Complementarity of the Strategic Partnership Theory of Change of the ‘Girls Advocacy Alliance ‘ and the SRHR Partnership Theory of Change of the ‘Yes I Do Alliance’
Plan Nederland is the lead party in the Girls Advocacy Alliance with Terre des Hommes Nederland and Defence for Children-Ecpat Nederland has that has been selected for a strategic partnership with the Ministry. The Theory of Change of the Girls Advocacy Alliance (GAA), envisages that girls are free from all form of gender based violence, and are economically empowered, through effective implementation of laws and policies by governments and private businesses. To attain this goal, the GAA will engage in lobby and advocacy activities at national , regional and international level, and in the Netherlands. Further, the GAA will build capacity of civil society to undertake effective lobby and advocacy. The programme will be implemented in Ghana, Liberia, Sierra Leone, Ethiopia, Kenya, Uganda, Zambia, Bangladesh, India, Nepal, Indonesia and Philippines. There is very strong complementarity with the Theory of Change of the Yes I Do alliance: At national level (estimation of 4 countries where both programmes will be implemented). Although the themes of child marriage and FGM are also covered by the GAA ToC, it focuses on lobby and advocacy to eliminate these practices. The core focus of the Yes I Do alliance is direct service delivery to girls and their communities to eliminate CM, FGM and teenage pregnancies. The two programmes will be mutually reinforcing: lobby and advocacy activities will have a catalising effect on the service delivery type of activities. At the same time, service delivery will provide a solid base of evidence , and will strengthen the commitment of the communities for lobby and advocacy. A substantial part of the GAA interventions will take place at regional and international level, while the interventions of the Yes I Do alliance are all at the national level. The lobby and advocacy results of the GAA alliance at regional and international level, will set changes at national level in motion, and will therefore boost the national interventions against child marriage, FGM and teenage pregnancies of the Yes I Do alliance . In the countries where both programmes will be implemented, the national lobby and advocacy part of the theory of change of the Yes I Do alliance will not be covered by interventions under this programme. In those cases , the national lobby and advocacy part will be included under the Strategic Partnership programme. Close alignment and monitoring of both programmes at national level will assure that there will be no overlap, and that interventions under both programmes will be mutually reinforcing.
