hat inspired the founding of Pacific Ethanol?
Pacific Ethanol was founded to produce low carbon fuels and high value animal feed to serve California markets. Founded in 2003 by Bill Jones and Neil Koehler, the company has built two ethanol plants in California: one in Madera and one in Stockton. The founders bring a long history in California agriculture, ethanol, and government and a passion to reduce the use of fossil fuels. Renewable transportation fuels are expanding in California and the four California plants produce a combined rate of approximately 200 million gallons per year. What has made Pacific Ethanol successful? Pacific Ethanol is both a producer and marketer of ethanol and a pioneer in building ethanol plants outside the corn belt of the Midwest. The company is the leading marketer of low carbon fuels in California. Pacific Ethanol sells to customers from both production and third party suppliers, offering reliable delivery and superior service and logistics. With the recent acquisition of production facilities in Nebraska and Illinois, the company has diversified its production base and expanded

its operation as a leading national producer and marketer of low carbon fuels. Pacific Ethanol has developed a strong operation and management team to produce and market ethanol and animal feed. The people make the difference. What is the greatest challenge Pacific Ethanol has faced, and how did you overcome it? The biggest challenge the company faced was as a young company surviving the 2008 recession. The company had just built the four plants with 200 million gallons of annual capacity, with two plants in California, one in Oregon, and one in Idaho. At the same time, industry suffered from surplus production capacity. In response, the company—working with its creditors—restructured its debt and, over a number of years, reestablished full ownership of the four original plants. Throughout its existence, the company has maintained a focus on the value of the product and participated in the growth in the ethanol industry. The market has grown to over 15 billion gallons per year and represents approximately 10 percent of all transportation fuel consumed in the US.
What do you enjoy about doing business locally? Stockton is a great location for receipt of corn and distribution of ethanol to nearby terminals and feed to California dairies and feedlots. The Port of Stockton is a great organization, efficient and helpful, and provides access to port markets. Pacific Ethanol is well-supported by a strong team of local businesses, engineers, and support services for the ethanol plant upon whom the company relies for steady and consistent operations. What does the future hold for Pacific Ethanol? Pacific Ethanol will continue to grow as a leading producer and marketer of low carbon fuels. This is the company’s mission, and it has been since it was founded.

PROGRAMS AND PUBLIC POLICY BY: MARIO SUPNET Investments in Cleaner Air The San Joaquin Valley suffers with some of the nation’s worst air quality. The Valley’s meteorology, topography, and geography present unique challenges in reaching federal ambient air quality standards. Although air quality continues to improve, the District fails to meet federal standards for ground level ozone and fine particulate matter. The District’s “leave no stone unturned” strategy in seeking every feasible control measure toward cleaner air and protecting public health includes the most stringent air quality rules in the U.S., combined with incentive grants where regulatory authority does not exist. In the past decade, the District has provided businesses, public agencies, and residents of the San Joaquin Valley with $1 billion in grant funding to voluntarily replace heavily-polluting equipment with cleaner alternatives as an extremely effective method of reducing air pollution emissions. Grants are available to replace older trucks in the Valley with newer, cleaner models as well as agricultural irrigation pumps, tractors, fork lifts, and locomotives. There are also incentives to purchase electric vehicles and build up the Valley’s EV charging infrastructure with incentives for businesses and public agencies to install charging stations made available to the public. Residents can also take advantage of programs to replace gas mowers with electric models and upgrade open-hearth fireplaces and older

In addition, funding is provided for alternative fuel mechanic training, telecommuting equipment, vanpools, and the development of new technology for cleaner air.
