DAVAO City – The Philippines and Indonesia recommended the approval of the 12-point agenda that would enhance diplomatic relations and joint implementation of the 1975 border agreements between the two countries.

The PH-Indonesia BCCC (Border Committee Chairmen's Conference) is an annual activity that seeks to review and strengthen existing measures for the safe passage of respective nationals of both countries, including the protection of fisherfolk and the prevention of terrorists from transiting in the border areas.

In an interview Thursday, Lt. Gen. Greg Almerol, the Armed Forces of the Philippines Eastern Mindanao Command (Eastmincom) chief, said they are considering the threat posed by transnational terrorists to the Philippines and Indonesia, and decided to look into the enhancement of intelligence cooperation and other security-related matters.

DAVAO City – Food and travel tourism is set to take center stage as the Department of Tourism in Davao Region (DOT-11) play host to the 21st edition of the "Kaon Ta, Kain Pa! Food and Travel Festival" on Dec. 2-4 here. Crackdown starts vs street vendors in CDO

city government here has cracked down on hundreds of sidewalk and street vendors starting Thursday, ahead of the Christmas season following complaints from motorists and storeowners.

Teams of city hall personnel, medical responders and policemen swooped down Vicente Roa and Osmeña streets around Cogon, the city’s main public market, to clear them of vendors.

Eric Salcedo, head of the city night market team, said more than 600 vendors were affected in the crackdown.

He said more would be affected in the following days as city hall trained its eyes on hundreds on vendors selling “ukay-ukay” (used clothing)

Former farmworkers in Agusan to finally get individual land titles

SAN FRANCISCO, Agusan del Sur — At 83, Dolzura Exchaure will finally get her individual land title in the second week of December after an arduous 34 years of waiting.

Contact tracing QR code still in effect in CDO

CAGAYAN de Oro city officials on Thursday said the Quick Response (QR) code for the coronavirus disease 2019 (Covid-19) contact tracing mechanism is still in effect.

In an interview, Dr. Teodulfo Joselito Retuya Jr., city health office epidemiologist, said the QR codes generated through the Higala App have been

useful even when public health protocols have been eased.

"We will still know those who did not tell the truth of their whereabouts because we can see in the database where they have been (those who contracted Covid-19)," he said.

Retuya said the QR codes are still necessary because the Covid-19 response is still active,

especially since the cases have spiked once more.

As of Wednesday, the CHO recorded another 21 new Covid-19 cases, leading to a cumulative 124 active cases here.

ZAMBOANGA City –Authorities have arrested 25 people and seized some P52.8 million worth of smuggled cigarettes in a joint antismuggling operation off this city, officials said Friday.

Rear Admiral Toribio Adaci Jr., newly-installed Navy Flag-Officer-in-Command and concurrent Naval Forces Western Mindanao (NFWM) commander, said the shipment was intercepted around 3:45 p.m. Wednesday in the seawaters off Barangay Labuan here.

Adaci said NFWM’s Naval Task Force (NTF)-61 operatives composed of Navy Seals and intelligence personnel were conducting maritime patrol when they chanced upon five motorboats traversing the seawater off the village.

Upon coordination, Lt. Senior Grade Chester Ross Cabaltera, NFWM information officer, said operatives of the Joint Task Force-Zamboanga, Bureau of Customs and Philippine Drug Enforcement Agency (PDEA) joined the NTF-61 in the conduct of inspection on the motorboats which were found loaded with assorted cigarettes.

Cabaltera said the five motorboats were escorted to the Naval Station Romulo Espaldon which houses the headquarters of the NFWM here after the 25 crew aboard failed to present legal documents of their cargoes.

The motorboats were marked M/J Ramila 3, M/J Ramila 5, M/J Breena 1, M/J Breena 2, and M/J Breena 3.

Adaci said their joint inventory showed the five motorboats were loaded with 1,511 master cases of smuggled cigarettes.

He said the trafficked cigarettes came from Indonesia and were transported via the island province of Sulu.

Meanwhile, Mayor John Dalipe lauded the successful operation, citing anew his zero-smuggling directive to law enforcement agencies and security forces.

“I made it very clear at the beginning of our administration, smuggling in any form will not be tolerated in Zamboanga City,” he said.

All the confiscated cigarettes, motorboats and crewmen were turned over to BOC for proper disposition. (PNA)

DOH releases P5.5M to MisOr's Universal Health Care program

THE Department of Health (DOH) 10 (Northern Mindanao) released PHP5.5 million to Misamis Oriental’s provincial government for its Universal Health Care (UHC) program.

In a statement Friday, Dr. Jose Llacuna Jr., DOH-10 director, said the fund would mainly fund the province’s Medical Assistance for Indigent Patients (MAIP).

Dr. Israel Peralta Jr., the provincial health officer, said the DOH support is aligned with what Governor Peter Unabia envisioned for the province's health care by achieving the UHC implementation by 2024.

"The UHC intends to deliver quality health care and also oversee the overall aspect of every person's health status," he said.

Meanwhile, the DOH-

10 also turned over six ambulance vehicles to the provincial government through its health facilities enhancement program.

Llacuna said the ambulances would be distributed to six local government units (LGUs) in the province.

The ambulances, which are Nissan Urvan NV350 models, have an average price of P1.3 million per unit, based on the standard Nissan dealership rate in the Philippines.

On the other hand, the DOH-10 also turned over five ambulances to the provincial government of Misamis Occidental that were also dispensed to five of its LGUs.

"I cannot overemphasize the importance of ambulance. The patients deserve more services from

us, especially in their transport from one facility to another," Llacuna said.

He also said the reality remains in rural communities that not all hospitals have the same breadth of facilities and patients must be transferred to hospitals with existing equipment needed.

"Therefore, the need for the patients to be referred to them (in hospitals with facilities), and this is made possible through good ambulances," he said.

Misamis Occidental Governor Henry Oaminal said the provincial government has so far provided P11.6 million in financial support to 1,070 patients seeking medical examination, consultation, treatment, and rehabilitation in both government and private hospitals. (PNA)

Fintech eyes 20% share in remittance servicing from US

A FINANCIAL technology firm targets to increase its share in servicing remittances of Filipinos in the United States to as much as 20 percent within three years, following a tie-up with Sy-led BDO Unibank and after getting additional seed capital. “Our goal is to go up 20 percent of the market long term. We think it’s going to be three years from now. It could be

quicker and it could be a little bit less depending on how successful we are at customer acquisition,” BayaniPay chief executive officer (CEO) Winston Damarillo said in a briefing. The Californiabased neobank, which partnered with Southern California-headquartered East West Bank, was launched in March 2022 and targets to provide digital financial

services initially to the around 4.2 million Filipinos in the US. It recently raised additional $4.5 million in seed funding from East West Bank, Wavemaker Partners and Talina Ventures Labs. It also partnered with BDO to allow users of its mobile app to directly pay services in the Philippines through paycode technologies. Damarillo said the use of paycodes will allow

BUDGETTING, either for an individual or a family, is a goal but the necessity to really be serious about it rose when the pandemic hit since many people lost their income sources.

Aaron Villegas, cofounder of Filipino-owned financial management app Lista, said they have already reached 1.4 million downloads nationwide since the mobile application was launched in November 2021.

The app provides users with purpose-driven solutions for personal and business

finance, such as sales target, inventory and savings, with the latter boosted by a savings challenge to encourage more users to be financially savvy.

Villegas, in an interview, said they did not expect the volume of app downloads to immediately rise but noted this was driven partly by users who made Facebook groups promote Lista, and discuss among themselves how to better manage their money.

“The reason for that is if you have a certain level of salary, it’s hard to increase

that. You just rather learn on how to improve and manage what you have,” he said.

Citing data, Villegas said around 30 to 40 percent of the app’s users use the savings challenge, which was launched last September.

“A large portion of our user base use it to save up for education, a house and motorcycle,” he said.

Villegas is optimistic that more people will tap the savings challenge, noting that based on the users’ statements on the Facebook groups, some have achieved successes on

their goals.

Lista launched on Tuesday the budgeting feature of the app, which Villegas said is aimed at encouraging their users to further improve their finances.

The app provides suggestions such as the 7020-10 rule, where 70 percent of the income should be used for the needs, 20 percent for savings and 10 percent for wants.

THE Bank of the Philippine Islands (BPI) is allocating an initial P2 billion for its housing loan program called MyBahay, targeting lower income individuals or households.

In a briefing on Wednesday, BPI Retail Loans head Dennis Fronda said they intend to extend the funding within two years.

“But of course with the current acceptance of the market, we anticipate that the P2 billion will run through quickly. In fact, the challenge is to eat up all the P2 billion in six months’ time and get back to the Board and get more funds,” he said.

Fronda is optimistic of the strong availment for their latest home loan product amid people’s need to have their own houses and the low default rate among their home loan borrowers.

He said non-performing housing loans are now back to pre-pandemic level of around 4 percent as of last September.

The bank’s exposure to the real estate sector is currently around P170 billion, he added.

MyBahay is a flexible housing loan program that allows for a maximum payment term of 30 years, longer than the 20 years standard repayment term.

Clients will be allowed to capitalize on the value of the property, which is maximum of P2.8 million, since the allowable loan amount as against the contract price or total appraised value is 95 percent compared to the regular 80 percent.

Minimum gross household income requirement to avail of the loan is P25,000, lower than the standard P40,000. (PNA)

Think a minute… One day in 1894, Guglielmo returned to his room on the third floor of his parents’ house. He had spent several months of reading books and filling notebooks with detailed drawings and diagrams. Finally the day came when he announced to his family that he was ready to show them what he had been working tirelessly to build. They climbed the stairs to his room on the third floor. Guglielmo pushed a button which rang a bell down on the first floor. His mother was amazed and proud of her son. But his father was not! He saw no value or use in being able to send a signal over such a short distance. So Guglielmo kept on working.

Little by little he made changes in his invention to send a signal from one hill to the next, and then beyond the hill. Eventually, through his perspiration and perseverance, his invention was perfected.

Guglielmo Marconi became famous as the inventor of wireless telegraphy, which started the

technology for the invention of radio. Marconi not only received the Nobel Prize in physics, but also a position in the Italian senate and many honorary degrees.

Someone said: “The way to get to the top is to get off your bottom.” That’s why “You gotta work it to win it.” You can accomplish nearly anything IF you commit your heart and life to it by combining your vision with hard work. Your dream, plus your discipline and determination, will keep you working till you win. Atty. Manuel “Maning” Ravanera as CONSCIOUSNESS has now gone to the formless, to the vast spaciousness and stillness and in the loving embrace of the Unseen Being. He left the transient life of form on that fateful day of November 26, 2022, at about 4:30 at dawn suffering from stroke while sleeping after he had visited the wake of his beloved mother, Amada Revilla Ravanera who died a day before. Perhaps, he could not bear the pain of losing his beloved mother “na palangga siya kaayo.” He now joined his beloved Nanay as the coffins of the amazing mother and son could be seen side by side in the funeral parlor of the Divine Shepherd.

In facing threats, Atty. Maning, had always remained his true self, an intrepid warrior, when facing great adversities and even, in that most critical time, when battling death itself.

I remember when he was battling for his dear life, watching him bravely fighting for dear life at the Intensive Care Unit in the CUMC, with a face so full of life and courage, I knew then that just like in so many court “battles” that he fought championing the cause of the environment or in defending the poor, the downtrodden and the oppressed, this time, not even death then could prevail over his strong will to live. After twelve long years of being immobilized by that stroke, I could just surmise that he wanted now to join our dear mother in that formless world of consciousness.

All those years when Task Force Macajalar was fighting to save our ecosystems, together, we have faced life-threatening activities during the past decades when we were taking direct actions to protect the remaining dipterocarp forests in the uplands of Cagayan de Oro, Bukidnon and Lanao, which were then wantonly being decimated by highly-armed illegal loggers. I remember that when we staged the first human barricade to stop the flow of

illegally cut logs in 1991 with some 300 Lumads, farmers and fisherfolk in the highway fronting SEARSOLIN in upper Carmen, the highly armed loggers went to threaten Atty. Maning in his residence at Carmen, this city, brandishing their “starlight” high powered guns but never had they been successful in stopping my brother to continue his legal battle against them.

In 1995, some six thousand farmers, women, fishers and indigenous people came together to have a dialogue with the officials of the DENR to seek redress against the massive destruction of the ecosystems especially against a highly-destructive plant emitting toxic air pollution in Tablon that was causing deaths and diseases among the residents. Exposed to the excruciating heat of the sun for more than five hours, the people were barred from entering DENR’s compound, so Atty. Maning opened the closed gate suddenly prompted the security guard to fire his gun. Undaunted, Atty. Maning dared the guard to shoot him if such was the order of those whose sworn duty is to protect the environment, yet have miserably failed to do so. Indeed, my brother was willing to give his life, right then and there, just to stop our accelerating drive towards ecological disasters. There is no greater grandeur sight on earth that one environmentalist lawyer willing to give-up his life after hearing the cry of the poor and of Mother Earth to save the billions of species of flora and fauna becoming extinct. As an intrepid lawyer, Atty. Maning was bravely advocating for the rule of law to prevail over the rule of power and money.

That daring action had allowed the people to present their issues against illegal logging, illegal fishing and industrial pollution with all the evidence necessary for legal action. Whether that office has all these years remained apathetic to the pitiful plight of our ecological people is by itself

a Res Ipsa Loquitor.

There was nothing more that would get the righteous ire of Atty. Maning than those of law enforcers whose sworn duties are to enforce the law to protect the people and the environment yet would blatantly neglect their duties to protect the interest of influential people or of the power-that-be. He would dare to directly confront these law enforcers for their malfeasance, not minding their threatening acts of shooting him.

The portrait of courage that he had shown all these years for the rule of law to prevail has continued in his firm determination to regain back his health. Be that as it may, it was the family’s firm resolve and those of his friends including those in far-away lands and the thousands of those whose lives he had, at one time or another, touched, to pray, pray and pray without letup. Together, they have hounded the heaven with prayers. No less than His Eminence, Archbishop Antonio Ledesma, S.J., a friend of the family, came to pray and to administer the healing oil and so with a number of priests and Ulamas. Well, for everything there is a reason under heaven. While death has no match against his strong will to live with all the outpourings of prayers that hounded the heaven, Atty. Maning has survived all these years but must now go to the Great Beyond to join his beloved Nanay.

Death has no match against his strong will to live and against the tremendous outpourings of prayers that hounded the heaven. I am so happy to note that while Atty. Maning then was still on wheel chair but he could narrate jokes to entertain those who would come to visit him.

What amazes me no end is when I go around the tribal communities of the Indigenous Peoples in Mindanao and after introducing myself as a Ravanera, the Lumad leaders would ask me, how am I related to Atty. Manuel Ravanera? I would ask them why

they know my brother? They would joyfully remember Atty. Maning and would narrate on how he had lawyered for them – all for free. Wow I said, that’s my brother. Well, during those years that he was practicing law, he would tell me that out of ten clients, seven are free particularly the IPs, farmers and those coming from the marginalized sectors. I jokingly told him “kawawa naman ang tatlong nagbabayad na may kakayahan, doon siguro na ka charge,” and such joke would be followed by laughter.

You want to know how Atty. Maning had helped the Indigenous Peoples in Valencia, Bukidnon regained their land which had been grabbed by a rich powerful family with the full armed support of Col. Alexander Noble’s Tagbagani Security Group? You can google it or find it in You Tube, entitled, “Chronicle of Land Redeemed!” That’s how great Atty. Maning was defying threats, oozing with courage out of love for the environment and the poor and the oppressed Indigenous Peoples – all for God’s greater glory.

Atty. Maning is now not with us anymore. Oh, so painful. But as consciousness joining the formless in the vast spaciousness and stillness, he will forever be with us. As consciousness, we DO NOT HAVE A LIFE FOR WE ARE LIFE. Atty. Maning, wherever you are, now with us and then with the stars, we love you so much!

There, we cannot say that we are not amply warned. Still, we should not be overly worried about this. This is a fact of life that should be taken with due consideration. What this should do is simply for us to be always properly prepared.

In fact, if we are properly guided by our Christian faith, we would look forward to the end of time since that would make the transition to our eternal and definitive life when we are promised that there will be a new heaven and a new earth. (cfr. Rev 21,4) Our life here on earth is just some kind of testing ground to see if what God wants us to be is also what we want ourselves to be—his image and likeness, sharers of his divine life and nature.

And the preparation for this eventuality need not involve anything

extraordinary. It is enough that whatever we do in our daily routine is done with God and for God. That way, we would always be motivated to do things in the best way that we can, leading us to be more and more like God. And even if we cannot escape the limitations and imperfections of our work, God will always understand and would be happy to see us working with that intention.

What God would consider is the faith, hope and love that beat in our hearts as we do our daily activities. It is not so much the human success in our work that is important.

Of course, if we do things with God and for God, it is very likely that our daily activities would have good effects and results. But these should not be the main consideration.

And so, it stands to reason that during the day we make many pit

stops, so to speak, so we would know whether we are still on the right path, with the proper direction. We would have the chance to rectify and purify our intentions.

And at the end of the day, it would be good that we make it a habit to make a general examination of conscience that should end with a loving expression of sorrow for whatever mistake, shortcoming or sin we may have committed during the day. That way, we express our intention to be reconciled with God always. That in the end is what truly matters!

E-vehicle boom opens new opportunities for PH mining

DEVELOPING the electric vehicle (EV) industry is opening new opportunities for the Philippine mining sector, a company executive said Wednesday.

In a media roundtable, DMCI Mining president Tulsi Das Reyes said the e-vehicle sector has provided new opportunities for the mining industry and his company is keen to take part in this development.

He described that mining became a "sunset business" before the growth of the e-vehicle industry.

"Prior to the EV boom, stainless steel was going nuts, and they don't have capacity already for the stainless steel market. And China is the only growth for stainless steel, all other countries in the world (are) slowing down," Reyes said.

He said the growing

demand for e-vehicles globally has offered a "fresh light" for the mining business.

Nickel is a component for e-vehicle batteries.

"Without EVs (e-vehicles), we would (have) ended so many other niche market(s). So it was a huge impact," Reyes added.

In the recent foreign business missions of the Department of Trade and Industry (DTI) in the United

States, South Korea and Japan, companies from these countries expressed their interest in the Philippine e-vehicle industry, including manufacturing batteries for electric cars.

RENEWABLE energy firm Alternergy Holdings Corp. and Shell announced Tuesday their partnership to develop offshore wind projects in the country.

The partnership with Shell will be through Alternergy's unit Pililla AVPC Corp.

In a press conference in Makati City, Alternergy chairperson Vince Perez said the partnership is initially looking into developing an offshore wind project in Calavite Passage, which has a potential capacity of 5 gigawatts.

The firm eyes to develop 1 GW offshore wind power from the site, which is in the northwest corner of Mindoro.

and technical expertise in developing large-scale bottom-fixed and floating wind projects," Perez said.

The former energy chief added that Alternergy is "eagerly waiting" for President Ferdinand R. Marcos Jr.s’ executive order (EO) on offshore wind development.

Last week, Department of Energy (DOE) Secretary Rapahel Lotilla said the agency is crafting the EO to be signed and issued by Marcos that aims to stimulate investments in offshore wind projects.

This is part of the Marcos administration’s goal of harnessing indigenous energy resources for energy security, accessible and affordable power for Filipinos, and increasing the share of clean energy in the country’s energy mix.

"I thanked these local companies and their foreign partners for taking bold

action in committing to deliver clean energy to the Filipino people.

Harnessing the power potential of offshore wind resources requires intensive capital cost and highly skilled manpower resources, thus partnerships are a key strategy," Lotilla said in a statement Tuesday.

In the same event, Shell General Manager for Offshore Power for Asia Pacific Joe Nai said the availability of supporting infrastructures like ports, cranes and vessels, among others, will help in the development of the country’s offshore wind industry.

For the Calavite Passage Offshore Wind Project, the companies are eyeing to use the Batangas Port.

Nai added that offshore wind projects would also boost other industries as building the infrastructure would require turbines, steel, towers, electrical cables,

among others, as well as the skills of designing and constructing the project.

Meanwhile, Perez said despite the amended implementing rules and regulations (IRR) of the Renewable Energy Act that allows 100 percent foreign ownership for renewable energy projects, Alternergy and Shell are looking into maintaining the usual 60-40 equity share in favor of the local party.

Perez added that the company is “not threatened” with the amended IRR that is seen to invite more players in the country’s renewable energy sector.

“Actually, we welcome the lifting of the foreign ownership restrictions. It brings more players to the Philippines, but we are not threatened by it because we still feel that -- as you can see from this synergy -- we bring complementary skills,” he said. (PNA)

This vision and mission of DepEd in consequence must ensure that quality education must be relevant, liberating, and inclusive. As time passes and on the emergence of technology in the life of people, the education sector saw the great potential of integrating technology in the learning journey of learners. Several available literatures as well can be found supporting the positive effect of using technology in enhancing the level of engagement and participation of learners inside the class which can lead on improving learning outcome in general.

However, how can integration of technology in the learning journey can become a tool to produce lifelong learners? For instance, is knowing how to use the calculator in math class is enough to respond to DepEd’s goal?

Clearly the utilization of technology inside the class will greatly depends on the creativity of the teacher as well as the appropriateness of using a specific technology. This implies teaching approach and appropriate technology used which is accessible by every

learner is critical. DepEd as a government institution has limited resources in terms of providing the necessary technology for classroom instruction, this has become a challenge in all levels of the organization especially among teachers who are the frontliners of providing the service to learners.

Somehow, the partnership of DepEd and Microsoft Philippines opened a promising road. The provision of premium accounts of Microsoft 365 (M365) to all publicschool teachers and learners opens several new opportunities that a classroom teacher may explore.

One of the opportunity knocking is the potential use of Digital Gamebased Learning (DGBL) using Minecraft Education Edition (MEE) as one of the productivity tools of M365. Several literatures may be found supporting the effective use of DGBL in improving the level of engagement and participation among learners. Additionally, DGBL provides a variety of opportunities to develop the 21st century skills of learners which will enable them to participate actively and meaningfully in the society in the future.

As a classroom math teacher, I personally experienced how appropriate use of technology can

help narrow the gap between fast learners and slow learners in my subject. Thus, I personally advocate on maximizing the potential of Minecraft as a tool to implement digital game-based learning as this kind of learning instruction is relevant since many learners of today make gaming as part of their life which will mean that they can greatly relate to game-based learning, it is liberating because I see the great potential of teaching learners how to be good digital citizens which will empower them to protect themselves as well as others on online predators, and it promotes inclusivity since it can become an avenue to create a virtual community where all learners no matter how different they are will have to help each other to reach a common goal. Looking closely on the potential gains, productivity tools like Minecraft used in digital gamebased learning can help develop needed skills and characters for lifelong learners. I may have to mention some feedbacks I have received on the addictive tendencies because of using this approach nevertheless, I believe that if the school and family support system will work together to guide learners there are more to gain than to lose.

THE government’s digitalization push, along with corporates’ goal to improve their operations which were further boosted by the remote working set-up when the pandemic hit, has increased the importance of information technology (IT) units. This is among the findings of the study by ManageEngine, the IT management division of Indian multinational technology firm Zoho Corporation, in the third quarter of this year. Citing results of the survey titled "IT at work: 2022 and beyond", ManageEngine regional director for Asia Pacific Arun Kumar, in a briefing on Thursday, said 93 percent of decision-makers cited greater collaboration between IT teams and other departments in the last two years. Kumar said 100 percent of the IT decision makers (ITDMs) from the 150 firms who participated in the survey said their organizations have been making use of advanced data analytics, such as artificial intelligence (AI) and machine learning (ML), on their IT operations over the last year. He said there is no fixed level of IT investment that companies need to follow because this depends on several factors such as the size

Face-to-face instruction is no longer the only option available to students in the education sector after 20 years. Since the rise of Covid-19 instances, educators have placed a greater focus on the use of online learning. However, there is frequently disagreement regarding whether or not either is effective.

Classroom learning, often known as face-toface learning, is more conventional and, with the use of technology, might even be regarded as archaic. Other forms of learning cannot match the advantages that classroom learning brings. A single one of them calls for "human engagement." Parenting is the family attachment or involvement process that includes the attitudes, values, and practices of parents in raising young children. Nourish, warm, and responsive parent – child relationships and parental participation in child –centered activities relate to positive learning outcomes in early childhood.

Permanent family attachment in children’s education is also an essential goal and ongoing study shows that family involvement in schools improves student achievement, reduces lack of interest going to school, and restores parents’ confidence in their children’s education.

Student with involved parents or other care takers earn higher grades and score in test, have better social skills, and show improved behavior.

When families are attached in their child’s education, children obtain higher grades and receive higher scores on test, attend school more regularly, complete the homework’s, demonstrate a positive attitudes and behaviors, graduate from a high school at higher grades, and more likely to enroll to the next level rather than to stop schooling and do nothing for the whole year-round. For these reasons, increasing family involvement in the education of their child is an important goal for school, particularly those serving low income and other students at risk of failure.

Bulua National High School (BNHS) of the Division of Cagayan de Oro City, under the leadership of the Secondary School Principal II Mrs. Evelyn Q. Sumanda, has been adhering to all the Department of Education’s directives to deliver quality education to the learners amidst the continued threat of COVID19 pandemic.

School Year 2021-2022 assessment revealed that school leaders, teachers, learners, and the parents and guardians intensified innovations, collaborations, communications flexibility, and creativity to successfully hurdle the challenges of distance learning implementation. It posted an enrollment of 3,133 for Junior High School and 966 for Senior High School. A total of 127 teachers successfully handled these learners as part of their mission.

This distance learning modality was undeaniably challenging to all stakeholders, particularly the learners who have experienced learning gaps during the two school years. As mandated through DepEd Order No. 034 s. 2022, Bulua NHS implemented the progressive in-person classes last August 22, 2022 with a total of 4, 555 learners. Of which, 3,352 are Junior High School learners while 1,203 are Senior High School learners. We noted an increase in the number of enrollees at 16.56% compared to last

school year. Most of the additional learners are from Senior High School which shows an increase of 23%. For this school year, there are a total of 72 organized classes for Junior High School and 23 for Senior High School. Due to increased enrollment and classroom shortage, we need to organize two shifts of classes, Morning shift is from 6:30-11:30 while afternoon shift is from 12:30-5:00 PM. We call this model a “Platoon system”. The average class size for both for Junior and Senior High School is 45. Aside from classroom shortage, we also lack teachers especially in the Senior High School Department.

Amidst the adjustment we had to deal with, from curriculum and instruction to governance of personnel and facilities, the school had successfully concluded the 1st Academic Quarter. We conducted the 1st Quarter Examination last August 27 & 28, 2022. The general average results are at the average mastery level. We have settled the three-scheme class programming, addressed the school facilities shortage, and delivered the 1st quarter Most Essential Learning Competencies. However, we still have to address the learning gaps brought about by the two-year distance learning. The school is on the process addressing this concern through our various intervention strategies.

Teachers’ early retirement and prefer to work abroad

FILIPINO teachers are highly regarded abroad due to their competence in academics specially in teaching the English language. Since many non-English countries are now expanding their curriculum adding English language as one of the subjcts/courses, Filipino teachers are very in demand abroad.

Teaching is considered as one of the noble professions because of their dedication to impart knowledge, morals and skills to students. Aside from English, instructors for music, pre-school, physical education, academic subjects and private tutors are highly needed abroad.

Leading countries

which offer teaching jobs are from our neighboring countries like China and Singapore and from the Middle East such as Saudi Arabia, Qatar, UAE and Bahrain. Western countries like the United States and New Zealand also hire competent teachers and instructors.

China offers job vacancies for English teachers for private schools. The initial salary varies according to experience ranging from $10,000 per month. Most of the opportunities in Singapore are for preschool teachers or to those who have knowledge in teaching and assisting two to five-yearold kids. Music teachers and language instructors are also needed in Singapore.

“We want to clear Vicente Roa, Osmeña and Yacapin streets of vendors so vehicular traffic can flow freely,” Salcedo said.

He said store owners have complained that vendors selling their products on the streets and sidewalks were blocking their customers.

Thursday’s crackdown was generally peaceful unlike in the past when sidewalk vendors fought the police and city hall officials who came to drive them away.

Salcedo said they have engaged the vendors in a series of meetings explaining why city hall is “rationalizing” their trade.

“We have made it clear to them we would not prohibit them selling. We only want to clear the streets,” he said.

Marilo Alipio, 24, who sells buko and calamansi juice, said she approved with the way city hall handled their transfer.

The mother of four children said she was transferred to nearby Daomar Street beside the public market.

“When I got to Daomar Street, I was given a space for my small stall,” said Alipio, who earns P1,000 a day.

Salcedo said all vendors selling food and vegetables, especially those who attended the meetings, were given spaces in the places where they are allowed to sell.

the Maligaya ARB Cooperative (MAARBCO) were the first batch of ARBs whose more than 400 hectares of palm oil plantation areas were drawn by a raffle the respective individual surveyed lots with areas ranging from 1.9 to 2.8 hectares.

The lands are former plantation areas of the NDCGuthrie Plantations Inc. (NGPI).

The ARBs organized themselves into NGPI MultiPurpose Cooperative but later splintered into five cooperatives due to infighting in the rental of palm oil lands still maintained by the company until 2013.

The NGPI voluntarily turned over the management of the plantation to the cooperative in November 2013 because the latter continued to demand higher rentals for the land.

Jamil Amatonding Jr., Director IV and concurrent Provincial Agrarian Reform Program Officer II of the provincial office of the Department of Agrarian Reform (DAR), said that members of MAARBCO and of four other ARB cooperatives were supposed to be given individual Certificate of Land Ownership Awards (CLOAs) before the term of former President Rodrigo Duterte ended in June 30 but did not push through due to the delay in the release of funds.

Amatonding said to make the assignment of lots for ARBs to be fair, the DAR and the ARBs have agreed to draw lots. But MAARBCO members will get theirs first as their documents and other requirements were processed earlier than those of the other cooperatives, he added.

The individual titling is part of the Support for Parcelization of Individual Titles (SPLIT) project of the DAR.

The project aims to distribute to individual beneficiaries to some 1.38 million hectares in the country. The DAR project is funded

by a P24-billion government loan from the World Bank.

“I am thankful to DAR for realizing our dreams to come true,” said Metodio Abalayan, chairman of MAARBCO.

He said he and the original farmworkers who were identified for the issuance of collective CLOAs in 1988 were awarded with at least 2.8 hectares each.

After a DAR validation of more areas, the new ARBs listed will have 1.9 hectares each, Abalayan added.
