MORE development assistance, this time from the South Korean government, could be in the works for the seaweed industry in Tawi-Tawi, which accounts for about 70% of Philippine output of the agricultural commodity, from which carrageenan is extracted. The Mindanao Development Authority (MinDA) said South Korean Embassy Second Secretary Kim Myungjin recently discussed the possibility of launching a technical assistance project on seaweed research and development as well as marketing. The project could tap financial support from the BIMP-EAGA-Republic of Korea Economic Cooperation Fund.

Power situationer THE Department of Energy (DOE) is scheduling a meeting with system operator National Grid Corporation of the Philippines (NGCP) for updating of power supplydemand forecasts in view of “No-El” (no electricity) fears being raised this year’s summer months and on the May 9, 2022 elections. According to Energy Assistant Secretary Redentor E. Delola, the last power supply outlook drawn up by the DOE that was done in collaboration with stakeholders was for the last quarter of 2021 where the overall projection then pointed to sufficient power supply for the first quarter of 2022. The sudden blitz of “yellow alert” condition in the main power grid this week prompted the energy department to study the areas where forecasting has to be re-calibrated. The meeting also seeks to explore contingency measures to be enforced especially when demand would gather pace in the summer months and the election period.

CDO's poverty incidence up 17.4% in last 3 yrs: PSA P

OVERTY incidence in Cagayan de Oro City in the past three years slightly went up to 17.4 percent, according to the Philippine Statistics Authority's (PSA) first-semester report released Wednesday.

Julieta Nacario, PSA's s u p e r v i s i n g s t at i s t i c a l specialist and concurrent acting head of the Misamis Oriental provincial statistical office, reported that the poverty incidence in 2021 was 2.3 percent higher than the 15.1 percent recorded by the agency in 2018. "This translates to 130,400 individuals in the city who lived below the poverty threshold in 2021’s first semester which was estimated at PHP14,369, on average, for a family of five per month," the report said.

PSA defined poverty incidence as "the proportion of poor individuals whose per capita income is not sufficient to meet their basic food and non-food needs." In the same period, the subsistence incidence among the population was registered at 5.5 percent or about 41.0 thousand individuals. Nacario said this means that on average, the monthly food threshold for a family of five for the same period was estimated at PHP10,034. "Among families, the city’s POVERTY/PAGE 10

No massive lockdowns THERE will no longer be hard lockdowns amid the spike in cases of the coronavirus disease 2019 (Covid-19), made worse by the more transmissible Omicron variant. In a statement Friday, the Philippine Chamber of Commerce and Industry (PCCI) said they were assured by Department of Trade and Industry (DTI) officials that the government will not implement massive lockdowns anymore. Instead, restrictions will be focused on the unvaccinated.

AMIGUIN -- Enhancing and elevating the standards of sites and attractions in the province, the provincial government here allotted a P35 million budget for tourism infrastructure projects. In his State of the Province Address (SOPA), January 7, Gov. Jurdin Jesus Romualdo said they have allocated P10 million for the rehabilitation of Sto. Niño Cold Spring, upgrading of Church Ruins (P5 million), improvement of Soda Water Park (P10 million), upgrading of Tuasan Falls (10 million), and improvement of Katibawasan Falls (P5

million from Department of Tourism (DOT) Tourism Infrastructure and Enterprise Zone Authority). Romualdo also cited redirected efforts for the new normal tourism in Camiguin preceding COVID-19, with the Provincial Tourism Office. For 20 months, the island of Camiguin was closed to the public following the surge of COVID-19 in the country, affecting most of its tourism. To adjust, proceedings toward product development, planning, and utilizing technology for campaigns and events, were initiated. They held

hybrid events or blended face-to-face and online celebrations of Camiguin Day, Lanzones Festival, and Christmas Festival. After a year in lockdown, the Camiguin Tourism Pivot and Transformation Recovery Plan was approved, with the help of Sangguniang Panlalawigan, to cater the needs of business establishments impacted by the pandemic, counter job loss, and devise the Camiguin Tourism Reopening in October 25, 2021. In lieu of the reopening, CleanCamiguin QR monitoring system was set up to register health status, hotel bookings or

host confirmation, and vaccination data. All movements of tourists are now also coordinated with hotels and resorts. More personnel were also hired to help manage the visitor activities. “Clean Camiguin encapsulates our aspirations for sustainable and responsible tourism and our attitudes toward dealing with the pandemic having in mind the crucial and important role of tourism in our economy,” says Romualdo. RESIDENTS in Iligan City and parts of the Caraga Region affected by last month's Typhoon Odette continue to receive relief aid from various groups, including government offices. On Tuesday, the Revenue District Office (RDO) 101 of the Bureau of Internal Revenue (BIR) gave relief goods to 21 families in Iligan City whose houses got flooded during the typhoon. The recipients, identified by the City Social Welfare and Development Office, were from barangays Dalipuga, Buru-un, Upper Hinaplanon, Puga-an, Mandulog, and Digkilaan. Families with five

dependents each received five sets of grocery packs and 25 kilos of rice. The RDO 101 also handed over PHP500 to each family to cover their transportation expenses during the distribution. Amanoding Esmail, Revenue District Officer of RDO 101, said in a statement the distribution was part of the community service of the bureau to assist victims of calamities such as “Odette.” He hopes that the simple gift-giving would help ease the lives of those affected by the typhoon. DA NorMin to rehab ASF-affected areas via swine sentinel program CAGAYAN DE ORO CITY--The Department of Agriculture (DA) in Northern Mindanao is

set to roll out its Swine Sentinel Program in identified ASF-plagued areas in the region, in the

first quarter of this year. In a meeting, January 7, the DA-10 ASF Task Force led by Regional Executive Director Carlene C. Collado will pilot the program in identified areas in the region, mainly considering the local government units' (LGUs) readiness and capacity to implement ASF rehabilitation programs. Under the said program, qualified ASFaffected hog raisers will be provided with a total of 945 sentinel hogs which they may raise while their locations are under probation period, and close monitoring by the ASF Task Force for any occurrence of ASF outbreak. Before the sentinel hogs will be distributed to the beneficiary hog raisers, cleaning and disinfection of their area within a 30day period must be carried out with the supervision of the LGUs. S Philippine pharmaceutical firm Lloyd Laboratories Inc. (LLI) aims producing molnupiravir in the country, prices of this coronavirus disease 2019 (Covid-19) drug could go down by 30 to 50 percent. LLI Business Development director Christopher Bamba said retail prices of imported molnupiravir cost around P100 to P150 per 200-milligram capsule. “For our pricing, we are usually 30 to 50 percent lower

and this is our price strategy being a local manufacturer and a generic company,” Bamba said in a media interview Thursday. If the local production will push through, prices of this medicine could be reduced to P50 to P75 per capsule. LLI vice president for technical Dr. Chandra Shekhara Reddy Nagareddy said the company will bring down the price of locally manufactured molnupiravir as it has no obligation to pay any royalty for producing the medicine. Local auto industry ends 2021 with 20% growth THE local automotive industry has registered a 20-percent increase in sales for the full year of 2021, the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and Truck Manufacturers Association (TMA) reported Wednesday. Local car assemblers ended last year with 268,488 unit sales from 223,793 units sold in 2020. Both passenger car and commercial vehicle

segments recorded doubledigit growth. Passenger car sales rose 22.4 percent to 85,260 units in 2021 compared to 69,638 units sold the previous year. On the other hand, commercial vehicle sales grew 18.9 percent to 183,228 units from 154,155 units a year ago. “Looking back at last year’s performance, the automotive industry has remained remarkably AUTO/PAGE 11

signed a royalty-free licensing deal for molnupiravir to make the Covid-19 pill accessible especially to poor countries. Earlier, Food and Drug Administration (FDA) director general Oscar Gutierrez said LLI applied for a certificate of product registration for locally manufactured molnupiravir last December 22. Bamba added LLI will import the active pharmaceutical ingredients and the capsule mostly from India, but the manufacturing process of the molnupiravir will be

done in its local facility. “We have the entire process on how to manufacture this. This is not a finished capsule which we are importing. It is really considered as a local(ly) manufactured product,” he said. Once production starts, LLI can produce at least one million capsules per batch, which takes about three to four days. Bamba estimated that the country needs 3.6 million capsules of molnupiravir to cater the needs of at least 20

percent of the active Covid-19 cases as of January 11. Molnupiravir is given to patients diagnosed with Covid-19 with mild to moderate cases, and being given within the third and fourth day of the infection. Bamba said those Covid-19 patients with comorbidities should be prioritized in giving molnupiravir. The FDA earlier reminded that this drug does not function as prophylaxis, or to prevent from getting Covid-19. (PNA)

Cebu Pacific accelerates booster rollout for employees BUDGET carrier Cebu Pacific on Wednesday said it is speeding up the rollout of booster shots among its employees as it intensifies safety drive in response to the rising virus cases affecting its operations. “Cebu Pacific… steps up its efforts to protect (everyone) amidst the COVID-19 (coronavirus disease 2019) surge through the roll out of booster vaccination for its employees,” the budget carrier said in an e-mailed statement.

The low-cost carrier noted that it vaccinated 200 employees on Jan. 11 as part of the Gokongwei group’s booster vaccination program. “The program will run for several days with 200 employees to be boosted per day.” Felix Dan S. Lopez, the budget carrier’s vice-president for people department, said the airline has been operating with 100% fully vaccinated active flying crew since October last year. “As we continue to

prioritize the safety of our passengers and crew alike, we are very happy to intensify our efforts amidst this evolving situation,” he added. On Jan. 11, Cebu Pacific said it was trying to manage the impact of COVID-19 on its work force “with employees who are either sick or under home quarantine.” “Due to this, flight delays and on-the-spot cancelations remain a possibility given the uncertainty of the situation,” it noted.

Open-door Think a minute… This is a true story about a 19-yearold girl who rebelled against her parents and ran away from home. Soon she found out that life was not easy on her own. She could not find a job, and her friends grew tired of her living off them so they kicked her out. She finally became so desperate she started making money by working on the street as a prostitute. Years passed. Her father died. Her mother grew older. All the while the daughter’s life grew even worse. But she still would not write or go home to see her mother. One day the mother heard that her daughter had been seen in a certain part of town, so she went looking for her. The mother went to every cheap hotel asking to put a picture on their walls. It was a picture of herself, now an old, gray-haired mother. Beside her picture she wrote: “I still love you! Please come home!” Months went by and nothing happened. brownouts, they get nothing but notices of scheduled power interruptions. Yet, electric consumers in this country pay exorbitant electric bills, considered the highest in Southeast Asia, second only to Japan. To NGCP and Napocor, this is plain and simple economics: we pay the bills, you deliver. No more, no less. NGCP bills the consumers of transmission charge while Napocor passes on the generation charge. Before EPIRA, all charges emanate from Napocor. The lowly consumers of electric power are treated like dimwits (read: morons) to cover-up the kapalpakan of NGCP and Napocor in dealing with internal-borne problems. Indeed, the pass-on culture is just like calling all the neighbors around to intervene

in your domestic problem. Moreover, if the biggest mall in the city gets rob, does it involve its customers for the solution of the crime? Nope. It’s a petty crime that calls for police action, not a collective people power. Without doubt, this passing the buck stance sounds unethical. A crybaby corporate attitude. Not the kind of a sob story for Facebook. Interestingly enough, power consumers may apply this made in Leyte mantra to NGCP and Napocor -- ‘bahala kayo sa buhay ninyo!’. Kidding aside, isn’t this practice of passing the burden to the consumers a violation of consumer’s rights? NGCP is in for a business. It is not a government entity per se. Therefore, it has no personality at all to enlist the participation of the public to put a stop the ceaseless

ORLAN R. RAVANERA As the Pandemic has put the country in so much disarray, it has become imperative for all of us Filipinos to have even a little reflection on the socio, economic. political and ecological realities besetting our country. Even prior to the pandemic, the Social Weather Station, in a survey disclosed that 17 million Filipinos are subsisting on $1/day while 43 million on $2/day. It also disclosed that 15% of household heads reported that their families

had experienced hunger, without having anything to eat, at least once in the last three months. In Northern Mindanao, The Mindanao Daily in its January 11 issue bannered that the “poor population in the region has reached 33.8% or some 1.72 million individuals living below the poverty threshold. Around 312,000 poor families and some 130,000 families cannot afford their basic food needs.” As stated by development experts, “despite years, efforts and funds to fight it, abject poverty continues to afflict our country such that it has become a second skin to more than a third of our people. We have made no significant headways in improving our quality of life. Poverty is one of the main culprits behind the sad tale that is told too much too often- the thief to many a child’s dreams.

We have to reverse the poverty trend which is worse in Mindanao that is suffering high poverty gap ratios than the rest of the countr y. In fact, 14 of the poorest provinces in the country are found in Mindanao. Many of the children about 85% are malnourished, a great paradox in an island that has been described as “food basket,” and where 2/3 of total exports are coming f rom . T he 2 0 0 , 0 0 0 - ha . plantations in Mindanao are the ones supplying the consumerists’ needs of the people in advanced countries, i.e., pineapple, banana, palm oil, etc. but we cannot even satisfy the basic staple needs of the people, i.e., rice and milk. With the onslaught of the pandemic and typhoon Odette, there is now an unprecedented demand for food, water, shelter and job for some nine million Filipinos,”

as indicated in the Human Development Indicators. Our survival as a people is now at stake. Our country has already lost our ecological security, the Philippines being the 4th worst hit by climate change in the whole world based on the UN Disaster Risk Index. We have no more food security as our ecological people particularly the peasantry and the fisherfolk, especially the young ones have already left farming and fishing, to work in the urban centers that are now becoming highly congested. Indeed, farming has become economically non-viable anymore as during the height of the harvest seasons, because of Rice Tariffication Law, millions of tons of cheaply produced rice are being dumped in our countr y through corporate globalization. Finding our North Star JHAN TIAFAU HURST her eyes when she saw her mother’s picture on the wall of that dirty, cheap hotel! As she read her mother’s message to her she began to cry. That night she started walking the many miles back to her home. It was early in the morning when she finally arrived at her mother’s house and knocked on the door. To her surprise, the door was open! Afraid that someone had broken into the house, she ran inside and woke up her sleeping mother to tell her she had finally come home. Mother and daughter cried as they hugged each other. It’s a list of all the things we want to continue doing, stop doing, or try doing for the first time. We start the year excited, committed and dead set in accomplishing what we have written down. But sadly, almost always, we end the year, not being able to do most of what’s in our list. We are happy and feel lucky if we did at least 1! The same is true when we talk about the company or team goals. At the start of a ne w ye ar, s e vera l planning sessions are held and conducted. Goals and targets are set. Action plans are laid out. Everyone in the team is excited and ready to do their part. But then

again, come yearend, targets were missed, plans not fully implemented. What’s stopping us then from achieving our desired results, may it be personal or for the team? What seems to be the missing link? B e g i n w it h t he e nd in mind. We often fail to implement and deliver the results because we are not 100% clear of the reason why we need to implement and deliver. One time, in one of the big malls here in Davao, I approached a janitress, who seems to be just going through the motion of wiping the escalator rails with alcohol, and asked her, why do you have to clean it with alcohol? Her answer was, “because my supervisor told me so”. When I went inside the grocery, I saw another janitress, this time passionately wiping the pushcart handles with alcohol (she’s even singing). So I

asked her the same question, why are you doing that? And her reply made me smile, “We need to do this so in case the previous customer has covid, it will not spread to the next customer. I am helping stop the spread of covid.” Same task but a different appreciation of the purpose and different execution. Clearly, their attitude towards their work is influenced by their understanding of why they need to do what they do. For the first, it was just mere obeying an instruction but for the second one, it’s contributing to a bigger cause. When we lack clarity of the real purpose, when we are not clear with our Why behind the targets and action plans, our commitment level may not be as strong. PH financial institutions get improving outlook this year

ITCH Ratings has included its rated Philippine financial institutions (FIs) as among the 12 percent of its 141 rated firms globally that have improving outlooks for 2022. In a report emailed Wednesday, the debt rater said 80 percent, or 113 issuers, have neutral outlooks while 8 percent, or 11 institutions, have a deteriorating outlook. “The vast majority of financial institution (FI) sector and subsector outlooks are Neutral for 2022, reflecting the expectation for a continued, albeit slowing, global economic recovery and improvement in operating environments for banks, non-bank financial institutions (NBFIs) and

(re)insurers,” it said. The report said loan asset quality for banks and NBFIs are expected to deteriorate “as fiscal and policy support wane.” “However, we believe banks will offset these reductions with improved pre-impairment profitability and the reduction of loan loss allowances and excess capital buffers accumulated through the pandemic,” it added. The report said the rated NBFIs’ “solid capital levels and improved funding profiles should help mitigate a moderate pick-up in credit costs.” “NBFI operating performance is also expected to be supported by gradually rising interest rates,” it

said. Fitch Ratings expects the monetary policy tightening around the globe “to be supportive of life insurers’ returns” but added, “the negative impact of historic low rates on profitability will remain for some time.” This, as low rates have resulted in an increased allocation to higherrisk alternative investments by life insurers, as well as a structural shift toward more capital-light models. “The economic recovery should result in volume growth in nonlife business lines, with pricing discipline expected to continue. Claims are expected (to) normalize, but costs should rise with inflation,” it added. (PNA)

Banking sector outlook ‘improving’ on recovery prospects, loan growth THE OUTLOOK for the country’s banking sector this year is “improving,” supported by the trend of economic recovery and loan growth which is seen in Asia-Pacific emerging markets, according to Fitch Ratings. In its Global Financial Institution Sector Trends sent to reporters on Wednesday, Fitch said AsiaPacific markets including the Philippines, Hong Kong, Indonesia, Mongolia, and Thailand have an “improving” outlook in 2022. For emerging markets in the region, Fitch said there will be improved bank financial performance this year “driven by economic and loan growth despite an

uneven path to full recovery.” Fitch in October said it expects the Philippine economy to grow by 6.8% in 2022, slightly higher than its 6.6% projection given in July but still lower than the 7-9% target by the government. Meanwhile, bank lending has improved in the latter months of last year after recording annual declines from December 2020 to July 2021. Printing images of currency without approval is illegal, BSP reminds public THE BANGKO SENTRAL ng Pilipinas (BSP) warned the public that printing images of currency is illegal and may result in imprisonment. The reminder was issued after the National Bureau of Investigation (NBI), together with the BSP’s Payments and Currency Investigation Group, arrested a suspect for selling money or cash envelopes using the image and design of the P1,000 bill. Lacson says rescuing KFR victims driven by empathy towards parents Partido Reporma chairman and standardbearer Panfilo ‘Ping’ Lacson said he empathized with the parents of kidnapfor-ransom (KFR) victims that’s why he was always willing to lay down his life back during his policeman days whenever he would lead a rescue operation for an abducted child. In a recent Facebook post, Lacson said this was what he felt when he rescued Emman, the son of Edward and Elsie Lee, who are related to the influential Gaisano family of Cebu. The senator would meet the child he once saved 32 years later when Partido Reporma visited Dumaguete City last year. “Bakit ko binubuwis ang buhay ko para sa ibang tao? Kasi magulang din ako. At alam kong masakit para sa isang magulang ang mawalan ng anak, lalo na kung dahil pa sa kriminalidad (Why am I sacrificing my life for others? Because I am also a parent. And I know how painful it is for a parent to lose a child, especially on criminality),” wrote Lacson. “Five years old pa lang si Emman dito sa litratong ito na kinuha pagkatapos namin siya maligtas mula sa mga kidnappers. (Emman was only five years old here when we rescued him from his kidnappers),” he added in a throwback post last week with a photo of him and the young Emman. In a speech delivered on December 11 when he met with members of the business community in Dumaguete City,

Lacson said the moment he crossed paths with Emman and his family would always return to his memory whenever he would visit Cebu City. Then a lieutenantcolonel, Lacson recalled his stint as commander of the Cebu Metrodiscom (Metropolitan District Command) under the defunct Philippine Constabulary, the forerunner of the Philippine National Police, where he would serve for 28 months from 1989 to 1992. “One day after I took over, a kidnap-forransom case happened. house in Guadalupe, Cebu City after his team of 40 Metrodiscom operatives saved the boy from his captors. “I wrapped him in a bed sheet, ‘di ba (right), Emman?” Lacson said. “And then after that, one of the Gaisano tycoons—sabihin na nating (let’s just say) tycoons, tycoon naman talaga kayo, ano (because you really are tycoons)—approached me and whispered to me: ‘You know colonel, we have something for you as a reward.’ Parang reward money ba. (It was some sort of reward money) ‘For the rescue of Emman.’” But given his lifelong “no-take” policy, Lacson was in a quandary. He was told that according to Chinese tradition, when a person is hit with bad luck and that person has a “9” on his birthday, the family had to shell out money, otherwise more bad luck would come to them. Emman’s father was 39 at the time. “I don’t know if it is true, but it is their tradition according to them, and they even used

Parents- in general sense became the so-called “para teachers” in this time of pandemic. More so, they are the ones who provide and manage their children’s learning at home. They are expected to guide children to learn from home and replace the role of teachers at school; hence the term para teachers. Parents must make an agreement and implement the necessary arrangement with their children’s time related to studies, answer activities on modules, play, and other creative activities during this covid-19 pandemic. This simply means that children who spend more time at home are most likely to spend more time with the family.

At present, there are challenges encountered by t h e p a re nt s i n t h e implementation of modular distance learning modality. To name a few, this includes di f f i c u lt i es i n g row i ng interest, motivation to teach the child, and limited time to accompany the child to learn because they have to work. Still they were able to continually go to school and observe the schedule on the distribution and retrieval of modules. Thus, this is one of the manifestation of their c o m m i t m e nt f o r t h e i r children’s studies. As teachers, motivating parents to keep doing their utmost effort in increasing their responsibility and p ar t i c ip at i on for t h e i r

ch i l d re n’s e du c at i on is perhaps one of the best encouragement and support we can give to them. However, few of the parents were not able to come to school on time due to inevitable circumstances yet they were still able to keep up especially with the Grade 6 parents. They found the time and make themselves available to go to school for the said distribution and

retrieval of modules. Most importantly, the commitment of Grade 6 parents in modular learning modality is essential to the sustainability of their children’s education. Key takeaway is how parental commitment made an impact in terms of support given to school children to ensure the continuity and achievements of Modular Distance Learning Modality.

PLDT, Smart frontliners devote holidays reconnecting Odette-hit communities SUPER Typhoon Odette may have disconnected communities in Visayas and Mindanao over Christmas and New Year, but PLDT and Smart engineers’ value for teamwork and community have brought back communities online over the holidays. Helping hands from North and South Luzon, Metro Manila, Western Visayas, Davao, and Northern Mindanao have come to aid restoring communications in Odettehit areas. Smart engineers Ramon Ratac, 50, and Mark Lumame, 28, from North Luzon are among the second batch of volunteers deployed in Cebu to fast-track restoration operations. “I’ve been doing this job for 21 years, but I admit

it’s never easy to leave your family for duty," said Ratac. I’m thankful that they’re very understanding. I promised we’d re-enact Media Noche when I get back." Ramon shared that his family understood the nature of his work, including the days when he’ll be deployed in storm-battered areas. As for Lumame, helping restoring Visayas over the holidays also meant enabling him to phone home. "During New Year’s Eve, I video-called my family in La Union via Smart LTE. Although we’re physically apart from each other, I’m happy that we’re still able to keep in touch,” shared Lumame. For both Lumame and Ratac, it was the first New

fully restore communication services in all Odette-hit areas. The group also continues to provide Libreng Tawag (free calls) and Charging stations, free public WiFi, and free SIMs to reconnect typhoon survivors with their loved ones. Together with PLDT-Smart Foundation, the group has also distributed relief goods in affected communities.
