Rescued

A TOTAL of 23 individuals, including four minors, who purportedly became victims of human trafficking were rescued by police operatives in Agusan del Norte on Wednesday night.

In a statement Thursday, PNP chief, Gen. Rodolfo Azurin Jr. said members of the PNP Women and Children Protection Center (WCPC) also arrested three suspects during the rescue operation at a resort in Barangay Manapa in Buenavista town at around 7:30 p.m.

Based on the reports of WCPC director, Brig. Gen. Arcadio Jamora Jr., Azurin said the entrapment and rescue operation stemmed from information from a concerned citizen who reported the suspects are allegedly offering underaged victims for sex in exchange for money.

Insurgency-free

DAVAO City – Davao Region is now “insurgencyfree” following the series of successful peace and order initiatives that dismantled the remnants of the communist New People’s Army (NPA) in the area. During a meeting at the Naval Felix Apolinario Station here Wednesday, members of the Regional Peace and Order Council–Davao (RPOC-11) signed a resolution declaring the entire region as cleared of insurgents as of Sept. 19, 2022. Davao region is the third region in the country declared as insurgency-free, following Regions 1 and 9.

ZAMBOANGA City –Authorities have arrested six suspects and seized some P3.4 million worth of smuggled cigarettes in separate antismuggling operations in this city and nearby Basilan province, officials said Tuesday. The bulk of the smuggled cigarettes was seized Sunday in Basilan, which saw the arrest of three of the six suspects in the waters off Hadji Muhtamad town. Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said policemen of the municipality were on seaborne patrol when they spotted two motorboats loaded with 140 master cases of cigarettes worth P1.8 million around 2:45 a.m. near the shore of Barangay Dasalan.

Oro govt bans political markings on properties

THE local government has ordered a ban on "political branding" on all government properties. In a memorandum order released Tuesday, Mayor Rolando Uy directed all department heads to remove names, images, photos or images of any politician or political parties on all government-owned materials and equipment.

The order also prohibits stickers or any identifiable markings of any public officer on the government properties. "Being an advocate of the "Anti Epal Law" introduced by (former) Senator Emmanuel D. Pacquiao... (the undersigned) adheres to an anti-epal Policy in this current administration," Uy said. "Epal" is a slang Filipino word describing people with excessive attentionseeking behavior like placing their names on government projects. Uy also cited the 2021 directive of the Anti-Red Tape Authority for local governments to strike out names and faces on public documents.

4ID hailed for advancing peace, dev’t in Normin

ARMED Forces of the Philippines (AFP) chiefof-staff Lt. Gen. Bartolome Vicente Bacarro lauded the Cagayan De Oro-based 4th Infantry Division for their efforts in preserving the peace and ensuring development in their area of jurisdiction.

“Joint Task Force (JTF) Diamond (4th Infantry Division) has optimized its capabilities and managed its resources remarkably in ensuring that all its programs and goals support their primary mandate of securing Northern Mindanao and Caraga Region making

them conducive to sustainable development,” Bacarro said in his speech during his visit to the 4th ID headquarters on Wednesday.

Bacarro was welcomed by 4th Infantry Division and JTF Diamond commander Maj. Gen. Wilbur Mamawag.

Bacarro was given updates on the current status of JTF Diamond’s peace and development programs during a command briefing with unit commanders.

The AFP chief also congratulated the "Diamond Troopers" for their gains against the New People's

Army insurgents in the area, as well as inaugurated a vital infrastructure project in the headquarters.

He also took the opportunity to reiterate his priority thrusts that shall serve as the military organization’s guide in accomplishing its mandate and advancing its transformation journey.

Gabriel Givero, a Grade 3 Pupil of Trento Central Elementary School, recently won as champion in the blitz competition in a matter of five minutes and three seconds in the 1st Mayor Seth Frederick Jalosjos National Youth and Schools Chess Championship on September 16-24 in Dapitan City.

He won eight of nine

games of the competition while the second placer followed behind with 6.5 wins in nine games.

He also placed fourth in the standard chess competition but had the same number of seven wins out of 10 board games by the second and third place only to be outpointed by the quotient system, a rare feat for a neophyte player at his tender age.

UnionBank ties up with Lazada for loan product

UNIONBANK of the Philippines, Inc. has partnered with Lazada Philippines to offer a more “flexible” loan option for its payroll customers when shopping on the e-commerce platform.

The recently signed memorandum of agreement on the “Quick Gives Program,” between UnionBank and Lazada targets to give preselected UnionBank payroll subscribers an alternative

payment option through a microsite, the bank said in a statement on Monday.

The program provides a quick loan to a borrower’s Lazada wallet, which shall be approved in real time within one to two days. It will be available within the month.

Qualified payroll accountholders will be allowed to borrow from P1,000 to P50,000 with a minimum interest rate of 1.25% monthly.

Learning Recovery after COVID-19 Pandemic

The COVID-19 pandemic has impacted all sectors of society, including education. It cannot be denied that it has significantly altered the learning modality of the students and their learning, in general.

After the pandemic, it is natural for students to struggle with their studies. The students’ learning performance is very slow, and most of them lack the basic knowledge and skills because their learning has been altered for more than two years.

It has been the opinion of great contemporaneous spiritual lead ers that the species called the Homo Sapiens (human being) is the most flawed of all of God’s creation having killed its own kind of about 200 million hu man beings in one century alone (19th hundred) out of two world wars, the cleansing of Hitler and Pol Pot, Stalinism, Maoism and the Vietnam War, among others. Humanity continues to suffer from collective insanity advancing unbridled material ism and consumerism amidst spiritual denigration where the instant pursuit of wealth, fame and power is the prior ity based on a flawed dictum called “survival of the fittest.” Worse, the homo sapiens has put the earth in a cataclysmic state as the present development paradigm is sacrificing mother Earth to the altar of greed and power.

Noam Chomsky, described by New York Times as “the most important intellectual alive, described that the plight of human civilization as “rac ing towards the precipice.”

The doomsday clock of Mother Earth was set to at two and a half minutes before midnight. The cause: the disbelief in the scientific consensus over climate change by all governments, the

Pope Francis in his Encyclical Letter – which was back by al the major faiths – referred to climate change as “a sin against God.” Recently, Queen Elizabeth was so furious blaming govern ments’ inaction against climate change stating that “there should be legal action against govern ments for the crime of omission to protect the right to life of their populations. Apparent is the ongoing political and me dia efforts to suppress climate change as a crisis: by denial, by under-reporting solutions to it.”

Indeed, it is an unprecedent ed crime against humanity as the contemporaneous development paradigm called neo-liberal capitalism being advanced by corporate globalization continu ously sacrifices Mother Earth and humanity to the altar of greed and profit. We are now in the 22nd year of the 21st century but we do not know whether we will reach the 22nd century which is only 78 years from now. Every day, a thou sand hectares of the 386-meter high iceberg are melting in the Arctic and the Antarctic that is giving rise to the ocean level. The Philippines now has some 7,100 islands but according to environmentalists, there will just be 3,000 islands fifty years from now. Some 100 species of flora and fauna are becoming extinct everyday due to climate change as billions have already become extinct. This is espe cially true in our country which has been considered by FAO as

One parking place we might stop at is what we think are our handicaps and weaknesses, because we compare ourselves to others who have certain abilities we do not have. But we must realize that we have our own special abilities. You and I must learn to accept ourselves with our own physical appearance, personality and talents. No one is completely handicapped! We each have something very important that we can be and do in this world which no one else can. This is why others actually need you to make the most of your assets and abilities, so you add your contribution and influence in their lives.

A second parking place that many of us stop at is our failures. Yet we all have failed, so join the club! Simply learn from it and try smarter next time. “We’ve only truly failed when we stop trying.” It’s so

The final place many of us park is by our successes. In 1899, after the U.S. Patent Office had given over 600,000 patents, it made this statement: “Everything that can be invented has been invented.” They could not have been more wrong! Think of all the inventions since 1899: airplanes, radio, television, the computer, the Internet, cell phones—just to name a few! And inventions continue to be made every single day! Just because you have achieved a little success in life, does not mean that is all you can do. “Some people think they’re in the groove when they’re really in a rut.”

You will never know all you could have done in life unless

It is the teaching of all major religions that there is someone coming to liberate us and all the while, we have been waiting. The truth is, what we have been waiting for is really that consciousness that is in herent in every one of us, our spiritual awakening – the Still ness that is our essential nature. Feel that stillness and oneness with all things and you become Spiritus Luminus (enlightened spirit) and be transformed into homo pacem (men and women for peace).

There is now an on-going shift toward collective con sciousness and spirituality of all people of the world that must now heal the wounds of GAIA and those of Her chil dren, damaged all these years through false religions and western development material istic and consumerist paradigm

that sacrificed the people and the ecosystems to the altar of greed and profit, controlled by the egoic mind. Free yourself from over thinking. Feel life deep within and connect with the Innermost Being called God! Indeed, time is just an illusion. What matters is the Now. Time doesn’t exist at all for life continues here and beyond. And when love is in one’s heart, time and space have no meaning for love transcends everything. Not even death can have power over that supreme force in the universe as the beloved is always carried in one’s heart, in one’s inner consciousness – forever!

In fact, the awakening pro cess has now begun with the looming of new consciousness that is now dawning to bring forth a new earth and a new heaven. It is a kind of spiritual awakening that is effecting an inner transformation that a human being is more than form or body. Each one of us is consciousness (spirit) prior to taking a form (body). Spirit is eternal, body is just transient. As spiritual consciousness is now pervading, a human being as a Being must be rooted to the Unseen Being, the Source of all life where all life emanate.

. When that happens, each one of us will feel the oneness and inter-connected of all of God’s creation, then, we will be connected to a universal intel ligence. When that happens, the awakened human being will leap to that transcendental dimension which will be a great leap forward to the evolutionary growth of humanity. Each one of us should dive deep within to know who truly we are: not just a drop in the ocean but an ocean in one drop. Then Jesus pronouncement will be understood, “That the kingdom

Unity of life achievable only in Christ

“Oh you Pharisees! Al though you cleanse the outside of the cup and the dish, inside you are filled with plunder and evil.” (Lk 11,39)

This is the typical reaction of Christ toward the rigid rules of the Pharisees, who make a big issue out of little things while ignoring the bigger and more important things. Re member Christ accusing them with these words: “You blind guides! You strain out a gnat but swallow a camel.” (Mt 23,24)

We need to be careful with our tendency to fall into this predicament that we call as hypoc risy, inconsistency, or not seeing the forest for the trees. This can only happen when we are not with Christ who as God knows everything, both the small and the big things, and as man shows us how to deal with that tendency so as not to get lost, confused, and more, how to main tain the proper unity of

life despite the many and often conflicting things we have to consider.

We have to under stand that only with Christ can we aspire to have unity and con sistency in our life, one that is not rigid. Rather it is a consistency and unity that knows how to adapt itself properly given the different and changing conditions and circumstances of our life.

So, we really have to earnestly pursue the effort of living and de fending our Christian identity all the time. We should not be afraid to show our Christian identity at all times and in all situations. We should not be Christian by name only, but also by our thoughts, desires and deeds, and in all aspects of our life. We should not be Christian in good times only, but also, and most especially, in bad times. We should not be Christian only in our sacred moments, but also in our mundane

activities.

This does not mean that we have to flaunt our Christian identity or to exude some kind of a triumphalistic aura. In fact, we have to be most natural and dis creet about it. But it should not be hidden because of fear or shame.

Remember Christ saying: “Everyone who confesses Me before men, I will also confess him before My Father in heaven. But whoever denies Me before men, I will also deny him before My Father in heaven.”

(Mt 10,32-33)

That Christ is the Son of God who became man to redeem us means that God in Christ through the Holy Spirit identifies himself with each one of us at all times. This is the basis for keeping a consistency in our Christian identity.

DOE, BOC clarify valuation on imported coal

MANILA – The Department of Energy (DOE) and the Bureau of Customs (BOC) clarified on Wednesday the implementation of valuation on imported coal.

In a virtual press briefing, DOE Undersecretary Sharon Garin said the BOC has to use the transactional value, not reference value, for collecting

taxes and duties for imported coal.

“The problem with coal importation is about the valuation of coal. The higher you buy coal, the higher their taxes and duties they have to pay,” she said.

Garin said using reference value instead of transactional value will make coal more expensive and can increase

Vehicle sales jump 64% in September

MANILA – Automotive vehicles sales in September 2022 jumped by 64.2 percent to 35,282 units from 21,493 units in the same month last year, the Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and Truck Manufacturers Association (TMA) reported Tuesday.

Sales of passenger cars and commercial vehicles both increased by double digits at 21.2 percent and 83.1 percent, respectively.

Year-on-year passenger car sales went up to 7,976 units from 6,580 units, while commercial vehicle sales increased to 27,306 units from 14,913

Month-on-month, industry sales also rose by 16.9 percent from sales in August at 30,185 units.

CAMPI president Rommel Gutierrez said the industry has started to see an increase in demand for new vehicles last month.

“The automotive industry foresees a continued growth in the latter part of the year, benefitting from the improving economy based on the recent growth forecast of 6.5 percent this year –attributed to strong domestic demand and continued easing of pandemic restrictions,” Gutierrez said.

A handful of studies analyze the impact of special education programs on the achievement of students with disabilities. Students requiring accommodations tend to perform worse on exams than do other children with disabilities who do not receive accommodations. However, these differences likely reflect unmeasured characteristics of the students rather than the efficacy of placements or accommodations per se. Although these researches provide evidence on the efficacy of special education programs in general, none of them investigated the role that teachers play in promoting the achievement of students with disabilities.

As traditional teaching methods may fail to serve children with special

needs, special education services aim to compensate for the shortcomings of conventional schooling. However despite numerous researches, the influence of potential selection bias remains a real challenge and only a few researches have applied methodology aiming to surmount these shortcomings. The efficacy of special education services is called into question and potential explanations and solutions are explored.

Students with poor academic records or those who do not benefit sufficiently from standard teaching practices are subject to varying degrees of modifications and accommodations to their daily schooling.

Jimenez, voluntarily mortgaged the above-described property and freely executed in favor of the plaintiff a Real Estate Mortgage dated December 23, 2016, which mortgage was duly registered with the Register of Deeds. A Copy of the Real Estate Mortgage dated December 23, 2016 duly notarized by Atty. Cipriano Benedicto Ratunil, the Special Power of Attorney dated July 28, 2016, and a copy of the Identification card of Myrabel M. Jimenez is hereto attached as Exhibit “D”, “E”, and “F” to”F-1” respectively; 8. Further, it was also expressly stipulated and agreed that if the Mortgagors shall fail to comply with any of its terms and conditions stipulated therein, the mortgaged property shall be delivered on demand to the mortgagee and the latter may, at his option, declare the said mortgage due and payable and thereafter immediately foreclose the same judicially under the Real Estate Mortgage Law; CAUSE OF ACTION/S 9. Defendants miserably failed to comply with the terms and conditions therein by deliberately defaulting in the payment despite verbal demands made by the herein plaintiff; 10. Plaintiff has made several demands, both oral and written to herein defendant spouses for them to either pay their due obligation which is now in the amount of EIGHT HUNDRED THOUSAND PESOS (P800,000.00) or in lieu thereof; to deliver and turn over the possession of the mortgaged to the former for the purposes of foreclosure pursuant to the stipulations under the Real Estate Mortgage, which defendants, without any justifiable reason, continuously ignored and knowingly refused to do any of the same. A copy of the demand letter send via registered mail dated January 25, 2021 and February 17, 2021 is hereto attached as Exhibit “G” to “G-1” and “H” to “H-1” respectively; 11. Up to the present, defendant spouses wrongfully possess the said mortgaged property in violation of plaintiff right and lien and right of foreclosure under the Real Estate Mortgage law despite repeated demands from plaintiff to surrender the same. 12. Moreover, due to defendants’ unjustified failure to pay their legal obligation or continued wrongful detention of the said mortgage property, Plaintiff was constrained to litigate and engage the services of the undersigned counsel for the agreed amount of 25% thereof as Attorneys Fees, exclusive appearance fees in the rate of P/ 2,500.00 per hearing, and also, incurred initial litigation expenses in the sum of FORTY FIVE THOUSAND (P45,000.00) PESOS, in support of the instant action; 13. The said property has not been distrained or taken from any tax assessment or fine pursuant to law or seized under an execution or attachment or otherwise, placed under custodia legis or if seized, the same is exempt or should be released from such seizure; 14. Hence, This Complaint. ARGUMENT/S AND DISCUSSION/S REMEDY OF UNPAID CREDITOR 15. In the Case of Bank of America vs. American Realty Corporation vs. Court of Appeals, G.R. No. 133876, December 29, 1999, the Supreme Court provides to, wit: “xx In the absence of express statutory provisions, a mortgage creditor may institute against the mortgage debtor either a personal action for debt or real action to foreclose the mortgage. In other words, he may pursue either of the two remedies, but not both. Xx” 16. An unpaid Creditor has the remedy of collecting the unpaid debt or foreclosing the mortgage. The herein Plaintiff chooses the remedy of foreclosing the Real Estate Mortgage to satisfy the debts of the herein defendant spouses; THE ACTION OF JUDICIAL FORECLOSURE IS VALID 17. Judicial Foreclosure under Rule 68 of the Rules of Court is proper in the absence of an expressed stipulation authorizing the Mortgagee to sell the property at public auction if the Principal obligation is not fulfilled within the stipulated period; 18. In the Case of Spouses Benito Baysa and Victoria Baysa vs. Spouses Fidel Plantilla and Susan Plantilla, Register of Deeds of Quezon City, and the Sheriff of Quezon City, G.R. No. 159271, July 13, 2015, xxx… Hence, the respondent spouses as the foreclosing mortgagees could not initiate the extrajudicial foreclosure, but must resort to judicial foreclosure pursuant to the procedure set forth in Rule 68 of the Rules of Court. The omission of the special power to sell the property subject of the mortgage was fatal to the validity and efficacy of the extrajudicial foreclosure, and warranted the invalidation of the entire proceedings conducted by the sheriff. Xx 19. In the above-mentioned case, it is only proper to resort to Judicial Foreclosure of Mortgaged Property if there no exist a Special Power of Attorney embodied in the Real Estate Mortage Contract entered into by the parties or there exist no attachment of the said Special Power of Attorney in the said Contract of Real Estate Mortgage; THE COMPLETENESS OF THE REQUIREMENTS TO FILE AN ACTION FOR JUDICIAL FORECLOSURE 20. Under Section 1 of Rule 68 of the Rules of Civil Procedure, in an action for the foreclosure of a mortgage or other encumbrance upon real estate, the complaint shall set forth the date, and due execution of the mortgage; 21. It is clearly laid down in this complaint the date and the due execution of the Mortgage. There is a Real Estate Mortgage Contract executed by the parties, duly notarized by a Notary Public. Further, the date of the said contract is also present; (See Exhibit “B” as attached hereto) 22. In addition, under the same rule, a description of the mortgaged property; a statement of the date of the note or other documentary evidence of the obligation secured by the mortgage should also be set forth. It is provided herein that there exist a Transfer Certificate Title No. 137-2015004644 which particularly describes the property subject to the Real Estate Mortgage; (Please see the Electronic Copy of the Transfer Certificate Title No. 137-2015004644 marked as Exhibit “A” as attached herein.
The plaintiff re-pleads the foregoing allegations and further allege that: 23. Due to the failure of defendants to pay their obligation, plaintiff is constrained to hire the services of counsel for P50,000.00, plus appearance fee of P3,000. every hearing, which defendants must compensate the plaintiff. 24. His mother Rachel Givero, a Music, Arts, Physical Education, and Health teacher at Trento National High School, recalled she saw his son playing chess at 2.5 years old with a computer prompting her to buy him a magnetic chess board.

She believed Gabriel is a gifted child since she noticed his fast cognitive development when he was only five days old.

Gabriel can draw the main features of the world map and has a deep interest in astronomy, his mother said.

Rachel said classical music was Gabriel’s lullaby when he was an infant and this had helped in his mental conditioning.

“He needs proper development guidance from a psychologist as a preparation when he will level up his competition,” the mother said.

“Our goal is to make him a young chess grandmaster at the right time,” Rachel said.

Confronting Inequity/ Teacher Leadership for Equity

Unlike educational equality, which may focus on school outcomes alone, equity is more justicecentered and tends to refer to school outcomes and structures in relation to access to opportunities, including health care, curriculum, academic and social supports.

School leaders often grapple with challenges to building equitable learning environments and opportunities for all students.

When schools become more racially, culturally, linguistically, and economically diverse, student needs may also change. These challenges can cause tension within school communities, requiring a concerted effort to effectively address them.

In this context, the role of teacher leaders is essential to school equity efforts. Not only are teacher leaders able to support overburdened administrators, but they also have insight into their colleagues' concerns and are well positioned to respond to students' varied needs. Creating partnerships

between equity-minded teachers in a school is an important first step for equity work.

Teacher leaders and school administrators should consider the following question: Who are the equity-focused teachers in our school? Given that equity work may require teachers to challenge their assumptions about how schools and society operate. It may be best to begin with exemplar teachers who are skilled at building culturally responsive lessons, value students' voices, or support programs for marginalized student groups. Because many Educators express uncertainty or lack of knowledge about social issues students face, partnerships among equity-focused teachers can be foundational to schools' change efforts.

It is unnecessary to single out "teachers who could benefit" and much more advantageous to gain momentum with already equityconscious teachers who just need to know that they are supported.

Social media post gets backlash due to poor judgment

The usage of gadgets as a past time have been satisfying to a lot of families since the pandemic. This sense of fulfillment is still evident up to this day that sharing the mundane on social media seem to be part of the new normal. While it is pleasurable to share posts on social media, there are etiquettes that need to be kept in mind.

As school year 2022-2023 begins its face-to-face classes, the frequent posts of parent’s concerns on social media alarmed teachers and administrators of Indahag Elementary School.

“We understand that all sentiments and concerns of parents are valid. However, there is a proper channel to address these concerns,” School Principal Agnes Smith said.

In a span of 2 months, there have been two incidents of guardians posting their woes on social media, one of which was posted using a dummy account that eventually went trending in a local blog page.

“The teachers together with their respective Homeroom Parent-Teacher Association Officers are encouraged to help abolish this inappropriate habit of posting on social media. The Office

of the Principal is always open for them to formally file their complains if they feel that reaching out to their child’s adviser is insufficient’” Smith said.

In the recently concluded General Assembly of parents, Mrs. Smith presented the School Policy wherein the pupil, parent/guardian, teacheradviser, and principal shall affix their signature on the policy to signify that they have understood and have agreed to abide to the policies the best that they can.

Grade 5 Adviser Rosielyn Café pointed out that although the parent was dictated by emotions which caused her to post her concern on social media, her violation of the School Policy is not an exemption.

“It is vert clear in Section ‘I’ of the General Policies that parents or guardians are strictly prohibited to post negative and malicious comments on social media about the teacher and the school that will destroy the image of the school,” Café said.

The attention o the parent was called immediately after the incident and the parent admitted to her mistake and apologized.

“I am very grateful that the parent chose the proactive way to correct her mistakes. We have reached a common ground to address her concern about her child’s experience in school.”

Café also added that a grievance committee should be composed to interpret and implement the school policy according to the weight of the violation.

Grade 5 Level Parent-Teacher Association Representative Mary Joy Adlao expresses that posting concerns on social media is an irresponsible act.

“As a parent, we can always approach our child’s adviser to express our concern. Doing so is a sign of respect to these second parents. If not to the teacher, then we can still ask help from the principal. After all, the school is our partner for our child’s well-being,” Adlao said.

The School Policy explicitly states in Section “E” that, “Parents and/ or guardians may consult or confer with the teachers and administrators provided that it is Card Distribution Day or as agreed upon in the ParentTeacher Consultation time.”

NSTW sa Amihanang Mindanao to be launched as parallel event

The Department of Science and Technology Region 10 will launch the National Science and Technology Week (NSTW) sa Amihanang Mindanao as a parallel event to the Mindanao Food Congress (MinFoodCon) and Oro BEST Expo 2022

The NSTW is an annual event highlighting Filipino scientists' and engineers' latest innovations, inventions, and other science and technologyrelated research.
