Cagayan de Oro Rep. Ru fus B. Rodriguez on Thurs day disclosed that based on the proposed P5.268-trillion 2023 national budget, the University of the Philip pines (UP) would suffer a budget cut of P2.5 billion, while funding for the PGH is reduced by P 893 million.

The law defines the creative in dustry as “those persons that produce cultural, artistic, and innovative goods, products, and services which originate from individual creativity, skill, and talent and have potential to generate wealth.”This includes a very wide range of TO FEDERALISM: Sen. Christopher Lawrence “Bong” Go, who virtually attended the hearing of the Committee on C onsti tutional Amendments and Revision of Codes Tuesday, August 25, 2022, says that while the Constitution embodies the fundamental r egulations and principles as well as maintains law and order in the country, certain provisions under the Philippine Constitution are outdated and do not address the country’s most pressing concerns. He said development under a federal form of government would be faster because lo cal govern ments would have access to a larger portion of income derived from their resources. He said local government officials would al so be more in control in solving their problems and the delivery of basic services would be faster. “I am one with our chairman, Sen. Robinho od Padilla, in his call to shift to federalism because greater benefits of a stronger local government are ensured and lives of Filipinos are prioritized. The goal and beauty of federalism is to preserve regional liberties by distributing and allocating the powers of government so that one department or group may not dominate all powers and ensures that true participation and decision-making happens on the ground,” Go said. IT has been said that a strong army can conquer a kingdom but that the stron gest army in the world can not stop an idea whose time has come. That “idea” has indeed come in a land ooz ing with so much ecological wealth but is paradoxically afflicted with high preva lence of poverty. Where social exclusion prevails because people are dis-em powered, that “idea” attacks the root cause of poverty, thus, cutting the bond of oppression and in effect, draws the marginalized sectors into the mainstream of development processes. Amidst the darkness of economic difficulties, cooperatives shine through, looming as the anti-dote against poverty and are now on a groundswell. tributing over P20 billion to the region’s P200 billion volume of business annually. But the wonderful world of cooperativism does not just thrive on socially-oriented business alone. Most im portantly, the economic endeavors serve aptly well in the deliverance of the poor members from the clutches of the usurers, from the dominant banking system that considers them “nonbankables,” from unemploy ment and from the vicious cycle of poverty. This truism is exempli fied in the life of the Oro Savings & Sharing Coop erative that continues to make its significant mark in making life better for all its 13,370 members. Indeed, it has gone a long way since it was organized 27 years ago when 50 low income women came and pooled their resources together with the support of Atty. Mordino Cua. From its meager capital of P35,000 in 1995, Oro Savings is now operating with Three Hundred Twenty Four Million Peso-Capital for the financial services of its enterprising members in six So,branches.whatmakes the Oro Savings tick? It is the combi nation of good governance, management adroitness and the high dedication and commitment of officers and members, highly adhering to the tenets of cooperativ ism. To scale the heights further, Madam Clemencia Q. Neri, the Chairperson of the Board of Directors, sees the vast area for growth, to meet the challenges headon for the cooperative “to strive to bring forth change and development, to render efficient, effective and qual ity service to the members and to the communities.” Chief Operating Officer, COO Maricel Agan, attri butes the cooperative’s good performance to its excellent services to its members, stating that, “while other lenders are tightening their loan guidelines and restrict ing their loan funds, Oro Savings continues to offer loans, and has increased marketing efforts to fulfill the members’ borrowing needs.”Oro Savings has indeed shown the way on how to unfetter the marginalized sectors – the farmers, the fisherfolk, the women, the lowly paid workers, the indigenous people – from the despair of economic want. It has exemplified the essence of the col lectivist counterculture to rectify social and economic flaws and thus, effect the

WORRIES , doubts, and anxieties are a normal part of life. It’s natural to worry about an unpaid bill, an upcoming job interview, or a first date. But “normal” worry becomes excessive when it’s persistent and uncontrollable. You worry every day about “what ifs” and worst-case scenari os, you can’t get anxious thoughts out of your head, and it interferes with your dailyConstantlife. worrying, neg ative thinking, and always expecting the worst can take a toll on your emotional and physical health. It can sap your emotional strength, leave you feeling restless and jumpy, cause insom nia, headaches, stomach problems, and muscle ten sion, and make it difficult to concentrate at work or school. You may take your negative feelings out on the people closest to you, self-medicate with alcohol or drugs, or try to distract yourself by zoning out in front of screens. Chronic worrying can also be a major symptom of Gen eralized Anxiety Disorder (GAD), a common anxiety disorder that involves ten sion, nervousness, and a Undue care and anxiety general feeling of unease that colors your whole life. If you’re plagued by exaggerated worry and ten sion, there are steps you can take to turn off anxious thoughts. Chronic worrying is a mental habit that can be broken. You can train your brain to stay calm and look at life from a more balanced, less fearful perspective. We hardly count our blessings. We enjoy count ing our crosses. Instead of gains, we count our losses. We don’t have to do all that counting - computers do it for us. Information is easily had.Just remember this: Op portunity doesn’t just knock - it jiggles the doorknob, and “your friend” - the worrier, is with you day and night, at every corner, following your every step. Complaining and grum bling are good excuses, aren’t they? We have time and opportunities to do almost anything. So why haven’t we done it? We have the freedom of bondage or restraint, every one of us in his or her very special way - but, we’re still our old inferior selves. The overbearing person, who tyrannizes the weak, the person, who wants to domineer and to bluster, is simply nothing else than a worrier, who might claim to be a friend. But he isn’t! Really not! The bullying of fellow citizens by means of dread and fright has been going on since Paleolithic times. The night wolf is eating the moon. Give me silver, and I’ll make him spitWell, out. when will we start counting our courage and not our fears, or enjoy in stead our woes? Worrying itself is pointless. Of course, no society has achieved perfect rules of law, neverending education or unique responsible governments. Let’s seek out the worries but avoid the warriors, because they try to avoid liberty. +++ Email: doringklaus@ gmail.com or follow me in Facebook, Linkedin or Twit ter or visit sclassicalmusic.blogspot.comcompatinthephilippines.blogspot.www.germanexorwww.klausdoring

We do have problems with the other components. Socialized credit, it has a low utiliza tion rate. The problem of SRA actually is the stringent bureaucratic requirements of the Land Bank of the Philippines,” he added.
