T HE Department of Energy (DOE) has scheduled a 60-day “competitive challenge” for coal operating contracts (COCs) originally applied for by Vintage-21 Coal Mining Corporation covering coal blocks in Lingig, Surigao Del Norte and Boston, Davao Oriental in Mindanao. In an ‘invitation for challenge’ issued by the energy department, it stipulated that opening of tenders to be submitted by interested investors will be by September 9 this year.

Parents, community leaders, government and non-government organizations, other civic groups, teachers, students, and all other people are invited to visit schools and participate in volunteer work as part of the DepEd program on Brigada Eskwela. The parent volunteers donate their time to sweep the yards, pull weeds, plant flowers, cut overgrown trees, and make small repairs to classrooms. Others paint the fences and flower pots to spruce up the surroundings and provide a welcome environment for the kids, who are the ones learning.Thecommunity took part as well. How do teachers perceive their roles in the society? Do they teach for the sake of earning a living or to bring people from darkness to light? The Ministry of Health in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) kicked off Thursday its coronavirus disease 2019 (Covid-19) booster shots campaign here, with regional government servants as the first recipients. Dr. Muhammad Candao, the MOH health regulation division medical specialist, said regional employees may avail of the booster shots until Aug. 26 by visiting their office inside the BARMM compound here. “Our campaign against Covid-19 infections is ongoing. Even if we have the first and second doses of vaccines, we still need the booster shots,” Candao said of their campaign in support of the “PinasLakas” drive of the Department of Health (DOH). Sharing his personal experience with reporters, Candao said booster shots are adequate layers of protection against the virus. “Having two boosters shots, I did not experience any symptoms despite my exposures to virus carriers in the hospital in the past,” he said. With the PinasLakas launch, Candao said MOH-BARMM would continue to administer vaccines to anyone whether they are BARMM employees or not. “We will entertain anybody, we may have a target population but when anyone comes forward and submit herself or himself for booster shots, we are open. This is not exclusive, we want more people getting the shots,” he said. As of Aug. 15, MOH has fully vaccinated 1,622,158 individuals, or 53.94 percent of its 3.4 million target population. Active cases in the region also continue to decline, with 46 cases recorded in Cotabato City, 24 in Maguindanao, 13 in Lanao del Sur and Marawi City, 10 in Tawi-Tawi, 4 in Basilan and Lamitan City, and none in Sulu. Davao PNP lauds successful celebration of Kadayawan festivities

“The activation of the MultiAgency Coordinating Center that was used in real-time monitoring and assessment was also useful and necessary in the event's successful outcome,” Silo said in a statement. During the Aug. 15-21 Kadayawan festivities, at least 11,459 law enforcement personnel were deployed in the region to ensure public safety, particularly during the Pamulak Festival and Indakindak sa Kadalanan. “We thank the public for their relentless support. Their participation and cooperation play a great effort in making sure that the celebration of Kadayawan is safe, secured, and successful,” Silo said. The PRO-11 suspended the permit to carry firearms outside residences in the region from Aug. 14 until midnight of Aug. 22 in connection with the annual festivities. Only members of the police, military, and other law enforcement agencies performing official duties and in agency-prescribed uniforms were allowed to carry firearms.

HOWKISH statements from Philippine monetary authorities made Fitch Solutions Country Risk and Industry Research hike its policy rate increase projections for the Bangko Sentral ng Pilipinas (BSP) by end-2022 to 4.5 percent. Citing the 50 basis points increase in the BSP’s key rates last Aug. 18, Fitch Solutions, in a commentary released on Monday, said it revised upwards its earlier projection that the central bank’s key rates will end this year at 4.25 percent. “Inflation is likely to remain elevated relative to the BSP’s targeted range of 2.0 percent - 4.0 percent and we expect the central bank to tighten policy rate further to rein in inflation,” it said. The rate of price increases accelerated last July when it rose to 6.4 percent, the highest since October 2018. The average inflation in the first seven months this year stood at 4.7 percent. “We believe that the Philippines' economic resilience will also provide more room for the central bank to normalize its FORECAST monetary policy,” the report said. This, as the domestic economy continues to post expansion, albeit a slower pace for the second quarter of 2022 at 7.4 percent from 8.2 percent in the previous three months. Economic growth, as measured by gross domestic product (GDP), averaged at 7.8 percent in the first half of this year, higher than the government’s 6.5-7.5 percent target. This made Fitch Solutions revised upwards its growth forecast for the country this year to 6.6 percent from 6.1 percent previously. “While we expect growth will likely slow in H222 (second half 2022) as a result of rising economic headwinds stemming from a softening global economic outlook, tightening monetary conditions, and elevated energy prices, the 2022 economic performance would still be stronger than the 5.6 percent recorded in 2021,” it said. Over 50% of Pinoys now own financial transaction account M ORE than half of the country’s adult population now owns a financial account, according to the results of the Bangko Sentral ng Pilipinas (BSP) 2021 Financial Inclusion Survey (FIS). The survey results showed that account ownership surged to 56 percent in 2021, up from 29 percent in 2019. This increase is the highest two-year growth since the survey began in 2015. The expansion was spurred by the coronavirus disease 2019 (Covid-19) pandemic accelerating the use of digital payments. “Amid the latest figures, the BSP will continue to broaden its efforts to foster the wider adoption of digital technology, which has effectively enabled the onboarding of more Filipinos into the formal financial system,” BSP Governor Felipe Medalla said in a statement Monday. The rise of account ownership was attributed to the uptake of e-money accounts, which climbed to 36 percent in 2021 from 8 percent in 2019. This became the most common type of account among adults in the middle class and low-income population, as well as with those aged 15 to 49 years old. We all know that when the coronavirus health crisis challenged our lives, we learned to live with restrictions, with limitations. These somehow applied changes to our perceptions.
