PCUP to host 1st LGU Forum on October

MANILA – The Presidential Commission for the Urban Poor (PCUP) will be hosting its first Local Government Units (LGUs) Forum on Oct. 25 to present its projects for the fiscal year 2023 and programs for its upcoming Urban Poor Solidarity Week (UPSW) in December.

In a press statement, PCUP chairperson and chief executive officer Undersec retary Elpidio Jordan Jr. said the forum aims to increase awareness of the PCUP’s programs and services that will enable urban poor com munities to enhance their accessibility for a better life.

He said the forum will focus on expanding op portunities for the urban poor in partnership with LGUs in Metro Manila and Luzon.

BIR and NBI padlocked grocery store in Tagum City for selling imported illegal cigarettes

AUTHORITIES swooped down on a wholesale gro cery store in Tagum City on Tuesday (October 11) and confiscated over 80 master cases of imported illegal cigarettes with an estimated worth of Php3.3 million.

1.7M jobs to open under gov’t housing program

MANILA – The Marcos ad ministration’s “Pambansang Pabahay para sa Pilipino: Zero ISF 2028” program is expected to generate about 1.7 million jobs for Filipinos per year.

Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Rizalino Acu zar said the jobs would be created annually when the program goes full blast with the construction of housing units.

“It is projected to have direct and indirect jobs in the sector especially in areas where mid-rise to high-rise units will be built,” Acuzar said in a news release on Sunday.

Data from the Philippine Statistics Authority showed that there are 2.68 million unemployed Filipinos aged 15 to 64 years old as of August this year.

4Ps system needs review to achieve goals: solon

Pamilyang Pilipino Program (4Ps) can still be improved and will continue to serve its purpose if its flaws are corrected.

In a radio interview on Sunday, Senator Sherwin Gatchalian said 4Ps is at least 50 percent successful in terms of education but ineffective in poverty al leviation.

The goal of Republic Act 11310 or the 4PS law, signed in 2019, was to break the intergenerational cycle of poverty by fostering change in behavior among parents

to invest in their children’s future, through the health, nutrition, and education aspects.

The Department of Social Worker and Development (DSWD) implements the program.

Under the law, a benefi ciary will be excluded after seven years of availment.

Gatchalian said he will require DSWD to submit studies to show the effects of 4Ps in the health, education, and poverty alleviation of some 4.4 million benefi ciaries who get assistance between PHP2,000 and

MANILA – Senator Win Gatchalian has filed a Senate resolution seeking to estab lish the oil and gas potential in the West Philippine Sea (WPS) to address the coun try’s import dependence for its energy requirements.

The Senate inquiry is to push exploration, develop ment, and utilization of such oil and gas reserves toward achieving energy security and self-sufficiency.

“Given persistent global energy shocks, it is impor tant for us to ascertain the oil and gas potential in the West Philippine Sea for the country to have some level of stability and protection from the tumultuous geopolitical conflict in foreign countries that has severely impacted local energy prices,” Gatch alian said.

Parents of children with special needs and their coping mechanisms when faced with stress

Coping mechanisms are referred to as survival skills. These are strategies used to deal with stress, pain and natural changes experiences in life. Stress can be experienced when there is a combination of difficult emotional and physical behaviors displayed by the child before and after it is diagnosed. When there is a high level of stress experienced by the entire family, they will then need to make adjustments in order to cope and function at an adequate level. Coping mechanisms are behavioral patterns which can be learned from others in order to cope.

According to research, coping mechanism represents an individual’s cognitive, affective and behavioral efforts to man age external and/or internal demands. It is for a conscious, rational way of dealing with anxieties of life. These are also considered as self-protection strategies adopted by an individual who undergoes stress. No parents are ever prepared to have a child with exceptionalities (Smalley, 2000). Facing such situation is a great challenge for them, thus, they need to have coping strategies to deal with the problem. In order to reestablish balance within the family, the most popular coping strategy was support from family members.

Coping does not necessarily reach an endpoint or a completion, rather coping comprises

on-going strategies to deal with on-going stressors (Draper, 2009). This means coping mechanisms improve through time but does not end. Fathers have difficulty in discussing sensitive issues. This difficulty is very much presenting the case of the fathers who barely talk about their feelings especially because they have a hard time discussing their children’s illnesses (Broger, 2011). Also in another research, fathers were largely ignored by health professionals and supporting agencies. The more they refuse to share, the more their involvements are ignored by health professionals. In the study of Altiere (2006), it was mentioned that fathers of children with disabilities can employ negative coping behaviors. They use more withdrawal and avoidance coping behaviors. It is also suggested that fathers sometimes coped through working away from home (Gupta, 2005). It is likely that males are underinvolved because involvement causes anxiety (Altiere, 2006). According to the study of Gupta (2005), the parent who was most likely held responsible for their child’s behavior are the mothers and this was both by their husbands and by people outside the family. This is the reason why mothers are expected to be more involved than the rest of the family members. They are expected to implement positive coping strategies

and perceive moral support.

There are gender differences in the coping strategies of parents. According to Sullivan (2002), varied reactions are made by mothers and fathers who can bring a large gap in understanding the coping strategies of parents. This means that it could also gather varied responses from people who regularly interact with the parents. This differ ence could be supported by the Gender Role Strain (GRS) Model by Pleck as mentioned in Sullivan’s (2002) study where it tackles on the Gender Role Discrepancy, Gender Role Trauma, and Gender Role Dysfunction.

Males exhibit a greater ability to detach themselves from the emotions of a situation and more inclination to demonstrate emotional inhibi tion or “bottling up of emotions (Lawrence, et al., 2006).

Some fathers may use an emotion-focused coping process with a religious dimension in the study of Broger (2011), but females, on the other hand, tend to express their emotions on a wider range.

Speaking to friends and family-- especially to mothers who also have children with special needs-- is their way of dealing with emotions (Gupta, 2005). This suggests that males have a tendency to avoid using emotion-focused approaches such as expressing their feelings in contrast to females who predominantly use this approach.

The harm being done is not just limited to human beings but to the Mother Earth as well. Billions of life forms be flora or fauna have been sacrificed to the altar of greed and profit. Worse, the collective mani festation of insanity is now felt by the earth itself as it is now in the precipice of its 6th extinction which is anthropogenic (man-made).

Preparing for the end times

THIS is just to be realistic. It’s not meant to scare us or to be a killjoy or a wet blanket in our life. Not only do we all die. There is also the end of time itself. Our earthly existence is just a sojourn, a training and testing ground before we enter into our definitive life for all eternity, hopefully in heaven with our Father and Creator God.

We need to develop a good and healthy sense of our life’s end, which is our death that can come to us anytime, as well as the end of time itself. If we follow our Christian faith, we know that there is nothing to be afraid or anxious about in these truths of our faith.

We would know what truly is the purpose of our life here and of our earthly existence in general. We also would know that we have all the means to pursue that purpose properly. We are somehow reminded of this truth of our faith in that gospel episode where Christ talked about the end of the world. (cfr. Mk 13, 24-32)

But, yes, we have to de velop a good and healthy sense of how to end our life well, properly prepared to meet Christ in our particular judgment as well as in our general judgment during

Christ’s second coming.

Having a good sense of the end gives us a global picture of our life that spans from time to eternity, and sheds light on the present. It guides us. It gives us a sense of confidence and security. It reassures us that we are on the right track, that we are doing well.

The sense of the end motivates us to make plans always, to be thoughtful and anticipative of things. It also teaches us a sense of order and priority. It motivates us to set goals, make schedules and the prudent use of time. Ultimately, it helps us to distinguish between the es sential and the non-essential in our life.

A person who does not have a sense of the end is obviously an anomaly. He tends to be lazy and prone to his personal weaknesses, to drift off aimlessly and lose control of his life. Such per son is usually called a bum, a tramp or a vagrant.

In this regard, we have to learn to look forward to the second coming of Christ. That’s when Christ, the pat tern of our humanity and the savior of our damaged humanity, will come again to make the final judgment on all of us, establishing the

vironmentalists worldwide that the “earth is just one minute before midnight.”

To have a clear grasp of the importance of the spiritual enlightenment process, let us have some reflections on the current socio-econom ic-political and ecological developmental realities.

There is no question on the impressive achievements of humanity as the human mind is highly intelligent but its very intelligence is tainted by madness that has created dysfunctions which are accelerating and intensifying. As explained by Atty. Marilou Ravanera Ares in her book, “Our Balancing Acts,” she said, “the global development problems that we are cur rently facing, and the state of development that we are currently experiencing are seemingly heading towards the opposite direction of development. Development is becoming incoherent, or mysterious even, that while there is advancement in technology, progress in industry and increase in production, that would sup posedly set the stage for humanity’s well-being and

definitive and eternal King dom of God that is meant for us. Obviously, we have to prepare ourselves for it.

This truth of our faith was implied when some leading Jews once asked Christ when the Kingdom of God would come. To which, Christ answered that “the coming of the Kingdom of God cannot be observed, and no one will announce, ‘Look, here it is,’ or, ‘There it is.’ For behold, the Kingdom of God is among you.” (cfr. Lk 17, 20-25)

This attitude of waiting, expecting and making the proper preparation for the second coming of Christ should be learned by all of us. And we can do that by strengthening our belief that Christ is actually already with us. He is everywhere, around us and inside us. We just have to develop the habit of looking for him in order to find him.

Only with Christ, can we be properly prepared to face him in the final general judgment during his second coming.

Chinese ‘sextortionist’ in Iloilo caught in entrapment

MANILA – A 31-year-old Chinese businessman ac cused of “sextortion” was nabbed in an entrapment in Iloilo City last week.

Jack Liu, of Barangay Muelle Loney, was nabbed by the Regional Anti-Cyber crime Unit 6 (RACU-6) on October 12 after his former fiancée complained that he threatened to leak their sex videos on social media if she would not agree to meet up with him

According to a report Sunday of Lt. Col. Artemio Ricabo, RACU-6 Officerin-Charge, the victim also alleged abusive behavior by Liu.

“The suspect, not want ing to end their relationship, started threatening the vic tim that he will spread their sex videos if she leaves him,” Ricabo said in a statement.

The victim ignored Liu’s threats at first until he sent their video to one of her friends.

RACU-6 set up the op eration when the victim agreed to meet her former lover at a lodge in Molo district.

As soon as the victim entered the room, operatives immediately followed and arrested the suspect, who

BACOLOD CITY – The Bailes de Luces (Dances of Lights) dancers of La Cas tellana, Negros Occidental received the Best Foreign Performer Excellence Award at the 2022 Chungjang Rec ollection Festival in Donggu, Gwangju City, South Korea on Saturday night.

One of Gwangju’s most famous gatherings, the Chungjang Recollection Festival featured perfor mances, exhibitions, street parade, and performance by cultural assets, among others.

For topping their cat egory, the Bailes dancers received a cash prize of 2 million won, or equivalent to about PHP82,000.

Farmers of far-flung village in Agusan finally get rice mill after a long time

PROSPERIDAD, Agusan del Sur -- Johnny Casugu dan, a village councilman in the mountainous far-flung village of Guibonon in Es peranza town, was ecstatic upon receiving a portable rice mill personally donated by Agusan del Sur 1st District Rep. Adolph Edward Plaza.

It was the first time that farmers in their village lo cated near the boundaries of the provinces of Bukidnon and Misamis Oriental have mechanized rice and corn miller that will produce a better quality of the Filipino main food staples.

The farmers there, he said, would have to hire a habal-habal motorcycle (passenger motorbike with wooden wings) for P2,500 to bring their palay and corn to the town center and an other P2,500 fare to bring the milled rice and corn back to their place.

The distance of their vil lage from the town center is about 61 kilometers and the

only means of transportation are the habal-habal motor bikes.

The costly and long hard travel to bring their produce to the rice millers at the Po blacion has discouraged them and they just rely on using the age-old rice pounding or lubok in the local dialect and grinding with a stone to pulverize the corn seeds.

“We can already eat qual ity milled rice and corn no longer mixed with grated husks,” Casugudan told Gov. Santiago Cane, Jr. and other provincial officials during the turn-over of at least 50 units of portable rice millers at the Provincial Capitol on Thurs day given to 50 pre-identified farmers associations in the province.

The portable rice millers that cost a total of P3 million were personally bought from his pocket by Rep. Plaza in Davao City after learning that many farmers in remote areas have been deprived of avail able millers that they have to transport their produce to the far town centers.

In the absence of the farmers group in their village, the Provincial Agriculture Office chose the barangay local government unit of Guibonon to be the recipient of the rice mill.

Casugudan said the farm ers in their village grow up land rice that only harvests once a year and they grow

corn in the last six months of the year. Whenever they don’t get a good harvest, the residents would just eat root crops to survive.

Earlier in the morning, the recipients were briefed and given a hands-on demonstra tion on the proper operation and maintenance of the rice mill which is either powered

by fuel or electricity.

The beneficiaries would choose the kind of rice mill they prefer depending if their village has electricity or not.

Queries on the care, re pair, and maintenance of the mills were addressed and were emphasized during the briefing and demonstration.

Gov. Cane has urged re

cipients to take good care of the mini mill units by frequently doing preventive maintenance considering that these are bought from the personal fund of Rep. Plaza.

He told them that draft policies and systems will be agreed upon between the farmers’ group and the provincial government to ensure the sustainability of the program.

These include the mill ing schedule every week, a minimal payment of P2 per kilo of palay, income utilization for operation and maintenance including fuel costs and electricity bill, and the duties and responsibilities of the recipients.

Vice Gov. Samuel Tortor suggested to Provincial Ag ricultural Officer Armando Valiente, to make the agree ment written in local ver nacular for everybody to clearly understand.

Valiente said the recovery of rice during the milling process is at 65 percent. He added each unit cost P60,000.

MOST of us have conducted an investigatory science proj ect without even knowing it or at least without knowing that’s what it was called. Most science experiments performed from elementary to high school students and all the way up to professional scientists are investigatory projects.

An investigatory project is basically any science experi ment where you start with an issue or problem and conduct research or an investigation to decide what you think the outcome will be. After you’ve created your hypothesis or proposal, you can conduct a controlled experiment us ing the scientific method to arrive at a conclusion.

Remember however that

a successful investigatory science project does not necessarily have to result in the intended outcome. The purpose of these projects is to think critically and if the solution doesn’t work out, that doesn’t mean your project will fail.

In order to conduct a great investigatory experi ment, you have to ask an interesting question and be able to conduct an ex periment that can hopefully answer that question. The harder and more intriguing the initial question is, the better the resulting investi gation and experiment will be. The first step in making an investigatory project is selecting a topic to research on.

The difficulty in read ing, writing, and numeracy are evident as recorded in the ASER assessment results. As I have already mentioned he wrote a novel that is full of good lessons entitled, “Lives in the hands of God.” He has written hundreds of short stories about how life should be lived in the hands of God. As underscored by him, “when our time on earth is done, money or material things will not matter but the love, time and kindness that we have given to others will shine and will last forever.”

I remember once seeing in a grocery store a young man pay an old lady’s grocery needs. When the old lady asked, “How much do I owe you?” The young man said, “Pass on the good deed so it will never end.”

We hope that the love, time and kindness the amazing couple gave to others and thier caring for Mother Earth will shine and will last forever. As the people whose lives the couple has touched will keep on passing them to others and so on. Transforming agriculture

As a show of political will to underscore agriculture in his priority agenda, the President has personally taken on the reins of the Department of Agricul ture to empower the agency in implementing high-impact programs for farmers, fishers and agribusiness companies,

bringing a new dimension to the development of the coun try’s farming and fishery sector, especially now that the global food system has been rattled by the current geopolitical crisis.

To start, the DA has been granted a higher budget for next year (P163.7 billion, or P46.5 billion higher than this year’s P117.2-billion allocation).

This initiative continues the country’s outstanding policy support for agriculture, as a share of Gross Domestic Product (GDP) which is second highest among developing countries in East Asia and the Pacific (EAP), trailing only Indonesia and even higher than China and Vietnam, and even higher compared to highly developed countries like Turkey, South Korea, Japan and Russia (per worldbank.org).

During his First State of the Nation Address (SONA) last July, the President highlighted the importance of the country’s agriculture sector in fueling growth and employment in the country.

He has directed the De partment of Public Works and Highways to build more farmto-market roads (FMRs) and post-production and process ing infrastructure, considering their key roles in facilitating the delivery of farm inputs and products from the farms and trading centers, and most especially in ensuring higher value-added and incomes for farmers and their products.

To attain a higher level of food security, the President has set a new target output of 20.24 million metric tons (MT) of unmilled rice (palay) through a higher budget for the existing Rice Program to complement the Rice Competitiveness Enhance ment Fund implementation.

As of August 31, 2022, a total of 527,071 bags of hybrid seeds and 479,483 bags of certified seeds have been distributed to eligible farmer-beneficiaries to cover 1.006 million hectares.

Some 634,298 fertilizer dis count vouchers amounting to P1.13 billion covering 674,558 hectares have so far been issued, of which 174,996 amounting to P322.76 million have been claimed covering 198,953 hect ares. In addition, 83,832 packs of BioN have been distributed nationwide, covering 14,766.40 hectares of rice fields.

The DA Rice Program has also distributed 442 production and post-harvest machinery and equipment including tractors, harvesters, rice mills, hauling trucks, and dryers, and estab lished 24 drying facilities.

Furthermore, 282 projects consisting of diversion dams, shallow tube wells, and 6,787 linear meters of irrigation ca nals have been constructed to serve an area of 1,449 hectares. Rehabilitation of Small-Scale Irrigation Projects have restored up to 393 hectares of irrigated rice areas, including the reha bilitation of 5,045 linear meters of irrigation canals and four diversion dams.

The DA has also facilitated trainings with individual rice farmers to equip them with leadership and management know-how, soft skills, project management, digital tools for agriculture, and agri-entrepre neurship.

By the end of his term, Pres. Marcos envisions the Philippines to finally attain the 100-percent self-sufficiency in rice and major food items which has eluded it for so long.

A wreath-laying ceremony at Kampo Ranao is also scheduled on October 17 in honor of those who paid the ultimate price to defend the city from terrorists.

Other highlights of the com memoration are the inaugura tion of Tuca Marinaut Barangay Complex, the 15th barangay facility with a Madrasah and Health Center constructed in the most affected area of the city, as well as, the inauguration of Torogan in Barangay Sagonson gan that will serve as the office of traditional leaders in Lanao del Sur, both are scheduled on Oct. 21.

In addition, more than 150 permanent housing units in Barangay Gadongan will also be awarded to qualified ben eficiaries.

“Dapat tuloy-tuloy pa rin ang ating pagiging vigilant in terms of helping our government in securing our community from any attempt kagaya ng nangyari noong Marawi siege,” he said.

The combined enforcement came about through an intel ligence report received by the NBI about the store’s sale of smuggled cigarettes. The NBI through its regional director Atty. Gelecio Bongngat, im mediately coordinated with the BIR regional office in Davao, and a buy-bust operation was conducted at the store that positively yielded 81 master cases of untaxed illegal ciga rettes.

Reports have it that a number of sari-sari stores in the area are well patronizing Ping Suka store since it offers wholesale price to their clients.

The raid was made days after authorities scored “the year’s biggest haul” in an other combined operations in Zamboanga City with the interception of 5,298 master cases smuggled cigarettes amounting to P218.5 million..

Both Tagum City and Zam boanga City are included in the government list of “hot spot areas” in Mindanao where smuggling and sale of illegal cigarettes are rampant.

Reports from the Tagum City raiding team said vari ous brands of illicit cigarettes were seized such as President, Walton, Fort, Greenhill, Bil lionaire, New Castle, Cham pion, Cannon, Oakley, Oxford, Bros and Aris.

The confiscated items are now under the custody of the BIR and stored at its Digama warehouse in the city.

Officials of the raiding teams warned traders of il licit cigarettes to stop with their illicit trade. Already,

government authorities have identified and lined up series of raids not only in Tagum City but in many parts of the Mindanao region as well.

“Just a matter of time be fore we make a surprise visit to your place and seize your hot goods. Wait for us to pad lock your place and ready to be jailed as consequences of your illegal trade,” a raiding official said.

They further warned that all illegal cigarettes either from smuggled or counterfeits are easily identified by way of lack of the government tax stamp, graphic health warnings and not in the list of the BIR’s legal products in the country.

Law enforcement agencies earlier declared that aside from groceries and other big stores, they are now focusing operations on sari-sari stores since smugglers have been diverting their goods to these small businesses.

“We have to push for the approval of these infrastruc ture projects because the traf fic and flood problem in the city has affected residents for many years already,” Rodriguez stressed.

Last March, the RDC has previously recommended P12 billion worth of projects for the 2nd District of Cagayan de Oro.

Rodriguez is grateful to the council and to NEDA-10, un der the leadership of Regional Director Mylah Faye Aurora Cariño, for the department’s “commitment to advancing priority development projects for the benefit of the residents of CdeO.”

The CdeO lawmaker also supported the proposition that the mayors and governors be informed and consulted on all projects from the national government.

It can be noted that dur ing the budget hearings in September, Rodriguez moved for the approval of the P718 billion budget of DPWH and sought an additional P100 billion for more infrastructure development in Congressional districts.

Mayor Rolando “Klarex” Uy announced to the trimedia in Cagayan de Oro that two big investors from Italy have shown interest in pouring investments in the city.

As this developed, on Thursday, October 13, this year, Italian Consul to the Philippines Antonio Gallo and Vice President of the Italian Chamber of Com merce in the Philippines, Lorens Ziller, visited the Office of the Mayor.

It was learned that both Gallo and Ziller have talked to Mayor Klarex Uy and told the city mayor that they are interested in putting up some busi nesses in the city.
