THE Department of Agrarian Reform (DAR) has formed a team that will survey areas settled by agrarian reform beneficiaries (ARBs) to determine what assistance they need to improve their living conditions.

Agrarian Reform Secretary Conrado M. Estrella III said in a statement Sunday that the project development team will determine which of the 57 settlement areas are in need of poverty-relief programs. The team’s creation was authorized by Special Order No. 643.

Estrella said DAR is planning to introduce agribusiness, job-creation, and law and order initiatives.

Lower farm output

FARM OUTPUT likely remained stagnant, with a bias towards the downside, in the third quarter as crops sustained storm damage while farming operations are believed to have been disrupted by the rising cost of inputs like fuel and fertilizer, analysts said.

“The situation in the first and second quarter, which has been successive contractions, will not be better in the third quarter… on the whole, the third quarter will still see a contraction. My take is minus 1.0% to +0.3%,” Roy S. Kempis, retired Pampanga State Agricultural University professor, said in a Viber message.

Kempis said that this is due to a combination of the “continued adverse effects of the upheaval in Eastern Europe which disrupted supply and the physical destruction of crops, livestock and poultry at the peak of typhoon season.

DAVAO City - The Department of Labor and Employment in Davao Region (DOLE11) reported Monday it has recorded a 92.8 percent compliance rate for General Labor Standards (GLS) after businesses in the region managed to correct their deficiencies. DOLE-11 data showed that of the 3,613 private establishments in the region that have been inspected and monitored under the Labor Inspection Program as of November 14, at least 3,352 firms passed the GLS. Lawyer Randolf Pensoy, DOLE-11 head, said the Labor Inspection Program aims to strengthen the "visitorial" and enforcement powers under the Labor Code of the Philippines to ensure compliance of private establishments with labor laws and standards particularly the GLS, Occupational Safety and Health (OSH), and OSH-Covid.

M’danao spot market set in Q1 next year

THE sale of electricity in the Mindanao spot market is targetted to be launched in the first quarter of next year, the Independent Electricity Market Operator of the Philippines (IEMOP) said on Monday.

The wholesale electricity spot market (WESM) is the venue for generators to sell excess power not committed to long-term contracts.

Isidro E. Cacho, Jr., IEMOP’s head of Corporate Strategy and Communications, said the launch could precede the energization of the MindanaoVisayas Interconnection Project (MVIP).

Cacho said the market operator is now working with the Department of Energy (DoE), Energy Regulatory Commission (ERC), Power Sector Assets and Liabilities Management

Corp.(PSALM), Mindanao electric cooperatives and stakeholders, to put WESM in operation before MVIP.

“Hopefully we can launch the WESM before the completion of Visayas interconnection,” he said.

The P52-billion MVIP aims to connect the three main grids to ensure the sharing of energy across the network.

The project, which was certified in 2018 as an Energy Project of National Significance, was initially targeted for completion by December 2020. The NGCP then said the project is expected to be completed in 2022 due to delays caused by the pandemic.

2 traders selling hot cigars arrested in Zambo Sur

ZAMBOANGA City –Authorities separately arrested two traders for selling P373,500 worth of smuggled cigarettes in Zamboanga del Sur province, an official said Friday. Col. Richard Verceles, operations chief of the Area Police CommandWestern Mindanao, said Aian Dumat-ol, 32, and Gambai Saidali, 24, were nabbed more than an hour apart Thursday for trading illicit goods. Dumat-ol was arrested around 5:30 p.m. in Barangay Upper Laperian, Ramon Magsaysay town with anti-smuggling operatives seizing from him

P3.3-B hydropower to boost power supply in Davao Oriental town

DAVAO City – Residents of Caraga town in Davao Oriental province will soon benefit from the P3.3 billion worth of hydropower project, which consists of three mini-hydropower plants with a total capacity of 20.9 megawatts. In a statement Friday, Governor Corazon Malanyaon said the project will address the power woes in the municipality. “This is truly a welcome development, as we have been keen on looking at renewable sources

of energy to help energize communities in the province,” Malanyaon said. Meriam Buguis, consultant of the Volga Power Corp., said they will be using a “run-of-theriver” hydropower facility to tap the flowing waters of the Caraga River, which will generate enough power supply for the town proper and the hinterland communities. For several years since the project started in 2014, the company already secured

the initial requirements, such as Environmental Compliance Certificates (ECC), endorsements from the municipal and barangay local government unit, and the feasibility study, while the processing of other requirements are currently ongoing. With the ongoing groundwork, the company hopes to have the memorandum of agreement for the project signed by January next year to start the construction

phase. The operational phase for the project is projected for up to 25 contract years and renewable for another 25 years. “Aside from generating enough power to provide electricity to households and local industries, the project is also anticipated to provide employment opportunities to villages and residents of nearby barangays during the construction and operational phase,” Bugis noted. As the saying goes, “Education is the key to success in life, and teachers make a lasting in the lives of their students” by Solomon Ortiz, becomes a challenging task for everyone in the society not only for the teachers as well as for the students. With the new normal set up, keeping this quote on its feet needs a lot of passion and power. I am a teacher assigned to a far-flung area of Iligan City. It is one of the remote or less developed area of the city. An area that is far from the trading center. It doesn’t take an expert to understand that living in the city is a different world to a hinterland lifestyle. Compared to the city, life is different in the hinterland. The hinterland gets the family back to basics and provides an opportunity for self-sufficiency. In the city it can be easy to become dependent on convenient stores and urban eats but in the hinterland, your dinner can come straight from the garden to the kitchen table or you can get fresh grown produce close-by at the local farmer’s market. The lifestyle of the hinterland is easy-going, compared to the city where you can often get caught up in the hustle and bustle of city life. A big part of hinterland living is the commonly values. The

hinterland is a family-friendly and relaxed lifestyle where you can raise your own animals and have the space to follow passions or start hobbies. It is about getting out in the fresh air and slowing down to enjoy life, family and friends. During the normal set up, I woke up early every day to get ready to go the school where I am assigned to. Wearing my school uniform, preparing my lesson plans, printing my learning materials bringing with me my chalk board and erasers. When I arrived, I should wear my best smile and enthusiastic mood so to inspire my students that every day is a best moment to live. Talking and eating with them, sharing stories of personal lives and tales of folklores made me satisfied that in my part I was able to talk to them and bond with them. Sometimes, parents also talked to me and made me feel that I am a part of the community and I am secure. Writing, reading and comprehension are the basic skills that should be prioritize on my learners. It would always be a fulfilling day to see them that they learn something from our day-to-day class. But then suddenly, a situation that nobody is prepared happened. This pandemic the set up becomes different. The

school year began on the month of October 2020 and learners will just stay at home answering the modules that the teachers printed. It was a difficult task for the teacher who has passion to inculcate knowledge and quality education to the leaners in the hinterland. It is a challenging task on what strategies and ideas can a teacher give to the students to value and still prioritize education amidst the pandemic situation. I am aware that the simple life in the hinterland may mean survival of the day-today life even in the new normal set up. It becomes difficult and most challenging when the new normal comes in. In the end, this pandemic didn’t just give us a reflection that things will possibly stop in a matter of time unexpected. It gives us a lesson that one’s passion can never be taken away to an individual. Our calling will continue even in the midst of pandemic and it will continue after the pandemic. This gives us a lesson that passion comes with power and dedication. The power to continue when everything else seems to stop. The dedication to create and come up with ideas to provide quality education and to let the world know that when all else quit, teachers remain.

PH among the leaders in payment digitalization

THE success of payment system digitalization varies but an official of Western Union said the Philippines is among the leaders in this field.

In a briefing on Friday, Western Union President for Middle East and Asia Pacific Jean Claude Farah said governments around the globe bids towards digitization “with more or less success because many have talked about it but few have succeeded doing it.”

He, on the other, noted that in the Philippines “this is already taking place,

this is no longer a dream, a bargain or objective.”

“You guys are digitizing your remittance industry much more than the remittance industry,” he said.

For one, the Bangko Sentral ng Pilipinas (BSP) is aiming for a 50 percent share of digital payments to total transactions by 2023.

Farah noted that the government, in general, is also pushing for the digitalization of government processes, thus, “you are way down, down that road.’

Security Bank nets P14.6B from bond offering

SECURITY BANK CORP. raised P14.6 billion from its offering of fixed-rate bonds, more than its initial P3-billion program, following strong demand from investors.

The bank said in a disclosure to the stock exchange that the bonds maturing in 2024 were successfully issued and listed on the Philippine Dealing & Exchange Corp. on Thursday.

“Security Bank raised P14.6-billion worth of bonds at 5.3% per annum, with a tenor of 1.5 years. Due to strong demand for the bonds, the bank exercised its oversubscription option and accepted offers above its minimum P3-billion issue size,” the lender said.

“Security Bank offered the bonds to support its lending activities and expand its funding base,” it added.

Security Bank Executive Vice-President and Financial Markets Segment Head Raul Martin A. Pedro said the successful issuance and oversubscription is testament to investor confidence in the

lender.

The bonds were issued out of Security Bank’s P100-billion peso bond and commercial paper program.

The papers were offered at a minimum investment of P1 million and increments of P100,000 thereafter.

The lender tapped Philippine Commercial Capital, Inc. (PCCI) to be the sole bookrunner for the issuance.

The joint lead arrangers and selling agents for the transaction were PCCI and SB Capital Investment Corp.

The results of his many advanced experiments were published, and James became a highly respected scientist. Yet, while other scientists were recognized by the British government with knighthoods, James was denied that honor simply because of his birth.

James never married, knowing that his country would also reject his children because of him. However, he still gave to others a great inheritance. When James died in 1829, he was a very rich man. But instead of leaving his wealth to his own nation, he left all of his money to the United States. He disinherited England as it had disinherited him.

In his will, James instructed that his money be used to start an institution that would continue to

discover and spread knowledge for humankind. His only condition was that it would carry on his family name which was taken away from him at birth. The name he adopted later in life: Smithson. And today the Smithsonian Institution is the world’s largest museum and research complex. It has 19 museums, 9 research centers, and more than 140 affiliate museums around the world sharing with millions of people its cultural, historical, and scientific knowledge.

James used his “rejection to give him direction” to where he could invest his time, talents and treasures to make the world a better place. Just because you have felt rejected, it does not mean your life has no important purpose. On the contrary, if you sincerely ask your Maker to take charge of your heart and choices, Jesus, who will never reject you, will show you His great plan and purpose for your life… one day at a time. SERVE the People, Especially the Poor & the Oppressed

It was then the period of Martial Law and I remember writing an article entitled, a Barrio in a Cage, a story about Panalsalan, a barrio in Maramag, Bukidnon, which had been enclosed by a rich, influential Congressman then from the Visayas with 6-feet barb wire, making the barrio as the Congressman’s ranch.

I took pictures showing cows mixing with pupils at the elementary school or even entering a chapel during Sunday mass. The cows were the first to harvest the vegetables and crops, leaving the barrio people, the Higaonons, hungry and poor as ever. In fact, out of desperation, the father of a family mixed poison, Thiodan, in the food of his family at dinnertime and then committed suicide to join the family in the after-life. Another sad tale was on how a father of a family had gone crazy and burnt his house.

My advocacy to expose such painful societal truth was used against me by influential people, then put me in jail. Inside the prison cell, I wrote a poem, Veritas Liberabit Vos (The Truth Shall Set Us Free)

Such bitter experience turned me into a passionate writer which I carried as a Columnist, writing articles about “Veritas” that intend to motivate the readers to act to be set free out of painful realities which came about because of the people’s apathetic attitude.

When people are informed and conscienticized, collective actions follow. This had been the case of the ecological people in the uplands of Cagayan de Oro when upon

knowing that indeed, there was no such thing as rule of law in environment, they readily took direct actions through human barricades to stop the massive flow of illegally-cut logs.

No less than His Eminence Archbishop Antonio Ledesma, S.J., who was then a priest and the Director of SEARSOLIN in 1991 reported to us that some fifty ten-wheeler trucks carrying illegally cut logs were passing Cagayan de Oro from one o’clock to five o’clock in the morning as he instructed his staff to monitor. When a security guard took pictures of these trucks, an armed escort ran after the guard. Thus, no way can deforestation be stopped but only through people’s direct actions.

For ten-years, human barricades went on, beginning first in 1991 with some 300 farmers, Indigenous People and fisherfolk, lying in the street and dared logging trucks to run-over them before these 50 logging trucks at dawn could pass. Then, in 1999, the number of barricades went up to 6,000 and finally, we put in clear categorical term the statement, “The people united can never be defeated.” Finally, the rule of law won. Why? No greater love there is that these passionate ecological people willing to give-up their lives to protect God’s vanishing creation which we believe is the highest form of worship.

This time, the people direct actions are not anymore on barricading logging trucks. This time, the actions are long term on a much broader context but the strategy remains: mobilize the collective power of the

people, especially those in the margins so that they can be drawn into the mainstream of development processes.

The urgent call of the times now is to effect social transformation for People, Planet, Prosperity and Peace to unfetter the people from extreme poverty, hunger, massive oppressive, climate change and violent extremism.

Yes, for those who have dreamt, advocated, sacrificed, and even died for it, social change has been so elusive all these years, despite 14 years of Martial Law and two people-powered revolutions. The systems and structures that perpetuate oppression, social injustice and poverty are still as formidable as ever.

Three questions should now be asked: Who Controls? Who Decides? Who Profits?

Yes, only a few oligarchs. How do we then democratize wealth and power in a highly skewed societal order? Only by putting power where it rightfully belongs – to the people. But first the people must be awakened from their deep slumber4 through VERITAS LIBERABIT VOS (the truth shall set us free.)

But, when Veritas is spoken or written, there will always be corresponding countermeasure from those who cannot moderate their greed. This is true in the 70’s in Panalsalan, Maramag, Bukidnon where the Higaonons, who were once masters of the land became the slaves of a powerful rancher. This is even truer now in the life of some 13 million member-consumer-owners (MCOs) of so-called Electric Cooperatives who until now

are deprived of ownership of their respective ECs. Such is the height of social injustice, a Trojan Horse perpetuating a historical deception to some 13 million MCOs with a critical mass of 65 million people in a family of five.

Such social wrong can only be done thru cooperativism but any attempt to do this will merit a corresponding countermeasure from the Cartel and its strong cabal of vested interest. If such will be championed by an office that has been mandated to promote the viability of the cooperatives as instrument of social justice, equity and economic development, the head of that office will surely be subjected to endless harassments and even three attempts to his life. In fact the Ombudsman has found him administratively guilty for doing his ministerial duty of signing the Certificate of Registration of an Electric Cooperative which has passed the scrutiny and approval of all concerned CDA offices under him. Enough is enough of oligarchs masquerading as cooperatives. Just like in the Panalsalan case, he may go to prison for just doing his job. But, no problem! At the end, Veritas Liberabit Vos!

WE NEED to realize more deeply the crucial role of doing the will of God in our life. We have to understand that it is doing God’s will that would make us his image and likeness as we are meant to be. It’s how we live our life with God, as it is meant to be. This truth of faith should be very clear in our mind and should be made an operative principle in our daily life.

We are reminded of this truth of our faith when Christ talked about the two sons who were asked by their father to work in the vineyard. (cfr. Mt 21, 28-32) The first said, yes, but actually did not go, while the second said, no, but eventually went.

Christ concluded, of course, that of the two, it was the second who did the father’s will which is what is truly important. It’s an episode in the gospel that somehow wants to convey the truth that it is in obeying and doing God’s will that we

truly become his image and likeness.

dNo wonder then that Christ said that the greatest commandment is to love God with our whole heart, which, in concrete terms, means that we have to carry out God’s commandments. St. John in his first letter said as much: “This is the love of God, that we keep his commandments.”

We have to find ways of how we can always feel the impulse and the urge to be guided by God’s will and commandments rather than simply guided by our own will. We have to realize more deeply that our will cannot and should not be working simply on its own, and that by working on its own puts it in a dangerous condition. Our will needs to be always referred to and be animated by God’s will.

For this purpose, we may have to develop certain practices of piety that would help us in this direction.

Like, spending time in prayer, in meditation, in regularly reading the contemplating the gospel, in rectifying our intentions, referring them always to God. We have to develop virtues like humility, detachment, holy purity, patience and optimism, fortitude, etc.

Very important in this regard would be to familiarize ourselves with the teaching, deeds and the very life of Christ himself, fully convinced that he is the very pattern of our humanity. We have to make Christ alive in us to such an extent that we can truly say that we are “alter Christus,” another Christ, as we are meant to be.

In this regard, we have to be convinced that our life should also be a liturgical life, since it is in the liturgy where the whole mystery of Christ and his redemptive work is made present and effective in our life. It is in the liturgy, especially in the Holy Mass, where

we can most fittingly do our part in corresponding to that whole mystery of Christ and his mission. It’s where we can be one with him, sharing in his redemptive mission.

We need to feel the need for doing a widespread catechesis on this truth of our faith. With gift of tongue and making use of today’s powerful technologies, let us reach out to others, leading them to realize the crucial role that doing and living God’s will has in our life.

Just like what St. Paul once said, we have to “preach the Word, be prepared in season and out of season…”

CEB adds local flights from Cebu, int’l flights to Hong Kong, Seoul

BUDGET carrier Cebu Pacific (CEB) announced on Sunday its plan to add more domestic and international flights due to anticipated increased demand during the holiday season.

“We know that many are raring to travel again to their favorite local and foreign destinations, so we are very excited to mount these additional flights as we approach the holiday season,” Xander Lao, Cebu Pacific’s chief commercial officer said in an emailed statement.

Starting Dec. 1, the airline will

increase weekly flights between Cebu and Iloilo, Dumaguete, Legazpi, Surigao, Pagadian, and Tacloban.

To widen its international footprint, Cebu Pacific will also add more flights between Manila and Brunei, Jakarta, Seoul, Taipei, and Hong Kong.

The increased weekly flight frequency (from two times to four times) to and from Brunei is expected to start on Nov. 27.

Weekly flights between Manila and Hong Kong will be increased to 32x from 28x currently starting

Dec. 11.

Flights between Manila and Seoul (Incheon) will increase to 14 times per week from seven times currently starting Dec. 1.

Cebu Pacific currently flies to a total of 34 domestic and 19 international destinations.

The airline said it continues to implement a multi-layered approach to safety while it operates with a 100% fully vaccinated crew, 97% of whom have been boosted.

CTA affirms denial of Holcim’s tax refund claim

THE Court of Tax Appeals (CTA) has upheld a ruling that declined Holcim Philippines, Inc.’s partial refund claim of three payments of P331,204.64 representing its local tax liabilities for the first three quarters of 2018.

In a decision dated Nov. 18, the CTA Special Second Division said the Manila trial court did not commit an error when it said Holcim failed to prove that it registered as a wholesaler of an essential commodity, in this case, cement.

“The only piece of evidence that may somehow substantiate petitioner’s status as a seller and/or manufacturer of an essential commodity would

be its Amended articles of incorporation,” the tax court said in the ruling.

It noted that the article of incorporation document also authorizes the firm to deal in other building materials within the scope of commodities classified as essential under the local government code.

Holcim declared that its gross sales for 2017 amounted to P1.19 billion in connection with the renewal of its business permit.

“Since the company’s certification does not also itemize its gross sales pertails to the sale of cement, the court has no way to determine whether the preferential rate of local business tax may be

applied to even a portion of the petitioner’s revenue,” Associate Justice Jean Marie A. Bacorro-Villena said in the ruling.

In 2018, Manila City’s business license division issued statements of account to the firm for its local business tax liabilities each worth P660,482.32 on Jan. 15, Mar. 27 and June 27.

The firm sought a partial refund worth 331,204.67 on each occasion as it argued these were illegally collected.

“Indubitably, from the nature of its business, petitioner (Holcim) is not exclusively engaged in the sale and/or manufacture of cement,” said the tax court.

PHL need additional office spaces yearly

THE Philippines can expect the completion of an average of 543,300 square meters (sq.m.) of office space in the next four years, a study on the property shows.

Real estate consulting firm Colliers in its report “Asia Pacific Market Snapshot” said that it sees office completion to return to the time before the entry of Philippine offshore gaming operators.

This year, Colliers projects the completion of 808,900 sq.m. of office spaces, which it anticipates to increase office vacancy to 18.2% by yearend.

In the third quarter, Colliers said that vacancy was steady at 17.7% due to the contribution of business process outsourcing and traditional firms.

It also recorded the delivery of 102,700 sq.m. of new office space in the third quarter, which was lower than the 146,700 sq.m. recorded in the second quarter and 156,600 sq.m. in the same period a year ago.

“Office space absorption for the remainder of 2022 should be supported by traditional and outsourcing firms,” Colliers said.

Meanwhile, it expects office rents to recover next year after forecasting these to bottom out by the end of 2022.

In the third quarter, Colliers saw a 0.4% increase in rental rates. It then projected an annual rent increase of 1.9% from 2022 to 2024.

On the residential side, Colliers said that improving consumer sentiment and sustained remittances from overseas Filipino workers would support the demand for residential units.

HOW do we navigate the tension between managing in high stress environments while also needing to work sustainably? Did you just laugh reading the words “administrative” and “joy” together? Roll your eyes? Oxymoron much? The idea of working joyfully as an administrative assistant seems like an impossibility or a privilege for just the very few.

People who work in education are experiencing staggering levels of work exhaustion and low morale. With a still active global pandemic, political polarization and vitriol and a variety of national and international crises, people are just done.

Even tenure – one of the last vestiges of job security in the working world – is not keeping people from bowing out. Much of the focus has rightfully been on the burnout and workplace dissatisfaction of faculty, staff and students, not administrative assistants. “Suck it up, buttercup” is a frequent administrative refrain.

We’ve been urged to never complain about overwork or express concerns about out mental health. Our job is to ensure that that everyone else is okay. Our call is to remember that it’s not about us. Yet we cannot overlook the fact that challenges as administrative assistants are triggering record turnover.

Teacher’s Reflection

Everyone has different views about teaching. However, one common reason that he/she is in the field will be: “Teaching is the noblest profession.”

As a teacher, teaching specifically handing kindergarten pupils where foundations of the learners are very important is very challenging to my part. I am teaching to the pupils with different personalities. They are unique to each other. Each one has different behaviors, learning styles, level of performance and has their own pace in learning new things. It can make my teaching meaningful with those different characteristics in the four corner of my classroom. Thus, they will learn something from me that can help them grow as early young individual in the Kindergarten level. It is very significant that children will learn the basic skills necessary to them namely like

writing their names, name and its sound of the alphabet, counting the numerals 0 –10, sharing ones ideas about the parts of the body, how to be a good pupils to other pupils, their relationship towards their classmates and among others. There are lots to provide to them to make them understand such lessons. I am using varied and appropriate strategies and colorful instructional materials that will of great help to teaching as well to the pupils who are the center of the educative process. Aside from it, my teaching style how to deal them is likewise important so that I will able to motivate them fully within the given time frame of teaching the class.

Both teacher and the learner are cooperatively learning with each other. However, the big role as facilitator to them is given to me. I believe that, as a teacher I can make difference!
