Palay prices up

THE average farmgate price of palay (unmilled rice) rose 1.8% month on month to P17.37 per kilogram (kg) in October, according to the Philippine Statistics Authority (PSA).

Year on year, the average price rose 10.1%, with all regions reporting price increases, according to the PSA.

“All regions recorded positive year-on-year growth rates in October 2022. Davao region registered the highest annual increase of 18.1% in October 2022,” the PSA said.

Agri entrepreneurs

TWENTY-six farmers from South Cotabato are expected to become agricultural entrepreneurs as they graduated from the Department of Agrarian Reform’s (DAR) Farm Business School (FBS).

The FBS program, a handson educational system to help farmers learn and improve their knowledge and skills on entrepreneurship and farm business management, is in line with the stand of President Ferdinand R. Marcos Jr. and DAR Secretary Conrado Estrella III to improve the livelihood of the farmers.

FBS graduate Lenny Belle Gumboc, in her salutatory speech, said the FBS changed her perspective in farming, as she committed to apply all her learnings from schooling.

Aid for fishers

BUTUAN City – Fifty employees of a mining firm in Dinagat Islands province are now benefiting from a fish farming project provided through a partnership with a nickel mining company and two government agencies. Lorenzo Cuares Jr., chairperson of the Valencia Regular-Seasonal Workers Association (VARSWA), said they collaborated with the Bureau of Fisheries and Aquatic Resources (BFAR) and the Department of Labor and Employment (DOLE) in 2021 to start a fish farming project to cope with the effects of the pandemic. “We were able to access farm inputs from the DOLE while the BFAR provided us with the necessary training to improve our fish farm and make it productive,” Cuares said in an interview Tuesday.

COTABATO City – Kaltimex Rural Energy Corp. (KREC), a subsidiary of Indonesian PT. Kaltimex Energy, has started its 4-megawatt (MW) power project expansion in Bongao, the capital of Tawi-Tawi, keeping in step with the growth of the locality, an official said Friday.

In 2016, KREC constructed an 8-MW off-grid diesel-fired power plant in Barangay Pahut,

Bongao, with an investment worth P831 million, after it was registered by the Regional Board of Investments in the defunct Autonomous Region in Muslim Mindanao.

Since then, the power supply in Bongao has become stable.

THE Cagayan de Oro city government's Local School Board (LSB) has approved the P350 million worth of Special Education Fund (SEF) for 2023. In a statement Monday, Mayor Rolando Uy said aside from funding additional scholarships, the SEF will also be used for the improvement and construction of school buildings in different barangays. Uy urged the LSB to work together, especially in helping the youth whose families are still living in poverty. The SEF is sourced from the real property taxes collected by the city government. Uy's move to renovate and build

more school buildings and facilities is a continuation of the project of his predecessor, former Mayor Oscar Moreno. "Since 2013, (former) Mayor Moreno and I (when I was serving as representatives) in Congress then, have partnered in building infrastructures that supported education programs of the city," Uy said. The latest project approved by LSB this year was the construction of a fourstory, 12-classroom building at the West City Central School worth P66 million. City college Meanwhile, the city government also plans to include out-of-school youth

Dabawenyos urged to minimize waste during yule season

DAVAO City – The city government is urging residents to minimize their wastes, particularly during the Yuletide season. Engr. Lakandiwa Orcullo, acting head of the City Environment and Natural Resources Office-Environmental

Waste Management Division, said they are anticipating volumes of wastes usually during the holiday season. In a radio interview Monday, Orcullo underscored the importance of reducing the volume of garbage that would ultimately end up in the city's

landfill. "Dabawenyos are urged to minimize their waste output by segregating waste to be recycled and reused. Around 700 to 750 tons of garbage are dumped in the city landfill each day. This number will likely rise significantly this holiday season," he said. He noted that the volume of garbage is higher than average in December and January. As of November this year, he said around 20,237 tons of garbage have already dumped in the landfill. Despite efforts to extend the sanitary landfill’s life-span, Orcullo said the facility is still approaching its full capacity, making reduction of waste generated in the city a serious concern. Among the waste reduction measures, Orcullo said, is requiring households to segregate their garbage and dispose only the residual waste while making use of biodegradables and recyclables. Barangay officials, he said, have an important role in reducing waste generation through consistent enforcement of the rules governing the composting and materials recovery. Orcullo also reminded residents on the importance of reducing the chance of solid waste ending up as marine litter, which not only cause harm to the environment but can also worsen the flooding in the city. Recession worries trigger another equities index slip

RECESSION concerns continue to dampen investors' sentiment resulting to another negative

The Philippine Stock Exchange index (PSEi) shed

1.27 percent, or 82.23 points, to 6,414.27 points.

All Shares followed with a slide of 0.97 percent, or 32.82 points, to 3,367.31 points.

Only the Property gained among the sectoral indices after it rose by 1.17 percent.

Services, in turn, registered the biggest drop at 5.98 percent and was trailed by the Financials, 0.97 percent; Industrial, 0.92 percent; Holding Firms, 0.47 percent;

and Mining and Oil, 0.05 percent.

Volume reached 1.31 billion shares amounting to P18.72 billion.

Decliners led advancers at 123 to 55 while 45 shares were unchanged.

“Local and regional stocks continued their descent as investors struggled to share off recession worries after the Fed (Federal Reserve) upped its forecast for future hikes

above previous expectations, saying that it now expects to hike rates to 5.1 percent,” said Luis Limlingan, Regina Capital Development Corporation (RCDC) head of sales.

Biz, consumer sentiments weaken further in Q4 '22

ELEVATED inflation and peso depreciation, among others, dampened sentiments of both the consumers and businesses in the last quarter of 2022.

In a briefing on Friday, Senior Director Redentor Paolo Alegre Jr., of the Bangko Sentral ng Pilipinas (BSP) Department of Economic Statistics (DES), said confidence index (CI) for the current quarter’s consumer expectation survey (CES)

slipped further to -14.6 percent from quarter-ago’s -12.9 percent.

By component indicator, results of the CES, done last October 1-13, showed that index for economic condition slipped further to -22 percent and the family income to -7.4 percent while the family financial situation improved to -14.3 percent.

In terms of economic indicators, the consumerrespondents consider

improvement in the inflation and interest rate but sees further weakening of the peso against the US dollar and unemployment rate. All these are for the indicators for the current quarter and the next 12 months.

Alegre said the weaker consumer confidence in the country during the quarter is similar to those in Australia, South Korea and Taiwan.

Political partisanship: Boon or bane?

Partisanship in the realm of politics is not uncommon in our country. In fact, it is engaged all year round hence no chance for the wounds it inflicts on society to heal resulting from heated cyclical election seasons.

And without realizing its ill-effects not only on personal relationships but on the life of the larger society itself, political partisanship becomes a boon and a bane to the nation. It hinders development and stagnates national growth.

Expectedly, politicians will forever be partisan in their politics. They can’t be faulted for that since partisan politics is their lifeblood even if it is not always good for the general weal.

But for the majority of the citizenry to engage in havoc-wreaking partisan politics should be shied away from. Engaging in it all year round until the next election season doesn’t promote anything good and desirable. On the contrary, it is very destructive to the life of the nation.

Ideally, partisan politics should only be engaged

during election seasons when voters are presented with choices on whom they will repose their trust and confidence through the ballot. But extending its practice beyond the election season is not normal anymore.

Sadly, that is what is being practiced nowadays not only here in our country but even in highly developed countries such as the United States. Partisanship has become the norm rather than the exception.

Normally, after the election and proclamation of the winning candidates in any election the people, voters and non-voters alike, should stop being partisan to the point of being blinded by it thus appear like dumb and stupid politically.

When the winning candidates assume office, the duty of the citizenry is to be vigilant to prevent the elected officials from become abusive, unjust and corrupt because when they do they become incompetent. It is the duty of every citizen to the country for them to be always engaging in the business of governance

by holding their elective officials accountable at all times.

More often than not, this social responsibility of ensuring good governance in all levels of government is passed on by the people to the mainstream media. They seem to think it is not theirs to perform. And with the influx of social media public accountability had been obscured by troll farms hired by sitting politicians to purposely muddy the situation.

Nowadays, social media trolls have replaced to a certain extent the role mainstream media used to play specifically in bringing to fore abuses, injustices and corruption in government. All they do is obscure through fallacious argumentation the issues that need to be highlighted for the enlightenment of the general populace.

The transformation of the social media into a tool of disinformation, a vehicle in pushing for lies is a great disservice to the country and its people. While everyone is taking social media trolls to task for their atrocities

to good leadership and good governance, many are inclined to take in what they read and see in social media as gospel truth. This is ruining the very moral fabric of Philippine society as the only Christian country in the far East.

Today, we have become just like anyone else. No more distinction can be drawn between us and the others in the region and in the world. And in large measure, this is greatly contributing in pushing partisan politics to a level of implosion if not seriously addressed soon by the people themselves since politicians are not expected to arrest the situation for they are benefitting from it. Thru Writ of Kalikasan: No More Illegal Mining & Illegal Logging

It was so amazing that in 2013 thru the initiative of environmental groups, nongovernment organizations and Task Force Macajalar, an environmental movement for peace, justice and sustainability which together formed an environmental coalition called Sulog, “One Sendong is Enough”, the Court of Appeals has issued a Writ of Kalikasan. The Writ which is the third of its kind in the entire country, has ordered ten (10) agencies of the government, namely, the DENR, EMB, MGB, NBI, AFP, PNP, Bureau of Immigration and LGUs of Cagayan de Oro, Iligan and Misamis Oriental and to be participated-in by Civil Society through the Sulog Coalition, to carry-out the Writ of Kalikasan.

The Writ of Kalikasan and the Writ of continuing mandamus are contained in the Supreme Court’s en banc resolution which is a remedy available to “natural or juridical person entity authorized by the law, people’s organization, nongovernmental organization, or any public interest group.”

In implementing the Writ, the implementing agencies together with SULOG has joined hands in forming TASK FORCE KINAIYAHAN whose monthly meeting is presided by Sulog Chairman who was then the USEC/Chairman of the Cooperative Development Authority. Some of those meetings saw the attendance of Atty. Ipat Luna who represented then Sec. Gina Lopez and Usec. Halmen Valdez, The Deputy of Sec. Leoncio Evasco, then Malacañang’s Chief of staff. Task Force Kinaiyahan

is the implementing force of the writ and the Court of Appeals ordered the 10 agencies of government with utmost urgency, sincerity and resolve to arrest serious environmental degradation and its concomitant impact upon the livelihood and integrity of the natural ecosystem.

The Writ came about because of the horrible occurrence of Typhoon Sendong which on December 17, 2011 brought havoc to the cities of Cagayan de Oro & Iligan with 3,000 people dead who were living in the vulnerable areas and some 11,000 families rendered homeless. No less than then Cong. Rolando “Klarex” Uy helped in building housing projects to the homeless victims in Mambuaya, Cagayan de Oro in partnership with benevolent cooperatives.

In its 6-year operation from 2013 to 2019, Task Force Kinaiyahan has not only established Check Points but conducted operations to arrest illegal loggers and miners including Chinese whose only basis of entry in the country is a tourist visa. Somehow, the courage, integrity and passionate law enforcement activities of the 10 agencies of government & Sulog has given notice to one and all that when the rule of law prevails, environmental damages of such magnitude as horribly manifested by ecological disasters to prejudice life, health and property of inhabitants can be stopped. In fact, Iponan River which all these years has been described as a “chocolate river” has been

cleared of massive siltation, manifesting the miraculous performance of the Task Force.

While the rule of law has prevailed because of the passionate law enforcement of the mandated 10 agencies of government, what was so painful was the murder of Datu Fausto Orasan known as Datu Sandigan, the Higaonon Tribal Chieftain of Cagayan de Oro, for helping in law enforcement. He was killed sometime in 2014 one Sunday morning while riding in his motorcycle to monitor illegal mining activities. So far, no killer has been arrested. Datu Sandigan was our colleague in Sulog, a civilian volunteer at that! Until now, we cry for justice on the brutal killing of our dear environmental colleague.

The Writ came about because all those years prior to Sendong, massive illegal logging and mining have destroyed the ecosystems, rendering some 200,000 hectares denuded in the uplands of Cagayan de Oro, Iligan and Bukidnon. Six logging companies, holders of Timber License Agreements (TLAs), could not moderate their greed as one shipment of logs alone would earn a logger some 360 million pesos which made the loggers so rich, putting shamelessly the truism that “economic power begets not only political power but legal power or judicial power as well.”

Indeed, no such thing as rule of law on logging or mining. Don’t you know that there are laws that prohibit logging in forestal areas located

in an altitude higher than 1,000 meters above sea level or in slopy areas with more than 50% gradient? Well, apparently the dipterocarp forest that they have erased from the face of the earth were in those prohibited zones. In fact, a powerful logging company had established a sawmill in the middle of the forest that no one can enter as the area had been fenced with armed guards.

The Philippines, being a tropical country, was then oozing with the finest of trees in the world which were only found in the Philippines, i.e., red lauan, narra, mahogany, almaciga, etc. and there are laws that prohibit their cutting.

PERO NAUBUS DIN! Indeed, our dipterocarp forests had been plundered, sacrificed to the altar of greed, profit and power in cohort with those task to enforce environmental laws.

As regards mining, while Bohol has “chocolate hills,” Cagayan de Oro has “chocolate river,” the Iponan River which had been carrying thousands, if not millions of tons, of siltation that has

AboitizPower eyes nuclear project

ABOITIZ Power Corp. (AboitizPower) is exploring possible investments in a nuclear energy project, its top official said, adding that the listed company has ongoing talks with foreign entities on the matter.

“We are in a regular discussion with Rolls-

Royce and NuScale, I think these are two entities that are ahead in terms of SMR (small modular reactor) development. From what we are told the earliest commercial operations of SMR will be in 2028,”

SEC warns against four investment-taking firms

THE Securities and Exchange Commission (SEC) has advised the public not to invest in four investmenttaking entities as they have not secured the necessary license to sell investment contracts.

CONFLICT AND NEGOTIATIONS IN AN ORGANIZATION

Conflict and negotiation are aspects of running an organization. Organizational leaders face conflict with partners, employees and the general public. Negotiation is often necessary to create an amicable solution for all parties involved in the conflict.

Organizational conflict might arise from different sources. One of these is frustration. One source of frustration is a lack of accountability. If something has gone wrong, and no one is willing to take responsibility for the problem, this lack of accountability can start to permeate throughout the entire company until the issue is resolved. If conflicts are not resolved, the process of attaining good organizational performance may be interrupted. Conflict also occurs when there is incompatibility of goals and differences over

interpretations of different matters affecting the daily activities in the organization. People may tend to argue when they are in disagreement to goals and others might be involved in conflict because of interpersonal reasons. When people in the organization are in conflict, their performance would be greatly affected. This conflict may sometimes result to organizational chaos.

Leaders should have the skills in diagnosing the real problems among his people in order to provide effective measures to solve the problem.

Leaders should know how to either arbitrate or mediate to pacify conflicting parties. They can be either soft or hard negotiator depending on the situation. The best way to solve the conflicts among people is to apply the win-win approach where two conflicting parties feel fairness and justice along the process of negotiation.

Readers' Theater and Poetry Readings

Reading has many additional significant advantages outside just being a useful skill for knowledge acquisition. Young and elderly readers who are actively reading are frequently conscious of the knowledge they pick up from a text, but they might not be aware of all the other important abilities they are developing at the same time. Reading has many advantages, one of which is improving one's linguistic abilities, particularly if the reading content combines simple and complex ideas. Reading improves one's capacity to talk and write through advancing one's vocabulary, grammar, and syntax.

In choral reading, the teacher reads aloud as the class imitates him or her, giving the students the benefit of a model as they practice reading aloud. The instructor may pause at any point to answer queries, offer commentary on the text, go over a word in the vocabulary, or remind the class that she wants them to be reading.

If choral reading is employed with kids who are heterogeneously organized, it's likely that the least capable pupils may find it challenging to keep up with even a modest speed. But they can still listen to the text being read precisely, with appropriate tempo, and while engaging when they can. Similar to choral reading, cloze reading involves the teacher reading

aloud most of the passages while the pupils follow along in silence. The students' task is to read it aloud as a class when the teacher leaves out an essential vocabulary or topic word, not a basic sight word, once or twice every few phrases.

Students practice oral reading less with cloze reading than they do with choral reading, as you may have seen. Cloze reading is therefore best viewed as a substitute for round robin reading. Cloze reading helps teachers cover text and keep students interested without running the risk of embarrassing struggling readers in front of the class. Similar to choral reading, it is possible that the weaker readers won't be able to keep up or read every word that is left out correctly, but they won't be singled out and will be given examples of effective reading.

Reading aloud to a partner is another strategy for enhancing fluency. This process functions best when the teacher has chosen the partners and the students have been taught some time management and feedback-giving skills.

On the other hand, one method for pairing up students is for teachers to first rank the students in the class according to their reading proficiency (either subjectively or based on test results), and then they can decide if there are any pupils whose reading level is too low for partner reading. While the

other students read aloud in pairs independently, these students could meet with the teacher for more detailed instruction or closely supervised partner reading. The teacher divides the remaining students in half, creating pairs where the strongest reader is paired with a mid-level reader, and so on. The teacher makes sure that each pair has a slightly stronger reader, but that the gap in the students' abilities is not too great as to cause confusion or embarrassment.

Furthermore, Readers' Theater and poetry readings-both of which engage students in a reading performance-have become popular over the last few years. Much has been written about Readers' Theater in particular, and about the apparent value of having students participate in dramatic readings (Rasinski, 2006). These kinds of activities provide students with an opportunity to read text that is enjoyable-and provides a clear incentive for students to read, and re-read, their assigned parts or poem.

While these methods are encouraging, teachers shouldn't assume that they can provide all of the kids the same amount of practice as choral or pair reading, much less the amount of instruction and repetition required for struggling readers to improve their fluency.
