THE United States Agency for International Development (USAID) said on Wednesday that it launched a five-year project to raise the level of digitalization at Philippine small and medium enterprises (SMEs).

MaryKay L. Carlson, United States ambassador to the Philippines, said during the launch event in Makati City that the Strengthening Private Enterprise for the Digital Economy (SPEED) project, with a budget of $18 million, will help Philippine SMEs engage in e-commerce.

“This partnership with the Philippine government aims to enable SMEs to participate safely, reliably and competitively in the country’s emerging e-commerce ecosystem,” Ms. Carlson said.

DAVAO City – Amid the soaring retail prices of red onions in the markets, a former Agriculture chief has pushed for the establishment of an onion experimental farm in Central Mindanao to help reintroduce onion farming in the country. In a Facebook post Monday, former Department of Agriculture (DA) secretary Emmanuel Piñol said the planned experimental onion farm would help boost local production. “The idea of reintroducing onion farming came about following my journeys to the vast countryside of Central Mindanao, where farmers told me that they planted onion in the past but gave up because of the low buying price,” he said.

THE Department of Public Works and Highways (DPWH) said it is not feasible to build a bridge connecting Mindanao and Visayas because the waters at the entrance of the Surigao Strait are too deep.

“It’s not feasible. Supposedly we could build that from Surigao to Southern Leyte pero malalim (but the water is too deep),” DPWH Senior Undersecretary Emil K. Sadain said.

“It’s not feasible for longspan bridges. The proven technology (is good for up to) 50 meters of water depth,” he added.

Ban on ‘sabong’ lifted after almost 3 years

DAVAO City – The local government has lifted the ban on cockfighting that was blamed for the spread of coronavirus disease (COVID-19) in Mindanao last 2020, but also increased amusement tax on cockpit operators from 10 to 30 percent.

First District Councilor Bernard Al-ag said during an interview over Davao City Disaster Radio (DCDR 87.5) on Tuesday that increasing the taxes was one of the conditions to allow the galleras to resume operations after almost three years.

He said the local

government has estimated to generate between P25 million and P30 million in annual revenues from P10 million under the old tax regime imposed on the cockpit operators.

CAAP turns over mngnt of 6 BARMM airports

COTABATO City – The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has assumed management and control of six airports in the region from the Civil Aviation Authority of the Philippines (CAAP). In a statement Wednesday, Minister Paisalin Tago of the Ministry of Transportation and Communications (MOTC-BARMM), said BARMM Chief Minister Ahod Ebrahim received the documents from CAAP Intelligence and Investigation Division chief retired Brig. Gen. Dionisio Robles during a ceremony here Tuesday. The six airports now under BARMM supervision

are the Awang Airport in Maguindanao del Norte; Sanga-Sanga and Mapun Airports in Tawi-Tawi; smaller airports in Malabang and Wao, both in Lanao del Sur; and the Jolo Airport in Sulu. Tago admitted his office is facing a huge challenge with the airports now under BARMM control. “This development will show that we in BARMM can manage effectively and efficiently these vital infrastructures and government services,” he said. PH gets 1-year extension to get out of FATF’s gray list

THE Philippines has been given another year, or until January 2024, to meet the requirements that will help it exit the Financial Action Task Force’s (FATF) gray list. Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla on Tuesday told journalists that they missed the first deadline, which is this month. Medalla said the FATF committees or action groups have cited gains on legislations that aim to thwart money laundering and terrorist financing in the Philippines. He said the country got excellent ratings on the legislations, except on the Bank Secrecy Law. Medalla did not elaborate. However, he

said the FATF also cited the low number of cases filed against anti-money laundering and terrorist financing violator and their eventual conviction. He added this is the reason for the one-year extension for the government to review the implementation of its money laundering and terrorist financing law. Medalla, who chairs the Anti-Money Laundering Council (AMLC), said he already had meetings with Department of Justice (DOF) Secretary Crispin Remulla regarding the law’s implementation. “They said that if we’re only more diligent in having a system that truly brings out all the real

prosecution and conviction, the numbers will be much higher,” he said. The BSP chief said among the solutions to this issue include getting proof that the source of funds that rebels use came from terrorist financing. He cited as another example the bets submitted for electronic cock fighting or the electronic sabong (e-sabong), which is gambling. “The solution requires a wholeof-government approach, not just AMLC, not just DOJ but the law enforcement as well,” he added. Medalla is optimistic on the results of the meetings with DOJ. “I’m quite confident, given in the early meetings, the focus will

be there to try our best to typically increase the chances that by early next year, those problems have been met,” he said. Paris-based global money laundering and terrorist financing watchdog FAFT again placed the country under its gray list in 2021 after noting deficiencies on the implementation of the law that will prevent money laundering and terrorist financing activities. It first placed the Philippines on its gray list before the enactment of the Anti-Money Laundering Act of 2001, and again in 2010 for failure to meet the deadline to have counter-terrorism financing laws. BSP sees over 6% growth for PH economy this year

BANGKO Sentral ng Pilipinas (BSP) Governor Felipe Medalla is optimistic of an above 6 percent growth for the domestic economy this 2023 amidst projected slower global output. During the Tuesday Club event in Mandaluyong City, Medalla said pent up demand in the tourism sector and car sales, among others,

remain high and continue to be served as the economy is reopened further. “The economy is strong and the pent-up demand will continue driving the economy this year,” he said. The government’s growth assumption for this year has been slashed from 6.5 to 8 percent to between 6 to 7 percent primarily due to the expected

slower growth in advanced economies. Economic growth, as measured by gross domestic product (GDP), in the first three quarters of 2022 averaged at 7.7 percent, exceeding the 6.5 to 7.5 assumption of economic managers. Medalla said the 350 basis points uptick in the central bank’s key rates last year is not expected to immediately

hit domestic demand since people continue to spend following the lockdowns when the pandemic hit in 2020. He said demographic dividend is a plus for the economy because of a large number of the population that can be part of the labor sector, which helps economic

Bangko Sentral rules out rate cuts at next 2 meetings

THE BANGKO SENTRAL ng Pilipinas (BSP) is unlikely to cut policy rates in the immediate term, Governor Felipe M. Medalla said on Wednesday.

“I’m ruling out the cuts in the very short run and I’m not ruling out the increases. But maybe the increases will not be as large as it used to be,” he told reporters during the launch of a US-backed project for small businesses.

“(It is) too early to tell but at the same time, this early, I think the likelihood that we will not do anything in the next two meetings is quite low,” he added.

On Tuesday, the BSP chief flagged a 25-basis-point (bp) or 50-bp rate increase at its Feb. 16 meeting, citing the need to anchor inflation expectations.

The Monetary Board raised borrowing costs by 350 bps in 2022 to curb inflation and support the peso.

This brought the policy rate to a 14-year high of 5.5%.

Asked if the BSP is considering a pause in tightening this year, Mr. Medalla said, “It’s too early to say. There are so many things still going on. As I said, if the US is doing 50 basis points, one can argue that it’s not a good idea not to hike.”

Great artists become great because they spend years improving their abilities. Centuries ago a young Greek artist named Timanthes studied under a master teacher. After several years of daily labor, young Timanthes painted a beautiful work of art. He was so pleased with his painting that he spent days looking at it.

One morning he arrived to find his prized work totally wiped away with paint. Timanthes was shocked when his teacher admitted he had destroyed the painting. His teacher said: “I did it for your own good and future success. That painting was stopping your progress. You need to

Rockingham, North Carolina— The infighting instigated by stubborn conservatives specifically in the Republican Party in the US Congress glued me to the news last week.

The daily news feed about the intense fight for the US House Speaker post led me to Google it to verify if this was the first time there was multiple voting rounds for the speakership and sure enough, Google didn’t disappoint me. The search engine told me that were similar incidents in 1923 and as far back as 1863.

The election of Republican congressman Kevin McCarthy of California ended the rule of Democrat lawmaker Nancy Pelosi and many thought that McCarthy’s victory was fraught with compromises made with the extreme right wing of the Republican party. Then again, wheeling and dealing remains a facet in US politics, more so and even much worse back home in the Philippines.

This notion was fostered by the US mainstream media who pointed to McCarthy’s connections to former president Donald Trump as evidence of their contention. And of course it didn’t help any that McCarthy credited Trump’s influence in the Republican party as

instrumental for his victory in the US House speakership post.

What’s critical about the post is that the House Speaker establishes the legislative agenda and calendar or schedules deliberations on legislative measures proposed by the incumbent administration at the White House. Hence why there’s so much attention given to the race coming as it is in another upcoming election year specifically 2024.

But I disagree that the five-day Capitol drama which included a near-brawl among Republican legislators signals a return to the Trump era and with it the heated and polarizing political crossfire between Republicans and Democrats.

Despite how rough it went, the election of McCarthy into the speakership post showed that the election process in the US still works. Both moderate and even right wing Republicans agreed to disagree on issues like the USMexico border and the budget. The so-called ‘extreme right wing’ of the Republican party wanted real change, not the institutional ‘big government role’ on everything from security to the COVID-19

response that Democrats heavily promoted.

The fraction that held out in voting for McCarthy were part of the ‘House Freedom Caucus’ who stood their ground until the 14th vote. No concessions were also admitted to by either side insofar as courting lawmakers’ votes are concerned. But again, that’s politics for you and us average folk.

It also reminds me of that quote by the late president that his loyalty to his political party ends when his loyalty to the country begins. Also, unlike the US, the House speaker’s post in the Philippines is elected by the party of the incumbent president.

I’m not fluent in English and I had to learn both written and spoken English before immigrating to the US. Yet back home in the Philippines not a few Pinoys prefer to communicate in their native Filipino which could either be Tagalog or Visayan.

Yet try as they might, Pinoys should eventually learn to respect the English language for what it is, namely the lingua franca of most First World countries. And for those who stubbornly resist and insist on speaking in Filipino, the problem of accurately

translating English to Filipino can get quite messy.

As an example, my husband Ronnie Dennis had problems with Philippine Airlines where he booked our trip. I had to be beside him to translate the Filipino language of whoever was on the next line. It felt frustrating and yet I sympathize with the other Filipino on the line.

But in fairness the first male agent who assisted us was a great communicator and if succeeding agents weren’t up to speed. The country’s airlines should exert more effort to service foreigners especially those with strong ties to the Philippines. By doing this, chances are we improve our knowledge of their culture and build a strong, loyal base of followers and audiences across the world.

After long years of living in extreme poverty, hunger and oppression, the 168 farmers from Sitio Kibaritan, Malinao, Bukidnon who are members of the Kibaritan Farmers Higaonon Tribe Agriculture Cooperative have finally decided not to die out of hunger and oppression but if necessary, to die bravely standing for what is right, what is just and what is true!

They could not take it any longer after three of their children were killed due to the explosion of an UXO (Unidentified Explosive Ordnance) as the men in uniform converted Sitio Kibaritan as part of the 42,265 hectare-military reservation. A firing range has been established which was just 100 meters away from the Elementary School where an UXO exploded on March 25,2016 which caused the death of three children and the serious wounding of two more who were playing in the danger zone in the absence of a warning or danger sign. Isn’t that gross negligence on the part of the military officials concerned? That happened 7 years ago but until now no justice has been done, especially to the father of the victims Mr. Rodelio Waminal. No greater pain there is than a father competing with the dogs in picking-up the blasted parts of his children’s bodies, shouting in despair WHY? WHY? WHY?

Until now, no responsible officers or military personnel who conducted the military exercises were held accountable on the deaths of Lloyd Pasague, Dheilmar Waminal and Redgie Waminal, the three children who senselessly lost their lives thru the gross negligence of the military whose constitutional duty is to protect them. The continuing firing of guns and blasting of cannons beginning early dawn has created so much fear especially to the children, finding themselves hiding beneath the bed or under the table, many of whom don’t want to go to school anymore. The children are shouting in fear and are panicking every time there are firing of guns and cannons. What seems unbelievable is the on-going apathy of the head teacher of the Elementary School named Ms. Rica Nunez, who won’t even make a stand to oppose on the psychological harm done to the pupils. BAKIT? AH TAKOT KASI O WALANG PAGMAMAHAL SA MGA KABATAAN NA NAGAARAL? I am so puzzled why the DepEd has not opposed the establishment of a firing range near the School.

Lives were lost through gross negligence but no justice done!!! It is only in Kibaritan where a “firing range” goes on very near the school. Let me tell you more about the Sitio in clear categorical term how a beautiful community was transformed into a horrible place.

Since the 1950’s up to the present, Sitio Kibaritan has been a thriving civilian community. The area is fully developed into agricultural production as the source of livelihood for the residents. It is a peaceful farming community with great contributions to the local economy with its production of corn, sugar cane and other crops. It is a community with more or less 160 households, with a total population of 620. There is a Day Care Center, an Elementary School with 6 teachers and 200 students, two chapels, and other indications of civilian institutions. The DENR, in recent years, through a series of Issuances has certified that these parcels of land occupied and cultivated by members of

Lately, they were rejoicing because the Sangguniang Bayan through the amazing leadership of Vice Mayor Joel Padsing, Sr. has issued three resolutions addressed to the Mindanao Army Training Group to stop the continuing firing of cannons and guns, the stoppage of the destruction of their crops and that MATG should follow the principle of transparency by publicly putting up billboards on government projects. It so discouraging to know that such resolutions were not at all given due respect by the MATG.

PH external trade eases in November

THE country’s external trade in November 2022 eased on month-on-month basis, but trade deficit slightly went up.

The Philippine Statistics Authority (PSA) reported Tuesday that the country’s total trade in November amounted to $17.88 billion, lower by 4.5 percent from the previous month’s external trade of $18.73 billion.

Despite the decline in total trade during the month, balance of trade in goods incurred a higher deficit amounting to $3.68 billion from $3.31 billion in October 2022.

Both exports and imports decreased in November.

Export revenues fell by 7.9 percent month-on-month to $7.1 billion from $7.7 billion, while imports slipped by 2.2 percent to $10.78 billion from $11.02 billion.

Year-on-year, total trade in November rose by 3.6 percent from $17.26 billion in the same month in 2021.

Trade deficit narrowed by 21.9 percent from $4.71 billion in November 2021.

For the same period,

exports rose 13.2 percent from $6.27 billion while imports slipped by 1.9 percent from $10.98 billion.

“Of the top 10 major commodity groups, five recorded annual increases in terms of the value of exports,” PSA said.

Leading the exports growth in November last year were mineral products, increasing by 51 percent; ignition wiring set and other wiring sets used in vehicles, aircrafts and ships, up by 23.1 percent; electronic products, up by 22.9 percent; cathodes and sections of cathode, of refined copper, up by 8.7 percent; and other manufactured goods, up by 4.8 percent.

Biggest losers in export revenues were coconut oil, which plunged by 35.2 percent; metal components, down by 19.2 percent; and chemicals, down by 15.1 percent.

Electronic products remained the Philippines’ top export in November 2022, accounting for 64.3 percent of the total export revenues.

“The year-to-date annual total export earnings --that is from January to November 2022-- amounted to $73.17 billion. This represents an annual increase of 7.0 percent from the year-to-date annual total export value of $68.37 billion in January to November 2021,” PSA added.

Top export destinations for Philippine goods in November last year were Hong Kong, United States, Japan, China and Singapore.

Meanwhile, imports declined in November 2022 mainly due to the 10.1-percent decrease in imports of electronic products, which was also the top imported goods in the said month.

Other major commodity groups that contributed to the decline include transport equipment, down by 8.8 percent; cereals and cereal preparation, down by 5.9 percent; and industrial machinery and equipment, down by 3.5 percent.

Top import sources of the country in November 2022 were China, Indonesia, Japan, US and South Korea. (PNA)

Vehicle assemblers surpass PH industry target for 2022

THE Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and the Truck Manufacturers Association (TMA) reported that their combined sales in 2022 stood at 352,596 units from 268,488 vehicles sold in 2021, increasing by 31.3 percent.

In a statement Wednesday,

CAMPI president Rommel Gutierrez said vehicle manufacturers have surpassed the overall target of the country’s automotive industry for 2022, which is at 336,000 units.

The group of vehicle importers has yet to report its total sales for 2022.

“With this, CAMPI-TMA sales alone has exceeded the total industry sales forecast of 336,000 units – strong evidence that the industry has recovered from the impact of the pandemic and other external challenges,” Gutierrez added.

He said operators prodded the incumbent local chief executive to lift the ban.

Former mayor and now Vice President Sara Duterte banned cockfighting in the city in April 2020 when several individuals got infected with COVID-19 after attending the six-cock derby for the “Araw ng Davao” celebration at the New Davao Matina Gallera in March, making it the “Ground Zero” for the outbreak in Mindanao.

Aside from tax collections, Al-ag added that the local economy is expected to benefit from the resumption of “sabong” as hundreds of derby-goers from different parts of the country would come to this city to participate in national derbies.

He said derby is an “economic stimulant” that would help the city restart the economy and boost tourism.

“The effect is not just [on tax collections] because derby-goers would come to Davao by the hundreds, and they need to check in at hotels, eat at restaurants, and shop,” Al-ag said.

The city has eight galleras.

He added that they need to secure business permits from the city government before they can resume operations.

The councilor said the higher taxes have yet to take effect after publication.

He said that a new system will be put in place to make sure that right taxes are collected from the operators and avoid them from under declaring the payment of taxes to the city.

During the SPEED launching in Makati City, Department of Trade and Industry (DTI) Secretary Alfredo Pascual said the USAID program will support the agency’s goal of scaling micro, small and medium enterprises (MSMEs) by helping them overcome the constraints in accessing technology.

“Digitalized MSMEs can operate more efficiently, reduce costs, reach bigger markets and earn more profits,” Pascual said.

He added that DTI has been rolling out programs to support MSME’s digitalization, such as launching the e-commerce roadmap and working with the Department of Information and Communications Technology in building a free e-commerce platform, among others.

DTI is also implementing the Big Brother-Small Brother Digitalization Project that digitalize supply chains including SMEs, with Nueva Vizcaya Agricultural Terminal Inc. (NVAT) as a pilot site to roll out the end-to-end e-commerce platform.

In the same event, Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla said the SPEED program will complement the central bank’s initiatives to facilitate MSMEs’ adoption of digital payments and financial services.

“The success of SPEED has the potential to promote a more inclusive digital economy toward, as we learn from the pandemic, a more resilient Philippine economy that promotes a higher quality of life for many, if not, most Filipinos,” Medalla added.

US Ambassador to the Philippines MaryKay Carlson said the USAID-led program will help in creating a robust digital economy in the country.

December 2022 sales of passenger cars reached 8,614 units from 8,447 units a year ago, while commercial vehicle sales increased to 28,645 units from 19,399 units for the same period.
