Mindanao coffee DAVAO City – The Department of Agriculture-Philippine Rural Development Project (DAPRDP) reiterated Friday its continuing support for the “Up the Mindanao Cup” initiative through enterprise subprojects and technical support for coffee production and marketing in the island region. This came about as farmers from the provinces of Davao del Sur, Sultan Kudarat, and Bukidnon gained recognition and awards as among the best coffee producers in the country recently at the Philippine Coffee Quality Competition 2022. “They are the star of Mindanao’s coffee. Mindanao coffee farmers continue to have high hopes that soon their beans will eventually reach the international market,” DA-PRDP said in a statement.

Food security SEVERAL senatorial candidates in the May 9 elections have offered perspectives on how the Northern Mindanao region–and Mindanao as a whole–can move forward in terms of food security and the agriculture industry in general. In an interview Thursday evening, senate aspirant Herbert Bautista said he saw two aspects that can be prioritized: invest more in the agriculture sector and empower cooperatives. "As what BBM (Ferdinand "Bongbong" Marcos, Jr.) and Inday Sara (Duterte-Carpio) said, the agriculture sector can provide 30 to 40 percent jobs (in the national labor industry), that is why investing in agriculture is important," Bautista said.

Micro-farm upgrade THE University of Science and Technology of Southern Philippines (USTP) on Wednesday proposed P1.2million worth of funding as an upgrade to its existing Urban Community MicroFarm (UCM) project. In an interview, Angeli Collera, head of USTP's Center for Human Development (CHD), said the proposal targets to improve the current UCM setup of vegetable or crop grow houses with a hybrid water supply system for hydroponics, the art of gardening without soil. Collera said the proposal was tackled last year with the Department of Science and Technology's (DOST) nonresearch and development projects division.

Housing readied for families along rail lines in Mindanao A RESETTLEMENT AREA for families affected by the Mindanao Railway Project in Tagum City, Davao del Norte has been offered to bidders, the Department of Transportation (DoTr) said. The project is funded by the National Government through the DoTr. The Tagum City government, the procuring entity for the project, invited interested bidders or suppliers to bid

for the P114.48-million design and build contract. The deadline to submit bids was March 29, according to the invitation to bid posted on the Philippine Government Electronic Procurement System. PFO) paid-out 241 marginalized workers of Plaridel municipality worth P879,600 under the Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced Workers (TUPAD). DOLE-10 Mis. Occ. PFO Chief Ebba B. Acosta said the underprivileged beneficiaries engaged in a 10-day community disinfection and sanitation

project and were compensated with PhP 3,650.00 salary, each. They ensured that the public places in their barangay like the market and park were cleaned in order to prevent the virus from spreading, especially in this time of pandemic. POPCOM improves family planning accessibility in Normin CAGAYAN DE ORO CITY--Despite the challenges of the COVID-19 pandemic, the Philippine Commission on Population (POPCOM)-10 remains committed to strengthen its promotion of reproductive health and family planning (FP) services in the region,

particularly in its far-flung communities. POPCOM-10 Regional Director Neil Aldrin Omega said the fertility rate of women in the region is high because of the growing number of women already at their reproductive age who are not practicing family

planning. He added that in 2020, the maternal death rate of region 10 grew to 83 deaths per 100,000 live births, due to COVID-19 delaying the delivery of health services in many communities here. That said, POPCOM-10 has partnered with the Department of Health (DOH)-10 and local government units (LGUs) to monitor and strengthen their efforts to provide maternal, neonatal, and child health and nutrition services throughout northern Mindanao, Omega said. He added that through their outreach programs, POPCOM-10 is able to strengthen their FP campaigns in Lanao del Norte, Bukidnon, Misamis Oriental, and Misamis Occidental. “Kami sa Commission on Population and Development, particularly here in our region, our office formed [an] ‘itinerant team’ nga gahatag aning mga family planning services all throughout the region. The things that we tell our children are important will become the things that are important to them. RAVANERA It behooves upon us now to examine the dominant d e vel opme nt p ar a d i g m aptly known as Neo-Liberal Capitalism or Corporate Globalization, in whose name and for whose cause, advancing the common good has been pursued but has only been successful in inflicting massive destruction to the ecosystems, our very means to life, and allowed the reign of the one percent amidst gross inequities where the wealth of the one percent is greater than the combined wealth of the ninety-nine percent of the world’s population. That kind of development is anchored on growth-atall-cost strategies as it is extractive and consumerist, based on the “money-mustgrow” principle. That paradigm is now described as a “giant-offbalance.” So as not to fall, it has to run and in running, it destroys everything it finds in its path, i.e. rivers, bays, forests, agricultural lands, communities, indigenous cultures, etc. It continues building military arsenals capable of killing mankind forty times over. Because of it, we are now losing Mother

Earth, that is, if we have not yet lost Her already. T hat e c onom i c s y ste m oftentimes follows trickledown approach described that as if, we allow sparrows to pick on something that has already passed the digestive tracts of cattle. We cannot continue on pursuing the unsustainable pattern of resource exploitation that only survives by whetting the consumerist appetite that has produced s throw-away materialistic and consumerist society. That giant off-balance economic paradigm has now mutated into climate change denial that has already put humanity in the doomsday clock of “one-minute before midnight.” As we all know, the United States of America, the one advancing this flawed economic paradigm, while just having 5% of the world’s population, is responsible for 40% of the CO2 global emissions because of this flawed paradigm that is heavily dependent on fossil fuel and coal. The 19 USAbased fossil companies led by ExxonMobil are earning 10 trillion dollars every year or 15 million dollars every minute! Such gargantuan raking is used to finance candidacy of politicians and the mainstream media to hide the horrors of climate change which has been described as an unprecedented crime against humanity. Apparent is the moral collapse and apathy as exemplified by religious groups. P r o f e s s o r L aw r e n c e Torcello of the Rochester

Institute of Technology in New York specializes in moral and political philosophy. In April 2019, he wrote that “there can be no greater crime against humanity than the foreseeable and methodical destruction of conditions that make human life possible,” adding that “if any nation were to enact policies calculated to systemically destroy cultural lands and displace native people as climate change will, it would rightly raise international debates over geno cide. It ma kes no difference to populations forced off their homelands whether the resource exploitation responsible in West Virginia or Philippines. The climate policies of Trump administration, backed by many Republican leaders, are rooted in culpable ignorance and transparent corruption. And they place us all at risk on a scale that previous crimes against humanity ever have.” How far has climate change put the earth in the state of cataclysmic emergency? A global estimate was supplied by an independent report commissioned by 20 countries in 2012 to study the human and economic cost of climate change. The DARA study wrote that is “linked 400,000 deaths worldwide to climate change each year, projecting deaths to increase to over 600,000 per year by 2030 . . . Heat waves kill many, to be sure, but global warming also devastates food security, nutrition and water safety. Since mosquitoes and other pests thrive in hot humid weather, scientists expect

diseases like malaria and dengue fever to rise. Floods threaten to contaminate drinking water with bacteria and pollution. When the report looks at the added health consequences from burning fossil fuels – aside from climate change – the number of deaths jumps from 400,000 to almost 5 million per year. Carbonintensive economies see deaths linked to outdoor air pollution, indoor smoke from ventilation, occupational hazards and skin cancer.” Despite such truism, climate change denialism remains rampant. Even the mainstream media is disseminating wealth of false information on critical issues particularly on climate change. The rise of religious fundamentalism is also in connivance with climate change deniers stating that if that is the will of God, no man can counter that. We must now advocate attention to the “web of denial,” a network of think tanks and from groups that had executed “a colossal political scheme” to deceive the public about climate change, and to halt climate action. That insane ideology called corporate globalization that has put the earth in the state of planetary emergency and conniving with the mainstream media and religious groups to hide the truth must now be debunked if we have to stop our accelerating drive towards the earth’s 6th extinction which is Anthropocene (manmade). The road to cityhood (2) (Last March 1, Muntinlupa City celebrated its 27th anniversary as a city. The auth or, w h o s e r v e d a s Muntinlupa mayor from 1986 to 1998, relives Muntinlupa’s journey to cityhood in this 3-part article.) With the significant inflow of money into the municipality’s coffers, I made it a point to make a public accounting yearly of how much we earned and where we spent them. This was the start of the annual State of the Municipality Address, which is now the annual State of the City Address. The minimum requirements having been complied with, Muntinlupa was now ready to seek an upgrade and to aim for the status of a Highly Urbanized City (HUC). Why did we need to become a city in the first place, and a Highly Urbanized City (HUC) in particular? There are many advantages. As a Highly Urbanized City, Munt in lup a wou ld b e entitled to more autonomy. Muntinlupa would have its own city charter and would also be entitled to its own congressional district. B e c om i n g a Hi g h l y

Urbanized City has other advantages, not the least of which is added prestige. It is an accepted fact that mas mabigat talaga ang dating ng isang siyudad kaysa sa isang ordinariyong munisipalidad. And here is the most important advantage. Muntinlupa would be entitled to a bigger share of the Internal Revenue Allotment (IRA). If memory serves, by the simple act of becoming a city, Muntinlupa’s share of the IRA immediately increased by P100 million yearly. But preparing for cityhood really entails much more than just having a bigger yearly income or meeting the minimum 150,000 population re qu i re me nt . It me ans strengthening Muntinlupa’s bureaucracy and preparing them to meet the challenges and responsibilities that lie ahead. It means energizing them, by instilling in them, first and foremost, pride in serving the public. Thus, as soon as we earned enough, we started to adjust the salaries of municipal employees. We motivated them by involving them – together with the other stakeholders of Muntinlupa - in the formulation of Muntinlupa’s Vision and

Mission. We involved them in bottoms-up budget planning. Batch by batch, we sent them through various in-service training programs. The results were encouraging. The employees became so reenergized that they founded a group called MEHPS or Movement for Efficient and Honest Public Service. One group even composed a song to celebrate their rebirth and renewal as public servants. As the lyrics of their song proclaimed, this batch of trainees wanted to become Mga Alagad ng Pagbabago or Agents of Change. Preparing for cityhood also means engaging the whole community so that they do not just watch from the sidelines but instead become active participants in the local government’s activities and undertakings. We engaged the private sector, the NGOs, the civic clubs and invited them to sit in bodies like the Bids and Awards Committee, the School Board, and the AntiGraft Board. Former prison chaplain, Monsignor Ernesto Espiridion, chaired the AntiGraft Board. One group – the People’s Economic Council, headed by newspaper publisher Joe Leuterio, even

MANILA – Department of Finance (DOF) Secretary Carlos Dominguez III said Friday the impressive growth of the insurance industry in 2021 mirrors the efficiency and swift action of the Insurance Commission (IC) in maximizing the use of digital tools and other measures to ensure the resilience of this sector amid the pandemic. On the occasion of its 73rd anniversary, Dominguez thanked the IC led by Commissioner Dennis Funa for this accomplishment as well as for its key role in the audit of government insurance institutions to assist the Department of Finance (DOF) in assessing their strengths and weaknesses. “By effectively discharging its role as regulator, the Commission ensured the protection of the consumers and the reliability of insurance coverage. By ensuring best practices, the credibility of the industry remains very, very high,” said Dominguez during the event marking IC’s anniversary held at the Philippine International

Convention Center (PICC) in Pasay City. “In turn, a credible insurance industry encourages more people to avail themselves of financial protection. That is important to strengthening our community’s resilience in the face of so much uncertainty,” he added. Dominguez said the IC’s findings and recommendations following its audit of the Philippine Crop Insurance Corp. PhilHealth-10 raises awareness on benefits for women

CAGAYAN DE ORO CITY --In line with the observance of the National Women’s Month this March, the Philippine Health Insurance Corporation (PhilHealth) remains committed to the health and well-being of Filipino women through the various benefit packages it offers in partnership with accredited and contracted healthcare providers nationwide. Citing data from the Philippine Statistics Authority wherein a total of 1,975 or over five maternal deaths per day had been recorded in the country in CY 2020, PhilHealth said this should not be the case if women are given proper care during their pregnancy. Under its Maternity Care Package, expecting mothers are entitled to essential health services during antenatal period, labor, normal delivery and immediate postpartum period. Packages

are set at P6,500 and P8,000 if availed of in accredited hospitals, and in infirmaries/ dispensaries and birthing homes/maternity clinics, respectively, anywhere in the country. The state agency requires at least four pre-natal visits during the course of pregnancy to detect and manage possible danger signs and complications, and to reduce risks of perinatal deaths. If without the recommended pre-natal services, members are still entitled to packages for normal spontaneous delivery inclusive of postpartum care ranging from P5,000 to P6.500. Meanwhile, it pays P19,000 for caesarian section deliveries done in levels 1 to 3 hospitals. For some gynecologic conditions, PhilHealth has introduced Z Benefit packages to provide relevant financial risk protection against BENEFITS/PAGE 11
