PROSPECTIVE bidders for the P73.93-billion bus system project in Davao City have been given more time to submit bids — until Feb. 10 — the Transportation department’s procuring agent said. The Department of Transportation (DoTr) started inviting bidders in November last year, through the Procurement Service of the Department of Budget and Management (PS-DBM), for the design, construction, and completion of the Davao Public Transport Modernization Project, also known as the Davao High Priority Bus System Project. The deadline for bid submission was originally set for Jan. 6, but the PS-DBM announced in its most recent general bid bulletin that it has been moved to Feb. 10 at 10 a.m.

Fake vax cards A WOMAN has been arrested for selling fake coronavirus disease 2019 (Covid-19) vaccination cards in Manolo Fortich, Bukidnon, police authorities said on Saturday. Bukidnon Police Provincial Office (BukPPO) spokesperson Capt. Jiselle Longakit said suspect Sharlyn Abdul, 20, was arrested selling two fake vaccination cards worth P700 to undercover cops during an entrapment in Mulberry, Barangay Tankulan on Friday. The Municipal Health Office (MHO) headed by Katrina Tilap, a public health nurse, and Barangay Tankulan Kagawad Allan Imprugo were also present during the operation.

Davao's customs revenue DAVAO City - The Bureau of Customs (BOC) - Port of Davao reported Thursday that it has exceeded its January 2022 revenue collection target. In a statement, BOCDavao said they have collected P3.3 billion or 2.22 percent higher than its assigned target of P3.23 billion last month, posting a surplus of P71.60 million. The collection is also higher by 9.49 percent compared to the January 2021 collection performance of P2.95 billion.

A COOPERATIVE of agrarian reform beneficiaries in Davao de Oro has received a foodgrade facility for making banana flour, paving the way for expanded commercial production of the cooking ingredient, which is touted as a gluten-free alternative. The Department of Trade and Industry’s (DTI) Davao de Oro office said P1.68 million worth of banana flour manufacturing equipment was turned over last week to the VPI Agrarian Reform Beneficiaries Cooperative. The project was

undertaken under the government’s Shared Service Facility program. “O u r S SF proj e c t s are intended to enhance productivity and efficiency of our MSMEs (micro, small and medium enterprises), but at the same time generate more jobs and increase sales,” DTI Provincial Director Lucky Siegfred M. DAVAO City — Pastor Apollo Carreon Quiboloy, self-proclaimed “appointed son of God” and founder of the Kingdom of Jesus Christ, The Name Above Every Name (KOJC ) and two other church administrators have been placed on a “wanted” list by the United States Federal Bureau of Investigation (FBI) for “conspiracy to engage in sex trafficking by force,

fraud and coercion, and sex trafficking of children; sex trafficking by force, fraud, and coercion; conspiracy; and bulk cash smuggling.” The “wanted by the FBI” posters of Quiboloy, Teresita Tolibas Dandan, and Helen Panilag, were posted on the FBI’s website nearly three months after federal warrants of arrest were issued on November 10, 2021.

The downloadable poster shows Quiboloy’s photograph, t he det ai ls b ehind t he “wanted” status and a note at the bottom that “if you have any information concerning this person, please contact your local FBI office or the nearest American Embassy or Consulate.” A similar poster has been made for Dandan and Panilag. We weren’t sure at the b e g i n n i ng h ow we l l it would work. We never met the families and children

in person, and we made everything run remotely. Pa r e n t s w e r e g i v e n instructions about how to watch the videos and read the books with their children, including questions to ask them before, during and after reading the books or watching the videos. Children were tested on a variety of measures before and after the program. Results showed there was an upward trend on all the measures, including socialemotional skills, counting, alphabet knowledge and emergent literacy. O u r re s u lt s s u g ge s t virtual intervention may be successful in promoting kindergarten readiness skills even when children cannot be in preschool or in an inperson summer program. Wh i l e t h is pro g r am was developed in response to the pandemic, the promising results suggest it may be useful for other circumstances. For example, virtual inter vent ions cou ld b e used in rural areas where it is difficult for families to participate in in-person programs or for seriously ill children who are unable to attend in person.

Imported car sales grow 14% in 2021 THE appetite of the local market for imported vehicles recovered in 2021 as sales grew 14 percent compared to 2020 numbers, the Association of Vehicle Importers and Distributors (AVID) reported Monday. AVID said imported vehicle sales last year increased to 58,916 units from 51,851 units in 2020. The double-digit growth in sales of light commercial vehicles offset the 9 percent decline of passenger car sales last year. Imported light commercial vehicles sold 42,871 units in 2021, higher by 23 percent than

the 34,896 unit sales in 2020. Sales of outsourced passenger cars in the previous year decreased to 15,092 units from 16,650 units sold a year ago. On the other hand, commercial vehicle sales jumped 212 percent to 953 units from 305 units in the same period. Month-on-month, AVID members’ cumulative sales increased by 7 percent to 5,259 units in December last year from 4,903 units in November. Some 4,110 units sold in the previous month were light commercial vehicles, 1,140 units SALES/PAGE 7

Cebu Pacific: 19 local destinations open for travelers BUDGET carrier Cebu Pacific announced on Thursday that 19 domestic destinations in its network are now open for leisure travelers and no longer require a swab test for fully vaccinated passengers. “Destinations include Bohol, Boracay, Butuan, Camiguin, Cagayan de Oro, Cebu (Cebu City

and Mandaue City), Clark, Maguindanao Province, Davao, Dumaguete, General Santos, Iloilo, Legazpi, Manila, Naga, Ozamiz, San Jose, Tacloban, and Tuguegarao,” Cebu Pacific said in an e-mailed statement. “Other requirements may include vaccination

certificate, vaccination card, governmentissued ID, travel permits from S-Pass, confirmed accommodations, and registration to specific contact tracing applications,” it added. Passengers going to Butuan and Cagayan de Oro are required to upload their vaccination

Buzzards and bees Think a minute… Buzzards and bees are very different in their eating habits. Buzzards fly circling above looking for animals that are either hurt or dead. Then they swoop down to tear and feast on it until it is gone. But honeybees are the exact opposite. Honeybees only look for the good, sweet nectar as they fly from flower to flower. Buzzards produce fear, pain, and death in their feeding. But bees produce honeycombs full of sweet, nourishing honey that gives health and enjoyment to others. I n t e r e s t i n g l y, b o t h buzzards and bees always find what they’re looking for! Just like a wife can usually find what she’s looking for in her husband. She sees what she wants to see: the good or the bad. So if she focuses on her husband’s faults and mistakes, she will find them. But when her husband feels that she does not respect him, maybe even sees him as a failure, guess who is the last person in the world he wants to be with? Since he feels he can never be good enough for her.

“Politics, though often denigrated, remains a lofty vocation and one of the highest forms of charity, inasmuch as it seeks the common good.” Pope Francis’ call is directed not only to public officials but to all of us as voters tasked to choose our leaders. This indeed is the full meaning of Good Governance — the upright conduct of those who govern “from the top” in response to the participation and call for accountability of those who are governed “from below”. Good Governance is a twoway process. Good leaders come from the choice of enlightened voters. Unfit leaders come from those

who sell their votes. Thus, for Pope Francis, “p o l it i c s i s s om e t h i n g more noble than posturing, marketing and media spin. These sow nothing but division, conflict and a bleak cynicism incapable of mobilizing people to pursue a common goal.” What then are some guidelines for Christians in political life? The Second Plenar y C ouncil of the Church in the Philippines lists five key principles: 1) pursuit of the common good, 2) promotion of social justice, 3) the spirit of service, 4) option for the poor, and 5) empowerment of people. In preparation for ele c t ions, t he C at holic Bishops’ Conference of the Philippines has also issued a triple call to all Filipino citizens. First, is to form Circles of Discernment — in our neighborhood or workplace, e.g., in Basic Ecclesial Communities, or sectoral groupings, etc. This enables us to see together and judge together our present situation. The second moment is to engage in Principled Partisan Politics. Christian citizens

start with the key principles of their faith, and engage in “the noble art of politics.” By its very nature, elections are partisan — i.e., a political party or candidate is chosen from several contenders. It can also be trans-partisan when worthwhile candidates are chosen from across several political parties. The Catholic laity are thus encouraged to be partisan or transpartisan and actively support worthy candidates, particularly those with limited resources but with a solid record of service. The third moment is to vote for candidates who work for the common good. This is the right and responsibility of every Filipino voter. The Common Good is described by the bishops in Vatican II as “the sum total of social conditions which allow people, either as groups or individuals, to reach their fulfillment more fully and more easily.” Today these social conditions include the requirements for sustainable development for the wellbeing of future generations. What then are some criteria in choosing candidates for public office?

We can consider five C’s in judging whether candidates are working or not for the common good. I. CONSCIENCE: Is the candidate a person of moral integrity? Is s/he God-fearing (maka-Dios) and pro-life (maka-buhay)? Does he respect human dignity and human rights? Does she follow the rule of law? Is he transparent and accountable? Are there no charges or hints of corruption? “Corruption prevents us from looking to the future with hope,” states Pope Francis, “because its tyrannical greed shatters the plans of the weak and tramples upon the poorest of the poor.” II. COMPETENCE: What is the educational background of the candidate? How is his health (physical, mental, psychological, etc.)? What is her record of service (in government or in private office)? Competence should not be based on popularity alone, or on name recall. We consult a doctor who we know is qualified and has passed the medical exams; CHRISTIANS/PAGE 6

Deus Ex Machina History will judge our 14th president, Gloria Macapagal Arroyo, as one of the two most significant women in the history of the Philippines. The other is her one-time mentor, our 11th President, Corazon Aquino. No other women in our history come close to the role they played in our nation’s saga, even if we go back in time to a Gabriela Silang or to a Princess Urduja. When posterity looks back to how the modern-day Philippines became democratically free and economically strong, its gaze will be on the 1986 people power and on the 2005 fiscal reforms. Thus I felt very honored to be part of the virtual launching of President Arroyo’s book, Deus Ex Machina, last Wednesday. it is President Arroyo’s story in her own words, told and published during her lifetime. Why “Deus Ex Machina”?

The term (literally “god from machine’) derives from Greek drama, where a god appears in a shining chariot at a critical point and solves a seemingly unsolvable problem. In modern times, the term that comes closest is “divine intervention” or more appropriately “divine providence”. President Arroyo firmly believed in Divine Providence. Her late father, President Diosdado Macapagal, had consistently drilled into his daughter “In every thing that you do, do what is right, do your best and God will take care of the rest.” The book was published by the Manila Bulletin Publishing Corporation and was launched fortuitously on February 2, 2022, the 122nd anniversary of The Manila Bulletin. President Arroyo stated that there will actually be

two memoirs. The first one, consist ing of 216 pages is anecdotal in style and targets the casual reader. The second version, probably twice as long, will be more analytical and designed for the researcher type. Consisting of 7 parts, Book One narrates various phases of the author’s life, namely: 1. Roots 2. Striking Out On My Own 3. Public Service 4. Madame Senator to Madame Vice President 5- 6. Her Presidency 7. Congresswoman Gloria and Madame Speaker. The virtual book launch was attended by the President’s family and former senior officials of her administration. Also present were political leaders of the province of Pampanga, leaders of political parties to which she had been affiliated, persons who played a key role in the publication of the

Vice President Noli de Castro received the first autographed copy of the book. Last week, she was in Davao provinces with BBM opening the national

DILG-10 strengthens communication arm, awards performing CIC members CAGAYAN DE ORO CITY--In line with strengthening the Department of the Interior and Local Government (DILG) Region10’s communication arm, the Regional Communications and Information Committee (CIC) of the office tackled strategies and targets, January 24 to ensure exemplary performance for this year. For this year, the committee will highly focus on anchoring its effort to the Region’s Local Government Resource Center (LGRC), which promotes a culture of learning and knowledge-sharing in pursuit of sustainable development through excellence in local governance. The CIC is currently under the “Multimedia and Knowledge Services” component of the LGRC. Under this component is the development of information materials on the various programs, services, and thrust, to ensure widest dissemination to the intended audience.

With this, DILG-10 Regional Director Arnel M. Agabe expressed the importance of the CIC in producing information materials that would combat the further spread of fake news, especially in virtual platforms. “Accurate information is still the most important resource for the public to make informed decisions. This will also prevent rumors and misinformation from spreading,” he said. On the other hand, to recognize exemplary performance of the CIC members, the following teams were awarded for submitting the greatest number of information materials in CY 2021: Regional Office Category: Local Government Monitoring and Evaluation Division, and DILG Camiguin for the Field Office Category. DILG-10 Assistant Regional Director Yvette Tolentino Sunga extended her congratulations to the recognized teams, while posing a challenge to the other members to continue to be onboard with the targets for this year. In times of crisis, information communication technology (ICT) provides innovative and resilient ways to prevent disruption, allowing individuals to communicate and even collaborate remotely without having to meet faceto-face classes. As firms adopt new technologies for communicating and working, this results in a slew of system adjustments. However, technological obstacles such as internet access, particularly in areas where there are no signals, can be the most significant impediment to teaching and learning continuity, particularly for academic institutions that have chosen online learning as a teaching mode. As far as I can tell, those Bichronous Teachers in our school are having difficulty connecting to the internet due of a poor internet connection. They choose to hold their online class from the comfort of their own home use their own devices and the internet to aid our students' study. As a result, during the pandemic, alternate learning models should be supported by a well-designed technical and logistical implementation

plan. Due to connectivity limitations, the notion of flexible learning has e volve d as an opt ion for online learning, particularly in higher education institutions in the Philippines. Ninety percent of the world's student population has been harmed by the nationwide shutdown of educational institutions in an attempt to restrict the virus's spread. The goal of this research is to look into the issues of maintaining teaching and learning continuity du r i ng t he e pi d e m i c . From the standpoint of learners, it is critical to explore how to lessen the immediate impact of school closures on learning continuity. Furthermore, because teachers are the ones who provide and s upp or t t h e l e a r n i n g process, their viewpoints are just as significant as the learners'. Teachers should be prepared to take on the role of facilitators on remote learning platforms and effectively address the present difficulties of facilitating learning among learners, learner differentiation, and learnercenteredness.

AS online learning becomes a more common model for basic education, schools must investigate the benefits of including both synchronous and asynchronous elements in online learning to maximize the benefits of both these environments. The arrival of COVID-19 has made online learning a common mode of instructional delivery in both higher education and K–12 institutions in several countries across the world. Inline learning involves the use of the Internet to access learning materials; to interact with the content, i nst r u c tor, and ot he r learners; and to obtain support during the learning process, in order to acquire knowledge, to construct

personal meaning, and to grow from the learning experience. I contend t hat t he blend of synchronous and asynchronous online learning potentially reduces some of the challenges of asynchronous online learning alone, including a l ack of imme di ac y, community, interaction and audiovisual communication. Although the blending of face-to-face and online learning has been researched in many studies, the blending of synchronous and asynchronous online has not been researched to the same extent. Grounding on the term "chronous," which means personification in time, we refer to this blend as bichronous online learning.

The MELCs will enable DepEd to focus instruction to the most essential and indispensable competencies that our learners must acquire, as we anticipate challenges in learning delivery. It will also lighten the burden of converting classroom-oriented learning resources into learning resources adapted to distance learning. Releasing the MELCs does not diminish the standards set by the full K to 12 curriculum guides. Rather, these serve as one of the guides for teachers as they address the instructional needs of learners while ensuring that curriculum standards are maintained and achieved. The content and performance standards are indicated in the attached

documents for field implementers, to demonstrate how the MELCs are anchored on the prescribed standards. The Department, through the Bureau of Curriculum Development – Curriculum Standards Development Division, in collaboration with the Assessment Curriculum and Technology Research Centre (ACTRC), started working on the identification of essential learning competencies in the middle of 2019 as part of its ongoing review of the intended curriculum. Bureau specialists, academic experts and field implementers worked to reach a consensus regarding the criteria to be used in determining these competencies.

Initiated by Secretary Leonor Magtolis-Briones, the K to 12 curriculum review is not just meant to fulfill one of the provisions of Republic Act (RA) 105333 to review the curriculum, but is also part of her commitment to ensure quality, relevant and liberating education for all. After the four phases of curriculum review are completed, the Secretary will convene the Curriculum Consultative Committee to present the findings as provided for in Section 6 of the same Republic Act. The review focuses on articulation within and across learning areas to identify gaps, issues, and concerns across learning areas and grade levels.
