$89M Ausie investments

DAVAO City – Australia has allotted around $89 million worth of development projects for the Philippines, the newly designated Australian envoy to the country said during a visit here Friday. “We have a development program which is Australia’s fifth largest in the world for the Philippines. A big part of that goes straight to Mindanao,” Australian Ambassador to the Philippines Hae Kyong Yu said in an interview with reporters here. She said the program covers areas in education, community resilience and humanitarian disaster response.

Firecrackers ban

DAVAO City - To ensure the safety of Dabawenyos as they celebrate the holiday season, the city’s security and safety cluster assured Thursday it will intensify the firecracker ban. Angel Sumagaysay, head of the Public Safety and Security Office (PSSO), said it is in line with the City Ordinance 060-02 also known as the Firecracker Ban which prohibits the possession, use, sale, manufacture and distribution of pyrotechnic devices in the city. “The city’s security units have already been briefed as to the full implementation of the ban. I have already sent a memo to our security forces to really implement the ordinance,” Sumagaysay said in a radio interview.

Marawi projects

THE Department of Public Works and Highways (DPWH) is fast-tracking some road projects as part of the national government’s rebuilding program for the Islamic City of Marawi.

Senior Undersecretary Emil Sadain reported to Secretary Manuel Bonoan that the Japan International Cooperation Agency (JICA) is backing four contract packages (CP) of civil works for Marawi Transcentral Road Phase 3 under the Road Network Development Project in Conflict Affected Areas in Mindanao (RNDPCAAM) with a total length of 18.78 kilometers.

The project is being implemented by DPWH Unified Project Management Office (UPMO) - Roads Management Cluster 1 (Bilateral) led by Project Director Benjamin Bautista with Project Manager Francisco Sawali as overall project in-charge.

DTI closely monitors prices of Noche Buena profucts

DAVAO City – The Department of Trade and Industry in the Davao Region (DTI-11) has intensified its monitoring of Noche Buena products following the issuance of the latest price guide on November 23. In a statement Friday, DTI-11 head Maria Belenda Ambi said they are continuously visiting stores and establishments in the region to monitor the prices, especially Noche Buena items, to ensure that the suggested retail prices (SRPs) are strictly enforced. She said the prices of pasta, cream, spaghetti sauce,

fruit cocktail, cheese and queso de bola have increased significantly. “Compared with 2021, the prices of Noche Buena products this year have increased by at least 10 percent. This can be attributed to the high oil prices, which affected the manufacturing and raw material costs,” Ambi said. The DTI said Noche Buena products are not categorized as Basic Necessities and Prime Commodities (BNPCs) under the Republic Act (RA) No. 75181, as amended by RA No. 10623. “This serves as the price guide of commonly purchased ingredients

and food products served during Christmas and New Year,” Ambi said. She also encouraged consumers to be attentive to the prices, labels and expiration dates when buying their groceries for their protection. “Consumers are also reminded that December is a peak season for shopping; hence, they should shop early and have their own list before going to the stores to avoid the holiday rush,” Ambi said. She advised business establishments to follow the prescribed SRPs of products as overpricing “will be acted upon accordingly.” (PNA)

New sea, air routes enhance Mindanao, East Visayas-Cebu link

NEW ferry and air routes connecting the region to other parts of the country are expected to enhance the competitiveness of the region as a travel and vacation destination, the Department of Tourism (DOT) said on Thursday.

DOT Regional Director Karina Rosa Tiopes said these new routes are an important factor in making a place market-ready and providing additional accessibility by land, air and sea.

Tiopes noted that about two weeks ago, the Kho Shipping Lines launched the Maasin City route for one of their fleets connecting Southern Leyte to Mindanao through Surigao port and Central Visayas via Cebu port.

from the existing roll-on, roll-off ports in Liloan and San Ricardo port that links Southern Leyte to Surigao.

“This is a positive development, especially for our dive markets as it gives guests another option to reach Southern Leyte. Foreign and even domestic tourists going to Sogod Bay Dive sites will now find it more convenient to take the ferry boat from Cebu to Maasin.

Inflation risks expected to be balanced by 2024: BSP

THE hike of domestic inflation rate last November to 8 percent from 7.7 percent in the previous month is within the Bangko Sentral ng Pilipinas’ (BSP) expectations, and it sees risks to be balanced only by 2024 after decelerating in the coming months.

“Inflation is projected to decelerate in the subsequent months due to easing global oil and non-oil prices, negative base effects, and as the impact of BSP’s cumulative policy rate adjustments work its way to the economy,” the BSP said in

a statement on Tuesday.

It earlier projected the November rate of price increases to stay between 7.4 to 8.2 percent. It forecasts inflation to peak either this month or in January 2023.

The Philippine Statistics Authority (PSA) traced the further acceleration of the inflation rate, which is the highest since November 2008, to higher year-on-year upticks in the food and alcoholic beverages index along with those from restaurants and accommodation services. The

average inflation in the first 11 months this year stood at 5.6 percent, higher than the government’s 2 to 4 percent target band. The BSP forecasts this year’s inflation to average at 5.6 percent. It said risks to inflation remain on the upside due to upticks in the prices of food and fertilizer prices, among others, in the international market, as well as the trade restrictions and adverse global weather conditions. “Higher food prices from further domestic

Bangko Sentral holds currency exchange initiative in Davao

THE BANGKO SENTRAL ng Pilipinas (BSP) Mindanao Regional Office has conducted a currency exchange initiative to allow the public to swap banknotes and coins unfit for circulation for e-money.

The e-Cash-in Points initiative is in line with the central bank’s efforts to safeguard the integrity of Philippine currency and to promote the digitalization of transactions in the country.

The BSP Mindanao Regional Office plans to offer the e-Cash-in Points initiative at its next campaigns and onboarding activities on digital financial literacy and cashless payments.

Unfit banknotes are described as soiled bills with faded print or with improper writings.

Meanwhile, unfit coins are those that are corroded or have markings.

Mutilated or damaged banknotes are also accepted for exchange if the current size of the banknote is at least 60% of the original size, the security thread is intact, and signatures of the Philippine president or the BSP governor is still seen.

THE country’s economic managers on Friday expressed their full support behind the creation of the Maharlika Wealth Fund (MWF), saying it would serve “as a vehicle to move forward the agency for prosperity and achieve the economic goals of the administration.”

“Without a doubt, the creation of the MWF will help us achieve our agenda for prosperity and the objectives for inclusive and sustainable economic growth we have outlooked in our mediumterm fiscal framework, eight-point socioeconomic agenda and in the Philippine Development Plan 2023-2028,” Finance Secretary Benjamin Diokno said in a briefing.

Diokno made the statements amid concerns from several sectors over issues of viability and transparency in the creation of the Maharlika Fund.

Previously, the Government Service Insurance System (GSIS), Land Bank of the Philippines (Landbank), Social Security System (SSS), Development Bank of the Philippines (DBP), and the Bureau of the Treasury (BTr) were proposed to contribute the seed

money for the proposed fund.

However, a change was announced by proponents of the House measure, excluding now the SSS and the GSIS from contributing the seed capital. Instead, Bangko Sentral ng Pilipinas (BSP) was tasked to contribute 100 percent of the dividends it has to remit to the national government for the welfare funds’ first two years of operations.

Diokno noted that to date, the BSP invests its funds in foreign government funds and some other investment vehicles managed by professional fund managers, among others, and noted that “as far as I’m concerned, I’m not satisfied with the returns.” With the MWF, he said the investments would be placed in diversified financial assets and development projects, such as toll roads and other infrastructure projects.

“This will ultimately complement the national government’s budget and infrastructure program. So instead of actually reducing the expected revenues, the BSP investing a portion of its profits to the fund will have an effect of magnifying the returns on the investments,”

he said.

Aside from BSP dividends, Diokno said other sources of funds for the MWF include royalties from national resources based on the fiscal regime to be implemented by the national government, proceeds of the privatization of state assets, and public borrowings He said GSIS and SSS “may still contribute to the MWF”, provided that their respective boards approve it.

Diokno was joined by Budget Secretary Amenah Pangandaman, Socioeconomic Secretary Arsenio Balisacan, and BSP Governor Felipe Medalla in supporting the creation of the MWF, as they cited the success of the social welfare fund of the Indonesia Investment Authority, which used the investments to finance major infrastructure projects amid the pandemic.

Boosting the social enterprise ecosystem opinion

Bank of the Philippine Islands (BPI) through its social development arm—BPI Foundation—continues to boost the Philippine social enterprise ecosystem by helping empower social enterprises (SEs) through its program, BPI Sinag.

Social enterprises are viable businesses with specific social objectives. Unlike a charity, social enterprises pursue endeavors that generate revenues which fund their social causes which, in turn, address gaps and issues within communities, eg. agriculture, health care, education, energy, technology and other sectors included in the sustainable development goals of the United Nations.

Introduced in 2015, BPI Sinag was initially conceived as a business challenge for SEs. It has now evolved into a growing ecosystem that continues to bring together not just the country’s visionary entrepreneurs, but also mentors, investors, and other stakeholders with a collective goal of inclusive and sustainable growth through social entrepreneurship.

Promote Social Justice Not ELCAC

In the book, “The Little Prince,” it was amazingly said, “only through the heart that one can see clearly, what are essentials are invisible to the eye.” This truism can be well attested by 1st Lit. Jerome Jacuba, the Chairman of the Wounded Soldiers Cooperative with some 120 members who became disabled in doing their duties bravely as soldiers in the World’s 2nd longest war, “The Mindanao War.” Chairman JJ as I call him is a brilliant brave military official who became totally blind four years ago when a bomb exploded in an encounter in Maguindanao. As he was recovering then in VLuna Hospital, no less than then Commander-In-Chief President Rodrigo Roa Duterte visited and even embraced him with tears in his eyes.

A year after that incident, the wounded soldiers who now belong to PWDs (Persons with Disabilities) were organized into a cooperative ked by no less than Chairman JJ who became a good friend whom I brought along with me when I visited the cooperatives of the internallydisplaced- persons (IDPs) in Marawi during the Marawi Siege in 2018 as I was then the USEC/ Chairman of the Cooperative Development Authority until 2021. Some of these participants of the Summit were former combatants either of the MNLF or MILF who are now organized into cooperatives but once were in combat with the military where 1st Lt. Jacuba was leading. This time, they belong to one family, the cooperative family.

In that Cooperative Summit attended by thousands of formers MNLF/MILF combatants, I requested Chairman JJ to give the Closing Remarks and I was so amazed by his speech when he

said, “BEFORE WHEN I HAVE EYES, I COULD NOT SEE; TODAY THAT I AM BLIND, I CAN SEE THAT THE WAR IN MINDANAO CANNOT BE STOPPED THROUGH GUNS, BOMBS OR BULLETS BUT THROUGH COOPERATIVISM. ANG PROBLEMA PALA AY KAHIRAPAN AT SOCIAL INJUSTICES AT ANG PANGLABAN AY HINDI BARIL O BALA KUNG HINDI ANG PAGKAKAISA PARA LABANAN ANG GAMOT NG KARIHAPAN.”

Yes, Chairman JJ maybe physically blind but not socially, environmentally, economically, politically and more so, spiritually.

What is even more amazing is that Chairman JJ and all the wounded soldiers are now being assisted by the cooperatives under the “Koop Kapatid Program” to regain hope and to fight another “war,” this time against poverty, inequities and social injustice. The cooperative of the wounded soldiers through the Cooperative Kapatid Program has now been drawn into development processes and programs, even running a Training center in Batangas.

Through cooperativism, there are a lot to see and to discover. Indeed, we are living in a world that is changing profoundly, where extra ordinary phenomena are becoming ordinary: deepening inequality, decline in social justice, ecological turbulence due to climate change and recently, violent extremism that had put to center stage a Filipino suicidal bomber. There is apparently a dysfunction of the present development model that is growth at all cost that is likened to a giant off balance. So as not to fall, it has to run and in running,

it steps on communities , forests, seas, rivers, agricultural lands and even on people themselves, leaving havoc on its path.

Yes, there are a lot to see, to reflect upon and to understand socio-economic environmental realties. We must “see” that we have lost our ecological integrity and security because we have allowed a few greedy loggers and miners to massively exploit our natural resources. I have heard that a logger in the past could earn as much as three hundred sixty million pesos in just one shipment of logs.

Yes, the relevance of cooperativism is now being seen during these most challenging times to democratize wealth and power in a highly skewed societal order. In fact, as the wounded soldiers formed their own cooperative, they are joining people from all walks of life now numbering more than 20 million members. They now see that the only way to draw the marginalized sectors into the development processes is to harness their collective spirit, to pool their resources together, although how meager, to fight poverty and hunger.

Yes, the people from all walks of life are now serving notice to one and all that they have awakened and will not allow anymore poverty, corruptions, apathy and deceits. Enough of the selfish pursuit of instant wealth, power and self-aggrandizement. It is time for collective action to unfetter the people from the vicious cycle of economic difficulties.

Chairman JJ and the courageous wounded soldiers have shown that indeed the way to stop rebellion is not through guns or bullets but by uprooting the root cause of insurgency. It is painful to note that while our health centers don’t have sufficient medicine, our pupils are without educational materials and the aged, the persons with disabilities and those in the margins are not well assisted by DSWD for lack of budget, yet the ELCAC fund has ballooned to tens of billions. Such gargantuan budget should instead be used to uproot the root causes of war by drawing those in the margins into the mainstream of development processes to end poverty and promote social justice. No less than the Constitution has declared that “the State shall promote social justice in all phases of national development.”

Such is the categorical mandate of the cooperatives as declared in Chapter 15, Art. 12 of the 1987 Constitution as now being exemplified by chairman JJ and the wounded soldiers cooperative.

PAL opens more nonstop flights to West Australia

FLAG carrier Philippine Airlines (PAL) said on Wednesday that it will launch regular services between Manila and Perth, the capital of Western Australia, starting in March next year.

SEC warns public vs OTCJKE, APower

THE Securities and Exchange Commission (SEC) has warned the public against the illegal solicitation of two investment-taking entities — OTCJKE and APower Power Bank Sharing Solution, OPC (APower).

In an advisory on Wednesday, the SEC said that APower — which also uses the names APower Pro, APower PH and APower Power Bank — has been enticing the public through social media and websites to invest in the company.

Invited investors must first register and choose from 15 advertising charging stations that range from P500 to P1 million.

Investors are promised to earn P12.50 to P120,000 daily or P375.12 to P3.6 million monthly.

“Investors can earn 10% from recharge commission and 10% up to 30% from product commission,” the SEC said.

December 6, 2022, Pampanga - Cebu Pacific (PSE: CEB) was named Airline of the Year 2021 by the Philippine Sports Tourism Awards (PSTA), in recognition of its outstanding support for the country's Sports Tourism industry in the year 2021.

CEB, the Philippines' leading airline, supported the Philippine delegation during the 2020 Tokyo Olympics and Paralympics.

CEB gifted all 19 Philippine Olympians and 6 Paralympians with free flights. Coinciding with Cebu Pacific's 25th anniversary celebration, the airline went above and beyond by providing all Philippine delegates with 26 free flights to celebrate the airline's 25 years of allowing every Juan to fly.

"We are very honored to be the recipient of this award. We want to dedicate this to our Philippine delegates who brought so much pride

and honor to our country. And as the leading carrier in the Philippines, we hope to maintain our impact in boosting the sports tourism industry in the Philippines," said Cebu Pacific's Corporate Social Responsibility Specialist, Roxanne Gochuico, who accepted the award on behalf of the airline in a ceremony held at the Quest Plus Hotel in Clark.
