The SEC-CDO believed these figures prove that the economy is going back to business as usual, particularly in Northern Mindanao and Caraga regions, which fall under the extension office's jurisdiction. PROVINCIAL governors in the Northern Mindanao region have called on their constituents to remain vigilant and take preemptive steps ahead of the new coronavirus disease 2019 (Covid-19) alert levels beginning Sunday, January 16. In a response to queries on Facebook, Misamis Occidental Gov. Philip Tan on Saturday said those travelers coming to the province, and residents entering establishments, should bring their vaccination cards especially those among the qualified population. In the absence of vaccination cards, Tan said an antigen test with a negative result can be an alternative.

Dr. Teodoro Yu, medical officer at the City Health Office (CHO), said during Monday’s daily briefer on COVID-19 that as of Jan. 16, 86 percent of the city’s target population for vaccination already had their second dose. ANILA -- Ayala Healthcare Holdings, Inc. (AC Health) is opening its doors to priority groups during the week-long pilot of the "Resbakuna sa Botika" program of the National Task Force Against COVID-19 beginning Thursday, January 20. Generika Drugstore’s branch in Signal Village, Taguig City was opened as a pilot site for "Resbakuna sa Botika." QualiMed Clinic - Makati and Healthway MultiSpecialty Center - Manila will also open their doors on January 21, as pilot clinic sites to priority groups who want to avail of COVID-19 vaccine shots. During this week-long program, each of the branches will be allocated 500 doses of COVID-19 vaccines by their partner LGUs. Individuals 18 years old and above - except for senior citizens and people with comorbidities can pre-register, in coordination with their LGU, and avail of their shots. "We are grateful for another opportunity to partner with the government to make vaccines even more accessible to our fellow Filipinos," said Paolo Borromeo, President

& CEO of AC Health. "The 'Resbakuna sa Botika' is an important initiative to refocus our vaccination strategy as a country. By expanding vaccinations to pharmacies and even clinics, we can make it more convenient for people to get their vaccines. We believe this model will be a good strategy to ensure continued access to vaccines in the future, and we look forward to having more of our drugstores and clinics as vaccination sites," Borromeo added. AC Health, through its COVIDShield Program, has administered over 660,000 doses of the COVID-19 vaccine in its more than 30 vaccination sites across the country. MedEthix, a member of AC Health, was the first to bring Molnupiravir in the Philippines and Southeast Asia. Molnupiravir is an oral anti-viral treatment for mild cases of COVID-19 among high-risk adult populations, and is now available upon prescription across the AC Health Network - through Healthway, QualiMed and HealthNow.

DTI lauds 1st SME to list on PSE this year

D

EPARTMENT of Trade and Industry (DTI) Secretary Ramon Lopez has lauded real estate developer Haus Talk, Inc. for being the first small and medium enterprise (SME) to be publicly listed for this year. Madlambayan family’s business Haus Talk conducted its initial public offering (IPO) on the Philippine Stock Exchange (PSE) on Monday. In his statement during

the PSE listing of Haus Talk, Lopez said public listing could help SMEs to expand their businesses by tapping more financial resources through IPO. “May this IPO serve to inspire more MSMEs to aspire for scaling up like Haus Talk. May this also serve to amplify the signal that our capital market is healthy and ready to support the growth of our MSMEs,” he added.

Lopez also underscored Haus Talk’s move for an IPO in the midst of the pandemic. “Haus Talk has taken (the) bold step of joining PSE’s hand-holding program, and the results will surely inspire other SMEs to take the road to IPO toward expansion, growth, and sustained impact on clients, employees, and other stakeholders,” the trade chief said. While the government is

pursuing the “Build, Build, Build” program, he encouraged the private sector, including SMEs, to push for more construction and infrastructure projects that will support the country’s economic recovery and job creation amid the ongoing pandemic. “(W)e enjoin you do your own ‘Build, Build, Build’ expansion plans as these economic activities not only contribute to increasing

access to housing, but these construction activities will surely generate a multiplier effect in terms of job generation,” he added. The DTI chief likewise thanked PSE President Ramon Monzon for “demystifying the participation of MSMEs in PSE”, as this would help them tap the opportunities in the equities market and improve governance in their firms. Lacson: Health is wealth and a fully-funded UHCA will ensure that HEALTH is wealth, and is among the first things Partido Reporma chairman and standard bearer Panfilo “Ping” Lacson will ensure for Filipinos once he gains the peoples’ mandate as President following the May 9 national elections. To relieve the lives of Filipinos of the heavy burden of COVID-19 over the last two years, Lacson reiterated that a fully-implemented, fullyfunded Universal Health Care Act (UHCA) will be one of his administration’s cornerstones once he becomes the country’s next leader. “Ang unang pangangailangan natin talaga sa kalusugan. ‘Yung Universal Healthcare,

ipinasa namin ‘yan [noong] 2018 e. Hanggang ngayon nandoon pa rin tayo sa low-cost na level—kasi tatlo ‘yan e: low-cost, medium-cost, at saka high-cost,” the longtime public servant told Bombo Radyo in an interview on Thursday. [Our primary need really is health. The Universal Healthcare (Act), we (senators) passed that in 2018, but until now we are still on the low-cost level — there are three levels: low-cost, medium-cost, and highcost.] Despite its passage into law, however, the UHCA has not been fully executed owing to a lack of funds earmarked for it, the three-term senator

added. “Ang laki-laki naman ng ating national budget and yet ang pangangailangan diyan para mapunuan ang pangangailangan, P257-billion nang sa ganoon bawat isang tao, isang pasyente o isang (hospital) bed, pwede itong mag-accommodate hanggang 800 sa population—1 is to 800,” the presidential candidate said, noting the ideal ratio for healthcare in the country. [Our national budget is so huge and yet our (funding) need for that to be fully implemented is just P257-billion. With that, every person, every patient gets one (hospital) bed—for every 800

population or 1 is to 800.] With a properly funded UHCA, Lacson said every barangay in the country would then be able to directly provide medical services to Filipinos. This, the noted guardian of the national budget in the Senate said, is part of his vow to fix how the country spends its money so that taxpayers and all Filipinos get the full benefits they expect from the government not only on health but in education, agriculture and other areas. Lacson promised to do this alongside running mate and Senate President Vicente ‘Tito’ Sotto III through their flagship

Budget Reform Advocacy for Village Empowerment (BRAVE) program and their advocacy of ‘Ayusin

ang Gobyerno at Ubusin ang Magnanakaw’ (Fix the Government, Get Rid of Thieves).

Time to teach Think a minute...A policeman stated: “From the violence and destruction of property by kids today, you would think they have no fathers.” Late one night a young man was involved in a crime, and his unhappy father came to the police station about his car being held as evidence. The shocked policeman said to the father: “You’re worried about your CAR? How about your SON?” But the father just shrugged his shoulders and said: “Just close my car windows in case it rains.” Fortunately, other sons are blessed with a mature, good father who takes the time to love and teach his son well—like the man who testified: “The biggest influence in my life was my father. He spent a lot of time teaching me how to be an honest, good man. When I was a boy, every evening my dad spent an hour with my brother and me teaching us, including reading something from the newspaper and then explaining it. This hour with my dad every evening lasted until I became an adult. It is all the more amazing since my father had only an eighth-

Omicron's road-trip: From pandemic to endemic THERE is light at the end of the tunnel. And that light may soon bring hope to mankind as the pandemic is seen to meltdown and may be downgraded to being local — endemic to say the least. And the Omicron variant, though rapidly spreading like wildfire may soon vanish into thin air and eventually disappear from the ends of the Earth, so to speak. That said, health experts revealed that Omicron's rapid spre ad may help push coronavirus from the pandemic status to a more manageable endemic phase. Since Omicron is highly transmissible but apparently less deadly to cause severe damage as some previous variants, it could mark a transition from this Covid-19 pandemic chapter to an endemic phase.

Though still lurking in our midst, the sting of Covid -19 had somehow mellowed down a bit through this less deadly Omicron variant, but health authorities has warned of the continued resurgence if health protocols are ignored en masse. The pandemic is a global catastrophe of immeasurable proportion never imagined to go down in history as the worst ever health crisis to halt the world’s economy to an almost complete stop. In fact, Covid-19 has affected mankind completely down and out — and just how our lives have changed drastically for a temporary period of time for two years — and still counting, though its pace has been observed in almost stationary motion. That said, this pandemic is the worst crisis ever experienced by mankind,

ne x t on ly to t he 1 9 1 8 global health crisis that had killed millions of our early ancestors. Per record, the influenza pandemic had killed more people than victims of World War 1 at somewhere between 20 - 40 million. It was cited as the most devastating epidemic in recorded world history. And history repeats itself, indeed. After a quarter of a century, that pandemic with an almost the same face value is back. This makes 2020-21 horrible years to reckon with. And for countless reasons, the last two years really sucked. And as we go through another pandemic year, we do hope death counts will come in trickles as

ORLAN R. RAVANERA As the 2022 elections is fast approaching, it has become imperative to bring to the fore a great social injustice that is being committed against the Filipino people by the oligarchs. The Filipino people are wallowing in poverty because of their powerlessness to have control of resources and facilities. Who are in control of our resources and utilities? Only a few oligarchs. Let us examine the issue on Electric Cooperatives. It was no less than former Vice President Emmanuel Pelaez from Cagayan de Oro who advocated for rural electrification in the late ‘60s as electricity then was just confined in the urban centers. After passing the

rural electrification law, nationalist senators, i.e., Sen. Tanada and Sen. Jose Diokno and some congressmen went to the United States and observed the operations of Electric Cooperatives. They were astonished how these Electric Cooperatives operate, being membersconsumers-owned (MCOs). Yes, electricity is a means to life, just like water and air and must be owned and managed by the member-consumers themselves. As a means to life, it must be beyond the commerce of men. Thus, the Philippines in 1969 began rural electrification and it must be done the cooperative way with an aid from the USAID at the tune of 800 million dollars. However, it came to pass that so-called Electric Cooperatives were not members-owned despite the fact that the memberconsumer-ow ners were the ones paying for the amortization of loans and reinvestment. All these years, their capital contributions that when consolidated today will reach more than

a trillion pesos but are not recorded or recognized. Such is the greatest social injustice committed against the Filipino people as the 13 million MCOs in a family of five will constitute about 65 million Filipinos. Why is this so? Well, may I invite the MCOs to revisit their monthly unbundling of rate. Very clear is the payment of loans at P0.85 per kilowatt hour and reinvestment at P.50 per kilowatt hour. Based on experts’ computation, in the last 70 years, an MCO has already paid some P70,000 each as capital contribution. Have the MCOs been paid of patronage refund? None at all as such is being hidden from them. In 1972, when the World Bank had known that these so called Electric Cooperatives were just cooperatives in name, it provided another set of loans in the billions of dollars so as to educate the millions of members. But the funds were used against insurgency and it was then the period of Martial Law and the Generals were on top of the Department

of Energy. Indeed, record would show. It was then Generals who were running the National Electrification Administration and the Department of Energy. In fact, a Presidential Decree had been issued which was PD-1645 named after M-16 and 45 Caliber and the power given to NEA were under Sec. 357, named after Magnum 357. After the Edsa Revolution, the framers of the 1987 Constitution wanted to rectify such social wrong and created the Cooperative Development Authority as the sole registering agency of all types of cooperatives including so called Electric Cooperatives to promote the viability and growth of cooperatives as instrument of social justice, equity and economic development. Let’s go viral and trending LIKE Christ, we should try to attract as many people as possible in order to lead them to Christ. In a sense, we should be like today’s influencers in the media and the cyberworld who with their gimmicks manage to go viral and trending with whatever messages they want to convey. Of course, we should do this with the proper rectitude of intention, which is that everything should be done for the glory of God and to truly help people in their spiritual life and in their relation with God and with everybody else. We have to rid ourselves of any ulterior motive. In the gospel, we can see

how Christ managed to attract many people mainly due to his tremendous power of preaching and the miracles he made. But in all these, he always warned the people not to make him known. He did all the wonderful things trying his best to pass unnoticed. This can be observed, for example, in the gospel of Mark, chapter 3, verses 7 to 12. We need to realize more deeply that we are meant to have a universal sense of apostolate, of helping lead people back to God. Let’s always keep in mind that mandate Christ gave to his apostles before he ascended into heaven. “Go and make disciples of all

nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything I have commanded you.” (Mt 28,1920) It’s a mandate that is actually meant for all the disciples of Christ and believers of God. We have to have a universal sense of apostolate. As one saint would put it, of 100 souls we should be interested in 100. For this purpose, we cannot exaggerate the need for us to master the teachings of Christ, the doctrine of our Christian faith. Of course, we can only achieve that if we make the effort to identify ourselves more closely with

HINTS AND TRACES

Educators are coming up with novel ways to enhance their current teaching using virtual space as well as artificial intelligence and making it more multifaceted which not only maintains the interest of the students but also helps develop competencies and skills of their students. It is very interesting to note that a lot of these things which are existing since long ( but not given much importance) are now being observed as very crucially helpful considering today`s time. Scholars say that online education, digital education, virtual classrooms using technology and artificial intelligence are nothing new to us. Using digital technology to transform classroom experience is crucial, but yet it is more interesting. Educators are using platforms such as Zoom meetings, Microsoft Teams, Google Classrooms, Cloud Meeting, Cisco Webex, Udemy, Coursera, etc. These are some of the popular platforms

used by educators which provide a blend of tools apart from audio-visual such as creating videos using documents, excel sheets PDFs, PowerPoint slides, discussion forums for students, whiteboard features to make teaching and learning more interactive, multiple-choice quizzes with instant analysis and feedback, grading of assignments, exams and whatnot. E-Learning startups are emerging and are proving very successful in their ways to enhance the current learning experience of students. Educators are responsible for creating new knowledge and hence our responsibility to nurture young minds is important and yet crucial for their future. HBR editor Amy Bernstein says that we need to focus on switching from the residential experience of teaching to a hybrid model of teaching which includes giving a sense of residential learning along with the digital technology and virtual learning.

Economist sees further rise of FDIs to PH AN economist forecasts sustained improvement of foreign direct investments (FDIs) to the Philippines as economic and credit fundamentals gain ground, even amid the rise in coronavirus disease 2019 (Covid-19) cases. The Bangko Sentral ng Pilipinas (BSP) on Monday reported the 98 percent year-on-year rise of net FDIs in October 2021 to $855 million, the fifth consecutive month of increase, bringing to $8.1 billion the net FDI inflows in the first 10 months of

last year. "Thus, FDIs remain one of the bright spots for the Philippine economy, in view of their continued double-digit growth rates in recent months, alongside the near-record highs in exports, imports, OFW (overseas Filipino workers) remittances, as well as manufacturing gauge among prepandemic highs as the economy reopens further from the lockdowns earlier in 2021,” Rizal Commercial Banking Corporation (RCBC) chief economist

Michael Ricafort said in a report Monday night. Ricafort said demographics, acceleration of the vaccination program, and booster shots against Covid-19; and implementation of the Alert Level System, which is “considered a de facto reopening of the economy with the shift towards smaller scale/granular lockdowns”; are expected to boost the growth of FDIs to the country. years. An Omnibus Rules and Regulations were drafted to put the Agreement into reality. B ut t h e s e s o - c a l l e d Electric Cooperatives have all these years created a strong cabal of vested interest. Of the 119 so-called ECs, only 13 were registered with CDA that have recognized the capital contributions of their respective memberconsumer-owners. Those recently registered with the CDA have been questioned. Why are some oligarchs who are in energy do not want these ECs to become genuine cooperatives? Well, such truism is manifested by the experience of the Davao del Norte Electric Cooperative (DANECO). In 2013, it was registered with CDA because in a referendum, 50,000 MCOs voted for CDA, 1,500 for NEA, and 700 for SEC. After complying with all of the requirements, DANECO came into being as a cooperative. But the Oligarchs (Aboitiz) was against that so through Sec. Jose Rene Almendras who was then the Cabinet Secretary of Pres. Aquino and very pro-Aboitiz went to the CDA Central Office and expressed his anger. In fact, then CDA Chairman, Dr. Emmanuel Santiaguel was charged in the Ombudsman but the case was dismissed. When Dr. Santiaguel ended his term and was replaced by yours truly, then new CDA Chair Orlando Ravanera has now a case in the Sandigan Bayan for what? For issuing a Certificate of Compliance (COC) to DANECO. Why should a COC be issued? Well, DANECO did comply with all of the requirements and before the Chairman signed the COC, all of those CDA officials, i.e., regional director, lawyers, had already given their signatures. Thus, the signing of the Chairman was just ministerial! For doing his job, for doing what is right and what is true and what is just, he has now a pending case in the Sandigan Bayan! Presently DANECO is owned and managed by ABOITIZ. When will this social injustice committed against the 13 million members be rectified? The time has come to put power where it rightfully belongs, that is, with the people. Yes, these socalled ECs are providing light to their members, yet, they put them in the dark regarding the genuine ownership of the ECs and as memberconsumer-owners, they are vested with rights that must be recognized. Cooperativizing the electric cooperatives is an empowering tool to liberate our people from the quagmire of poverty, to be drawn into the mainstream of development processes. It must f irst recognize the members as memberconsumer-owners. Yes, the root cause of p over ty is the p eople’s powerlessness to have access and control over their utilities that they rightfully owned. But there are some oligarchs who cannot moderate their greed. Gumising na po tayo!

culture, their temperament, and all the other conditionings that describe them. Let’s remember that the Christian faith is full of mysteries that certainly are over our head, and the challenge is for us to know how to make them appreciated, loved and lived. Obviously, we always need to beg for God’s grace for this purpose. But we have to know how to convey the supernatural truths of our faith in a human and attractive way, without compromising the integrity of these truths. We should always be monitoring the developments of the world as we go along, so that we would know how to present

the Christian doctrine in a way that flows with the wavelength of the people today, especially the young. This is when we can try to use appropriate memes and other catchy slogans, so popular these days. With rectitude of intention, let’s not be shy from making our evangelization to go viral and trending. Again, in all of these, we should never forget that the first means we have to use are the spiritual and supernatural ones: prayer, sacrifices, recourse to the sacraments, continuing study of doctrine and formation, etc.

Dad, your influence will never rub off on your son if you are not close enough to him to make it happen. You only get a few years to build his character and confidence, so each and every day is the time to teach. The time you lose with your son is gone forever! You only get one chance to love and teach your son how to be a real man who is honest, kind, and courageous. So Dad, don’t lose one more day! Right now, ask Jesus to forgive you for your wrong living and failing to be the father your son needs. already had their first dose, while 494,458 already had their second dose. He said 42,805 already had their third (or booster) dose. “Our vaccination has helped those who got infected. They did not have severe or critical cases anymore,” Mayor Oscar Moreno said during the briefer. “We know that if people are vaccinated, there is really some level of protection,” he added. “The new cases now are milder and recoveries are faster,” Yu pointed out. He said t he mass vaccination enabled hospitals to discharge COVID-19 patients faster given that many of the vaccinated who get conf ined experience milder symptoms, unlike in 2021 – particularly from July to August – when the city’s hospital system was overstretched and nearly collapsed due to a surge in the number of infections. The CHO counted 124 new COVID-19 infections over the weekend. Of the newly infected, only 32 people or 25.8 percent were admitted to the state-run Northern Mindanao Medical Center, the region’s primary referral hospital for COVID-19 cases. Yu said t he majorit y of the cases were either asymptomatic or have milder symptoms, and those taken for observation were brought to quarantine facilities and to a new hospital built by the city government in Barangay San Simon. “This is the difference between now and that of last year’s upsurge. The vaccines

are protecting the residents,” Moreno said. While the world’s health experts have acknowledged that the current spike in COVID-19 cases is caused by the highly contagious but milder Omicron variant, there is no confirmed active Omicron variant in Region 10. Earlier this month, Dr. Jasper Kent Ola, head of the Department of Health 10 Regional Epidemiology, Surveillance and Disaster Response Unit (RESDRU), sa id t hat a 4 0 -yea r-old resident of I l iga n Cit y work ing as a seaman in Kenya was found positive of COVID-19 during his qu a r a nt i ne i n C ebu i n December. He was later declared having recovered and allowed to proceed to Iligan on Dec. 30. It was only on Jan. 7 that the Philippine Genome Center informed DOH-10 of f icia ls t hat t he Iligan resident was found positive of the Omicron variant. D O H -10 R e g i o n a l Director Jose Llacuna Jr. also revealed the case of a 20-year-old female college student from Las Vegas who was supposed to come home for the holidays. PCOO Chief grateful to Congress, Sen. Go as Visayas Media Hub will push through this year MANILA –Presidential Communications Secretary Martin Andanar expressed his appreciation to Congress and Senator Christopher Lawrence “Bong” Go as the construction of the first-ever Visayas Media Hub will push through this year. This after the stalled project has been included in the 2022 national budget under the flagship ‘Build, Build’, Build’ program of the national government, nearly five months before President Rodrigo Roa Duterte steps down on June 30, 2022. As another legacy of the Duterte administration for effective government communication operations, the government allotted P300million for the construction of the Visayas Media Hub in Brgy. Subangdaku in Mandaue City, Cebu Province which is sourced from the General Appropriations Act for Fiscal Year 2022. “It is with profound appreciation that we thank Congress, specifically Senator Bong Go who initiated such

an action, for the inclusion of a P300-million budget for the construction of the Visayas Media Hub in the General Appropriations Act for the Fiscal Year 2022,” Sec. Andanar said. Sec. Andanar added that the initiative was primarily pushed by Senator Bong Go, a vital move for the continuation of the PCOO’s goal of modernizing government media operations nationwide. “Our apparent success in constructing and operating the Mindanao Media Hub speaks for the incorruptible disposition of the PCOO in carrying out such an initiative,” the PCOO chief added. Sec. Andanar also assured the national government, most especially President Rodrigo Roa Duterte and Congress that transparency and accountability in the construction of the Visayas Media Hub will be upheld. ‘World-class media hub’ The PCOO proper will take the lead in managing and maintaining the firstever media hub in the Visayas

that will serve as the main broadcast for Central Visayas, Eastern Visayas, and Western Visayas. The People’s Television, Inc. (PTV), the flagship state broadcaster, will also serve as one of the locators of the project. The hub will also house other PCOO attached agencies

such as the Philippine Broadcasting Service (PBS), Philippine Information Agency (PIA), Philippine News Agency (PNA), and Radio Television Malacañang (RTVM). Aside from the P300million budget for the construction of the hub, another P300-million will be allotted

for state-of-the-art broadcast equipment and facilities including a 4-storey building with roof deck, broadcast complex, two TV studios and optional radio booths, automated master control system, transmitter and satellite uplink system, TV broadcast IT system, news graphics system,

digital transmitters, and others. The PCOO management will work closely with the Department of Public Works and Highways for the detailed architectural and engineering design, and the Department of Information and Communications Technology for use of the Subangdaku Wireless DICT lot - Innovation Hub Zone in Mandaue City. “As we have undertaken measures and actions in bringing tailored news and information and establishing direct connectivity with the people, the world-class Visayas Media Hub will be constructed in Mandaue, Cebu. It will be equipped with state-of-the-art broadcasting apparatus, similar to the Mindanao Media Hub, to further advance this endeavor,” Sec. Andanar pointed out. He also likened the success of the Mindanao Media Hub in Davao City to the Visayas Media Hub in Mandaue City as another world-class broadcasting hub in the country initiated under the administration of President Rodrigo Roa Duterte.
