Good October to all of you and now we begin another beautiful time here in Stockton and San Joaquin County as the trees start to turn and the days get shorter and cooler. Although we certainly cannot complain with this summer weather. Comfortable warm days to enjoy our wonderful communities and cool nights with the Delta Breeze to make outside barbequing with family and friends and sleeping a joy. Wish we could bottle up some of that Delta Breeze for the folks farther down the Great Valley. On the cover of this issue you will see the beautiful Fox Theatre. I have the very, very good fortune to see the Stockton Arena, Banner Island Ballpark (home of the Ports—and I am sure in 2012 they will be on their way to another championship), the University Plaza Waterfront Hotel, the Weber Point Event Center, the Cineplex and the historic Hotel Stockton. I know you feel so sorry for me having to have a view like this every single day but someone has to do it and I am so glad that it is I. The approach is a no brainer! Through energy efficiencies, green cleaning, water conservation and recycling, businesses can actually make profit and help the environment at the same time. At a recent Green Team meeting we had a presentation on the proposed Mandatory Commercial Recycling (MCR) regulation that is currently in front of the California Air Resources Board for consideration. The regulation would divert 3 million tons of material from the landfill, thus reducing greenhouse gas emissions. That sounds like a positive initiative until one asks: “divert to where?” Approximately 5-20% of the recyclable materials collected in

Entertaining Stockton Facilities Management Firm SMG Promises Great Events for Stockton Venues By Justin Souza
Stockton’s major entertainment facilities are on their way to getting a whole lot better. This February, the City of Stockton turned over management of the Stockton Arena, the Oak Park Ice Arena, Bob Hope Fox Theatre and Banner Island Ballpark to renowned worldwide event management firm SMG. The city hopes SMG’s expertise can help turn the underperforming facilities into moneymakers and establish Stockton’s profile as one of California’s essential

entertainment locations. SMG has taken full command of the arenas and theatre for the city as well as non-event management of the Banner Island Ballpark, where they will be responsible for maintenance but will not alter the Ports’ ongoing contract. According to Mike Cera, the new General Manager of the facilities for SMG, the firm sees significant future potential in these venues and looks forward to developing the facilities into more profitable enterprises. “They are outstanding facilities. I look forward to working with the community to help them realize their full potential. The SMG staff and I are excited to bring high quality entertainment to Stockton,” said Cera. 15 PORT CALL

the firm was a natural choice to manage Stockton’s facilities. “SMG already manages arenas in the Northern California area. They have facilities in Fresno and Bakersfield as well as the Oracle Arena and Oakland Alameda County Stadium in Oakland. They understand what they’re doing, how to utilize synergy and cross promote and their proven history with Northern California clients indicated that they would be a good fit for our venues.” The new management firm came in to Stockton to take over stewardship of the facilities from former management company IFG, which had control of the locations including the Arena since its grand opening in 2005. The contract to turn over the facilities to SMG was established in mid-January of this year based on the company’s reputation with facilities of this type and the strength of SMG’s proposed business plan which indicated significant cost reductions, updates and strategies to grow future programming for the venues. SMG officially took over management duties for the facilities on February 25. In the first six months of his management, Cera and his staff have been focused on streamlining facility operations. Some of these streamlining efforts are in the form of proven systems the company employs at all facilities. We have the right people in place in various disciplines. It’s unparalleled to have a group like this to rely upon for information.” Unlike with many managerial shifts, SMG was able to improve operational efficiency without significant job losses, which is good news for Stockton. According to Cera, “we brought in a few very talented staff members from various SMG facilities to help us manage operation here and under their guidance and leadership we were able to provide more organization, leadership and industry experience for the existing staff.” The changes implemented to increase operational efficiency will have a clear impact in the facilities’ financial reports at the end of the year, said Cera. “The trimmed expenses are going to help reduce the city’s subsidy.” An anticipated $300,000 will be saved this year, with more returns expected in the future. “Working to get an operation here that is streamlined and efficient has been our main goal to this point and we’re certainly there,” said Cera, adding that the next step will be the development of a stronger entertainment lineup for the venues, something that SMG’s large network has already helped with. “We are coordinating with the programming departments of other SMG facilities across the western region. We talk about what events are out there and strategize to plan ideal routes that hit different facilities.” Stockton residents can already see an improvement in offerings at the Bob Hope Theatre, which has some anticipated performances coming up this fall from comedians Louis C.K. and Anjelah Johnson, and the other facilities will soon follow suit. According to Rhea, Stockton residents can look forward to more popular events in the future. “SMG’s larger profile gives them more clout to bring in bigger acts and get Stockton on more tour schedules. The goal and the anticipation is that we will get more events [because of this relationship], that’s what we’re looking at going forward.” Cera noted that while he and his staff have started to increase the bookings at all of the facilities, “it will take time to establish relationships and develop programming. Over the long term, we expect some excellent results.” 17 PORT CALL

sustainable unless it can deliver real economic benefits as well. Existing recycling based processing and manufacturing facilities serve as a cornerstone to California’s emerging green economy, but we can – and we must – do much more to foster this vital infrastructure for sustainability.” By the way, current California law through California Public Resources Code Section: 42001 declares “that the health, safety, and welfare of the people of California depend upon the development, stability, and expansion of domestic markets for the postconsumer wastes and secondary wastes collected within the state. It is, therefore, the purpose of this chapter to stimulate the use of postconsumer waste materials and secondary waste materials generated in California as raw materials used as feedstock by private business, industry, and commerce.” A no brainer, don’t you agree? The Greater Stockton Chamber of Commerce is the only chamber in the state to administer one of the 34 Recycling Market Development Zones (RMDZ), which jointly comprise the California Association of Recycling Market Development Zones (CARMDZ). Working together, the Chamber, CARDMZ and the CPSC have begun a proactive campaign to change the “collect and export” paradigm, to not just divert but to convert our materials into manufacturing jobs throughout California.

Using the additional tonnage, becoming available through the new Mandatory Commercial Recycling regulation, the Recycling Build Infrastructure Now (BIN) Coalition (comprised of economic development, local government, business and environmental organizations working in tandem) was formed for one common reason, to create recycled content value added manufacturing jobs in California. The BIN Coalition recently held a statewide summit attended by 240 individuals (accessible via YouTube: Recycling BIN Summit) to emphasize the need for concurrent action by the ARB to create a strategy and implementation plan through a private/public Task Force. It would focus on capturing and using more recyclable materials at home, creating jobs, tax revenue and commerce in our Golden State. As Steve Lautze, President of the CARMDZ states, “California environmental legislation like AB 32 cannot be truly
