UTUAN City – The management of Surigao City Ai r p or t a n n ou n c e d Monday the upcoming resumption of regular Cebu Pacific Air flights in the city.

PRESIDENT Rodrigo R. Duterte has approved a P20-billion fertilizer subsidy as part of a broader food security program, the Department of Agriculture (DA) said. The overall food security program also provides for P1 billion in funding for urban and peri-urban agriculture, P1 billion to support local production of animal feed, P1 billion for aquaculture and mariculture, and P1 billion to “food mobilization.” The DA provided no further details to explain food mobilization. Agriculture Secretary William D. Dar said the funds will be raised by realigning the DA’s 2022 budget, as well as additional financing through the Land Bank of the Philippines and Development Bank of the Philippines. The financing will take the form of concessional loans extended to provincial governments to procure palay (unmilled rice) from farmers within their jurisdiction, in order to create a buffer stock of the staple grain.

Gender-based violence COTABATO City – In celebration of Women’s Month, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), through its two major instrumentalities, is set to launch five “fatwa” or religious rulings on gender-based violence (GBV). The Bangsamoro Darul Ifta (BDI) and Bangsamoro Women Commission (BWC) are leading the launch on March 8 of the “fatwa” aimed at ensuring women in BARMM are protected against violence and human trafficking. On Monday, BDI Executive Director Mufti Abu Hurairah Udasan, assisted by BWC Chairperson Bainon Karon, announced in a statement that they officially signed the religious rulings that focused on violence against women, wife desertion and abandonment, husband forcing sexual relations with his wife, rape, and human trafficking.

Seawater rice JINGHAI district in northern China is hardly a rice-growing paradise. Located along the coast of the Bohai Sea, over half of the region’s land is made of salty, alkaline soil where crops can’t survive. Yet, last autumn, Jinghai produced rice from 100 hectares. The secret to the bountiful harvest is new salt-tolerant rice strains developed by Chinese scientists in the hope of ensuring food security that’s been threatened by rising sea levels, increasing grain demand and supply chain disruptions. Known as “seawater rice” because it’s grown in salty soil near the sea, the strains were created by over-expressing a gene from selected wild rice that’s more resistant to saline and alkali. Test fields in Tianjin — the municipality that encompasses Jinghai — recorded a yield of 4.6 metric tons per acre last year, higher than the national average for production of standard rice varieties.

OTABATO City -The Aboitiz-owned power firm here has urged consumers in the city and its environs to avoid “self-repair” or repairing home electrical issues themselves to prevent fire from taking place. “This is to prevent household fires and raise public awareness as part of the distribution utility’s customer care program,” said Valentin S. competent electricians to repair old and dilapidated electrical wires and cords in their households. He said overloading electrical circuits can also start fires so consumers are advised to avoid plugging multiple appliances via extension cords. “Do not overload electrical circuits by putting up additional lights or equipment” Saludes advised power consumers. When not in use, electrical appliances should be unplugged which may result in two good things – preventing fire and reducing power consumption and power bills.

“These tips are to be observed all year round, not only during this month, to save lives and properties,” Saludes said as the Aboitiz firm joins the nation in observing fire prevention month. “Whatever is the cause of a fire, may it be a defective installation of electrical wiring or accidental ignition, what is important is for people to understand and know the different ways to prevent fire from happening in residential houses or business establishment buildings,” he added. He explained that household electrical equipment and appliances may trigger fire when

incorrectly operated and handled. To prevent that, he added, homeowners are advised to inspect all electrical installations, ensuring that all are unplugged when not in use. Parent and Teacher Partnership in Delivering Modular Distance Learning By CONCEPCION P. ZAMAYLA Teacher 1 Jasaan National High School Jasaan, Misamis Oriental

“The COVID-19 pandemic has created the largest disruption of education systems in history, af fecting nearly 1.6 billion le ar ners in more t han 190 countries and all continents. Closures of schools and other learning spaces have impacted 94 percent of the world’s student population, up to 99 percent in low and lower-middle-income countries.” (United Nations Policy Brief: Education During COVID-19 and Beyond, 2020) This pandemic has affected the educational system, not only in our country but also the other countries around the world teachers and parents play a significant role in ensuring the continuity of learning amid the pandemic. Teachers as the provider and main facilitator of learning and parents as the co-facilitators of learning should work hand-in-hand to deliver the instructions of distance learning that the education provider has offered. One of the modalities used in distance learning is modular distance learning. This modality allows the students to use selflearning modules, printed or

digitized format/electronic copy, whichever is more convenient. This modality was opted by most parents in our school due to limited internet connectivity and lack of gadgets issues. This is where the role of parents takes place because they are the crucial link between the students and the school. The question now is what supporting role parents can play in delivering modular distance learning? and in what way can teachers effectively coordinate and communicate with parents for better learning outcomes? All parents want the best for their children. By working in collaboration with teachers, they can contribute to the learning and well-being of their children. The demands of the education system for the new normal require the parents to proactively participate in minimizing the effect of the pandemic on the academic performance and well-being of their children. The role parents can play in this partnership in delivering modular distance learning are parents could be friendly teachers to their son/ daughter, parents should also

be routine builders and good communicators. Parents as friendly teachers should help their children when they have difficulties accomplishing their learning tasks and provide them a conducive learning space at home. This does not only limited to their academics but also learning and acquiring life skills that are necessary to survive and thrive in difficult times. They also need to be a routine builder for their child to ensure that their student is consistently and actively participating in the modular learning offered to them. Lastly, they should be a good communicator, parents should share their concerns about the education of their child with the teacher. So, the teacher would know how to help and provide support to both students and parents. Teachers have significant roles to play in this partnership as they are the provider and the main facilitators of learning. T he y are re c om me nd e d to know their parents well, talk to parents, and build capacity. To develop a strong relationship with parents, the teacher must have information about who they are, how are they communicated and what are their ways of coping with this pandemic. In that way, teachers could know their parents deeper and build a strong bond between them that could be helpful to the parent and teacher partnership. In keeping the parents engaged and informed of the activities that their student is having, teachers must contact parents regularly. This is to give some updates to the parents and ask for feedback from them. Finally, teachers must create a one-stop platform for parents to keep them informed about all the learning activities, assignments, and teaching tools used by the school for distance education. Through these, teachers can build the capacity of the parents to partake in the learning outcomes of their children. This pandemic has generated an unprecedented crisis in the educational system across the world. It allowed the educational system to innovate and make use of all the things that could help in delivering quality education. Parent-teacher partnership in delivering modular distance learning is a great way to help the student cope with this pandemic and it will improve their learning outcome and well-being. It also ensures the quality of learning the students are getting through this collaboration.

Digitalization cuts SSS operating expenses as share of benefit payments by almost half in 2021 The stepped-up digitalization program of the Social Security System (SSS) implemented during the Duterte administration has reduced the pension fund’s operating expenses to only P4 for every P100 of benefits paid in 2021, cutting this cost by almost half from the P7.90 that

it spent in 2015 for the same activity, based on preliminary reports. In a report to Finance Secretary and Social Security Commission (SSC) Chairman Carlos Dominguez III, the SSS said that if loan disbursements made by the Fund are included in

Diligence Towards Distance Learning by JUNELYN N. ADIS, T-III Jasaan North District Jasaan, Misamis Oriental

A continued effort to do something despite difficulties is a persevering attitude called diligence. The parents voluntarily enroll their children in school this school year amid this COVID 19 Pandemic the new normal way – drop box method or text messaging or online because they want their children to continue to learn or study even if they have to stay at home now that our country in heath crisis situation. The children, the learners study via distance learning really needs diligence. They have to be diligent in doing their learning tasks, activities in the selflearning modules – print or digital or online with the guidance and support of their teachers and their parents for their own good. Considering the teachers commitment and effort in preparing the modules, and/

or lessons and discussions on-line, and most especially the effort of the parents or guardians in getting the modules in school and their guidance when their children do the answering of their self- learning at home. They should show gratefulness to them for this by being diligent. Having a systematic working method shows diligence. Being systematic to their study in this distance learning will do a lot in answering or doing the activities of each subject as scheduled. If the lessons need researching, then they should do it. They should remember that how they learn is sometimes more important than what they learn. Diligence towards this new normal schooling, the distance learning, will make the learners appreciate the benefit it gives to them even if they are staying at home.

Adjusting Classroom Assessment during Pandemic By: JEANINA L. NADUMA Teacher III Balingasag Central School

The continuing threat of COVID-19 in the country and the world brings about unprecedented challenges to basic education. As schools, prepare for SY 2020-2021, t e a c h e r s an d p are nt s must adapt to alternative learning modalities to ensure that learners achieve essential curricular goals. This will require creative and innovative ways of designing optimal learning experiences and assessing learning progress effectively under adverse circumstances. As stated in DepEd Order (DO) No. 8, s. 2015, the Policy guidelines in Classroom Assessment for the K to 12 Basic Education Program, assessment should be used to inform and improve classroom practices and promote learning o u t c o m e s . H o w e v e r, in distance or blended learning environments, it is necessary to utilize a lt e r n at i ve t o o l s an d strategies for assessing and supporting learning, while avoiding creating undue

pressure on the teachers, learners and families. In the new normal of Education during this pandemic, the integrity and reliability of classroom ass essment remain to upload the principle of quality assessment. Ideally, educational assessments are more than just tests. When done well, they are powerful learning tools for students as well as evaluation tools for educators. It helps educators track students’ pro g re ss s o t he y c an identify anyone who is struggling and provide remediation. It provides feedback to students about their own performance, which they can use to improve fur ther their knowledge and skills. It helps educators set learning objectives and outcomes and determine the best ways to help students reach their goals. Lastly, it can be used to evaluate teachers’ a n d s c h o o l s y s t e m s’ performance, as well as the effectiveness of different teaching practices.

the computation, it only spent P3.50 for every 100 benefits paid plus loans released in 2021. As a share of the pension fund’s revenues, its operating expenses also went down from 5.5 percent in 2015 to 3.5 percent in 2021, SSS president and CEO Aurora Ignacio said in her report. Dominguez had ordered the SSS in 2019 to trim its operating expenses as a share of benefit payments, which was at

5.1 percent at that time, to around 3 percent to ensure that member contributions to the pension fund are efficiently spent and maximized for their benefit. “Our digitalization initiatives which we pursued upon the instructions of the Secretary way before the pandemic, played a big part in pursuing our goal of reducing our operating expenses as a share of benefit payments,” Ignacio

said. Dominguez thanked the SSS for its "good performance and good run" under Ignacio's leadership. Ignacio, in turn, said that "SSS did very well in the last three years" with Dominguez's guidance, "despite the challenges of the pandemic, and despite all the challenges that we had." She said that for 2022, the SSS is targeting to further cut its operating expenses to P3.90 for every 100 benefits paid. The SSS invested P807 million for capital outlay from 2019 to 2021 to improve its information technology (IT) capabilities and prepare for the digital transformation of the pension fund, Ignacio said. She said the SSS also entered into a memorandum of agreement (MOA) last year with the Bureau of the Treasury (BTr), Government Service Insurance System (GSIS), Insurance Commission (IC), Philippine Deposit Insurance Corp. Salary and calamity loan applications are now filed, processed and released 100-percent online. Ignacio said the SSS also continues to provide its members with safe and convenient online access to their SSS records and transactions via the SSS Mobile app and webbased platforms under its ExpreSSS campaign. Employing work flexibility as a school leader in the ‘new normal’ By CYRIL H. DALUGDUG Teacher III

With the recent health crisis we are now facing, it is of utmost significance that still, learning must continue among Filipino learners, with any possible modalities and resources available. I agree, this posts a great challenge not only to the executive and legislative branches of the government, but to all government agencies and nongovernment organizations, and of course, the Department of Education is not exempted. As a public school teacher, I am now as well embracing to what they call the "new normal". Face-to-face instruction now is not the thing, but distance learning is. As we are most concerned with the health and safety of the learners, however learning must not stop, it must continue. The Department of Education has implemented the Learning Continuity Plan, in which it has bannered on flexible and blended learning arrangements that would best fit every learner, maximing the resources at hand, the best way possible. Although, it has earned negative feedbacks most from the

parents and the community, DepEd has been on a hard work scheme to be able to lobby and fix every possible items and provisions of the LCP, not only to the parents, but also to all the stakeholders. This is in no way considered as an easy task, especially to us school leaders. Where everyone now is on the adaptation stage for the new normal, it is not easy for us, school leaders and for every DepEd teaching and non-teaching employee. While a lot has been sending hate messages to the Department and telling us that we do not have a work to do, well, they are all wrong. Our lives have been twisted into a shift wherein we must quickly adopt to all the sets of policies and instructions, and the new normal now is that everything is on the line, on the technology, the Internet where every teacher, young and old, must know and adopt. While work from home is being implemented, I cannot help myself but go to school, to update and check if everything is at place while monitoring and checking on the teachers' work

and performance through online meetings via Google Meet. Plus, I have been engaging myself to various webinars in order for me to be updated and for me to learn new schemes and strategies that I can effectively share with my teachers when it comes to education amidst this pandemic. Yes, we are the flexible workers of the government and we are bannering for the continuation of learning amidst this crisis. It is not easy, however, I will do my best to still deliver the best and quality education guided by DepEd principles. This is only a health crisis and I strongly advocate and pray that the Department of Education will surpass this one with a winning film. We are important drivers and instruments of success, whatever the adversity maybe. We are stronger and we will see to it that whatever changes may come and take place, I, together with my fellow teachers, will gladly and willingly accept the challenges for the good and benefit of every Misamisnon learner and every Sta. Ana learner.

ORLAN R. RAVANERA Confucius once said, “If we focus our attention to the finger that is pointing to the stars, we will miss the beauty of the universe.” Yes, it is election time and campaign period brings forth candidates bannering themselves as the ones to make life better to the Filipino people, the long awaited leaders to stop corruption, to bring peace, to stop climate change and to end armed struggle. But we must not focus on these candidates with all of their body languages and rhetorical style. What matters is the roadmap that will put in clear categorical term how they will trailblaze the much needed social change. Let it be understood that hunger and poverty, social injustice and gross inequities are the most h or r i bl e m an i fe s t at i on of “negative peace” aptly described as a condition where there is no on-going violence but the ingredients of conflict are present which can erupt anytime. Negative peace comes and presents itself in many ways. Where power and greed driven-

structures exist and tolerated with private armies of these politicians as the vanguards; where there are despotic leaders who belong to that category of those “whom the gods would like to destroy, they make mad first;” where poverty roars its ugly head st r ippi ng c om mu n it i e s of their human dignity ; w here t he const ituents have become beholden to the whims and caprices of politicians through their patronage politics; where social injustice are at its worst portrayed by the farmers tilling the land not their own, or even if they owned the land but they do not control the mode of production and marketing. Where the people are further socially excluded and marginalized and consigned in the margins of development process; where the sacred act of choosing those who will govern us has been violated through “money politics” and cheatings. All of these are symptoms of societal flaws that have already caused so much bleedings to our people. Honorable politicians, ang gagaling po ninyo magsalita. But please your messages should b e on ef fecting social transformation in a highly skewed societal order controlled by the elites, cartels, conglomerates and the oligarchs. When the mentioned conditions exist, let us all beware. Physical violence will burst out anytime for even a flimsy of

reason as exemplified by the “Maguindanao Massacre,” a logical conclusion emanating from power-driven structures that have spawned utmost fear, dire poverty and great disparities. These are by t h e m s e l v e s s u bt l e a n d silent forms of violence, the epitome of negative peace. Candidates, please address negative peace that must now be converted to positive or genuine peace by addressing head-on the roots of violence. In a country where a few have much too much and the many who are poor have much too little, those who are living in luxury, well guarded in their mansions, will never be secured at all. Senator Robert Kennedy once said, “If we cannot work to liberate the many who are poor, then, it is impossible to save the few who are rich.” This contention has become even more alarming where the rich have become richer at the expense of the poor. Our very own socioeconomic realities thriving on cartels, monopolies and “block capitalism” that have brought forth gross inequities are by themselves RES IPSA LOQUITOR which needs no further elaboration. This has made democratization of wealth and power more imperative than ever as the economy is controlled by some 50 families who are pocketing 70% of the Gross Domestic Products (GDP). How do you liberate the rural people who are now living in extreme poverty as agriculture in this country

has contributed only .02% to the GDP in the last decade? Don’t you know that the rural people are the ones most affected by climate change and the on-going protracted war? The five (5) million rice farmers are now the poorest of the poor because of the law that had been passed two years ago called the Rice Tariffication Law and the author-senator was even voted as the number one senator. Ganoon po ba ka himbing matulog ang mga Pilipino? How do we then effect conflict transformation to establish a more just and humane society so that wars and unnecessary killings can be the things of the past, to be erased from socalled civilized society and Christians at that? Candidates, some 93 chieftains of different tribal groups have been killed since 2016 in Mindanao alone. For what? For defending their land and water rights as their ancestral domains have been grabbed and transformed into massive plantations by powerful corporations in cohort with powers-that-be. Not a single killer has been arrested. It is well known to the Indigenous Peoples (IPs) who ordered the killings, even paying the killers for job well done. The IPs are now asking why are they being treated as “disposable wastes?” Is it because the ownership of the rich means the dispossession of the poor? Please, LET OUR PEOPLE BLEED NO MORE!

Marks of maturity (Pt. 1) Think a minute… A little boy lost a footrace at school, so he came home angry and jealous of the other kids who won ahead of him. His father saw his son’s bad attitude and said: “Son, anybody can be kind when they win! That’s easy! But when you lose, and you are still kind to the winners, then you are on your way to becoming a mature human being.” Today and tomorrow we will look at some marks of true maturity. S elf-control of our physical desires and drives is one mark of our maturity. “The man who can master himself can master everything else.” A mature person controls his body instead of allowing his body to control him. This is true of any physical appetite, whether it is for pleasure, comfort, food, or even rest. Mature people do not live life ruled by their urges and impulses, since they do not need instant gratification to be happy. A mature person also has self-control in the area of honesty. Some people have a good reputation, but not a good character. They give

Every person experiences a struggling period in their lives where they learn, and understand the wonders of life precisely. “You r probl em is to bridge the gap which exists between where you are now and the goal you intend to reach”, Earl Nightingale describes the significance of the bridge and how it helps one to travel through the hard phase of our lives. The bridge is a path and a direction that motivates us to move towards enlightened life. Get that extra glowing skin going with Blanche By MARK FRANCISCO

B

LANCHE Skin Care and Laser Clinic started in Naga City only last year when a young woman with an entrepreneurial spirit started to vend around in what was the trend then among young women – lip tint. The lip tint line sold out like hotcakes and the businesswoman in Miss Dy thought on why not to extend her offers to skin care. After all, pandemic or not, women need to pamper themselves day in and day out. It’s definitely a basic necessity. Word soon spread out about Blanche Skin Care and Laser Clinic in the Bicol region, most importantly the testimonials of the satisfied clients, that Miss Dy was able to successively open four more branches in the area. It so happened that Miss Dy’s sister Bianca happened to be based in faraway Cagayan de Oro

in Mindanao that Blanche Skin Care and Laser Clinic tried to dip their business here. Blanche Cagayan de Oro opened last February 12 at the 2/L At the Block Bldg., Ramonal corner Corrales. Among the many services it offers, Blanche Cagayan de Oro’s top offerings include picosure laser, fractional laser, hydrafacial, emsculpt slimming, exils slimming, 70 Hifu ulthera and IV vitamins. Hifu is treatment for the face and works as a non-invasive facelift. It tightens the skin, irons out wrnkles, shrinks pores, targets the V line formation and jowl lines. Hifu improves overall skin tone, brightness and elasticity. Best results are seen after three to six months. Emsculpt slimming is a revolutionary body contouring procedure that helps women eliminate bothersome

fat and increase muscle tone in the abdomen and buttocks. The demands of women on the go take a toll on their time for self-care. We believe that Blanche Sculpt offers an excellent solution. Fractional laser is great for removing layers of sun-damaged skin as well as acne scars, wrinkles and pigmentation. Plus, it also minimizes pores to reveal smoother and healthier skin! Ensuring quality education in the time of Covid 19 By RUBILEE G. VIRTUDAZO Teacher 3 Jasaan National High School Jasaan, Misamis Oriental

Quality Education is what the Educational System is striving for. It is about 617 million children and adolescents around the world are unable to reach the minimum proficiency levels in reading and mathematics, eventhough two third of them are in school. This learning Crisis is the greatest global challenge to preparing children and adolescents for life, work, and active citizenship. This is according to UNICEF (United Nations Children's Fund). There are various challenges in accessing education even before pandemic some of this are poverty, financial deficit of developing countries and many more. It makes it more challenging when COVID 19 pandemic hits the world. In this time the question that the educational system need to answer is how quality education be assured amidst

of this various challenges the world is facing? Safe, friendly environment, qualified and motivated teachers, and instructions that students can understand are what quality learning requires. Tt also requires monitoring the learning outcomes and feed back into instruction. COVID-19 has greatly affected the educational system worldwide. Ensuring quality education in this time is really a must. Maximizing every platform available to deliver quality learning to the students through digital learning is one of the way to ensure quality education. Digital learning should become an essential service as students stay at home at the same time striving to reach their goal through education. Educators in this time of pandemic are somehow challenged in delivering

quality education to their students. They are doing their best to deliver quality education through digital learning and through their personal research on how they could deliver quality education in this time by maximizing the only platform available for education. Even the education system faces so much challenges in delivering quality education in this time, they are doing their best to deliver education with utmost quality. Educators are going beyond what they could offer just to ensure quality learning for their students. All the efforts and sacrifices they are doing is not for themselves but for the future of the students they are teaching. It is through their selfless effort to teach, and maximizing the resources that they have are their ways to ensure quality education.

Heightening technology in the new normal By: ROY A. ABAD Master Teacher I El Salvador City National High School

The social media has indeed greatly impacted and affected our lives today, greatly including the lives and behavior of our young ones, our school children, our pupils. In this digital age, mostly every one of us have cellular phones, Twitter, Facebook, and are knowledgeable enough to handle and manage differing and various social media sites in the world wide web. Yes, it has advantages and disadvantages. On the other hand, at school, we can always integrate the use of the internet and the social media to our pupils. We can give them sites and pages that they can study over and visit and learn something from it. That is why, teachers must do the research first, check the page or what before suggest it to the pupils. We must be the one who will screen it first. As we cannot control what these pupils would do while using the internet, it is of great deed that should remind them of the pros and cons

when doing such. We should always lead to social networking sites that would best fit their taste. Also, sites that would uplift their moral and good values is best plus they can read and learn short stories and then probably encourage them to apply and follow it. Exactly, we do not have the control over our pupils but we can always remind them to be always good and be responsible when using the internet, the most encourage them to think before they click sites and pages. As teachers, we should always remind them to use this new technology for their own development and betterment. As these new discoveries have positive effects, we should not forget that they will surely have negative impacts as well and that it depends on them on how they will use it. The best, we should always guide our pupils and bring them to their desired path.

Republic of the Philippines REGIONAL TRIAL COURT OF LANAO DEL NORTE 12th Judicial Region BRANCH 07 Tubod, Lanao del Norte NATIONAL GRID CORPORATION SPL. CVL. ACTION NO. 114-07-2021 OF THE PHILIPPINES, Plaintiff, – for – - versus Expropriation HEIR OF FORTUNATO SOMONTAN; UNKNOWN HEIRS OF FORTUNATO SOMONTAN, Defendants. x--------------------/ SUMMONS BY PUBLICATION TO: UNKNOWN HEIRS OF FORTUNATO SOMONTAN Address cannot be ascertained G R E E T I N G S! WHEREAS, on December 6, 2021, the Court issued an order granting the plaintiff’s Motion to Serve Summons by Publication, which reads: “On record is a Motion for Leave of Court to Effect Service of Summons by Publication to defendants Unknown Heirs of Fortunato Somontan. Finding the same motion to be proper and in order after plaintiff complied with the requirements of the rules, the same is hereby granted. Let summons by publication be served to defendants Unknown Heirs of Fortunato Somontan. SO ORDERED.” WHEREAS, Complaint reads: COMPLAINT (With Urgent Prayer for Issuance of Writ of Possession) Plaintiff, National Grid Corporation of the Philippines (NGCP), by counsel, respectfully states that: 1. Plaintiff is a private corporation created and existing under Philippine laws, with principal office address at NGCP Building, Quezon Avenue corner BIR Road, Diliman, Quezon City. It may be served with notices and other court processes through its Right-of-Way Department (ROWD) – Mindanao Division, Maria Cristina, Iligan City, copy furnished the aforementioned principal office. 2. Pursuant to Republic Act (R.A.) No. 9511, plaintiff was granted a franchise to operate, manage and maintain, and in connection therewith, to engage in the business of conveying or transmitting electricity through a high-voltage back-bone system of interconnected transmission lines, substations and related facilities, systems operations, and other activities that are necessary to support the safe and reliable operation of a transmission system and to construct, install, finance, manage, improve, expand, operate, maintain, rehabilitate, repair and refurbish the present nationwide transmission system of the Republic of the Philippines. 3. Under Section 4 of the same law, plaintiff was granted the power of eminent domain, subject to the requirements of the Constitution and existing laws. 4. Plaintiff is engaged in the business of transmitting electric power from the generating plants of power producers to distributors. As such, plaintiff’s business is imbued with public interest. 5. To address the country’s growing power demand and ensure continuous, reliable and efficient power supply, there is a need to interconnect the three (3) major power grids of Luzon, Visayas, and Mindanao into a single national grid. Aside from the sharing of systems reserve, the interconnection will also help optimize utilization of indigenous energy resources such as natural gas in Luzon, geothermal in the Visayas and hydro in Mindanao. Owing to this necessity, plaintiff must immediately construct the transmission lines that will transmit power to distributors of electricity not only in Mindanao but also in Luzon and Visayas. This undertaking is for the use and benefit of the public and part of it is known as the MINDANAO-VISAYAS INTERCONNECTION PROJECT (MVIP), integral part of which is the KOLAMBUGAN-LALA 20kv TRANSMISSION LINE PROJECT (Project). 6. The said MVIP of NGCP is the first project certified by the Department of Energy (DOE) as an Energy Project of National Significance (EPNS) pursuant to R.A. 7638 of DOE Act of 1992, as amended, entitled to all the rights and privileges provided under Executive Order No. 30, series of 2017, as evidenced by the Certification dated 8 May 2018 issued by the Energy Investment Coordinating Council. Hence, the immediate completion and energization of the said project is critically important. 7. Defendant Dr. Juanito Yu Somontan, Heir of Fortunato Somontan, is of legal age, Filipino and a resident of Brgy. Poblacion, Bacolod, Lanao del Norte, where he can be served with summons, notices, and other processes of this Honorable Court. 8. Considering that the other UNKNOWN HEIRS OF FORTUNATO SOMONTAN as well as the other alleged owners whose identities and specific addresses cannot be ascertained despite diligent inquiry, plaintiff undertakes to cause service of summons to them by publication pursuant to Section 14 and 15, Rule 14 of the Revised Rules of Civil Procedure. 9. Plaintiff intends to expropriate portion of a parcel of an unidentified and unregistered land situated in Brgy. Muntay, Kolambugan, Lanao del Norte. The said property is declared in the names of Heirs of Fortunato Somontan under Tax Declaration No. H-130008 (07). It is more particularly described below together with the affected area sought to be expropriated consisting of 1,248 square meters, as shown in the attached Sketch Plan and Technical Descriptions.

PRAYER WHEREFORE, premises considered, plaintiff most respectfully prays of this Honorable Court to:

Copies of the BIR Zonal Valuation applicable to the subject property and Reports on the Counts of Improvements are attached and made as integral parts of the complaint. 10. To enable plaintiff to construct and maintain the Project, it is both necessary and urgent to acquire, upon payment of just compensation, the portion of the subject property, to ensure stability and reliability of the power supply in Mindanao and other regions of the country. 11. Plaintiff negotiated with defendants for the acquisition of the affected portion of the subject property and to pay the cost of improvements therein that may be damaged by the construction of the transmission line project. However, no agreement was reached between the parties. 12. Considering the urgent need for plaintiff to enter the subject property to implement and commence the necessary construction activities for its Project, plaintiff has no other recourse but to file the instant complaint. 13. Pursuant to Section 13 of R.A. 11361, Rule 67 of the Revised Rules of Civil Procedure governs plaintiff’s expropriation cases. Under Section 2 of Rule 67 of the Revised Rules of Civil Procedure, plaintiff may already enter and possess the portion of the subject property during the pendency of the expropriation case. 14. Section 2 of Rule 67 of the Revised Rules of Civil Procedure states that: “SEC. 2. Entry of plaintiff upon depositing value with authorized government depositary. – Upon the filing of the complaint or at any time thereafter and after due notice to the defendant, the plaintiff shall have the right to take or enter upon the possession of the real property involved if he deposits with the authorized government depositary an amount equivalent to the assessed value of the property for purposes of taxation to be held by such bank subject to the orders of the court. Such deposit shall be in money, unless in lieu thereof the court authorizes the deposit of a certificate of deposit of a government bank of the Republic of the Philippines payable on demand to the authorized government depositary.” [Emphasis supplied] 15. In compliance with the notice requirement, plaintiff notified defendants through a Letter Offer of its intention to file an expropriation case if the possession over the subject property cannot be timely secured and/ or issues regarding compensation for the subject property cannot be resolved except through judicial intervention. Plaintiff further serves, simultaneous with the filing of the instant Complaint, a Notice to Take Possession (attached as Annex “A”) upon the defendants. 16. To comply with the deposit requirement, plaintiff, notwithstanding that R.A. 10752 does not specifically apply to it, shall deposit with the Honorable Court an amount equivalent to the 100% of the BIR zonal value of the land sought to be expropriated, including the cost of improvements therein, in the total amount of ONE HUNDRED NINETY-FIVE THOUSAND SIX HUNDRED SIXTY-FIVE PESOS (Php195,665.00), consistent with the purpose of the said law and OCA Circular No. 113-2019 to simplify the deposit requirement in expropriation cases for the benefit of the defendants and in the interest of immediate implementation of the Project intended to benefit the public. 17. Upon deposit of the provisional amount, plaintiff would have fully complied with the requirements for the issuance of a writ of possession as mandated by law. 18. In a long line of cases and OCA Circular No. 113-2019, once the above requirements are complied with it, it becomes the ministerial duty of the trial court to issue the writ of possession in favor of the plaintiff, without need of any further hearing. Therefore, the Honorable Court can already immediately issue to the plaintiff an order to take possession of the portions of the property and start the implementation of the project. 19. Moreover, it must be emphasized that an expropriation proceeding is an action quasi in rem, wherein the fact that the owners of the property are made parties is not essentially indispensable insofar as it concerns the immediate taking of possession of the property and the preliminary determination of its value, including the amount to be deposited. 20. An action quasi in rem names a person as defendant, but its object is to subject that person’s interest in a property to a corresponding lien or obligation. In a proceeding quasi in rem, jurisdiction over the person of the defendant is not a prerequisite to confer jurisdiction on the court, provided that the latter has jurisdiction over the res. 21. The purpose of summons in actions quasi in rem is not the acquisition of jurisdiction over the defendant but mainly to satisfy the constitutional requirement of due process. Since the issuance of writ of possession is ex-parte, ministerial, and non-litigious in nature, the issuance thereof, even prior to the service of summons, will not violate defendants’ right to due process as the same can be done even without defendants’ participation. Besides, the issuance of a writ of possession does not prevent defendants from raising objections to and defenses against the expropriation of their property. 22. Plaintiff intends to present three (3) witnesses, namely: a) Engr. Licinio B. Capili, b) Engr. Nolito L. Notar, and c) Michael E. Encarnado to establish, among others, NGCP’s authority to exercise the power of eminent domain, the propriety of its exercise in this case, and the bases for the determination of the just compensation. Copies of their Judicial Affidavits (with attached Exhibits “A” to “H”) are attached as Annexes B, C, and D and made an integral part hereof. Plaintiff intends to present additional witnesses if necessary.

1. ISSUE a Writ of Possession in plaintiff’s favor; authorizing plaintiff to enter and take possession of the property subject of this complaint that will be affected by the construction and implementation of the Project, consisting of a total area of 1,248 square meters, more or less, as described in paragraph 9 hereof; demolish the affected structures standing therein; order all defendants to vacate the same; directing the Philippine National Police (PNP) to assist plaintiff in the implementation of the said writ of possession so that project construction can immediately commence even during the pendency of the case; direct the Registry of Deeds for the Province of Lanao del Norte to enter the Writ of Possession in the Primary Entry Book and annotate the same in the Registration Book pursuant to Section 69 of Presidential Decree No. 1529; 2. ISSUE an Order of Expropriation declaring that the plaintiff has a lawful right to take possession and acquire the affected property specified in paragraph 9 hereof; 3. After the determination of just compensation, to authorize the payment thereof by plaintiff to defendants after deducting the capital gains and documentary stamp taxes for the transfer of the affected portion of the unidentified lot, in the name of plaintiff, all other outstanding taxes under the National Internal Revenue Code, and all outstanding realty taxes and dues under the Local Government Code, which plaintiff shall remit to the Government; 4. ISSUE a judgment after determination of just compensation, declaring plaintiff as the lawful owner of the affected portion of the unidentified lot consisting of a total area of 1,248 square meters, more or less, described in paragraph 9 hereof; 5. DIRECT the Municipal Assessor of Kolambugan and/or Provincial Assessor of Lanao del Norte to cancel Tax Declaration No. H-130008 (07) and issue new and separate tax declaration in the name of plaintiff covering the portion of the subject property sought to be expropriated herein. Meanwhile, the defendants are given sixty (60) days after the completion of the last publication of summons to file with this court their Answer to the complaint filed against them in the above-captioned case. It may be served with notices and other court processes through its Right-of-Way Department (ROWD) – Mindanao Division, Maria Cristina, Iligan City, copy furnished the afore-mentioned principal office. 7. Defendants HEIRS OF DULCESIMA C. ROQUE, namely: Heirs of Juanito Roque, namely: (1) Juanito Karl P. Roque; Heirs of Esmeraldo Roque, namely: (1) Ma. Sylvia R. Ilagan and (2) Mario Silvino P. Roque; and Heirs of Josefa Luzminda Roque Echiverri, namely: (1) Rosalie Sabina E. Yanong, (2) Angeli Solidad R. Echiverri, (3) Emma Michelle Echiverri, and (4) Enrico R. Echiverri, are all of legal age and Filipinos. They may be served with summonses, notices and other processes of this Honorable Court at their respective addresses, to wit:

Copies of the BIR Zonal Valuation applicable to the subject property and Reports on the Counts of Improvements are attached and made integral parts of this complaint. 9. To enable plaintiff to construct and maintain the Project, it is both necessary and urgent to acquire, upon payment of just compensation, the portion of the subject property, to ensure stability and reliability of the power supply in Mindanao and other regions of the country. 10. Plaintiff negotiated with defendants, through Enrico R. Echiverri and Ma. Sylvia R. Iligan, for the acquisition of the affected portion of the subject property and to pay the cost of improvements therein that may be damaged by the construction of the transmission line project. However, no agreement was reached between the parties 11. Considering the urgent need for plaintiff to enter the subject property to implement and commence the necessary construction activities for its Project, plaintiff has no other recourse but to file the instant complaint. 12. 13.

Such deposit shall be in money, unless in lieu thereof the court authorizes the deposit of a certificate of deposit of a government bank of the Republic of the Philippines payable on demand to the authorized government depositary.” (Emphasis supplied)

14. In compliance with the notice requirement, plaintiff notified defendants through a Letter Offer of its intention to file an expropriation case if the possession over the subject property cannot be timely secured and/or issues regarding compensation for the subject property cannot be resolved except through judicial intervention. Plaintiff further serves, simultaneous with the filing of the instant Complaint, a Notice to Take Possession (attached as Annex “A”) upon the defendants.

PRAYER WHEREFORE, premises considered, plaintiff most respectfully prays of this Honorable Court to: 1. ISSUE a Writ of Possession in plaintiff’s favor; authorizing plaintiff to enter and take possession of the property subject of this complaint that will be affected by the construction and implementation of the Project, consisting of a total area of 2,478 square meters, more or less, as described in paragraph 8 hereof; demolish the affected structures standing therein; order all defendants to vacate the same; directing the Philippine National Police (PNP) to assist plaintiff in the implementation of the said writ of possession so that project construction can immediately commence even during the pendency of the case; direct the Registry of Deeds for the Province of Lanao del Norte to enter the Writ of Possession in the Primary Entry Book and annotate the same in the Registration Book pursuant to Section 69 of Presidential Decree No. 1529; 2. After issuance of Writ of Possession, ISSUE an Order of Publication allowing plaintiff to effect service of summons to Defendant Unknown Heirs of Juanito Roque, Juanito Karl P. Roque, and other defendants, if applicable, by publication, pursuant to Sections 16 and 17, Rule 14 of the Revised Rules of Civil Procedures; 3. ISSUE an Order of Expropriation declaring that the plaintiff has a lawful right to take possession and acquire the affected property specified in paragraph 8 hereof; 4. After the determination of just compensation, to authorize the payment thereof by plaintiff to defendants after deducting the capital gains and documentary stamp taxes for the transfer of the affected portion of Lot No. 6456, PLS-89 EXT, in the name of plaintiff, all other outstanding taxes under the National Internal Revenue Code, and all outstanding realty taxes and dues under the Local Government Code, which plaintiff shall remit to the Government; 5. ISSUE a judgment after determination of just compensation, declaring plaintiff as the lawful owner of the affected portion of Lot No. 6456, PLS-89 EXT consisting of a total area of 2,478 square meters, more or less, described in paragraph 8 hereof; 6.

DIRECT: a. The Registry of Deeds for the Province of Lanao del Norte to register and annotate the Order of Expropriation and Judgment on the TCT No. T-8189 or any certificate of title that may hereafter be issued covering the property subject of this case pursuant to Section 85 of Presidential Decree No. 1529; b. The Municipal Assessor of Kolambugan and/or Provincial Assessor of Lanao del Norte to cancel Tax Declaration No. H-130230 (07) and issue new and separate tax declaration in the name of plaintiff covering the portion of the subject property sought to be expropriated herein. Plaintiff prays for other relief as just and equitable under the premises. Iligan City for Tubod, Lanao del Norte, 3 April, 2021.

15. To comply with the deposit requirement, plaintiff, notwithstanding that R.A. 10752 does not specifically apply to it, shall deposit with the Honorable Court an amount equivalent to the 100% of the BIR zonal value of the land sought to be expropriated, including the cost of improvements therein, in the total amount of TWO HUNDRED FIFTY-FIVE THOUSAND FOUR HUNDRED TWELVE PESOS AND 60/100 (Php255,412.60), consistent with the purpose of the said law and OCA Circular No. 113-2019 to simplify the deposit requirement in expropriation cases for the benefit of the defendants and in the interest of immediate implementation of the Project intended to benefit the public.

17. In a long line of cases and OCA Circular No. 113-2019, once the above requirements are complied with it, it becomes the ministerial duty of the trial court to issue the writ of possession in favor of plaintiff, without need of any further hearing. Thus, as cited in the said OCA Circular: “Municipality of Cordova v. Pathfinder Development Corporation cases emphasizes the mandatory issuance of the writ of possession upon the receipt of the required deposit. “No hearing is actually required for the issuance of a writ of possession, which demands only two (2) requirements: (a) the sufficiency in form and substance of the complaint; and, (b) the required provisional deposit x x x x Upon compliance with these requirements, the petitioner in an expropriation case is entitled to a writ of possession as a matter of right and the issuance of the writ becomes ministerial.” (Emphasis supplied) 18. 19.

20. Role of Parents warrants Modular Distance Learning By QUENNIE M. CUABO Teacher 3 Jasaan National High School Jasaan, Misamis Oriental

Parents plays a vital role in the learning of their child. Covid-19 pandemic has brought too many changes, modular distance learning is one of them. Parents and teachers have a common goal: to facilitate the best educational experience possible for the learners even with the presence of this pandemic. The modular learning approach situates learners to learn in the comfort of their homes which also indicates that they have limited contact with teachers. Parents, therefore, shall be the core guide of their child’s academic achievement with this modality. Parents primary role in modular learning is to establish a connection and guide children in dealing with their modules. By designating an area of home learning, they can also keep an eye on the progress and learning styles. Noting behaviors, opportunities and barriers, allow parents to adapt or adjust the standard as necessary to create the ideal path for their child or children. Parents involvement is associated with various benefits for the learners of all ages. It

doesn’t need to be a high le vel of commitment; simply guiding the child throughout the modular learning process and simply asking the child how he or she doing in modular basis can positively influence the student’s future. Learners, on the other hand, should looked up to their parents as their greatest cheerleaders and coaches, knowing a coach won’t be misleading but constructive and goaloriented. They need to reinforce the bigger picture and how the responsibilities of today point out the larger intentions. Parents and teachers should work hand-in-hand specially in this trying times. When parents and teachers communicate well, they can be able to work towards common goal: to facilitate the best educational experience possible for the learners – each party contributes their own specific skills and knowledge towards meeting the objective as they play a vital role in holistic development of the child. Above all, good parental support helps learners to be positive, healthy and lifelong learner even in the midst of this pandemic.

The cre at ion of t he Bangsamoro region is the major component of the Comprehensive Agreement on the Bangsamoro, the final peace agreement signed by the government and the MILF in 2014 after 17 years of negotiations. In a resolution passed in October 2021, the BTA requested Duterte to allow the incumbent BTA members to continue carrying out their mandate in order to preserve the gains achieved under the body’s various programs, projects and legislative measures. In the same resolution, the BTA emphasized that their appeal to the President to keep the status quo is being made “in view of the diverse ethnic-cultural and professional background of the body’s membership; their polic y advocacies and accomplishments; and the extensive trainings on governance they have received from academic and other development institutions.” The BTA likewise issued a resolution last month appealing to Duterte to give primary consideration to the re-appointment of BTA members who are nominated by the national government, “as this will ensure a smooth transition process without the possibility of any political disruptions taking place.” Republic of the Philippines Department of Transportation LAND TRANSPORTATION FRANCHISING & REGULATORY BOARD Regional Office No.10, Apovel, Bulua, Cagayan de Oro City MANOLO FORTICH TRANSPORT SERVICE COOPERATIVE (MAFORTRANSCO) Rep. by: MYRNA G. The President also approved t he 41 MILF nominees for the BTA as submitted by Ebrahim. Although the SJPCC recommended maintaining the status quo in the BTA, it must be noted that the President has the authority to replace those members who may be elected into office during the 2022 national elections, the joint statement said. The status quo in the BTA will be done in the exigency of public service, it added. “Undoubtedly, the BTA has over the past two years played an instrumental role in uplifting the lives of the Bangsamoro people and unleashing the economic potential of the region. Given these major accomplishments, its current membership must not only be given due recognition, but must also be given the chance to complete what it has started,” the SJPCC members said. “By keeping the status quo in the BTA, we are not only building on and sustaining the gains of the Bangsamoro peace process; we are laying the foundations where genuine development and long-lasting peace can take root and flourish, and where our Moro brothers and sisters can look ahead to a better and brighter future,” they added.

"We thank PhilMech and NFA for the materialization of this project. We are hoping that more areas in northern Mindanao will be provided with the RPS 2 in the future so we can further boost the region's rice industry" he said. Only He can give you the power you need each day to become the mature man or woman of self-control He created you to be. IVE years ago, Ruby Asuncion Corrales Santos founded One Indigo Project to assist children of indigent indigenous peoples’ communities in Bukidnon, Davao and Cotabato improve their academic performance in school. With donations from like-minded companies like LBCFoundation, Century Tuna, and Sierra Falcones , One Indigo

donated simple items such as ‘tenderly used clothing’, toys, shoes, and face masks aimed at assisting the lumad families cope with the demands of educating their children. However, Bebot (as she is known to friends) began to feel the pinch as the years went by since she was basically financing all of One Indigo’s activities out of her own pocket, down to the snacks for volunteers who helped her sort

donations for distribution. In December, 2021, she decided to undertake a salted eggs production project to help finance One Indigo Project’s feeding programs to remote IP communities in Talakag and Maramag, Bukidnon, and to indigent areas and homes for the aged in Cagayan de Oro. However, before production started at her farm at Libona, Bukidnon, she experimented with various processes from salting to boiling and coloring, but was not satisfied with the results, which pushed her to research some more until she hit perfection, hence the brand “Salted in Heaven”. “The secret is actually in the curing and boiling,” she shares with a wink.

“The salted duck eggs that you've been craving for are made eggs-tra special as they're soaked in turmeric with less salt and larger than usual salted duck eggs.” “I love our authentic creamy, not quite salty, aged duck salted eggs,” she added. “Our eggs go great with salads of dried cranberries, nuts, fresh arugula, sliced tomatoes, white onions, cucumber, and thinly sliced garlic for added oomph!” To ensure the local community benefits from the project as well, she decided to simply source her supply locally from duck egg producers in

Libona. She also hires three to four people locally, mostly single moms and battered wives whenever they undertake production, which has now increased to 35 trays every three weeks. From a huge dying cypress tree in the farm (known locally as “saypris, sipris or cipris”), the workers use chips from its dead branches to start a fire for cooking the eggs, and mixed them with giant ipil-ipil firewood producing a fragrant wood smoke. Besides the salted duck eggs, the project has also undertaken pest control under the brand name “Unipest” as an additional

revenue source for One Indigo and Bebot’s other projects (Kain Ko with Century Tuna canned goods, Books for lumad kids from Sierra Falcones, clothing from LBC Foundation). Consumers willing to help One Indigo and Bebot’s other advocacies can order “Salted in Heaven” aged salted duck eggs from mobile 0976.053.9888 or by Messenger through https://www.facebook. com/saltedinheaven and deliveries will be made through riders. Premium custom gift wrapping and packaging must be preordered.
