CdO Mayor Klarex orders status quo of JOs, casuals

Mayor Rolando “Klarex” Uy ordered a status quo of the job orders (JOs) and casual employees at the City Hall.

The contract of these employees ended on December 31, 2022, but Mayor Klarex ordered the extension of their services until they are deemed needed by the

City Government.

Earlier, the mayor claimed there would be renewal of business permits and other vital activities that would take place especially in the first quarter of the year.

The mayor said the City needs these casual and job order employees to augment the workforce especially in the renewal of businesses.

The mayor also reiterated that he wants to protect the families of these temporary workers of the City Government.

He said he does not want their families to suffer from hunger if the ‘JOs and casuals’ are terminated because their contracts expired last December 31.

AFP sees more rebel surrenderers in NorMin

Arrest warrant served on jailed NPA leader in Surigao del Sur

BUTUAN CITY – A New People’s Army (NPA) rebel leader was served with another arrest warrant on Wednesday night while detained at the Lianga District Jail in Surigao del Sur.

In a report Thursday, the Surigao del Sur Police Provincial Office (SDSPPO) said police personnel from San Agustin, Surigao del Sur served the arrest warrant for attempted murder on Ronald Enriquez Galdiano, 40.

“The arrest warrant, dated November 21, 2019, was issued by the Regional Trial Court (RTC) Branch

28 in Lianga,” SDSPPO said.

Galdiano is the alleged commanding officer of the NPA Guerrilla Front 19, Sub-Regional Committee Southland, North Eastern Mindanao Regional Committee.

He was arrested by the operatives of Lianga police on Dec. 8, 2022 in Malolos City, Bulacan for three counts of murder without bail issued on Feb. 23, 2021.

Galdiano is listed as an “NPA priority target” and considered the sixth most wanted person in the Caraga last year.

PNP top brass heeds DILG’s call, submits courtesy resignation

MANILA – Top officials of the Philippine National Police (PNP) led by chief Gen. Rodolfo Azurin Jr. on Thursday tendered their courtesy resignation.

The move came after Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. appealed to police colonels and generals to do the same to rid the police force of those linked to illegal drugs.

Tacloban, CDO ports distribute balikbayan boxes to recipients

MANILA – Two ports of the Bureau of Customs (BOC) have released balikbayan boxes to their rightful recipients in Eastern Visayas and Northern Mindanao.

In separate statements issued on Thursday, the Port of Tacloban (POT) and Port of Cagayan de Oro (CDO) reported the release of balikbayan boxes to the families of overseas Filipino workers (OFWs).

POT District Collector Francis Tolibas said they started releasing 70 balikbayan boxes to recipients which arrived on Dec. 27, 2022.

Of the delivered boxes, 39 were claimed by its consignees.

The boxes were part of the abandoned pack -

ages consigned to ALL Win Cargo LLC and Cargoflex Haulers Corporation.

Meanwhile, the Port of CDO reported that the cargo arrived on Dec. 29, 2022, with 99 balikbayan boxes for consignees in Cagayan de Oro, Misamis Oriental, Bukidnon, Lanao del Norte, Surigao, Davao and Zamboanga del Sur.

Port of CDO District Collector Alexandra YapLumontad said the delivery is part of the 4,625 packages consolidated by All Win Cargo LLC but abandoned by its deconsolidator, Cargoflex Haulers Corporation.

She said as of Jan. 4, 52 balikbayan boxes have been claimed by consignees.

The port intends to deliver all 99 balikbayan

Firecracker cases now 291, 55% higher than 2021

MANILA – The Department of Health (DOH) logged 14 more injuries related to fireworks, bringing the overall tally to 291, or 55 percent higher than the cases for the same period in 2021.

In its case bulletin on Thursday, the DOH noted that the figure is 8 percent lower compared to the fiveyear average of cases during the same period.

C. Luzon cops support call to cleanse PNP ranks

Pampanga – The police force in Central Luzon has expressed its full support to the move to cleanse the ranks of the Philippine National Police (PNP) of those involved in illegal drugs.

Brig. Gen. Cesar Pasiwen, Police Regional OfficeCentral Luzon (PRO-3) chief, said on Thursday the more than 12,000 police personnel in the region are supporting Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos’ call for police officials involved in the illegal drugs trade to submit their courtesy resignation. .

In a press conference at Camp Crame, Quezon City on Wednesday, Abalos asked PNP officials – from colonels to generals – to submit courtesy resignations amid the concerns that some members of the

police force were involved in illegal drug activities.

Pasiwen said they are willing to undergo a thorough evaluation process to be cleared of all doubts, insinuations or perceptions as to their service integrity and reputation.

“Over the years, the PNP has been seriously enforcing its intensified cleansing program to weed out misfits and scalawags and it has zero tolerance from any form of misdemeanors,” he said in a statement.

He added that the PRO-3 will continuously support Abalos and PNP chief Gen. Rodolfo Azurin Jr. to cleanse the ranks of the police and rid the organization of the rogue cops.

Sagada resumes ‘Etag’ festival to boost tourist arrivals

BAGUIO CITY –The municipality of Sagada will again hold the Etag festival in February after a two-year hiatus as an added attraction for tourists.

“After its two-year recession, the annual Sagada Etag Festival is set to be celebrated in full blast from February 2 to 5. We will also be launching the Sagada tourism tagline aside from the institutional activities we used to have,” Mayor Felicito Dula said in a phone interview on Thursday.

Dula said tourism plays an important factor in their town’s economy, with most of the residents engaged in the tourism industry.

DPWH builds seawall, slope protection in Region 1 tourist spots

BANI, Pangasinan – The construction of a PHP91.7million slope protection structure in Barangay Tiep here is ongoing while a seawall structure in Barangay Taboc in San Juan town, La Union has been completed, both projects aim to benefit residents and tourists.

In a statement issued on Thursday, Department of Public Works and Highways (DPWH) Ilocos Region information officer Esperanza Tinaza said the slope protection in Bani town is being built to reduce the occurrence of landslides and will ensure safety of motorists.

No less than the highest law of the land categorically declared that a public office is a public trust and it is the primary duty of government to serve the people with the highest degree of professionalism and commitment.

The Philippines is an agricultural country, any short or long-term development can be won or lost through agriculture as 75% of the people are living in the rural areas who are directly or indirectly subsisting on farming as their livelihood. But it is so painful to note that based on the Study of the United Nations-Food & Agricultural Organization (UN-FAO), Philippine Agriculture has only contributed .02% to the Gross Domestic Product (GDP) in the last decade. In fact, of the 4 young farmers, 3 have already left farming and have gone to the urban areas to work as janitors, drivers, waiters or what

have you.

In fact, everyone is profiting from farming, i.e., the fertilizer and seed dealers, the compradors, the usurers, but not those who are doing the back-breaking job of farming – the poor farmers. This is so because everything sold in this country passes at least 5 marketing layers, that a bag of fertilizer bought in Ukraine at only P100 per bag is sold in Mindanao at about P2,000. While their crops such as rice and corn are bought cheaply by compradors (middle-men) but sold much higher when such reaches the consumers. That’s how flawed our marketing system is to the detriment of our poor farmers. Farming in our country is so much tied-up to Conventional Agriculture, the reason why the peasantry is wallowing in poverty.

Who controls? Who profits? Who decides? Not the farmers but the oligarchs who control everything, i.e., seeds, fertilizers, pesticides, herbicides, marketing, etc.

I always get amused everytime I read about the calling of Nathanael, one of the apostles who later became known as Bartholomew. (cfr. Jn 1,43-51) His friend, Philip, already an apostle, excitedly told him, “We have found the one about whom Moses wrote in the law, and also the prophets, Jesus, son of Joseph, from Nazareth.”

how to deal with every case properly. And if the person concerned corresponds properly also, then what may be considered bad at the beginning would turn out to be good.

Nathanael embodies the ordinary person who, in spite of his warts and all, still has that basic, irreducible trait of exposing his heart, no matter how defective, to the truth. He does not run away nor hide from it.

He is truly a man with no guile, no pretensions, no need for covering. Except for the normal need for discretion and modesty, he is completely transparent. What you see is what you get.

More, he is willing and eager to know the truth, and to make the necessary changes and adjustments that such truth would require of him. He is humble enough to accept things as they are, never bending them to make the pieces fit his own ideas. Rather, the contrary.

That’s why we would immediately feel good every time we meet such persons. They always exude such welcome and wholesome aura about themselves in spite of their imperfections. They contribute in making society more at peace and in harmony.

Rains trigger landslides, floods in Eastern Visayas

TACLOBAN CITY – Nonstop rains in Eastern Visayas over the past few days have triggered landslides and floods, authorities reported on Thursday.

In Salcedo, Eastern Samar, several houses in a resettlement site in Tagbacan village were slightly damaged due to a landslide due to days of heavy rains.

The incident damaged the access road and material recovery facility inside the Salcedo Ville, Salcedo Mayor Rochelle Mergal said in a Facebook post.

The Regional Disaster Risk Reduction and Management Council (RDRRMC) said floods were reported in Baybay City, Ormoc City, Palo, Dulag, San Miguel, Tabontabon, Matag-ob and Albuera in Leyte province.

Similar incidents were also reported in the towns of Catarman, Northern Samar; Catbalogan City, Calbiga, Motiong and Pinabacdao in Samar province.

BOC-Cebu reports P5-B surplus in 2022 duties, tax collection

CEBU CITY – The Bureau of Customs–Port of Cebu on Thursday reported a PHP5-billion surplus collection for 2022.

BOC-Cebu Collector Elvira Cruz said the district port collected a total of PHP42.8 billion as against the target of PHP37.8 billion, which shows a 13-percent surplus.

BOC-Davao to release abandoned ‘balikbayan’ boxes

DAVAO CITY – The Bureau of Custom – Port of Davao (BOC-Davao) is releasing some 404 “balikbayan” boxes to their respective claimants through the city port here and the sub-port of Dadiangas, an official said Thursday.

In a press briefing, Erastus Sandino Austria, BOCDavao district collector, said the move aims to help overseas Filipino workers (OFWs) and their families victimized by unscrupulous consolidators.

This came after President Ferdinand R. Marcos Jr. ordered the expedited release of abandoned “balikbayan” boxes to their consignees nationwide.

At least 124 and 466 boxes have been claimed by consignees while 404 remain unclaimed, Austria said.

At least 16 containers arrived at the Manila International Container Port (MICP) from a consolidator

in June and July last year, and were abandoned on Aug. 11 of the same year.

“The abandoned boxes were sent by the OFWs

through unscrupulous consolidators or forwarding companies who agreed to deliver the packages to the consignee’s address in the

He said balikbayan boxes neglected at Davao port can be claimed at their warehouse on Panabo Bypass Road in Barangay Cagangohan, Panabo City; and at the JJM Warehouse in Barangay Tambler, General Santos City for the sub-port of Dadiangas.

“No fees will be charged, but claimants will need to present two valid government-issued identification cards, proof of shipping documents, a photocopy of the sender’s passport, and an authorization letter if boxes are received by their representatives,” Austria said.

For consignees who cannot personally claim their boxes, Austria said BOC will have them delivered for free.

He said balikbayan boxes sent by qualified OFWs are exempted from payment provided that the boxes are coursed through freight forwarders.

Austria added that qualified Filipinos while abroad can send up to three times with a total declared value not exceeding PHP150,000 of all three balikbayan boxes in a year, provided it contains only personal and household effects, and not in commercial quantity.

The forwarded items should not also be regulated and restricted, and should be authorized by the regulating agency, he said.

Luxury items that are excluded in the privilege exemption shall be subject to payment of duties and taxes and should have complied with the law and undergone proper customs clearance.

Austria said boxes kept in the warehouses can be claimed Mondays to Fridays from 8 a.m. to 5 p.m. (PNA)

‘Tired’ NPA rebel yields to Sarangani police

TACURONG CITY – A communist rebel surrendered to the police in Sarangani province, telling the authorities that more of his comrades are about to return to the fold of the law.

Brig. Gen. Jimili Macaraeg, police regional director for the Soccsksargen region, said Thursday that New People’s Army (NPA) rebel Marito Manang denounced the atrocities of his comrades operating in Kiamba, Sarangani province.

Manang, 45, who turned over a rifle gre -

nade and propaganda materials, underwent debriefing after his surrender to the Kiamba police Wednesday afternoon.

“Many are willing to come down, I decided to go ahead by escaping from the group because I am tired of fighting for a meaningless struggle,” Manang was quoted by the police in the vernacular.

Manang is now under the custody of the police’s 1204th company of Regional Mobile Force Battalion 12 and is set to avail the government’s reintegration program.

When this case was called for hearing on the Jurisdictional Facts, petitioner as well as his counsel was not present in Court.

Davao Norte floods leave 2 dead, 12K families affected

DAVAO CITY – Two residents in Davao del Norte died after the rampaging floodwaters hit the province on Wednesday following bad weather caused by a low pressure area (LPA), the Provincial Disaster Risk Reduction and Management Council (PDRRMC) said.

In a report Thursday, the PDRRMC identified the fatalities as Enting Layao, 57, of Tagum City; and a five-year-old from Asuncion town, who both drowned in the floods.

The PDRRMC said the floods affected 12,633 families or 52,712 individuals from the municipalities of Kapalong, Asuncion, New Corella, Sto. Tomas, Carmen and Tagum City.

Some 204 hectares of various high-value commodities amounting to PHP4.9 million were damaged in New Corella and Kapalong towns.

Governor Edwin Jubahib said aid was provided to the

affected families, especially those living in low-lying portions of Asuncion town and Tagum City.

Jubahib also ordered the Provincial Social Welfare and Development Office (PSWDO) to distribute food packs to the affected families.

He said the provincial government is in constant coordination with the local government units (LGUs) to deliver essential goods and services to the families affected by the floods.

Meanwhile, the Department of Social Welfare and Development in the Davao Region (DSWD-11) has provided PHP123,348 worth of assistance to the affected families in Davao del Norte.

The DSWD, through its field offices, continues to coordinate with the local authorities to ensure that appropriate interventions are provided to the affected population promptly. ( PNA )

The Philippine Department of Agriculture (DA) and China General Administration of Customs signed an agreement for the protocol of phytosanitary requirements for the export of fresh durians from the Philippines to China.

The new deal secured by the Marcos administration also covers coconut and bananas, among others.

“As the protocol for the export of fresh Philippine durian was signed yesterday, the market for this fruit is now open to Philippine exporters and Chinese importers,” Marcos said in his remarks at a roundtable discussion with chief executive officers (CEOs) from the agriculture sector in Beijing.

At least four companies had expressed their intention to buy more Philippine tropical fruit products, especially durian, he said.

Among the top drivers for Philippine agricultural exports to China are fresh fruits, dominated by Cavendish bananas, followed by fresh pineapples, Lady Finger bananas, Solo papayas, Hass avocados and young green coconuts.

Marcos assured business leaders that durian growers, represented in the meeting by the Davao Durian Industry Association, are prepared to meet the “demands of the Chinese market.”

The Davao region covers 78 percent of the total durian production in the country.

In 2021, total durian imports from Thailand amounted to USD4 billion, more than triple the total Philippine agricultural exports to China in the same period.

President Marcos also welcomed the intention of several Chinese companies to invest in coconut, the livestock sector and develop durian as a plantation crop.

“These will generate much-needed employment, enrich the sector’s research and development activities and capabilities, enhance domestic and international trade, and ensure food security at affordable prices,” he said.

The Philippines’ Coconut Farmers Industry Development Plan, Marcos said, is expected to facilitate the rehabilitation and modernization of the Philippine coconut industry.

It aims to provide the catalyst needed to enable more coconut products from the Philippines to enter the Chinese market.

In the same meeting, Trade Secretary Alfredo Pascual touted the Philippines as a “highly promising production base for agribusiness, a source also of products for export to China.”

In fact, these agencies, instead of helping them, sided in favor of the oppressors.

In the case of DENR, it signed a Memorandum of Agreement with DND paying three geodetic firms as narrated by Atty. Ban Micheal Pacuribot Chief Legal Officer DENR Region X some 20 million pesos for the conduct of a Relocation Survey that surrendered the farmers’ land as part of the military reservation which became the basis of the destruction of their farms. In the case of the DAR, while documents have shown that their farms belong to what has been described as Alienable and Disposable (A&D) which is under the jurisdiction of the DAR, yet, no comment or protest that has been raised on the conduct of the Relocation Survey. In the case of the DA, it has released P299,650 fund to the Mindanao Army Training Group (MATG) in Kibaritan adhering to ELCAC initiative based on the false allegation that there are some 100 FR (former rebels) in Kibaritan. In the case of the Commission of Human Rights (CHR), such office is inutile in protecting the human rights not only of the oppressed farmers but of the five innocent children who on March 25, 2016 were victims of the blasting of an UXO (Unidentified Explosive Ordnance), killing outrightly three children and seriously wounding two children. Glaringly, the horrible incident happened because of the gross negligence of the men in uniform who did not even give a danger warning of the presence of explosives about 50 meters away from the Elementary School which was transformed into a “firing range.” CHR, your office is not only inutile but insensitive!

tutional provision in Art. XI, Sec. 1, which categorically stated that, “Public office is a public trust. “They get their commutation of leaves accumulated through the years, they will receive their pension, until

IAS, IMEG, PDEG restructuring

Azurin also ordered a restructuring of IAS, Integrity Monitoring and Enforcement Group and the PNP Drug Enforcement Group whose functions are mainly focused on internal cleansing and the anti-drug drive.

“And to give more teeth to our disciplinary machinery, our processes in IAS must be further improved to pave the way to a speedier disposition of cases,” he said.

Azurin said a stronger vetting process among personnel of these units and among all key positions in the PNP will be implemented with strong resolve.

“Similarly, our counterintelligence efforts must step up to protect the integrity of all police undertakings,” he added.

Support from units

Meanwhile, the National Capital Region Police Office (NCRPO) and the Criminal Investigation and Detection Group (CIDG) expressed support for Abalos’ call.

“We believe that the said radical approach to fullfledged colonels and generals will greatly affect the organization in cleansing the ranks and will further improve the operations on the grounds,” NCRPO chief Gen. Jonnel Estomo said in a statement, adding that he has already tendered his courtesy resignation.

CIDG chief Brig. Gen. Ronald Lee said CIDG officers who have an untarnished reputation and integrity should heed the call of the DILG chief.

The man behind Kiko’s Catering Services

FRANCISCO “Kiko” Consolacion, 34, is both chef and owner of Kiko’s Catering Services based in Cagayan de Oro City.

Chef Kiko, as he is fondly called by students, colleagues and peers in the services industry, has always loved food ever since he was a child. And his love for cooking grew during his ten years. This can be attributed seeing his

parents love cooking and to his family’s roots.

His tatay is from Ilocos and his nanay from Pangasinan – regions known for their unique and delicious delicacies.

Chef Kiko initially took a job as a waiter in a restaurant in Cagayan de Oro City. To enhance his skills, he took up Hotel and Restaurant Management and entered several training programs in Tesda and got his NC II certificates

during his time.

After he graduyated, Chef Kiko worked in several restaurants and hotels locally and in abroad. He decided to start a catering business because it does not require too much capital since clients pay ion advance. For six years now, Chef Kiko has both managed his catering business and being a full time faculty in Phinma-COC teaching culinary and other

hospitality and tourism subjects.

Today, Kiko’s Catering Services delivers its services up to five events daily and offers food to go deliveries and orders per tray within Misamis Oriental and Cagayan de Oro City. It is currently expanding its menu and services offered. They also offer a grazing buffet, box and boards; mobile bar; tray orders; packed meals; buffet

or plate-in service for weddings, debuts, corporate events and other special occasions.

In 2022, Kiko’s Catering Services was awarded the Most Outstanding Catering Services in Northern Mindanao and one of the Top Ten Best Catering Services in
