Socot tourism GENERAL SANTOS CITY – South Cotabato province’s tourist arrivals could exceed the one million mark by the end of the year as the number of visitors to various attractions in the area continues to increase despite the coronavirus disease 2019 (Covid-19) pandemic. Richie Matunding, program assistant of the provincial government’s arts, culture, tourism, and museum (ACTM) unit, said Monday they recorded a total of 928,996 visitor arrivals in the province as of the third quarter of the year. He said the figure is way higher than the tourist arrivals in the same period or from January to September last year that only reached 221,823 and went only as high as 400,511 by the end of 2020.

BUTUAN City – Presidential Communications Operations Office (PCOO) Secretary Martin Andanar is advocating for the enactment into law of the Media Workers’ Welfare Act. In a meeting with members of the Surigao City media on Sunday, Andanar said the bill is still waiting for the Senate’s approval. “Please help us promote the Media Welfare's Act to be put into law as this will benefit the media industry," Andanar said.

DAVAO City – Mayor Sara Z. Duterte announced on Monday the lifting of a citywide curfew effective Tuesday until January 15 and the issuance of guidelines for a modified liquor ban. The mayor said the modified guidelines were contained in her Executive Order No. 59 issued on Monday. “As the city is currently at 71.77 percent for the first doses and 62.19 percent for second doses of its target number of inoculations as reported by the Davao City Covid-19 Task Force, there is a need to ease and loosen restrictions following the decrease in the number of cases reported and the active vaccination rollout within the city,” she said.

HE Department of Energy (DoE) has categorically countered the planned buyout and phaseout or retirement of coal-fired power plants in Mindanao, specifying that this is not part of a scenario set in the Philippine Energy Plan (PEP) in the next two decades. “The PEP is not yet looking at decommissioning or implementing forced shutdown of power facilities, more so of coal-fired power plants. KIDAPAWAN City – The education minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on Tuesday challenged newly hired teachers for Lanao del Sur to promote moral governance in educating students. Minister Mohagher Iqbal of the Ministry of Basic, Higher and Technical Education (MBHTE)

issued the challenge to 203 recipients of teaching plantilla items for the schools' divisions of Lanao del Sur I and II. The 203 newly hired teachers signed their appointments and took their oath before Iqbal during ceremonies held at the Parang National High School in Parang, Maguindanao. Of the number, 81

elementary, 37 secondary, and six Alternative Learning System (ALS) teachers were assigned to the Schools Division of Lanao del Sur I, while 46 elementary, 27 secondary, and also six ALS teachers were assigned in Lanao del Sur II. “I presume it is one of the best times in your lives,” Iqbal told the newly hired educators. “What you got today

include transparency, integrity, fairness, involvement, accountability, responsiveness, and the absence of corruption, among others. Iqbal said he has always believed that the MBHTEBARMM is not just hiring for the sake of filling up positions. Ta b l o n E l e m e n t a r y S cho ol a d he re s to t he implementation of the new learning delivery modality which is part of the Learning Continuity Plan. Enrolment was done either in remote way through emails, onlines or through drop boxes.The teachers prepared S elfLearning Modules and other activity sheets to the remote learners. Teachers built strong communication with the parents using the different communication platform to keep in touch with each other. The parents served as the para-teachers at home. In this learning delivery modality, the distribution and retrieval of modules were agreed by both parties but preferably it was done in school in a scheduled time and of course with the strict observance of health protocols. The grading system was based on written test and performance tasks. Tablon Elementary School has successfully implemented t h e Mo d u l a r D i s t a n c e Learning as shown in the increase of proficiency level in their quarterly grades and the number of learners who were promoted to the next level. This success would not be possible without the help of the parents and the members of the learning community who walk with us in this journey of challenges. The COVID-19 has changed our education system. As a result, education has completely changed, with the rise of e-learning, whereby teaching is undertaken remotely and on different platforms. Self-learning modules were not enough to suffice the education of the learners. Parents have the hard time to teach their children especially those who are working parents. DepEd offers different modalities in order to cater the needs of the learners. Amid this pandemic education must continue. Selected schools suggest that online learning must be implemented so that there will be an interaction with the teachers and parents thus, it will serve as a supplemental to the modules. This type of learning delivery modality facilitates learning and engages learners' active participation using various technologies connected to the internet while they are geographically remote from each other. The internet is used to facilitate learnerteacher, learner-content, and peer-to-peer interaction. Online learning may be through a synchronous or asynchronous platform; it requires both teacher and learners to have good and stable internet connection. This LDM is one way to increase retention

of information of the learners. Initially, online class helps the school to extend their outreach to those pupils who wish to access to the education from a distance. Online class does not take whole day session. This requires a screen time depending on the level of the learners. For K-grade 3, they only spend 1.5 hours while for grades 4- 6, they are given 2 hours. Even it is just a glimpse of an hour but still have a big impact to the learners especially in this trying times. Behind this operation, there are challenges to overcome. Some students without reliable internet access and technology struggle to participate in online classes. As for the pupils, online class is widely appreciated for its flexibility, cost effectiveness, and convenient access. With asynchronous session, the student can enjoy a more flexible schedule that conveniently fits their available time and location. Through online class the learners engage, challenge, and learn with fun. It is one way also to strengthen the education system. More so, it invites learners to participate, motivate, contribute, and capture their interest and attention. Truly, a good online class is effective.

Fathers of orphans Think a minute ... Tragically, fathers are becoming a vanishing breed. Statistics s h ow t h at m i l l i o n s o f children are growing up like orphans because their fathers simply reproduce t h e m s e l v e s a n d l e av e , rather than staying home to love and raise their son or daughter. A family expert who has studied modern life says: “The vanishing father is perhaps the number one problem of the changing family today.” There are also fathers, however, who stay in the same house with their children yet still manage to make them orphans. Someone said, “The hardest job kids face today is learning to be parents without seeing any.” They may see a man living in their home, but they do not see a loving, caring father who is involved with them. So they actually grow up like orphans. “Some fathers bring their children up, while other fathers let them down.” These are fathers who support their children with food, clothing, and an education—nothing more than what an orphanage provides.

RAVANERA COMELEC should indeed safeguard the sanctity of the electoral process, not only on trivial matters such as on various prohibitions, i.e. votebuying/vote selling, coercion, conspiracy to bribe voters, etc. but on glaring truism that Philippine elections subsist on business- managed electoral system in which the most heavily funded candidate almost always wins. Every day, there are outpourings of advertisements on TV promoting candidates, focusing on personalities, rhetorical style, body languages and the like. Ads on TV do not provide information; rather, they provide illusion and imagery. In the Philippine context, elections are just becoming a “big circus” and social change has been so elusive especially to those who have dreamt and struggled for it. Fourteen years of Martial Law and twopeople powered revolutions have not made a dent in the societal set-up. True, there were “changing of the guards” but the tentacles of greed that rendered the country dry of natural wealth and consigned many to live in hunger and poverty have remained as formidable as ever. My contention is that unless

the people are awakened and conscienticized on social, economic, and ecological realities, social change can never be had and the conduct of elections is just an exercise in futility. Social transformation can hardly be had in a highly skewed societal order where only a few oligarchs are in control of the economy and out of their gargantuan rakings support politicians to uphold the oligarchical interest. Such has put in clear categorical term the truism that economic power begets political power and vice versa. Let notice be served to one and all that social transformation should emanate not just from participating in elections but in the increasing social awareness that will prod the conscienticized to act to shape a society based on social justice, inclusive growth, equity and sustainable development. The “changing of the guards” may not make a significant difference unless well entrenched flawed societal structures are changed. The question is, will the next leaders have the political will to reform a quasi-feudal society and to replace the neoliberal economic paradigm that has sacrificed our people and our resource-base to the altar of greed and profit, with an alternative development model that is pro-people and pro-environment? We all know that our country is facing an alarming ecological crisis that unless soon averted will lead to our accelerating drive towards ecological disasters as our natural resources are already seriously depleted. Based on the UN-Risk Disaster Index, the Philippines is the

4th worse hit country in the world by climate change. Of the 17 million hectares of dipterocarp forest a century and half ago, we only have less than a million hectares. The six logging companies that have massively logged our forest had violated all the forestry laws in connivance with law enforcers. Don’t you know there are laws that prohibit cutting of trees in areas which are one thousand meters above sea level or with topography that has more than 50% gradient. The finest of tree species such as Narra, Red Lauan, Mahogany, etc. should have not been cut as provided by forestry laws. The two hundred thousand hectares Mt. KalatunganMt.Kitanglad Ranges should have not been logged as they belong to those prohibited categories. But these loggers were so powerful. One even became mayor, congressman and governor. Don’t you know that one shipment of logs alone would earn a logger 360 million pesos, money that they have used to buy votes or to bribe law enforcers? Of the 13 major bays in the country, 10 are already biologically dead; of the 25 major rivers, 15 are polluted or have dried-up already because of massive siltation due to illegal mining operations. How do you stop illegal mining activities in the uplands of Cagayan de Oro? Well, in 2013, Sulog, a coalition of environmentalist groups, was able to secure a Writ of Kalikasan, from the Court of Appeals. I as Presiding Officer then of Task Force Kinaiyahan together with Law Enforcers conducted law enforcement operations

and was so shocked to arrest illegal miners who were all Chinese. In their mining campsite, we saw armaments (AK-47 & Armalites) and hand grenades. We in fact had arrested three Chinese miners who to our surprise were released a month later. Why? May kapit pala. In fact, these Chinese miners were accompanied by an elected official back to China. Ganyan ba ang iboboto ninyo? Foreign debt problem which has reached more than eight (8) trillion pesos further aggravates environmental degradation. Debt servicing alone eats up a significant portion of our national budget. In our frenzy to pay our debt, we relentlessly exploit our natural resources, i.e., cash exports depending heavily on polluting pesticides and fertilizers, commercial fishing destroying our coral reefs and mine tailings polluting our rivers and bays. The Rice Tariffication Law that has buried the 5 million rice farmers to so much hunger and poverty as we allowed cheaply organically produced rice to enter our country must be looked upon meticulously. The author of that law got the highest votes as Senator last election. Kasi tinatago sa atin ang katotohanan and through misinformation by the mainstream media. With this simple analysis and truism, now please tell me, who among the crop of candidates vying for this or that position, have the political will to effect social transformation for us Filipinos to regain back our ecological integrity, food security and make life better for our poor but struggling people?

Never belittle the little things

In the gospel, the Kingdom of God is often compared to the little things. Christ said that the Kingdom is like “a mustard seed that a man took and planted in the garden. When it was fully grown, it became a large bush…” Again, he said that the Kingdom is like “yeast that a woman took and mixed in with three measures of wheat flour until the whole batch of dough was leavened.” (cfr. We need to reconcile ourselves with this happy truth of our faith that we do not have to wait for extraordinary circumstances for us to reach heaven and even to have a taste of it even while still here on earth. With the little, ordinary things in our life, we have all the means

and chances to have heaven within our reach. Sanctity, our ticket to heaven, certainly requires heroism, even to the point of martyrdom. But we can be sure that by being consistently loving in doing the little things of life, especially when they are hidden and unappreciated humanly, we would already be very heroic indeed, even approaching the level of martyrdom. What we have to do is to learn to find Christ in the little things that comprise most of our day, if not of our whole life. Another way of saying it is to learn to refer everything to Christ, no matter how little or insignificant it is. We should always be with Christ at every moment of our day, offering things to him, asking him questions like, “Lord, how should I deal with this particular situation, be it an exciting work, a boring and tiring moment, etc.?” We should never dare

to do things simply on our own. Especially when we find ourselves in difficulties, in a quandary, in moments of temptation, etc., we have to go to Christ as quickly as possible and cling to him as tightly as possible. And we should never forget to thank him all the time, for such gesture connects us with him in an abiding way. When we are with Christ especially in the little things of our day, how can we doubt about having heaven in us while still here on earth? We therefore have to learn to find Christ in everything, doing so not in some generic, theoretical way, but in a specific, practical way, one that is abiding and active. This, of course, is a great challenge to all of us, but if we believe in this truth and we try to conform ourselves to it and to persevere in it, for sure we can achieve a certain degree of success. It should be something

Cusi qualified that while “decarbonization of the energy sector is one of the scenarios we are looking at,” that will just be tackled in the next PEP update, which perceptibly will already be latched on to the lap of the next administration. The energy chief indicated t h e e ve ntu a l p h a s e out of the coal plants shall cover “evaluation of this scenario on the financial cost of implementing decarbonization together with its impacts and consequences.” In Cusi’s view, “Our decarbonization scenario will look into the possibility of converting fossil-fired power plants to other fuels such as biomass, fuelwood ,etc.” When aske d on t he planned phaseout and buy-out of coal plants in Mindanao, the power investors in the grid were unanimous in saying that their power generating facilities are “not for sale”. Notably, coal technology is also the dominant source of electricity in the region — given that development of renewables in the area is still picking up its pace. Separately, Aboitiz Power Corporation President and CEO Emmanuel V. Rubio noted that “We have yet to understand the process, how the transition is envisioned to ensure that the grid will continue to get stable and reliable supply of electricity.” He reminded government policymakers that “with what’s happening in Europe and China, policies and regulations need to b e reviewed thoroughly, or we could also experience shortages. The European experience is something we can all learn from.” This was partly in reference to the recent experience of the United Kingdom on switching back its coal plants as it waded through an energy crisis this year. Rubio emphasized that the Aboitiz group, which has significant power investments in Mindanao, “fully supports a transition, we just need to make sure that we plug all the gaps and address the risks of such a program.” Additionally, Cusi stated that the development of RE in Mindanao grid could be advanced “in a hybrid manner so as to optimize their production and availability while connected to a BESS (batter y energ y storage system).” He cited “the observed trend in the cost of BESS is expected to help improve and make power generation from intermittent renewable energy more affordable.”

Tomas. In September 2020, the SEC released an advisory warning the public to stop investing in AGMC and Achievers Golden Holdings Inc. as these did not have legal personality to solicit investments. At that time, AGMC also had an office in the Valencia Corporate Center in Davao City. Based on the advisory, AGMC was luring investors to its “cashback program” that accepts investments ranging from P5,000 to P1 million with a promise of profit of between 1 percent and 30 percent, depending on the amount and the investment period, which was up to three months.
