More ME flights to Davao sought FLAG carrier Philippine Airlines (PAL) hopes that United Arab Emirates (UAE) airlines such as Etihad and Emirates will have direct flights between UAE and Davao International Airport. PAL explained that if the new routes are established, that would be the first international route from Mindanao to destinations outside Southeast Asia. Thus, this would further boost Davao as a tourism hub. Moreover, PAL explained that the Davao International Ai rp o r t wi l l b e a g o o d alternative to the Ninoy Aquino International Airport (NAIA), which is already congested. ”Airlines have a maximum of 40 take offs or landings per hour. As such, local airlines have been required to reduce some of our domestic flights,” it added.
Power subsidy INVESTORS in three Mindanao regions will be granted subsidized power rates as part of government efforts to lure investments to create jobs in the country’s poorest areas. Philippine Economic Zone Authority (PEZA) directorgeneral Charito B. Plaza said the three regions are Autonomous Region in Muslim Mindanao (ARMM), CARAGA and Region 11. According to Plaza, investors in these regions will pay only P2.50 per kilowatthour instead of the regular P6 per kwh. Plaza said these regions have long been deprived of investors.
$135b power investments THE government is urging the private sector to pour money into the energy sector which requires an investment of up to $135 billion over the next 25 years. “Energy is needed to support all of these infrastructures,” said Energy Secretary Alfonso Cusi during the second Dutertenomics forum Tuesday night. Cusi said the country needs to increase its power generation capacity by 43,000 megawatts to support infrastructure projects identified under Ambisyon Natin 2040.

Iligan mayor shuts down radio station for ‘unpaid tax’
I
LIGAN City Mayor Celso Regencia has ordered the closure of an FM radio station in Iligan City for its alleged failure to pay P42,125.74 in back taxes since 2014, a city official said Wednesday. Jose Pantoja, Iligan City information officer, said in a telephone interview that FM station DXLS, popularly known as “Love Radio,” was padlocked last week for alleged tax delinquency. He said the alleged failure of the radio station
to pay its taxes means that the radio station was operating without a business permit. “C ont r ar y to t he allegation, the radio station was not closed because of its being critical to the administration of Mayor Regencia,” Pantoja said. A radio commentator, who agreed to talk on condition of anonymity, said that the closure of the station could be due to its critical stance against the city executive. The source said that
several commentators of the radio station have been criticizing the release of Regencia from prison early this year. There were suspicions the Love Radio c om m e nt at or s we re “financed” by Regencia’s political adversaries. The Regional Trial Court Branch 77 in Quezon City has cleared Regencia of multiple murder and multiple frustrated murder in connection with the ambush of former Iligan City Congressman Vicente “Varf ” Belmonte in 2014.
The decision was penned last January 30. Regencia is serving his second term as Iligan mayor. The first few months of his first term were spent in the city jail in Barangay Tipanoy because of the case. Love Radio is owned by the Manila Broadcasting Company. Maybe the doctor told you that you have a serious, lifethreatening illness. Someone you love died in an accident. Suddenly almost everything in your life was reshuffled and changed. Those things that seemed important and took much of your time before now meant nothing to you. And the things that you took for granted and hardly even noticed now became the most important things to you. It was like someone came and switched all the price tags in your life. So we need to start spending what little time we have left on getting close to Him and the people He’s given to us to share our lives with. That is the only way we can have no fears or regrets when we die. Some of us are scared and don’t want to think of dying because we’re not sure if we’re ready to face our Maker and Judge. Think a Minute…
“God is not a man; he will not lie. God is not a human being; his decisions will not change. If he says he will do something, then he will do it. If he makes a promise, then he will do what he promised.”- Numbers 23:19 ERV (Easy-to Read Version) The “How to Receive GOD’s Best” series so far: Part 1 – He has already given His blessing and we are even more blessed through Christ; we only need to search it with all of our heart. Part 2 – Miracles and blessings are both GODg iven. But pray ing for miracles means we are at crisis. Being blessed keeps us from experiencing crises. Part 3 – GOD’s blessing is not physical or material. These are merely by-products of GOD’s true blessing; His divine favor spoken over us Part 4 – In this preaching, we give more emphasis on GOD’s favor on us. His blessing cannot be revoked. We revisit long narrative in Numbers 22. This story begins with Balak, the king
of Moab. He saw what the Israelites had done to the Amorites. He also saw the great number of Israelites. Because of this, He was dreadful with what will h ap p e n t o Mo a b. T h e problem with this story is that Balak was thinking way ahead of himself. In his fear, he summoned a known prophet-for-profit, Balaam. Balak hired Balaam to speak curses that he hoped would destroy the Israelites. Unfortunately for Balak, GOD has blessed Israel and no amount of cursing will bring this nation down. GOD has spoken his blessing over Israel – this blessing is sealed. We discover that Balaam became a comic relief in this story. He thought that he could outsmart GOD only to constantly find himself being rebuked and put back in his place. Balaam who was keen to receive the Moabite rewards, never got to curse Israel on behalf of Balak. To get to his reward however, Balaam counseled Balak how
to turn Israel against GOD. Now this is a lesson for us. How can it be that Israel was cursed even though Balaam’s curse could not work against GOD’s blessing? The curse did not work from the outside, not from Balaam. It worked from the inside – for when the Israelites assimilated the practices of the Moabites; sexual relations, worshipping other gods, selling food offered to other gods, among many, the curse worked its way from them. We go back to where we are blessed, we should take care of the blessing. Did the Israelites take care of the blessing? No, they were too busy in the ways of the Moabites. What was the takeaway of last Sunday’s preaching? Firstly, for GOD’s favor spoken over us to manifest, it must be voice activated. Secondly, we must keep believing even if we don’t understand how GOD will manifest His blessing and even if it looks impossible. Finally, we can allow or

disallow the manifestation d e p e n d i ng on h ow we respond to every situation/ opportunity that come our way. GOD’s blessing over us is irrevocable. It is irreversible. No curse can change that blessing. Even more so now, for us living in the New Covenant. New Covenant Christians need not fear c urs es, b ecaus e we are covered by Jesus’ sacrifice. The work is finished – we are already blessed! This interpretation is based on Ptr. Ron Bayron’s preaching.
A Burning Globe Look around. Just any place on our globe. Yes, it’s burning. Natural disasters, terrorists attacks, war. Will be Asia another one? Heaven forbid - no! As US, Japanese and South Korean warships carried out joint exercises, Pyongyang marked a national anniversary with an artillery drill. The saber-rattling coincided with a flurry of diplomatic activity in Tokyo. Today (April 26, while writing this piece) North Korea conducted a large-scale conventional live-fire military drill in the region of Wonsan on its east coast, South Korea’s Office of the Joint Chiefs of Staff confirmed on Tuesday. In a statement, the South’s military said it was “closely monitoring” the situation and “maintaining readiness.” Indeed, North Korea
suffers a crisis - South Korea remains relaxed! How long? International concerns have been heightened in re c e nt we e k s t h at t h e North could soon carry out another nuclear test or missile launch, in defiance of United Nations sanctions. The reclusive country, where 40 percent of the population is undernourished according to the Global Hunger Index, often marks significant anniversaries with shows of military force. Although it was feared a nuclear test or ballistic missile launch might happen on Tuesday, no such test happened during the morning. The harsh rhetoric continued from Pyongyang, with a top military general repeating that the North was ready to use pre-emptive strikes to defend itself. “The
situation prevailing on the Korean Peninsula is so tense that a nuclear war may break out due to the frantic war drills of the U.S. imperialists and their vassal forces for aggression,” General Pak Yong Sik told a major meeting of senior military and civilian officials. The North Korea to US is very clear: ‘don’t mess with us’! Meanwhile the US nuclear submarine docks in Busan. US President Donald Trump has vowed to prevent North Korea from becoming capable of striking the US with a nuclear missile and ruled out nothing including a military strike. As a show of force, he sent the USS Carl Vinson carrier strike group to waters off Korea. The fleet was carrying out drills with Japanese warships.

As the drills continued, the US Navy said the nuclearpowered guided missile submarine USS Michigan arrived in the South Korean port of Busan on Tuesday. I say this because there is a big stumbling block
to the ICC’s agreeing to investigate the charges against the President and his allies which a lawyer of an alleged assassin filed the other day. This stumbling block could be found under Articles 17 and 20 of the Rome Statute, the treaty that created the ICC. Under these two articles of the Rome Statute, if it is clear that the government of Duterte has shown willingness to investigate or to remedy the acts complained of, the ICC is mandated to refuse any investigation of any complaint, such as the one that was filed by the lawyer. -ooo OBSTACLES AGAINST ICC CASE VS. BSP adjusts TDF offer volumes

Marking 50 years, ADB reports record $30-B loans in 2016 THE Asian Development Bank’s (ADB) said yesterday that its loan operations reached a record high last year amid the strong demand for infrastructure support. In a statement, the Manilabased multilateral institution said that its operations reached the $30-billion mark last year — the first in 50 years — as regional demand for development finance and knowledge, particularly on infrastructure, continues to grow. Based on its 2016 Annual Report, ABD’s total lending, including co-financing, reached $31.7 billion, an 18 percent increase from the previous year. The total included also $17.47 billion in approvals for loans and grants, $169 million for technical assistance, and $14.06 billion for cofinancing, which increased by a record 31 percent from a year before. Disbursements, a key indicator for successful project implementation, also reached a new high of $12.26 billion in 2016. Private sector operations reached $2.5 billion for only the second time in ADB’s history, which the bank said reflected its long-term strategy to significantly boost support for private enterprise to create more high quality jobs and increase living standards across Asia and the Pacific. Ap ar t f rom its own funds, ADB’s private sector operations also generated a record $5.84 billion in cofinancing — a $1.2 billion
increase from 2015 — which included $238 million in official cofinancing to support non-sovereign operations. “The increase in our development financing to Asia and the Pacific reflects our strong commitment to improving the lives of the people in the region,” ADB President Takehiko Nakao said. “As A DB c e l e br at e s 5 0 ye ar s of prov i d i ng development assistance, we will strive even harder to meet the changing needs of our developing member countries,” he added. ADB earlier estimated that the region requires $1.7 trillion a year to meet its infrastructure financing needs. The bank also said there are other pressing challenges such as climate change, health, education, and gender equality. To help address these development needs, ADB said it has scaled up its operations and expanded its financing capacity through the merger of its Asian Development Fund (ADF) lending operations with the Ordinary Capital Resources (OCR) balance sheet, which became effective on 1 January this year. O C R e qu it y a l m o s t tripled, from $17.3 billion to $48.1 billion, as $30.8 billion of ADF loans and other assets were transferred from the ADF. The merger is expected to increase ADB’s annual loan and grant approvals by over 50 percent to more than $20 billion by 2020.
Gov’t borrowings skyrocket in Feb. THE national government’s total borrowings jumped by almost five-times in February due to the issuance of global bonds exchange, data from the Bureau of the Treasury showed. According to the Treasury, the government’s gross financing from local and foreign lenders increased by 391 percent last February to P132.23 billion from P26.9 billion in the same month last year. Of the total, offshore financing skyrocketed to P42.59 billion from only P781 million in the previous year. In January, the government sold its $2 billion worth of 25-year global bonds, the first
overseas issue of the Duterte administration. However, proceeds from the sale were remitted to state coffers only in February. Local borrowings, meanwhile, increased by 21 percent in February to P31.66 billion from P26.13 billion a year before. In the first two-months of the year, the government’s gross financing amounted to P171.36 billion, up by 148 percent from P148.45 billion. The national government needs financing support from local and foreign banks to fund the Duterte administration’s projects and programs as well as bridge borrowings/PAGE 10
from P150 billion as of this week. On the other hand, the shorter-dated facility’s offering next week was hiked to P40 billion from P30 billion. Last week, the central bank announced the schedule of TDF auction only for this week, a change from the past when the announcement was for auctions in the next two weeks. BSP Deputy Governor

M e a n w h i l e , undersubscription on the longer-term TDF was registered again this week after banks submitted P114. 113 billion worth
of bids, below the P150 billion offering but higher than the P86.166 billion last week. The auction committee awarded P113.113 billion for this tenor this week. EBU PACIFIC is expected to expand operations to China with the delivery of its ordered A321neo aircrafts that allow the budget carrier to open new routes and grow its capacity, the Center for Asia Pacific Aviation (CAPA) said in a recent report.

THE state-run Social Security System (SSS) on Thursday mapped about 700 retail stores in Greenhills Shopping Center in San Juan as part of its newly-launched Run After Contribution Evaders (RACE) program on the back of its strengthening efforts against delinquent employers in the country. SSS President and Chief Executive Officer Emmanuel F. Dooc and Social Security Commission (SSC) Chairman Amado D. Valdez led the RACE campaign to drill awareness among the employers and employees of their obligations and rights
to the state-run pension fund. “RACE is a show of force of SSS in public place or a large worker environment where they can address SSS coverage-related concerns, instill awareness on employers’ obligations, and facilitate apprehension and filing of cases against delinquent employers in violation of Republic Act 8282 or the Social Security Law,” said Dooc. Valdez, on the other, noted that RACE is a “gentle reminder” for employers to fulfill their duties while SSS also asserted the protection of employees’ rights to SSS
benefits and services. “This is to remind the public that the backbone of our economy is the workers. We have to take care of our workers and assure them that the government will take care of their social security protection. We are not what we are if not for our past workers. We want our present workers, that in the future, they can be assured to enjoy the fruits of their labor,” Valdez said. SSS has mapped a total number of 684 stores in Greenhills Shopping Center. Of the total number of stores mapped, only 284
or 42 percent, were found registered with SSS. The pension fund, however, clarified that the status of contribution payments of the 284 stores is yet to be checked in the system. During the campaign, Valdez issued a Show Cause Order to Hezekiah Toy Shop due to non-registration for coverage despite receiving a demand letter last March 28. WHEN Cagayan de Oro-based community activist Jonathan Mongcal learned about the dilapidated plights of some of the public schools in the city in 2015, he scouted for a nongovernment organization (NGO) in Manila to help in his efforts. And so Mongcal stumbled upon CheckMySchool. CheckMySchool is a participator y monitoring initiative for the education sector in the countr y. It aims to continuously improve the quality of education ser vices by bringing in the participation of citizens
and communities into the governance of public schools in the Philippines. It started in 2011 as an experimental partnership project with the Department of Education (DepEd) along the advocacy for access to information and social accountability. In just two years, CheckMySchool has implemented a lot of projects in Cagayan de Oro. They were able to hand out educational toolkits to a total of 150 first graders in Kamakawan Elementar y School (Indahag), Palalan Elementar y

European plane-maker Airbus has committed to delivering three A321neos to the budget carrier in the fourth quarter, although some delays may push back the schedule. Cebu Pacific ended 2016 with a fleet of 57 aircraft -- up only two from the beginning of the year. She mentioned three regions in the southern part of the country as pilot areas for the power subsidy, which include the Autonomous Region in Muslim Mindanao (ARMM), Caraga Region, and Davao Region. According to the PEZA chief, most of the prospective investments from the Middle East will be poured into these three regions, which have big population of Muslims. “Most of these Middle East investors would prefer Mindanao, because remember, these are Muslims. So they want to help the Muslim Filipinos in Mindanao,” Plaza said. “For years, we’ve been deprived of investments, development of our lands, jobs. So, most of the Middle East investors are interested in Mindanao,” She added noting that the Middle East businesses are looking at investments in sectors of tourism, agro-industry, and halal. Plaza stressed that through the power subsidy, other foreign investors will be enticed to come in Mindanao to set up their businesses. Horst-Hans Backer heads Liceo Music Conservatory

he newly established Music Conservatory of Liceo de Cagayan University has a new directorAnd how he got here from Bonn, Germany is a story in itself.
Horst-Hans Bäcker was born in Romania where he learned to play the piano at age five. He started his musical career by studying composition from 1981 with Professor Ludwig Werner Weiand at the conservatory in Wuppertal, Germany. He continued his studies at the Mozarteum in Salzburg, Austria with Prof. Gyula Horvath (composition), with Prof. Kurt Prestel (ensemble conducting) and Prof. Nikolaus Harnoncourt (performance practice of early music). He completed his training in composition under Professor Jürg Baur at the Rhineland Academy of Music in Cologne, Germany (1986-1989) Since then, he has been commissioned to compose music by musicians and chamber ensembles from all over the world. In addition, he has been commissioned to compose music for special occasions by various European cities. With his composition From the Depths I Cry Out to You, Lord Bäcker won the prize of the De Profundis Composers’ Competition in Cologne. In 1984 Bäcker founded the Salzburger Vokalensemble chamber choir and directed it
until his departure from Salzburg. Later he also founded another symphony orchestra, which eventually became the Internationale Philharmonie in 1996 with him as Principal Conductor. Bäcker completed his formation as a conductor in Master Classes with Jorma Panula. He has been a regular guest conductor for the Arad Philharmonic Orchestra, Banatul Philharmonic Orchestra in Timisoara, Moldova Philharmonic Orchestra in Iasi, and Oradea, Sibiu and Craiova Philharmonic Orchestras in Romania, the Northern Hungarian Symphony Orchestra in Hungary and for the choir and orchestra of Camerata Antiqua de Curitiba (Brazil). Since 2003 Bäcker was a frequent guest conductor of Arad State Philharmonic Orchestra, the State Philharmonic Orchestra “Oltenia” in Craiova and the State Philharmonic Orchestra “Banat” in Timisoara since 2006 where he was commissioned to compose a work for Choir and Orchestra for the Celebration of 60 years as Romanian State Orchestra. renowned Romanian Composer George Enescu and famous Romanian poet Mihai Eminescu, was enthusiastically received by the choir, the orchestra, and the audience. Bäcker’s first CD SPANISH NIGHT features Joaquin Rodrigo’s Concertos for 1, 2 and 4 Guitars and Orchestra was critically acclaimed by the critics. So was the follow up SPANISH NIGHT II with the guitarist Dale Kavanagh, Amadeus Guitar Duo, panpipes artist Gheorghe Zamfir and the State Philharmonic Arad. Another orchestral work Rapsodia Mallorquina the CD Berühmte Opernarien – Panflöte und Orchester with soloist Gheorghe Zamfir and
State Philharmonic Arad, as well as the CD ZauberPANflöte with panpipes artist Matthias Schlubeck and the State Philharmonic Transylvania were likewise well received. Among the many solo musical artists he has worked with, Bäcker has established long-term musical partnerships with panpipes artists Gheorghe Zamfir and Matthias Schlubeck, violinists Christina Anghelescu, Bogdan Dragus, Sophie Moser and Sebastian Casleanu, Canadian guitarist Dale Kavanagh, the German-Canadian Amadeus Guitar Duo , Briton Eden-Stell, and pianists Katja Huhn, Ekaterina Litvintseva, Mihai Ungureanu and Tamas Vesmas.
All works by HorstHans Bäcker are edited by Waldkauz Musikverlag, www.waldkauz.de Besides his career as a composer, conductor and recording artist, Bäcker also became the director of a musical school in Langehagen, Germany where students learned the rudiments of dance, music and playing instruments. Later, he also set up his own private school in Bonn. Although the city had its own state music school, the waiting line for enrollees was so long that there were four private musical schools (including Bäcker’s) to take up the slack. His school had 17 teachers in all and an enrollment of 300. In 2014 he sold the school and worked as a freelance conductor and composer before coming over to the Philippines to explore greener pastures in 2015. In September 2015, he met Rudolf P. Golez, dean of the Liceo de Cagayan University College of Music who invited him to conduct his Historical Informed Performance at Manila Pianos owned by Willem Van Suijdam. After a chat with Dean Golez, he also conducted a Meister Class one week later at Rodelsa Hall. Eventually, Bäcker decided by December 2015 to move to Cagayan de Oro for good. The dream shared by
the two maestros was to set up a musical school and conservatory with a curriculum like what they had in Germany as soon as possible. To start, Bäcker was appointed director of the Liceo Music Conservatory. Joining him are Piano Virtuoso Rudolf P. Golez, Italian violinist Tullio Vidmar, and a core of gifted Filipino musicianinstructors sharing the dream and vision to bring classical music back to its lofty pedestal where it was previously held in reverential respect and admiration by the Kagayanons. While admitting there’s still a long road ahead before that dream could be realized, Bäcker is optimistic they can make good time as music lovers in Cagayan de Oro come together to help realize that dream. “Filipinos have an innate sense of melody and rhythm which you cannot easily find in other people,” the maestro noted. “I have also met some other patrons and music aficionados recently who are willing to help us attain that dream. So I believe we can do it, whether sooner or later, only God knows when and how, but together with the help of our community, eventually we can do it and that is enough reward for me.” -INDNJC-
