Speedy disposition THE Regional Prosecution Office (RPO) 10 (Northern Mindanao) on Monday said it has maintained its position as having the best performing regional prosecution offices in the country for the past two years. During the online flag ceremony of the provincial government of Misamis Oriental on Monday, Regional Prosecutor Merlynn Uy said the public prosecutors have contributed to the filing of criminal cases that were resolved at a rate of more than 90 percent, in the different provinces of Northern Mindanao. "All prosecution offices in the region have performed exceedingly well in the past years, more so, in 2019 and 2020... that is why we were adjudged number one nationwide, (as a) topperforming region," she said, referring to records from the National Prosecution Service, the prosecutorial arm of the Department of Justice.

More red onions from China seized By GERRY LEE GORIT, Reporter

RED onions placed inside 18 container vans estimated to be worth P57 million from China were seized by the Bureau of Customs (BOC-) with the assistance of the Department of Agriculture (DA) at the Mindanao Container Terminal subport in Tagoloan, Misamis Oriental, officials said Tuesday. According to BOC, the imported items were declared as cream, flavored nuts, and other food products. When both agencies inspected the containers, they found out the cargo were of red onions, said Federico Laciste Jr., DA assistant secretary. “As per our inspection, it is all red onions, the inspection initiated by

HE Army's 89th Infantry Battalion (89IB) on Wednesday turned over to social workers a 13-year-old girl said to be a “child warrior" of the communist New People’s Army (NPA) following her rescue in Barangay San Jose, San Fernando, Bukidnon.

In a statement, 89IB commander, Lt. Col. Donald P. Gaffud said the rescued child was brought to the municipal social welfare and development office (MSWDO) of Talaingod, Davao del Norte, where she originally resides, and will subsequently be returned to her family.

On November 9, troopers from the 89IB troops and barangay officials in San Jose rescued the 13-year-old from the hands of an NPA group operating in the area. According to the child, she escaped from the unit led by a certain Ida Marie Montero, secretary

of NPA's Southern Regional Command-5 of the Southern Mindanao Regional Committee. Together with the NPA group, the child said she was evading the ongoing focus military operations conducted by the 1003rd Brigade, under the 10th Infantry Division in San Fernando, Bukidnon.

MARAWI City -- The European Union’s Support to Bangsamoro Transition (SUBATRA) Programme, in partnership with the Bangsamoro Attorney General's Office (BAGO), is supporting Bangsamoro lawyers thru the conduct of Mandatory Continuing Legal Education (MCLE) starting Nov. 9, 2021. The MCLE ensures that

the regional government’s lawyers are kept abreast with law and jurisprudence to maintain the profession's ethics and enhance the standards of the practice of law. "Since 2001, the Supreme Court has required members of the Integrated Bar of the Philippines (IBP) to undergo a 36-hour MCLE every three years," said Sha Elijah

Dumama-Alba, BARMM's attorney general. Dumama-Alba said that many of the IBP-member lawyers in BARMM could not comply with the MCLE requirement because of the Covid-19 pandemic. "MCLE is a condition precedent for maintaining the bona fide status of a lawyer. Without the certification of MCLE, BARMM lawyers cannot continue to engage in the practice of law," she further said. MCLE includes topics on legal ethics, trial and pre-trial skills, alternative dispute resolution, updates on substantive and procedural laws and jurisprudence, legal writing and oral advocacy, and international law and international conventions. "The modality of the MCLE is asynchronous, an online platform. Our lawyers are given until December 15, 2021, to finish the 36-hour MCLE course," DumamaAlba said, adding that the lawyers can accomplish the

courses right in the comfort of their homes. The MCLE is part of the capacity development interventions implemented by the BAGO in partnership with the EU-funded SUBATRA Programme. SUBATRA helps BARMM lay the foundation for lasting peace and development in the region by strengthening the capacities of its institutions to establish an enabling democratic governance environment during the transition period. In his message during the opening ceremony of the MCLE training, Christoph Wagner, Head of Cooperation of the EU Delegation to the Philippines, said the establishment of an enabling legal environment during the transition relies on the capacity of BARMM lawyers to provide sound legal advice and contribute efficiently to the drafting of transitional codes and priority legislative measures. Try to find teachers who a r e m a j o r s i n Va l u e s Education or Edukasyon sa Pagpapakatao, you can rarely find even one in a school. This means that EsP teachers are scarce in the field. The K to 12 Curriculum offers Edukasyon sa Pagpapakatao to our learners yet teachers

w ho are h and l i ng t he subject are not actually Values Education majors. Consequently, we cannot guarantee that teachers who are not majors in Values Education but are handling EsP classes love this subject they are teaching. Only a few can appreciate teaching this subject. Aside from the reason that this subject is not their field of mastery, many found teaching this subject boring. Nonetheless, b eing chosen as an EsP teacher calls for a great challenge b e c aus e t h is subj e c t is not just a mere subject nomenclature in the Key Stages 1-3 but a subject of life. To be an EsP teacher means opening your heart and your whole being for service to our clientele-the learners. Edukasyon sa Pagpapakatao is not just instilling the knowledge and skills in the minds of our learners but as much as possible we teachers want to shape the whole being of an individual learner. As teachers, we want to make EsP subject as a subject of life where they learn how to manage living their lives ever yday, how they give meaning to their lives and how they can contribute for the common good not only in their families but also in the community where they live. It is always the desire of EsP teachers to develop the affective domains (feelings, emotions, attitudes) of our learners. Let’s not allow our learners to get hooked with their gadgets and forget to live a procreative life. At this time of pandemic, I challenge the EsP teachers to bring our learners to t h e re a l wor l d an d l e t these learners realize that the virtual world is only temporary and that real life is just in front of them.

The Philippines should look at the models of India, Vietnam, Thailand, and Indonesia in their successful shrimp industry and learn from them as well,’ she said. The 13th Philippine Shrimp Congress brought

On the contrary, early in his life Churchill had such a bad speech problem that people mocked him and made fun of the way he talked. Then he practiced them countless hours in front of a mirror. He worked at saying each word just the right way with exactly the right facial expression. ORLAN R. RAVANERA How time flies! Six more weeks and it will be 2022 already; then a few more months, new leaders will appear, the winners in the forthcoming elections. Time flows like running ripples in that brook called life aptly described by Shakespeare as “like a walking shadow, a poor player who struts and frets his hour upon the stage and then is heard no more, a story told by an idiot, full of sound and fury, signifying nothing.” Some new-age philosophers called time as just an illusion; what matters is the now! One’s concept of time varies. It is measured in so many ways, – titles, wealth,

learning, experiences, number of children or marriages, victories, failures, travels, friends. There are those who measure time in terms of the intangibles as in experiencing the depth and width of life. For the romantics, they advance some poetic lines like, “it is better to have loved and lost rather than to have not loved at all.” For those who are said to be avatars, time doesn’t exist at all for life continues here and beyond. And when love is in one’s heart, time and space have no meaning for love transcends everything. Not even death can have power over that supreme force in the universe as the beloved is always carried in one’s heart, in one’s inner consciousness – forever. For in truth, we are all embodied spirit (Conscious Awareness). The body is time-bounded, but the spirit (Consciousness) (who we really are) is not. And so, when we recognized our true selves – as beyond time and space – time becomes an illusion. Thus, it is in this

light that it behooves upon all of us to instill in ourselves those inner qualities – love, courage, kindness, patience, compassion, goodness – so as not to succumb to the whims and caprices of the time. From the mundane to the sublime. Truly, such is the most liberating process, freeing us from that fear of death that has no power over our Consciousness manifested through actions. Perhaps, it is that kind of spirituality that goes with the new era which is now in the offing as taught to us by ancient wisdom based on the position of the earth in the cosmos. It is the teaching of all major religions that there is someone coming to liberate us and all the while we have been waiting. The truth is, what we have been waiting for is really ourselves, our spiritual awakening to harness our inner power in that realm of heightened spiritual consciousness. Recognize that Conscious Awareness, that is actually you, prior to becoming form. Yes, you are human (body)

2022 polls the race of the dead THERE had been so many arguments and extraneous explanations about who should get the credit for the enforcement of the 13thmonth pay. Let’s face it, the strict implementation of the 13th-month pay was during the time of Pres. Ferdinand Marcos. The “dictator”, as the opposition would label him, decreed it. Well, it’s almost December and the 2022 elections is a little over six months away. Expect the election battleground to be littered with muck, claims to greatness, distortions of facts, and murders. For lack of credentials to back their plans and promises, candidates this early have resorted to desperate schemes, disqualifying an adversary among them. Nobody ever bothered

It surfaced only recently after BongBong Marcos started to grab the lead in the presidential race when Davao City Mayor Inday Sara Duterte announced that she is not running for the top post as early as September. [ Just like all others, those backing BBM started to come up with their respective stories to boost the chances and defend their candidates. The pink squads of Leni Robredo occupy vast spaces in social media platforms. An Archbishop painstakingly defended her for saying that vote-buying is not a mortal sin. Of course, the favorite staple is the longdeparted Marcos but this

is not stopping the Marcos supporters from coming out with what they believed were virtues and performance of the Marcos regime. Among these, they claim, is the 13thmonth pay. But success has many fathers. Vera Files, a Facebook fact-checker, came out with a long story to dispute that the 13th-month pay was Marcos’. The concept, according to VF, came from a lawyer from Negros, a certain Zoilo dela Cruz, who was close to Marcos. Dela Cruz, VF explained, took advantage of the legislative power of the dictator, to pass the decree based on his concept. In the end, after kilometric and winding dissertations, Cory Aquino got the credit. This reminds me of the Agrarian Reform Law

It takes sweat to succeed in our job and career, in school, in sports, in our marriage, and in family. Even if you are born into a rich family, or with an intelligent mind and natural talents, you still have to work hard to truly succeed by making the most of what you were given. Even after we get the best education and training possible, we still must continue to practice and improve our skills throughout our lifetime. That discover y of enhancing our collective potentials, I believe, will be the key to the establishment of a new order and a new paradigm that will provide the nurturing spirit for Mother Earth to survive from all the pains inflicted upon Her by the present development system that is consuming Her. It is in this light that the wind of change is now hovering upon the earth. It is so amazing to witness the on-going shift as many countries are now undergoing fundamental change. The use of fossil fuel and coal-plants to provide energy has been acknowledged to have been contributing massively to climate change. There is now an on-going shift to clean and renewable energy, otherwise, we will not survive to reach the 22nd century as the earth warms and the oceans rise. The collective consciousness and spirituality of all the peoples of the world CHANGE/PAGE 7

THAT gospel episode about the 10 lepers who were cleansed of their leprosy (cfr. Lk 17,11-19) reminds us that God always expects us to be thankful to him. To be sure, it’s not because God just wants to be thanked always for the many favors he gives us. It is more for our own benefit. G o d d o e s n ot n e e d anything from us. What he wants is that by being thankful to him, we learn to be with him always since we are his children, created in his image and likeness. He wants to share his life with us. God loses nothing if we choose not to be with him. But without him, we are the ones who would lose everything. A thankful heart will never be alone and sad. It recognizes the many blessings and good

things that it continues to receive. And it knows where they come from, and also for what purpose they are given. It will always be a happy heart. To be grateful is a necessity for us. They, at least, give excitement and beauty in life, because life, without these elements and when it only has all things bright and rosy, would be boring.

Lacson questions overprocurement of vaccines Presidential candidate, Senator Panfilo “Ping” Lacson, questioned on Wednesday a possible oversupply of COVID-19 vaccines for 2022, saying that the government seems to be procuring more than what Filipinos need. "Why are we procuring so many doses of vaccines?" Lacson asked of Sen. Juan Edgardo "Sonny" Angara, chairman of the Senate Committee on Finance, during the deliberation of the proposed P5-trillion 2022 national budget. “117 million doses plus the 195 million na already secured. That would include 'yung donations, that’s a total of 313 million doses. Kung i-divide natin ng 2 doses, 150+ million Filipinos,” added Lacson. According to the senator’s calculations, that is way more than what is needed for 68.2 million adult Filipinos, or even the total Philippine population

projected at 111 million next year. "It seems that we might have an oversupply of procurement. We have to break down the figures for better understanding," said the chairman of Partido Reporma. In the same hearing, Sen. Angara announced that the Bureau of Internal Revenue is investigating 45 government-contracted suppliers with questionable procurement of pandemicrelated supplies. According to Lacson, this is the fruit of strict senate inquiries. “Contrary to the President's earlier assertions, Senate inquiries definitely serve the purpose of making those abusing public funds accountable and liable for their misdeeds - not to mention the laws that may be crafted thereafter,” Lacson said in a statement. Exactly one year after declaring martial law he issued Presidential Decree No. 27 placing the entire country under a land reform program. The dictum was “Land for the actual tillers”. It was the start of the real emancipation of tenants from the bondage of the soil. Hundreds of thousands of tenants received certificates of land transfer. Landlords

assailed Marcos for they were allowed only to retain seven hectares of land they own, even going to zero retention if the arable lands remain to be uncultivated, but they cannot do anything since the country was under the aegis of martial law. This was however overtaken by events following the Edsa People Power Revolution. In 1987, then-President Corazon Aquino crafted her own land reform edict calling it “Comprehensive Agrarian Reform Program” or CARP. The program is a radical departure from Marcos ‘land for the actual tillers’ in that CARP mandates “land for the landless”. Her administration assailed the Marcos decree dubbing it “confiscatory”. Wikipedia dedicated several paragraphs on the programs of agrarian reform in the Philippines from the pre-colonial days, American to Commonwealth period, Roxas and to Macapagal all the way to the Cory Aquino, Fidel Ramos, and Gloria Macapagal Arroyo. but spared only TWO sentences on Marcos land reform program. But what of CARP? It was designed to save the 6 ,0 0 0 plus he c t ares of Hacienda Luisita owned by the Cojuangco family from operation land transfer by issuing the tenants stocks certificates instead of land titles. These led to long legal disputes and the massacre of protesting farmers and the impeachment of a Supreme Court Chief Justice who favored the distribution of the hacienda lands to the tenants. CARP deprived actual land tillers of owning lands they had been tilling for years. Why? Any Tom, Dick, and Harry who are without land were qualified to own land under Cory’s CARP. Many white-collar workers who know their way in the bureaucratic maze out-maneuvered the poor tenants who were listed in the census undertaken by the Department of Agrarian Reform before the operation land transfer commenced. Thus, many agricultural lands were converted into subdivisions because many CARP beneficiaries were not actually farmers. In fact, they abhor the smell of the earth. With Mayor Inday Sara opting out of the presidential race, the issues of concern have shifted from “continuity of Duterte’s programs and reforms” to establishing the ultimate judgment on who,

1) Why is it called K-Cheen Wings? Can you tell us more about your name? K-Cheen Wings was created by my screen name (as a singer) and the highlighted product which we sell chicken wings. I used to perform on stage or live gigs before the pandemic. My friends call me Ktine short for Kristine and since Ktine is too common, it became kteen as my screen name. Back to our business name, K-Cheen is also derived from "keychain". I want it to be like a souvenir to all our customers so they could always remember the taste we ser ve 2) What inspired you to be in the chicken w ings business? Did you take up culinar y studies? Or do you

love cooking since childhood? Aside from I love to eat chicken, pandemic crisis and raising my child inspired me a lot to do small businesses. Since chicken wings is the most consumed than any other meat esp for the health consious individuals, chicken is high in protein, low in calories and low in fat and cholesterol.
