The COVID-19 pandemic is a public health emergency - but it is far more. It is an economic crisis. A social crisis. And a human crisis that is fast becoming a human rights crisis. Human rights cannot be an afterthought in times of crisis - and we now face the biggest international crisis in generations. People - and their rights - must be front and centre.

Human rights responses can help beat the pandemic, putting a focus on the imperative of healthcare for everyone. But they also serve as an essential warning system - highlighting who is suffering most, why, and what can be done about it. We have seen how the virus does not discriminate, but its impacts do - exposing deep weaknesses in the delivery of public services and structural inequalities that impede access to them. We must make sure they are properly addressed in the response. We see the disproportionate effects on certain communities, the rise of hate speech, the targeting of vulnerable groups, and the risks of heavy-handed security responses undermining the health response. More than ever, governments must be transparent, responsive and accountable. Civic space and press freedom are critical. And in all we do, let’s never forget: The threat is the virus, not people. By respecting human rights in this time of crisis, we will build more effective and inclusive solutions for the emergency of today and the recovery for tomorrow. READER UNHAPPY WITH BLOCKADES ON THE WILDSIDE There has been a fair amount of discussion on social regarding the barriers that FOSTER has erected along the walkways on the Wildside. here is one readers view. (Edited) “I am shocked and most disappointed with the barriers which FOSTER constructed in the pathway on the Wild Side in Cape St Francis. The St Francis Area is amongst other things advertised as a tourist destination and one of the attractions is “ A Walk On The Wild Side”. As a result of these barriers a walk on the wild side has now become an obstacle course with distracting human intrusion in nature. Cyclists are treated as naughty children and in the process the hikers and runners are punished as well. Surely the average person enjoying his/her outdoor exercise in this beautiful area, is able to read and understand the signs used for indicating different types of routes. Extreme measures such as these are totally unwarranted and could even have a negative effect on tourism to Cape St Francis and possible new buyers of property. It creates an unfriendly impression and testifies a relentless attitude towards cyclists and hikers to such an extent that everyone using these pathways is adversely affected. May I ask: What is behind this? Will the other nature reserves such as the Irma Booysen Reserve where different pathways are designated for cyclists and hikers be treated in a similar way in future? My request is that the barriers are removed completely. Concerned resident


FOSTER CHAIRMAN RESPONDS TO COMPLAINTS OVER BARRIERS FOSTER has been responsible for proclaiming and managing the reserve network in the St Francis region since the 1980s. It does this with the full support of the Kouga Municipality which owns the land and, to this effect, has a Memorandum of Understanding with the Municipality. Recent Facebook posts have raised concerns about aspects of FOSTER's management policies and actions. Our responses appear below. Concerns have been raised about the blocking access by cyclists to the wildside path. The following points are relevant: This path has been a pedestrian path since the 1960s; only in the last decade – and increasingly in the last few years – has it been used by cyclists. The path is narrow, windy and traverses wetlands; cycling endangers pedestrians as well as the environment. FOSTER has adopted the cycle-access policy of South African National Parks, the premiere conservation organization in the country. This policy stipulates the separation of cyclists and pedestrians by restricting cyclists to old vehicle tracks that are wide enough to enable the safe passage of pedestrians, and have a surface resilient to the impacts of bicycles. Thus, consistent with this policy, FOSTER has identified a network of routes through the reserves that are accessible to cyclists and identified those where cycling is not permitted (see map showing cycle routes). FOSTER has garnered the support of the St Francis Cycling Club for this policy, and continues to consult with them on expanding cycle routes in the reserve system. According to this policy, the wildside trail is identified as a pedestrians-only route. Signage placed to indicate this has been vandalised on several occasions and cyclists have persisted using the trail. Therefore, FOSTER implemented a series of barriers to prevent cycle access. Others have raised concerns about dogs in the reserves. FOSTER has adopted a policy of permitting dogs in the reserve and encourages owners to control them via leashes. We have been monitoring wildlife via camera traps since 2013, in order to understand relationships between human and dog traffic on the one hand, and wildlife abundance on the other. Results of this monitoring have shown that while wildlife sightings have declined with the increase in traffic over time, overall wildlife abundance has not; the animals are using alternative routes to those that are heavily used by humans and their dogs. We therefore have evidence to show no dog-wildlife impacts at this stage. However, if our ongoing monitoring shows this not be the case, we will, in full consultation with the public, adapt our policy accordingly. FOSTER thanks the public for their support and appreciates feedback, positive or negative. This will help us to adjust our policies so that we can continue to provide a service for visitors while protecting nature. FOSTER chairperson, Professor Richard Cowling


ST FRANCIS COLLEGE NEWS JUNE - DONE! The process of re-opening school started at the beginning of June. All the screening protocols were put in place and classrooms were rearranged to ensure that the required social distancing could be maintained. The school hall is being utilized as a classroom as it is the venue with the most space. The children and teachers have quickly adapted to wearing face masks or face screens to school and in class. Temperatures are recorded every morning and access to the school grounds is carefully controlled. Shelley Rankin of Surf Sense kindly volunteered to make face masks for everyone at the school and this was a great help. Thank you Shelley! The children and teachers were so pleased to be back at school and to be able to see each other face-to-face again. Another change that has been implemented is that the children are wearing casual clothes to school, except for on a Monday. This is to ensure that clean clothes are worn every day. Naturally, this is a very popular development with the children. Teachers, parents and pupils have done a fantastic job of managing the Covid-19 reality. We are relieved to report that schooling has continued, without interruption, since the beginning of term on 15 April. We have successfully negotiated the month of June. The school will be taking a long weekend break from 2 July until 7 July. When we return to school on 8 July, there will be exactly four weeks until the end of term on 5 August. Our goal is to continue doing school with all the necessary precautionary measures in place and to get through to the end of term without the need for the school to close again. St Francis College wishes all schools well during these very difficult times.

Nurses. Doctors. Grocery store employees. Delivery drivers. Warehouse workers. First responders. Food bank volunteers. There are so many people who are on the frontlines of the COVID-19 outbreak. They continue to help keep our community safe and the world running. Essential workers who are keeping grocery, convenience and pharmacy stores open see large groups of people every day. When you must shop at one of these stores, be respectful of the people working there. Tell them thank you, wear a protective mask, keep your distance from employees and be kind to team members and other customers. These small acts can help workers feel appreciated and safer at their jobs. The most important thing you can do to thank frontline workers is to stay home. When we all stay home, we limit the spread of COVID-19. So, limit outings to essential trips to the grocery store, medical appointments, picking up prescriptions, walking pets and exercising and helping the vulnerable.

UNDERSTANDING STRESS

STRESS AND SLEEPLESSNESS - UNDERSTANDING THE LINK. Stress and Sleeplessness are intricately linked. The one results in the other. When you are stressed your nervous system releases hormones such as adrenaline and cortisol. This is normal. These hormones raise the heart rate to circulate blood to vital organs and muscles more efficiently, preparing the body to take necessary action. In normal circumstances this heightened state of arousal drops after the stressful event. If however you are constantly stressed, this state of arousal remains constant which directly impacts the quality of your sleep. A lack of sleep consequently results, in most cases in more stress. Frequently being in a heightened state of alertness can delay the onset of sleep and cause rapid, anxious thoughts to occur at night. STRESS AND DEPRESSION – UNDERSTANDING THE LINK. Stress has direct effects on mood. Early initial symptoms of lowered mood can include irritability, sleep disruption, and cognitive changes, such as impaired concentration. However, the indirect effects of stress are often what causes depression to take hold. When people experience stress, they often stop engaging in some of the healthy coping strategies that usually help keep their mood on track. In other words, when stress triggers a lowered mood, it’s more likely that the person will skip their typical healthy mood regulation strategies - resulting in further mood problems. Overworking, irritability, and withdrawal can all cause increased arguments. Someone who is absorbed by their own stress may become less emotionally available to their partner. Unhealthy coping mechanisms can have direct effects on mood - e.g., excessive alcohol use leading to lower mood - as well as indirect effects, like excessive alcohol use leading to relationship problems, which then lead to lower mood. Avoidance coping increases both stress and anxiety. SLEEP DEPRIVATION – THE RISKS. Not getting enough sleep can cause a negative mood, low energy, difficulty concentrating, and a general inability to function as usual. Lack of sleep may have severe consequences in some circumstances, such as if a person is driving or operating heavy machinery when tired. The occasional night of poor sleep is unlikely to cause harm, but persistent sleep deprivation can increase the risk of several chronic health conditions.
