Supreme Court upholds inclusion of Cotabato City in Bangsamoro region

KORONADAL CITY – The Supreme Court En Banc has upheld the inclusion of Cotabato City in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The ruling was made last January 10 but made public only today, Thursday.

During the plebiscite on January 21, 2019 for the ratification of Republic Act 11054 or the Organic Law for the BARMM, majority of the voters in Cotabato City, then a part of Soccsksargen or Region 12, voted yes to be part of the new Bangsamoro region.

Volunteers against crime says no to courtesy resignation

MDNN NATIONAL – A top official of the Volunteers Against Crime and Corruption (VACC) said he prefers to charge the PNP officers involved in the drug trade rather than asking for mass courtesy resignation.

The VACC top official said the said move spearheaded by the Department of the Interior and Local Government (DILG) and the PNP will only demoralize the organization.

PBBM seeks update on implementation of SIM registration law

MANILA – President Ferdinand R. Marcos Jr. on Thursday asked for an update on the implementation of the Republic Act (RA) 11934 or the Subscriber Identity Module (SIM) Registration Act.

This, as Marcos convened a meeting with officials of the Private Sector Advisory Council (PSAC) at Malacañan Palace’s State Dining Room, according to a Facebook post by state-run Radio Television Malacañang (RTVM).

“The President also asks for updates on the ongoing registration of subscriber identity module (SIM) cards as mandated under Republic Act No. 11934 or the SIM Card Registration Act,” the RTVM said.

RA 11934, the first law inked by Marcos, regulates the use of SIM cards by mandating all end-users to register their mobile phone numbers.

Marcos-Zelensky phone call must be scheduled first: DFA

MANILA – Ukraine must schedule an appointment with President Ferdinand R. Marcos Jr. before a phone conversation with Ukranian President Volodymyr Zelensky could push through, the Department of Foreign Affairs (DFA) said Thursday.

DFA Undersecretary Carlos Sorreta made this remark after Denys Mykhailiuk, the chargé d’affaires of the Ukraine Embassy in Malaysia bared that Ukraine has yet to receive a response from the Philippines despite having made a formal request since June last year.

“If he wants this to happen, we have to discuss it. These things are arranged, talking points are discussed…It’s not good diplomatic practice to be doing it the way he did,” Sorreta said in a Palace press briefing.

to have a “good relationship” with Ukraine, but the envoy’s decision to air his grievances publicly does not sit well with him.

Authorities have busted another bigtime illegal drug shipment transported through a courier service following the arrest of the claimant of a package containing PHP89.5 million worth of shabu in Las Piñas City.

BOC intercepts P153M worth of smuggled onions in Manila port

MANILA – Customs authorities discovered PHP153 million worth of smuggled fresh red and white onions loaded in seven containers at the Manila International Container Port (MICP).

The Bureau of Customs (BOC) reported on Thursday that the smuggled produce was uncovered after a thorough examination of the containers by personnel from the Customs Intelligence and Investigation Service (CIIS)-MICP on Tuesday.

American circus to dazzle Laoag’s Pamulinawen Festival

LAOAG CITY – Ilocanos wanting to get a glimpse of world-class acrobatics à la “Cirque de Soleil” need not travel all the way to Las Vegas. In February, the Super American Circus will be gracing the city’s month-long Pamulinawen Festival to stage a similar display, with death-defying stunts, aerial ballerinas and jugglers.

City tourism officer Angel Lao said Wednesday that this year’s Pamulinawen Festival will be made extra special with the presence of the troupe’s 26 performers in a show to be held at the Laoag Centennial Arena on Feb. 3 to 5, with admission tickets ranging from PHP300 to PHP3,000.

For a chance to win exciting prices, Lao said sold “tickets will automatically be included in a raffle draw after the show.”

“Ilocanos will surely be entertained by the worldclass performance as some of them were winners of the famous search America’s Got Talent,” he said in a press conference.

The troupe had just wrapped up the Metro Manila leg of their tour with performances at the Newport Theater in Pasay City from Dec. 21, 2022 to Jan. 8, 2023. The group will also perform in Cebu and Davao.

As part of the group’s charitable work, orphans and less-fortunate children will be treated to the spectacle for free. ( PNA )

PDLs virtually reunite with loved ones via BJMP’s ‘e-dalaw’

BAGUIO CITY – The digital age ushered in a new era not just for ordinary people but also for persons deprived of liberty (PDLs) as it enabled them to connect with their families while behind bars.

For ‘Redman’ (not his real name), a 40-year-old inmate at the Baguio City Jail Male Dormitory (BCJDM), the ‘e-dalaw’ program of the Bureau of Jail Management and Penology (BJMP) gave him a priceless Christmas gift -- a chance to reunite with his loved ones virtually.

“Walang akong dalaw noong Pasko kasi nasa abroad na ang parents ko, ang mga anak ko maliliit pa, 12 at 6 (years old) at nasa probinsiya kasama ang grandparents nila tapos yung partner ko nagabroad din (My parents are abroad, my children are 6 and 12 years old are with their grandparents and my partner has gone overseas so nobody visited me last Christmas),” he said in a recent interview.

Under the program, inmates at the facility are allowed to use the Messenger app for one hour twice to thrice a week.

Redman said weekend schedules are devoted to his children and he sometimes

even helps them in doing their assignments.

Giving witness to our faith in public

CHRIST went to a synagogue, unrolled the scroll, read some passages and proclaimed that what he just read was fulfilled in him upon the audience’s hearing. And the people were amazed at the gracious words Christ spoke. (cfr. Lk 4, 14-22)

That gospel episode somehow reminds us that like Christ, we too should proclaim our faith as revealed in the gospel first with our own life, words and deeds, before we can proclaim it to everybody else with a certain eloquence and effectiveness.

We have to realize more deeply that we need to live our faith also in our public life. Our faith is not supposed to be only private and personal, since our life

in public is an integral and unavoidable part of our life, and there has to be certain consistency of our faith in our private and public life.

But we have to realize also that some prudence and discretion in this matter is required. And that’s because we have to make sure that our faith avoids getting entangled in temporal affairs and matters of opinion where a plurality of views should be respected. Besides, our faith tells us that we cannot solve all our problems here on earth, and that the final judgment belongs to God and not to us.

We have to expect some differences, conflicts and disagreements among ourselves. We have to expect to be misunderstood and

Is this music or can it be deleted?

THE relationship between music and memory is powerful. Music evokes powerful emotions that then bring back memories. When we listen to a piece of music from years ago, we seem to travel back to that moment. We can feel everything as if we were there.

Our long-term memory can be divided into two distinct types, namely implicit memory and explicit memory. Explicit memory is a deliberate, conscious remembering of the past. Explicit memory involves things like textbook learning or experiential memories, things that must be consciously brought into awareness.

Implicit memories are our unconscious and automatic memories. For ex -

ample, playing a musical instrument, or recalling the words to a song when someone sings the first few words. A large part of memory takes place in the unconscious mind.

Explicit memory fades in the absence of recall, while implicit memory is more enduring and may last a lifetime even in the absence of further practice. The explicit memory systems become damaged by conditions such as Alzheimer’s disease.

I remember my parent’s irritation in their faces, such as a broken mirror! Once upon a time, we have been getting crazy while listening to our idols’ sounds. In my case, sometime during the 1960s and 1970s.

EARLIER this month, the Philippine Statistics Authority (PSA) announced that inflation in December soared to 8.1 percent, the highest data since November 2008. The pickup was mainly brought about by the acceleration of costs in food, restaurants and accommodation services and housing.

This means that consumers will be paying more for the same goods and services previously afforded at a lower cost. Often, the rise in income does not keep pace with inflation, consequently becoming a budget problem as it minimizes our power to purchase.

The Bangko Sentral ng Pilipinas (BSP), however, said that last month’s inflation rate could have already reached its peak, consis -

tent with the BSP’s target, “before decelerating in the succeeding months due to easing global oil and nonoil prices, negative base effects, and as the impact of BSP’s cumulative policy rate adjustments work its way to the economy.”

The central bank said that risks remain on the upside this year due to elevated global food prices caused by higher fertilizer prices and supply chain constraints, as well as trade restrictions in the domestic front. Although this is the case, the BSP believes that these “are seen to be broadly balanced in 2024.”

The government, through the BSP, is already on top of the inflation situation. In the coming weeks, economists are expecting the BSP to deliver more rate hikes

CEBU CITY – The National Telecommunications Commission (NTC) in Central Visayas has encouraged users of prepaid Subscriber Identity Module (SIM) cards to register at once and not to wait for the deadline to lapse to avoid the inconvenience of getting deactivated.

Bill Peralta, NTC-7 information officer, admitted that telecommunication companies experienced some glitches during the first few days of SIM card registration which started on Dec. 27 last year.

“Don’t get disgusted. Just keep registering. It’s normal to experience systems problems because many prepaid subscribers register their SIM cards at one moment. Just be patient,” Peralta said in Cebuano.

Peralta said under Republic Act 11934 or the SIM Card Registration Law, if a prepaid subscriber fails to register within 180 days from the implementation of

the law, the SIM card will automatically be deactivated and needs registration before it can be activated again.

“You can’t call (anymore). It can be reactivated once you will register the SIM card. You are given another extension of 120 days to

register and reactivate,” he said, adding that those who will buy a new SIM card can only use it once they activate it through registration.

Iloilo City remains on alert vs. Covid-19 amid low cases

ILOILO CITY – Iloilo City remains on alert amid its low cases of coronavirus disease 2019 (Covid-19) in adherence to the advisory of the Department of Health (DOH) on cases coming from China.

“We are on alert. Fortunately cases are decreasing.

We only have one death for 2023, who died Dec. 31 but we reported on Jan. 3, an immunocompromised male from Calumpang,” said Dr. Marigold Calsas, head of the City Health Office-City Epidemiology and Surveillance Unit (CHO-CESU), in a press conference on Wednesday.

She said that for the Jan. 1 to 10 period, the city has only recorded 13 new confirmed cases; 10 are

Comelec exec laments low voter registration turnout in Antique

SAN JOSE DE BUENAVISTA, Antique – The Commission on Elections (Comelec) has observed a low turnout of voter registration even during the Christmas break.

Antique province has only registered 2,396 new voters from Dec. 12, 2022, to Jan. 10, 2023, said Comelec Assistant Regional Director and concurrent Antique Provincial Election Supervisor Tomas Valera in a virtual press conference Wednesday.

“We were expecting that students, 15 years old and above, would take time to have themselves registered for the election during their Christmas break, but there was still a low turnout,” Valera said.

On average, Antique only registers 109 voters per day, he said.

But he added that the low turnout was not only observed in Antique but in the whole Western Visayas. The region posted a total

of 36,728 during the same period.

The poll official has appealed to qualified registrants not to wait for the deadline on Jan. 31, when many people cram to get listed.

He advised the voters to check the posted dates of the satellite registrations in their barangays if they would like to register in the barangay.

“The municipal election officers post their scheduled satellite registrations outside their offices,” Valera said.

Classes suspended anew in North M’danao due to LPA

CAGAYAN DE ORO CITY

– Local government units (LGUs) in Northern Mindanao region have suspended classes anew as rains brought by the low pressure area (LPA) continued Thursday.

In Misamis Occidental province, 14 LGUs suspended all class levels, while three LGUs suspended elementary up to the senior high school levels.

Several communities in the province have also experienced flooding where rescuers have evacuated residents.

DAVAO CITY – More renewable energy sources are expected to be added to the Mindanao grid in the next six years, a move that may equalize the island’s current power mix of 70-30 in favor of fossil fuels.

Mindanao Development Authority Assistant Secretary Romeo Montenegro said during “Wednesdays at Habi at Kape” that the island is hoping to see additional supply of about 2,000 megawatts from renewable energy between 2023 and

2028, of which 400 MW are committed applications and 1,600 MW are indicative or in the early stage of the application process.

He said renewable energy is being pushed in Mindanao as the government hopes to reverse the power mix of the island, which is dominated by coal-fed power plants, to comply with the country’s obligations under the Paris Agreement.

Court denies Deniece Cornejo’s motion to bring Vhong Navarro back to jail

THE Taguig Regional Trial Court Branch 69 has dismissed Deniece Cornejo’s motion for reconsideration to stop the actor’s temporary liberty and instead bring him back to jail.

Actor Vhong Navarro was granted bail by the same court on December 5 after a series of hearings. Navarro posted a total of One Million Pesos (P1-M) , it was learned.

Faith and religion are always involved in these issues. While these issues have to be considered under many aspects, we have to understand that the considerations of faith and religion, being so basic in us, should be given priority.

It’s in our faith and religion that the fundamental and ultimate meaning of these issues are given. It’s where our ultimate common good is determined. The practical, the legal, the social, cultural and historical aspects have to somehow defer to them.

Contrary to some views, being consistent to one’s faith and religion in public office does not make him a fanatic, a fundamentalist or detached from reality. Quite the opposite is true.

Certainly, they have to do this task properly, knowing which part of the issues are open to opinion and therefore can change, and which are of the nature of the eternal truth, that should not be changed.

They have to master the art of dialogue, knowing how to argue in defense especially of the uncompromisable part of the issues with forcefulness, flexibility and naturalness. This is where their leadership can truly be shown.

The Supreme Court found that the petitioners failed to substantiate with the necessary evidence their allegation of fraud in the conduct of the plebiscite.

“The mere allegation that the inclusion of Cotabato City in the newly-formed (BARMM) was not the true intention of the voters of Cotabato City will not persuade this Court to overturn the actions of the Commission on Elections,” the decision stated.

The Supreme Court PIO said the vote was unanimous. Two justices took no part and one was on leave. There were no dissenting votes.
