WB okays policy loan for climate resilience
THE World Bank on Wednesday approved a $750 million development policy loan (DPL) to boost environmental protection and climate resilience in the Philippines.
In a statement, the World Bank said the Philippines’ First Sustainable Recovery Development Policy Loan supports ongoing reforms to attract private investment in renewable energy; enhance plastic waste management through reduction, recovery, and recycling; promote green transport, including the use of electric vehicles; and reduce climaterelated fiscal risks from the agriculture sector.
"The Philippines has tremendous potential for renewable energy generation, especially in solar and wind. Government actions to encourage investments in this sector, such as promoting foreign direct investments and streamlining the permitting process, could unlock this potential," said World Bank country director for Brunei, Malaysia, Philippines, and
Thailand Ndiamé Diop.
"Renewable energy can help the Philippines mitigate climate change and bring numerous benefits, including enhanced energy security, the creation of green jobs, and improved access to electricity. It is a crucial step towards a more sustainable and resilient future for the country.”
The Philippine government earlier set an ambitious target of 50 percent of renewable energy (RE) in total power generation by 2040.
It is also pushing for the slowdown of the expansion of coal-fired power generation capacity from 2026 onwards.
The World Bank said achieving these targets, however, would require more investments in solar and wind technologies and a strong policy environment conducive to investment in RE.
It said the financing program also supports the introduction of new insurance products suitable for vulnerable smallholder farmers and strengthens the
coverage and operations of the Philippine Crop Insurance Corp.
The aim is to help mitigate climate-related disaster risks to the country's budget and the farming sector to reduce poverty and provide a climate safety net for food producers.
The World Bank said the Philippines and other countries, such as China, Indonesia, and Vietnam, account for about 55 percent to 60 percent of the plastic waste that enters the ocean.
For the Philippines alone, about 1.7 million tons of post-consumer plastic waste is generated annually while the recycling rate is estimated at only 28 percent for recyclable plastic waste.
The World Bank said the financing supports the implementation of the Extended Producer Responsibility (EPR) Act mandating large enterprises to recover up to 80 percent of plastic packaging waste by 2028.

At the Philippine Economic Briefing in Singapore on Thursday, Diokno cited the MIF’s role in the country’s economic development over the next years.
He said the MIF is another source of funding for the Marcos administration’s 194 infrastructure flagship projects (IFPs) that will require a total of $165 billion in investments.
“The 194 infrastructure projects, I think we want the Maharlika Fund to finance some of them, not all of them. So, we have identified another source of funding for these very important infrastructure projects that will make a difference in the landscape of the Philippine economy,” the DOF chief said.
He said as the country will graduate into an upper middle-income economy within the next two years, it will no longer be entitled to the same official development assistance (ODA) to fund the IFPs.
“So, that is another source of funding,” Diokno added.
“The Maharlika Investment Fund is designed to advance the Philippines’ long-term development goals through the effective intergenerational management of our government financial assets. This will be an important addition to our existing funding mechanisms, with the aim of promoting socioeconomic development through investments in strategic, high-return, highimpact sectors, including infrastructure,” he said.
The Congress approved the MIF bill last May 31, which created the country’s first sovereign fund.
Diokno said the DOF is looking forward to the enactment of the bill in the coming weeks.
The government will also explore co-financing opportunities with foreign investors, multilateral institutions, and other international sovereign wealth funds.
“There is a wealth of new investment opportunities for the Philippines and Singapore to explore, and we look forward to writing the next chapters of our growth story with you,” the finance chief said. (PNA)

It has been said that in this country, no one is above the law; all must bow down to the majesty of the law because we follow the rule of law and not of men! Tell that to the marines! No such thing as rule of law on environment. A century or so ago, our country had some 17 million hectares of dipterocarp forest very rich in megadiversity, oozing with billions of flora and fauna that were endemic in a tropical country. Such was reinforced by a study of Dr. Larry Heaney, an environmentalist from California, USA who came in the eighties and stayed somewhere in Mt. Kitanglad Range for three months. He was so astonished to see monkey-eating eagles hovering above against the backdrop of flowering plants and radiating trees, i.e., almaciga, red lauan, mahogany, narra, etc., which were the finest in the world. As Dr. Heaney’s study concluded, “ the number of flora and fauna what found in the 5,000-ha. Mr. Kitanglad Range is greater compared to those found in onebillion hectare continent of North America. Visiting Mt. Kitanglad and Mt. Kalatungan Range in Talakag, Bukidnon, it was so frustrating to see some 200,000 hectares denuded areas after six logging companies, i.e, TIPI, Roa & Sons, Valderama, Dacudao, Remedios Fortich, Vicmar, Desty Eleazar, etc. massively logged our forest ecosystem without let-up in total violation of existing laws. Don’t you know that our forest ecosystem is well protected by existing laws that are prohibiting the cutting of trees in forest areas that have an altitude of more than 1,000 meters above sea level or in topography with slope having 50% gradient. These notwithstanding, laws were enacted then prohibiting logging of the finest of trees
that were found only in the Philippines. There was no stopping the powerful loggers then who had formed a strong cabal of vested interest. These loggers who would earn as much as 400 million pesos in one shipment of logs alone, were even elected to high positions as mayors, governors, congressmen and even as senators. Of course, such gargantuan raking had also been shared to offices of government mandated to enforce environmental laws, to law enforcers and even to judges. In the nineties, during the height of our human barricades against logging to stop some 50 10-wheeler logging trucks passing the thoroughfares of Cagayan de Oro from 12midnight to 4am when Cagay-anons were fast asleep, one personnel manning the check-points confessed to us after being asked why these checkpoints were allowing the passage of these logging trucks carrying illegally cut logs, “each truck is paying the checkpoint 5,000 pesos.” If 50 trucks were paying 5,000 pesos per check-point, about 250 thousand pesos were being pocketed by these personnel. How about that agency mandated to enforce environmental laws? After we arrested three logging trucks owned by the late 2nd Lt. Desty Eleazar, he bragged to me that no way can I stop him and shouting “90% of the personnel working in that office are under my payroll.”
That was how we lost our natural wealth above the ground, the forest ecosystem, the richest on earth – all in violations of existing laws. But our natural wealth is even richer under the ground, oozing with ores and mineral only found in our country. Cagayan de Oro, for example, is called “de Oro” because of its tremendous ore and mineral deposits. As the Presiding Officer of Task Force Kinaiyahan formed in consonance with the Writ of Kalisasan issued by the Court of Appeals in 2013 to stop illegal logging and illegal mining in Cagayan de Oro, Misamis Oriental, Bukidnon and Lanao Provinces, we were so aghast to see in the mining camps of these illegal miners during our law enforcement operation, bombs, AK-47 and Armalites. Three Chinese holders only of tourist visa were arrested. Where are they now? Well, we were shocked to know that they were just detained for one week. They were released and allowed to go back to China accompanied by a high ranking official. Well, again, where is the rule of law?

What remains of our marine and fishery resources are being taken advantaged by powerful China as the West Philippine Sea is now the subject of exploitation by Chinese being back-up by the Chinese Navy. Such illegal Chinese intrusion is a glaring violation of our sovereignty as ruled by the United Nations’ Arbitral Ruling.

Most of the little things we get angry about are not nearly as important as our family’s feelings that we hurt. So take a lesson from rocket science and “Count down before you blast off.”
Studies show that most of the tension in a family comes from using the wrong tone of voice. “More than what you say
Why? Because, first of all, Christ told us so. “You are the salt of the earth…You are the light of the world,” he clearly told his disciples and eventually all of us. (cfr. Mt 5,13-14) But more than just being told by Christ, the basis of such divine command is because as persons we are meant to care for one another, to love one another. We would be contradicting our personhood if we fail to care and love one another.
And the basic expression of such personal care and love for others is precisely to be such salt and light as Christ wants us to be so that we can lead everyone to our ultimate good and goal, which is to be with God, to be like God who wants us to be like him.
Let’s remember that as persons we are meant to enter into a necessary relation with God and with others. That is why we have been endowed with intelligence and will so that we can know and love God and everybody else.
Well, I was not surprised then. Everytime we arrest logging trucks carrying illegally cut logs, those trucks that we have apprehended were readily released the following day. Thus, from then on, logging trucks that we apprehended were turned-over to friends in the Air Force, particularly to Abel Idusma, a good friend working with the Air Force then.
Besides, we have been given the grace from God so that our knowing and loving does not get stuck in the natural level only, but can enter and get elevated to the supernatural order where the true essence of love, which is God himself as personified by Christ, “the way, the truth and the life” for us, is.
We need to be most aware of this duty and must do everything we can to carry out this responsibility effectively. Otherwise, we would get trapped in our own selves, in our own bubble that can trick us with deceptive charms and allurements.
Especially nowadays when the world is full of things that can imprison us in our own world. It’s ironic to observe that in spite of our very powerful tools and technologies of communication, the cases of conflicts and division among ourselves seem to be increasing instead of decreasing.
To be true salt and light of the world as Christ wants us
But the natural wealth of our country does not only stop at the shorelines. The Philippine archipelago has been described Dr. Kent Carpenter, the President of the United Nations-Food and Agricultural Organization as the “Center of the center of marine life on earth.” But not anymore. Glaring is the state of environmental crimes committed against the Filipino people. During the Martial Law period, Japanese trawling vessels had been raking our seas called “muro-ami.” As the Philippine archipelago is so vast to protect by our Naval Force, it has become a “dumping ground” of toxic and highly radiated garbage from Canada, Japan,
What is so painful in the truism that the poorest of the poor now are our coastal communities due to the demise of our fishery and marine life. Don’t you know that 10 pf the 13 major bays in the Philippines are now biologically dead; of the 25 major rivers, 15 are already dried-up due to deforestation that killed our watersheds. Again, we have lost our fishery and marine resources because of the crimes committed against our coastal communities. We have lost the grandeur of the bays because all the environmental laws that were enacted to protect our fishery and marine resources were violated. Don’t you know that all industries along the bays are just treating the bays as their “waste pits?” Many of these industries operating without antipollution device, that’s the reason why every one and then our seas are turning yellow or red. During my stint as head of an environmental NGO, we have put-up coastal guardhouses to protect the

to be, we need to learn how to inspire others. We know that we are all interrelated, obviously not biologically that only has a limited scope, but definitely to a large extent, politically, economically, socially, etc. The fact that we all live in the same one world somehow makes us all interrelated.
But there’s actually a more radical basis of our interrelation. And that is that we are all creatures of God, children of his, meant to be the people and the family of God. It is a relationship that is spiritual more than material, forged by a supernatural principle and not just by something natural.
This basic truth about ourselves gives rise to the duty that we have to help one another spiritually more than anything else. It is in our spiritual bond that actually gives rise to all our other relations with everybody else according to the different aspects of our nature.
This is what is meant by
our duty to inspire others. Etymologically, the word ‘inspire’ means to breathe into. And it definitely is not only air that we should breathe into others. We have to breathe a spirit that in the end is nothing other than the spirit of God, who is the original inspirator. That is the spirit that is proper to us since we are God’s image and likeness, meant to be existentially be united with God not only in heaven but even while here on earth! To inspire others properly, we need to be the salt and light of the world!

Globe cautions public against rising OTT scam messages
GLOBE TELECOM, INC. warned the public against the rising number of spam and scam messages using over-the-top (OTT) media services that are outside the scope of telecommunications companies’ filters.
“While spam and scam messages have seen a decline since the SIM (subscriber identity module) Registration Act was enforced, fraudsters continue to find new ways to target phishing victims, taking advantage of popular OTT platforms such as chat apps to evade telco filters,” said Globe in a press release.
“These fraudsters use both overseas and local numbers and mostly appear as business accounts with attractive profile photos to dupe people,” it added.
Cybercriminals now use the target’s full name and pretend to be messaging a missed connection or making various offers, the company said.
Anton Bonifacio, chief information security officer at Globe, said scammers are now capitalizing on the shift to a more digital lifestyle of consumers.
“Embracing the digital world comes with its own set of risks, so we must remain vigilant in safeguarding
our online presence. As technology advances, so do the tactics of fraudsters and scammers. The best way to combat this is to never engage with these messages and to block such senders immediately,” Mr. Bonifacio said.
He added that because OTT messages are beyond the telcos’ scope, awareness remains to be the first line of defense of customers.
“By staying informed and adopting personal security measures, we can navigate the digital landscape with confidence and protect ourselves from evolving cyber threats,” he said.
Ivan John E. Uy, secretary of the Department of Information and Communications Technology (DICT), said OTT platforms have pros and cons such as being free and encrypted.
“The intent of their product is to assure secure communications. But of course, those secure communications are good, if they are used for good. But the criminal organizations are also utilizing those same communications, even the terrorist organizations are using these secure communications,” he said in a chance interview on
Friday.
“So, the challenge really is for the government to work together. And we cannot do it with a single country. In fact, during my meeting with the ASEAN ICT ministers a few days ago, we tackled this very particular problem of OTT providers of communications and how these are being used for scams,” he added.
Mr. Uy said that what the ASEAN Information and Communications Technology (ICT) ministers observed is that when a country talks to an OTT platform individually, the problem raised is not being acted upon.
“So, with the ASEAN and European Union ICT ministers, we are working on a joint effort in coming out with a regional position where we are going to address this and talk to these OTT providers,” he said.
“We will have to nip this in the bud once and for all, and there are also other options being studied not just by our country but by all the different countries already,” he added.

The bureau also observed increased investments in solar photovoltaic system, variable frequency drives (VFDs), cogeneration system, district cooling system, pumping system, HVAC system, compressed air system, smart manufacturing system, and building energy management system.
Integrating energy management system policy into their business operations is required to acquire or maintain ISO 50001 or similar frameworks.

PH manufacturing growth accelerates in 1Q this year
FACTORY output both in volume and value grew at a faster pace in April, the Philippine Statistics Authority (PSA) has said.
Results of the Monthly Integrated Survey of Selected Industries (MISSI) released Thursday showed that the Value of Production Index (VaPi) went up by 10.7 percent in April from 6.0 percent in March.
It was also higher than the 5.0 percent in April last year.
"The faster annual growth of the VaPI in April 2023 was mainly contributed by the higher annual upturn in the manufacture of food products industry division at 19.7 percent in April 2023 from 10.0 percent in the previous month," the PSA said.
Other contributors to the higher VaPI growth during the month were the faster annual increases in the manufacture of transport equipment at 35.8 percent from 23.1 percent in the previous month, and manufacture of other nonmetallic mineral products which went up by 19.1 percent from 7.7 percent in 2022.
The Volume of Production Index (VoPi), on the other hand, also went up by 8.2 percent,
faster than the 3.4 percent expansion in March.
It was also a turnaround from the -1.3 percent seen in April last year.
The PSA said the faster annual growth of VoPI in April 2023 was mainly brought about by the higher annual rates of manufacture of food products which grew by 14.7 percent from 4.3 percent in March.
The expansion in the manufacture of transport equipment and manufacture of other non-metallic mineral products also contributed to the faster VoPi growth during the month.
The PSA said the average capacity utilization for manufacturing section in April 2023 was reported at 72.4 percent from 73.2 percent in the previous month.
"All industry divisions reported capacity utilization rates of more than 50 percent during the month. The top three industry divisions in terms of reported capacity utilization rate were manufacture of machinery and equipment except electrical (82.7 percent), manufacture of transport equipment (82.5 percent), and manufacture of rubber and plastic products (76.6 percent)," it said. Marcos visited South Cotabato to launch the Consolidated Rice Production and Mechanization Program (CRPMP) of the provincial government, his first time in official capacity since assuming power a year ago.
He turned over a ceremonial check worth at least P115 million for the facility, which he hailed “as a model agricultural initiative of a local government unit in the country.”
The consolidation and mechanization of rice farming, he said, can reduce by half the production and labor costs incurred by farmers, which could increase their income aside from the proceeds of an improved yield.
If the Philippines will have to compete with Thailand and Vietnam in rice production, Marcos stressed that mechanization “is the answer.”
The President said that the two neighboring rice-exporting nations have been able to maximize their production because of mechanization.
For the Philippines, mechanization will work for the rice sector if small farmers adopt the concept of consolidating their farms, he added.
South Cotabato Gov. Reynaldo Tamayo Jr. said they conceptualized the CRPMP to increase rice production, ensure food production in the area, and improve farmers’ income while making rice affordable to consumers.
“So far, 100 hectares of consolidated farms have already been planted with palay,” Tamayo said, adding that the provincial government is targeting to consolidate at least 1,400 hectares in the different parts of the province under the CRPMP program.
He said the facility will serve as a “one-stop” shop for the pre- and post-harvest needs of rice farmers and concerned government agencies.

facility in Barangay Liwanay will house an integrated rice processing center, warehouse, motor pool and administration building, including payment center for farmers, among others, the governor said.
He said the provincial government’s rice mechanization program is anchored on the national government’s food security outlook, including alleviating palay farmers from poverty.

law, the residents would have a functional, accountable and competent local government unit to cater to their day-to-day needs,” she said in a report from the Bangsamoro Parliament’s Public Information, Publication and Media Relations Division.
Member of Parliament Aida Silongan expressed hope the bills for the creation of the eight municipalities will be approved by the plenary before the Barangay and Sangguniang Kabataan elections on October 30.
In this way, the plebiscite establishing the eight towns can be held simultaneously with the Barangay ang Sangguniang Kabataan polls, she added.
Silongan said that public consultations for the proposed measure have been conducted in some parts of North Cotabato.
Once the bills are enacted, the newly created municipalities will have their own local government units with elected officials who will be responsible for addressing the specific needs and concerns of their respective communities.
