Seeding rate THE Department of Agriculture - Philippine Rice Research Institute (DA-PhilRice) is urging farmers to follow the recommended seeding rate in rice production for better yields and reduced production costs. Seeding rate refers to the amount of rice seeds planted per hectare. DA-PhilRice recommends 40 kilograms (kg) per hectare for transplanted rice while 60-80kg per hectare is promoted for direct-seeded. "When this is followed, rice plants grow healthier because it can receive sufficient sunlight and evenly absorb nutrients from the soil. It can also help produce productive tillers, which would mean higher yields. This recommendation results in good yield and lower farm expenses," Rizal Corales, chief science research specialist at DA-PhilRice, explained in a statement on Tuesday.

ORLAN R. RAVANERA It has been said that the most flawed of all of God’s creation is the Homo Sapiens (human beings) as such species were responsible in killing its own kind in 19th century alone at the tune of some 170 million human beings out of two world wars, and the cleansing of Pol Pot and Hitler not to mention the havoc brought by the Russian communism, Maoism and the Vietnam War. Not only that. The doomsday clock has been set at “one minute before midnight,” meaning, the world is now facing its 6th extinction. While the 5th extinction happened 63 million years ago as asteroids hit the earth erasing dinosaurs from existence, Climate Change which is Anthropogenic (man-made) is now threatening to end life on earth. Indeed, we are now in the 22nd year of the 21st century but we are not sure anymore if we can reach the 22nd century which is only 78 years from now because the homo sapiens’ wrong d e vel opme nt p ar a d i g m which is sacrificing the ecosystems and the people to the altar of greed and

profit. Hu man it y is now suffering from collective insanity with world leaders as exemplified by Ronald Trump & Vladimir Putin who are without doubt governed by egoic mind. The multitude are not only addicted to substances, television, cigarettes, alcohol but on compulsive thinking, buried deeply in unbridled materialism and consumerism and so much denigration of spirituality. How will the world end? Eit her t hroug h climate change or nuclear war? But unknown to many, a new consciousness is now rising that is transforming the homo sapiens (human beings) into homo pacem (men and women for peace) or spiritus luminous (enlightened spirits). That consciousness is dawning upon humanity that the homo sapiens is not just form (body) but more as consciousness (a being), even prior to being born. That being has been created by the Eternal Unseen Being in is His own image and l i ke ne ss but has opte d to l ive d e voi d of su ch connectedness with the great spaciousness and stillness of nature. We have forgotten the Buddha nature or the Christ within. It is time therefore to read the holiest of books that God Himself has written for humanity to have a great leap forward in the evolutionary process. The holiest of books is not written by evangelists or well-known prophets but

one authored by the Creator Himself, evolving through billion of years, shown in the beauty of the universe. Neither it is written in words nor in any language and is opened 24 hours a day and has no literacy requirement and can be well understood using not one but five senses. That book is said to be a manifestation of the Unseen using the great void as its pages and the four elements of the Universe as its alphabets, namely, Fire, Water, Earth and Wind. It is called the Book of Nature written through the ages that contains all the mysteries of life and the laws that must be obeyed irrespective of race, color, belief, gender and class. The 250 million stars in the cosmos can well speak of that element called Fire that touches us through the glorious sun. Every time the sun proclaims a new day, that bursting of the light in the horizon shows that darkness can only be had in the absence of light and no way can the darkness defeat the light. In the same breath that truth always prevails over lies, righteousness over diabolic acts, love over hate, the just over the unjust, and life over death. But we also read in that book that even the darkness has some good in it because it shows us the stars. From that element called Water we have learned that flowing is the essence of life as to stagnate means diseases, sorrows and death. For it to flow, it must seek a

lowly path as it gains more power by falling down. In the 70s during the height of the First Quarter Storm, we always heard the adage, “Let not a single drop of rain go out to the sea without serving the people.” There is also that cleansing and healing power of water. It has been said that sometimes the passions of the heart emit so much heat which only dies down through the cooling effect of the water we drink. From the lowly Earth grows the mighty tree and the beautiful flower. It may contain all that rot but even the wise, the powerful and the beautiful have to return to the earth as their final destiny. The message is resoundingly clear: man has to continuously move on to seek his destiny but on l y by b e i n g hu m b l e can he be exalted. Once he flaunts his arrogance in utter disregard of the book of nature, he dictates his own death sentence. He cannot continuously arrogate upon himself that false belief that he has been bestowed dominion over G o d’s creation. On the contrary, there is now the increasing consciousness of bio-equality recognizing the right to life of all God’s creation. Collective insanity has been flaunted time and again that has caused so much destruction and suffering through world wars when t he e goi c m i nds e t and arrogance of leaders like MANKIND/PAGE 11

Are we ready for our new leaders?

Happiness: Mood or mode? Thin k a minute… The extremely wealthy David Geffen was asked if now that he is a billionaire is he happy? He laughed and answered: “Anyone who believes money makes you happy does not have money.” Rich people around the world will tell you that just having heaps of money itself cannot make you happy. In fact, it often brings you more worries, problems and stress. It’s a fact of life: “Happiness is not in things, it’s in us.” The realities of life are basically the same for happy and unhappy people. Truly happy people do not have a magic button to get them out of problems and pain. They just use everything that happens to make themselves and their life better, stronger and more satisfying. “The happiest people are those who have no particular reason for being happy other than they have simply chosen to be.” They do not wait for events or other people to make them happy. Happiness is not your mood, it’s your mode of operating every day. Your way of life. Your way of thinking, loving, and giving

JHAN TIAFAU HURST to others. It’s your way of working, playing, laughing, and enjoying each moment of life that you are given. In computer language, what is your life’s “operating system?” How do you process and choose to respond to people and experiences that come in to your life each day? Do you see all the possibilities and purposes for your life? Do you daily focus on the good or the bad? To have happiness, you must have the “attitude of gratitude.” A recent study showed that people who write down three good things in their life and why they are good, every day for just HAPPINESS/PAGE 11

THIS Monday, we will be electing to office our new set of National and local leaders. Some will be leading us in the next 3 years while some for 6 years. Depending on how and what they will be doing or not doing, it can be the longest or the shortest 6 years for us Filipinos. More often than not, the leaders are the ones asked about their readiness to assume their roles and duties as newly elected officials. While it is very important for any elected leader, regardless of the level, to be 101% ready to do his/her job and carry the responsibilities that come with it, it is equally important for the Filipino citizens to ask ourselves the exact same question: Are We Ready for Our New Leaders? Because whether we like them or not, whether we voted for them or not, they will be our leaders for the next 3-6 years. Are we ready to see those campaign promises delivered or be fooled again? All the beautiful and nice to hear promis es, ple dges, and grand plans and programs have all been professed and declared during the campaign sorties. All the candidates made declarations of their missions, even the

most mission impossible, just to win those votes. Based on all those assurances, all candidates will make excellent leaders. But we know that’s only 5% of what makes a politician...95% is what they do when the actual work starts. We want to be optimistic and believe that all the elected officials will deliver their campaign promises and that they will lead us and our country to a better tomorrow. For a great leader, 3-6 years are not enough but they believe that so many good things can already be done. On the other hand, there is the possibility that again, we see ourselves being fooled into voting for those who put 95% effort into making those commitments and guarantees and 5% into the actual work. When this happens, it will be another wasted 6 years for the Filipinos. Are you sure that you’re electing someone who will truly deliver? Are we ready to be led with clarity or with confusion? Amidst all the uncertainties and confusion around us, all the misinformation and fake news flooding the social media, we look forward to having our leaders provide us with a clear direction as to

where we are going and why and what will be the benefits when we achieve what we hope to achieve. We expect our leaders to communicate with us in simple, plain, and honest manners. Filipinos deserve to know the truth. We don’t need rhetorics, flowery but empty speeches from our leaders. Neither do we want our leaders giving vague and confusing messages. As we are still reeling from the aftermath of the pandemic, we need, more than ever, clear, and on-point communications coming from the top. Are you sure that you’re electing someone who is crystal clear about what needs to be done? Are we re a dy to b e inspired or get frustrated? We vote for candidates because they inspire and excite us about the bright prospects of the future. We feel motivated, energetic, and passionate each time we elect new leaders because we strongly believe that they can bring us to a better tomorrow. That they are the answers to our prayers for a better life. We look forward to the needed reforms and changes as well as the continuity of the existing programs t hat are work ing. Ne w

HE further easing of pandemic restrictions pushed the country’s manufacturing performance in April 2022 to its peak in 53 months, S&P Global Philippines Manufacturing Purchasing Managers’ Index (PMI) reported Monday. Philippine producers’ PMI hit 54.3 in April this year from a score of 53.2 in March. Manufacturing performance last month was the highest

since November 2017, reflecting a solid improvement in overall operating conditions. S&P Global said the improvement in manufacturing conditions was supported by increased output and new orders, up for three straight months. “As client demand strengthened, both output and new orders expanded at rates not seen over three years. Furthermore, upbeat

forecasts have resulted in a solid increase in stocks of inputs, with the sector moving towards recovery,” S&P Global economist Maryam Baluch said. On the other hand, Baluch said the conflict between Russia and Ukraine is driving higher shipping costs and slowing down demand from international markets. “Although output growth picked up in April, global

headwinds, notably from (the) Russia-Ukraine war and lockdowns in China, led to further pressure on supply chains,” she added. Meanwhile, Philippinebased manufacturers ended a 25-month period of job shedding as April data showed a stabilized number of workforce. Business confidence is also at its four-month high in April as manufacturers are optimistic

EDC expands Mt. Apo geothermal facility by 3.6 MW

LOPEZ-LED Energy Development Corp. (EDC) has expanded its Mt. Apo geothermal facility with the launch of its 3.6-megawatt (MW) binary geothermal power plant on Wednesday. The power plant, also known as M3, was synchronized to the Mindanao electricity grid on March 12 and passed compliance testing by system operator National Grid Corporation of the Philippines on March 25, the company said. “Through our geothermal facilities here in Cotabato, which now includes M3, we are able to fulfill our revitalized mission to forge collaborative pathways for a decarbonized and regenerative future in this part of our country,” said EDC Deputy Chief Operating Officer Jerome H. Cainglet in a media release.

EDC, a unit of listed First Gen Corp., held on Wednesday a launching ceremony at the power plant in Brgy. Ilomavis in Kidapawan City, Cotabato province. Aside from providing clean and reliable power to the Mindanao grid, the project will also avoid around 25,000 tons of equivalent carbon dioxide yearly through the use of geothermal energy. “The facility will make use of existing brine from EDC’s 103MW Mindanao 1 & 2 geothermal power facilities to generate additional energy without the need for additional drilling. Heat from the brine will be used to generate electricity by the new power plant before it is re-injected back to the reservoir,” the company said. The power plant started construction during the pandemic,

with EDC ensuring the safety of workers through strict health and safety protocols. Mr. Cainglet said the M3 plant is part of EDC’s commitment to continuously power Mindanao’s growing economy with 100% clean energy to lessen its dependence on fossil fuels such as coal. EDC said the project also supported the local economy with up to 567 jobs, which were generated for nearby communities at the peak of construction. It said the project is expected to provide additional benefits to the host local government units of Brgy. Ilomavis, Kidapawan City, Cotabato province and Region 12, or SOCCSKSARGEN (South Cotabato, Cotabato, Sultan Kudarat, Sarangani, and General Santos). EXPANDS/PAGE 10

for the next 12 months due to improvement in conditions related to the pandemic, stronger demand conditions, and rising output in the coming months. “While strengthening client demand has been able to support the recovery so far, it will be important to see how growth momentum is sustained amid ongoing supply chain disruption and sharply rising costs,” Baluch added. Bank deposits hit P16.2 trillion in 2021 TOTAL DEPOSITS with Philippine banks reached P16.2 trillion last year, reflecting the gradual recovery of the economy from the impact of the coronavirus pandemic. The total is higher by 9% than the P14.9 trillion recorded in 2020, the Philippine Deposit Insurance Corp. (PDIC) said in a statement on Tuesday. “While the pandemic may have been an unpleasant wake-up call for many Filipinos, it has highlighted the importance of saving for the future and emergencies,” PDIC President Roberto B. Tan said. The increase in deposit value was driven mainly by accounts with balances of above P5 million. The PDIC said the number of domestic deposit accounts increased by 8.8% to 87.1 million in 2021 from 80.1 million in the prior year. This was driven by deposits with balances of P5,000 and below as well as rising savings deposits. “With more banks offering basic deposit accounts, saving money in banks becomes much easier and practical,” Mr. Tan said. Basic deposit accounts were introduced by the central bank in 2018

to help make financial services more accessible to unbanked and underserved Filipinos. This type of account has a low opening amount capped at P100, no maintaining balance requirement, no dormancy charges and has a maximum balance limit of P50,000. The Bangko Sentral ng Pilipinas hopes that 70% of Filipino adults will own a transaction account, whether in banks or e-wallets, by 2023. As domestic deposits grew, insurance coverage up to a maximum of P500,000 per depositor per bank rose 3% to P3.2 trillion. This is equivalent to 19.5% of total domestic deposits. PDIC data showed the deposit insurance system fully covered 96.8% or 84.3 million of domestic accounts. This increased by 8.9% compared with the 77.4 million seen in 2020. The deposit insurance system fully covered 96.8% or 84.3 million of domestic deposit accounts, higher by 8.9% than the 77.4 million accounts in 2020, PDIC added. There are 506 banks operating in the Philippines as of Dec. 31, 2021. All lenders operating in the country are PDIC members.

BPI to spend more on digitization BANK of the Philippine Islands (BPI) will continue to digitize its services while mitigating cybersecurity risks as more customers are now at ease with online transactions. “I think for 2022, our budget for digital spending or technology is about 50% higher than that of 2021. A lot of that is going into cybersecurity,” BPI President Chief Executive Officer Jose Teodoro K. Limcaoco said at a media briefing following their virtual annual stockholders’ meeting on Thursday. The Ayala-led lender in 2021 spent P9 billion or about 9% of its total revenues in 2021 for technology and digital

initiatives, it said in a statement. This was to build and improve customer platforms and to onboard partners for its open banking business. BPI Chief Operating Officer Ramon L. Jocson said they have been boosting the bank’s internal capacity as well as going into partnerships to boost their cybersecurity defense. “The elements of cybersecurity that we spend on essentially is on monitoring and collaboration, and that’s through our cybersecurity operation center, which is connected with BAP’s (Bankers Association of the Philippines) BPI/PAGE 10

To settle loans through Bayad, members only need to present the SMS notifications received from GSIS, or loan balances reflected in the electronic GSIS Member Online (eGSISMO) or in the GSIS Touch mobile app. They then need to fill out a Bayad form for their full name, business partner (BP) number, and loan type, among others. Loan borrowers who pay through any of Bayad's payment collection sites will receive a text message to confirm receipt of their payment. They may also check their loan payment records via eGSISMO or

GSIS Touch. GSIS will also email a copy of their official receipt. Loan payments from members are also now accepted through the online apps of Union Bank of the Philippines and Land Bank of the Philippines. "Simula Mayo, magdadagdag pa tayo ng around 10,000 overthe-counter payment outlets at online payment channels mula sa iba't ibang external payment service providers. Teachers have the most difficulty adjusting to the shift from traditional classroom instruction to modular distance learning. Particularly in primary school, where the teachinglearning process is crucial. Now that the pandemic has arrived, it is tough for teachers to reach out to students. Te a c h e r s b e c o m e extra, extra patient and extraordinary. They were patient after two years in the new normal. They were able to adapt the change and

go along with progress and productivity. By creating different interventions such as crafting of additional worksheets, provide reading booklets and supplementary videos. It ensures that learning experiences are still meaningful and relevant in the real-world situation. It makes learning and teaching consistent. Indeed, teachers find all the ways to cater the needs of the learners. Be it in the four-walled classrooms, at home or even in google classrooms or in zoom.

How the pandemic affects elementary students JESSIE P. BONGOLTO Cogon Elementary School

TEACHERS and parents can expect to see academics like reading develop hand in hand with social and emotional maturity. For t h o s e you ng re a d e rs , especially kindergarten and first graders, virtual learning can’t give them everything they need. The children need to be in classrooms. After the effects of the pandemic, the gap of falling behind is growing. A lot of kids who were on the borderline before all the virtual stuff have fallen behind. We can see just how wide the gulf has become for students who have spent two years in pandemic schooling. The last time most

second graders had the kind of instruction that lends itself to mastering reading skills was the first half of 2019. It’s no secret that early academics across the country took a hit during the pandemic: closures, masks and distance learning changed the way students learned to read and it often wasn’t as good as what they had in person. For young students to fully recover will take more than picking up where they left off two years ago. Experts point to the social, emotional and behavioral skills that cascade into reading and warn against the temptation to rush things along.

TEACHERTIKTOKERS: TEACHERS IN TIKTOK By: ROLDAN H. CORIMO T-1 Naawan Central School

TikTok is a 15-second video-sharing software that allows users to make and share videos on any subject from genres like dance, jokes, pranks, and entertainment. If you have a TikTok account, your “For You Page” probably came across with teachers shaking off to the new dance craze, dubbing famous movie lines, stitching the latest memes, sharing day to day activities, and doing what they do best-teaching. Yes, teachers are teaching in TikTok. Teacher Aizie (@teacher_ aizie) is one. Watching her explains Common Pinoy Eng lish Mist a kes and Subject- Verb Agreement is a total learning experience. Another #teachertiktoker with over 200 thousand followers is Teacher Athena (@teacherathena1988), an English Teacher based in Taiwan. She articulately teaches proper word pronunciation. Reading

Phonetic Symbols is her cup of tea. Teacher Myra Caguete (@pinayenglishteacher) with a staggering almost 500 thousand followers extends her passion to teach in the video-sharing app. She has videos on Phrasal Verbs, Prepositions, and a playlist of Tiktok quizzes. T he s e 3 te a che rs are only some of many who chose to step out from the traditional classrooms to a new platform of teaching. In this time of the pandemic, where schools have no in-person classes, these #teachertiktokers were of a great help to the learners. Their huge following and thousands of views speaks volume. They break boundaries as they cater to a wider audience, teaching not only their learners but also those who watch their videos. They shape a new paradigm of the teaching and learning process. They are truly game changers.

Limcaoco said. Meanwhile, BPI Chief Financial Officer Maria Theresa D. Marcial-Javier said the looming monetary policy tightening of the Bangko Sentral ng Pilipinas will help boost interest income from loans. “It’s just a matter of time before we see the central bank hiking interest rates, and that’s good for our balance sheet. That’s good for approximately 70-80% of our loan book, which we expect to reprice higher as we see higher interest rates,” she said. Ms. Marcial-Javier said they also expect a significant reduction in provisions this year, which could also become a significant earnings driver for the year as asset quality improves. “You might have heard the news about the Hanjin [Heavy Industries and Construction] transaction, and that will allow us to reduce our NPL (nonperforming loan) level by around 10 basis points,” Ms. Marcial said. Embattled Hanjin has been acquired by US-based private equity firm Cerberus Frontier. BPI is among the local banks that have exposure to the Korean shipbuilder.

Major stakeholders and witnesses show off the signed memorandum of agreement entered into by and between the Northern Mindanao Federation of Transport Cooperatives and the Kulago Farmers Association, Inc. for the 10-hectare joint treegrowing project in Sitio Pamalihi, Pagatpat, Cagayan de Oro City. (OTC)

OTC, CDA hail transport fed, farmers CAGAYAN DE ORO CITY--Federated transport cooperatives here have found a way to sustain and earn for their members -- the tree-planting requirement imposed by the Land Transportation Franchising and Regulatory Board (LTFRB), through Memorandum Circular 2020-076, popularly dubbed, “Plant Trees, Get PUV Franchise.” The Northern Mindanao Federation of Transport Cooperatives (NOMFED TRANSCO) thought of not just planting, but rather growing and making income out of planting a selected variety of trees. LTFRB Memorandum Circular 2020-076 has required franchise applicants to plant one tree for every unit being registered. This translates to thousands of trees being planted annually. Taking effect starting December 1, 2020, tree planting is now a requirement when applying for or renewing transport franchises for all public utility vehicles. Initially, MC 2020-076 covers all applicants for the issuance of a new certificate of public convenience (CPC) with at least 10 units, including both corporations and cooperatives applying for extension of their existing franchises. The LTFRB estimates some 50,000 trees were planted in the first three months of implementation of the new LTFRB order, and, eventually, the new policy will cover all applicants with a minimum of 10 units that will have transactions with the LTFRB. Nationwide, LTFRB lists some 170,000 public utility jeepneys or PUJs, 26,000 utility vans as UV express units, 25,000 public utility buses (PUBs) and 35,000 transport network vehicle service (TNVS). But the MOA by and between NOMFED and Kulago farmers strikes a difference between mere planting and growing trees, It is that the latter earns for themselves. and Executive Director Engr. Eugene M. Pabualan, who mediated in the tree-growing deal, said both parties have inked an agreement, where the planting is sustained and the income derived from their undertaking benefits both the transport federation and the farmers’ group. “We are happy that after a series of meetings, the agreement was inked and entered into by and between the two parties on the 13th of April 2022, between Northern Mindanao Federation of Transport Cooperatives, a group of transport cooperatives in Region 10 organized and existing under and by virtue of the laws of the Republic of the Philippines, represented by its chairman, Melvin L. Erederos, and the Kulago Farmers Association, Inc., a community-based and forestry management association, with principal address in Sitio Pamalihi, Pagatpat, Cagayan de Oro City, and represented by Robert C Questadio,” Pabualan said. With the signing of the MOA, both parties are expected to operate under formal partnership agreement in growing fruit trees in the CBFM area of Kulago farmers in Pamalihi, Cagayan de Oro City, with a total area of 10 hectares of parcel of land, Pabualan said. Both parties have agreed to the following: NOMFED will shoulder all the expenses to be incurred in seedings, land preparation, planting, growing, harvesting, bunk house, barn, water, lights and any other expenditures related to the project; NOMFED is free to supervise the progress of the project any time with the Kulago farmers. Kulago Farmers Association, on the other hand, will submit the proposed expenses of the project to NOMFED; it is responsible in hiring and management of the workers for the project; the farmers’ group will be responsible for canvassing and buying of the seedlings to be planted; it is also responsible for the management of land preparation, planting, growing, harvesting and the whole project, in general. Pabualan said under the

agreement, both parties will receive their respective share of the proceeds of the product based on the percentage to be agreed upon. The agreement has a term of 25 years, renewable by mutual consent. Engr. Pabualan and Edwin Pelosas, senior chief, Supervision Examination Section of the Cooperative Development Authority in Region 10, stood as witnesses to the signing of the MOA, held at Upper Carmen, Cagayan de Oro City. "Cooperativism is not just for economy and social involvement. It is also for environmental protection, like this (MOA signing)," Pelosas said. “As business organization, cooperatives have what is called a Statutory Reserve. Three percent of which is intended for Community Development Fund (CDF); and, it is here where the cooperative can provide for the needs specified under the MOA,” Pelosas explained. The LTFRB announced that the implementing rules and regulations governing the tree-planting activity include securing proof of compliance and corresponding photographs of the trees that they planted as part of their application requirements. Transportation Secretary Arthur Tugade has also proposed that tree planting be one of the mandatory requirements to secure transport franchises, licenses and permits, as a contribution of the transport sector in the reforestation program of the government. Implementers will also have to coordinate with the local government unit, where they hold business or the concerned area office of the Department of Environment and Natural Resources (DENR) for purposes of proof of compliance. Failure to attach the new requirements means that their application will not be accepted. Successive natural disasters have called for drastic yet coordinated measures among government agencies, tying up with the private sector. (LTFRB-10/PIA-10)

the candidates’ campaign messages. They are all calling for unification, collaboration, a n d c o o p e r at i o n f ro m ever yone, regardless of political color. The objective is to unite every Filipino into supporting whoever will be elected, towards the achievement of the common goal of making our country a better place to live in. We may have not voted and like the elected leaders but we still have the responsibility to help, in our own ways, uplift our country. It’s okay to be critical of the new leadership. We need to be alert and vigilant on potential wrong decisions, misdeeds, abuses, and injustices that the new leadership may commit. We need to shout out the names of the officials who are “sleeping" on their jobs. But while doing this, we also need to acknowledge and support the programs that are proving to be beneficial. There’s a big difference between criticizing, where we only see and say all negative things, and critiquing, where we see both the positive and negative sides of things. It’s also different to be a blind loyalist, who justifies even the wrongdoings. Are you ready to be a supporter and a critique of the new leadership? Picture which of the above are you most likely prepared and ready to experience in the next 6 years, under the leadership of our newly elected officials. Come May 9, we are given the chance to choose the rightful leaders who will make it happen for you. Let your choice be heard. Do not throw away the chance to change!

Often disregarded, even the unseen Wind has its own story to tell as its fundamental role is only recognized in its absence.
