Stricter quarantine

BUTUAN City – As coronavirus disease 2019 (Covid-19) infections continue to rise in Agusan del Sur, Gov. Santiago Cane Jr. issued Executive Order (EO) No. 22 on Monday afternoon placing the entire province under General Community Quarantine (GCQ) with stringent quarantine measures. Agusan del Sur, as classified under Resolution No. 141-A of the InterAgency Task Force for the Management of Emerging Infectious Disease, is under GCQ until Oct. 31 this year. In the new EO, Cane pointed out that the Department of Health in the Caraga Region has already placed the province under Alert Level 4 due to high cases of infections and a high rate of bed utilization in Covid-19 facilities.

10-year ‘graduation plan’ on systematic reduction and eventual scrapping of subsidy in off-grid areas, or those jurisdictions not physically connected to the main power grids, is being pushed by the Department of Energy. In a draft circular, the DOE directed the National Transmission Corporation ( Tr a n s C o ) a n d t h e National Electrification Administration (NEA) to prepare the proposed 10year plan that shall flesh out the “socially acceptable reduction and or phase out of UC-ME (universal charge for missionary electrification).” The UCME is collected from all Filipino consumers s er v ing as subsidy for electricity services provided

in off-grid and remote areas. Typically, these off-grid domains would source their electricity supply from more expensive oil-fired generating facilities. To make the rate affordable to consumers, a subsidy scheme called the UCME is being applied. The recommended subsidy phase out, according to the energy department, shall be “fully reviewed and updated every three years.” The DoE emphasized SUBSIDY/PAGE 7

Youth empowerment COTABATO City – The youth in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are making their presence felt as they vowed to actively participate in peacebuilding activities in the region. On Tuesday, lawyer AlRashid Balt, director-general of the BARMM Ministry of Public Order and Safety (MPOS), said his agency believed the youth can be an effective sector to help bring about peace in Moro communities. “The youth activities shall have a coordinative function with law enforcement agencies such as military and police, among others, to maintain public order and safety. We have a lot of joint programs with them on peace-building,” Balt said.

He said the training workshop for peace promotion in the region for the second batch of participants has just ended on October 2 in Datu Odin Sinsuat and the youth have returned to their respective communities “armed with desires and knowledge on the value of peace-building.” He said providing space for the youth to actively participate in peace-building also aimed at actualizing the mandates of the MPOS as an institution of peacebuilding, reconciliation, and unification. “Most of the participants were youths and university students,” he said. Sittie Janine M. Gamao, peacebuilding program officer, said after the training, the MPOS learned that the youth who attended the workshop were all from conflictaffected communities across the region. “They (youth) were victims of atrocities. Some were sons and daughters of Abu Sayyaf surrenderers,” Gamao said of the youth from the provinces of Maguindanao, Lanao del EMPOWERS/PAGE 6

PAL gets US court’s nod to access $505-M funding A

UNITED States bankruptcy court has allowed Philippine Airlines, Inc. to access the remainder of its debtor-in-possession (DIP) financing of $505 million. US bankruptcy court judge Shelley C. Chapman issued the “final order” authorizing PAL to obtain “post-petition financing” on Sept. 30 after the “second day hearing” held that day, according to court documents from PAL’s claims agent Kurtzman Carson Consultants LLC.

PAL’s DIP financing is composed of a multidraw term loan facility of $250 million — access to $20 million of which was approved by the bankruptcy court recently — and another multi-draw term loan of $255 million. PAL in a press release said the long-term equity and debt financing, as part of the flag carrier’s restructuring, will support the company’s ongoing operations and recovery plan. “This important step confirms that our recovery process is on track as we

continue to work hard on securing a fully consensual reorganization plan in an efficient manner,” PAL President and Chief Operating Officer Gilbert F. Santa Maria said. Nilo Thaddeus P. Rodriguez, PAL chief financial officer, said the approval gives the company additional liquidity to meet current and future obligations – and to operate as usual. “PAL will emerge a leaner and more competitive airline thanks to our hardworking employees, the resolute

commitment of our majority shareholder and the strong support from our stakeholders and creditors,” he said. The court also authorized PAL, “but not directed,” to pay “some or all” of the pre-petition claims of “critical” and foreign vendors in an aggregate amount not exceeding $73 million. THE Department of Trade and Industry (DTI) is encouraging consumers to patronize businesses that are promoting sustainability like reduced use of plastic products for packaging. In a webinar on Friday, Consumer Policy and Advocacy Bureau Director Melquiades Marcus Valdez II said consumers must take action and demand for more sustainable alternatives from

businesses and government. “The consumers can re-evaluate their consumption habits to minimize plastic use (and) refuse unnecessary plastic whenever possible,” Valdez said. “We must reduce plastic waste towards sustainability consumption and production.” Private sector stakeholders have partnered with DTI in promoting sustainable products and businesses

among consumers. One wellness shop and drug store vowed to reduce the use of plastic in their packaging by 50,000 kilogram of plastic bottles or equivalent to 2.5 million bottles in a year. The shop said it is the company’s vision to eliminate unnecessary packaging, minimize use of recycled plastic at 20 percent, and promote recyclable and reusable packaging. (PNA)

A Great Son Think a minute . . . This is a true story about a boy who dreamed of sailing around the world living a life of adventure on the sea. The day finally came at age 15 when he was old enough to follow his dream and join the Navy as a midshipman on a real war ship. Of course, his big challenge now was to convince his mother to let him go. But his dear mother had lost her husband only 5 years earlier and was left to raise more than a dozen children all by herself. So for her to give up her youngest son was asking almost too much. Yet she told him if that was what he really wanted, she would give her approval to let him go. The day finally came to say goodbye. ORLAN R. RAVANERA It has been said that a strong army can conquer a kingdom but that the strongest army in the world cannot stop an idea whose time has come. In the world’s present set-up where there is so much veneration to the profit motive that has already captured the mindset of all governments, all institutions, all universities and all religious groups, it has become imperative to unfetter humanity from the world of form, now deeply buried in so much materialism and consumerism amidst so much denigration of spirituality. A new spirituality must now loom that is based on the oneness and sacredness of life,

totally cut-off from the egoic mind. We must understand that we are not just ordinary fragments in the vast universe but integral to the divinity of the vast spaciousness and the stillness of all of God’s creation. As we are more than form being consciousness, we must connect with the For m l e ss , t h e Uns e e n , t he Un man i fe ste d, t he Nothingness and Stillness! The one billion members of the cooperatives worldwide including some fifteen million cooperative members in the Philippines know that indeed cooperativism has come of age and that, no force on earth can stop it now. This truism has been affirmed by the United Nations and by the International Cooperative Alliance (ICA) to effect transformation by becoming transformative for people, planet, prosperity and peace. For the first time in the UN history, it issued the 17 Sustainable Development Goals in 2015 to liberate humanity from hunger, poverty, gross inequities,

social injustices, climate change and to promote peace, health, gender equality and to effect transformation through transformative cooperatives stating that cooperative enterprises build a better world. On its part, the ICA describes the cooperatives as the People’s preferred Development Model and the fastest growing enterprise that will replace the present dominant paradigm. The paradigm shift from neo-liberal capitalism to cooperativism is already long overdue. The unsustainability in ecology must now be rectified because, in the absence of a major change, the unsustainable pattern of resource use will cause the collapse of the world system in less than a hundred years. The unsustainability in the e c o n o my, where individualized aggrandizement and accumulation of wealth is the order of the day, must now be debunked to give way to the collective efforts towards inclusive growth

through cooperativism. Albert Einstein once told us that we cannot solve a problem with the same thinking that has given rise to the problem, thus, from a consumerist and materialist thinking, there must be a shift to regenerative mindset, from having more to being more. Thus, being more means debunking an egoic mindset, free from the chattering of the mind and be one with the formless, the Unseen Being called God. Be with stillness! The No-thingness! The UN has categorically defined the DNA of the cooperatives as membersowned, value-based and sustainable. Being membersowned, the problem of gross inequities will be solved as the members are the main stakeholders as they own and manage their own enterprise. The members are the ones to control, to decide and to benefit – thus, democratizing wealth in a highly iniquitous society. Being value-based, the HUMANITY/PAGE 7

A Period of Discernment DAVAO City Mayor Inday Sara Duterte is on leave from October 5 to 8. Again it has stirred the hornet’s nest. She personally announced that it will be for a medical leave in Singapore but some quarters are not buying that. Interestingly, the dates the Commission on Elections has set for the filing of Certificates of Candidacy for all elective positions for the May 9, 2022 National and Local Elections is from October 1 to 8 this year. The disappearing act of Mayor Inday elicited speculations. It becomes even more puzzling given the declaration of Pres. Rodrigo Duterte that he is running for Vice President. Tie that up with Mayor Inday Sara’s statement that she and

her father have agreed that only one of them will run for the national position. In a much later statement quoting President Duterte saying he is “sensitive to survey results” following a survey on vice presidentiables where he did not fare well and things are getting to be more “curiouser and curiouser”. The ball is in the hand of the President. The supporters of the Davao City Mayor, however, have not given up on her. Even the national political parties which had earlier manifested their support for Inday Sara have sustained their commitment to set-aside differences and pledged to stand behind her and gave her the option to select her

running mate. The fragmented opposition parties have only added to the political fortunes of Inday Sara who has been leading in all presidential surveys. While they have continuously assailed the Duterte administration of fraud in and out of the Senate in the hope that this will diminish the winnability of Sara Duterte, the moro-moro has in fact no impact on the popularity of the Presidential daughter. If at all there is a decline in her score in the latest Pulse Asia survey, even the opposition knew that that was on account of her statement that she will not run if her father makes good his plan to run for vice president. Some

This devoted son who sacrificed everything became known as the Father of the Nation: George Washington, the first President of the United States. THE Memorial of St. Francis Assisi (October 4) reminds us of the strategic role of poverty and detachment from earthly good in pursuing t r ue C hr ist ian char it y. And the gospel of that day reinforces this crucial theme in Christian life. It’s about the rich young man who wanted to know from Christ how to inherit eternal life. (cfr. Lk 10,25-37) We cannot overemphasize the strategic relevance of this virtue. With all the glut of material and temporal things and amenities now on us, we need to be more conscious and adept in living and developing this virtue of detachment. I don’t think we can afford to be casual about this concern anymore. The worldly things are now so attractive, so tempting and so riveting that if we are not careful, there’s no way but be swept away by its rampaging

worldly laws and impulses. In fact, at one time, Christ compares the great difficulty involved in resisting the allure of worldly things in a very graphic way: “It is easier for a camel to pass through the eye of a needle than for a rich man to enter into the kingdom of God.” (Mk 10,25) This virtue has the primary purpose of emptying our mind and heart of anything that can compete or, worse, replace the love for God and for others which is proper to all of us. It’s not about running away from worldly things, much less, of hating the goods of the earth and our temporal affairs, but of knowing how to handle them, so as not to compromise the fundamental law of love that should rule us. To repeat, it is not just a matter of emptying ourselves but rather of filling ourselves with what is proper to us. In

short, we practice detachment to acquire and enhance the attachment proper for us as God’s image and likeness and as God’s children. Christ many times praised this particular virtue, referring to it in one of the beatitudes as being “poor in spirit.” Also, in that episode where a rich young man asked Christ how he could enter heaven, the answer was, after following the commandments which the young man said he was doing, to sell all he had, and to give to the poor and to come, follow Christ. (cfr Mk 10,21) It’s quite clear that a requirement for entering heaven is detachment from earthly things. This should be clear to all of us, and should guide us in the way we use the things of the world. These things should lead us to God and to others, not isolate us, building up our own world and destiny.

ROY CIMAGALA So the detachment our Lord is asking of us actually does not mean that we hate our life, our parents and others, and the things of this world. Rather it is a detachment that asks of us to have rectitude of intention, that everything that we do be for the glory of God. St. Paul in his first letter to the Corinthians said as much: “Therefore, whether you eat or drink, or whatsoever else you do, do all to the glory of God.” (10,31) POVERTY/PAGE 7

THE head cleric of Lapasan Baptist Church is expected to run as councilor for the second legislative district of

Cagayan de Oro City. Senior pastor Dimver Andales said that after contemplation, he has finally decided to run

under the slate of mayoral candidate Rep. Rolando Uy because he believes the outgoing congressman and his team have the best capabilities to run the city a year from now. Since he is a person of the cloth, Andales said he looks forward legislating on ordinances that are grounded in familial and spiritual values. “Don’t you know that 70 percent of the children here in CDO have absentee parents? That’s why the proliferation of illegal substances continues. Saving one from addiction must start at the family,” he said. Andales is also interested in passing measures that will alleviate his constituents at the community level.

For one, he has started a project already called Dakbayan Alagaran where members pay monthly dues as their counterpart responsibility. In return, they have access to legal assistance, hospital assistance and burial assistance. Dakbayan Alagaran – anchored on the church’s Shamar Care Foundation – already has 10,000 members as of this writing. The umbrella organization Shamar Care has been a vehicle

to do community services since 2010 – handing assistance to displaced persons and those hit by calamities. Lapasan Baptist Church was founded in 1987 with 25 charter members. To date, it has a congregation of 1,000 to 1,200 persons on Sunday morning worship services with minimum health protocols. Over the past decades, Lapasan Baptist Church has experienced aggressive growth –

spiritually, numerically on campus. We should know by now that it doesn’t work,” Lacson said. “We need a leader, not a pretender. We need a good leadership track record, not apprenticeship; we need tested honesty and integrity in public service, not lip service and double-speak,” he further said. Cagayan de Oro Volunteer Fire Brigade continues bloodletting drives T HE Cagayan de Oro Volunteer Fire Brigade, in cooperation with the Phil. Red Cross and FilipinoChinese Community, thanked Megasoft Hygienic Products, Inc. for sponsoring the bloodletting activity held in their premises in El Salvador City on September 26, 2021. The activity was led by Bloodletting Activity Sonny Choi, Fire Marshal Jeffrey Ang, Bloodletting Chairman Bernard Go and members Edward Lim, Mikko Ang, Steven Tan, and Elle Jaye Lim. A total of 52 employees successfully donated their blood. The group also held a smaller bloodletting at Solid Shipping Cagayan de Oro Branch on September 16, 2021 where 20

employees donated blood. Present were Bloodletting President Sonny Choi, Fire Marshal Jeffrey Ang and Bloodletting Chairman Bernard Go, with Edward Lim, Harry Sio, and Leonard John Lim. “We just limit the number of fire fighters during these events in compliance with existing health protocols on crowds and gatherings,” said Mr. Ang. “Also, the Red Cross team is already present.” The Fire Brigade’s next bloodletting activity is scheduled on Saturday, October 2, 2021 from 1:30-5:00PM with C One Trading Corporation at the Kauswagan Badminton Court. This activity will be conducted in partnership with the Cagayan de Oro Filipino-Chinese
