Welcome to Germany and USAG Stuttgart As the Director of Family and Morale, Welfare and Recreation, I want to welcome you to Stuttgart. Family and MWR offers everything you need to feel right at home, from restaurants, live entertainment, bowling, arts and crafts, sports and fitness, theatre and auto skills centers to conference and catering services, outdoor recreation, golf and excursions to local attractions. In addition, Family and MWR offers a large variety of outstanding services and programs for children of all ages through our Child & Youth Services, and for our single Servicemembers through our BOSS program. To get started, stop by Army Community Service for a newcomers briefing and let them help get you acquainted with all that Europe has to offer you and your family. When you are ready to step outside the military community, you are in for a treat. Stuttgart is a spectacular city about an hour from the Black Forest and a similar distance from the Swabian Jura mountains. The city center lies in a lush valley, nestled between vineyards and thick woodlands close by. The city offers fests, history and culture, museums and churches, restaurants with delicious traditional food as well as world-wide cuisine and warm hospitality. If you are uneasy with being a tourist on your own, Family and MWR offers a variety of ways to show you the area with guides and expert advice. Taking care of Servicemembers and their families is the reason we exist and we love taking care of our people. Our programs and services are diversified and innovative and focus on well-being, resiliency and customer service. ACS and its supporting programs are crucial to military retention, recruitment, and quality of life. Regardless of branch of military service, ACS is the Family Center to support your family and you in a variety of ways to make life in the military, and at United States Army Garrison (USAG) Stuttgart, a little bit easier so you are able to say, “I’m Glad I Live Here!” ARMY EMERGENCY RELIEF PROGRAM (AER) AER provides emergency financial assistance through interest-free grants and loans to Servicemembers and their eligible family members, retirees, survivors, and orphans.

ARMY FAMILY ACTION PLAN PROGRAM (AFAP) AFAP contributes to readiness and retention by actively involving a diverse cross section of the community in making USAG Stuttgart and service branches a better place to live and work.

ARMY FAMILY TEAM BUILDING PROGRAM (AFTB) AFTB offers three levels of interactive and educational courses encouraging personal growth and professional development, primarily for military spouses.

ARMY VOLUNTEER CORPS PROGRAM (AVC) The AVC is critical in recruiting volunteers for community organizations, identifying volunteer positions in community organizations, training volunteers, and managing a community-wide volunteer recognition program.

EMPLOYMENT READINESS PROGRAM (ERP) The program offers resources to help with career planning and job searches.

EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP) EFMP provides an all-inclusive approach for community, educational, medical, housing, and other support services for families with special needs.

FAMILY ADVOCACY PROGRAM (FAP) The FAP is a congressionally mandated program created to promote the prevention, early identification, treatment, and education of child/spouse abuse in the military community. The goal of the FAP is to strengthen family functioning and enhance relationships in a manner that increases the competency, well-being, and self sufficiency of military families.


FINANCIAL READINESS PROGRAM (FRP)

RELOCATION READINESS PROGRAM (RRP)

Financial counselors provide classes in personal financial readiness and consumer affairs.

The RRP provides guidance about the relocation process, whether inbound or outbound, as well as information and programs to enrich your stay in Stuttgart. Some of the programs offered include Host Nation Orientation, Lending Closet, Sponsorship Training, German Language Classes, and English as a Second Language. ACS also offers unofficial German Translation Services to DoD ID Card holders.

INFORMATION, REFERRAL, & FOLLOW-UP PROGRAM (IR&F) IR&F provides DoD ID Card holders with information regarding military and civilian community resources. Trained staff members provide clients with information or assistance, or refer them to the appropriate organization or agency best-suited to meet their needs.

MOBILIZATION AND DEPLOYMENT READINESS PROGRAM (MOBDEP) MOBDEP offers support to prepare Servicemembers and their families for the changes and challenges that are inevitable with a deployment.

SURVIVOR OUTREACH SERVICES PROGRAM (SOS) The mission of SOS is to build a unified program of support which embraces Survivors, and ensures they are continually linked to the Army Family, for as long as they desire.

Stuttgart CYS offers programs which provide a consistent, integrated, and safe environment that promotes the development of children and youth while responding to the unique needs of the Stuttgart military community. PARENT CENTRAL SERVICES To participate in any service or program, children must be enrolled with Parent Central Services located on Patch Barracks, Building 2347. Your sponsor can assist in getting an enrollment packet prior to your arrival or you can go to our website and download required documents on the “Register-Parent Central Services” webpage: http://stuttgart.armymwr.com/europe/ stuttgart/programs/parent-central-services

CHILD DEVELOPMENT CENTER (6 WEEKS OF AGE THROUGH KINDERGARTEN) Child Development Centers (CDC) are located on Patch Barracks, Kelley Barracks, and Panzer Kaserne. CDC offers full-day and part-day programs (Infant, Toddler, Preschool, and Strong Beginnings), and hourly care for ages 6 weeks - Kindergarten. CDC programs provide rich and stimulating environments in which children develop motor, cognitive, social, and emotional skills through a balance of exploration and planned curriculum. Learning activities support the natural development of children and include individual, small group and large group experiences.

SCHOOL AGE CENTER (SAC) (GRADES 1ST – 5TH) The School Age Center (SAC) programs are available on each of the four Stuttgart installations for youth currently attending grades 1st-5th. Care is provided before school (in most facilities), after school, and all day when school is not in session. Hourly care is also available. SAC provides children positive individual and group experiences with adults and peers that complement the school day, through educational and recreational activities which support the child’s needs. Other services include hourly, daily, and full-day care; Summer Camps; Homework Center; Youth Technology Lab; and various interest clubs.

FAMILY CHILD CARE (FCC) (HOME-BASED CARE) Stuttgart Family Child Care (FCC) provides child care services on four primary installations: Patch Barracks, Kelley Barracks, Robinson Barracks, and Panzer Kaserne, all located within 30 minutes of each other (please call for current availability). Child care is provided for children ages 6 weeks - 5th grade; hourly, full-day, as well as before and after school care is provided. Before an FCC applicant is accepted into the FCC Program, the applicant and their family must complete a home interview. Background clearances are also required for the applicant, spouse, and any children over the age of 12. The FCC applicant then completes a weeklong training program to include Infant and Adult CPR, First Aid, Preventing, Identifying and Reporting Child Abuse, Administering Medication and Communicable Diseases, Business Practices, Fire, and Safety. Prior to opening a home to ensure high standards of care are maintained, Fire, Safety, Community


Health and the FCC team of professional staff members inspect all FCC homes regularly.

YOUTH CENTER (YC) The Youth Centers provide the home-base for activities for youth in grades 6-12. Through formal partnerships with nationally-recognized youth-serving organizations such as 4-H and Boys & Girls Clubs of America (BGCA), youth have access to programs, standardized curricula, special events, camps, and more. Computer labs and homework assistance are available at every Youth Center.

The mission of CYS is to support readiness and well-being of families by reducing the conflict between military mission requirements and parental responsibilities. SKIES UNLIMITED (SCHOOLS OF KNOWLEDGE, INSPIRATION, EXPLORATION & SKILLS) SKIES Unlimited offers instructional classes that are not traditionally offered in a school or a child care setting, such as ballet, martial arts, guitar lessons, horseback riding, and Drivers Education. Classes are taught by degreed or credentialed instructors who are experts in their field.

YOUTH SPORTS & FITNESS Youth Sports & Fitness provides opportunities for children and youth to be engaged in fun physical activities and to develop lifelong healthy habits - acquiring the life skills to achieve a balanced lifestyle for mind, body, and spirit. A variety of traditional and non-traditional sports, games, and activities teach sportsmanship, team building, goal setting, fitness and nutrition, and self-discipline. Sports and Fitness programs utilize standardized programs and curriculum from the National Alliance for Youth Sports, National 4-H, Boys and Girls Clubs, and Character Counts!

SCHOOL LIAISON OFFICE (SLO) The School Liaison Office initiative provides a variety of programmatic strategies and resources that the Army has undertaken to help “level the playing field� for transitioning military students. The baseline services within SLO are: School Transition Support Services, Partnerships in Education (PIE) Initiatives, Installation/School Communications, Home School Linkage/Support, and Post-Secondary Preparation Opportunities.

PARENT EDUCATION PROGRAM Part of the CYS initiative is to support parents in the community by providing free education classes. We do this in collaboration with Army Community Service, Patch Fitness Center, and the American Red Cross. Call for class offerings and schedule.

The Arts and Craft Centers offer full service frame shops, laser engraving equipment, a pottery bar and self-service ceramic studio, arts & crafts instructional classes, and a retail shop.

Patch Arts & Crafts Center The Patch Arts & Crafts Center is an award -winning facility known for its creative range of classes, services, and events. In addition, the abundance of products available in the retail store make Patch Arts & Crafts a destination of choice.

Kelley Arts & Crafts Center The Kelley Wood Shop is a full service woodworking center and so much more! The facility is available for framing, pottery, and self-help crafting needs.

The Patch Arts & Crafts Center is always looking for volunteers or contracted instructors. If you have a special craft or artistic skill you would like to share with the community, we want to talk to you about joining the team!

CONSIGNMENT SERVICES If you are an artist or crafter, there are many opportunities for you to share your work with the community throughout the year. The Patch Arts & Crafts Center offers a year-round consignment service, and hosts regular Craft Show events. There’s never a dull moment at Patch Arts & Crafts Center. From classes and contests to parties, there are endless opportunities to explore your creative talents!

The Auto Skills Center has bays and lifts so you can perform your own maintenance with the tools needed to get the job done right. Professionals are available to help you. We are a convenient, inexpensive, do-it-yourself center open to all military community members.

Customers pay nominal fees to use a modern working environment complete with: individual work bays, diagnostic equipment and a team of qualified and trained staff ready to help. Furthermore, specialized equipment and tools for making minor or major repairs, such as overhauling an engine, are available.

BOSS Better Opportunities for Single or unaccompanied Servicemembers (BOSS) is a program that supports the overall quality of life for all single and unaccompanied Servicemembers. The Stuttgart BOSS program is comprised of single Servicemembers of all ranks and services, both active and reserve. Married Servicemembers who are unaccompanied in the area are also eligible to participate. The BOSS program is based on three pillars: community service, quality of life, and recreation. BOSS gives single servicemembers the opportunity to participate in and contribute to their respective communities through volunteer and service projects. BOSS encourages and assists single Servicemembers in identifying and planning for recreational and leisure activities.

The Galaxy Bowling and Entertainment Center offers something for everyone: leagues, recreational and family bowling, tournaments, Cosmic Bowling, birthday parties, and more! What makes it so special is that it is truly an all-ages, all-around family entertainment center.

The Bowling & Entertainment Center offers a variety of bowling leagues for all customers. Customers can participate in the Tuesday night Intramural League, Wednesday night Men’s League, Thursday Morning Ladies League, Thursday night Shut-up-and-bowl League, Friday night Mixed Doubles League, and Saturday morning youth League. Tuesday night Intramural League starts in the third week of January and runs for 12 weeks. All other bowling leagues start the first week of September and finish the last week of March. Weekly fees are applied to all bowling leagues. All bowlers must be over 18 years of age to participate. All youth league bowlers must be 3 – 18 years of age.

Our libraries offer the largest collection in Europe with more than 80,000 items. Some of the highlights include eBooks, which can be downloaded, books on CD for those long road trips or commutes, and an extensive travel section to aid in your European exploration. INTERLIBRARY LOAN PROGRAM If you don’t find what you are looking for, you can request items from the 20 other Army Libraries in Europe using our interlibrary loan service.

COMPUTER LAB & WIRELESS ACCESS

SPECIAL PROGRAMS The libraries also offer other special programs for a variety of age groups, including a tween book club, classes, writers’ workshops, gaming events, STEM programs, trivia competitions, and movie nights.

RECOMMENDED READING LISTS A collection of books from the AFRICOM, EUCOM, and other command reading lists are available in the Patch Library.

MULTI-PURPOSE ROOM The Patch Library offers a large multi-purpose room, which can be reserved, or is open for homework or group projects. There are additional reading and work areas throughout the library. Search for books, movies or music online at the U.S. Army Library home page – http://mylibraryeu.armybiznet.com.

There is a free computer lab with 21 computers at Patch Library and 2 computers at Robinson Library, all with internet access and printing capability. Users can access over 40 subscription databases using the computer labs; they can also access these resources remotely using the library website. Both libraries offer free WiFi. Patch library has a copy and fax machine available for the public.

CHILDREN’S PROGRAMS The libraries offer a variety of children’s programs, including weekly story times, a monthly Lego Club, and a comprehensive Summer Reading Program.

Outdoor Recreation is a one-stop shop for outdoor adventure and equipment rentals. Join ODR for white-water rafting, skiing and snowboarding, paintball, alpine hiking, mountain biking, rock climbing, and tandem skydiving trips. ODR can schedule special trips for units or large groups.

TRAINING AND LICENSES The German government allows U.S. IMCOMEurope and U.S. Air Force Europe (USAFE) to conduct courses that allow U.S. Forces personnel to gain foreigner’s hunting and fishing licenses in Germany. Volunteer U.S. Forces personnel instruct these courses in English at IMCOMEurope Hunting, Fishing, and Sport Shooting Clubs. Refer to class listing or call ODR for detailed information.

EQUIPMENT RENTALS & TUNE-UPS ODR offers rental equipment for biking, camping, canoeing, skiing and snowboarding, and special events (canopies, BBQ grills, inflatable bouncy castles, and more). When your personal skis or snowboards need repair or maintenance, trained mechanics will get you ready to go in no time.

HUNTING, FISHING & SPORT SHOOTING There are many wonderful opportunities for U.S. Forces personnel to go hunting and fishing in Germany. Hunters may seek game including Red Deer, Roe Deer, Wild Boar, and Chamois. Fishers will find several different trout, catfish, and pike along with many other fish in the waters of Germany. Stuttgart manages its own hunting area adjacent to Panzer Kaserne, and a leased fishing area nearby. The Hunting, Fishing, and Sport Shooting program offers a limited selection of firearms, ammunition, and optics by special order.

Stuttgart Sports & Fitness has a well-balanced sports program for the entire community, offering a wide range of activities to fit your health, fitness, and competition needs. In addition to varsity sports for basketball, volleyball, softball, flag football, and tennis, Stuttgart Sports & Fitness also hosts numerous fitness events and races throughout the year. FITNESS CENTER FACILITIES Basketball courts, weight rooms, lockers, saunas, cardio rooms, and family fitness room (Patch and Panzer Fitness Centers), as well as tennis courts are available for military ID cardholders.

GROUP FITNESS CLASSES A wide variety of group fitness classes are available to improve or maintain your fitness level. Classes have included indoor cycling, spinning, fat burn challenge, TRX, step, chisel, muscle pump, Vinyasa & Ashanti yoga, yoga for athletes, yoga challenge, Pilates, Bootcamp, Zumba, Hip Hop, TaeKwonDo, and even Ballroom dancing! RACES AND FUN RUNS

To help you recover from your fitness and sports activities, a group of certified massage therapists are ready to fully rejuvenate you. A variety of massage therapy styles are available from Deep Tissue Massage to Facials Reflexology, and much more.

Stuttgart Fitness Centers host races as well as fun runs/walks throughout the year. Some annual events include: Cobblestone Classic 5 mile race from Patch to Panzer via the old tank trail, Run to Remember 5K and half marathon race to honor fallen Servicemembers, and Great Pumpkin Run. Most races require advanced registration.

Open year around, the Stuttgart Golf Course is a 7,000 yard, 18 hole, par 72 championship course. Situated on 300 acres of tree lined and gently rolling hills, the course features generously wide fairways, large undulating greens and excellent agronomical conditions. A wide array of practice facilities are available, to include a large driving range, two putting greens, and separate pitching and chipping greens. The facility has 65 electric golf cars for rent, as well as pull carts and club rental sets. UNIT EVENT PACKAGES The course offers various unit tournament packages that include golf, carts, club rentals, food & beverages, and prizes at reduced rates. LESSONS/CAMPS Golf lessons are available individually or in a group format. The instruction is administered by an experienced PGA Professional. The course offers Junior Golf, Ladies, and Co-ed classes. The golf course offers Get Golf Ready classes, the #1 PGA Player Development Program in the USA, as well as Get Hooked on Golf. Call the golf course for rates and further details.

TEE TIMES Tee times should be scheduled for weekends and German or American Holidays. Weekdays play is on a first-come, first-served basis. Active Duty military may make tee times two weeks in advance. All other US ID cardholders may call one week in advance. At least two players are required to make a tee time. Singles will be worked onto the course based on a stand-by list.

TOURNAMENTS Tournaments are held throughout the season. The tournaments are hosted by Family and MWR and the co-use club, Golf Club Neckartal (GCN). Family and MWR tournaments normally do not require an established handicap. US ID card holders with established handicaps can play in many of the GCN tournaments. The award-winning Stuttgart Theatre Center has been entertaining audiences for more than 30 years. Each year the program continues to grow in service to the community and in its popularity. The Stuttgart Theatre Center provides opportunities for military and civilian community members and their families to develop and maintain their skills in all aspects of the performing arts, while providing the Stuttgart community with a wide variety of high-quality live performances.

PERFORMANCES The Stuttgart Theatre Center is an awardwinning performance theatre featuring dramas, comedies, musicals and more! Each season typically offers 5 productions. With the exception of our family shows, minimum age for attending any show is five years.

Ticket reservations for all shows can be made by calling the Box Office or through our website (download and e-mail ticket reservation form). Tickets can be picked up in advance during office hours, or the day of the show at least 30 minutes prior to the performance. VOLUNTEER OPPORTUNITIES There is no shortage of volunteer opportunities. Of course there’s acting in the shows, but there’s really much more that goes into putting on a production including Stage Management, Backstage Assistant, Lighting and Sound Operators, Costumes, Sets, and Props. Volunteer opportunities are also available “per performance” for the “front of the house” positions: box office, will call, ushering, and café preparation and sales of delicious coffees and cakes. ABOUT THE STUTTTGART AREA The city of Stuttgart is one of the safest cities in Germany, and has world-class service and recreation, as well as an extensive public transportation system. We seek and maintain excellent working relationships with all Host Nation municipalities surrounding our installations. All of these items help enhance the wellness of our community members. USAG Stuttgart has approximately 23,000 community members. To put our population in perspective, the National League of Cities data shows that over 90% of municipal governments in the U.S. have populations under 25,000. We are a large municipality.

QUIET HOURS Most cities and villages have ordinances concerning loud noises on certain days and times. In some areas these are enforceable laws, and in others, simply courtesy guidelines. Regardless of whether or not they are legally enforceable, they are considered a cultural norm to follow. Although specifics may vary from town to town, a good general rule is to observe quiet hours nightly from around 8 or 9 p.m. until about 8 or 9 a.m. Monday through Saturday, and all day on Sunday. Germany is ranked the 5th most bike-friendly nation in Europe by the European Cycling Federation (27 total nations ranked). Getting around by bike is safe and easy throughout Germany and makes a great way to stay healthy as well. Cycling paths are abundant and wellmarked. While Germany does not have a bicycle helmet law, most U.S. installations do have a mandatory helmet policy for all cyclists. German law does require safety items such as lights, two brakes, bell and reflectors.

TELEPHONES AND INTERNET Landlines and cell phones are both readily available throughout Germany and are offered by a variety of service providers, as is Internet. Contracts are usually initially two years and automatcally renew unless cancelled well in advance. Unless specifically included in the rate plan, all calls incur fees, even local calls. Rate plans called flat rate plans may include local and national calls throughout the German landline network. Cell phones in Germany are available with a variety of rate plans for outgoing calls, messages and data downloads. Most incoming cellular calls do not incur a charge for the receiver of the call, but calling a cell phone from other cell phones, or landlines does incur a fee unless included in a given rate plan. Internet is available from many of the major telephone or cable companies, as well as TKS, located in the Exchange on

Panzer Kaserne. Availability of Internet can vary widely depending on location. In larger cities, broadband access is very common and compares to broadband access found in the U.S. In smaller outlying villages, Internet access, if available, can be much slower. If living on base, it is often a good idea to look into the Internet access available when choosing a location in which to live.

BANKING Banking services are offered to the Stuttgart military community by both Service Credit Union (SCU) and Community Bank. Payment of many German bills, and occasionally retail purchases, are often accomplished through a direct bank transfer system or “Überweisung.” Outgoing or incoming German transfers can be processed through both SCU and Community Bank, both of which are connected to the German banking system.
