed. But it can become dangerous when disturbed or damaged.

HSE launched The Asbestos –Your Duty campaign in January 2024 to reach those responsible for maintenance and repair of nondomestic buildings built before the year 2000 to raise awareness of the legal duty to manage asbestos in buildings.

Helen Jones, HSE’s Head of Health and Public Services Sector, said: “Local authorities have a hugely important role to play in keeping people safe. They can do this through the maintenance of their property portfolios and in their role as a regulator. To keep people safe from its harm, a culture of safely managing asbestos is needed in our building industry and among those responsible for buildings.

Asbestos exposure in Great Britain is

still the single greatest cause of workrelated deaths due to exposures decades ago. Together, we must protect people in the workplace and reduce future workrelated ill health.

Those responsible for the maintenance of buildings must do everything to comply with the law and prevent exposure to this dangerous substance, which was widely used in post-war construction before it was completely banned in 1999”.

Premises built before the turn of the century, and especially those between 1950 and 1980, when the use of asbestos in construction was at its peak, must carry out the necessary checks, understand their legal responsibilities and actively manage any asbestos they are responsible for.

HSE will check how asbestos is managed when visiting a range of buildings across council stock ensuring they have the right arrangements in place.

HSE inspectors will contact the local authority before visiting to arrange a suitable date and time for the inspection.

The Asbestos Network’s updated personal exposure guidance involves big changes from what came before. But with the right strategies, you can fully comply with the minimum effort. Nick Garland presents some simple tips.

Developing an exposure monitoring strategy

With the start of the year, I thought I would return to my favourite subject: exposure monitoring. It’s an area that was dramatically changed by recent Asbestos Network guidance. I’m going to discuss strategies for exposure monitoring and provide some tips that will – hopefully – make it easier.

First, I wanted to mark the end of a successful first quarter for the ARCA and Assure360 Partnership. We’ve had a tremendous amount of interest, and it’s been great to hear from so many of you. To the guidance. There are four types of personal sampling you can deploy:

1. Four-hour Control Limit

2. Specific Short-Duration Activity (SSDA)

3. 10-minute Short-Term Exposure Limit (STEL)

4. Assessment of suitability of Respiratory Protective Equipment (RPE)

You should consider your objective: what are you trying to capture? The goals for all monitoring are derived from the regulatory requirements, which state you must:

w Check employees’ exposure is below the Control Limit, and reduced to as low as is reasonably practicable (Reg 11)

w Confirm the controls including RPE are sufficient (Reg 11)

w Support current and future risk assessments (Reg 6)

w Establish employee exposure records (Reg 19)

One simple trick

The guidance states that one or more requirements can be met from a single test, so here’s the first tip: when requesting personal monitoring, try to ensure the test parameters don’t disqualify it from any of the categories.

The tightest rules are around four-hour Control Limit testing (the 4-Hr TWA), which requires at least 240 litres of air, and a flow rate of 1-2 litres per minute. Therefore, a twohour test at two l/min qualifies, even though it’s not four hours long.

This simple trick lets you use that single result for the first, second and fourth test type, and all the goals outlined above. In fact, the only scenario it doesn’t cover is where short-term exposure might be very high, even if when measured over a full shift it will be more moderate. For these less common situations, you’ll have to resort to a short air test.

The 4hr TWA calculations can be hard –but not for ARCA members using Assure360. We analyse your data, compare it to the rules, and provide the four-hour Control Limit results for you.

Using a risk-based strategy

Now it starts to get trickier. The age-old ‘rule’ where you test 40% of AIB, 60% of pipe insulation work, and 100% of sprayed insulation jobs is out, replaced by a riskbased strategy that recognises the detail of the work – for example, whether AIB was nailed or screwed, and what access operatives had to it (ducts make it riskier).

This is very challenging if you have to record and calculate everything in Excel, but again it’s easy in the full version of Assure360. In our approach, the supervisor records all exposure information. We know how many times Tom, Dick or Harry has been exposed to the removal of nailed AIB in a duct, or screwed AIB in a bathroom etc. We also know how many times a personal test has been recorded against that activity.

Cover all activities

The guidance states that all activities should be covered, which includes waste runs, enclosure construction and deconstruction, fine cleaning, and everything else, which all need their own strategy. The Health and Safety Executive (HSE) recognises this is a big change, and has indicated that you should focus on asbestos removal activities first, before broadening out to all the other lower-risk activities.

This leaves ‘novel removal techniques’, which are new-to-you methods where you don’t have much or any data. Again, these need special attention. More protective RPE should be selected, and then you need to test, test, test.

Again, this is very simple when you approach the exercise activity by activity. Finally, your strategy should take account of people. Anyone new or inexperienced with your procedures must be targeted with additional personal monitoring. HSE publishes annual work-related ill-health, injury and enforcement statistics for 2023/24

On the 22nd of November 2023, the Health and Safety Executive (HSE) published statistics that cover work-related ill health, nonfatal workplace injuries, and enforcement action taken by HSE, in the 2023/24 period.

The statistics reveal that the number of workers reported to be suffering from work-related ill health during 2023/24 is 1.7 million – which is similar to 2022/23 (1.8 million workers).

The rate of self-reported work-related ill health remains broadly similar to the previous year, although the current rate is still higher than the 2018/19 pre-pandemic level.

Approximately half of those reporting ill-health relate to stress, depression or anxiety, with an estimated 776,000 cases in 2023/24. The current rate of self-reported work-related stress, depression or anxiety is higher than the pre-pandemic level but has decreased from 910,000 in 2022/23.

An estimated 33.7 million working days were lost in 2023/24 due to self-reported work-related ill health or injury.

HSE’s chief executive Sarah Albon said: “This year marks 50 years since the legislation which established HSE was passed. Much has been achieved in that time, including a dramatic reduction of around 85 per cent in the numbers of employee fatal injuries in the workplace.

“Today, Great Britain is one of the safest places in the world to work but these statistics serve as a reminder that there is still room for further improvement, and we remain committed to ensuring people remain safe and healthy wherever work is taking place.”

HSE’s statistics also reveal the impact work-related ill health and workplace injuries are having on Britain’s economic performance.

In 2022/23, the estimated annual costs of workplace injury and new cases of workrelated ill health reached £21.6 billion, which is £1.6 billion less compared with 2021/22.

The figures also show that 138 workers were killed in work-related accidents in 2023/24, while 604,000 workers sustained a self-reported non-fatal injury in the workplace during the same period.

HSE Asbestos Research Summit Setting Priorities for National Asbestos Safety Strategy

The Health and Safety Executive (HSE) recently hosted a significant two-day Asbestos Research Prioritisation Summit on 4-5 March 2025, at The Alan Hotel in Manchester. This important gathering brought together representatives from industry, academia, and various stakeholders to collectively develop priorities for research needed to make informed decisions about the management and removal of asbestos from buildings across Great Britain.

Summit Purpose and Context

The summit addressed a pressing national challenge: the eventual need to remove all asbestos from buildings across Great Britain, balanced against the practical constraints of available resources. As stated in the welcome materials: “We will need to remove all asbestos from buildings over the coming years, but there is limited capacity to do this safely and quickly. In that context, the workshop aim is to collectively develop priorities for research to help ensure we make the best decisions about ongoing management and removal of asbestos from buildings.”

The gathering was guided by several fundamental questions:

w What evidence is needed to increase confidence about when removal is the right option?

w How can we provide assurance of the effectiveness of active management where immediate removal isn’t possible?

w What evidence is needed to protect those removing asbestos and those reoccupying areas after removal?

w How can we better understand changing sources of past asbestos exposure to better control current risks?

Summit Structure and Expert Contributions

The event was structured around three key themes:

1. Making the best decisions about when to remove asbestos, ensuring safety

2. Assuring the effectiveness of ongoing active management in situ

3. Understanding the changing sources of exposure, including those via the built environment, to disease risk

Distinguished speakers included Professor Sir Anthony Newman Taylor of Imperial College, who served as a key facilitator, and Rt Hon. Sir Stephen Timms MP, Minister for Social Security and Disability.

Expert presentations covered relevant topics including:

w The epidemiological evidence base

w Measuring and assessing exposure

w Clinical aspects of asbestos-related disease

w The European Occupational Exposure Limit

w Developments in fibre measurement

w Approaches to influencing safety culture

On day two, international perspectives were provided by Mr Keld Alstrup Jensen from Denmark’s National Research Centre for the Working Environment on European OEL perspectives and challenges, and Mrs Bianca Gasse from Germany’s Institute for Occupational Health on new developments in asbestos measurement technology.

Research Priorities Identified

Following extensive discussions and prioritisation exercises, the summit identified eight key research questions that will help inform HSE’s ongoing asbestos work:

1. Exposure Monitoring: What are the levels of exposure before, during (including short-term peaks), and after removal – including non-licensed

activities in various environments (including waste management areas and cleared land)?

2. Risk Population Identification: Which environments and populations face the highest risk of asbestos exposure and mesothelioma development? This would involve linking data from ONS, DWP, the THOR network, and other sources, including longer-term follow-up of asbestos workers.

3. Targeted Sampling Strategy: Can focused workplace sampling in priority buildings (such as schools and social housing) help define, guide, and prioritise both current health risks and building replacement programmes?

4. Data Access and Integration: What data sources exist, who holds them, and how can access be improved for comprehensive analysis?

5. Stakeholder Awareness Assessment: Do people understand their legal roles and responsibilities under management of asbestos-containing materials in situ and their duty to manage?

Collaborative Approach to Implementation

All prioritised topics will feed directly into HSE’s existing ‘Areas of Research Interest’ process, which aligns with HSE’s broader strategic objectives outlined in “Protecting People and Places for 2022 to 2032.”

Professor Andrew Curran CBE, Director of Science and Chief Scientific Adviser at HSE, emphasised that these research priorities will be vital for filling evidence gaps, evaluating policy approaches, and monitoring the impact of HSE’s asbestos management strategies.

Looking Forward

The summit represented a significant step forward in establishing a coordinated, evidence-based approach to one of Britain’s most persistent workplace health challenges. By bringing together diverse perspectives from industry, academia, regulators, and health professionals, HSE has created a framework for generating the knowledge needed to protect workers and the public from asbestos exposure while addressing the practical challenges of safely removing asbestos from Britain’s building stock.

The outcomes of this summit will help shape policy and practice for years to come, ensuring that decisions about asbestos management and removal are based on robust scientific evidence and prioritised according to risk.

Control Measures in Licensed Asbestos Removal: New HSE Research Shows Industry-Wide Challenges

The Health and Safety Executive (HSE) has published important new research examining compliance with control measures during licensed asbestos removal work across the industry. The study, which observed eight removal sites between 2016-2019, provides valuable insights into current practices and highlights where improvements are needed in parts of the sector that may not benefit from regular independent oversight.

This research comes at a time when ARCA continues to strengthen its audit programme, requiring members to undergo 4 unannounced site audits annually through the Site Audit Accreditation Scheme (SAAS) - a requirement that has helped maintain consistently high standards among members for over 20 years.

Industry-Wide Progress on Exposure Control

The research shows encouraging progress in the sector as a whole, with fibre concentrations measured during wetted ACM removal notably lower than in previous HSE research from the late 1990s. This improvement likely reflects both better guidance and improved implementation by licensed contractors over the past two decades.

The study found that enclosures were generally effective at containing asbestos fibres during removal work, though researchers observed instances where surfactant leaked from enclosures at some sites. Such findings highlight the value of regular independent auditing and oversight - a cornerstone of ARCA membership for decades.

Areas Needing Industry Attention

The HSE identified several practices requiring attention across the wider industry. At seven of the eight observed sites, PVA

spray wasn’t used when dismantling enclosures after stage 3 of the 4-stage clearance - despite this being specified in HSE guidance as an important control measure.

Power tool usage near asbestoscontaining materials (ACMs) emerged as another concern. At one site, elevated fibre levels were recorded when a powered reciprocating saw was used on metal framework that had held AIB panels, without implementing additional control measures specified in guidance.

Equipment management also showed room for improvement at some sites, with instances of improper sealing before removal from enclosures. The researchers observed one site reusing enclosure materials - a practice explicitly warned against in HSE guidance due to contamination risks.

Maintaining Standards Under Pressure

The research identified that at some sites, careful work practices deteriorated as projects progressed. This observation underscores the value of regular independent oversight - something ARCA’s Chief Executive Steve Sadley emphasises: “Being unannounced, ARCA site audits give a realistic view of a contractor’s usual performance on site and are an indicator of the effectiveness of management arrangements.”

The Value of ARCA’s Audit Scheme

The findings reinforce why ARCA has long emphasised the importance of regular independent auditing. As Steve Sadley notes, “Audits undertaken by an external resource are seen across the industry as a strong indicator of performance.”

For clients, the research highlights the importance of choosing contractors who submit to regular independent auditing through established schemes like SAAS.

ARCA’s commitment to unannounced site audits has provided assurance of consistent standards and competency for over two decades.

Key Focus Areas for the Industry

The HSE research suggests several areas where parts of the industry should concentrate improvement efforts:

1. Consistent application of controls throughout projects

2. Proper equipment management and decontamination

3. Strict adherence to waste routes

4. Regular integrity testing

5. Proper use of PVA spray during dismantling

6. Implementation of additional controls for power tool use.

Looking Forward

While the research shows encouraging progress in exposure control compared to historical levels, it also reveals opportunities for raising standards across the wider industry. The findings particularly demonstrate the value of ARCA’s established audit scheme and training programs in maintaining consistent high standards.

For licensed contractors, the research provides useful benchmarks against which to assess their practices. For clients, it reinforces the importance of choosing contractors who demonstrate their commitment to maintaining standards through ARCA membership with its robust audit requirements.

Adam Rennie, Commercial Manager at Environmental Essentials, has been leading consultancy for a transformative asbestos removal project in Fajara, The Gambia, on behalf of the London School of Hygiene and Tropical Medicine. This initiative, has been carried out in accordance with UK asbestos management standards, aiming to remove hazardous materials safely from premises within the site and also establish a long-term asbestos management strategy.

works, forming the foundation of a structured five-year programme. A key aspect of this project is the focus on sustainability, with an ambition to train and develop a local workforce capable of independently handling asbestos removal in the future.

Building a Skilled Local Workforce

A significant milestone in this initiative came during Phase 2 when Environmental Essentials partnered with the Asbestos Removal Contractors Association (ARCA) to provide formal training for 10 Gambian trainees. These operatives will progressively develop

their skills throughout the course of the works, with the ultimate goal of replacing UK-based labour once they achieve the required competency levels. To further strengthen local capability, ARCA has also been approached to provide Supervisor and Auditor training. This additional investment in skill development is intended to create a self-sufficient asbestos management team in The Gambia, ensuring the longevity and sustainability of the programme.

Throughout the process, Environmental Essentials and ARCA have been working closely with The Gambian Government’s National Environment Agency (NEA). Adam has provided consultancy, providing expert guidance to help improve asbestos management policies and

frameworks in the country, ARCA has been a key partner in this process. This collaboration is crucial to ensuring that The Gambia develops workable longterm sustainable solutions for the safe handling and removal of asbestos.

Commitment to Long-Term Asbestos Management

This pioneering project not only ensures that asbestos is removed safely and in accordance with UK legislation but also paves the way for a skilled and self-sufficient workforce in The Gambia. By investing in local training and management, Environmental Essentials

and ARCA are making a lasting impact, fostering knowledge transfer, and creating a framework that will support The Gambia’s environmental and occupational health policies for years to come.

The HSE’s Stance

The HSE has been clear: dry sweeping is no longer acceptable on sites where dust exposure is a risk. Sweeping not only stirs up harmful particles into the air but also spreads them further, increasing exposure for workers. Instead, the HSE strongly recommends using industrial vacuums with HEPA filters as part of a broader dust control strategy, alongside water suppression techniques and properly fitted respiratory protective equipment (RPE).

The Role of Industrial Vacuums and HEPA Filtration in Dust Extraction

Dust control on construction sites is more than just about cleanliness—it’s a matter of health, safety, and compliance. With the Health and Safety Executive (HSE) ramping up its focus on preventing hazardous practices, including dry sweeping on-site, understanding the importance of dust extraction and proper filtration has never been more vital.

At the heart of effective dust control is the industrial vacuum. These machines are designed to tackle the demanding environments of construction activities, where fine dust and harmful particulates, such as silica, are ever-present. Anglian bolsters Asbestos division Return

Nof Richard Lambert and new team members join

orfolk based multi-service contractor Anglian, has bolstered its Asbestos division with the return of contracts manager Richard Lambert. New team members have also been recruited, bringing Anglian’s Asbestos division to a total of 10 staff.

With a background in property repair and firefighting. Richard first got into the asbestos industry looking for a career change. Having found his niche, he began to thrive, achieving fast career progression by achieving an ARCA Level 4 Management Diploma qualification. Richard originally joined Anglian in 2013 where he worked until Spring 2024 before going to assist one of Anglian’s sub-contractors, working on-site across a range of Anglian projects. His 11-year career has seen him undertaking some of the most challenging high profile projects including hospitals, education facilities, airfields and military installations.

Richard’s return also coincides with the

recruitment of three new asbestos team members including experienced local supervisor, Ashley Petley. Anglian’s Asbestos division now totals 10 staff, including three surveyors.

Richard Lambert, asbestos contracts manager at Anglian, said: “After six months away on-site, I am delighted to be fully back at Anglian. The standardisation process is particularly evident in ARCA’s collaboration with training partner Specialist Assessment and Training Centre (SATC) in Glasgow. This partnership has paved the way for integrating external training providers, including Northern Safety and ABP Southampton, into ARCA’s established methodology. The primary objective is to ensure that regardless of location or trainer, all courses deliver identical content and maintain consistent quality standards.

Central to this standardisation effort is the mandatory requirement for all external trainers

to utilise ARCA’s proprietary training materials. This approach guarantees that every course, whether delivered in Scotland or southern England, adheres to the same curriculum and meets uniform learning objectives. External trainers must demonstrate proficiency in delivering these materials while maintaining ARCA’s high standards of instruction.

ARCA’s standardisation programme extends beyond mere content delivery to encompass a broader quality assurance framework. External trainers are brought into a collaborative environment where they can both contribute their expertise and benefit from the collective knowledge of their peers. This exchange of best practices and methodologies helps elevate the overall quality of training delivery while ensuring consistency across the network.

The initiative also includes a robust feedback mechanism that allows for continuous refinement of training methods and materials. This iterative process ensures that training content remains current and effective, while delivery methods evolve to meet the changing needs of industry professionals. The standardisation programme thereby creates a dynamic learning environment that benefits both trainers and course participants.

The impact of this standardisation effort is particularly evident in the delivery of specialist courses, such as the Licensed Contract Manager course. When updates or modifications are required, these changes can be implemented uniformly across all training locations, ensuring that all participants receive the most current and relevant information.
