Local Sales Process This document sets out the process of how certain properties in the St Paul’s area which are offered for sale by Knightstone, Places for People and United HA, should be sold. NewBuild HomeBuy For NewBuild HomeBuy properties only reservations from people with a local connection to St Pauls will be accepted for the first 8 weeks from the start of the marketing period. Outright Sale (stock disposals not open market new build units) Offers will be considered and can be accepted after an initial six week period of marketing. If no acceptable offers are received marketing will continue until the end of the three month period. After the three month period has elapsed, all properties where sales have not been agreed (and finance formally arranged) will be either sold at auction or, if appropriate, sold by private treaty on the open market. Bristol City Council properties will be disposed of via a Registered Social Landlord. Marketing Properties should be advertised by a sign board outside the property with clear contact details. The properties must be advertised through St Pauls Unlimited who will use various methods to promote the properties. Where the property is NewBuild HomeBuy (shared ownership), the property will be advertised through the HomeBuy agent, New Futures, as well as direct marketing by the Registered Social Landlord.
Where appropriate, marketing information can also be mail dropped to people in the St Pauls Renewal area. If properties are to be sold ‘off-plan’ then it is expected that the marketing material available at the beginning of the marketing period is substantially similar to the material available towards the end of marketing.
Criteria Applicants for all properties sold through this process, must meet all the following criteria: •
Be living in St Pauls Renewal Area
(and/or) •
Have close family living in the St Pauls Renewal Area (this is defined st
as parents, siblings, 1 cousins, aunts and uncles and grandparents – although it is at the RSL’s discretion to redefine ‘close family’ if they feel there are exceptional circumstances) (and/or) •
Work in St Pauls Renewal Area (including voluntary work with a local company)
•
Be currently registered on the Bristol City Council Housing Register
•
Not already own a property, or be selling current property to move to a larger/more appropriate home
•
Be able to afford to purchase – defined through the attached standard criteria
•
Be able to provide a reference from your current landlord confirming no recent history of anti-social behaviour
Priority
If more than 1 applicant meets the set criteria then priority is given as shown: •
Priority 1 Already living in St Pauls
•
Priority 2 Close family in St Pauls
•
Priority 3 Working in St Pauls
If applicants meet the set criteria and fall into the same priority banding then applicants can be further prioritised by: •
Their Current Housing Need (taken from Bristol City Council Housing Register points/banding)
•
Size of family being appropriate to property size
If there are still applicants with a similar housing need then the following points will be used to assess the application further: •
Length of time living in St Pauls ( those living here longer will be prioritised)
N.B. If there are still similarities in applicants circumstances then the RSL will refer to Bristol City Council Rehousing team for them to decide the applicant in greater housing need.
PROCESS 1. Marketing period is initiated 2. Applicants contact HomeBuy Agent or RSL to register an interest 3. Applicants are given advice on the property, the sales process and the relevant organisations that they are required to register with (e.g. New Futures) 4. Applicants are invited to view the property, a marketing suite or make a decision from ‘off-plan’ marketing material (whichever is applicable) before the 8 week exclusive period ends. (At this stage applicants should be advised of when the exclusivity period ends) 5. Applicants complete and return the criteria checklist to the RSL, in order to be assessed and then prioritised 6. RSL will prioritise all applicants that meet the set criteria. 7. Applicants will then be placed in priority order as per priorities listed in this document 8. RSL will interview applicants in order to verify the details submitted 9. Once verified the purchaser will be advised that the sales process can proceed and that a reservation will need to be formally made on the property 10. St Pauls Unlimited should be sent completed monitoring sheet (Appendix 1) detailing those who have applied for scheme. 11. All unsuccessful applicants will be written to within 10 working days of the closing date for applications and informed that they are unsuccessful. They should be advised that if they would like more
information about why they were unsuccessful then they may contact the relevant RSL. 12. St Pauls Unlimited to be advised of successful applicants who have taken property.
