Misor lawmaker tells colleagues: make laws, not projects By RUEL V. PELONE BWM Online

VILLANUEVA, Misamis Oriental––Members of the House of the Representatives have primordial tasks of making laws over getting projects for their respective districts, opined Rep. Juliette Uy of the province’s second district as she pushed for the scrapping of the pork barrel system. In a statement, Uy said: “This is why I favor the abolition and the replacement

of the pork barrel system with line item budgeting.” This as she prodded the government to study the possibility of “direct releases” to the local government units (LGUs) and barangays. She said LGUs and barangay are at the forefront of day-to-day governance–– and are also under the strictest coverage of the Commission on Audit (COA). The neophyte lawmaker said the time has come for the government to abolish

the Priority Development Assistance Fund (PDAF) commonly known as “pork barrel” that has been allegedly abused by some lawmakers and private individuals. “The abuse spans years of throwing good money for bad that has severely tainted the legislature and deprived our people of the much need services,” she said. Likewise, Uy was open to the proposal to substract the PDAF allocation from the proposed 2014 national

budget and re-allocate it to rural areas that have serious backlogs in infrastructure, health, education and other social services. “Many of our constituents continually need health, education, scholarship and livelihood assistance,” she said adding, “of course, in re-allocating these and other funds available, stringent and transparent guidelines for implementation should be issued by the executive that shall also be the agencies who shall execute these

projects.” Uy, who is serving his first term as representative of Misamis Oriental’s second district, said: “In effect, it is my opinion that line item budgeting (a detailed listing) of each project in every agency should indeed be done. This is the transparent and effective way of addressing the needs of the country and its people while promoting accountability; a sharp contrast to the previous practice called Rep. Juliette Uy the pork barrel.”

One final hearing on FOI bill, says senator

US senate revises Syria resolution

THE US Senate Foreign Relations Committee reached an agreement Tuesday on a revised resolution on authorizing military action in Syria, setting a time limit and barring US ground troops in the war-torn country. The draft, agreed by the committee’s chairman Robert Menendez and Republican ranking member Bob Corker, sets a time limit of 60 days on US military action in Syria with the option for a single 30-day extension. The resolution also states that no US troops would be deployed for combat operations in Syria. CAGAYAN de Oro City-Between 50 and 200 patients are treated each day for dog bites at the City Health Office, according to a medical officer. Dr. Fe Bongcas said the patients not only come from Cagayan de Oro City but also from neighboring areas in Bukidnon, Misamis Oriental, Camiguin, Lanao

del Norte and Zamboanga. Bongcas said at least 50 and at most 200 people of all ages are given anti-rabies vaccine each day. She added that each patient is given three doses, the first dose for free. Patients have to buy the syringe, which costs P25 per pair outside the health office. “That’s the participation of the patient,” the doctor said, referring to the financial obligations.

Bongcas said there are two kinds of treatments, the active and passive. The medicine for the passive (a dog bite on the face) is the most expensive and is not given free but patients can request financial assistance from the Philippine Charity Sweepstakes Office. “The problem with dog bites is that medicine is expensive,” Bongcas said, “that’s why pet owners See bites, page 15

DepEd MisOcc to allow use of public school buildings for BSKE By Rutchie Cabahug-Aguhob

OROQUIETA CITY, Misamis Occidental - The Department of Education (DepEd) will allow the use of public school buildings relative to the October 28, 2013 Barangay and Sangguniang Kabataan Elections (BSKE). It will not also hold, during the election period, from September 28, 2013 to November 12, 2013, conferences, seminars or any school activity, which might interfere, restrict, or prevent the performance of election duties of the DepEd personnel, except upon prior written authority of the Commission on

Elections (Comelec). Thus explained Jonathan S. Dela Peña, Schools Division Superintendent (SDS) of the Misamis Occidental Schools Division, who said that DepEd will comply with and enforce all orders and instructions of the Comelec relative to the duties and functions of its personnel in the October 28 BSKE. Pursuant to Comelec Resolution 9734, promulgated last July 3, DepEd is also expected to perform such other duties and functions which the Comelec may prescribe from time to time. Together with DepEd,

Comelec Resolution 9734 also deputizes other government agencies under the executive branch and law enforcement agencies and instrumentalities of the government in connection with the October 2013 BSKE. This, as the Constitution, the Omnibus Election Code, Republic Act 9164, and other election laws, provides that the Comelec may deputize certain departments under the Executive Branch, Government-Owned and Controlled Corporations (GOCC) and Financial Institutions in connection with the elections. CdeO is a ‘billionaire city,’ says report CAGAYAN de Oro City WITH a budget allocation of over P 1.1 billion for fiscal year 2013, this port capital of Northern Mindanao aptly earned the moniker as a “billionaire” city, a city treasurer’s report on Tuesday said. The documents were contained in a report to the Bureau of Local Government Finance (BGLF) in Northern Mindanao transmitted by the outgoing City Treasurerdesignate Marilyn P. Legaspi on Aug. 20, 2013. Legaspi transmitted the report on instruction of BGLF Regional Director Susan Ganancial to turn over the money and accountability to the incoming City Treasurer Designate Glenn C. Bañez. Bañez was designated In-charge of the Office of the City Treasurer here effective August 19, 2013 until Feb. 18, 2014 by virtue of BLGF Special Personnel Order No. 035-2013.

Based on the endorsement signed by Legaspi dated August 20, 2013, out of the P 1. 1 billion amount, the total cash in banks for the General Fund was P 832,376,940.19, the Special Education Fund, P 191,283,913.43 and P 100,568,452.67 for the Trust Fund, or a grand total of P1,124,229,306.29. The documents also included the Invoice-Receipt for Transfer of Funds Inventory of Cash as of August 19, 2013, which indicates the city’s accounts with the Land Bank of the Philippines, Postal Bank, Development Bank of the Philippines, Philippine National Bank, Philippine Veterans Bank and PPSB with their corresponding account numbers and amounts. Also submitted were the Inventory of Unused Checks as of August 19 for the three accounts, the Consolidated Report of Accountability for Accountable Forms, and

CAGAYAN de Oro City City Councilor Zaldy Ocon on Tuesday called on the City Council to investigate alleged abuses of big-time fishermen along the coastal areas of Cagayan de Oro. Ocon, in his special report during the regular session of the city council, said small fisherfolk of barangay Bonbon complained to him that big-time fishers are fishing near the shore, contrary to policy that they should only fish in areas over 15 kilometers from shore. He said the big-time fishermen use sonar, “power lights” and small-eyed fishnets to catch the small fishes like tamban near the shore. These big-time fishermen, who go out in bigger boats than the banca of the small fishers, have been depriving the latter of their catch, Ocon said. He also lamented the report that some big-time fishers have thrown rocks at small fishers during the night when they fish, injuring some. Councilors Tabor and Abaday concurred with Ocon that this should be investigated by the committees on fisheries and agriculture. Tabor said it is not only in Bonbon that this situation persists but also in other coastal barangays. He said the law enforcement agencies should support the barangays because the barangays do not have enough resources to deal with the problem. “All stakeholders should be engaged,” Abaday said.

DTI: Register business name first before starting business

UTUAN CITY – The Department of Trade and Industry in Caraga has urged single proprietors to register their business names with the agency before starting business to ensure that the proposed business name is available and registrable.

This was the advise of DTI-Caraga Regional Director Brielgo Pagaran to prevent untoward legal and

administrative constraints in using business names. According to Pagaran, problems arise when the

proprietor has already installed expensive signboards prior to registering his business name only to find out that said business name is no longer available since it is already registered with the agency. Others would get business mayor’s permits first or use the unregistered business name in the packaging and/or labeling their products or in printing official receipts and eventually discontinue the use

of the said name since it cannot be registered for administrative reasons. Pagaran cited Republic Act No. 3883 which refers to a business name as any name that is different from the true name of an individual which is used or signed in connection with his business. A business name is required to be registered in order to gain exclusive rights to use the business name. He explained that pro-

posed business names are verified for availability if such business names are not yet registered with DTI. These are also verified for its registrability as to whether or not the names are composed purely of generic or geographic words; contains names which are deceptive, misleading or which misrepresent the nature of business, or contain close similariy with registered business names particu-

larly those of the same nature of products and services. Pagaran made it clear that for businesses owned by a single person, the business name is registered with the DTI, those owned by juridical entities such as partnersihips and corporations, are registered with the Securities and Exchange Commission, and cooperatives are registered with with the Cooperatives Development Authority.

SURIGAO CITY -- A new mine refinery, owned by Taganito HPAL Nickel Corporation, was inaugurated yesterday in Brgy. Taganito, Claver, Surigao del Norte. SURIGAO CITY – The police leadership here has made sure that everything is in place as the city’s fiesta on September 9-10, 2013 draws near. Surigao City Police Director Supt. Joseph R. It was revealed that there was low productivity of palay in 2011 and 2012 since the region was affected by the typhoons Sendong and Pablo. In 2012, the Caraga has a total harvested area of 155,041 hectares that actually produced a total of 469,205 metric tons (mt.) of palay which yield at 3.03 mt. per hectare. Data presented shows that in 2012, Agusan del Sur has the highest palay production of 240,381 mt. followed by Surigao del Sur with 84,550 mt., Agusan del Norte with 73,595 mt., Surigao del Norte with 64,852 mt. and Dinagat Province with 5,827 mt. The 2013 Food Staples Sufficiency Program (FSSP) of the DA Caraga has a target of 547,484 mt. In the first semester of 2013, the actual production reached to 315,568 mt.

"With a good weather condition, we have our second semester FSS production target of 231,916 mt. which has an incremental target of 35,612 mt. compared to the 2012 second semester actual production of 196,304 mt.," Dahino added. He revealed that DA Caraga has prepared strategies and interventions to achieve an increased palay production and its yield and rice sufficiency in the region. DA bares rice sufficiency in Caraga BUTUAN CITY – The Department of Agriculture in Caraga Region revealed that the region has sufficient production of palay and positive rice sufficiency level. Caraga DA-RFU Operations and LGU Support Regional Technical Director Edgardo Dahino during the Rise for Rice Support the National Year of Rice Legislators’ Congress on August 29 said the region has rice sufficiency level of 78.33 in 2011 and remarkably increased to 86.89 in 2012 and the subsequent years. "Based on the Caraga Rice Sufficiency Level and Utilization data from 2011-216 with a population of 2,429,224 and growth rate of 1.5 percent based on 2010 NCSB Survey, the region will have 100.24 sufficiency level in 2013 and expected to increase on the following years under normal condition," Dahino added. 80 families flee, soldier killed as AFP, NPA clashed in NorthCot

AKILALA, North Cotabato —At least 80 families have fled their homes after clashes erupted Tuesday afternoon between the military and the New People’s Army (NPA) rebels in hinterland Barangay Cabilao here.

The firefight left Sgt. Arnold Vigo of the 57th Infantry Battalion’s Bravo Company dead, said 1st Lt. Nasrullah Sema, 57th IB spokesperson. Armando Laman, a kagawad of Barangay Cabilao, said that 80 families from four sitios (hamlets) of the village evacuated to safer areas when government troops and communist guerrillas clashed at around 4:30 p.m. Tuesday.

Of the 80 families, at least 30 were temporarily housed at the barangay hall, while others have sought shelter in the homes of their relatives and friends in the village center, he said. In a text message to radio station dxND in Kidapawan City, Laman said the evacuees came from sitios Lamudon, Eden, Medang, and Badiangon, all in the hinterland of Barangay Cabilao.

Laman said the fighting has caused fear and trouble among farmers and rubber tappers in the village. “Our farmers, who are depending much on their farm to survive, were prevented from tilling their lands because the tension between the AFP (Armed Forces of the Philippines] and the NPA remains high,” said Laman. Sema separately told dxND that Vigo and his troops were conducting patrol operations in the area when they encountered the NPA rebels. The soldiers were deployed there after the communist guerillas torched last Sunday the processing plant of the Standard Rubber Development Corp.

Vigo was seriously wounded and expired a few hours later at a hospital in Kidapawan City, Sema said. “Before the firefight, a landmine planted along the road leading to the hinterland of Barangay Cabilao went off to prevent soldiers from running after the rebels. MSU to put up extension campus in Sarangani

GENERAL SANTOS CITY — The municipal government of Malungon in Sarangani province has started the preparatory works for the establishment of an extension campus of the Mindanao State University (MSU) in the area. Malungon Mayor Reynaldo Constantino said Wednesday they expect the initial development works for the new MSU campus to begin soon in a five-hectare property worth P5 million in Barangay Malandag that was acquired by the local government. He said the acquisition of the university site was completed last week by the municipal government with the signing of a deed of conditional sale for the property. Constantino was earlier issued an authority by the municipal council through Resolution No. 11-2013-007 “to transact and enter into contract of agreement for the establishment of Mindanao State University (MSU) Malandag campus in a parcel of land containing an area of 50,000 square meters.” As agreed with the landowner, the local government initially released a down payment of P3 million while the remaining balance of P2 million will be paid before yearend. “We’re now gearing for the construction of the initial buildings and other facilities for the university campus,” Constantino said. MSU officials agreed to establish an extension

campus in Malungon two years ago following negotiations with Sarangani provincial officials led by then Gov. Miguel Rene Dominguez. University officials earlier said they consider the opening of the extension campus in Barangay Malandag, which is the biggest village in Malungon and presently being pushed to become the province’s eighth municipality, as strategic to their operations. Constantino said the development of the MSU Malandag campus is being assisted by the provincial government, Department of the Interior and Local Government (DILG) and foreign-backed mining firm Sagittarius Mines Inc. (SMI) He said SMI, through its

education and community development program in the area, provided financial assistance to the municipal government for the acquisition of the university site. The mayor said they have so far raised around P10 million for the initial development works of the university campus. He said SMI contributed some P2 million while the provincial government committed P1 million. Constantino said the provincial government has allotted an additional P7 million that was drawn from its incentive from DILG for being a recipient of the prestigious “Seal of Housekeeping” award during the term of former Gov. Dominguez. The mayor said they have prioritized the opening of schools, colleges and

universities in the area as part of their efforts to improve the lives of their constituents, especially those settled in the upland areas. Around 60 percent of Malungon’s population are composed of B’laan and Tagakaolo residents who are mostly settled in the upland areas. “We want them (upland residents) to also avail of the same opportunities as with those living in the lowlands,” he said in a statement. Constantino added that the project will stand as the legacy of local and provincial officials who had worked to ensure the provision of quality education to the area’s poor students. Debasing the presidency? MANY people do not believe the Malacañang story on Napoles’ surrender because there are only a few answers to a lot of questions. Several observers say they cannot fathom to believe that President has participation in Napoles’ surrender. Why would the President of a country get personally involved in a matter of law enforcement? That’s tantamount to debasing the presidency. Many believe that had P-Noy refused to be a party to Napoles’ surrender, she would continue to hide from the law. First of all, her reason for surrendering is she fears for her life. So, it would be unlikely for her to turn around and run. Napoles didn’t really have any other option than surrender. Evidently, Napoles was in control and called the shots from the time she named the place to meet Lacierda – in a cemetery in the middle of the night — to the time she was escorted to the PNP headquarters, Camp Crame. Why did Napoles insist that she surrender to P-Noy and nobody else? One might argue that P-

Noy agreed to personally accept Napoles’ surrender because of what Napoles claimed: there is a threat to her life and she would surrender only to P-Noy, saying that P-Noy is the only person she could trust. What made Napoles think that P-Noy was the only person she could trust? Had there been any past relationship between Napoles and P-Noy that she can entrust her life to him? If they had a relationship before – business or personal — what was it that P-Noy had done to earn her trust? Why did P-Noy drive to Camp Crame alone and ahead of the convoy that brought Napoles to Camp Crame? Lacierda was reported to have said that as Napoles was about to be taken to Camp Crame, P-Noy decided to go with them. But he didn’t join the convoy; instead he went ahead of the convoy that included Napoles, Lacierda, DILG Secretary Mar Roxas, Carandang, and Cabinet Secretary Rene Almendras. Lacierda said that the reason P-Noy went ahead of the convoy was “to make sure that the place

was secure so he went to inspect the premises himself.” But doesn’t P-Noy know that Camp Crame is the PNP’s national headquarters and is more secure than any place else? It seems that for every question answered, more questions are raised. And this fueled a lot of speculation and conspiracy theories on Napoles’ mysterious “surrender.” Conspiracy theories or not, the circumstances of Napoles’ surrender bring to the forefront of debate how Napoles was able to avoid scrutiny for 10 years spinning a web of corruption that involved senators and congressmen, and, who knows, members of the President’s official family. And who knows, Napoles might start singing like a canary. Indeed, the mysterious Napoles “surrender” could be the game changer in the fight against institutionalized corruption. Many are clamoring for the abolition of the pork barrel system including the P1.5-trillion presidential pork barrel because it breeds corruption and the people want to do away with it. Mr. President, it’s time to listen to your “bosses,” the people.

THERE is no denying that in this highly industrialized era, petroleum is the most important ingredient in ensuring that factories, large or small, keep on humming to churn out goods needed to prop up the economy. Countries with no oil reserves of their own no matter how highly industrialized always end up at the mercy of the oil producing countries and the monopoly that controls its distribution to every nook and cranny of the world. The European countries such as Germany and Asia’s Japan, for example, are highly industrialized countries. But have we realized that these countries need America and its partner Britain more than anyone else in ensuring the flow of oil from its source either in the Middle East or other

If the oil pipeline to these countries is shut off, their economies will collapse and come tumbling down in a matter of hours. And the countries that have total control over this oil pipeline is America and Britain being the only two countries that monopolize the distribution of oil to end user countries the world over. lives of everyone. When oil prices increase for whatever reason domestic economies in the world is affected. Here in our country its immediate cause is the spiral in the prices of prime commodities. It must also be understood that America is so privileged in determining the prices of petroleum products delivered to end user countries. That country enjoys this privilege because it singlehandedly ensures

through its navy and army safe passage and prompt delivery of petroleum products to all corners of the world. If China is willing to earn the ire of its neighbors like the Philippines just for her to have total control of the Spratleys Group of Islands, a suspected oil rich area, it is because of its need for oil to sustain its massive industrialization. And America is trying to subtly position itself as an indispensable force in resolving these conflicting claims over this group of islands for its own agenda. Never imagine that America is doing this because she loves peace, because she loves our country. Is Aquino closing his doors on the NDFP? While the NDFP said it is open to resuming peace talks with the government, it noted that the Aquino government’s pronouncements, and its actions reveal a seeming lack of interest in pursuing the talks. By RONALYN V. OLEA Bulatlat.com

AMID mounting calls for the resumption of peace talks between the Government of the Philippines (GPH) and the National Democratic Front of the Philippines (NDFP), the NDFP said it is open to resuming the talks with the GPH. In his message to the Citizens’ Alliance for Just Peace, Sept. 2, Luis Jalandoni, chairman of the NDFP panel, said, “The NDFP is open to continuing the peace negotiations with the Aquino government, despite the latter’s declarations to the media that it is terminating the peace talks with the NDFP.” Jalandoni referred to the statement of GPH panel chairman Alexander Padilla in April announcing the collapse of both the regular and special tracks and said the government will be taking a new approach to pursue peace. The regular track refers to the formal peace talks, which have bogged down since February 2011. The special track, meanwhile, refers to a proposal for alliance and truce. Both the GPH and NDFP were invited by the Citizens’

405-MW coal plant to rise in M’danao LANAO del Norte will play host to Mindanao’s newest commitment for a coal-fired power plant to be built next year. AC Energ y Holdings, Inc. (ACEHI), the power subsidiary of Ayala Corp., is expecting to start the construction of the plant next year, the listed conglomerate said in a recent disclosure, in a bid to address electricity lack in the island. “The project is currently in pre-development stage s t a r t i ng w it h c le a r i ng operations on the 60-hectare site which include preparation of relocation sites for communities that will be affected by construction,” the disclosure read. “Construction is expected to start in the first half of 2014,” it added. ACEHI entered into a joint venture with Power Partners Ltd. Co. to build and operate three power plants each with a capacity of 135 megawatts (MW) in the municipality of Kauswagan in Lanao del Norte. CIT Y OF MATI, Davao Oriental(PIA): As the ruins of Typhoon Pablo are kept and rebuilt, the provincial government of Davao Oriental is setting its direction towards developing industries to ensure a long-term livelihood for constituents. In an interview, Provincial Gov. Corazon Malanyaon banked on the results of the industry study made by USAID Growth with Equity in Mindanao (GEM) to put on the ground industries recommended by some sectors. USAID GEM recently turned over to Malanyaon two pieces of document of study results entitled The Crop Diversification Options for Davao Oriental Focusing on Baganga, Boston and Cateel and The HV Aquaculture Industry Development Plan. Pending a review on the study, Malanyaon said the province is “quite ready” for investments on oil palm, rubber and cacao which can be intercropped with other crops. “I am quite influenced by what I saw in Indonesia and Malaysia. These are the three high yield crops developed in full scale: the rubber, cacao and the oil palm,” she said. She, however, said that the province still keeps its coconut industry especially in not-devastated areas where “we are trying to enhance our coconut production.” Malanyaon bared that there are “actual investors” on desiccated coconut production while others are coming to “explore investments in the coconut area.” On the other hand, Malanyaon geared efforts to strengthen the tourism industry especially now that the United Nations Educational Scientific and Cultural Organization (UNESCO) is bound to declare Mt. Hamiguitan as a World Heritage site. Straddled in San Isidro and Governor Generoso towns and in Mati City, Mt. Hamiguitan treasures endemic flora and fauna, rare insects and birds including eagles. Expecting the influx of tourists, the provincial government is preparing the visitors management manual to ensure conservation and protection of the area as well as prepare the communities, Malanyaon said. To establish a groundwork for the expected peak of tourists arrivals, Malanyaon explained that road infrastructures are leading to areas “where we can offer interesting sites.” The province has established “loops” of tourist sites such as the Cape of San Agustin in Governor Generoso; Dahican in Mati City; the Aliwagwag Falls in Cateel, among other sites “and even the Pablo-hit areas can also be an area for tourism.” (RGA/ JMDA/PIA-XI)

SM Davao opens craft shop featuring local exhibitors DAVAO CITY -- Retailing giant SM has opened a craft shop to highlight the works of local craftsmen last August 28. The caravan named as My City, My SM, My Crafts is a showcase of traditional arts and crafts mixed with touches of contemporary Philippine design. The August 28 launch located at the specially constructed booth at the atrium of SM City Davao Annex wing featured four local craft makers- Tadeco Livelihood and Training center which makes crafts out of abaca and banana fiber; Crystal Seas makers of handwoven fabrics embellished with pearls; Yvette’s Bags and Bead Collection makers

of crocheted plastic straw bags and Maria Vinecraft which transforms the common Bago-Bago vines into home furnishings. MISAMIS Oriental––The provincial board in Misamis Oriental has approved an ordinance allocating some P 30 million for the operations of eight provincial hospitals in the province, an official said on Wednesday. Provincial Governor Yevgeny Vincente Emano in his letter to the Sanguniang Panlalawigan on August 5, 2013 requested the appropriation to the amount for the eight hospitals in the province. “This is to continuously

provide funds for the hospital operations,” provincial administrator Jun Pacamalan said. He said the P30 million would come from the general funds particularly funds from the provincial engineering office. “Gov. CAGAYAN de Oro City-Twenty one inmates bolted the Valencia City jail about 10 a.m. Wednesday, a report reaching here said. Jail Administrator Jason Reyes said that the inmates ransacked the jail’s armory carted away assorted firearms before fleeing to a sugar cane plantation nearby. He said the jail guards were caught off guard and failed to respond immediately since they were trapped inside the jail compound when the inmates made the daring escape. According to Reyes, the

military and the police has issued a red alert status in Bukidnon and in Northern Mindanao as law enforcers deployed teams to track down the escapees. Reyes said the Valencia city jail is now reviewing the names of the escapees, pictures, crimes committed, and possible escape destination. The resolution contained the implementation plan of action pertinent to the CHED’s closure order of Bukidnon State University External Study Centers in Davao region.
