Briefly Property boom DAVAO City – Property development remains the city's biggest investment, an official of the Davao City Investment Promotions Center (DCIPC) on Thursday said.

Christian Cambaya, head of DCIPC’s investor assistance and servicing unit, noted that big-ticket infrastructure projects have encouraged land developers to invest in the city. “It is primarily the property developers who are our city's biggest investors. The presence of huge infrastructure projects of the ‘Build, Build, Build’ program of the Duterte administration has attracted them to pour in money here,” Cambaya said in an interview.

‘Butuan On’ BUTUAN CIty – Last-termer Mayor Ronnie Vicente Lagnada vowed Thursday to continue his "BUTUAN ON" program, which he said has translated into better services for residents in the last six years.

“We are right on the mark of our plans,” Lagnada said in a speech after the took oath of office for the last time as chief executive.

He said BUTUAN ON, or a city ascending, is a journey with the aspiration of making Butuan a livable and sustainable city.

Microeconomic aid A NUMBER of displaced families in Marawi City managed to start their own successful businesses through the microeconomic initiative (MEI) program of the International Committee of the Red Cross (ICRC).

Amer Hassan Sanggacala, ICRC Communication Officer for Mindanao, said the MEI is an intervention for recipients who are families of missing persons following the 2017 Marawi siege that leveled the city.

“The program is composed of three phases. One of them is the proposal (where beneficiaries will propose their business ideas). If it is approved, it will undergo assessment in the economic security department,” Sanggacala said in an interview Thursday.

NSTALLATION of critical components of the MindanaoVisayas Interconnection Project (MVIP) has already been completed, according to transmission system operator National Grid Corporation of the Philippines.

In a status report furnished to the media, the transmission company indicated that it already installed the Santander and Dapitan cable terminal stations; the 350-kilovolt (kV) submarine cable; and the Lala-Aurora 138kV transmission line. NGCP said the completion of the MVIP project is still “on track” by end this year. Once the facilities of the linked power systems reach commercial operations, that will finally concretize the country’s long-time dream of having an interconnected single national grid. Agro-industrial economic zones eyed in Davao City DAVAO City – The city government of Davao is eyeing the establishment of agro-industrial economic zones in two areas to attract more investments here, an official of the Davao City Investment Promotions Center (DCIPC) said. Christian Cambaya, head

BUTUAN City – The Bureau of Fisheries and Aquatic Resources (BFAR) has maintained its red tide alerts in two areas of the Caraga Region. In its latest shellfish bulletin, the BFAR said Lianga Bay in

Surigao del Sur and Litalit Bay in San Benito, Surigao del Norte remain positive for red tide. “Latest laboratory results indicated that shellfish collected in said areas still positive for Paralytic Shellfish Poison or

toxic red tide that is beyond the regulatory limit,” the BFAR bulletin issued Thursday said. The agency warned residents in the two areas that all types of shellfish are not safe for human consumption.

However, it noted that fish, squids, shrimps, and crabs collected in the specified areas are still safe for consumption so long as they are fresh and washed thoroughly, and their internal organs and intestines

are removed before cooking. The shellfish bulletin added that the coastal areas of Hinatuan, Cortes, and Lingig, and Bislig Bay, all in Surigao del Sur, are now free from toxic red tide. (PNA)

Inside a regular classroom setting, playing games is a motivational act to increase learners’ eagerness to do classroom tasks and activities. Children like and love to play. They always connect learning into playing and playing into

learning. It is an integral part of the learning process. But in a classroom with children having special needs, games and plays are great help for the teachers and parents to stimulate learning. Children with special needs require

special toys to help them realize their full potential. According to the author Tamara R. Meredith, the use of games for learning increased learners engagement and fostered a “rewarding, fun and memorable experience” ( Meredith, 2016). Games and plays are recreational activities. It is fun; it can increase social interaction within the classroom. Other than these, games and plays help the educators to hold learners’ attention, create interest in the tasks at hand and improve confidence, especially with the learners with disabilities, (Wajiuhullah et al, 2018). Moreover, in a regular classroom setting or in even in special education classroom; still, diversity of learners happens to be always present. The teachers need to understand the diversity that occurs among learners that they meet in the learning institutions. Different learners have different abilities in learning and, as far as possible, they should be provided with individual attention to supply their educational needs. What is important, as molder of young individuals, is to see to it that individual differences are accommodated in a way that it used to be using recreational instructions through games and plays as teacher’s innovation to cater learners in special education.

Former Rebels in AgNor Receive Government Help through E-CLIP

ABADBARAN CITY, Agusan del Norte— One hundred fourteen former rebels (FRs) of the Communist Terrorist Group (CTGs) who decided to surrender have received the financial assistance promised by the government through its Enhanced Comprehensive Local Integration Program (E-CLIP) on July 01, 2022, at Hotel Oasis, Butuan City. Among the 114 E-CLIP beneficiaries, 6 FRs surrendered to the 29th Infantry (Matatag) Battalion, which is under the leadership of Col. Jason M. Saldua. Each of them received a

total of PHP 65,000 for livelihood and immediate assistance, plus an additional amount for firearms remuneration, which was awarded by the Department of Interior and Local GovernmentAgusan Del Norte headed by the Provincial Governor, Hon Ma. Angelica Rosedell Amante-Matba and 2nd District Representative of Agusan del Norte, Hon Dale B. Corvera. Meanwhile, Danilo Falco, one of the FRs who received the E-CLIP assistance, expressed his gratitude to the government for all the assistance accorded to them so that they may live peacefully with their loved

Parents' training Think a minute . . . Scientific studies have shown that if you put a frog into boiling water, it will jump out immediately to save its life. But if you put that same frog into water that is normal room temperature, then raise the heat of the water very slowly, the frog will just sit there until it boils to death! Why? It gets comfortable with the water at each slightly raised temperature, so it does not realize how dangerously hot its environment has become— until it is too late. In a similar way, our chi ldren’s lives c an b e destroyed if we do not r e a l i z e h ow g r a d u a l l y they are being negativelhy influenced by their bad social environment of the wrong friends—and even by our daily bad examples as their parents. Before we know it, our kids have grown older without becoming the honest, self-controlled, loving and courageous adults we want them to be. Even though we are living with them every day, we fail to see the dangerous direction their character and friends are taking them. We need to save our kids from

This time for a change, let me do it in poetry as the outpourings of words do not just come from the mind but direct from the heart. This gives more credence to the adage in the LITTLE PRINCE that “it is only through the heart that one can see clearly, what is essential is invisible to the eye.” That supreme force in the universe called love beacons all of us to exemplify the spirit of oneness irrespective of color, creed or class as we are all in fact, the sons and daughters of Mindanao, It now behooves upon us to shed-off our apathy, unlike that frog that was boiled-up to death because it cannot detect temperature changes. You know that experiment is Biology 101? You take a frog and put it in a pot of

cold water. Put the pot on a stove and turn it on to start boiling. As the water in the pot gradually heats up, you tell the frog to jump to save itself, but the frog, if it can talk, will just say, “what are you talking about, nothing is wrong, am ok.” So, it will just sit there until it is boiled up to death. We were just like that frog in many ways. We called Electric Cooperatives as cooperatives but according to the ruling of the Supreme Court they are just cooperatives in name only. The trillion of pesos as capital share of the 13 million member-consumer-owners (MCOs) have not been recognized all these years since the rural electrification law was passed in the late sixties. The existence of the so-called Electric Cooperatives is a great social injustice committed against the Filipino People by the Oligarchs. Electricity like air and water is a means to life and should not be a means of so much money making by the oligarchs. First Poem : A Million Hearts Content for Peace O Mind anao, w here ecological wealth abounds,\ So rich in fisheries,

Ruffy Biazon, from 'tito' to 'tatay' of Muntinlupa City I was fortunate to witness last Thursday an historical transition in Muntinlupa City. Before a crowd which filled up the Filinvest Tent in Alabang, Mayor Rufino Rozanno Biazon took his oath shortly after 4 pm, as the fourth city mayor of this progressive city. A few minutes earlier, Congressman Jaime R. Fresnedi took his oath, also before Muntinlupa RTC Executive Judge Myra Quiambao, as congressman of the lone congressional district of Muntinlupa. Biazon later administered the oath of Vice Mayor Artemio Arevalo Simundac and the elected city councilors, led by Atty. Raul C. Corro. Corro who is acknowledged as the architect of the cityhood of Muntinlupa, is expected to be re-elected as majority floor leader. The other city councilors were (from District 1) Rachel Arciaga, Ivee Arciaga-Tadefa, Paty Katy Boncayao, Allan Aman Camilon, Alexson Diaz, Valentino Niefes , Jedi Presnedi and (from District 2) Lester Baes, Ryan Bagatsing, Luvi Constantino, Arlene Hilapo, Eliot Martinez, Dado Moldez, Marissa Rongavilla and Jun Metong Sevilla. Attendees consisted of the elected officials, their families and guests, city government p e rs on nel, for me r cit y officials, representatives from the business sector, heads of national government offices based in Muntinlupa, judges and prosecutors, education officials and school principals, civic and religious groups, and various people’s

organizations. The scenario is unprecedented. The new officials are all members of One Muntinlupa – the first local political party in Muntinlupa officially recognized by the Comelec. One Muntinlupa - which Biazon described as a “local political party with clearly st ate d p ar ty pr inciples an d p ar t y pl at for m of government” – swept the political opposition, 19-0, last May 9. One Muntinlupa r a n o n a p l at f o r m o f “equitable service for all, inclusive policies and programs, participator y governance, responsible, prudent and transparent f iscal management and accountability”. The success of One Muntinlupa, Biazon said, hopefully “will end politics of convenience and usher a new politics based on a shared vision for the people of Muntinlupa”. No doubt, One M u n t i n l u p a’s v i c t o r y is attributable largely to outgoing Mayor Fresnedi, who is leaving office with a n e nv i a b l e re c o rd o f good governance, sound f iscal management and meaningful programs, especially in education and infrastructure. Biazon vowed not to squander the gains achieved during the Fresnedi administration. Biazon served five terms in Congress during which time he authored 993 bills and 275 resolutions. 82 bills became laws. He also extended assistance to 2,400 scholars, 70,000 medical

assistance beneficiaries, 10,500 emergency employment beneficiaries, 102 rolling business livelihood beneficiaries, and released 39,000 food packs at the height of the pandemic. He was instrumental in the construction of 40 school buildings (with a total of 572 classrooms) and the repair of kilometers of roads and drainage. Biazon acknowledged that having served a long time in Congress, he will be venturing into a new field of local governance. From being a “tito”, who was available to assist whenever asked, he is now transitioning as a “tatay”, who has to run the household and provide for all its needs on a daily basis. He vowed to continue, and hopefully improve on, the programs of his predecessor. Biazon said he will pursue a 7-point K agenda which focuses on Kabuhayan, Kalusugan, Karunungan, Kaunlaran, Kapayapaan, Kalikasan at Katarungan – all based on the UN sustainable development goals. The next three years will be a “pandemic recovery p e r i o d ”, B i a z o n s a i d . Emphasis will be placed on Kalusugan, Karunungan and Kabuhayan. Kalusugan involves the improvement of medical services, upgrade of health centers, converting at least two into “sup er health centers” with capability of de a ling w it h he a lt h emergencies, and the upgrade of the Ospital ng Muntinlupa. Karunungan involves

HE Social Security System (SSS) said nearly 200 job order and contract of service workers will get social security coverage after SSS and the Philippine Public Safety College (PPSC) signed a Memorandum of Agreement (MOA) last June 24, 2022. SSS President and Chief Executive Officer Michael

Regino lauded PPSC in their effort to provide social protection to their fellow workers in the government not covered by the Government Service Insurance System (GSIS). "Regardless of their employment status, workers deserve to have a basic safety net in times of contingencies through SSS membership," Regino said. Under the MOA,

PPSC’s contract of service and job order workers will be classified as selfemployed members of SSS. Government contract of service and job order workers are not covered by the GSIS due to their employment status. As a Coverage and Collection Partner, SSS authorized the PPSC to collect and remit their monthly contributions

However, many parents wonder what the impact of distance and/or hybrid learning has been on their kids. To varying degrees, most kids across the country (and the world) spent significant chunks of time doing school from home. Research and ane cdot a l rep or ts tel l us that many kids faced significant challenges. We don't yet fully know what the lasting impacts of distance learning may be. However, ongoing research offers insights on what the effects of learning via a computer at home may be for various groups of students. It ' s i mp or t ant t o remember the extraordinary challenges many students faced dur ing dist ance

learning, including family illness (and in some cases the death of loved ones), job loss, financial insecurity, chronic stress and uncertainly, loss of normalcy, and losing out on activities and social connections. Schools, teachers, p arents, and students alike all had to scramble to figure out how to "do" school in quarantine.3 So, any success with schooling during the stresses of living through a pandemic should be celebrated. That said, remote learning has taken a huge toll on many kids and their families. Many parents left jobs to help supervise their children's learning. Other families had to leave their kids at home unsupervised while they went to work.4 Even many students who had parents who could be home with them struggled with the demands and expectations of online school.

While this form of teaching does not include technology, it is an enriching experience for the student as well as the faculty. Here, the learning happens in an informal setting such as after-school learning clubs, or trips to museums and exhibition. The teacher can link the educational content with the experiences that the students are having. This

teaching is further enhanced and deepened by adding questions related to the subject. The students can then add to the classroom discussions through field trip notes, photographic projects and other group assignments related to the trip. Smart boards are an effective way to bring the classroom to life while helping students experience a deeper level of engagement and understanding. This is done by making the course content interactive and visual. Schools nationwide require resources to operate, and that typically boils down to money. With funding principles that are relatively needed to continuously address good service to education, variety of resources and allocation determined in various ways. Financing of education has been shared partnership between the government and the other development partners. Though, MOOE or the Maintenance and Other Operating Expenses allocated funds for public elementary and secondary schools that can be spent on activities and necessities, there is still a need to acquire others resources for schools sustainability and/ or other programs. There is an alternative that can be of great help to add school funds. This is what we called IGP or Income Generating Project. What is income generating project? This is an activity t h at m a k e s m o n e y t o finance a program. It can be of used to improve school facilities, finance a project for innovation in school and the like. Income generating

project is very beneficial f or s c h o o l s t o re a l i z e instructional and physical development for it helps in generating revenues used to ensure financial sustainability of the institution. It is not the school alone can benefit from IGP but most importantly, the merit towards the proponent of the project. During ranking and selection for promotion, first from the list which has the highest points is the innovation. This innovation includes IGP-the income generating project in school.

There are 22 agro-industrial economic zones in the country, according to PEZA. Cambaya added that the local government would undertake a pre-feasibility study to give government officials “a bird’s eye view” of what kind of park and what other areas in the city have potential for conversion into economic zones. He said the DCIPC hopes to open the competitive bidding for the pre-feasibility study next month, start with the preliminary assessment by September this year, and come out with the initial result by January next year. Cambaya added that a fullblown study will be undertaken next year. “We acknowledge the need for industrial parks in the city because these are eco zones that are actually needed by investors, especially foreign,” he said. NDRE JOHN CUE finished in the top 5 of the 2022 Mister International Philippines held recently at the grand ballroom of Okada Manila in Parañaque City on June 27.

Andre was only 18 years old when he joined the pageant and finished it at the age of 19 when he celebrated his birthday last June 9 during the pageant which featured a monthlong pre-pageant program, workshops, preliminary swimwear and formal wear

competitions, a beautiful national costume show, rounds of interviews, and the live grand coronation. Andre’s star shone brightly in the annual search for the country’s representative to the 2022 Mister International pageant as he was tagged as one of the

early favorites among the strong field of 33 aspirants, eventually finishing fourth runner up to place his native Cagayan de Oro in the country’s glam map. He was the youngest candidate and won the following Pageant Awards: Darling of the Press, One of

the Faces of David Salon and DermaWorld. He was also chosen as one of the 5 models for the collaboration of world global fashion icons Michael Cinco Couture and Jojo Bragain Shoes. Andre is the third of four sons of businessman Oliver John and former commer-

cial model and entrepreneur Mags Cue of MAGS Fashion Apparel. His siblings are Patrick, Paolo and younger brother Anton. He is a Senior High School graduate of Xavier University-Ateneo de Cagayan. With this remarkable ANDRE/PAGE 7
