UN backs labor sector COTABATO City – A United Nations UN) representative has vowed to support the labor sector of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) as the fledgling political entity continues to harness its regional resources, including its industries. Gustavo Gonzales, the UN resident coordinator to the Philippines, gave the assurance as he said more than half of their development projects in the country are in the BARMM as part of its support to the southern Philippines peace process. “This is what Mr. Gonzales told me when we had a meeting on Tuesday,” BARMM’s Ministry of Labor and Employment (MOLE) Minister Romeo Sema echoed Gonzales in a statement on Wednesday, adding that 65 percent of UN’s development support projects are mostly in the Bangsamoro region.

LOCAL court here had dismissed the cases against 17 NGO workers detained in Agusan del Sur for kidnapping and robbery charges almost six months ago, but their lawyers only got their copies of the decision on Wednesday morning, Dec. 1.

In his decision dismissing the cases and ordering the release of the accused, Judge Fernando Fudalan Jr., of the Regional Trial Court Branch 7 in Bayugan City said they have been detained for over a year without the “benefit of a speedy trial” following delays by the prosecution. The 17 accused were mostly members of Karapatan,

(PAL) announced on Monday that it would expand its services in the Visayas and Mindanao in anticipation of increased demand during the upcoming holiday season. On Wednesday, 22 different farmers’ cooperatives in the BARMM areas of Maguindanao, Lanao del Sur, Cotabato City, and 63 villages in North Cotabato have received organic inputs and chemical supplies from the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) during ceremonies at the MAFAR covered court here. Other BARMM component areas set to receive the same farm inputs soon are the cities of Marawi and Lamitan, and the island provinces of Basilan, Sulu, and Tawi-Tawi.

KAUSWAGAN, Lanao del Norte – This once war-torn municipality, usual hot spot in the war between government soldiers and Moro rebels since the 1970s, switched on its colorful Christmas display Wednesday evening, giving joy and hope to its Christian a n d Mu s l i m r e s i d e nt s as hundreds came to the municipal hall compound to witness the opening night after being locked down in their homes for almost two years because of the COVID-19 pandemic. The municipal hall façade was covered with multicolored Christmas lights. Atop are the words “Sikad Pa Kauswagan” – short for Sustainable Integrated Kauswagan Development and Peace Agenda. In March 2000, shortly

MisOcc LGU extends full support for 'Bayanihan, Bakunahan' MISAMIS OCCIDENTAL--To ramp up COVID-19 vaccination in the country, 17 local government units (LGUs) of Misamis Occidental led by the city and municipal mayors, in coordination with their respective city and municipal health officers, frontliners, and volunteers, join the simultaneous inoculation of COVID-19 vaccine, November 29 until December 1, 2021. Hundreds lined-up in order to receive their COVID-19 vaccine shots at the 25 venues that were activated and used as vaccination sites. Approximately 15,000 residents were vaccinated during the first day, while around 6,800 were vaccinated during the second day.

The Province of Misamis Occidental is one with the nation in achieving herd immunity as the local government unit and its residents take part in the Bayanihan Bakunahan. The initiative aims to administer millions of doses of COVID-19 vaccines to the general population, including minors aged 12-17 years old in the country. Meanwhile, those who have not yet been vaccinated are encouraged to visit the nearest vaccination sites in their respective LGUs as soon as possible. NTF-ELCAC budget cut to affect 147 barangays in Normin CAGAYAN DE ORO CITY--“Abolishing the NTF-ELCAC is uncalled for and unjust to the vulnerable sector.” This is the statement of Cabanglasan Mayor Renante V. Inocando, one of the recipient municipalities of the FY 2022 Local Government Support Fund Support to Barangay Development Program (LGSF-SBDP), in relation to the Senate’s decision to slash the 2022 funding of said program, affecting 147 Northern Mindanao barangays. On November 9, the Senate of the Philippines, with their power to deliberate and approve funding of programs that aims to improve the lives of the people, unfortunately slashed the proposed P24-billion budget of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC)

leaving it with just about P4 billion in 2022. Some Senators said they want to shift the budget for the allowances and benefits of the health care workers - an equally important sector as those in the insurgent-prone Geographically Isolated and Disadvantaged Areas (GIDAs), who have longed for the government’s support even in this time of pandemic. With the reduction of funds, the identified beneficiary barangays are once again deprived of government support, further widening the gap between the government and its conflict-vulnerable people. The SBDP, whose end goal is to address the development gap, give P20-million to each barangay for the funding of their various priority projects such as farm-to-market roads,

potable water systems, health stations, and other livelihood projects. These projects were identified by the residents themselves based on their needs through the Retooled Community Support Program (RCSP) False hopes, broken promises In northern Mindanao, 147 barangays will be denied the opportunity for progress if SBDP funds are slashed, leaving these people ‘false hopes, broken promises’ from the government. Through the program, the barangays that are less fortunate become a priority. Since the signing of Executive Order (EO) 70 of President Rodrigo R. Duterte, the Task Force has achieved various accomplishments and undertakings in implementing grassroots­­ projects and eliminating the 53-year reign of insurgency in the country. Further, Inocando called out the opposition and challenged them to immerse themselves on the ground to experience the realities that have been happening from these less privileged villages. “I hope that the people will see the efforts of the national government, especially our leaders in the senate and congress on how important these projects are. I hope they will realize that this program has always been for the people, the poorest, the lowest,” the mayor shared strongly. Stories of hope, trust While some people do not know the stories of hope and trust unfolding on the ground, some of the 2021 SBDP beneficiaries are loud enough to amplify their voices in support of the program. KitangladMt . K a l a t u n g a n R a n g e Agricultural Cooperative of the Higaonon-ManoboTalaandig (HIMATA) Tribe whose mission was to kill outrightly two passionate and brave leaders of the tribe – Datu Modesto Pucol and wife, Bae Saluday Pucol – who have been all these years resisting against attempts to illegally grab the 39,000 Ancestral Domain of the HIMATA Tribe by influential entities in cohort with powerthat-be. But the two coupleleaders, despite threats to life, continue to courageously protect their land rights including water rights that have already been violated. As the couple were fast asleep, suddenly the dogs started barking, thus, the two wokeup and on all the lights that awaken all in the nearby neighborhood. All the lights surrounding the Training Center were switched on which illuminated not only

the training center but the surrounding areas as well. Suddenly, the four would-be killers ran to the road nearby and rode in their stand-by motorcycles and went away. The switching ON of the lights, drove the would-be killers away! The amazing light did save the lives of these courageous IP leaders! If there were no illumination, the coupleleaders of the two-thousandmember tribal cooperative could have by now joined their murdered colleagues who have already leaped to the Great Beyond for resisting land grabbing. In fact, in the last 5 years, 63 IP leaders have been killed in the Province of Bukidnon alone, featured in three episodes by an amazing journalist, Mr. Ceazar Soriano in PTV4 Program, Magandang Gabi Pilipinas entitled, “AGAW LUPA, AGAW BUHAY.” Perhaps, the would-be killers were surprised why the Training Center and surrounding neighborhood composed of some 30 houses, which were before covered by darkness, suddenly got the much needed illumination? A week before, no less than Mr. Richard Young, the Senior Consultant of the Commission on Climate Change came upon the invitation of the cooperatives of the Indigenous Peoples, especially the Chairman of the Igpanayadug Ta Abaga sa Bayug (Protect Mindamora Falls) Agricultural C ooperative headed by Su l t a n Ab d u l A m or a n

who is half-Higaonon, half Maranao, the commander of the Special Task Force of the Moro Islamic Liberation Front (MILF) from Camp Argam, Lanao del Sur. A month before that, Sultan Amoran wrote His Excellency informing him that a water energy corporation in cohort with a local government unit is entering Mindamora Falls to put-up a hydro-power plant, started making pathway and cutting the trees that is destroying Abaga sa Bayug which for them is sacred. For the Indigenous Peoples in Mindanao, the beauty that is Mindamora Falls is a reflection of MAGBABAYA (Creator) as creation is a reflection of the Creator. In fact, from where ever the tribe may be residing, be it in Bukidnon, Davao or Caraga, they will face Mindamora Falls ever y time they pray. Thus, they were so aghast when just for profit-motive, a powerful corporation will sacrifice God’s amazing creation to the altar of greed and profit. That for them is unacceptable, telling the President in their letter “na handa po kaming magpakamatay at pumatay para ma hinto ang pagyurak sa ganda at sagrado ng kalikasan.” That was then the mission of Mr. Richard Young, to inter-act with the IP leaders especially with Sultan Amoran and to bring to the attention of different agencies of government the problems and issues of the Indigenous Peoples. Well, that would-be “war” did not happen as that

Datu Ben Anoos narrated that sometime in 2005, the LGU of Talakag transformed the continuous flowing of natural water in their Ancestral Domain in Mirayon, converting their wonderful spring into a water system that since 2005 has been supplying the water needs of the people in Talakag but not a single centavo was paid to the tribe. That is a violation of the Indigenous Peoples’ Right Act but until now such has not been rectified. Mr. Young was also informed on the red-tagging techniques employed against the tribes as a means of grabbing their ancestral domains. In fact, one chieftain was arrested and “nabitay” in a nearby military camp for being tagged as NPA by a barangay captain who had grabbed his land. Fortunately, such arresting incident did not happen again after verification that redLIGHT/PAGE 7

We should not be surprised that as we end the liturgical year, the readings of the Mass these days focus on the end times. They are not meant to scare us but rather to encourage us to be properly prepared and to really lock our attention on what are truly essential in our life. This is when we have to make what we can refer to as some eschatological considerations. We have to examine ourselves on how prepared we are to meet our death, which some saints have af fectionately called as “Sister Death,” b ecause if we go by our Christian faith, death is actually just a transition from our earthly life of being created and redeemed by God to our definitive eternal life with God who wants to share his life with us, we being his image and likeness, his children. Talking about proper preparation, we have to realize that this is none other our spiritual preparedness.

It is what gives us the full picture of our life and destiny, opening ourselves to a supernatural life with God. We are no mere creatures of nature. We have been made in the image and likeness of God, elevated to be children of his in Christ. Our spiritual preparedness takes us to a higher ground, giving us a glimpse of what is beyond our human horizons and natural limits. This is not to mention the corrections it will make to our inadequate if not erroneous understanding of our life here on earth. It affords us an apocalyptic worldview, because it unveils and reveals, which is what apocalypse means, the true meaning and purpose of our life. In other words, with this kind of preparedness, anything can happen in the world, and we can still manage to come out safe and sound, in the ultimate sense of the words. As a consequence of pu r s u i ng ou r s pi r itu a l preparation, we need to

learn how we can relate our earthly and temporal concerns to our ultimate spiritual and supernatural goal. In short, we have to know how to connect time with eternity. We have to overcome our narrow-mindedness or blindness with respect to the spiritual and supernatural goal of our life, because no matter how much we ignore it, we cannot deny the fact that the full dimensions of our life go beyond the temporal, the material and natural. We are also meant for the eternal, spiritual and supernatural. And the way to do that is simply to live as fully as possible, in the richness of their practical implications, those divine gifts of faith, hope and charity. All the other human virtues and v a lu e s t h at w e pu r s u e in our life here on earth should be animated by these theological virtues. It is through these gifts of faith, hope and charity that we get connected with

ROY CIMAGALA God who actually always intervenes in our life since he is still creating and redeeming us. We are still a work in progress. We are not yet a finished product. Our correspondence to God’s abiding interventions in our life is through these virtues of faith, hope and charity. This is how we can connect our time with the eternity of God. The fact that we can think and reason out, wish and desire, choose or not, love or not, are clear indications that we are not meant only for the here and now, the tangible and the worldly. We go beyond them.

With the paradigm shift of learning landscape, the instructional supervision a ls o p ave d its way to Alter nat ive C lassro om Observations for SY 20202021 due to the absence of or limited capacity for face-to-face classro om observation as stated in a supplemental document on the RPMS School Year 2020-2021 in the time of COVID-19. It emphasized

The Alternative Classroom Observations Manual for SY 2020-2021 tends to guide teachers and other instructional supervisors on the conduct of distance instructional supervision for School Year 2021-2022 until everyone is safe during this pandemic.
