THE University of Science and Technology of Southern Philippines (USTP) is seeking six additional members for its Board of Regents (BOR) who may contribute to the growth of science and technology (S&T) in Northern Mindanao. In a press conference Wednesday, Engr. Bronson Mabulay, a member of the five-person search committee, said USTP has established projects and partnerships with different industries but shall proceed when new members will fill the 11-seat BOR. "They should show expertise in the field of S&T, engineering, mathematics, and help direct the university to the goals of innovation (and industry partnerships)," said Mabulay, who is the USTP's director for innovation and technology solutions division. Under the Republic Act 10919, which created the state-run USTP, the institution is required to have 11 members of the BOR. The USTP search committee is now looking for four chief executive officers (CEOs) and two academicians to serve a fresh four-year term at the BOR. The BOR membership is composed of university representatives of the faculty, students, alumni, and officials, as well as government and private sector representatives.

In a statement Tuesday, Rodriguez said House Bills (HB) 966 and 967, which have been refiled for the past 15 years, have been approved at the House of Representatives under the Committee on Natural Resources after the endorsement of its chairperson, Cavite Representative Elpidio Barzaga. Rodriguez noted that since he filed the two bills in the 14th Congress, between 2007 and 2010, "senators had inexplicably failed to act on the environmentfriendly bills."

JABONGA, Agusan del Norte – Philippine Coconut Authority (PCA) Administrator Benjamin Madrigal Jr., led Wednesday the handing over of the P17million virgin coconut oil (VCO) plant in Barangay Libas here that is expected to benefit coconut farmers including from neighboring areas in the Caraga Region. The plant, constructed amidst the pandemic in May 2021, was received by the 147-strong Libas Farmers CooperativeMulti-Purpose(LFMPC),which will manage and operate the VCO plant. “We are so happy that finally the plant is handed over to us. Now we can start its full operations,” said Rebecca Felix, the chairperson of LFMPC in an interview at the sideline of the ceremony. The VCO plant has a capacity of processing some 10,000 coconuts per day and can produce around 867 liters of VCO daily. Aside from VCO, Felix said the plant will also produce coco juice, soy sauce, and vinegar made from coconuts. “This plant will serve, not only the coconut farmers from Agusan del Norte, but also in other provinces in the region,” she said. Market outlets were earlier established by the cooperative in the different towns of Agusan del Norte, Surigao del Sur, and even in Bohol province. Coconuts for processing will be supplied not only by its members, but also by other coconut farmers and organizations in Agusan del Norte and the nearby provinces. The PCA in the Caraga Region (PCA-13), together with the Jabonga town government, will monitor the operations of the plant. PCA-13 Manager Joel Oclarit said the project was funded through Republic Act 11494 or the Bayanihan to Recover as One Act. “Since its groundbreaking in May last year, our office has been monitoring the developments of the construction of the plant,” Oclarit said. In a statement Wednesday, Lt. Col. Surki Sereñas, the city police’s deputy director for operations, noted that since the implementation of the program in July, the crime rate has dropped to an average of seven crimes weekly this month. Police data showed that from January 1 to July 9, the city had an average of 10 crime incidents daily. During the period, 268 crimes were reported, mostly theft, physical injuries, and robbery.

I believe that we must focus on the Asean youth.

VICE President and concurrent Education Secretary Sara Duterte said it is high time for leaders to invest among the youth of the Association of Southeast Asian Nations (Asean) to achieve growth and stability. Duterte said supporting the youth will help realize the 2030 national targets. As we endeavor to recover from the Covid-19 pandemic, our challenge is to figure out how to ensure that all of Asean will reach its potential by 2030.

Duterte emphasized how quality education and regional collaboration amid diversity may help unleash the competence of the young people. One of the ways to inovlve the Asean youth is to ensure that they are equipped with the knowledge and skillset needed in a highly competitive environment. By strengthening intraregional scholarships and cultural exchanges between our countries, we will be able to increase the free flow of ideas, innovations and skills. We must pay particular attention to the region’s youth initiative such as the 1st Asean Youth Dialouge as well as the Asean Junior fellowship program which is part of our efforts to enable them to play a larger and more meaningful role in building a more equitable, inclusive and greener community.

PROPOSED CHANGES to the Philippines’ bank secrecy law and regulating financial accounts will improve our defenses against money laundering and cybercrime incidents, a central bank official said, which could help the country exit the Financial Action Task Force’s (FATF) gray list early. In an organizational meeting and briefing of the Senate Committee on Banks, Financial Institutions and Currencies, Bangko Sentral ng Pilipinas (BSP) Senior Assistant Governor Elmore O. Capule presented the regulator’s proposed legislative agenda for the 19th Congress, which included measures amending Republic Act No. 1405 or the Secrecy of Bank Deposits Law, regulating the use of financial accounts and mandating the registration of SIM cards and the institutionalization of digital payments. Mr. Capule said there is a need to amend the country’s bank secrecy law as current rules only allow the BSP to look into select data and records.“To date, we are the only country whereby the prudential regulator, or the central bank, has no authority to look at bank deposits considering that it is regulating banks. In all other countries, they have already amended their bank secrecy laws to allow their prudential regulators to have access to bank deposits,” he said. “The BSP recommends amendments to the Secrecy of Bank Deposits Law to be limited within the confines of BSP’s banking supervision and its investigation of closed banks… We are only looking at deposit accounts of stockholders, owners, directors, trustees, officers or employees of banks as well as their agents and related parties… We are opening bank secrecy only on a very limited scale. We do not want bankers to abuse their power as bankers,” Mr. Capule added.The bill may help improve the country’s chances of exiting the FATF’s gray list of jurisdictions under increased monitoring for dirty money risks early, he said. We need to wake up from this anomaly because like the Phari sees and the scribes of old, we could justly be accused by Christ to be hypocrites. And actu ally, many people today can also see that. We would simply be caring for the externals with out the internal, the form and appearance without the substance.
