DAVAO City – For the third time since the coronavirus disease 2019 (Covid-19) pandemic was declared in March 2020, the celebration of the 85th Araw ng Dabaw will still be held online. In a video message Wednesday afternoon, Vice Mayor Sebastian Z. Duterte urged the Dabawenyos to join the virtual festivities. “Our celebration would still be online because we are still battling with the threats of Covid-19,” he said.

TUPAD for OFWs BUTUAN CIT Y – A total of 153 overseas Filipino worker (OFWs)beneficiaries from two towns in Siargao Island, Surigao del Norte received their payouts on Tuesday t h r o u g h t h e Tu l o n g Pangkabuhayan Para sa Displaced/ Disadvantaged (TUPAD) program of the Department of Labor and Employment (DOLE). A total of P734,400 were released during the distribution activity as each beneficiary received P4,800 for their 15-day employment. Mobile kitchen DAVAO City – The town of Sto. Tomas, Davao del Norte has acquired a mobile kitchen as part of the municipality’s disaster response to provide hot meals to disaster victims. In a statement We d n e s d ay, M ay o r Ernesto Evangelista said the PHP2.4 million worth mobile kitchen will be used by the town during a disaster operation to ensure the victims will be provided with safe and hot food. “ We purchased the mobile kitchen to strengthen our interventions to the Tomasinos especially when disaster comes,” he said.

ORE "friendship routes" will be opened in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the head of the Land Transportation Franchising and Regulatory Board (LTFRB) said after the launch of the Davao-Marawi route for public utility vehicles (PUVs) in Marawi City, Lanao del Sur on Wednesday. During the event, LTFRB chairman, lawyer Martin Delgra III said they are working closely with the BARMM's Ministry of Transportation and Communications, and its regional LTFRB offices to establish the identification of the routes. "We have talked initially with (Marawi City) Mayor (Maju l) Gandamra about these partnerships, and now we can see that we can already see (heavy) traffic, and it's not just about (improving) traffics, we are also going to improve the routes (for PUVs)," he said. ICE President and presidential aspirant Maria Leonor Robredo said if chosen to the country’s top post, she will ensure that students, especially underprivileged ones relying on government scholarships, will have easy access to quality education despite their economic status. Robredo gave the assurance during a campaign rally here on Tuesday evening. “I want to assure our students that if you have a scholarship, but you find it difficult to cope with poverty, decent living, or everyday expenses, the government will help you because it knows how to

spend the money for the people,” she said. Earlier, Robredo also visited the cities of Iligan and Gingoog in Misamis Oriental. While here, she also thanked her supporters who made their way out to attend the campaign rally. Robredo said it was her supporters who pooled their time and resources to make her campaign here successful. “Even our headquarters are lent to us by our supporters,” she said. The crowd that attended Robredo’s rally consisted mostly of students and young professionals said, Maj. Sebastian Chua, the Divisoria police station commander.

“The activity was peaceful. We did not receive any report of petty crimes like pickpocketing or snatching,” Chua said. Before the rally, representatives from various sectors were invited to discuss issues affecting them in the hopes that Robredo will act on them once she is elected into office. Joel Gabatan from the transport sector spoke about his concerns about the national government’s public utility vehicle modernization program. Denise Edwina Gonzales, a student formator at Xavier University and one of Robredo’s volunteers here, said the Department of Education must address the “new normal” in learning

especially in the transition from online to face-to-face. The crowd of mostly young people attending the rally, Gonzales noted, could be due to the youth’s active presence online and their grasp of the present national issues. “I think students who spend so much time in social media read the post of the [Office of the Vice President] and [Vice President]. It is referred to as the implementation of Comprehensive Sexuality Education. Our school offers programs and activities beneficial to girls and boys and those with different sexual orientations on their growth and development. Our school places it a high priority because of the many issues surrounding gender equality. As guided by the Cagayan de Oro City Division, our school strives to ensure that our learners have a good education and excellent health and complete primary school without worrying about their health. Our school is likewise concerned with being

adequately prepared to ensure that all of its learners, whether boys, girls, and those with other sexual orientations, will have a healthy body by fully implementing a complete sexuality education program. Our school is committed to ensuring that our Indigenous Learning Systems (ILS) and Ma d r as a h E du c at i on Program (MEP) adhere to the Comprehensive Sexual Education (CSE) Standards in everything they undertake. This covers MAPEH, Science, Education for People with Disabilities (ESP), Araling Panlipunan, and Personality Development. The health and well-being of all school learners are critical to their long-term health and well-being. It is also vital for their learning, their prospects of remaining in school, and the overall quality

of their education. This is why we ensure that all of our school children, regardless of their gender and sexual orientation, have access to accurate information and health care on their sexuality. Gender equality is a fundamental human right and a precondition for abolishing poverty and achieving national social and economic growth, among other goals. Fundamental human rights require that all individuals have equal civil, political, economic, social, and cultural rights. Development and poverty reduction cannot be realized in the Philippines without equal access by all groups to decisionmaking, planning, political involvement, education, and productive resources. This is being increasingly recognized in the country. According to the World Economic Forum's Global Gender Gap Report 2020, the Philippines continues to be the most successful Asian country in terms of bridging the gender gap. More over, ou r h istor y teaches us that the promotion of gender equality in the Philippines began on September 17, 1937, when the required threshold of 300,000 votes for a referendum was exceeded. Four hundred forty-seven thousand seven hundred twenty-five women expressed their desire to vote, compared to 33,307 women who did not. The Philippines was one of the first Asian countries to provide this privilege to women, having done so in 1992. And now reports show that our country is the second-best in the East Asia and Pacific region, on the global ranking of gender equality. In the Philippines, I believe that gender equality exists because it is clear that both sexes and others with different sexual orientations are capable of participating equally in the distribution of power and influence; they have equal opportunities for financial independence through work or the establishment of businesses; and they have equal access to education as well as the opportunity to pursue personal ambitions, interests and a way of life.

With the dedication and commitment of teachers to teach rigorously, teaching and learning process didn’t stop amid pandemics. According to ChangRichards et al., 2013, when disasters and crisis occur, school and colleges need to be resilient and find new ways to continue the teaching – learning activities. As the pandemics strikes, teacher’s commitment and dedication were tested and tried on how long they will ever sustain their capability in their field of expertise. Many have migrated to online learning modalities and modular instructions in order that education must not stop and may continue delivering it with optimism and courage. The teachers at first were very hesitant to an online learning modality as they were not trained and used to it, but they just adsorbed it to mitigate the risk of face - to - face interaction. When online learning modality is used because of the pandemic, the gap between those who have connectivity and those without widened. The continuing academic engagement has been a challenge for teachers and

students due to access and internet connectivity. Due to unstable connectivity, flexible learning was employed in such a way to reach out the clientele as we all know that it focuses on giving students choice in the pace, place, and mode of students’ learning which can be promoted through appropriate pedagogical practice (Gordon, 2014). The le ar ners were provided with options as to how they will continue with their studies. Many of the learners have found more easier on the modular based instruction so teachers are forced to make ways and means doing learning activity sheets suited in the MELC provided by the DepEd. Today, using modular distance learning approach (MDLA) continue and become the most widely used among the many schools in the Philippines.

CDO marks 5K jabs for kids aged 5-11

N JUST a week since the vaccination of children aged 5 to 11 years old was rolled out, the city has inoculated a total of 5,248 for the first dose of the coronavirus disease 2019 (Covid-19) vaccine. During Tuesday's online briefer, Dr. Ted Yu Jr., medical officer of the City Health Office (CHO) said the local government unit (LGU) achieved the figure since they started the pediatric vaccination here on February 14. On Monday alone, the Department of Health - Northern Mindanao's (DOH-10) Covid-19 vaccination team inoculated a total of 522 children. Despite the 5,000mark on vaccinated children, Yu said the LGU local still needs to work double-time as they have a target population of 98,893 for children aged five to 11 years old. The target population was based on the master list of enrolled students to all public and private schools in the city. As of Tuesday, the local government tallied over 10,000 children who availed of the city's Covid-19 vaccination pre-registration. The CHO data from

March 15, 2021 to Feb. 14, 2022 showed the city has recorded 743 children aged 5 to 11 years old who have been infected by Covid-19. Other than the 5 to 11 age group vaccination, the LGU has also fully vaccinated 531,106 individuals from the older population in the city. This is equivalent to 89.52 percent of the total target population of 599,929. Of the fully vaccinated, 95,881 individuals have received their booster shots and 25,051 individuals have received their first dose. Yu urged the public to get vaccinated to help reduce the daily Covid-19 cases being detected in the city. Low Covid-19 cases This month, the city has again experienced fewer active Covid-19 cases. As of February 21, the city only recorded 10 new Covid-19 cases, bringing the total cumulative cases in Cagayan de Oro to 25,479. Aside from the low number of new cases, the city also reported 258 new recoveries, bringing the total to 23,315 recoveries and reducing

the total active cases to 1,245. Deaths related to Covid-19 stand at 919. Other NorMin provinces, LGUs In Marawi City, Lanao del Sur, Dr. Khadafi Mapandi, an official of the LGU's CHO, said vaccines for children are clinically safe and parents should not be worried. "This vaccine is safe as the Food and Drugs Administration has given an emergency use authorization (EUA) to the vaccines especially itong [this] Pfizer na nabigyan ng EUA na (which has secured an EUA and is) safe for children," she said. Although parents are not compelled to submit their kids to vaccination, Mapandi said vaccines can protect them against Covid-19. The city government of Marawi, through the CHO, also launched its Kids Resbakuna on Monday. In Iligan City, the same call for parents to encourage allowing their children to get inoculated was made by the LGU. One of the parents who allowed her twins to get the Covid-19 vaccine was Cherry Mae Paragados, of Barangay

Santiago. She said her twins have comorbidity linked to asthma, and the reason she allowed her children vaccinated was that she and her husband were afraid their children might get Covid-19. One of Iligan City's vaccination sites includes the Adventist Medical Center, which is open every Wednesday. Meanwhile, children can get vaccinated at Robinsons Place Iligan on Friday and Saturday. All vaccination sites are open between 9 a.m. and 3 p.m. Meanwhile, in Misamis Occidental province, 17 LGUs have activated 21 more vaccination sites from February 10 to 11. The focus for the round of vaccination drive in the province was the dispensation of primary doses for unvaccinated A2 or senior citizens, unvaccinated A5 population, and individuals due for booster shots. The province inoculated a total of 8,419 individuals coming from different priority groups during the twoday vaccination drive. (PNA)

RAVANERA After hearing the painful narratives of the Manobo, Ta l a a n d i g , H i g a o n o n , Maranaos and other tribes during his visit to inter-act with the IPs in Mindanao, no less than the author of the Indigenous Peoples’ Rights Act (IPRA LAW), Cong Omar Fajardo said the spirit of the law which Congress enacted in 1997 has not been followed and glaringly violated, to the detriment of the Indigenous Peoples now living in extreme poverty and victims of massive oppression. Indeed, the massive conversation of their ancestral domain into massive plantations has continued without letup aptly termed as ‘AGAW LUPA.” This is evident in the life of the Manobo in Sumilao, Bukidnon led by a lady datu named Bae Merlita Mayantao whose 5,000-ha. ancestral domain has been fenced into a ranch by a powerful corporation backed-up by a well-known Security Group and when they protested one early morning in 2016, a barrage of bullets rained upon them and then and there three died and three wounded including two of her children. (AGAW BUHAY) But such horrible social injustice is just a “tip of the iceberg.” In Butong, Quezon, the 1,111 ha. -ancestral domain of the Mamobo-Pulangiyon Tribe has been transformed

into massive plantations by a powerful company, the Kiantig Development Corporation owned and managed by the incumbent Mayor of Quezon, Bukidnon. Some one thousand families of the tribe have been living for five years now under shattered tents along the 4-lane hi-way, eating only “kamote” once a day or nothing at all. The children are drinking water in the nearby river where they are swimming and are very malnourished and sickly. The children have to be tiedup while their parents are sleeping as three have already been hit by running cars. In Mirayon, Talakag, Bukidnon, a chieftain by the name of Datu Ben Anoos has been struggling legally since 2006 to make an LGU accountable for converting the non-stop flowing water from the wonderful spring in the tribe’s ancestral domain into a water system that is supplying the water needs of the people in Talakag. After spending so much in the court battles, the powerful LGU’s grip had even been tightened, the tribe has given up their social justice struggle. This is also true in San Fernanado, Bukidnon when a lady datu named Bae Leah was shot to death in 2018 for defending her tribe’s water rights aptly known as AGAW TUBIG.” Please know that land, water, forest and all natural resources called commons are the economic assets of the poor especially of the Indigenous Peoples who for thousands of years have been using these resources in the spirit of service and sharing. However, when the colonizers came and privatized these commons, t here is t he continuing exclusion of these

commons at the expense of the Indigenous Peoples, not only here in the Philippines but all over the world. In my inter-actions with the Indigenous Peoples globally as then Chairman of the Cooperative Development Authority, it is the unwavering stand of the IPs in Canada and in India declaring that “Our world is not for sale, our water is not for sale, our seeds and biodiversity are not for sale. Our response to globalization under the insane ideology known as corporate globalization builds Earth Democracy for justice, sustainability and peace. As alternatives to the suicidal globalized free market economy based on plundering and polluting the earth’s vital resources which displaces millions of farmers, crafts people and workers, IP communities are resolutely defending and evolving living economies that protect life on earth and promote creativity.” Indeed, as exemplified by the massive oppression of the IPs here in Mindanao, the “ownership” of the rich is based on the “dispossession” of the poor – it is the common, public resources of the poor which are privatized and the poor who are disowned economically, politically and culturally. If only the oneness with nature of the IPs has been followed with high regards to spirituality, then justice, sustainability, and peace will reign and not the rule of the one percent regime of powerful corporations that has put humanity in the brink of disaster. The rule of the one percent regime of global corporations that have profited so much through militarization and ecological destruction, has given so

much veneration to the profit motive that has already captured the mindset of all governments, all institutions, all universities and even of religious groups. The world has been buried deeply in unbridled materialism and consumerism resulting to morale collapse and religious apathy. Let us revisit how Indigenous Peoples of the world have given hig h re verence to nature as shown in the 1848 speech attributed to Chief Seattle of the Suquamish tribe: “How can you buy or sell the sky, the warmth of the land? The idea is strange to us. If you do not own the freshness of the air and the sparkle of the water, how can you buy them? Every part of the earth is sacred to my people. Every shining pine needle, every sandy shore, every mist in the dark woods, every clearing and humming insect is holy in the memory and experience of my people. The sap which courses through the trees carries the memories of the red man. This we know, the earth does not belong to man, man belongs to the earth. This we know. All things are connected like the blood which unites our family. All things are connected.” The contemporaneous development paradigm has sacrificed nature and the people to the altar of greed and profit through corporate globalization that has brought the earth to the doomsday clock of “one minute before midnight.” Indeed, we are living in turbulent times and we must now effect a paradigm shift from neoliberal capitalism to Earth Demo crac y for justice, sustainability and peace. We can still save Mother Earth IDEOLOGY/PAGE 7

The universal character of truth and charity “Whoever is not against us is for us.” (Mk 9,40) With these words, Christ told his apostles, and is telling us now, that we have to be wary of our tendency to be exclusivistic in our outlook in life due to the unavoidable differences and conflicts among us, and the fact that each one of us is unique. Such condition in life does not entitle us to be exclusivistic. If ever, such condition should only prod us to work for more unity among us, a unity that is based on truth and charity as defined by those words of Christ cited above. We have to remember that everything comes from God through Christ in the Holy Spirit. God is our Creator, Christ is our savior, and the Holy Spirit is our sanctifier that keeps alive the spirit of God in us. No matter how different we are from each other, we should never forget that we have a common origin and a common end, and this

basic commonality among ourselves is the basis of why at bottom we can have a universal unity among ourselves in spite of our differences and conflicts. We have to be wary of our tendency to get too stuck to our distinctiveness, idiosyncrasies, peculiarities, preferences, etc. Yes, we a l l h ave t h o s e, but we should never forget that those differences are meant for us to work out a way of complementation and supplementation, so that instead of being fragmented, we cement a stronger bond among ourselves. We have to learn how to be adaptive and resilient without compromising what is truly essential that in the end is a matter of following the example of Christ who, instead of going into a rampage to correct the sins of men, chose to offer his life on the cross, and to conquer evil by resurrecting. Yes, like Christ we have to love even our enemies. We have to learn how to

be accepting of everyone and of everything as each one is, warts and all, without forgetting to do something to improve what needs to be improved, to correct what needs to be corrected with prudence and discretion. Yes, we have to learn how to flow with the tide without losing sight of the harbor we ought to reach. In all this, we should not forget that a lot of sacrifice would be involved. If we have the spirit of Christ, we can handle that condition well, and can even find great meaning and sense of f u lf i l lme nt i n t hos e sacrifices. Truth and charity should go together. One cannot be without the other. That’s why St. Paul said: “If I speak in the tongues of men or of angels, but do not have love, I am only a resounding gong or a clanging cymbal. If I have the gift of prophecy and can fathom all mysteries and all knowledge, and if I have a faith that can move mountains, but do not have

Sinovac COVID vaccine for minors gets the green light in Brazil and Thailand Health authorities in 2 additional countries prove Sinovac's safety for 6-17 years old

OVID protection for minors 6 to 17 is within reach as the Sinovac COVID vaccine was given the green light for Emergency Use Authorization (EUA) in Brazil and Thailand which could be the basis for the same EUA in the Philippines. This development can advance the campaigns

for pediatric vaccination in the country, allaying parental concerns about their children's welfare while reducing vaccine hesitancy. Sinovac is also being used for children and adolescents in China, Chile, Indonesia, Malaysia and other countries in the region. In a statement at a recent media forum on COVID-19,

Enrique Gonzalez, Chairman of the pharmaceutical consortium the IP Biotech Group, explained the consequences of these findings on the current fight against COVID-19. He said, “The medical communities and regulators in several countries have provided data that can assure parents on the safety and efficacy of vaccinating their children. The data will show that Sinovac is indeed a very safe choice for children and teenagers. This supports the notion on the safety and reliability of inactivated virus vaccines, much like the flu vaccine." Gonzalez added that the study in Chile, with data gleaned from 1.9 million children aged 6 to 17 years old, also showed that Sinovac's efficacy is at about 74%. Minors who have contracted COVID-19 but had been

vaccinated with Sinovac avoided hospitalizations with an average batting rate of 90%. More importantly, Sinovac’s efficacy in preventing intensive care unit (ICU) hospitalizations and deaths of COVID-19 stands at 100%. Chile is one of the countries with the highest vaccination rates globally. It approved the EUA of Sinovac for the aforementioned younger age groups who had no underlying health issues in late 2021. Brazil, though their regulatory body Anvisa, and Thailand arrived to a similar decision this month when they too greenlit EUA for Sinovac for the same age group who has no comorbidities. The Sinovac vaccination in Brazil will take two doses, administered within a gap of 28 days. Pediatric vaccination

against COVID-19 has been gaining ground in other countries. In Hong Kong, authorities have started to vaccinate children aged 5 and above starting early January of this year. Prior to this initiative, face-to-face classes in primary schools and kindergartens were temporarily closed to halt mass infection among the kids. In the Philippines, the vaccination for 5 to 11 years old commenced in early February. According to Carlito Galvez, vaccine czar of the Department of Health (DOH), this move will help give parents the confidence to allow their kids to attend faceto-face classes. Sinovac has played a key role in ensuring that populations around the world have adequate defense against the virus. In the Philippines, a majority of the public has been

jabbed by Sinovac. Among the private sector, IP-Biotech Inc. facilitated the first arrival of COVID-19 vaccines in the Philippines that were procured by the private sector back in June. Sinovac is the most widely-used COVID-19 vaccine in the country and has been proven to be safe and efficacious. Gonzalez, who is also the chairman of Family Vaccines Specialty Clinics, Inc. (FVSC) emphasized, “As the country is now focusing on vaccinated children and adolescents, it is important that we provide more choices and proper vaccine access to Filipino families. The vaccine we are introducing has been approved in many other countries with stringent regulatory authorities. We are hoping for similar approval in the Philippines so we can ensure the safety of our youth."
