COTABATO City – The Bangsamoro Transition Authority (BTA) has approved the 2023 Bangsamoro Expenditure Program amounting to P85.3 billion with priority focus on education, health, infrastructure and social services. The budget, contained in BTA Bill No. 54, was approved on third and final reading Tuesday afternoon with 44 affirmative votes with no zero vote and no abstention. “The BTA Committee on Finance, Budget, and Management (CFBM) truly underwent marathon hearings and scrutinized the proposed budgets of all ministries and offices to ensure that the budget is for the Bangsamoro people," Member of Parliament Eduard Guerra, CFBM chair, said in a statement Wednesday.

Fish farming helps Covid 19-hit miners

BUTUAN City – Fifty employees of a mining firm in Dinagat Islands province are now benefiting from a fish farming project provided through a partnership with a nickel mining company and two government agencies. Lorenzo Cuares Jr., chairperson of the Valencia Regular-Seasonal Workers Association (VARSWA), said they collaborated with the Bureau of Fisheries and Aquatic Resources (BFAR) and the Department of Labor and Employment (DOLE) in 2021 to start a fish farming project to cope with the effects of the pandemic. “We were

able to access farm inputs from the DOLE while the BFAR provided us with the necessary training to improve our fish farm and make it productive,” Cuares said in an interview Tuesday. Cuares and the rest of the members are employees of the Cagdianao Mining Corporation (CMC) who formed the VARSWA to find other sources of income after the pandemic affected their work due to limited mining operations. CMC, which is based in Barangay Valencia, Cagdianao, provided the organization with logistical and operational funds for the Norwegian cage which

cost around P800,000. “The funding we received from the CMC was sourced out from the company’s yearly Social Development and Management Program (SDMP) budget,” Cuares said. The project was making headway when Super Typhoon Odette (Rai) hit Dinagat Islands in December last year, which destroyed the fish cage and the nets of the fish farm. “We had difficulties during the pandemic as we cannot go full time with the project. When Typhoon Odette came, we were devastated,” he said. Earlier this year, the livelihood association managed to restart the project with the

support of the BFAR, DOLE, and CMC. “One year after the onslaught of Odette, we were able to make our partial harvest in the fish farm,” Cuares said. On Dec. 18, the group manage to harvest some 3,000 kilos of bangus (milkfish) from the fish farm and sell them in the market at a price ranging from P180 to P220 per kilo. “All our members will

get a 70 percent share from the overall sales of our first harvest, and we will divide it equally. The 30 percent of the sales will go to the production expenses of the fish farm,” Cuares said. KIDAPAWAN City – The Cotabato Electric Cooperative (Cotelco) Incorporated kick-off here Tuesday the first phase of adopting automated meter reading devices in replacing the old kilowatt meter apparatus to Radio Frequency (RF)-ready indicators in the province. Engr. Michael Mordeno, Cotelco technical manager, said the new RF-ready kilowatt meters are capable of sending wireless accurate and real-time figures to the data center on the scheduled reading period which could eliminate errors and delays encountered on the on-site meter reading. “Of course, this is due to some circumstances along the way considering the weather condition and the distance”, he explained. The innovation is also in accordance with the Department of Energy’s roadmap for Advanced Metering Infrastructure (AMI), a system that consists of smart meters and networks that facilitates measuring, collecting, and analyzing energy usage. Smart meters allow for better

monitoring of utility usage by customers and more efficient delivery of utilities. In addition, Mordeno AMIs provide utility providers and customers with better functionality than traditional metering infrastructures. The estimated 700 households in Sandawa Phase 1, 2, 3, and 4 here, which is the largest subdivision in the entire COTELCO coverage area, were chosen as the pilot area for the initial implementation of the project. “We have initially replaced some 300 old kWh meters to RF-ready meters in the area which will continue until all residential kWh meters will be replaced,” Mordeno said. Under the scheme, the RF-ready kWh meters will be sending data to the installed ‘data collector’ facility that will relay the information to the data center, where collected data will be printed to be delivered to each household. Currently, the innovation is only applicable to all residential consumers because commercial establishments are scheduled after the full

SEC to shift payments online, off-site in 2023

THE Securities and Exchange Commission (SEC) is moving its payment channels online and off-site by Feb. 1, 2023 as it continues to implement a zero face-to-face transaction policy.

In a notice, the commission announced that all payments will be accepted only through the Electronic System for Payments to the SEC (eSPAYSEC) at www. espaysec@sec.gov.ph, or at any branch of the Land Bank of the Philippines (Landbank) nationwide.

Accordingly, the cashier’s

office located at the SEC headquarters in Makati City and at all SEC extension offices will be closed by then. The commission will only accept over-the-counter transactions until Jan. 31 next year.

The shift to online payments is in line with the zero-contact policy and automation of businessrelated transactions mandated by Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

“The shift to online and

offsite payments furthers our unwavering commitment to ensuring the transparent and efficient management of our funds, as transaction fees and any other amounts that we collect will directly be deposited to and immediately be reflected on the Commission’s accounts,” SEC Chairperson Emilio Aquino said in a statement Wednesday.

“This also complements the transacting public’s pivot to cashless transactions, and the national government’s push for the digital

transformation of public services to improve ease of doing business in the Philippines, as in the case of the SEC,” he said.

Launched on March 1, 2021, the eSPAYSEC is a web-based system that allows for the payment of fees and penalties to the commission online using debit and credit cards, digital wallets and other cashless payment options.

To proceed, clients only need to enter the reference number provided in the payment assessment form

Medalla discounts extreme rate increases in Q1 2023

BANGKO Sentral ng Pilipinas (BSP) Governor Felipe Medalla on Tuesday said hikes in the central bank’s key policy rates are still possible given that inflation remains elevated but discounts extreme increases, citing easing oil prices and the weakening of the United States dollar. Asked if a 25-basis points increase is possible in the next two meetings of the central bank’s policymaking Monetary Board (MB), Medalla replied in the affirmative. “I will rule out very extreme forecasts,” he told journalists. The BSP’s key policy rates have been hiked by a total of 350 basis points since last May due mainly to the rise in the rate of price increases,

which rose to 8 percent last November, the highest since November 2008. To date, the central bank’s overnight reverse repurchase (RRP) rate is at 5.5 percent after being at record-low of 2 percent since 2020. It has hiked by 50 basis points last Dec. 15, slower jump compared to the 75 basis points last November, which is the second of the same level for this year, also on account of the need to ensure adequate interest rate differential with the US’ Federal Reserve. Medalla attributed his rate hike projections to the recovery of the peso against the US dollar, which is now trading at 55-level after hitting its record-low 59-level last

“All I Want for Christmas”

As Thomas Monson once said, “Christmas is the spirit of giving without a thought of getting. It is happiness because we see joy in people. It is forgetting self and finding time for others. It is discarding the meaningless and stressing the true values.” Then, we should value others as we value ourselves.

As one of the teacher after a two years of pandemic, struggles for the pupils to know how to read and write is real. Different strategies will be applied just to satisfy the feeling of being a teacher. Patience and understanding are required to establish a good rapport with the pupils and to their parents. Moreover, love for the learners must be on top to catch their love and respect for their teachers.

Four months was long

enough to pupils who don’t really recognized a thing. A little improvement to pupil’s performance is big enough to the teachers who strive hard for their pupils considering that the number of pupils in every grade level is rising compare to pandemic years. There were returnees and Balik-aral pupils who stopped for two years or more and yet they returned in school empty in terms of writing and reading.

As one of the teacher after pandemic years, All I want for Christmas is my pupils to perfectly write their names and read and understand basic sight words or even simple words that can be used daily in their daily lives. As my late father once said, “wherever you go and whatever you do, as long as you know how to read, you will never be lost.”

Coming from a known powerful King himself, such utterance has deep bearing that should spark a light in the world of the mundane to awaken a humanity that is deeply buried in the darkness of unbridled materialism and consumerism, Indeed, so glaring is the truism that the homo sapiens’ are giving high veneration to the profit motive that has already captured the mindset of all governments, all institutions, all universities. The lethal combination of poverty, gross inequity, social injustice, oppression, corruption, morale collapse and religious apathy amidst spiritual denigration has put humanity in the precipice of its 6th extinction. As a countervailing measure, a paradigm shift for social transformation has become imperative with a sense of urgency.

Such is being exemplified by no less than the parish priest of Malinao, Kalilagan, Bukidnon whose spiritual leadership is one to liberate the poor and the oppressed from so much poverty and oppression. Reverend Father Nelson Madlos known as “Father Undoy” is a young priest who is not only focusing on his ministerial duty as a parish priest to spread the gospel and advance the essence of Christianity towards divinity through prayers, masses and rituals. Most amazingly, he courageously supports the parishioners’ social actions and strong advocacy for social justice against oppression and

corruption as the liberating force against extreme poverty.

Fr. Undoy has heard the cry of the his parishioners in Sitio Kibaritan with some 600 farming families whose community is being transformed into a military reservation based on the unjust claim that the 195 hectares which the farmers have been tilling in the past 50, 60 and even 70 years is part of the 42,000 military reservation which is the 2nd biggest military reservation in the whole country. Such declaration is contrary to the stand of honorable Mayor Raymon Charl Gamboa who is strongly attesting that the claimed area has long been a community with an elementary school, a chapel and a day-care center, thus, so dangerous for such declaration. But the Mayor’s declaration has been utterly disregarded.

The firing of cannons at dawn from 3am to 7am has created so much phobia to the community especially to the children who are shouting in fear and some decided not to go to school anymore. The non-stop firing of guns (M16) and the blasting of cannons are continuously instilling fear and havoc to the children as they would recall that horrible incident which happened on March 25, 2016 when three children were victims of the blasting of an UXO (Unidentified Explosive Ordnance). So painful to see a father of the two of three victim-children shouting in tears while gathering the blasted organs of his children as the dogs were also running for the blasted parts.

What is so horrible is the

red-tagging of the inhabitants as it is the contention of the Mindanao Army Training Group (MATG) that there are some 100 FR (former rebels) in the Sitio. Some 160 occupants have filed cases against military officials for illegally grabbing their farms, destroying their crops and even unscrupulously fencing of the farm-to-market road that limit the farmers’ mobility and the destruction of their farms’ fences. A former MATG head had even thrown stone that nearly hit a lady famer then proceeded to hurt her physically who suffered nervous breakdown. The massive destruction of their crops have rendered them so poor and hungry in gross violation of their human rights.

Fr, Undoy has felt the pains of his parishioners who are conducting a 24/7 continuing picket along the highway fronting the military camp, establishing tents with placards and flyers. Why are they treated as “disposable wastes”? Why are their human rights being horribly violated? Why is their community being the site of “firing range” that is wrecking havoc to the residents especially to the children who are already in the state of phobia and panic? Why are they branded as rebels when they are the children and grandchildren of former military personnel? These are just some of the critical question which until now are just utterly disregarded.

With Fr. Undoy in full support of the parishioners’ non-stop advocacy, the Church has become the people’s voice to fight for what is right, what is true and what

is just. Through Fr. Undoy, Christianity has proven equal to Jesus’ pronouncement to serve the least of our brethren. When Fr. Undoy joins in the parishioners’ advocacy to seek justice for the brutal death of three children who were victims of the explosion of UXO, it is indeed in line with Jesus’ expression to love the children. When Fr. Undoy liberate the poor from extreme poverty and hunger, such is in consonance to the biblical tenets to feed the hungry and give water to the thirsty.

Fr. Undoy, your kind and loving service to your poor parishioners has belied the social scientists’ pronouncement of morale collapse and religious apathy. Your exemplary service is the truest essence of Christianity. As Jesus said in John 12-14, “To love one another as I have loved you, so you must love one another.” Yes Fr. Undoy, as you now exemplify that love to your parishioners, let that love reverberate throughout the land as a counter-measure against the lethal combination of greed and apathy for instant pursuit of wealth, fame and power and be replaced with the power of love and service. To you, our firm salute and warm embrace!

Think a minute… A little boy lost a footrace at school, so he came home angry and jealous of the other kids who won ahead of him. His father saw his son’s bad attitude and said: “Son, anybody can be kind when they win! That’s easy! But when you lose, and you are still kind to the winners, then you are on your way to becoming a mature human being.” Today and tomorrow we will look at some marks of true maturity.

Self-control of our physical desires and drives is one mark of our maturity. “The man who can master himself can master everything else.” A mature person controls his body instead of allowing his body to control him. This is true of any physical appetite, whether it is for pleasure, comfort, food, or even rest. Mature people do not live life ruled by their urges and impulses, since they do not need instant gratification to be happy.

A mature person also has self-control in the area of honesty. Some people have a good reputation, but not a good character. They give in public, but cheat and steal in private. A mature person, however, is controlled by his conscience and what he knows is right, not by what he can get away

with. So even if no one will ever know he lied, stole or did something wrong, he still will not do it, because he himself will know, and he never wants to lose his own self-respect, good character and conscience.

“A mature man disciplines himself so others don’t have to.” His honest character and conscience steer him through every temptation, pressure, and problem, so he does not lose his way or his honor and integrity.

A mature person also has self-control of his emotions. You can tell how strong a man is by how much it takes to make him upset and lose control of his anger. “The more you grow up, the less you blow up.” A mature person masters his moods and understands that “The results of anger are usually worse than the cause

THE Magnificat, that most wonderful prayer of praise said by Our Lady during her visit to her cousin, Elizabeth, gives us the idea that in order for us to level up to the dignity of God’s image and likeness, children of his, sharers of his life and nature, we need to level down. (cfr. Lk 1,46-56)

“My soul proclaims the greatness of the Lord,” says Mary, “my spirit rejoices in God my savior, for he has looked upon his lowly servant.” Truly, it is Our Lady who fully lived these words of Christ, “Whoever exalts himself will be humbled, and whoever humbles himself will be exalted.” (Mt 23,12) How important, therefore, it is that we remain humble and grow more in humility even as we gain more prominence in life.

When we happen to receive praises and honors from others because of our good works, let’s keep our feet firmly stuck to the ground, not allowing ourselves to be intoxicated.

We should not allow these praises and honors to go to our head and cast some evil spell over us.

Instead, we have to thank God profusely. All praises and honors belong to him. What we should realize also is that those praises and honors given to us are actually a sign that we have to give ourselves more to God and to others. Our sense of duty and responsibility should become sharper.

Those praises and honors that we receive are actually some kind of a test to see if we would still remain with God or we would now choose ourselves as our own god. We have to know how to pass that test, and so we need to really grow and deepen our humility.

We should never feel sad because we have chosen to deny ourselves to grow in humility amid the praises and honors. That selfdenial is actually a big opening for the grace of God to come to us. That realization should make us

very happy with a joy that would keep us simple, not proud and complicated.

We have to learn not to get spoiled by whatever praises and honors would come our way. Instead, let these honors trigger the urge to deepen our humility, to enrich our gratitude to God and to others, and to sharpen our sense of duty and responsibility.

This is the way to move toward that “fullness of Christ” that St. Paul talked about in his Letter to the Ephesians. (cfr. Eph 4,13)

This is what actually meant for all of us. So, we can never overemphasize the crucial role that the virtue of humility plays in this regard.

Christ himself lived by this standard. St. Paul expressed this truth very beautifully when he said: “In your relationships with one another, have the same mindset as Christ Jesus, who, being in very nature God, did not consider equality with God something to be used to his

own advantage; rather, he made himself nothing by taking the very nature of a servant, being made in human likeness. And being found in appearance as a man, he humbled himself by becoming obedient to death—even death on a cross!” (Phil 2,5-8)

Let’s remember that we cannot learn anything unless we are humble. Our prayer cannot prosper, cannot touch base with God, with the Spirit, when it is not done in humility. We cannot exercise political power properly, nor enjoy the true benefits of whatever fame and wealth we may have, if these are not lived in humility.

BOI-approved investments up by 11%

PLACEMENTS in renewable energy (RE) provided a big boost to the 11 percent annual jump in Board of Investments' (BOI) approved investments so far this 2022 as they aim for P1 trillion worth of investments by 2023.

Data released by the Department of Trade and Industry (DTI) on Wednesday showed that BOI-approved investments rose to around P729 billion so far this year from P655 billion in 2021.

Projected employment growth is around 454 percent to 260,000 from last year’s around 47,000.

“The 2022 BOI Approval levels clearly indicate that despite the lingering

effects of the pandemic, especially in the first year of the year, coupled with global decline in investments due to the Russia-Ukraine war, investors continue to have strong confidence in the Philippine economy,” Trade Secretary Alfredo Pascual said in a briefing on Wednesday.

DTI, in a report, explained that BOI-registered projects rose in terms of capital but these are not necessarily labor intensive.

“But the impact on improvement of competitiveness will general additional investments, economic activity, and employment,” it said.

In terms of sectors, the power sector, particularly

RE, posted a 56 percent annual rise by investment cost and was followed by the information and communications, particularly data centers and telecommunication towers, at 28 percent.

Others include the information technology – business process management (IT-BPM), manufacturing, and mass housing, and transportation and storage.

Investments also increased for projects related to electric vehicles (EVs) such as charging stations, lease of electric vehicles, and operation of electric vehicle transportation network vehicle services (TNVS).

Most of the investments

to date came from Singapore, 57 percent; Japan, 22 percent; United Kingdom, 7 percent; US, 3 percent; US Virgin Islands, 2 percent; and South Korea, 2 percent.

Pascual said presidential visits to other countries at the start of the current administration’s term have “generated strong tangible interest particularly in the area of offshore wind power generation projects.”

“Investors welcomed the strong political will of the administration to push for RE, especially with the recent amendment by the DOE (Department of Energy) of the Renewable Energy Act IRR (implementing rules and regulations) to now allow for

Vehicle sales log double digit growth in Q3

THE Chamber of Automotive Manufacturers of the Philippines Inc. (CAMPI) and the Truck Manufacturers Association (TMA) reported another double-digit growth for vehicle sales in November, the ninth consecutive month that local vehicle assemblers recorded double-digit growth in volume.

A joint CAMPI and TMA vehicle sales report for November 2022 showed an increase of 32.4 percent to 35,037 units from 26,456 units sold in November 2021.

Sales of commercial vehicles led the growth at 43 percent to 26,106 units last month from 18,251 units sold a year ago.

In the commercial vehicle segment, 20,211 unit sales were light commercial vehicles, 4,983 units were Asian utility vehicles, 537 units were light trucks, 337 units were trucks and buses category 4 and 83 units were trucks and buses category 5.

Sales of the local vehicle assemblers from January to November this year jumped by 31 percent to 315,337 units from 240,642 units in the same period in 2021.

Of the total sales in the first 11 months of the year, commercial vehicles sold 238,054 units and passenger cars with 77,283 units.

PH trade deficit eased to $3.3-B in Oct. ‘22

THE Philippine Statistics Authority (PSA) reported Tuesday that the balance of trade in October this year incurred a deficit of $3.31 billion.

The country’s trade deficit in October, however, slowed down both monthon-month and year-on-year basis by 31 percent and 13.5 percent, respectively.

Trade deficit in September 2022 amounted to $4.84 billion, while October 2021’s deficit was at $3.82 billion.

This, as exports further grew in October while imports eased compared to the previous month.

Philippine export revenues in October 2022 stood at $7.69 billion, up by 7.4 percent from $7.16 billion worth of exports in September this year. It was also higher by 20 percent from exports of $6.41 billion a year ago.

Imports declined by 8.4 percent month-on-month from $12 billion, while yearon-year, import increased by 7.5 percent from $10.2 billion.

“In October 2022, the

country’s total external trade in goods amounted to $18.70 billion which indicates an annual growth rate of 12.3 percent from its level in the same period of the previous year. In September 2022, its annual increase was slower at 11.5 percent, while in October 2021, it expanded at a faster rate of 13.8 percent,” PSA noted.

Imports shared 58.8 percent of the country’s external trade in October, while exports shared 41.2 percent.

Electronic products remain the country’s top exports, sharing 66.3 percent ($5.1 billion) of the total export revenues.

Revenues of electronics exports led the growth of exported products of the country with 39.6 percent increase, followed by ignition wiring set and other wiring sets used in vehicles, aircraft, and ships, up by 26.1 percent, and machinery and transport equipment, with an uptick of 1.9 percent.
