Briefly Moral governance COTABATO City – Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Ahod “Murad” Ebrahim has called on constituents to embrace moral governance as the Muslim faithful celebrate Eid’l Fitr or the culmination of Ramadan Monday. Speaking during the congregational prayer at the BARMM center here, Ebrahim said heeding the call for “moral governance” is supporting governance anchored on Islamic morality and spirituality. “I ask all of you to support moral governance so our struggle for self-determination will truly succeed,” he said in the vernacular.

Courting the MNLF DAVAO City – Mayor Sara Z. Duterte said Monday the endorsement of the Moro National Liberation Front (MNLF) is essential to the UniTeam's cause of bringing about peace and development in Mindanao and the rest of the country. In a statement, the vice presidential contender thanked the MNLF for its support of her candidacy as well as for his running mate presidential candidate Ferdinand Marcos Jr. On April 25, Albakil ‘Thong’ Jikiri, current MNLF national vice chairman for military affairs, issued the group’s official statement in Zamboanga City urging their members to support the tandem and the rest of the candidates under Uniteam.

Coffee, cacao emerging agri products in NorMin

HE Department of A g r i c u l t u r e ( DA ) 1 0 (Northern Mindanao) sees the cultivation and production of coffee and cacao as an emerging contributor to boosting the region’s agriculture sector. During the Network Briefing News on Friday, DA-10 Director Carlene Collado said after some farmers groups received support and recognition, they can expand supply in the country and to international markets. "Hopefully, with our assistance, they will be known internationally, and supply for export their products. This would also mean larger income for them," Collado said, referring to the PHP8 million worth of assistance to farmers through the Cacao Community-Based Development Enterprise project. One of the beneficiaries was the Toburan-Mapulog-Maputi Arc Marketing Cooperative, covering 67 hectares in Naawan, Misamis Oriental. BARMM tops regions in 2021 agriculture growth by value THE Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) posted the top growth rate in 2021 among the regions for agricultural output by value, the Philippine Statistics Authority (PSA) said. B A R M M ’s v a l u e o f production in agriculture and fisheries grew 7.2% at constant 2018 prices, the PSA said.

This was followed by the Central Visayas with a growth rate of 5%, Mimaropa 3.5%, Northern Mindanao 2.9%, Western Visayas 2.8%, Cagayan Valley 2.3%, and Zamboanga Peninsula 1.7%. Meanwhile, Calabarzon output by value contracted by 13.3%, followed by Central Luzon (9.2%), Caraga (6.8%), Bicol (4.8%), Ilocos (3.4%), Cordillera Administrative

Region (2.8%), Davao (0.9%), Eastern Visayas (0.7%), and Soccsksargen (0.6%). In the crops subsector, C agayan Va l le y p oste d growth of 5.9%, followed by Mimaropa and Central Visayas with 4.9% each. Face-to-face classes THE office of the Department of Education (DepEd) in Marawi City, Lanao del Sur is targeting to implement a full operation of face-to-face classes beginning September. In a statement Friday, Marawi City Schools Division (MCSD) Superintendent, Dr. Anna Zenaida Unte-Alonto, said the plan was aligned with the targets set by the Ministry of Basic, Higher and Technical Education (MBHTE) of the Bangsamoro region. "(The) MBHTE wanted a hundred percent opening of our classes because the last two years brought learning losses to our children who were affected by the two-year pandemic,” Alonto said.

DepEd execs get Camiguin student-journalists' insights on blended learning

THE Department of Education (DepEd) Executive Committee (Execom) members initiated a discussion with the student-journalists of Camiguin during the EdukAksyon Press Conference, April 28, on their perspective on the blended learning modality implemented during the COVID-19 pandemic.

“We know that the inputs of our learners are significant to improve the education delivery in the country. We are very much aware that they are the ones experiencing our policies first-hand, together with our public school teachers,” Education Secretary Leonor Magtolis Briones said.

She added that the active participation of the youth in the policies of the education sector is an important aspect in making sure that DepEd is giving them the quality basic education. With school closures and the ongoing impact of the COVID-19 pandemic causing uncertainty in children's education, the Division of Misamis Oriental stepped up and launched the Reading Carousel Project in Opol Central School to empower learners from remote areas, low-income families, and those with disabilities in accessing alternative learning, particularly reading. Gladys S. Banac, Education Program Specialist, initiated the Reading Carousel Project. The project aims to bring together DepEd partners and other stakeholders from various sectors to assist in reaching out to all learners and encouraging them to read and become functionally literate. It also aims to raise awareness and understanding of the importance of literacy as a foundation for learning.

The host school Opol Central School headed by Samy T. Igloria, Principal I of OCS, exemplified his well-thoughtout plan for the said launching. The stage itself was made for the event – onboarding for the smooth sail of the project. It started with the onboard teachers ushering the guests from the division office, reading coordinators, LGU officials, parents, and teachers. The attendance showed by the guests was the turning point that the launching was a success. The highlight of the launching was the impeccable simulation of the Reading Carousel Project which was participated by the OCS principal, OCS onboard teachers, and learners. The presence of the local chief executive, Mayor Maximino B. Seno, Opol West District Supervisor Dr. Roie

M. Ubayubay, and SDS Sir Jonathan dela Peńa made the simulation even more meaningful since they witnessed firsthand the value and purpose of the project. A ceremonial MOA signing took place to document the cooperation of the DepEd partners and other stakeholders from various sectors and was attended by the local chief executive Mayor Maximino B. Seno, Schools Division Superintendent Dr. Jonathan S. Dela Peńa, Opol West District Supervisor Dr. Roie M. Ubayubay, SB Member Beth Y. Tangub, OCS GPTA President Marivic R. Bajuyo, and the Opol West Administrators. The event was even made livelier when Arlene G. Agne rendered a folk song. This made the crowd appreciate the exquisiteness of folksongs, sung perfectly.

Mambajao, here, shared their experiences on the distance learning setup in the last two years. “Based on my experience, the blended learning and face-to-face were quite different. It was different for me because it had been almost two years that there was no face to face classes. It’s like I’ve learned more [during the face to face] than what I’ve actually learned from the modular learning,” Pacto said. Undersecretary and Chief of Staff Lawyer Nepomuceno Malaluan and the said learner also discussed the in-person classes currently being implemented in School Year 2021-2022 by the department nationwide. Aside from the challenges he faced during the pandemic, Pantallano also provided suggestions to the department on improving the

implementation of face to face classes from hereon. “Ang suhestyon ko sa DepEd para mapabuti ang paghahatid ng edukasyon sa pangkalahatan para sa face-to-face classes ay mas paglaanan ng guro ang mga estudyante ng mas mahabang oras upang maturuan kami ng mga leksiyon,” Pantallano said. (My suggestion for DepEd to improve the quality of education on face-to-face classes is for the teachers to provide ample time to teach us in our lessons) As part of the DepEd’s policy making, Malaluan also noted that the department is aware of the existing challenges the learners have faced during the Basic Education – Learning Continuity Plan implementation. “We also asked some questions to the campus journalists LEARNING/PAGE 6

RAVANERA “From time to time, there appear on the face of the earth, men and women of consummate excellence who dazzle us by their virtue, and whose outstanding qualities shed a stupendous light. Like those extra-ordinary stars whose origins we are ignorant and whose fate, once they have vanished we know even less, such men and women have neither forebears nor descendants, they are the whole of their race.” In a world that is buried in unbridled materialism and consumerism that is giving so much veneration to the profit motive that has already captured the mindset of all governments, all institutions, all universities and even of religious groups, there is no grandeur sight on earth than a compassionate couple, fired with a great purpose, dominated by one unwavering aim – to serve the people especially the poor, to protect their health and the environment, and for the rule of law to prevail. That is the amazing life of service of Dr. Jesus Guiab who married Atty, Remedios Galutera when they were in their twenties, then in the

early sixties decided to leave Nueva Vizcaya to practice their profession in the farflung areas of Mindanao in Wao Lanao del Sur. Two young amazing professionals, a charismatic good-looking medical doctor and a beautiful brilliant lawyer at that, opting to serve in the troubled “war zone” at the height of the Muslim and Christian conflict called the “ILAGA offensives.” Yes, not to earn for more raking to be rich but to serve the marginalized sectors, especially the sick and the downtrodden! How can they earn when their clientele were the poor farmers who were mostly settlers coming from different parts of the country who were recipients of Resettlement Program of President Ramon Magsaysay then? I know that very well as I was then a grade one pupil in Wao Elementary School when I met them, seeing Dr. Guiab curing the sick for free and hearing Atty. Guiab giving legal services without legal fees. I was not surprise at all when Atty. Remedios Guiab ran as the Mayor of Wao in the eighties, she easily won and got re-elected, serving three full terms. Her pro-people leadership had catapulted Wao to greater heights not only in bringing peace and order to a distressed and troubled Wao but in numerous developmental aspects. To quote my close relative, the former Councilor Artemio Ray, “because of her outstanding leadership, Wao has become a developmental

show window where other local officials in nearby municipalities would visit now and then to emulate.” During her 9-year mayorship, Wao has proved equal to its moniker of being a Wonderful Agricultural Opportunity (WAO) where farming has become very productive and became a liberating force against hunger and poverty of the peasantry. In fact, the poor farming families had somehow scaled the heights of productivity and were able to have their children fully educated and became professionals, many of whom are now working abroad. As former councilor Artemio Ray can attest, ‘the nine-year mayorship of Atty. Guiab had become the turning point to give way to a sociallyinclusive and ecologically sustainable agricultural development in the land of the brave and the free -Wao.” Such is not true now based on the Study of the United Nations-Food and Agricultural Organization (UN-FAO) that concluded that “in the last decade, Philippine agriculture had only contributed .02% to the Gross Domestic Product (GDP) and that farming has become non-economically viable as 3 of 4 young farmers have already left farming to work in the urban centers as janitors, waiter, drivers or what have you; that the rural people are the number one victims of the on-going protracted war and climate change.” At t y. G u i a b, w h e r e are you? Wao needs you!

That’s how amazing Atty. Remedious Guiab is! But Dr. Jesus Guiab is equally amazing. Don’t you know that a number of patients from nearby municipalities are travelling far to Wao because they choose Dr. Guiab to be the one to provide them medical services. Well, am not surprise. The good doctor is oozing with charisma and positive energ y, so compassionate and caring, manifesting the truism that one ‘s sickness can’t be cured by medicine alone but through the outpourings of positive energies called true love. If disease is darkness, it cannot defeat the light. To quote those whom he has cured, “Dr. Jesus Guiab is the best doctor.” Am not surprised why he is named Jesus as God is love and he is living true to that name. Amidst morale collapse, religious apathy and denigration of spirituality, let the amazing life of service of Atty. Remedios G. Guiab and Dr. Jesus Guiab unfetter humanity from the life of form exemplified by unbridled materialism. We are more than form (body); we are consciousness (spirit). Remember the biblical line: “What would profit a man, if he gains the whole world but suffer the loss of his soul.” Indeed, wealth, fame and power won’t be the bases on how we will be judged when we die but on how we have served the least of our brethren. The undisputed Queen Think a minute… When she was born in 1874 in the European nation of Hungary, Kincsem did not look at all like a champion racehorse. In fact, she so lacked the strong features of a winner that her owner immediately sold her. Kincsem became the new owner’s least valuable horse, so he put her in the smallest, darkest stall at the end of the stable. A few nights later a small gang of gypsies stole Kincsem. The thieves were caught and the horse returned to her owner. He asked the gypsy leader why of all his 59 beautiful horses, the gypies had chosen to steal Kincsem? The gypsy chief answered: “Horses, like people, do not have to be beautiful to be great.” Interestingly Kincsem’s name means My Fortune. Yet her size and features were not right for a race horse, especially her skinny hind legs. But in June of 1876, as a two-year-old she ran her first race...and won. Ten thousand people watched in wonder as this ugly, skinny mare beat bigger, stronger stallions. There had never been a champion like this before...nor since. Incredibly, QUEEN/PAGE 7

RO CKINGHAM, North Carolina—Why do I think that Congressman Rolando ‘ Klarex’ Uy of Cagayan de Oro City’s 1st district will become the next city mayor in the May 9 elections? His journey to become the next city mayor took all of 34 years and during that time he slowly built his bailiwicks and paved the way to win City Hall’s mayoral seat. He almost made it in 2010, being the first local official to crack the entrenched Emano dynasty in the city and Misamis Oriental province. It was 12 years ago when Klarex lost by a very slim margin of less than 5,000 votes against the late mayor Vicente ‘Dongkoy’ Emano. In fact there is a claim that Klarex or ‘Landoy’ as he is known to family and friends won the 2010 election based on the ballots found at the garbage dumpster days after the May 2010 election. Still that loss didn’t deter him from his goal of one day becoming mayor. Like a builder, he slowly rebuilt his political career, endearing himself not only to his constituents in Barangay Carmen as their barangay captain but as congressman of the city’s first district. Now that he is on the cusp of victory, he is being bombarded with all sorts of political black propaganda by

his desperate rivals. Klarex not being a pure Kagay-anon? Yes, he wasn’t born in Cagayan de Oro City but since he arrived in the city by virtue of his marriage to a Velez, a native Kagayanon, he served in barangay Carmen first as kagawad then as barangay captain and currently is congressman of the city’s first district of which Carmen is the biggest barangay. Being a fixture in the city’s first district, Klarex is mostly present and ready to help the families affected by natural and human-inflicted calamities (typhoons, fire etc) and he and his staff are on the frontlines providing food, medicines and nearly all forms of assistance 24/7. During this year’s candidates’ fora, Klarex was criticized for not attending but he explained in a prior press conference that he was a man of action, not words. And as evidenced by his message of gratitude to outgoing Cagayan de Oro City Mayor Oscar Moreno in last Monday’s virtual flag-raising ceremony, Klarex is more comfortable (and maybe even more fluent) speaking the local Visayan language. And his constituents in the first district mostly likely didn’t mind him not showing up for the debates though the

bigger concern would probably be the next elections when Congressman Rufus Rodriguez is rumored to be gunning for the mayoral post. Anyway, his partnership with Mayor Moreno made it possible, as Mayor Moreno would put it, for them to help the city residents cope with the economically debilitating effects of the COVID-19 pandemic. Even Klarex’s rivals like Rufus had to admit that Uy’s local staffs were on the ground distributing relief goods and water. And compared to Klarex, his other rivals only show up during election season to lash out at him with putdowns and baseless accusations as mouthed off by his paid attack dogs in mainstream and social media. But they and their staff were never really on the ground helping city residents or if they did, they do so with government sponsored relief goods that they claim and pass off as coming from their office aka credit-grabbing. One other asset Klarex has is his willingness to listen to others and knowing when to decide and take action. were not spared of malicious allegations. Through this tragedy, the partnership between Uy and Moreno remained steadfast as Uy thanked Mayor Moreno for his support. More than what is said and will continue to be said about him, Klarex is a family man, whose passion is to help those who desire to get married as shown in his Kasalan ng Bayan program. In my last interview with him before the onset of the pandemic (in which he survived contracting the virus), Klarex spoke about his commitment not only to the program but to serving the people of Cagayan de Oro City. Only God and time will tell how far and how long Klarex will serve in Cagayan de Oro City but based on what I’ve learned so far, he will win the city’s mayoral seat. And it’s high time he did.

Smart PH April manufacturing Opensignal: dominates PHL mobile index highest in over 4 years experience in Q1 THE further easing of pandemic restrictions pushed the country’s manufacturing performance in April 2022 to its peak in 53 months, S&P Global Philippines Manufacturing Purchasing Managers’ Index (PMI) reported Monday. Philippine producers’ PMI hit 54.3 in April this year from a score of 53.2 in March. Manufacturing performance last month was the highest since November 2017, reflecting a solid improvement in overall operating conditions. S&P Global said the improvement in manufacturing conditions was supported by increased output and new orders, up for three straight months.

“As client demand strengthened, both output and new orders expanded at rates not seen over three years. Furthermore, upbeat forecasts have resulted in a solid increase in stocks of inputs, with the sector moving towards recovery,” S&P Global economist Maryam Baluch said. On the other hand, Baluch said the conflict between Russia and Ukraine is driving higher shipping costs and slowing down demand from international markets. “Although output growth picked up in April, global headwinds, notably from (the) Russia-Ukraine war and lockdowns in China, led to further pressure on supply chains,” she added.

Meanwhile, Philippine-based manufacturers ended a 25-month period of job shedding as April data showed a stabilized number of workforce. Business confidence is also at its four-month high in April as manufacturers are optimistic for the next 12 months due to improvement in conditions related to the pandemic, stronger demand conditions, and rising output in the coming months. “While strengthening client demand has been able to support the recovery so far, it will be important to see how growth momentum is sustained amid ongoing supply chain disruption and sharply rising costs,” Baluch added.
