ST Pauls Unlimited Planning Sub-Group 2.5.12 Present: Pete Bullard (chair), Tracy Edwards-Brown, Andy King, Musnilya Babatunji, Dan Offord, Tim Southall. Matters Arising: − One25 letter explains they did not know they needed to apply for retrospective PP. PB to suggest they discuss with Development Control. Copying letters. TEB to copy to committee members letters, after consultation. Sustainable Stokes Croft to be added to e-mail list. chris@chrisaskewarchitecture.co.uk Wilder St Car Park. Pre-app with Marcus Leigh. − ML advised that family housing would not sell on this site on the open market. Flats will be bought by investors − we welcome the traditional brick design modelled on Brunswick Square. − we welcome the increased access to and visibility of the cemetery − Access only from Wilder St. − Surveillance. The raising of the entire structure on the Cemetery side seems excessive, for a little extra surveillance. Whereas this scheme provides living rooms and kitchens on the back of the building, at upper levels, providing excellent surveillance right above the problem areas of the cemetery. − Space Standards. Do these conform to the new BCC standards? − The 3-bed accommodation should be on the ground-floor, with access to the terraces behind in accordance with SPD10. − Design. Front – the windows are too small and should more closely resemble in size the windows in Brunswick Square. Rear. The balconies with their steel frames are not consistent with the otherwise period style. It is not clear to us why the central windows are blocked-out. − Rights of Light compliance. We feel the asymmetrical section and the large roof facing the street is clumsy and not justified, in the St Pauls context where streets are comparatively narrow and light is habitually somewhat screened by the buildings opposite. The building should be symmetrical, particular as the side wall will be very visible from both approaches in Wilder St. 22 Portland Square. Letter from Ian Walker, re SPU Response. No new drawings. Suggest we leave the decision to the case officer. Planning Application 28 Portland Square/2-8 Cave St. One small change from Existing PP (change of use from office to residential. No comment.
