Vax rollout for kids THE coronavirus disease 2019 (Covid-19) vaccination rollout in Northern Mindanao (Region 10) for children who are 5 to 11 years old will officially start on February 14. In an online update Wednesday, Dr. Ellenieta Gamolo, Department of Health–10 (DOH-10) assistant director, said the vaccination rollout will start in hospitals and will eventually be conducted in the different local government unit (LGU)-managed vaccination sites. She also confirmed that the launching of the February 14 vaccination in this city will be held at the SM Downtown Premier and the city governmentmanaged JR Borja General Hospital.

Secondary market THE European Union has strongly urged the Philippines to fully implement the economic reform measures to end its long-held image as a mere secondary market in ASEAN for EU investors. In a presentation at the virtual presscon for the launch of the European Chamber of Commerce of the Philippine (ECCP) Doing Business in the Philippines Guidebook, Maurizio Cellini, head of Trade and Economic Affairs, First Counsellor of the EU Delegation to the Philippines, noted that the latest available data showed that European investments in the Philippines grew by 8 percent in 2019 to 14 billion euros. While this is good, he reminded the Philippines that the European investment in the country is only roughly 4 percent of the total EU stock investments in the Southeast Asian region.

Financing MSMEs BUTUAN City – The Department of Trade and Industry in Surigao del Norte (DTI-SDN) on Wednesday announced the start of the financing for micro, small and medium enterprises (MSMEs) affected by Typhoon Odette in Siargao Island in December last year. In a statement, the DTISDN said the financing support will be implemented under the Small Business Corporation (SB Corp.), the agency’s financing arm. “The DTI, through the SB Corp., will be providing an Enterprise Rehabilitation Financing (ERF) support to MSMEs adversely affected by the typhoon in a form of low interest and collateral-free loans,” the DTI-SDN said.

UBLICLY-listed firm SPC Power Corporation and its affiliate-firm Intrepid Holdings Inc. (IHI) have acquired the 51 percent shareholdings of German firm STEAG GmbH in the 210-megawatt coal-fired power plant in Mindanao in a transaction valued at $52 million.

In a disclosure to the Philippine Stock Exchange (PSE), SPC Power said it purchased the 40.5 percent stake of STEAG in the coalfired power asset while its affiliate IHI acquired 10.5 percent. The buyer-company conve ye d t hat t he s a le and purchas e a g r e e m e n t ( S PA )

Viral video forces 'scammer' to return money to Bukidnon victim AN alleged online scammer on Friday returned the partial amount of the money that was sent to her by her victim in Bukidnon, after the latter's video showing him crying went viral on social media.

In an interview, the victim, Christian Paul Baran, 27, of Tankulan village, Manolo Fortich town in Bukidnon, said the suspect, Brien Maria Budiongan, returned the P11,000 and promised to return the remaining

amount this week. “That is what she said that she already spent the money that is why she only partially returned the P11,000,” Baran said. Baran said he had sent lP46,000 to the suspect for the camera that he had planned to buy for his part-time job as a photographer. He started this parttime job when he was in college and wanted to buy a new camera for upgrade. During the transaction, Baran said the suspect insisted on getting from him the PIN that would allow her to claim the payment from a money transfer center even without the camera being delivered yet. He said he agreed after the suspect claimed being affected by Typhoon Odette last December. “I was relieved because she is so kind and I was touched because they have been affected by Typhoon Odette and I just provided the PIN so that they can use the money,” he said. THE Philippine Chamber of Commerce and Industry (PCCI) has partnered with the Department of Information and Communications Technology (DICT) to pilot test satellite broadband connectivity that will provide internet connection in remote areas. “It is for this reason that PCCI championed the signing of Executive Order 127 in 2021. (The) said EO amended EO 467 of 1997 to remove the franchise

requirement in the access of international satellite systems,” PCCI said in a statement Wednesday. PCCI president George Barcelon said this initiative would help those in remote areas to tap opportunities and services using digital technology, especially during the pandemic. HE Securities and Exchange Commission (SEC) has ordered five illegal online lending operators to stop their operations without prior authorization from the commission. In an order issued February 3, the commission en banc directed Tacoloan, VCash, 365 Cash, SwipeCash, and BootCash to immediately cease and desist from

operating, engaging in, carrying out, abetting, and/or promoting lending/ financing businesses and related activities until they have incorporated and secured from the SEC their respective certificates of authority to operate as a lending or financing company (CA). The companies, their agents, representatives and promoters, as well as the owners and operators of their hosting sites, were

further enjoined to cease offering and advertising their lending business through the internet or any other media and to remove all materials involving such. The SEC issued the order after finding that none of the groups are registered as a corporation, nor have they secured CAs from the commission. Republic Act No. 9474, or the Lending Company Regulation Act of 2007

(LCRA), requires persons or entities operating as lending companies to register as corporations and to secure from the SEC the necessary authority to operate. “(T)he commission finds and so holds that the issuance of a CDO (cease and desist order) is warranted in the instant case not only to stop the illegal act but also to prevent the continued LENDING/PAGE 7

He had spent several months of reading books and filling notebooks with detailed drawings and diagrams. Now it was time to work at bringing those drawings from paper into practical inventions to use in real life. He got up early every morning and worked all day until late at night, to the point that his mother began to seriously worry about his health. He worked so long and hard every day, barely stopping to eat or sleep, that he continued losing weight. ORLAN R. RAVANERA In the ‘90’s, a popular c and id ate for t he U. S . presidency coined a campaign cliché which clicked with the voters that catapulted him to the presidency. “It’s the economy stupid!,” a simple hash tag reverberated through-out the land that somehow convinced the voters that what really mattered t hen was t he e conomy and all the nitty-gritty of economic development, i.e., employment, income, infrastructure and what have you, and discussing other issues was just plain stupidity. Yes, that kind of mindset thrives well in a country that has to perpetuate its stranglehold of economic power in the world whose top eight billionaires have consolidated wealth which is equivalent to the total combined assets of 3.6 billion people on earth or half of the world’s population (based on an Oxfam Study). With economic power goes with it military might. I wasn’t surprised when I got an information that there was a time in recent history when the U.S. was the one supplying armaments to two warring factions in the Middle East. War, after-all, is good business whose stocks of powerful weapons can kill

the people of the world forty times over. In fact, based on the investigation on the assassination of President John F. Kennedy in the ‘60s, it was not really Oswald who killed Kennedy but a government conspiracy led by the FBI and the CIA in cohort with corporations producing armaments. Kennedy was killed because he decided then to stop the Vietnam War and these corporations would not allow the stoppage of war because the United States then was profiting some 400 billion dollars annually out of that war. Yes, it’s the economy, stupid! Could this be the mindset of US corporations that have dumped excess production of milk and wheat to the sea every time there is over production so as not to affect the law of supply and demand? I’ve read this in a Canadian Library when I visited my elder sister, Dr. Zenaida Ravanera Fernando, PhD. teaching in the University of Western Ontario in the ‘90s. I was not even surprised upon knowing that a US Trans-National Corporation, Monsanto, was the one which supplied the US military with “yellow rain” which was used against the Vietnamese guerillas during the Vietnam war. “Yellow rain” was the term used to toxic chemicals poured-out like rains to kill the forests where the guerillas were hiding. The more I was not surprised when I knew that it is Monsanto that invented the genetically-modified organisms (GMOs) that have replaced our endemic natural crops (i.e., rice, corn, etc.)

to so-called High Yielding Varieties (HYVs) which are subservient to the use of toxic chemicals that have already contaminated our water tables. Yes, everyone has profited from farming i.e., fertilizer and chemical dealers, except the farmers. Today, let us ref lect deeply on the implication of that mindset that what is important is the economy. That money must be used to make more money is a flawed paradigm which is based on the growth-at-all-cost development strategy, also known as the Neo-Liberal Capitalism. That growthcentered paradigm may have improved the economy but at the expense of the people and the environment. This truism of the p r e f e r e nt i a l t r e at m e nt of the economy over the environment became glaring in the Conference of Parties (COP26) on Climate Change held in Glasgow, Scotland from Oct. 2 to Nov. 12, 2021 attended by some 200 world leaders. While thousands of concerned scientists were intensely proposing for the phase out of the usage of coal as it is the main culprit worsening climate change, these world leaders were just all BLAH, BLAH, BLAH on environment and have just decided to reduce the usage of coal. All ecological movements all over the world were disappointed knowing that we are now in a state of planetary emergency as the doomsday clock has been set at one-minute before midnight as the earth is now phasing its 6th extinction. In the Philippines, its stand is not to reduce but to continue

the massive operations of coal-fired power plants especially here in Mindanao where we have some 7 coal plants. The truth is, that paradigm of the economy over the environment is now being debunked worldwide especially by concerned citizens in the US who are initiating a world-shift. Even His Holiness, Pope Francis, in his latest Encyclical, Laudatu Si’, has questioned that money-must-grow principle. Yes money must be used not to make more money but to enhance the quality of life of the people. In fact, no less than the United Nations has issued the 17 Sustainable D e vel opme nt G o a ls to stop poverty, stop social injustices and inequities, protect the environment, etc. underscoring the importance of the environment as the Sustainable Dev’t Goals give high preferential treatment to the plight of Mother Earth. It is not the economy, anymore but the environment that is of utmost importance. The truth is, in the absence of a major change, the global system will collapse in less than one hundred years because of the unsustainability in the economy where only a few oligarchs are in control and the unsustainability in the ecology. Yes, global warming, melting of the iceberg, the extinction of the species, the rising of the oceans and the depletion of the ozone layer are concrete proof and evidence that we are now facing our own extinction. Don’t you know that for every one Celsius increase ENVIRONMENT/PAGE 7

BPI roars in the New Year of the Water Tiger On the eve of the New Year of the Water Tiger, Bank of the Philippine Islands (BPI) let out a veritable roar as it listed its 27 billion peso twoyear bond at the Philippine D e a l i ng and E xchange Corporation (PDEX). A visibly elated PDEX President and CEO Antonino Nakpil described BPI’s return to the exchange as auspicious. “It is a signal or a roar from industry leaders that we are fuelling up, filling up our reservoirs with capital – the water of economic life - and that capital will be flowing again.” BPI’s listing brought the PDEX year-to-date total to P79.7 billion. The cumulative level of listed corporate debt instruments now stand at 1.36 trillion, issued by 54 companies, and comprised of 190 securities. “This issue produced 4,682 new bond holders, pushing it to 5 times the original size, a testament to the continued trust and confidence of the investing public in the most seasoned bank over its 171 years of service in the Philippines,’ Nakpil said.

“Very well done,” said BPI Chair Jaime Augusto Zobel de Ayala (JAZA) as he complimented the indefatiguable Rhoda Huang, of BPI Capital, and Mimi Concha of HSBC. BPI Capital and The Hongkong and Shanghai Banking Corp. (HSBC) are the joint lead arrangers of the offer. BPI Capital is the sole selling agent, while HSBC is a participating selling agent for the issue. This issue is the fourth tranche of BPI’s P100-billion bond program which was approved in November 2019. In August 2020, BPI listed its P21.5 billion BPI CARE Bonds, the first of its kind in the fixed-income market, not only in the country but also in ASEAN. The CARE Bonds financed eligible MSMEs under BPI’s Sustainable Funding Framework. BPI’s fourth tranche totaled 27 billion pesos, with a tenor of 2 years at a rate of 2.8068 per annum. With overwhelming support from retail and institutional investors, BPI was able to raise more than 5x its initial target of 5 billion pesos - a

testimony to BPI’s excellent credit worthiness, as well as public support for the bank’s plans and prospects as the bank helps build a better Philippines. JAZA said the current bonds are in line with the bank’s financial inclusion thrust and will be used mainly to finance the digitalization programs of BPI. “BPI has tapped the bond markets and has achieved some landmark deals but more than anything, BPI takes great pride that these are not only helping the bank and our communities but also the country at large.” BPI President and CEO Jose Teodoro “TG” Limcaoco took the occasion to announce that: “Amid the continuing volatility in our markets and the challenges of this pandemic, we at BPI will continue to push our strategic initiatives, that of digitalization, excellent customer ser vice and sustainability. It is something I can be proud to proclaim to everyone as my profession. It is something that I can think to be what God, in His infinite wisdom, wills for me. It is both my passion and recreation. During lockdown, I suffered from a mild depression because I long to be with my learners who are out-ofschool youths and who are longing for a second chance

at education and of life. As I was trapped inside my home, I took “stock “of my life. I revisit the time when I was an idealistic novice teacher who wanted to leave my imprint to the lives of learners. It is something that I can contribute to nation-building and be a catalyst of positive change. It is my greatest legacy. Those are my simple reason why I choose to become a teacher. During the imposed lockdown, I was reassured that my goal is to be a teacher who can change the world by making positive impact to the lives of learners.
