Briefly Bigtime rollback FUEL PRICES could start retreating starting next week after the Dubai benchmark for crude oil sold to Asia receded from its highs, Energy Secretary Alfredo G. Cusi said. “The good news now is that in the past two trading days of oil… Dubai Crude (averaged) $104.79 per barrel,” Mr. Cusi said. “Last week it reached an average of $122.61.” He was speaking at a meeting of the Cabinet with President Rodrigo R. Duterte, which was taped and released to the public early on Wednesday.

P200 subsidy AN additional P200 per month subsidy has been proposed to help beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) cope with the rising fuel prices. Finance Secretary Carlos Dominguez III proposed the retention of excise taxes on fuel and use the money to be collected to extend subsidies to households belonging to the bottom 50 percent of the society, as well as drivers and operators of public utility vehicles (PUVs) and farmers and fisherfolk. “ This is sustainable. This is something that we can sustain and something that we can afford at this time. So I hope that, Mr. President, you will support these recommendations,” he said during President Rodrigo R. HE Philippine Army's 8th Infantry Battalion (8IB) and Indigenous Peoples (IP) leaders have collaborated to resolve the long-standing feud among IP clans in Malaybalay City in Bukidnon province to protect and ensure the survival of their community. In a statement released on Friday afternoon, 8IB Commander, Lt. Col. Anthony Bacus, said resolving the feud between IP clans is a priority as conflicts among them could be exploited by the Communist Party of the Philippines - New People’s Army - National Democratic Front (CPPNPA-NDF). “The IP leaders play a significant role in their communities. They serve

as the first responders against natural calamities and, more importantly, against the deception and exploitation of (the) CPP-NPA-NDF. So it is important to strengthen and build conflict-resilient IP communities,” Bacus said. On March 16, two prominent IP clans in Bukidnon – the Dela Mance and Daluniag clans – set aside their differences and agreed to sit down and talk during the “Panastas” held at the Old City Hall in Malaybalay. Both clans signed the peace agreement as stipulated under Republic Act 8371, or “The Indigenous Peoples’ Rights Act of 1997." According to the 8IB, both families thanked the government for its efforts

to end the feud through the “Panastas”, the IP tradition and custom used as a medium to achieve just and lasting peace in the IP community. The term “Panastas” comes from the vernacular words “Panas”, which means to erase, and “Tas”, which means to cut off.

The Indigenous Peoples Mandatory Representative (IPMR) of Malaybalay City, Renato “Datu Makayuba” Sumbungan, and the 403rd Infantry Brigade, the 8IB, and other members of the City Task Force to End Local Communist Armed Conflict (CTF-ELCAC),

facilitated the customary “Panastas." Based on the oral history among IP communities, the two clans have fought each other for decades, which sometimes resulted in fatalities on both sides. The warring clans' respective leaders said

Surigao Sur vice guv, wife nabbed for estafa BUTUAN City – Police authorities have arrested the vice governor of Surigao del Sur and his wife for estafa charges. In a report Friday, the Surigao del Sur Police Provincial Office (SDSPPO) said that Vice Governor Librado Navarro, 64, and his wife Maylene, 47, were arrested by virtue of an

arrest warrant issued by the Regional Trial Court Branch 42 in Medina, Misamis Oriental. “They were arrested at around 10:30 p.m. on Thursday, March 17 in San Andres, Barangay Maharlika, Bislig City,” the SDSPPO report said. The arrest was carried out by the personnel of Bislig City police station and the 1st Company of the Surigao del Sur Police Provincial Mobile Force, the report added. No bail bond was recommended for the

arrest of the vice governor and his wife, whose known residence is in Ericsson Subdivision, Poblacion, Bislig City. Police said the couple is now detained at the Bislig police station for proper disposition. Meanwhile, PRO13 Director, Brig. Gen. Romeo Caramat Jr., said that Navarro’s wife is a resigned Sangguniang Bayan member of the municipality of Talisayan in Misamis Oriental. In a separate press statement Friday, Caramat

warned the public not to get involved in investment scams, emphasizing that “no such thing as groups or companies guaranteeing high returns on investment in a short period.” He added that the Philippine National Police in Caraga has always warned citizens about investment scams. “The Caraga police will pursue and apprehend perpetrators regardless of your title, as long as you have culpability in our law,” Caramat said. DBM-10 Regional Director Rudylia C. Parrel says because of this Mandanas-Garcia Ruling

of the Supreme Court, the local government units (LGUs) are now expected to provide more services given that starting 2022, LGU budgets will be augmented. In the region a total of 20 national government agencies (NGAs) will have devolved functions, which means some or most of their programs will be turned over to the LGUs for implementation. During the virtual

meeting, DBM-10 Assistant Regional Director Nonito dela Cruz shared that as of March 3, 2022, a total of 18 out of 20 NGAs have already submitted their Devolution Transition Plans (DTPs) to the DBM central office. Among the agencies with devolved plans include Bureau of Local Government and Finance (BLGF) under Department of Finance, Commission on Population and Development (POPCOM), Department of Health (DOH), Department of Tourism (DOT), National Irrigation Administration (NIA), Department of the Interior and Local Government (DILG) Department of Trade and Industry (DTI); Department of Education (DepEd), Department of Social Welfare and Development (DSWD), Department of Human Settlements and Urban Development (DHSUD), Department of Public Works and Highways (DPWH), Department of Agriculture (DA), Department of Science and Technology (DOST), Department of Environment and Natural Resources (DENR) and Department of Labor and Employment (DOLE). For the DOH-10, fully devolved functions to the local government units include program and budget for hypertension, hypercholesterolemia, leprosy, integrated management of childhood illness and diabetes. THE Independent Philippine Petroleum Companies Association (IPPCA) supports the establishment of a government-owned strategic petroleum reserve as one of the long term solutions to address the volatile oil prices in the global market. IPPCA chair Fernando Martinez said in a Senate Energy Committee hearing Monday the stockpiling facility should be for crude as it is safer to store this than diesel and gasoline. “It’s strategic to store crude because you don’t need to dispose (of ) it immediately unlike diesel or gasoline,” Martinez said, adding that diesel and gasoline have shelf life. He said the industry has proposed to the government to convert land in Batangas and Bataan for strategic reserve facilities as both provinces have ports. Martinez also reiterated a proposal for the central bank to put the country’s reserves not only in dollars or gold but also in “black gold”. IPPCA has opposed

the proposal of increasing the monthly inventory requirement for diesel and gasoline from 15 days to 30 days as this means oil players have to spend more on importing fuel products. The industry group said the oil players are now spending PHP15 billion additional capital to import the same volume of petroleum products amid the soaring prices in the world market. Expanding the monthly stock requirement will further increase the capital needed to import fuel products, and this could not be met by small independent players, Martinez added. He said oil firms will also take all the losses when prices plunge after doubling their inventory. Meanwhile, Martinez said the government should look into mechanisms on when to suspend the oil excise tax. Instead of suspending the excise tax after three months of oil price hikes, he added it should be suspended after a month. (PNA)

EBU City – Fiber internet provider Converge ICT Solutions has more than doubled its net income in 2021, driven by its aggressive penetration into Visayas and Mindanao homes. In a financial briefing with the media, the company said its net income reached PP7.2 billion in 2021 from P3.4 billion the previous year, while consolidated

revenues surged from P15.7 billion to P26.5 billion. Dennis Anthony Uy, Converge ICT chief executive officer and founder, said the company’s entry into Visayas and Mindanao has contributed to its aggressive port rollout, along with the continued turn-in of subscribers in Luzon, while existing markets pushed up residential business

revenues by 83.2 percent. “Our network has now passed 10.9 million homes and we’re covering around 42.5 percent of Philippine households. We’re confident of meeting our accelerated goal of reaching 55 percent of all households by 2023,” Uy said. Maria Grace Uy, company president and co-founder, said the rollout of over 650,000 ports in the fourth quarter

brought its total port deployment to 2.4 million in 2021, bringing its total residential subscriber count to 1.7 million by year-end. “We sustained our industry-leading trifecta with another record financial performance in 2021,” she said, referring to the company’s 69.2 percent year-on-year revenue growth and 20.9 percent return on invested INTERNET/PAGE 7

DTI lists over 16K delivery riders for fuel subsidy SOME 16,233 delivery riders from four last-mile delivery service (LMDS) platforms are qualified for the fuel subsidy provided by the government to ease the impact of soaring oil prices. Department of Trade and Industry (DTI) chief of staff and Undersecretary Ireneo Vizmonte said the agency has submitted the list of accredited delivery riders qualified for fuel subsidy to the Land Transportation Franchising and

Regulatory Board (LTFRB). “Ito ay ginagawa natin in coordination with platforms, iyong mga last-mile delivery service provider. Sa kanila po natin kinukuha yung mga pangalan, sino po ba iyong mga accredited independent riders,” Vizmonte said in a radio interview Friday. The DTI obtained the list of independent riders from LMDS providers, and the department reviewed the list to ensure there is no name

duplication from the four LMDS platforms. Vizmonte said independent riders are those with no employeremployee relation with the LMDS companies. “Sa delivery riders ay pinag-iisapan ay through e-wallet dahil meron na sila noon to receive their subsidy, ‘di na kailangan ng bagong card,” he added. Public utility vehicle drivers are getting P6,500 credited to their Pantawid Pasada cards. The LTFRB earlier said delivery riders may

be getting subsidies lower than P6,500. The government has allocated P2.5 billion for fuel subsidies this year once global oil prices hit an average of $80 per barrel for three straight months. The global oil market has been trading at over $100 per barrel. With the skyrocketing oil prices, the government proposed to double the fuel subsidy for the transport sector, as well as the agriculture and fisheries sectors. (PNA)

RAVANERA Let us serve notice to and all, especially to our honorable c a n d i d at e s t h at s o c i a l transformation can never be had as no Ceasar, no messiah, no charismatic leader can change a highly skewed pyramidal societal order if the flawed political, social & economic systems and structures remain unchanged. To those who have dreamt, advocated, struggled and even died for it, social change has been so elusive all these years despite 14 years of Martial Law and two people powered revolutions. The structures and systems that are breeding poverty, gross inequities

and social injustices have remained as formidable as ever. We l l k n o w n s o c i a l scientists and nationalists have identified the flawed p olitical system as the root cause of the problem, describing it as colonial and exclusive that is producing a highly skewed pyramidal socio-economic order where only a few hundred families aptly called oligarchs are in control. On the economy, three questions loom: Who controls? Who decides? Who benefits? Certainly, not the bulk of the people but a few elite controlling a cartelized economy anchored on the contemporaneous growthcentered development paradigm and where economic power begets political power. This truism mocks the fundamental constitutional declaration that “in a democratic and republican State, sovereignty resides with the people and all governmental powers

e m a n a t e f r o m t h e m .” Patronage politics is the culprit where economic power begets political power and when in power, these elected leaders will serve not the interest of the people but those of the oligarchs, cartels and conglomerates. The f lawed political system which is both colonial and exclusive has caused the exploitation of the people and the massive plunder of ecological wealth. Philippine society is now characterized as ecologically fragile, rating the country as the top three hardest hit in the world by climate change where the occurrence of ecological disasters becoming a new normal. Philippine society has also been described as over-crowded, number twelve in the world in population. In the rural areas, four of five are living in poverty causing them to migrate to the urban centers. Some 14 million Filipinos are described as unemployed or underemployed, the

reason why some 6 thousand Filipinos are going abroad every day to find jobs in other countries. To date, there are now 10.5 million who are Overseas Filipino Workers (OFWs). A m i d s t p o v e r t y, inequities, social injustices and ecological degradation looms violent extremism. The imperative need to re-structure Philippine society has now come of age as the citizenry are now being socially, politically and economically enlightened. The revolution initiated by the National Democratic Front, after five decades, has struggled to make a dent as such revolutionary approach seems to be alien to the culture of the Filipinos whose mind-set has been captured by unbridled materialism and consumerism. Even Christianity has not made a dent in empowering the people amidst religious apathy and morale collapse. Let it be known that when right PEACE/PAGE 6

Thirty pieces of silver The phrase “30 pieces of silver” is a proverb in many modern languages. It refers to someone who has sold out and taken money, high office or personal gain in exchange for betraying a person or an important cause. Have you ever b een betrayed by someone you trusted? Perhaps even a friend? Using words like trust, betrayal, and friend in a sentence doesn’t paint a comforting picture. Yet, our savior was betrayed and sold for 30 pieces of silver. Today when we hear the phrase, it immediately brings to mind a traitor or someone who would sell out a friend. There is also a level of curiosity that surrounds the coins. What exactly did Judas receive to betray Jesus? Was it worth it to him? T h e a p o s t l e Ju d a s , probably also called Thaddeus

or Jude, being a brother of James and Jesus, started as a fer vent follower of Christ. Then, suddenly he changed. He felt that Christ didn't satisfy his worldly expectations. The church, like Christ, is always loved by its true followers and is always hated by its apostates. Till today - no matter what belief you are in... . Judas didn't leave the apostolic community to become a Pharisee or a critic of Christ. He leaves to become a traitor! Such a traitor will always find fault or a misinterpretation of human teaching. Judas gathered reasons that he, himself, had heard and witnessed to justify his betrayal. Yes, we all also know such people who betray us and sometimes a whole nation. A Jewish mob tried to throw Christ down a cliff,

but nothing happ ened. Soldiers tried to arrest Him, but nothing happened. The Pharisees tried to entrap Him to no effect. It needed a friend -maybe a good friend! - to betray Him. He escaped from all, but not from the treason of a friend. "It would have been better for that man if he had not been born!" No such sentence was hurled, for example, to Pilate or Herod. The lesson for all of us is very clear. A bad politician or one of our neighbors can be the foulest thing on earth. A bad pagan cannot be 1/10 corrupt. "Do not betray another man's confidence!" the bible teaches us. But Judases can be found everywhere. Just as fire is not born from snow, so is the seeker after worldly honors not seeking heavenly ones. or have you ever seen the snow catch fire?

It was the year when a group of then young community leaders met and organized the Kiwanis Club of Muntinlupa Rizal, now one of the premiere service clubs of the city. Among the group were Dr. Jose Yason, Jr., who became the club’s charter president, Diony Alog, Boy Valencia and Romy Tan (who eventually became governors of Kiwanis Philippine Luzon District), Dante de Mesa, the brothers Hector and Cesar Manalo, Paning Espeleta (who became a municipal then city councilor), Greg Inocencio, Lito Dulay, Honor Santiago, Nelson Manzanero, the brothers Joe and Dading Alcaraz, Eli Bicaldo, Rudy

Tom Gonzalez, and a young lawyer-businessman Jimmy Fresnedi. I remember Jimmy as reserved and soft-spoken but ver y active in club activities. Jimmy eventually became the club president – a distinguished one at that – a few years later. A very eligible bachelor, Jimmy was then courting a pretty bank employee – Lor Obong - who would later become his first lady. While the Kiwanis Club of Muntinlupa Rizal principally engaged in meaningful community projects which benefitted children, the club members never neglected to have fellowship activities. One such activity was the Christmas caroling project

Kiwanettes . For two weeks in December, the Kiwanians would exercise their vocal chords practising Christmas carols and then go around Muntinlupa, Parañaque and Las Piñas serenading preselected benefactors. Ten years later, the 1986 People Power Revolution took place. President Cory Aquino started replacing incumbent local officials with her Officers-in-Charge or OICs. Civic groups, including t h e C o r y ’s C r u s a d e r s and the Kiwanis Club of Muntinlupa Rizal, started vetting candidates for the position of OIC Mayor of Muntinlupa . Without me knowing it at the time, the Kiwanis Club of Muntinlupa Rizal submitted my name to

and welfare legislation provided an enabling environment that would catapult Muntinlupa as a “business friendly LGU”, a safe and caring community. Jimmy’s support was “all weather”, especially when the going got tough. The case in point was the passage of Kapasyahan 45 which rescinded the lease contract between the municipality and a market cooperative which was then running the Alabang public market. On its face, the contract’s nullity was very apparent. There was no public bidding. The term of the contract exceeded five years – the legal limit for the lease of public markets. The lease rental was unconscionable - only P35,000 monthly versus the total sub-lease rentals amounting to P700,000 monthly. The general manager of the market cooperative went to the Sandiganbayan and charged those who signed and implemented Kapasyahan 45 with violation of Section 3-E of the Anti-Graft and Corrupt Practices Act. For some reasons which I still could not understand, the Sandiganb ayan S e cond Division rendered a judgment convicting me, Vice Mayor Jimmy Fresnedi, Councilors Carlo Tensuan, Roman NIefes, Nemesio Mozo, Rufino Joaquin, Nolasco Diaz, Roger Smith and Barangay Captain Rufino Ibe, sentencing us to from 6 years to 10 years in jail. Fortunately, the Supreme Court had a better understanding of what we did to protect Muntinlupa. The SC acquitted us. Throughout our trial, Jimmy Fresnedi never wavered in the belief that the passage of Kapasyahan 45 was the right thing to do. I can not say the same for a few who denied their participation in the passage of Kapasyahan 45 to get off the hook. When I attended Muntinlupa’s 27th cityhood anniversary last March 1, I felt justifiably proud like most Muntinlupeños to have had Jimmy Fresnedi as Muntinlupa’s second longest serving mayor. He first served from 1998 to 2007 and then from 2013 to the present. The achievements of the “little man with the big heart” are visible everywhere – a responsive and efficient bureaucracy, public infrastructure, school buildings, health facilities, lowcost housing, sports facilities, livelihood assistance, disaster response, and effective response to the Covid pandemic. Looking back to 1988, I tell myself that I could not have chosen a more worthy partner in public service and future successor.

The secondary price cap only distorts the true cost and is not reflective of the real situation of the energy sector,” PIPPA opined. As a matter of fact, the agg r upat ion of GenCos na r rated t hat “a s ea rly as 2014, PIPPA has been advocating the removal of the secondary price cap to provide proper price signal for additional investments in the generation sector.” It qualified that if ‘true price signals’ are manifested via the spot market, “more investments will lead to sufficiency in supply and competitive rates.” The group stressed “the increase in fuel/coal prices is not only an issue of electricity price but also in making sure that investments will not falter.
