Briefly 35% power share THE Philippines' proposed National Renewable Energy Program (NREP) 2020-2040 is setting a target of 35 percent share of renewable energy (RE) in the power generation mix by 2030 and 50 percent share by 2040. This was bared by Director Mylene C. Capongcol, OIC of the Department of Energy’s (DOE) Renewable Energy Management Bureau, who in a recent online presentation acknowledged that instead of growing, the share of RE in the power generation mix has actually declined. She noted that in 2008, the year the Renewable Energy Act was passed, the share of RE was about 34 percent. Now it is down to 21 percent, or 21,609 gigawatt-hours (GWh), out of a total 101,756 GWh of power generated.

High corn tariff THE PROPOSED lowering of the tariff on yellow corn imports will be detrimental to both producers and consumers by ultimately increasing import dependency, because such a measure would force many domestic producers out, the corn industry said. Roger V. Navarro, president of the Philippine Maize Federation, Inc., said domestic producers will be “slaughtered” by the lower tariffs. “What is important is to motivate our farmers and to encourage their planting intentions so as to stabilize production. The worst thing to do is for the Department of Agriculture (DA) to announce imports,” Mr. Navarro said via mobile phone.

OTABATO City – The Bangsamoro Region in Muslim Mindanao (BARMM) has found a strong ally in the European Union (EU) in terms of strengthening the region’s governance through the five-year P1.5-billion Support to Bangsamoro Transition (SUBATRA) Program. “(The) SUBATRA helps boost the capacity of our regional government in crafting transitional policies and strengthening our parliament’s ability to exercise its legislative, oversight, and representation functions during this transition period,” BARMM Chief Minister Ahod “Murad” Ebrahim said in a statement Tuesday. The program, launched on Monday afternoon at the BARMM government center here, intends to help BARMM lay the foundation for lasting peace and development by strengthening its institutions' democratic governance capacities during the transition period. CATARMAN, Camiguin -- A colony of bats, numbering about more than 500, was found by authorities in the middle of Barangay Poblacion of this town as local government officials are now putting up measures to save these flying mammals. Camiguin is known far and wide for its white beaches, resorts, islands, springs, waterfalls, dive sites, Cemetery, among others. Local executives believe that the presence of the more than 500 golden crown flying fox or “kabug” in Poblacion will become an added attraction in Camiguin. Its scientific name is Acerodon

lands up for individual titling to ARBs through the SPLIT Project should be agreed upon by their respective cooperatives or associations. The issue on communal lands that are still maintained by ARB groups came after an ARB stood up to disclose that there are still 63 hectares of land for SPLIT implementation which are managed by the group led by Emmanuel Sustino who used these parcels to avail LANDS/PAGE 6

THE Small Business Corp. (SBCorp) said some 8,000 micro and small enterprises are eligible to tap its interest-free 13th Month Pay Loan Facility. SBCorp, the financing arm of the Department of Trade and Industry (DTI), and the Department of Labor and Employment (DOLE) officially launched Friday the loan facility that aims to help smallscale businesses pay their employees’ 13th month pay. Eligible small-scale enterprises are those with headcount of 40 and below and have listed with DOLE’s flexible work arrangement between January 4 to October 5 this year. SBCorp allotted P500 million for this program. To date, SBCorp has received only 77 applications from 8,000 eligible firms identified by the DOLE since it opened the loan application last November 2. SBCorp has approved 25 enterprises that applied for this program. SBCorp spokesperson Robert Bastillo said the period of loan application is until December 7.

“We encourage interested companies to apply now… so we can complete the processing before Christmas,” he added. Eligible micro and small enterprises can apply online by creating an account on SBCorp borrower registration system. Documents needed in the online application include governmentissued identification (ID), 2021 barangay or mayor’s permit, bank account or electronic money account, certificate of business name registration from DTI, and Secretary’s certificate for partnership and corporation. Bastillo added the loan program has no collateral requirement, and if the borrower will have a hard time paying for the loan, SBCorp is open to provide loan relief such as restructuring of loan and giving grace period. “Those who borrow from us, don’t hide. ENERAL Santos City – The Department of Trade and Industry (DTI) in Region 12 (Soccsksargen) is targeting to generate around P10 million in sales in the week-long grand trade expo and products showcase here that will open on November 15. Robert Orfrecio, chief of DTI-Region 12’s micro, small, and medium enterprises (MSMEs) development division, said at least 24 MSMEs from parts of Region 12 have confirmed as of Thursday to join the exposition, which is considered the “biggest and grandest” in

the region this year. Dubbed “Yaman Dose Trade Expo: The Best of Soccsksargen,” he said it will feature over 500 new and improved products of MSMEs in the region, especially those assisted by various support programs of the agency. Orfrecio said these include the “best of the best” processed food, arts and crafts, furniture, wearable items, and other top-quality products from various localities in the area. Yaman Dose, which will be held at the SM Mall atrium until November 21, took off from the annual “Treasures of Region 12” trade fair that last held a

physical event in 2018. The scheduled fairs in November 2019 and 2020 were scrapped due to the series of earthquakes that hit the region and the onset of the coronavirus disease 2019 (Covid-19) pandemic. Orfrecio said they rebranded this year’s edition to better showcase the region’s MSME sector, which continues to thrive despite the Covid-19 situation. “This was organized to help MSMEs recover and (cope with) the losses that they incurred due to pandemic,” he said in a press conference in Koronadal City. He said their main goal

is to assist the exhibitors, which comprise 16 food processors and eight homestyle and wearable manufacturers, to generate PHP10 million in sales from more than 5,000 buyers, or a target of at least 1,000 daily. Seven of them are from this city, five each from South Cotabato and North Cotabato, four from Sultan Kudarat, and three from Sarangani. The products that will be featured include fashion bags and accessories, banana chips, coffee, various processed fruits, processed aquamarine, face masks, face mask holder, embroidered TRADE/PAGE 7

Auto industry expands 23.8% in Jan.-Oct. THE automotive industry in the country continues to grow as sales in the first 10 months of 2021 increased by 23.8 percent compared to the same period last year. In a joint report Thursday, the Chamber of Automotive Manufacturers in the Philippines, Inc.

(CAMPI) and the Truck Manufacturers Association (TMA) recorded a total of 214,186 unit sales from January to October this year. This is higher than the 173,035 units in the same period in 2020. Both passenger car and commercial vehicle

segments continue to recover as year-to-date sales improved by 29.3 percent and 21.3 percent, respectively. With the easing of restrictions and mobility in October, month-onmonth sales of the local automotive industry grew by 5.1 percent to 22,581

units from 21,493 units in September. Monthly growth was led by the passenger car segment, which rose 15.9 percent, while sales growth of commercial vehicle cars was almost flat at 0.3 percent. “Based on the October EXPANDS/PAGE 7

ORLAN R. RAVANERA The recently concluded 2-week 26th Conference of the Parties (COP26) held in Glasgow, Scotland attended by some 200 world leaders worldwide is nothing but BLAH, BLAH, BLAH! No less than the President of the COP26 was in tears when he gave his closing remarks questioning why the Assembly’s decision on the usage of coal is NOT PHASE OUT BUT ONLY PHASE DOWN! Burning coal is the number cause of climate change that has poisoned GAIA (Mother Earth), the reason why the earth is now nearing the precipice as the doomsday clock is now set “one minute before midnight.” China and India are the two countries in the world which are the top users of coal. Their contention was that phasing out the usage of coal to generate energy means millions will lose their jobs and poverty will worsen.

Environmentalists worldwide are questioning why the COP16 bowed down to that kind of reasoning. Yes, in a world that is now in abundance, why is there so much poverty amidst plenty? Based on an Oxfam Study, the total wealth of one percent of the world’s population is far greater compared the combined assets of the ninety-nine percent? In fact, the combined wealth of the eight richest families in the United States is far greater than the total assets of 3.5 billion people on earth. Why is this so? The culprit is the contemporaneous development paradigm called the Neo-Liberal Capitalism aggressively advanced through corporate globalization. WHO CONTROLS? WHO DICIDES? WHO PROFITS? Only a few oligarchs and Trans-National Corporations? Such is very apparent in agriculture in this country. Based on the Research Study by the UN-FAO, agriculture in the Philippines has only 0.2% growth in them Gross Domestic Products (GDP) in the last decade. The rural people are the number one victims of climate change and the continuing protracted war. Because of this truism, for every 4 farmers, 3 have already left farming especially the young ones migrating to

the cities to work as janitors, drivers, waiters or dancers that has already congested the urban centers. May I ask the world leaders attending the COP26, why did you allow yourselves to be fooled by China and India. In the book, “Justice, Peace and Sustainability,” Dr. Vandannah Shiva has put in clear categorical term that poverty, be in China or India or anywhere else in the world, is caused by corporate globalization that is already in control of the economy of the developing countries. I need not go far to prove that. Look at our country, through corporate control of the economy, Rice Tarrification Law was passed two years ago that has killed rice farming in the Philippines that has impoverished some five (5) million rice Filipino farmers. Why did we allow cheaply grown rice in other Asian countries to enter our country when rice is produced in these countries especially in Thailand and Vietnam at only P5 per kilo? Why is this so? As you know, after the signing of the Asian Free Trade Agreement (AFTA) in Cebu, Philippines in 1997, no less than the King of Thailand took off his robe and crown and worked with the Thai farmers. He told them never to use chemical fertilizers as

such destroy the integrity of the soil. He ordered them not to use tractors because the carbon dioxide emissions from tractors deplete the ozone layer. He ordered them to use carabaos because the wastes of the carabaos will fertilize the soil. Thus, the Thai farmers have lowered down the production of rice to only P5 per kilo. In the Philippines, it is still P15 per kilo as our farming is tied up to Conventional Agriculture where every one is profiting from farming -i.e., seed and fertilizer dealers, the compradors, the usurers- but not those who are working so hard exposed to the excruciating heat of the sun – the poor farmers. No less than the Department of Agriculture has been promoting Conventional Agriculture that has buried our peasantry to so much poverty. I know this. I was once the Regional Information Officer of DA in Region 10 and I resigned. Are you not wondering why an agricultural country cannot satisfy its basic staples like rice and milk when our country is the one supplying high value crops to satisfy the consumerist needs of the people in advanced countries? Enough is enough of oligarchical control in COAL/PAGE 7

A narrative to a political destiny FOR those not familiar with how politicians indulge in the vagaries of the electoral contest, the unfolding of events, starting with the withdrawal of Davao City Mayor Inday Sara Duterte for her re-election bid, is an enigma. This, after she made an announcement each time she is asked or prodded to run for President, that a decision had been reached as early as September that she will not run for the highest elective post if her father will run for Vice President. We learned that the September encounter with her father had doused cold water in her political quest. She was sought after by political leaders who pledged their support, others offering to be her running mate and political parties subordinating their interest and submit to a coalition with Hugpong ng Pagbabago if only to make her run. No one is privy to the father-and-daughter meeting but the perception remains that it was too serious for her to have lost steam and interest. Maybe. Came October 8 she filed her COC for Mayor. It was a big letdown for many who expected her to run for President. Prior to the filing of her COC, however, she was to fly to Singapore for a medical consultation. That was canceled. City Hall was mum about it but hospital walls have ears. Her little children were tested positive

for Covid-19, her hubby and she eventually. It was the most excruciating moment for the City Mayor known for her courage and true grit. Above all else moreover, she is a mother. But God was kind to her and her family, what they had were mild cases and in no time at all, they all recovered in time for the October 8 deadline of filing of COCs. In time, too she made it to Singapore and came home with the doctor’s verdict -- she is well and hale. Meantime, her followers from across the country have not given up on her. On November 5, convenors brushed aside her counsel not to pursue their grand caravan repeating anew that a decision had been reached in that September eve. And t he n c ame t he breaking news Tuesday. In the morning her younger brother, Vice Mayor Sebastian “Baste” Z. Duterte withdrew his COC for Vice Mayor. The media went gaga. To do so, educators must be equipped with the most up-to-date science, data, and evidence, not only about the operational issues of reopening that have dominated the news cycle, but also about how to satisfy children' and their families' increasingly complex socialemotional and academic demands. Educators pledge to be accountable to and for one another, their students, and their families. This

is achieved by setting clear high expectations and displaying care via both actions and words. Educators who regard their pupils as completely human and children create rich and meaningful learning opportunities. Teaching is inherently a social vocation, requiring interaction with students and their families. The epidemic, on the other hand, has created communication difficulties, particularly among students from lowincome families who may have restricted access to technology and broadband. Of his disease burden,88% fell upon children. “ A global estimate was supplied by an independent report commissioned by 20 countries in 2012 to study the human and economic cost of climate change. The DARA study wrote that it: “linked 400 deaths worldwide to climate change each year, projecting deaths to increase to over 600,000 per year by 2030. Heat waves kill many but global warming devastates food security, nutrition, and water safety. When the report looked at the added health consequences from burning coal and fossil fuels, the number of deaths jumps from 400,000 to almost 5 million per year.” Thus, continuing the usage of coal, as alleged, may prevent worsening poverty or loss of jobs. But eradicating poverty can never be had unless a transformational change is trailblazed during these most critical times when the earth and the people are being sacrificed to the altar of greed and profit by NeoLiberal Capitalism through corporate globalization. That is the core of the problem! If there is anything that the COP26 has done in that wellpublicized G20 Summit with no less than Prince Charles and Queen Elizabeth gave the opening remarks is just to reinforce the conclusion of an Oxfam Study that: “In a world buried in so much consumerism and materialism, high veneration to the profit-motive has already captured the mindset
