P1.4B infra fund MARAWI City -- In a bid to improve the living conditions in the Autonomous Region in Muslim Mindanao (ARMM), the Department of Public Works and Highways in the region (DPWHARMM) will implement P1.4 billion worth of infrastructure projects in Maguindanao, Lanao del Sur and Basilan provinces. ARMM Governor Mujiv Hataman with DPWH-ARMM Secretary Engr. Don Mustapha Loong inked a Memorandum of Agreement (MOA), with local government executives, specifically the mayors, for the concreting and construction of roads, water systems and fish ports. Various infrastructure projects in the region are expected to be rolled out this month, ARMM officials said. Each province will be given more than P200 million for the implementation of the projects.

DSWD to assist evacuees displaced by Lanao encounters M A L AC A ÑA NG g ave t he assurance t hat t he Department of Social Welfare and Development (DSWD) will assist communities affected by the ongoing military operations in Butig, Lanao del Sur province. It was reported that people have fled from conflict areas and some of them have lost their livelihood. In a radio interview on Saturday, Undersecretary Manuel Quezon III of the Presidential Communications Development and Strategic Planning Office said he will let the Armed Forces release information on the ongoing operation. “You can be sure that in the refugee areas and mga areas where ang mga kababayan natin are finding refuge, mga evacuation centers, that the DSWD will

be there and the various LGUs (local government units) upang mabigyang lunas ang kanilang paghihirap sa panahon na ito,” he said. “And it is only through the achievement of peace na makababalik ang mga kababayan natin sa kanilang mga tahanan upang hindi lang bumalik ang katahimikan kundi para manatili ito,” he added. Undersecretary Quezon said they are also glad that the Moro Islamic Liberation Front (MILF) has been c o ord i n at i ng w it h t h e military as it repositioned its troops to give way to military operations and avoid misencounters. “There have been many successful cases where the MILF has shown good faith and has cooperated with the authorities, precisely to avoid

untoward incidents and let us give them their due in this regard,” Quezon said.

influenced by the ISIS, he said it is difficult to make a conclusion. He however

The survey began last February 1, 2016 and will conclude on April 29, 2016. The BPLS validation survey is conducted to assess the implementation of the streamlining program which

the agency, in cooperation with DILG, launched last 2011 for the purpose of unifying and hastening the process of business permit issuance among the local government units. Ta r g e t r e s p o n d e n t s are the new and renewed business permit registrants of t he LGU comp os e d of single proprietors, partnerships, corporations and cooperatives. Survey questions will be largely based on the respondent’s BPLS customer experience. On the other hand, the CMCI survey will focus on the local government units

through its different offices and focal persons. The data gathered will be used for the annual competitiveness r a n k i n g of P h i l i p p i n e cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development. The ranking shall be based on the three pillars namely economic dynamism, government efficiency, and infrastructure. It shall also be classified according to the city/municipality’s

category: highly urbanized cities, component cities, all cities, 1st and 2nd class municipalities, 3rd to 6th class municipalities, all municip a lit ies, and a l l provinces. To qualify for the “Most Competitive Province”, the combined population of all participating LGUs under the province should constitute at least 60% of the total provincial population. This index ranking can be used as a diagnostic tool by local government of f i c i a l s t o a s s e s s t h e competitiveness of their city dti/PAGE 7

Justice and Mercy Think a minute…Have you ever missed a bus or plane because you were just a little too late? Recently I had to catch a plane for a very important meeting, so I got to the airport early and waited for the announcement to board the plane. The announcement never came. When I finally went to the gate, I was shocked to see it was closing and the airplane engines had started! I panicked and tried to get the airline worker to let me on. I had nothing to lose and was desperate so I told her I wasn’t asking for justice, I was begging for mercy. Well, she did not give it to me. You know that terrible feeling when you’ve done something wrong and you know you deserve to suffer the consequences? Every religion, except Christianity, has certain rules or rituals and good deeds that people must do to try to earn their god’s forgiveness for their wrongs. Some religions even make people torture and punish themselves to pay the penalty for their own wrongs. But Jesus Christ showed that there is absolutely nothing we can do to earn or deserve God’s forgiveness for all the wrongs we’ve done. Not even our religious prayers, duties, and deeds come close to paying our debt to Him for all our

Dirty politics! Only in the Philippines can politics really get dirty. And I don’t mean character assassinations and below-thebelt attacks against political opponents. These practices are also fairly common in other democracies. Just watch and listen to Donald Trump. What makes the Philippines unique is the amount of garbage, literally, that is generated before, during and after the political season. The Metro Manila Development Authority reported recently that it collected tons and tons of trash – consisting of illegallyplaced campaign posters. Same was true in other capitals outside Metro Manila where the Comelec and their deputies tore down oversized tarpaulins, streamers and similar materials from trees, electric posts and about anywhere else where they were not supposed to be. But if you think that’s a lot, just wait for the official campaign period for local officials and congressmen to begin a few weeks from now. By then, potential trash materials will not only be generated by presidentiables , vice presidentiables and senatoriables. A hundred times or perhaps a thousand times more would be coming f rom hop ef u ls s e ek ing their political fortunes as provincial governors, vice governors, board members, mayors, vice mayors, councilors – and honorable congressmen. In the past, any flat surface ( such as walls and fences) was prime target for

sins. We don’t need justice, we need mercy! None of us can ever reach God’s standard of perfect goodness in everything we think, say, and do. That’s why God the Son became a human being to do it for us. Jesus said that our only hope is His mercy, because He has already paid the penalty for all our sins by giving His own perfect life for us on the cross. We just have to ask and believe that He will give us His free gift of forgiveness and new, eternal life. Then we can start life all over again, loving Him and living His right way that He plans for us to enjoy. So today, won’t you ask Jesus for His free gift of forgiveness and new life? Then ask Him to start changing you so you can live His successful and satisfying way He created you for. Just Think a Minute...

The overlay competition was done on a daily and even hourly basis so that by the end of the week, the layers and layers of posters would become so thick that they would simply peel off due to sheer weight. Leaflets and flyers are also significant trash generators. Going to their precincts, most voters have to walk through piles of litters which are often deliberately scattered by overzealous campaigners. Expect the Comelec and their deputized government units to put up a token effort of taking down illegal posters. But that’s about it. We have read about a few candidates being penalized for excessive spending. But we still have to come across a case of any candidate being prosecuted for over-sized and/or i l lega l ly-pl ace d campaign materials. Af te r t he el e c t i ons , nobody among those who were directly or (as the Senate committee puts it ) ultimately responsible for all these garbage ever cleans up. In Metro Manila, everybody expects MMDA Chair Emerson Carlos to collect the thrash. Na t i o n a l a r t i s t f o r literature F. Sionil Jose has written essays which he compiled into books entitled: “Why We Are Hungr y” and “Why We Are Poor”. I would not be surprised if the national artist, who is still very mentally active in his

90s, comes out with another volume entitled: “Why We Are Dirty”. The Debate We have to congratulate the Comelec and their media partners (Philippine Daily Inquirer – the other No. 1 newspaper and GMA Network) for hosting last week’s live TV debate among presidentiables. Just getting all those political biggies together, to discuss their programs without having to result to “sampalan, suntukan o barilan”, was success enough for the hosts. Most observers rated the debate at 7 to 8, in a scale of 1 to 10, in terms of meeting expectations. Most of those who watched it got a bird’s eye-view of what each of the candidates stood for. But some spectators were left hanging, waiting for details. Even the candidates conceded: What can you really explain in 90 seconds? And because, each candidate got to “debate” with only one opponent per round, it was really not easy matching up all the candidates on a per issue basis. To address this, future debate hosts may wish to consider one Q&A segment patterned after international beauty pageants. All the candidates answer only one question at a time. But four of the other candidates retire to a sound-proof booth so they would not hear the response of the current speaker. Congrats to my marathoner. Congratulations to my daughter Frannie, who

The pacer (Sheryll Quimosing) ran alongside Frannie and gave Frannie valuable tips and encouragement. Thanks to our social media friends who sent messages to Frannie every hour on the hour for the duration of the run. Years ago, I ran my longest race – a half marathon. With only two kilometers to the finish line, I suffered severe leg cramps. Just as I was about to give up, the late lawyer Leonardo Siguion Reyna overtook me. Sig, as the younger runners called him, must have been in his late 50s at that time. He was huffing and puffing but he just kept going. Bacani was quoted as saying that the most important revolution of all is not really a revolution of the people asserting their power, which means to say the EDSA People Power Revolution was in reality an irrelevance to Filipinos wanting real change, but a revolution that leads to a conversion of the heart of an individual. “The most important

revolution is (the) revolution of the heart, (or the revolution of ) conversion,” Bacani was also reported to have preached, in the presence of high government officials belonging to the Cabinet of President Benigno Aquino III. The prelate further urged that Filipinos must obey God, and not men, and that we must help each other not only with the work of our hands but with hearts that have Jesus. -ooo W HAT B I S H O P ’ S H O M I LY O N E D S A REALLY MEANT: That was a mouthful, if you ask me. Why would Bacani, a respected leader of the Philippine Roman Catholic Church, be advocating for a “revolution of the heart” at a time when “people power revolution”---or the ouster of the country’s president t h ro u g h a s u p p o s e d l y bloodless uprising of the people---was being extolled in its 30th year? It could only mean one thing: that as far as Bacani and his Church were concerned, the so-called “people power revolution” that took place

in EDSA in 1986 was not the kind of revolution that the country and its people needed at that time as it did not, in fact, improve their lives. Yes, EDSA may have ushered in a change in leadership alright, but a change in the heart, in the attitude and behavior of many Filipinos, did not take place. Many Filipinos, leaders and ordinary citizens alike, re m ai n e d c or r upt an d concerned only about their personal and family interests, and in the furtherance of their financial fortunes which suffered greatly during the 20-year reign of Ferdinand Marcos. Democracy and economic prosperity continued to be enjoyed only by the rich and the mighty after EDSA 1986, while our countrymen remain shackled in poverty and want. -ooo WHY DID EDSA FAIL? There did not come about a change in the mindset of Filipino politicians, oligarchs, and social warlords towards the great number of ordinary Filipinos who continued unable to make both ends me e t w it h t he me age r

Honda PH sees slower car sales this year HONDA CARS Philippines, Inc. sees a slowdown in vehicle sales in 2016, although it still expects to grow at a higher rate than the industry, the automaker’s country head said. “We want to grow at least stronger than the market growth. If the market grows by 10%, we should be more than 10%,” Toshio Kuwahara, president and general manager, told reporters Tuesday night during the launch of the third generation Honda Pilot sport utility vehicle (SUV). Last year, the company sold almost 20,000 vehicles, up 44% compared with sales in 2014. Based on preliminary figures from the Trade department, the local automotive industry in 2015 sold around 321,534 vehicles, up 19% from 269,164 units in the previous year. “I’m not expecting that our sales will grow another 40%, another 30%… [but] at least stronger than the market growth,” he said. Mr. Kuwahara said Honda’s City model accounted for 40% of the company’s sales last year. The rest was contributed by its 12 other models. The newly introduced Pilot accounted for just 1%-2% of sales. Most of the cars were manufactured abroad. In 2015, the company brought in the more affordable

seven-seater multi-purpose utility vehicle Mobilio, which has become its second bestselling vehicle next to the City. It also launched the latest version of its Odyssey and one of its global products, the HR-V. “I am pleased to announce that we have already increased our supply and stabilized our stock situation. The allnew HR-V vehicles are now readily available at any Honda dealership,” Mr. Kuwahara said in a speech at the same event. He said the 10th generation Civic “is coming soon,” but he declined to give a specific month or quarter. Earlier this year, the company introduced the new CR-Z 1.5 IMA Hybrid Navi. Honda introduced the first generation Pilot a decade ago. The model was its first mainstream eight-passenger

SUV built on a car-like body. It offered more space and better fuel efficiency. The second generation came in 2012, and featured upgraded rugged utility and better off-road capabilities. The third generation, with a retail price of P3.38 million, has “more advance technology and more premium attributes,” he said. Mr. Kuwahara said that the previous Pilot generation was not able to “compete head to head” with its counterparts in the local market because of its size, seat and engine. It only had basic safety features. But he said the Pilot’s target customers “are very wealthy”, thus its performance was not that strong. “This [third generation] Pilot has a great opportunity to tackle and get some volume,” he said.

NOT KEEN ON ‘CARS’ SCHEME On the sidelines of the event, Mr. Kuwahara said the company would not apply for the third and last slot in the government’s Comprehensive Automotive Resurgence Strategy (CARS) scheme, which requires each enrolled car companies to locally manufacture 200,000 units of a specific model in the next six years in exchange for an incentive that is equivalent to about $1,000 per car. “We are not applying for CARS simply because we cannot,” he said. “They are demanding 200,000 units in six years and our production is below 10,000. Our capacity from the beginning is more or less 11,000. Even if we maximize the production and do it for six years, it will be less than 70,000 units, which is far below 200,000 units.” The CARS program is expected to heighten pricing competition as supply increases, but Mr. Kuwahara said local motorists’ decision to buy a car was not based solely on price. The first group of people that a child has communicate with is his family. In addition, they are the ones that made him feel loved and cared for. It is in them that a child first learned and further appreciate gaining knowledge. This first step of learning of a child took place through observing, listening, seeing people around and interacting with. It is a continuous receiving of knowledge, adjusting of attitudes and discovering acquired values. Thus, once he began to step out from that home, he will be bringing these learnings wherever he go, such as in school. Fact be told, family has a great influence to the learning development of a child. The kind of relationship inside his home affects him and his learning

progress. For an instance, a peaceful home could provide good impact to the child’s education because he could concentrate in his studies. Contrary to this, a family where conflicts reside will cause negative impact to the student not just in his studies, but also his behavior, interaction with other people and his physical, mental and emotional health. It is true that family relat ionship and a ls o parental involvement in child’s learning are key factors in improving his academic attainment and achievements. Thus, it is important that families should be aware on this because family environment matters much, or even the one that matters most in order for a student to be successful in his academic life and life, as a whole.

Parents-Teachers partnership in education By JESUS V. MURING, Ed. D. Public Schools District Supervisor Malaybalay City District II

It has been said that “It takes the whole village to educate a child”. It simply means that educating a child is not only the concern of the teacher in school but it’s a concern of the parents as well. I have personally observed during the times when I was still a classroom teacher even until I became a school principal and eventually as a public schools district supervisor that some if not most of the parents sometimes forget to give importance in such a way that their children be given ample time in monitoring their school performance. We could not deny the fact that with this very busy world of today’s time, some parents inadvertently believed that all they need to do is to make sure that they have send their children to school and rely everything to the teachers. Parents tend to believe further that after a couple months and even years they expect their children to come out from school “educated” without any intervention on the part of the parents. It is certainly not.

Let us be reminded that the home is the first school. This is where informal teaching is being done and the first teachers are the parents. It is in the home where lessons of honesty, love, and respect. Parents need to provide their children with strong foundation. I was reminded with an author who said and I quote, “Parents have to provide their children with the roots and wings”. Roots for them to have a proper foundations, and wings so that they can soar high to a greater heights. I strongly believed that this can be materialized if they are properly nurtured and have given essential foundation for them to be able to fully achieve their full potential in a wide horizon and to be the masterpiece of human perfection that each one of them can become. Parents must accept the challenge and recognize their parental duties and roles in the proper raring of their children. Parenting is actually a vocation, and it is imperative that both a challenge as it is a duty. Values are best

imparted in the intimacy of the family via the example and interaction of the parents as role models. Teachers, on the other hand exist as the second parents of the children in school. They are actually doing so in “locoparentis”. Teachers are in the school ever ready to discharge their duties and responsibilities as mandated in R.A. 4670. The strong partnership of home and school cannot be over-emphasized. The collaboration is so necessary that the absence of one, the children will be “torn” between two important pillars- the parent and the teacher. Thus, both parents and teachers must realize that there has to be a goal congruence between home and school. Both should have a common goal. I always subscribe to the proposition that by living up to strong partnership coupled with passion and determination there come nothing impossible. In order to achieve this common goal, both should work hand-in-hand embedded with strong and healthy-working relationship.

Next was Southern Mindanao, or the Davao Region, with P1.158 billion; followed by Western Mindanao (the Zamboanga Peninsula), P809.09 million; Caraga, P628.01 million; Northern Mindanao, P637.25 million; and the Autonomous Region in Muslim Mindanao, P167.65 million. Lealyn A. Ramos, PRDP Mindanao Project Support Office, said these projects are among those that will be considered for the 2016 allocation. “All our infrastructure projects are in support of the priority commodity of each region. Aside from the technical specifications, it (the project) has to pass also our criteria on socio-economic indicators with our tools such as the expanded vulnerability and sustainability assessment and its contribution to the commodity value chain,” said Ms. Ramos. Most of the projects are farmto-market roads, with only the town of Nasipit in Agusan del Norte seeking the rehabilitation of its communal irrigation system with a capital outlay of P29.32 million. The assessment of the proposals is being conducted by the National Project Coordinating Office and the Mindanao Project Support Office. As of October 2015, there were 190 infrastructure projects worth P11.3 billion approved for implementation, with Mindanao cornering the bulk at P5.1 billion for 113 sub-projects. Luzon has 52 sub-projects worth P4.3 billion, while the Visayas got the green light for 25 sub-projects at P1.932 billion. The six-year PRDP, a World Bank (WB)-financed program with the Department of Agriculture (DA) as lead implementing agency, is an expanded version of the Mindanao Rural Development Program that was completed in 2014. Last year, the PRDP sought an additional $500 million in funding from the WB after submitted proposals exceeded the initial allocation of P18 billion for infrastructure projects. Another P9 billion under the PRDP fund is budgeted for enterprise projects, the National Resources and Management component.

The barangay council of Mahanub came out with the resolution after learning that a company was planning to open a limestone quarry in neighboring Sitio Dalit, Barangay San Isidro. “We fear the adverse impact to the environment if this quarry and mining operations will operate in the town,” Alan Nada, a village councilor of Mahanub said. Nada said the operation of this limestone quarry would also affect their village. “This company has proposed 40 hectares of limestone quarry and mining operations and a portion of this area is part of the village,” he said. Nada told MindaNews on Friday that they would not allow mining and limestone quarry activities in Gigaquit because they don’t want their place to become “ugly” like Claver, a neighboring town. He said the barangay council issued the resolution on February 16. Roy Pepino, a retired US Navy serviceman said he doesn’t like mining operations to be allowed in this town. Pepino is among the hundreds of residents who signed the petition opposing the entry of Ibuna Enterprises, which is now seeking an environmental

compliance certificate from the Department of Environment and Natural Resources-Caraga in Butuan City. “I’ve been to many places and areas outside the country and seen quarry operations and mining operations which are far from the settlement of the people unlike this proposed one which is close to the village,” he said. He said that in other countries limestone quarry operations happen in inactive limestone formations. “In here it’s obvious that the limestone formations are active because of the river beside it which is the Baoy River. If these limestones will be extracted, our water will be murky since limestone will serve as natural filtration to the aquifer,” he explained. Ibuna Enterprises applied for an ECC and other permits after the barangay council of San Isidro issued a resolution on November 24, 2015 in favor Ibuna’s plan to open a limestone quarry. But the resolution came under heavy criticism as the barangay council reportedly approved it without obtaining the consent of the residents.

Rice farmer Ifraim Alayon said a group of lumads or indigenous peoples (IPs), who are claiming that the land belongs to their ancestral domain and therefore not subject for distribution, have begun encroaching and occupied some lots that were not yet awarded since last year. Alayon said the group even hired heavily-armed security guards firing shots at farmers and even killed one in October last year, and injured two others early this year. “We were tilling our lands here peacefully when the government started awarding us the title in 2006. But everything has changed when out of nowhere a group of lumads showed up claiming the land as their ancestral domain and even hired armed men to harass us,” Alayon said. Buklata president Irene Sanchez said the government distributed the land at one-hectare per beneficiary who were mostly displaced workers of the defunct Bukidnon Farms, Inc. after thorough evaluation and proper procedures. She said that when President Marcos was toppled down by the Edsa Revolution in 1986, the company was among those sequestered by the Presidential Commission on Good Government (PCGG) under late President Corazon Aquino since Danding Cojuangco, the owner and her own uncle, was a known Marcos crony. According to Sanchez that since the displaced workers were priority beneficiaries of the sequestered land, their entitlement are duly recognized, including those who have not yet received their CLOAs as of the press time. Sanchez also belied the claim of lumads that their certificates of land ownership were fake. Sanchez showed BusinessWeek Mindanao the topographic map of the area and other pertinent documents duly signed by the Municipal Agrarian Reform Office, including Land Bank receipts of payment for their respective real property taxes. “How can the Land Bank, a government-owned bank, or the Provincial Treasurer’s Office accept payments for a fake CLOAs?,” Sanchez asked. Based on the documents, since 2006, around 256 hectares were already distributed to identified beneficiaries, while the rest are still on the process of distribution

Kamaruddin, the leader of 36-strong heavily-armed Cowboy Security accused of harassing the farmers, said the recent incidents of gunshots heard in the area were actual exchanges of fire shots. Lately they had a bloodletting branded as "Dugo Ko Para sa Buhay Mo."This was participated by the 4th Infantry Division of the AFP,Philippine National Police and

Their were a good mass of people who donated at the OPD of Jr. Borja City Hospital.It is very noble what this organization has done through this project we can save a lot of lives.Rutche Cutanda Fullo was the project chair was successful on the preparation and in facilitating the volunteers.Their were 10 volunteers from the AFP and 16 from the PNP and other individual volunteers.The Red Cross Regional Director Dr. Myra Yee was very grateful to JCI for coming up with this donations,

The grannies were very delighted they sang some songs they were given a little party with theirs gifts from JCI full of toiletries they can use for daily hygiene.I have spoken to one of the caregivers and found out that the cases which the elder is brought to their care are mostly neglected by the family,left out on the streets,either

they are abused or abandoned.They were suppose to cater for 15 patients but now they have increased to 17.It brought me to tears knowing that their own

family had forsaken them.It is very painful to be abandoned by your own children. Thinking how poverty is very present among us I think no matter how poor our situation is we have a responsibilty to our parents.They have taken care of us since were young and gave us food to eat and clothes to wear but we cannot do that to them in return?Its a conviction and conscience to love them ,to carry them on their feet when they cant walk and held them up when they are unable to do

so.It is very important to do what we are obliged to do.That is why i am encouraging everyone to share your kindness and love to those that needed it.A little share of your blessing will go a long way.I am very proud of the JCI macajalar 24k for making projects that can bring a lot of inspirations to humanity.A humble heart can touch lives.I commend for a job well done.My you all continue to do the acts of kindness that can create a ripple.JCI macajalar 24k Sikat kayo mga Higala.

kids into knowing the historical background of the statues and infrastructures that are being seen at the Plaza Divisoria. This is for them to appreciate history and they too can guide street tourists passing their way. RANGERS-10 is into partnership with NGOs which are helping the street kids and find their identity, educate them and find their life meaningful as part of the society.
