120 soldiers ready for deployment

THE Philippine Army’s 7th Infantry (Kaugnay) Division (7ID) will send 120 fresh graduate soldiers to various units in Mindanao soon.

Capt. Mark Ruelos, information officer, said the 120 privates who will be deployed in Mindanao belong to the total 280 soldiers who graduated last January 29, this year.

The departure ceremony which exact date has yet to be disclosed will be attended by families, relatives, friends, officers, enlisted personnel and civilian employees from this command.

Major General Glorioso V. Miranda, 7ID commander, will lead the send-off ceremony.

Each infantry battalion will be given 40 privates to improve its strength--the 69th Infantry Ballation based in Barangay Dalisay, Panabo City, Davao del Norte, 71st Infantry Battalion at Barangay Pangibiran, Mabini Compostela Valley and 84th Infantry Battalion at Barangay Malagos, Baguio District, Davao

City.

After the departure ceremony, the privates will be transported this camp to Villamor Air Base, Pasay City.

PNP 11 files murder raps vs cop in driver slay in Davao City DAVAO CITY - The Philippine National Police (PNP) in Region 11 on Tuesday charged a police officer of murder for shooting 23 times a tricycle driver whom he accused of trying to steal his motorcycle on Monday night in Tugbok, this city.

Police Officer (PO) 2 Jozel Salgon Jorolan, 33, a member of Davao City Public Safety Company of the Davao City Police Office (DCPO) will also be facing administrative charges for the death of Mario Israel Magno, 49.

Police investigations showed that around 7:30 p.m., Jorolan arrived in front of the tricycle terminal in

Barangay Mintal, Tugbok District and parked his motorcycle. The motorcycle fell over but the police suspect did not mind it.

Magno, a tricycle driver, who saw the motorcycle on the ground, tried to fix the motorcycle as it was blocking the terminal entrance when Jorolan saw him. Jorolan then shot Magno 23 times.

At least 23 cartridges were recovered from the crime scene.

Jorolan told investigators that he taught Magno would steal his motorcycle, prompting him to shoot the victim but the suspect could not explain why he fired several times.

Jorolan, who is now in the custody of the Investigation Detection and Management Bureau (IDMB), has undergone drug test but tested negative.

DCPO spokesperson Sr. Ins. Milgrace Driz said investigation also showed that Jorolan was having attitudinal problems in work, sometimes refusing to decline duty or asked colleague to replace him for duty.

According to Driz, Jorolan could have brought and investigated Magno to the nearby Tugbok Police Station after he saw Magno holding his motorcycle, instead the police officer shot the Magno several times. (PNA)

Drug trade in provincial jail rampant

DAVAO CITY – A 40-year old laborer was arrested by police officers after trying to bring drugs hidden in a lotion container inside the provincial jail in Davao del Norte Provincial Capitol Wednesday noon.

The suspect was identified as Anthony Sumaya, a

resident of Purok Pagkakaisa, Mabini, Compostela Valley Province.

According to jail guard Eva Laude Labastida, Sumaya arrived in the provincial jail around 12:20 noon with a bag of groceries.

But upon inspection, Labastida said they found one sachet of suspected drugs inside a lotion container.

Sumaya said he was only

asked by an unidentified woman to bring in the grocery bags inside the prison in exchange for P50.

Sumaya said he was unaware that the package he was asked to deliver had drugs in it.

Sumaya’s arrest adds to the cases of illegal drug trade in Compostela Valley provincial jail.

It is observed that many of the personalities involved in the group calling for the president’s ouster have links with disgruntled politicians who would do everything to stage a political comeback in 2016.

Their involvement in the so-called National Transformation Council (NTC), is a “giveaway” as to their real intention in calling for president’s resignation and this is to divert the president’s focus in his campaign to run after those who plundered the nation.

There is no clamor for the president to resign even with this consistent plot to blame him on the Mamasapano incident. They are trying to simulate an imaginary clamor so that they can go back to power,” Trenas noted.

If the President really has the strong support of the majority of Filipinos, then he has no reason to be jittery.

If he believes that what he had been saying all along that the Mamasapano incident is no reason to derail the on-going peace process, then it is up to the majority of the people to judge him come election time.

The outcome of his political endorsement come 2016 would be the measuring rod of the electorate’s trust on President Aquino. Let’s wait and see.

A lawmaker remarked that some groups are capitalizing on the Mamasapano tragedy to discredit the accomplishments of the administration and diminish President Aquino’s endorsement power in 2016.

“It’s really unfortunate that the Mamasapano tragedy is now being used for selfish political agenda. Even more unfortunate is the fact that even some of our religious leaders are being blinded by these political opportunists,” Iloilo Congressman Jerry Trenas said.

If Trenas’ allegation is true that the people behind the movement to remove President Aquino from office are well organized and well-funded, then the administration is in for a headache. We agree that demolishing the president’s endorsement power is the next-best thing that these groups can get if their plot to grab power will not work out.

Destroying President Aquino’s endorsement power could be a consolation prize in this plot to grab power. This is because the supposed plotters don’t have the support of the people. They don’t have the support of the military and even by police either so there’s no doubt in my mind that this power grab will fail,”Trenas said.

Exoneration of P’noy in ‘Fallen 44 SAF’ nailed Exactly one month after the carnage of 44 members of the Philippine National Police (PNP) elite force, the Special Action Force (SAF) in Mamapasano, Maguindanao last January 25, 2015, the Senate has wrapped up its probe into the tragedy.

At the outset, many believed that the Senate probe, instead, left more questions than answers.

One thing is certain ‘though, the Philippine President, as Commanderin-Chief, was obviously exonerated of any responsibility in the death of the 44 SAF operatives.

Certainly, the Senate carried out the probe in aid of legislation. In other words, the Senate did not carry the probe to determine or find out a probable cause that would identify and pin the possible culprit in the botch police mission.

The Senate probe was also enlightening, especially during the last day, when Secretary Teresita Deles of the Office of the Presidential Adviser on the Peace Process (OPAPP) and Prof. Miriam Coronel-Ferrer, head of the government’s peace panel,

were questioned about the Mamapasano incident. It appears that both Deles and Ferrer could not answer directly some critical questions about the alleged MILF build up in Basilan.

Many also observed that Deles and Ferrer were hard selling the Bangsamoro Basic Law (BBL) and appeared to be unaware of the Mamapasano incident.

In fact, Deles admitted that she learned of the incident only 10 hours after the Mamapasano encounter.

Coronel Ferrer also said that she learned of the incident only past 9 a.m. or almost five hours after the Mamapasano firefight.

Senator Alan Cayetano even asked Deles and Ferrer as to what side are they representing. Of course, both answered that they are representing the government of the Republic of the Philippines. But, some lawmakers think otherwise.

Rep. Rodolfo Biazon, of Muntinlupa, said that Deles and Ferrer and should be fired because Congress has lost the trust on them as government negotiators. Even an ordinary Filipino could recognize

In the end only two persons would be held accountable of the Mamapasano bloodbath.

They are suspended and resigned Philippine National Police Director General Alan Purisima and SAF Commander Getulio Napenas. Take note: President Aquino would come to the rescue of Purisima.

Napenas would become the ultimate sacrificial lamb.

City Council to revisit traffic code, fine-sharing law CAGAYAN de Oro City–– The City Council, under Vice Mayor Caesar Ian E. Acenas, is planning to repeal two ordinances related to traffic.

As of this posting, the fire fight continues, Armed Forces of the Philippines (AFP) public affairs office chief Lt. Col. Harold Cabunoc said.

As of 9:20 a.m. Wednesday, two government troopers were killed and lightly injured 14 members of the 1st Scout Ranger Battalion, a component of the Joint Task Group Sulu, Cabunoc said.

Cabunoc said the government security troops were conducting law enforcement operations against the bandit group when the fighting began.

He said that the Basilanbased ASG were forced to consolidate with Sulu compatriots due to pressure exerted by local government units and their security forces.

Cabunoc said that the ASG sustained several casualties in the encounter as government forces were able to locate their locations and ambush them.

He added that five ASG bandits were definitely confirmed killed by pursuing soldiers but their compatriots were able to drag clear the bodies along

with those wounded.

Cabunoc said field artillery units and Philippine Air Force MD MG-520 attack helicopters pounded bandit positions, further pressuring the ASG. Col. Alan Arrojado, Joint Task Group Sulu commander, said they pounded with artillery fire and air strikes to softened the positions of the ASG bandits as the fighting rages.

Arrojado said they immediately coordinated with the police as well as ordered the different detachments to set up blocking positions and checkpoints to prevent the escape of the ASG bandits.

He said the move was also aimed to prevent the ASG bandits from extricating their wounded companions.

Muyuela, meanwhile said the ongoing operation aimed to capture or neutralize ASG bandits headed

by Hatib Sawadjaan.

"Operation is a joint effort of the AFP , Philippine National Police and LGU in Sulu to seize lawless elements responsible in the series of kidnappings and other atrocities in the province of Sulu and adjacent areas," she said.(PNA)

DOLE-9 bats for convergence strategy to improve industry workers’ conditions in Zambo ZAMBOANGA CITY – The Department of Labor and Employment (DOLE)-9 here has introduced a strategy to improve industry workers’ conditions and enhance their productivity in their workplaces during the recent launching of the Labor Management Cooperation (LMC) Convergence Program at the LM Metro Hotel here with players from the canning and fishing industry in attendance.

As stipulated in its guidelines, LMC emphasizes that “all plant-level DOLE programs and services shall be delivered through one plant-level structure.” Programs on workers’ productivity, occupational safety and health, family welfare, grievances and labor laws compliance shall now be coursed through one single mechanism through organized plant-level committees. This structure will also handle all worker-related concerns and issues at the workplace level.

The guidelines also emphasized that the programs “shall be converged to address decent work deficits, foster harmonious labormanagement relationships and industrial peace, and increase productivity and competitiveness of enterprise.”

“The different programs of the department will be anchored here,” explained DOLE regional director Sisinio Cano. “Each of the workplaces will have this mechanism. We will make use of this vehicle to be able to deliver the programs to the workers and provide them with social protection such as PAGIBIG, PhilHealth, social security,

productivity and others.”

Upon the establishment of this mechanism at the plant level, DOLE will conduct regular monitoring to see if it is sustained. Companies that have adopted and sustained the strategy, shall be awarded with a certificate of compliance by the DOLE. Meanwhile, the DOLE has partnered with the agencies comprising the DOLE family such as the National Conciliation and Mediation Board (NCMB), Regional Tripartite Wage Productivity Board (RTWPB), Employees Compensation Commission (ECC) and others, as well as with the Technical Education and Skills Development Authority (TESDA) to realize the convergence.

One of the strategy’s goals is to have more competent and productive workers. For this purpose, the TESDA shall conduct industry-based trainings and certifications of the workers in preparation for the Association of Southeast Asian Nations (ASEAN) integration. “It is the national government’s aim to certify our workers. This will add credence to them, signifying that we have quality workers at par with their counterparts in other ASEAN countries.”

Similar orientations will also be done for other local industries.

“Through this strategy, we will be able to foster a more harmonious relationship between the workers and the management,” said Cano. “If we have a peaceful workplace, we will have more productive workers.”

Butuanons heave sigh of relief as TASC addresses water crisis

UTUAN CITY – Water consumers here were relieved after a project proponent has employed an urgent measure to address this city’s water crisis since Typhoon Seniang struck on December 29, 2014.

The Taguibo Aquatech Solutions Corporation (TASC) has sourced water from the surface of the Taguibo River by installing a by-pass pipeline and from a deep well to meet consumers’ needs.

The damage wrought

by Typhoon Seniang on Butuan City Water District’s facilities in Barangay Anticala has practically rendered non-functional the water firm’s infiltration gallery and caused extensive waterless condition to most consumers.

Heavy rains caused the sudden rise of floodwater upstream of Taguibo River brought massive siltation that penetrated the infiltration gallery and clogged water toward the main transmission pipeline. Experts said that “To force the situation to continue, gargantuan and perpetual damage to the whole BCWD facility is not distant.”

It was learned that the by-pass pipeline was a stopgap or temporary measure as preparations were made for a permanent pipeline to

tap water from upstream of the infiltration gallery with a distance of 175 meters.

The pipeline will provide 100 percent water supply and normal water pressure needed while rehabilitation works of the infiltration gallery was ongoing. Water will then flow by gravity to the transmission line that will bring water to the filtration plant to undergo filtration and chlorination processes before distribution to consumers.

To provide reliable, uninterrupted water supply to BCWD and its Butuan consumers even in times of drought and high level of turbidity, the Twinpeak Hydro Resources Corporation (THRC) submitted on December 12, 2011 to BCWD an unsolicited proposal for a Taguibo Water Supply Development Proj-

ect under the government’s public-private partnership (PPP) program.

The Securities and Exchange Commission (SEC) issued on April 4, 2013 a Certificate of Registration to Equiparco Construction Corporation-THRC consortium’s special purpose company, the Taguibo Aquatech Solutions Corp.

(TASC).

At its own expense, TASC has initiated the installation of the by-pass pipeline and deep well to provide the water needs of consumers following the water crisis in the aftermath of Typhoon Seniang.

TASC officials assured that as soon as the infiltration gallery’s rehabilitation and the whole project will be completed, consumers will be provided abundant and clean water.

Two top regional leaders says RDC helps address water problem in Caraga BUTUAN CITY-- Two top regional officials said during a recent forum here in the city, that the Regional Development Council (RDC) had helped the water utilities here in taking up measures to address the existing water problems in the region.

National Economic Development Authority (NEDA)- Caraga Regional Director Mylah Faye Aurora B. Carino said during the forum that although the water problem affecting Butuan City was mainly a problem of the local government unit, the RDC helped in addressing the issue as Butuan City was the capital and a premiere city in the region.

Carino said the water crisis issue might hamper the pursuit of the local and regional economic development. Thus, on Jan. 29 the Regional Development Council, through its Infrastructure

Development Committee (RDC-IDC), called up a special IDC meeting on water utilities, chaired

by Committee Chairman and Surigao del Sur Gov. Johnny T. Pimentel.

Carino said that the committee invited the managers of the Butuan City Water District, Surigao Metropolitan Water District, Bislig City Water District and San Francisco Water District of Agusan del Sur. According to Carino, they had inquired from the said water districts the present water situation in their respective areas and what were their plans.

Carino disclosed during that meeting on Jan. 29, that BCWD General Manager Anselmo Sang Tian had admitted before the members of the committee that the city had really experienced water crisis for more than a month, See LEADER, page A15

DTI urges public to avail services of accredited repair shops SURIGAO CITY, Surigao del Norte - The Department of Trade and Industry (DTI) encouraged the general public to avail of services from electronic and automotive repair shops accredited by the agency for the general welfare and safety.

In its latest monitoring, a num-

ber of repair shops are operating without the DTI accreditation as they were not able to comply important requirements including that of having TESDA accredited service technician, basic important tools and equipment, and the prescribed comprehensive general liability

insurance cover, among others.

For the protection of customers, insurance coverage in required for service and repair shops establishments just in case there will be losses and damages of the items or equipment deposited in the shops during fires and/or other incidents.

AN AUTHENTIC ASSESSMENT OF FOURTH YEAR STUDENTS’ PERCEPTIONS TOWARDS AND ATTITUDE DURING THE CONDUCT OF NATIONAL ACHIEVEMENT TEST

Macabalan National High School has been performing well in academics and co-curricular activities, particularly in individual or group competitions. For school year 2013-2014, Sci-Quiz, Math and Science COWD Quiz, Inter-school Rizal Quiz Championships and other similar activities brought glory to the school.

Last month, a woman was also nabbed in the same prison house after trying to conceal drugs inside a sanitary pad she wore while visiting her live-in partner also charged for illegal drug use.

Last December, jail warden of Compostela Valley provincial jail, Jose Mervin Coquilla was held by the New People’s Army (NPA) for investigation on his alleged involvement with illegal drugs trade, corruption and negligence inside the prison.

Coquilla, who heads the Compostela Valley Provincial Rehabilitation Center in Tagum City, was taken by the NPA in Panabo City, Davao del Norte.

Coquilla was later released by the NPA on humanitarian grounds.

Meanwhile, the Philippine Drug Enforcement Agency (PDEA) annual report recently found out that there are more elected officials and government employees involved in illegal drugs trade with 190 arrested in 2014.

PDEA Director General Arturo Cacdac Jr. said the figure is 37.68 percent higher than last year’s data where 138 government officials were arrested for illegal drugs. (davaotoday.com)

by Dr. Norma B. Delima and Dr. Sylvio C. Carciller titled Authentic Assessment of Fourth Year Students’ Perceptions Towards and Attitude During the Conduct Of National Achievement Test (NAT) Leading To Low Performance In Mathematics In Macabalan National High School,

which aimed to come up an intervention plan to increase the Mean Percentage Score in the school, taking only 40, 30 and 10 out of 229 Fourth Year students as the number of respondents for the diagnostic test, survey questionnaire and Focus Group Discussion respectively, revealed that: Twenty-one or 70% of the students perceived that the National Achievement Test is a VERY MUCH important examination, implying that NAT for the students is not just an ordinary test; seventeen or 56% of the students VERY

MUCH care about their individual scores in the National Achievement Test; and twenty one or 70% of the students VERY MUCH care about the school rank in the National Achievement Test.

During the conduct of the National Achievement Test, it was found, based on the reflection papers and the Focus Group Discussion conducted a day after the actual examination, that 77% of them took the NAT very seriously, and that only seven student-participants or 23% took it lightly. Teach It Out Through Gulayan sa Paaralan

The work of the teacher is not limited to the four walls of the classroom. This is extended to what can be learned from outside both environment and stakeholders.

A good example to this is the Gulayan sa Paaralan. The skills of the learner are measured using rubric with indicators to include knowledge, analysis, application among other skills. In addition, values can also be enhanced considering that the learners are responsible to grow what they have planted. Other than these skills, the integration of mathematics and science can easily be introduced. See the learners counting the number of fully-grown plants, identifying the number of vegetables as to variety, and assessing these as to price value. Science can be integrated by naming the insects found and listing the living and

non-living things from the garden. Don’t you find these activities interesting?

Gulayan sa Paaralan is an avenue to measure the support and cooperation of the stakeholders. Such can be validated by the robust eggplants, big hanging “upo”, long swaying string beans, dark green kangkong leaves and healthy leaves of pechay.

In addition, there is an opportunity to link with the stakeholders in the realization and continuity of the program where responsibility is spelled out in the preparation of garden plots, securing quality seeds and seedlings and working out an ideal nursery Gulayan sa Paaralan is an area to shop, grow and harvest green leafy vegetables. What is harvested provides foods for the children through the initiative of most of the schools in holding feeding programs. With the cooperation of the

stakeholders, they come in rotation to prepare the foods for the children with the ingredients coming from the garden. This is one factor that helps the school in addressing malnutrition problems. Some schools are even dependent with their gardens for ingredients.

On the other hand, DepEd has extended the program in the community and call it Gulayan sa Tahanan.

The resourceful children apply what they have learned in school, measured by how they take care of the home garden.

While this initiative is one good innovation found in most of the schools, this is also an initiative that addresses the millennium development goals specifically on malnutrition. We eliminate hunger and at the same time, teach the children the skills, values and attitudes through the outside resources, specifically, the Gulayan sa Paaralan.

increase of 36.03% from the previous NAT result of 38.39. A Mean Percentage Score of 52.25 gave joy and pride to the entire school-community of Macabalan, Cagayan de Oro City. Much thanks also to the external stakeholders headed by the Punong Barangay Norbel S. Saa, to the ever supportive Oro Port President Franklin Uy Siao, and to the Lord God for allowing this to happen.

Indeed, man should do his best, and God will do the rest. To God be all the glory!

The salary for teachers may not be inviting The school assignment may not be so pleasing But one thing for teachers that is so captivating Is transforming a person to be a human being With good values and above all, God-fearing.

SP to revisit Traffic Code, Fine-Sharing law Two ordinances related to traffic will be revisited by the 17th City Council headed by Vice Mayor Caesar Ian E. Acenas.

Councilor Ramon Tabor, chair of the City Council committee on police, fire and public safety, on Monday maintained the need to revisit Ordinance No. 10051-2007, otherwise known as the Traffic Code of Cagayan de Oro. He said the ordinance providing for a fine sharing scheme should also be reviewed.

In his special report during the regular session Monday, Councilor Tabor said that the two ordinances are related and are the subject of complaints of the city’s constituents.

The presiding officer protempore explained that the city’s traffic code imposes penalties for traffic violations that are higher than what is prescribed by national laws.

To name a few he said, in the city ordinance, failure to wear prescribed seatbelts is P1,500 to the maximum of P5,000. But penalty of the Land Transportation Office for the same offense is only P100 and not to

exceed P1,000, he said.

In connection with licenses, Ordinance No. 10551-2007 prescribes a penalty of P1,500, P3,000 and P5,000 for driving with a delinquent, invalid, suspended, ineffectual or revoked license while in the LTO law, penalty is only P1,000; failure to carry license, in the city ordinance is from P1,500 to P5,000 but in the national law the penalty is only P200, he cited.

According to Tabor, while the Roads and Traffic Administration (RTA) would say they are merely implementing the ordinance which is a good defense, he stressed that no ordinance can amend, repeal or modify a national law.

“I fear that if any public apprehended would question this, all of us, especially the RTA and the framers of the traffic code will be held liable, that is why I appeal and request the committee on public utilities to amend the traffic code.

“With due respect to the framers, I would say it is incumbent upon us to revisit this and adjust our traffic code on fines

to at least jibe with existing national law,” Tabor stressed.

Not a gauge Councilor Tabor, who was the overseer of the RTA during the time of then Mayor Vicente Emano, acknowledged the efforts of the RTA in education, information, engineering and other aspects of traffic.

He said fines may be incidental but it should not be a gauge for the success or failure of the RTA’s performance.

“RTA has not been and will never be an incomegenerating department in the city government,” he stressed.

“It doesn’t mean that when collected so much fine you are successful.

On the other hand, an indication that you have not educated well because there are many violations,” Tabor added.

‘My daughter died in my arms’ MAMASAPANO, Maguindanao––Civilians who were wounded in the clash a month ago between Moro rebels and personnel of the Philippine National Police Special Action Force in Barangay Tukanalipao were still trying to overcome the trauma caused by the incident.

Tot Pananggulon, who lost his 5-year old daughter, Sarah, showed to reporters the gunshot wound on his right shoulder that had started to heal.

“My daughter died in my arms,” Pananggulon, who appeared to have lost weight and wan, recalled while staring at the distance.

“It doesn’t mean that when collected so much fine you are successful. On the other hand, an indication that you have not educated well because there are many violations,” Tabor added.

by Ordinance Nos. 9071-2004, and 9942-2005 providing for the sharing or apportioning of the proceeds of administrative

Tabor cited perceptions that some RTA enforcers are encouraged to apprehend violators because of the sharing scheme.

Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. said on Thursday President Benigno Aquino III still maintains faith and trust on the members of the Philippine government peace panel (GRP).

Coloma assured this after Senator Francis Escudero called on President Aquino to replace Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Teresita Deles and government chief negotiator Miriam Coronel-Ferrer as members of the GRP. “The faith and trust of the President to the peace panel members, including Secretary Deles and Prof.

Ferrer, remain intact. They perform their duties based on the guidelines given by the President,” Coloma said in a media briefing in

Malacanang.

Last Tuesday, Senator Alan Peter Cayetano said President Aquino should fire Deles and Coronel for supposedly defending the MILF despite the involvement of some MILF fighters in the bloody Mamasapano encounter that left 44 Special Action Force (SAF) men dead on Jan. 25.

Cayetano asked the President to replace the two GRP officials with representatives who can defend the interest of the Philippine government.

Duterte, former national security adviser to the previous administration and now chairman of the Regional Peace and Order Council (RPOC) of Region 11, fetched the three NPA captives from a rebel camp at noon yesterday.

The Davao City Mayor flew by private helicopter to the rebel camp in an undisclosed place in Gigaquit, Surigao del Norte province to receive the three policemen, the last group of government men abducted and held hostage by the NPAs. After the release of the three policemen by the NPAs, Mayor Duterte proceeded to the office of Surigao del Norte Governor Sol Matugas and turned over the captives to the officials of the province and their families.

Duterte said he decided to talk with the NPA when the families of the abducted policemen went to Davao City to personally ask him to intervene and help them.

“They asked me if I could help them and I said I will talk to the NPAs. I am always willing to help...naaawa ako sa mga kapamilya ng mga na abduct,” Duterte said.

The National Democratic Front of the Philippines said in a statement that the release of the three policemen was ordered as an act of goodwill for the resumption of the GPH-NDFP peace talks and for humanitarian consideration.

One inmate killed, 3 others hurt in Sarangani jailbreak GENERAL Santos City–– An inmate was killed while three others were wounded following a violent jailbreak at the district jail in Ma lap at an town in Sarangani Province on Wednesday night.

Chief Insp. Felixberto Gabayeron, Malapatan police chief, said Thursday a shootout erupted at the Malapatan district jail at around 7:30 p.m.

Wednesday after eight of its inmates attempted to bolt the facility.

He said the jailbreak ensued after two trusteeinmates identified as Ronald Uppos and Roberto Caratayco disarmed and took the lockup keys from duty jail guard Jail Officer 1 Sofreme Autor.

Gabayeron said the suspects then hastily opened one of the jail’s cells, freeing six other inmates.

“We initially heard two gunshots so we immediately responded to the scene and found out the jail guards already struggling with the inmates,” he said.

The Malapatan police station is just beside the district jail, which is run by the Bureau of Jail Management and Penolog y (BJMP).

Gabayeron said one of the inmates identified as Mod Lakim tried to disarm another jail guard but was shot during the struggle by responding policemen.

Lakim later died due to gunshot wounds on his head and chest.

He said three other inmates identified as Jerry Villota, Jerald Caballes and Mitchel Macaso were wounded in an ensuing shootout.

But he said Uppos and Caratayco as well as two other detainees — Gerald Lipasan and Romnick Poster — managed to escape.

“The manhunt against the four escapees is curre nt l y o n g o i n g . T h e y were last seen by some witness heading towards the mountainous area of (Malapatan) Poblacion,” Gabayeron said.

BJMP records showed that Uppos, who is a resident of Barangay Mudan in Glan town, is facing theft charges while Caratayco, who hails from Barangay

Laguimit in Glan, is being tried for attempted rape.

Lipasana, who is a resident of Barangay Upper Biangan in Malungon, is charged with carnapping and Poster, who hails from Barangay Tamban in Malungon, is facing murder charges.

Sr. Supt. Daniel Dequito, BJMP Region 12 director, said in a radio interview that he has dispatched two tracking teams to lead the manhunt against the suspects.

policemen recently sought the help of Mayor Duterte following the successful efforts of the Davao City Mayor to obtain the release of government men seized by the NPAs following failed attempts by other negotiating groups.

On Jan. 20, Duterte obtained the release of Compostela Valley provincial warden Melvin Coquilla who was abducted by the NPAs last year.

The Davao City Mayor asked the NPAs to release Coquilla for humanitarian reasons as the warden’s wife was suffering from cancer and their sons have quit their jobs to focus on the release of their father.

The NPAs accused Coquilla of abuses in the provincial jail and involvement in the supply of drugs to inmates in the provincial jail, charges which were flatly denied by the warden.

Duterte asked higher authorities to investigate the charges against the warden.

The case of the three Surigao policemen was referred to Mayor Duterte last

year, but sources close to the Mayor said he refused to intervene initially to allow local negotiators to work on the release.

“Ayaw ni Mayor na maoffend yong local negotiators kasi sa labas na ito ng Region XI where he is the peace and order council chairman,” the source said.

Duterte, however, was moved by the appeal of the wives of the abducted policemen who said their children have been suffering because of their fathers’ absence.

The Davao City Mayor has promised to work on the release of the hostages for the sake of their children.

Duterte, who himself was held hostage by the NPAs in 1988 when he was campaigning for Mayor of Davao City, had previously worked on the release of other hostages captured by the Communist rebels.

The Communist rebels, however, have shown their trust on the Davao City Mayor, who as a public pros-

ecutor of the city before he became Mayor, reportedly showed fairness in handling the cases against captured NPAs. “I never agreed to the “planting” of evidence against the rebels and I personally asked the judge to dismiss the case during the instances where government had very weak evidence,” Duterte once said of his handling of the cases against captured NPA members.

Over the years, Duterte had served as the “go-to” political leader when government men, soldiers and policemen were abducted by the NPAs. Duterte said the national government must give serious efforts in finding ways to resolve with finality the 42-year-long Communist insurgency in the country, the longest in Asia.

“Government has two choices, we either kill all of them or we talk to them,” he said.

“Killing all of them is obviously not an acceptable

option because after all, these are our fellow Filipinos. So the best way is to talk to them,” he said.

Duterte, who is being convinced by several sectors to consider running for President, had previously said that if he were President of the Philippines, he would invite the rebels to work with him in government, provided that they will agree to lay down their arms.

“These people are fighting for a cause they believe in. Who knows, their ideas may yet help build a nation where people will be united once and for all. This is the best legacy we could leave to our children,” he said.

Duterte said that if after the offer of reconciliation, some of the rebels would choose to continue to take up arms, then government has to pursue and neutralize them.

Towards the termination of the Senate hearings on the Mamasapano incident, Senator Alan Peter Cayetano called for the resignation of Secretary Deles and Professor Ferrer, alleging that the two sided with the Moro Islamic Liberation Front (MILF).

But members of the CSOs believe otherwise, seeing that the gains of the peace process between the GPH and the MILF must be strengthened.

The CSOs consider Cayetano’s call as unfair and anchored on partial and prejudiced understanding on the situation of the Bangsamoro people in Mindanao.

“We believe that resolving the historic injustice committed to the Bangsamoro people towards national unity and country’s progress is the primary goal of the GPH and the MILF negotiating panel,” said Yashira Moner, head of the YMPN Women’s Committee.

officers, members of the Philippine Drug Enforcement Agency (PDEA) and from the intelligence community from all the 20 towns and two cities of Bukidnon are attending the whole-day seminar organized by the DOJ headed by Regional State Prosecutor Jaime Umpa of the Region Prosecutor’s Office in Northern Mindanao.

The seminar intends to correct the errors committed by law enforcers in apprehending illegal drug users and pushers and in filing the cases against them in court.

Umpa laments that most of the cases filed by the police here have been dismissed for reasons caused by lapses in proper procedure.

According to Umpa, Bukidnon Governor Ma. Jose Zubiri sought help from the DOJ to address the worsening situation

with illegal drugs in his province.

Out of 464 barangays, 114 are affected by illegal drugs and have been tagged under Category 3 or with possible existing drug laboratory.

Umpa says, at least 94.5 percent of the municipalities have illegal drug problems.

Gov. Zubiri confirmed that in 2014, at least, 50 percent of police chiefs in his province have been receiving protection money from drug lords.

Of the 22 police chiefs, 12 have been replaced, but has been rejected by the 460 villages and the church because they have been considered unacceptable in terms of performance.

Based on the province’s investigation by the province, the replacements were with low performance in addressing drug problems.

As of January, the 12 police chiefs have been replaced by young police officers and have been performing well to date.

Gov. Zubiri says Bukidnon has been considered as the worst in criminality in Northern Mindanao and one of the worse in the country.

Umpa, in depicting the gravity of the drug problem in the region, suspects the burning of the Hall of Justice building as intentional and may be perpetrated by high profile cases pending in the court.

And, Umpa says, five of the high-profile cases are drug related.

Rate methodology At present, Magelco’s residential rate is lower compared to its neighbors considering that the supply

of power is from PSALM, to which generation mix is dominated by hydroelectric power plants from the Agus River in Lanao and Pulangi in Bukidnon.

Now, through a selffunded rehabilitation, the office building is now under reconstruction and modification that suits the image of an energy company that will trigger the economy of the Bangsamoro.

by February 28, 2015 is the new office building of Magelco that will be called “The Corporate Center.”

Parallel to the reconstruction of the said building is the rehabilitation of the warehouse which will be transformed into a building that will house the Central Warehouse, Board Room, Board of Directors’ Office and most importantly, the Technical Calibration Office.

This two-storey building will be named as “The Materials Science Center.”

Completed already was the rehabilitation of the Guest House or the GMs Quarter.

We are very thankful sa atong local teams nga TLC, ULAM ug ABU sa ilang dakong tabang para ma-plastar ang tanan,” Ylagan said.

Marc Nichalos Alo, head organizer, also stated that more tournaments will follow where Misamis Oriental will host considering the good feedback from the players.

Players were also given a treat by way of a two-night socials party featuring top DJ Clyde Harris, hosted by Raffy James Cabanes.
