By MYRNA M. VELASCO Contributor T HE legislative lever of Congress is sought on the proposed revamping of the multitiered taxes in the power sector to reduce the pass-on tariff in the electric bills of consumers by as much as P1 per kilowatt hour. The power tax components being recommended for scrapping include those on public policy charges, such as senior citizen and lifeline subsidy rates in the bills, as well as system loss and even the value added tax (VAT) in fuel commodities used for electricity generation. DAVAO City – Davao Oriental Governor Corazon Malanyaon has urged local government units (LGUs) Thursday to strictly enforce regulations in all mining activities in the province. In a statement, Malanyaon asserted the provincial government’s authority as an independent LGU over the mining operations in the province. In a meeting with the Mines and Geosciences Bureau (MGB) Wednesday, the governor examined the inventory of all existing mining tenements in the province and the status of mining operations and permits granted by the MGB.

At Sta. Ana National High School (SANHS) in Tagoloan, Misamis Oriental, “Brigada Eskwela” has become an annual ritual of sorts that even with the two-year disruption, parents, teachers, and learners still joined hands to make the resumption of face-to-face classes safe. EVERY school year, the Department of Education (DepEd) launches the “Brigada Eskwela” in public schools grounded on the Filipino spirit of bayanihan (cooperation).Amidthe Covid-19 pandemic, the program also known as the National Schools Maintenance Week underscores the importance of cooperation between the academe and the community.

Last August 2, the Department of Education (DepEd) officially kicked off the nationwide Brigada Eskwela 2022 to promote collaboration and resiliency in basic education. As early as July 2022, the teachers and the parents of Sikiton Elementary School, led by yours truly, School in Charge, held a meeting to discuss the activities that need to be done and how they should be done accordingly. With everyone's agreement, the school launched an information campaign on the school's Facebook page to inform as many stakeholders as possible. All the teachers of the Sikiton Elementary School, together with the stakeholder, put up a tarpaulin on their premises. I called on every teacher to reach out to potential stakeholders for any assistance to equip the school for the upcoming resumption of classes. Thanks to the generosity of those who responded to the call, the school saved a decent amount, which was then used for repainting and beautifying the school.

To prepare them for community reintegration, 15 former New People’s Army (NPA) rebels are undergoing a 10-day crop production and entrepreneurship training in Talacogon, Agusan del Sur. The training, dubbed Land Preparation for Agricultural Crops Production and Entrepreneurship Training, started on August 9 and organized by the Army’s 26th Infantry Battalion (IB), in partnership with the local government, and the Technical Education and Skills Development Authority in the Caraga Region. “The training aims to empower the former rebels to be more economically resilient by enhancing and developing their skills and capability toward sustainable livelihood,” the 26IB said in a statement Thursday. Lt. Col. Sandy Majarocom, the 26IB commander, said the support of the local Task Force to End Local Communist Armed Conflict has sustained the needs of the former rebels as they prepare to return to their families. “This training will help our former rebels rebuild their lives and become responsible and productive citizens,” Majarocom said. It’s Fun to be in School Every day

Mabaylan, Darea Region-10 president, said the move came after the group's national chapter issued a resolution in March expressing support for former President Rodrigo Duterte’s Executive Order 70 (EO 70). EO 70 created the NTF-ELCAC and established a “whole of nation approach” to address insurgency in the countryside. “The Darea Region 10's support for the severance of its ties with Courage is deeply anchored in its commitment to continue the neutrality and impartiality of the employee's association and maintain its loyalty to the government,” Maybalan said during a media forum here. Mabaylan said the regional chapter “was fortunate to have not directly engaged with any officers of Courage.” “We didn't know that they (Courage) exist and operate (even) in other government agencies,” she said. One of those who attested the Courage's alleged “infiltration” was tribal leader Datu Jomorito Guaynon, a former leader of another “communist front” that once became part of the CPP-NPA. “I know Courage is one of the front organizations that try to recruit workers in the government in joining (the underground helpingmonthlymay(Courageorganizations).communistYoumembers)notknowthatyourduesarealreadytheCPP-NPA,” Guaynon said. Guaynon also said Courage members allegedly share documents and information from within the government agencies to other front organizations of the CPPNPA. The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. The NDF has been formally designated as a terrorist organization by the ATC on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973. (PNA)

THE success of education is due to good cooperation. This was a school development concept for Sikiton Elementary School, based on the mission, vision, and core values of the Department of Education under Republic Act No. 9155. It aims to strengthen school management by further developing school management by empowering school personnel, servicesofandcommunityparticipationincreasingandparticipation, increasingthespeeddeliveryofeducationaltostudents.

As opening of classes is fast approaching, one of the problems of many teachers is absenteeism .What is Absenteeism? Absenteeism in school is the habit of staying away from school without providing a genuine or any reason for not attending classes. Absenteeism is a truant behaviour that negatively affects the performance among students. Absent from School provides the most comprehensive analysis to date of a critical factor influencing student success: absenteeism. The multidisciplinary team of scholars provide an indepth analysis of the many facets of this issue, from the complexity of measuring absenteeism to the role that students, families, and schools play in contributing to and addressing the problem. One of the most annoying experiences for teachers like me is when students are absent. We prepare lesson plans with the objective that 100% of the class will learn from the day’s classroom activities, and it is most satisfying when all students are present on that day and the days thereafter to ensure maximum learning. Sadly, it is very difficult to achieve perfect attendance. No matter how interesting and well- prepared my lessons and teaching materials are, there are bound to be students who miss out on the day’s activities--willingly or unwillingly. Absence nowadays cannot be separated from the individual who was called a student. This absence of phenomena, it is easy to see even likened it has become a necessity in the nature of students.

Fitch Solutions ups 2022 growth forecast for PH

THE Government Service Insurance System (GSIS) is looking to continue investing in state and private infrastructure projects through loans and equities, its new chief said.

FITCH Solutions Country Risk and Industry Research hiked its 2022 economic growth forecast for the Philippines following the better-than-expected output in the first half despite challenges, such as elevated inflation rate. In a report released on Thursday, Fitch Solutions now sees a 6.6-percent growth for the domestic economy this year, within the government’s 6.5 to 7.5 percent target band. Its previous forecast was 6.1 percent. However, it projects slower growth in the second half of the year given the expected slowdown of the global economy, tightening global monetary conditions, and high energy prices. The country’s gross domestic product (GDP) slowed to 7.4 percent in the second quarter from the previous three months’ 8.2 percent, bringing the first half average to 7.8 percent. On a domesticseasonallyquarter-on-quarteradjustedbasis,outputinthesecond quarter stood at -0.1 percent compared to the 1.9 percent from January to March this year. The report said the growth deceleration is in line with Fitch Solutions’ projection “but the magnitude was lesser than we “Ourexpected.”forecast reflects our expectations that H222 (second half 2022) growth will moderate relative to the 7.8 percent y-o-y (year-onyear) growth print in H122,” it said. The report said growth in the first half of the year benefited from the continued reopening of the economy, spending related to the May national polls, as well as the accommodative monetary policy, which buoyed consumption and investment. “These tailwinds helped offset external headwinds stemming from elevated energy prices, a slowdown in the world economy, and tightening global monetary conditions. However, we believe that these tailwinds will continue to fade over the coming months, while

AN executive of Bank of the Philippine Islands (BPI) said additional features will be introduced to their digital platforms as more people continue to use digital applications despite the ability to go to the banks as the economy continues to reopen. In a virtual briefing on Friday, BPI Consumer Platforms Business Lead Fitzgerald Chee said around 60 percent of the Ayala-led bank’s clients are enrolled in their electronic banking platform.“Granted that, of course, there are challenges and headwinds in terms of what the economy has attained. We believe that there’s still a lot of room for us to develop and really grow this digital space and any transactions here,” he said. Chee said the additional features of their electronic banking platforms are targeted to make it easier for their clients to do their banking transactions as proven even prior to the implementation of the movement restrictions when the pandemic hit. He said educational campaigns to teach people how to be secure on their online transactions will continue.“Aswe are able to encourage more people to enroll (in the bank’s online banking application), you can see a change in the whole country,” he said. Chee said the shift to digital transactions has an impact even on traditional banking services. He, however, clarified that this change will not lessen job opportunities for their personnel. “We believe that we can redefine the role of the branch from being a transactional aspect to having more clients,”conversationsvalue-addingwiththeirheadded.(PNA)

of our Thatlife.is why, back in 1995, the Vatican is sued a document that to me holds special and urgent relevance today. It’s entitled, The Truth and Meaning of Human Sexuality, and precisely talks about a topic that should be made main stream.Itneeds to be brought out more in the open. Given the many issues in this area that have managed to generate a lot of confusion and complications, the docu ment offers a basic and comprehensive primer especially to parents who are the first teachers and formators of their chil dren. What we have in so ciety only reflects and is a result of what we have in the families. If the families do not do well or even fail in the edu cation of their children in human sexuality, we cannot expect a society that will have a healthy attitude toward this very important aspect of hu manThelife.naked truth is that problems in this area have multiplied not only in number but also in kind. Wherever we go, even if we would just take a cursory look around, we can immediately see that there are things that are not quite right or, shall we say, that at least raise eyebrows, provoke questions and concern, etc.Pornography is now so easily accessible that even little innocent chil dren can already get ex posed to them. Teen-age pregnancy is on the rise, together with casual sex and hook-ups, STD, abor tion, contraception, and illegitimate children. This is not to mention the rise of problems related to the confusion in sexual identity. There is a need to stress the original beauty and truth of human sexu ality, its great positive and constructive power and contribution to our lives. And so, we have to highlight its origin in our human nature as designed by our Creator himself. We therefore cannot help but view human sexuality always within the framework of our Christian faith. From there, we have to stress why our human sexuality is to be lived always in the context of truth and love, that is, in chastity, and not just in the context of our feelings and passions, and other worldly trends and some ideologies detached or even hostile to the faith. The Sweat of Success Think a minute . . . Former prime minister of England, Winston Churchill, became so famous for his speeches that he was called The Greatest Speaker of the 20th Century. He was also famous for his quick wit. Yet amazingly, he was not a naturally gifted speaker. On the contrary, early in his life Churchill had such a bad speech problem that people mocked him and made fun of the way he talked. Do you know how Churchill completely changed to become The Greatest Speaker of the 20th Century? He studied and wrote his speeches word-for-word on paper. Then he practiced them countless hours in front of a mirror. He worked at saying each word just the right way with exactly the right facial expression. He also practiced pausing and pretending to struggle to find the correct word, although he knew exactly what he was going to say. So even though Winston Churchill was not a naturally good speaker, he disciplined and trained himself to become a great one.You and I can never succeed in life without discipline and hard work. It takes sweat to succeed in our job and career, in school, in sports, in our marriage, and in family. Even if you are born into a rich family, or with an intelligent mind and natural talents, you still have to work hard to truly succeed by making the most of what you were given. Even after we get the best education and training possible, we still must continue to practice and improve our skills throughout our lifetime. If we don’t, we simply will not reach our potential, not to mention keep up with our competition. Refusal and compas sion characterize soci ety's attitude as regards social weaklings and handicapped peo ple. It's a topic which one gladly drives out, represses or tries to forget. Pascual told reporters Friday that he wants to rationalize the SRP list, focusing on products that are mostly purchased by the general public. “For example, ‘yong mga water in big containers, hindi naman ‘yon binibili ng mga mass base na population. Binibili nila, mga 300 (milliliters)… ‘Yon ang binabantayan namin ang increase. Pero ‘yong mga five gallons, bihira bumibili noon. Kaya I was thinking na baka ‘yon, pwede naming i-exclude,” he said. The new SRPs of basic goods and prime commodities took effect Friday, with over 60 shelf keeping units (SKUs) with adjusted prices, Pascual said.DTI’s previous update on SRPs of basic goods and prime commodities was last January 27. The DTI chief added there are some products with price increments higher than the inflation rate as their prices were not moving for some years. He said in one case, the last price adjustment was made in 2014. “The price increase is requested upon us then we evaluate. We do our own calculation of the cost of the raw materials and determine what should be the movement,” Pascual said.

The report said exports grew by 1 percent last July from 6.4 percent in the previous month, which was attributed to drop in sales for electrical. It said electronic equipment historically accounts for around 51 percent of the country’s total exports. The report said elevated energy prices will continue to weigh on domestic savings and on investment given that the country is a net importer of energy. “Elevated energy prices have led to (a) drastic increase in the Philippines’ import bill, and, in Fitch... from page 3 turn, widening the trade deficit,” it said. Also, households’ purchasing power is seen to be eroded by the accelerating inflation rate, which posted a further uptick last July to 6.4 percent from the previous month’s 6.1 percent. Initial estimates of power distribution utilities showed that if some components of power taxes will be ditched, the reduction in the electric bills could range from P0.70 to P1.30 per kWh, depending on the location of the consumers served. In the franchise area of Manila Electric Company (Meralco), if the questioned taxes will be junked, the resulting rate cutback will be as much as P1.37 per kWh, as reckoned on its prevailing pass-on tariff of P9.5458 per kWh. And, since VAT is a percentage tax, the revenues fetched also climb as power rates go up. There are assumptions that the government has been experiencing windfall from collections on this tax bit. Industry players have long sounded off concerns on why rate components like lifeline rate subsidy, universal charges and system loss are even imposed with VAT which they deem unnecessary because part of these collections, primarily universal charges, are remitted to the government. The lifeline rate subsidy is also a financial succor being extended by the more well-off consumers to their marginalized counterparts, hence, there are grumbles why they are being punished with additional tax burden when they are already providing aid to the other segments of end-users, an obligation that should have been better placed in the hands of government, but it’s being tossed instead as a responsibility of the consumers.Industry stakeholders in the power sector likewise raised the onus of “double taxation” they had to bear through the supply chain of power generation because the fuel commodities they are importing to be utilized in electricity generation are already charged with VAT; then that same generated electricity will also carry VAT charges in the electric bills once passed on Group... from page 1 coordinator, said the crisis brought by the pandemic has strengthened the resolve of the school and its partners to mobilize different sectors of the community.“Wewill just do our best and God will do the rest,” he said in an interview Saturday. “If schools are well-prepared and conducive before the start of classes despite the presence of this pandemic, education will still push through safely.” In the previous school year, SANHS had 1,438 students. “We have five sections in SHS (senior high school), but for this school year, there's no exact number of how many sections will be added because enrollment is still ongoing,” said Ivan Jeff Emano, one of the teachers in the SANHS SHS department. He said in SHS, each classroom can accommodate around 40 students. However, at the current enrollment rate, he said the classroom-student radio may increase to 1:50, especially since DepEd has ordered full in-person classes by November. He said “Brigada Eskwela” is crucial because it not only repairs chairs and refurbishes the classrooms but it is also a form of an inventory of what schools lack or need. Earlier, Irene Cabunoc, Education Committee chair of the Barangay Sta. Ana Council, said projects for the SANHS community are among their major priorities in 2023. Incoming Grade 11 student Jasmin Madid is expecting that face-to-face classes will be more rewarding and hopes that the students will be guided more in their learning journey despite the new“Withchallenges.thehelp of ‘Brigada Eskwela’, the students would be more responsible about the environment conducive to learning,” she said in an interview.Canesia Deladingco, whose child is in Grade 10, said with “Brigada”, students can start studying immediately at the start of school without having to allot time for cleaning.“It'sbetter to conduct face-toface classes so that students will be guided by teachers,” she said, adding that returning to the classrooms eases some burdens off parents. daily discipline to develop our heart and character to become the very best person we can be. We must learn to change our way of thinking and living every day. It’s not easy to quickly forgive someone who hurts us. It’s not easy to always put the needs and feelings of our spouse and children first before our own. It’s not easy to always be honest no matter what we can get away with or how much it will cost us. That is why we desperately need help. Today you can start getting all the help you will ever need—by asking Jesus to take full charge of your heart and character. Remember: “God will do for you what you cannot do for yourself, but He will not do for you what you can do.” So with His power and help, plus your work and sweat, you can start making the changes you need to fully become the human being He created you in His likeness to be. DAREA national president Jocelyn Chua and leaders of its 10 chapters nationwide signed the resolution. DAREA 10 was the first chapter to publicly announce its disaffiliation from Courage. The Philippine Army and National Intelligence Coordinating Agency brought to the press conference on Wednesday former communist rebels who told reporters why Courage is considered a communist front. Courage national president Santiago Dasmariñas Jr. called the move by DAREA 10 an “outright red-tagging” and questioned why the regional chapter did it. Dasmariñas said the redtagging of Courage had put the lives of its members at risk. “We suspect this has something to do with the government plan of ‘rightsizing’ the bureaucracy,” he said. He said the administration of President Ferdinand Marcos Jr., plans to lay off thousands of government employees by merging, revamping and abolishing several agencies. “By painting us red, the government is already putting a chain on us so we can not defend the government employees,” Dasmariñas said. S enator Sherwin Gatchalian, Senate Committee Chairman for Basic Education, will be the Keynote Speaker for this year’s Philippine Academy of Teachers, Administrators and Practitioners in Education (PATAPE) event as it organizes a privileged meeting with the theme, “PATAPE: Reinventing Education for Relevance and Quality” to be held on Saturday, August 27, 2022 at 9:00 am at the Novotel Manila Araneta City, Quezon City. The senator will present the Senate initiatives and proposed reforms on K-12 Law as a new school year begins with face to face classes for the first time in two years since the pandemic. With the education sector in a pivotal stage due to the push to review the K-12 curriculum after a recent Pulse Asia survey commissioned by Sen. Gatchalian himself revealed a growing dissatisfaction with the program, the event provides a venue to address these compelling issues and challenges in the Education Sector. The event also hopes to look into the strategic objectives of the K-12 Program within the digital age of learning. The event targets participants from various government educational institutions (DepEd, CHED and TESDA), the academe from both public and private institutions, and other relevant sectors. The event is a regular gathering of the Academy and serves as one of its continuing educational activities to support its mandate in the promotion of excellence among key education stakeholders in the teaching profession in the country today. It coincides as well with the 5th Induction of the PATAPE Board and National Officers for the year 2022-2023. The Academy has more than 3,000 members across the country.
