Davao del Norte Lumads cancel plan to return home as paramilitary attacks renew

D

By JOHN RIZLE L. SALIGUMBA, DavaoToday.com

AVAO CITY – Manobo Lumads from interior Davao del Norte villages and who sought safety here last month cancelled their scheduled return today as report of continued attacks by militiamen reached them. Datu Doloman Daws ay, s p o k e s p e r s on of the tribal organization Salugpungan Ta Ta’nu Igkanugon said the son of another tribal datu was chased by members of the military-backed paramilitary group Alamara in Sitio Pongpong in Barangay Palma Gil yesterday. The Alamara militia were armed with sharp bolos. “The victim is in hiding and only managed to give some details,” said Doloman. Doloman said that the datus of Sitio Pongpong and Lasakan instructed the teachers of the Salugpungan Coomunity L earning C enter, Inc, a private agric ultural school by missionaries,

to leave their school in Sitio Nasilaban for their safety. Sitio Nasilaban is a day walk from Sitio Pongpong and two-days walk from Sitio Lasakan. The Alamara, said Doloman, allegedly declared a “pangayaw” (indigenous warfare) against the communities of Salugpungan. Isidro Indao, spokesperson of Pasaka, a regional tribal group, said they were disappointed by the renewed attacks especially that these occurred only one day after they had a dialogue with the Army. During the dialogue, General Aurelio Baladad, commander of the Armed Force’s Eastern Mindanao Command (Eastmincom),

said “it is prohibited to encamp in schools and public buildings.” “Please tell us, the Mayor (and R eg i ona l Peace and Order Council Chair Rodrigo Duterte), the barangay captain if it happens,” said Baladad. However, Indao said that the Army’s 60th and 68th Infantry Battalion were in fact the ones who “armed, trained and ordered the Alamara.” Kerlan Fanagel, secretary-general of Pasaka, asked then “who is in control of the Alamara.” “If they are not the ones behind the Alamara, then why not disarm them as civilians are not supposed to have firearms? So who is really in con-

trol of the areas where Army units are present?” he said. This was not answered by military officials. But Duterte said during the same dialogue that he “will not stop soldiers to go anywhere” but said to the Lumads to “call me if they do something wrong and I will call them.” Indao said that with Baladad’s and Duterte’s assurance, the Talaingod Manobos were supposed to return to their homes beginning Friday. “But how can t he y do that now when they are being attacked and even their villages are being evacuated,” he said. NPA fighter killed in Tagum City encounter

TAGUM CITY -- Troopers from the Army's 46th Infantry Battalion have successfully foiled an ambush attempt by New People's Army (NPA) fighters n Barangay San Agustin, Tagum City, Davao Del Norte, killing a rebel in the clash Friday morning. 10th Infantry Division spokesperson 1st Lt. Vergel Lacambra said the incident took place at 9:30 a.m. Involved in the botched ambush attempt were 10 NPA rebels. L acambra said the troopers had just attended a stakeholder's meeting from Tagum City and were traversing San AgustinMagdum road when a roadside landmine was detonated by NPA bandits. Heavy firefight ensued as troops swiftly maneu-

vered and returned fire against the NPAs occupying vantage positions. The firefight lasted for 30 minutes where one unidentified NPA rebel was killed. Three soldiers sustained minor wounds and were immediately brought to Davao Regional Hospital and are now under stable condition. Meanwhile, Major Gen. Eduardo M. Año, 10th Infantry Division commander, blasted the NPA rebels for deliberately putting the civilian-commuters and passers-by at risk by planting landmine along roads frequently used by the public. Manobos expressed fear of getting hit in the crossfire between New People’s Army guerrillas and the Army. The lumads also claimed that the Army backs the armed militias under the Alamara, Magahat and Black Fighter. The Manobos are alarmed with the new declaration of a pangayaw, or tribal war, against them. (Medel V. Herani/ davaotoday.com)

BBL must be for peace and justice

Congress must enshrine and protect the people’s aspirations for peace and justice as envisioned in the 1987 Philippine Constitution when it considers changes to the proposed Bangsamoro Basic Law. (GPH) peace panel chair Professor Miriam CoronelFerrer referred to the statement of the framers of the Philippine Constitution which states that “the decision on the Bangsamoro will ultimately rest on what the people want of our country. And what the deliberations and the overwhelming vote in the plebiscite for the Constitution tell us is that they dream of a free people in a democratic society where peace and justice reign.” According to the statement of the Constitutional framers, “the core principle of the 1987 Constitution in mandating a special status for the autonomous regions is human development.” Definitely, it is the aim of the BBL to fulfill this intent. To address the human development of the Bangsamoro people, which will in turn redound to shared prosperity and shared security for the entire country. In this regard, we look up to our legislators for

wisdom and guidance, in crafting a good legislation for the Bangsamoro peoples. An effective way to give members of the House of Representatives and the Senate a deeper understanding of the principles that lie behind the proposed Bangsamoro law is “if our legislators see the BBL within the context of the Bangsamoro’s historical and legitimate aspirations.” The creation of the Bangsamoro will also realize the mandate of the Constitution for social justice for our brothers and sisters who have historically been marginalized politically, culturally and socially. “It is in this regard that we will welcome the enhancement of the BBL without diminishing its substance or purpose as set out in the CAB,” the chief negotiator added, referring to the Comprehensive Agreement on the Bangsamoro signed between the government and Moro Islamic Liberation Front on March 27, 2014. The establishment of the new Bangsamoro government shall be accompanied by the decommissioning of MILF weapons and combatants. This is a victory for the Filipino people.

Plan to award members of peace panel premature

The people of Cagayan De Oro have manifested a strong resistance to the proposed conferment of awards to a Moro leader and officials of the Office of the Presidential Adviser for Peace Process. (OPAPP) here. A Doctorate of Humanities (Honoris Causa) would be conferred on OPAPP Secretary Teresita Deles and the Fr. Masterson’s Award to Mohagher Iqbal, chief negotiator of the Moro Islamic Liberation Front (MILF) and Prof. Miriam Coronel Ferrer on the occasion of the 75th Commencement Exercises of Xavier University, a Jesuit run university, this year.. Residents have reacted to the university’s announcement of conferring the awards to the three “leaders.” The university officials have extolled the

members of the peace panel for contribution to “social development and in pursuing lasting peace in Mindanao.” “We do not disapprove to the conferment of the awards, but giving the awards at this time when the emotions are high due to the killings of 44 Special Action Force (SAF) in Maguindanao that involve the MILF is ill-advised,” City Councilor Ramon Tabor said. Tabor, who is an alumni of Xavier University, also expressed the sentiments of other alumni who detest the announcement by the university officials. Other people also surmised that the awards to recognize the OPAPP and the MILF are also prematured. “The Bangmoro Basic Law that OPAPP and the MILF is pushing has attained

In a bid to reduce new Ebola infections to zero by April 15, Sierra Leone has embarked on a door-to-door search of suspected cases. But there are questions on missing Ebola funds. Sierra Leone on Wednesday launched a door-todoor search for “hidden” Ebola patients. Dozens of healthcare workers were deployed in remote parts of Port Loko district, east of the capital Freetown. Emmanuel Saffa Abdulai, an activist with the Society for Democratic Initiatives (SDI) in Sierra Leone voiced out in an international television interview the increase in new cases of infection could be attributed to non-compliance of safety

regulations on Ebola. These include unsafe burials and patients being hidden from the authorities. “My hope is that the authorities would be able to enforce the regulations and ensure that the num-

bers don’t go up as they did recently, the activist said. The campaign which will last for two weeks follows a larger operation last December in which hundreds of volunteers knocked on doors across the west of the country in a campaign dubbed “The Western Area surge”. According to Abdulai, a lot of people are scared and don’t want to let their loved ones who are sick go to Ebola treatment centers – this has caused a lot of spreading around. “It’s an issue of misperception and continual education and awareness.” Sierra Leone has seen more than 11,000 Ebola cases and 3,400 deaths dur-

that the government is also forcing people to chew the BBL “hook, line, and sinker.” Thus, perhaps, the officials of Xavier University here wants to take the lead of in the effort to “force the Cagayanons” into accepting the BBL amid uncertainty. Many also accused the university of disrespect to the emotions and apprehensions of the people of Mindanao. Even in the absence of the Mamapasano incident where 44 SAF were slaughtered and butchered at close range, the conferment of the awards to the MILF leader and government peace panel officials, at this time, is an exercise of duplicity. Tabor said the that awards are welcomed, but it can wait until the appropriate time comes. Definitely, the time has yet to come. -0-react: crisguardian@ yahoo.com

ing the epidemic which has ravaged West Africa. Rush to reach zero cases? I guess, this remains as a dream. Reducing the number of new Ebola infections to zero in the three worst affected countries; Liberia, Guinea and Sierra Leone is possible, the UN Ebola coordinator David Nabarro told the General Assembly on Wednesday (18.02.2015) Nabarro however stressed that the zero goal can only be achieved “if local communities stop unsafe burials and healing practices that involve human contact”. He said that while each week there are 10 times fewer cases of See doring, page A11

MILF commander shuns interview with probe body By Froilan Gallardo MindaNews

S U LTA N K U DA R AT, Maguindanao -- A commander of the Moro Islamic Liberation Front who was instrumental in stopping the clash in Mamasapano, Maguindanao on Jan. 25 has refused to be interviewed by the board of inquiry formed by the Philippine National Police to look into the circumstances behind the incident. Wahid Tundok, commander of the 118th Base Command, met with the BOI in the MILF’s Camp Darapanan here on Wednesday, but for unknown reasons declined an interview with the probe body despite assurances by MILF vice chair for political affairs Ghadzali Jaafar of full cooperation by the rebel group. Tundok was supposed to be a key witness to what really happened on Jan. 25, when members of the PNP Special Action Force

engaged Moro rebels in a clash that has imperiled the peace process between government and the MILF. The encounter left 44 SAF commandos, 18 MILF fighters and at least five civilians dead. The area of operations of the 118th Base Command lies adjacent to the 105th Base Command, the MILF unit that fought the SAF commandos in Barangay Tunakalipao, Mamasapano last Jan. 25. “We wanted to ask him (Tundok) about the Mamasapano incident. I wanted to make a sense of what happened,” BOI chair Police Director Benjamin Magalong said. Magalong and the entire BOI suspended their investigation of the SAF survivors when they received word that the MILF had granted their request to interview Tundok. Brig. Gen. Zamboanga City rotational brownout up 4 hours daily

Z

AMBOANGA CITY- The rotational brownout in this city has increased from two hours to four hours daily. Eng’r. G e orge L e desma, Zamboanga City Electric Cooperative (Zamcelco) general manager, attributed the increase in brownout hours to the preventive maintenance shutdown of another Mindanao coal-fired power plant of the Steag State

Power, Inc (SPI) in Villanueva, Misamis Oriental. Ledesma said the Steag 1, which has a capacity of 105 megawatts (MW), was placed under preventive maintenance starting on Monday. The preventive maintenance work on Steag 1 is set to complete on the second week of March. Ledesma said the Steag 1 was the second to be placed

under preventive maintenance shutdown. He said the first to be placed under preventive maintenance was the Steag 2, which also has the capacity of 105-MW. He said the preventive maintenance work of Steag 2 started on February 19 and is set to be completed by March 2. He said the preventive maintenance shutdown of the Steag

1 and 2 cut down the number of megawatts SPI provides to the Mindanao grid by 210 MW, resulting to four hours in power outage in this city. He said explained that every hour of brownout is converted to a power shortage of 4-MW, which means there is a shortage of 16-MW Zamcelco is getting from the Mindanao grid. He disclosed that Zamcelco,

Mindanao’s TreeVolution breaks India’s record By Alfonso T. Ruda

The 1st local Bird Festival formally opened Friday at the Zamboanga State College of Marine Sciences and Technology (ZSCMST) with Mayor Beng Climaco as guest. The Wild Bird Club of the Philippines (WBCP) has recorded at least 49 bird species, mostly migratory that can be found at the 24-hectare wetlands of the ZSCMST, which is also the school's aqua-culture site and documented as the first breeding ground of the Great Egret in the country.

which has more than 100,000 member-consumers, has the peak load demand of 78 MW. Zamcelco president Omar Sahi disclosed that Zamcelco is getting 18 MW from the Therma Marine, Inc. (TIMI), 18 MW from Mapalad Power Corporation (Mapalad) and the remaining needed electricity from the Power Sector Assets and Liabilities Management. (PNA)

DIPOLOG CITY – It is confirmed that India’s record as having planted the most number of trees in one hour is now history. Mindanao’s TreeVolution beat India. Department of Environment and Natural Resources-Z amboanga del Norte Prov i n c i a l E nv i ron m e nt and Natura l Res ources Office(DENR-PENRO) announced that the Mindanaowide tree planting activity last year dubbed “TreeVolution: Greening Mindanao had surpassed the record earlier established by India. Maribel Acama of PENRO-Zamboanga del Norte

said the 2.294 million trees planted in one hour in the different regions of Mindanao had broken India’s record and it was officially entered as the new record in the Guinness B ook of World Record. It maybe recalled that DENR in partnership with Mi n d an a o D e ve l opm e nt Authority (MINDA) spearheaded the tree planting activity on Sept. 26, 2014 from 8:30 to 9:30 a.m. Among the trees planted during the one-hour activity include cacao, coffee, rubber, mangrove and fruit trees. Prior to Mindanaoans’ recording-break accomplishment, India had 1,945,535 trees planted in one hour in 408 locations, making it in the Guinness Book of World Record. The regions that participated in the record-breaking tree planting activity are

regions 9, 10, 11, 12, 13 and Autonomous in Muslim Mindanao (ARMM). F o r i t s f e a t , D E N RPENRO thanked all those who participated in the said undertaking. The Mindanaoans’ accomplishment did not only bre a k India’s re cord but it also helped in achieving DENR’s 2014 National Greening Program (NGP) target for Mindanao, and contributed to the realization of its target to plant trees in 690,815 hectares by 2016. Guinness Book of World Records is the official reference and u lt imate authority for world records and has been recording the world’s achievement since 1955 wherein copies are distributed in more than 100 countries and translated into 20 languages. DA’s village-type processor churns export quality corn By Pat Samonte and Aurelius Arais

U T UA N CITY – “Superb!”, was how Barangay Captain Demetrio Tabelon of Tiniwisan here described the qu a lity of c orn churne d out by the Village-type Corn Postharvest Processing facility provided by the Department of Agriculture-Caraga.

“Before the establishment of the project, it was difficult for us to sell our corn due to poor quality. We were forced to sell our products at very cheap price,” Tabelon said. “With the setting up of the facility, buyers like feed

millers now come to us to buy processed corn,” he noted. Turned over by the Department of Agriculture in June, 2013 to Saint Gabriel Multi-purpose Cooperative, the project is currently benefitting corn farmers in Tiniwisan and neighboring barangays and municipalities covering 200-hectare

corn-producing area. The facility has a capacity of 10 tons per load and can process newly-harvested corn on cob which comes out dry in kernel form ready for sale. Another 10-ton capacity processor has been established in Las Nieves, Agusan del Norte covering 450-hect-

are corn area in 10 barangays. Bunawan and Talacogon towns in Agusan del Sur will soon be recipients to a similar project, DA-Caraga said. An expanded version of the project will also put up in Agusan del Sur towns like Esperanza and Trento towns, it added.

DENR-13 set aside P71 million for mangrove rehab BUTUAN CITY- DENR Caraga regional director Nonito M. Tamayo, on Monday, has announced that about P70 million was set aside for the rehabilitation of mangroves and beach forest in 1,938 hectares coastline and beaches in Surigao del Norte, Surigao del Sur, Dinagat province and Agusan del Norte. Director Tamayo said the DENR shall rehabilitate the mangrove and beach forests particularly in the disasterrisk areas since they are considered effective natural defenses against calamities. He said several teams of forest technicians were sent in those provinces to conduct site development, assessment and mapping were the mangrove propagules will be planted. Even the beach owners along the coasts of Surigao del Norte and Surigao del Sur including Siargao have been asked to participate in developing a beach forest. The rehabilitation program shall be supervised by the Ecosystem Research and Development Cluster Office headed by Forester Maricar Aguilos.

The Department of Budget and Management is expected to release this month the P1 billion budget for the project on top of the P6.8 billion fund allocated for massive reforestation activities under the National Greening Program (NGP) all over the country. Director Tamayo said the DENR is pursuing the rehabilitation of mangrove areas considering the devastation caused by strong typhoons that hit 171 cities and municipalities in the Visayas and Mindanao in previous years. The mangrove forests extent in the country have dwindled to about 120,000 hectares over decades based on a study “Mangrove Rehabilitation in the Philippines” conducted by J.H. Primavera and J.M.A. Esteban. The study cited the expansion of fish and shrimp culture and pressure from growing population as the cause of decline. The authors said there were attempts in the past years to rehabilitate mangrove forests but “the longterm survival rates have been

founded to be generally low at 20 percent survival rates." The poor survival was attributed to inappropriate species and site selections. “The favored but unsuitable Rhizophora are planted in sandy substrates of exposed

coastlines instead of the natural colonizers Avicennia and Sonneratia,” the authors said. “A wider policy direction is also needed to make mangrove rehabilitation more effective,” the study said. (Eric Gallego, DENR-13/PIA-Caraga)

NOTICE TO THE PUBLIC

SURIGAO CITY, Surigao del Norte – The Department of Trade and Industry (DTI) has turned-over several units of weaving and twining machines as Shared Service Facility (SSF) for Geonets Production to the Claver Coconut Farmers Multi-Purpose Cooperative (CLACOFARMCO) at their plant site in Sitio Pangi, Brgy. Daywan, Claver, this province. The SSF Facility consists of 100 units twining machines and 10 units of weaving machines that will be used in the production of coconets or coco fibernets/geotextiles. The total project cost is placed at P550,000. Coconets are derived from the fibrous husks of coconuts. The fiber extracted from discarded coconuts husks, which is commonly called coco coir, has to undergo further twining and weaving for it to become a geotextile. The coconets are laid on the sloping areas to prevent the land from eroding and being washed away during rainfall. After about three to six months, vegetation can already be seen in geonets covered areas that makes the soil more stable. On his inspirational message, DTI provincial director Celestino L. Negapatan emphasized that the SSF project aims to improve the production capacity and efficiency of the present operation of CLACOFARMCO by way of providing necessary equipment. He encouraged the cooperative to produce more

quality products using the machines they recently acquired. On his part, Claver Mayor Eddie P. Gokiangke assured the co-operator more support and assistance from the local government unit. He emphasized that the growth of the local coconut industry will give positive impact to the community as it will increase the income of the farmer-members. SSF Coordinator, Ma. Theresa Z. Calang presented and reviewed the provision of the SSF Memorandum of Agreement (MOA) emphasizing to the proponent co-operator for them to effectively manage, operate and take care of the shared service facility properly and in accordance with the provisions of the MOA. The launching and turnover ceremony of the SSF facility was formally instituted with the signing of the Memorandum of Agreement (MOA) by director Negapatan and CLACOFARCO President Delfin Lopez, witnessed by Mayor Gokiangkee. L earning star ts at home. It is true that home is the first school of any child. The child starts to learn everything first from home. But there is another home where they are correspondingly guided and educated and it is called a “school”. When a child enters the school it may be possible that he can get better environment. School is the basic foundation of knowledge being imparted to a child. It gives a chance to children to acquire knowledge, and not only this; it’s also the school responsible in moulding the learners into a responsible individual in the society. But how could the school provide an effective teaching – learning process? Apparently, there are important fac-

tors that the school must take into consideration in order to achieve the desired objectives. DepEd has created an imperative need for schools to identify tools, strategies, and model programs that enhance the safety and success of all learners and the professionals who serve them. Because young people are legally required to attend school, school personnel have a corresponding duty to provide children with a safe, secure, and peaceful environment in which learning can occur. Achieving this end requires that every school district and each school develop a school safety plan. Development of such plans is not limited to the school alone but must necessarily involve the entire community, parents, local government

officials, civic organizations, private sectors, and other public stakeholders. Over the years since 2003, Brigada Eskwela – one of the DepEd’s major initiatives, has become a movement that has ensured the readiness of public schools for school opening. This week long maintenance work which engages all education stakeholders enjoining local communities, parents, alumni, civic groups, local businesses, NGO’s, private individuals and even teachers to contribute their time, effort and resources in ensuring that public schools facilities are set in time prior to the start of classes and this Brigada Eskwela aims to give our pubic students an environment that is more conducive to learning.

Being a Teacher: It is not about “teaching” alone By Santiago R. Zerna ESP-1 Concepcion Elementary School District 7 Valencia City

Teachers are created to serve the society through their sound mind and patient heart. Being a child’s guide light in traveling to the bright future, they are made to teach and mold young minds. It is a teacher’s duty to equip skills and knowledge to students, believing that these are their tools to conquer all future challenges in real life. The happiness of being a teacher is to see her students march in the aisle, wearing each of their toga to get their diploma. It is when she see Engineers, Accountants, Scientists,

Journalists and other else along the way, remembering that these great people are her students years back. Further, her happiness is to serve and see that all of her sacrifices, dose of patience and teachings have resulted to an overwhelming outcome. Every student has encountered different kinds of teachers to whom half of them are hated and other half are loved. However, it is certain that all are appreciated even those teachers who disappointed, scolded and insulted them because it is through those unfavorable times, learning is gained.

THE IMPORTANCE OF THE DOWNLOADING OF SCHOOL MOOE FUNDS By Lynneth R. Abrogueña

MO OE stands for Maintenance and Other Operating Expenses and it plays a vital element in the continuous operation and management of all schools in the Department of Education. The Legal Bases’ for these are: a.) Department of Budget and Management (DBM) and DepEd Joint Circular No. 2004-1 dated January 01, 2004 entitled Guidelines on the Direct Release of Funds to DepED-Regional Offices and Implementing Units;’ b.) Section 10, Republic Act No. 9155 (Governance of Basic Education Act of 2001) which provides that the appropriations intended for the regional and field offices (elementary/ secondary schools and schools division offices)

are to be allocated directly and released immediately by the DBM to the said offices. Consequently, MOOE funds once released are directly downloaded and deposited in the bank accounts of the schools, which help to facilitate and fast track the utilization of the said funds to be used for school maintenance and management. The MOOE funds shall be for the following usage: a. To fund activities as identified in the approved School Improvement Plan (SIP) which are for the implementation in the current year particularly in improving learning outcome and as specifically determined in the Annual Improvement Plan (AIP) of the school. b. To pay expenses for

Being a teacher is not simply being an educator by profession but it is all about being a public servant. She is also, at the same time, a parent to children who are not from her own home and a leader to students who could possibly her own leader someday. Teachers are people performing different kind of duties. These people are entities who correct wrong doings and scold once mistakes are committed. More often than not, teachers are ones congratulating students during times of achievement and success. There could also times that teachers are friends and comforting shoulders students turn to. Teachers mold and educate people of the future world.

utilities such as water, electricity, etc. c. To procure school supplies necessary in classroom teaching. d. To pay salaries for janitorial/security services and lastly to use for other mandatory expenditures except for the procurement of textbooks and other instructional materials, and school furniture and equipment. (DepED Implementing Guidelines on the Direct Release of MOOE Allocation of Schools to the Respective Implementing Units) In summation school heads must ensure the economic use of resources and see to it that it goes to the appropriate projects, services and supplies that are needful to be funded. Likewise, budget therefore should be a result of corporate efforts of all those concerned with the needs of their students. (www. kenyaplex.com)

NGCP holds first technical convention for electrical engineers As part of its efforts to push for the continuous training and development of grid operations personnel, Philippine grid operator NGCP organized its first ever technical convention for electrical engineering practitioners from the power transmission and distribution industries. A total of 141 engineers -- 119 from NGCP and 22 from private distribution utilities (DUs) and electric cooperatives (ECs) -- participated in the two-day program held at the Sulo Riviera Hotel in Quezon City on December 2-3, 2014. The training program included a discussion of fundamental industry topics covering system operations, planning and engineering, operation and maintenance, as well as non-technical topics on communication and professionalism, which aim to improve the soft skills of these engineers. NGCP is accredited by the Professional Regulation Commission (PRC) as a Continuing Professional Development (CPD) Provider. The partici-

pants earned 16 of 45 CPD units required in the renewal of the engineers’ licenses. “We recognize the interconnected roles of transmission and distribution in providing reliable electricity to our customers. The best way to ensure continuous development of our people and processes is to focus on training. This technical convention is a training tool that hopes to achieve just that. It facilitates cooperation, knowledge capacity building, and technical exchange among the engineers of NGCP and our partners from the DUs and ECs,” NGCP President and CEO Henry Sy, Jr. said. NGCP’s Human Resources Department ensured that the syllabus included topics that provided opportunities for the well-rounded development of power sector professionals. Plenary session topics included Transmission Planning, System Operations 101, and Safety. There were concurrent sessions on various topics such as Substation Operation and Maintenance,

WHILE I went to the Port of Cagayan de Oro in barangay Macabalan last Saturday to be part of the coverage team to welcome the small but inter-Asian cruise ship MS Caledonian Sky, security at the port complex was airtight. The taxicab that I was in first went to Gate 2 and the guard there said that all vehicles bearing visitors to the docked cruise ship must pass by Gate 4. The guard at Gate 4 donned us a hard hat and a reflective vest because according to him, all non-passengers who will step inside the pier vicinity must have those. Then the guard instructed the driver to take

me to Gate 1 since only vehicles which will park inside the pier are allowed to pass by Gate 4 and that I need to be dropped off at Gate 1 and go straight to the berthing area alone. True enough when I arrived at the welcome area, even the DOT personnel were donning hard hats and reflective vests per PPA regulations. Meanwhile, Limketkai Mall has one of the strictest security protocols among commercial establishments here. Bags are separately checked just like what they do in airports. That kind of security is not implemented elsewhere as far as CDO is concerned. At

SM Cinema, guards use large flashlights which can penetrate your bags and see whether you’re bringing even the tiniest camera around. (So ladies if you’re planning to watch a movie, please don’t tow your lingerie around. The guard can surely see that.) After the bombing at Limketkai Center in 2013, outdoor restos have learned their lesson. OIC which also doubles as Watever and triples as BFB cordoned off their huge vacant area and guards now check each bag of each entering customer. Just like at SM Cinema, they also use huge flashlights to ensure that no bladed

weapon is sneaked inside. Lifestyle District has a similar security measure. But sadly, not all public areas in the city are that strict in implementing security. I will dedicate the rest of the space in this column edition to all public entities here which are potential security breaches. At Centrio Cinema and at the entrance of the Gaisano Cinemas lobby, guards merely frisk your belongings for compliance. They do not really care whether there are cameras in your bags. If I’ve been watching movies since 2013 at both Centrio and Gaisano and my camera is with me all the time, think of the

dozens of times that I have sneaked my camera inside. Next, the layout at Grand Central is similar to the appearance of OIC, Lifestyle District and the bombedout Limketkai Parking Area – they’re all al-fresco concepts. Sadly, the guard at Grand Central doesn’t frisk customers, probably thinking that they all come from the AB crowd. That’s definitely true but if I were a terrorist, I could just easily blend in with the crowd. Grand Central hosts a lot of concessionaires – Razon’s, Chez Marie, Haze, Gulp Juicery and Sanctuary. Give and it will be given to you. They will pour into your lap a good measure--pressed down, shaken together, and running over. Although Umpa did not name names, he said the result of the investigation done by the task force is important. He reiterated that once proven that the fire was arson, the nest level of investigation is to identify the culprits or, the suspects behind the incident. Umpa said: “One of the effective ways to defend yourself––if you are charged with heinous crime––is to burn the Hall of Justice where your cases is pending.” “In the absence of hard evidence, those people who are charged with illegal possession of explosives, firearms, illegal drugs... these cases, in all likelihood, will be dismisssed,” he told reporters. He added: “Wala na may ebidensiyia. We cannot prove anymore our case in court.” He also said that a judge confided him that he will dismiss all criminal cases pending before his sala. Umpa admitted that it will be hard to reconstitute some of the judicial documents and pieces of evidence. “How can you reconstitute an explosive when it has already exploded inside the burned Hall of Justice... the firearms, the drug specimen,” said Umpa. However, he said, cases such as murder where the only evidence is the statement of the eyewitness or those that requires only testimonial or, documentary can be reconstituted. was made of wooden and bamboo materials. She said that the eldest son had already left their house to pursue his parents to go back home when the fire broke out. The children were sleeping in the living room where the fire started, said Longakit. She said the parents arrived home at around 8 p.m. with their eldest son. The house was already gutted down. Capinonan Punong Barangay Felipe Estender with the help of the police and the Bureau of Fire Protection (BFP) brought the charred remains of the 5 children at the Barangay Hall. Longakit added that the parents could be liable for child abuse as provided under Republic Act 7610. The charred remains of the 5 children have already been laid to rest on Tuesday, said Longakit. in Villanueva, Misamis Oriental. Ledesma said maintenance work on Steag 1 started last Monday and will be completed on the second week of March. The power plant has a capacity of 105 megawatts (MW). Ledesma said Steag 1 was the second plant in Mindanao to be placed under preventive maintenance shutdown. He said Steag 2, which also has the capacity of 105 MW, was also placed under preventive maintenance last February 19 and is set to be completed by March 2. He said the maintenance shutdown of the Steag 1 and 2 has reduced power supply to the Mindanao grid by 210 MW, causing four-hour outages in the city. Ledesma said the blackouts are being implemented by feeder. Zamcelco has a total of 24 feeders servicing more than 100,000 member-consumers. He explained that every hour of blackout is equivalent to a power shortage of 4 MW, which means a total shortage of 16 MW for Zamcelco. He said Zamcelco has a peak load demand of 78 MW. (MindaNews)

from page A1 De Oro City and even some heads of Xavier University’s alumni associations have expressed the apprehensions of the untimely awards at the time when the peace process have yet to be consummated,” Tabor said. He said that the university officials could extend the award only after the peace process would have been successful. “It is premature to extend the award this time, especially that the emotion remains high after the slaughter of 44 Special Action Force (SAF) in Mamapasano, Maguindana last month,” Tabor said in a radio interview here Friday. He said that the parents, relatives, and friends of those

who are supposed to attend the commencement exercises are anxious over the presence of armed groups in an otherwise festive mood of the graduation rites. According to Tabor, the presence of top MILF officials would compel the military and police to impose a high level of alertness around the university campus and in the entire city of Cagayan De Oro during the university’s graduation ceremony. “Some parents have already intimated that they would skip the graduation rites if the awarding ceremonies involving the Moro rebel and members of the Office of the Presidential Adviser for Peace Panel would pursue,” he said. Aside from Iqbal, the university would also confer a doctorate degree (Honoris Causa) to Sec. Teresita Deles, head of the government peace panel and Prof. Miriam CoronelFerrer, the government’s chief peace negotiator. Tabor said that it is certain that the MILF and OPAPP officials would be bringing along a team of armed security personnel. “The presence of the armed men would induce an atmosphere of uneasiness,” he said. University President Fr. Roberto Yap said that the Board of Trustees has made the decision to award Iqbal, Deles, and Ferrer during a meeting last Nov. 29, 2014, two months before the killing of 44 members of the Special Action Force (SAF) during the Mamapasano tragedy. Yap said that despite the shortcomings brought by the Mamapasano tragedy where 44 Special Action Force (SAF) of the Philippine police and 18 MILF were killed, the university still believed in the government and the MILF’s commitment to peace. “The awardees are leaders who endeavor to keep alive the hope that dialogue, negotiations, and kept the peace agreements in lieu of guns, violence, and war,” Yap said.

from page A5 Jr., chief of the government Coordinating Committee on the Cessation of Hostilities, and his counterpart in the MILF Rashid Lidasan said it was Tundok who called the MILF field commanders and told them to disengage because they were fighting government troops. The government and the MILF have a ceasefire agreement, one of many agreements signed in the course of onand-off talks since 1997. Magalong said Tundok could have clarified his role in helping the truce committees put a stop to the fighting in Mamasapano last Jan. 25. “We cannot force him if he does not want to be interviewed. That is his right. Our investigation has no force of law to compel anyone to testify,” the police official told reporters after Tundok told him of his decision. Magalong had to be contented in talking with Jaafar in a closed-door meeting that lasted for an hour. Jaafar said the MILF was cooperating “fully” with the BOI and has allowed them to interview their field commanders. He said the BOI’s only request was to interview Tundok, which the MILF Central Committee approved.

“The MILF is complying with everything that has to do to forward the peace process,” Jaafar said. Jaafar himself led the convoy of the BOI to the MILF main office in Camp Darapanan in Simuay Wednesday. The MILF official told reporters that the seven-man MILF special investigation body headed by a member of its central committee has nearly completed its investigation of the Mamasapano incident. He said the MILF will submit its report to the Malaysian facilitator in the peace talks once their investigation is concluded. “It is standard procedure in our negotiations to submit any documents to the Malaysian facilitator who is the neutral party,” he explained. Magalong said they would like to get hold of a copy of the MILF investigation report before concluding their own investigation. The BOI arrived in Cotabato City last Tuesday and interviewed SAF survivors. They also visited the bloody battlefield in Mamasapano on the same day. A BOI member said they were particularly interested on why the 55th SAF Company did not go to the line of coconut trees and bananas just 500 meters from the battlefield where they were annihilated by the MILF fighters who had surrounded them. “Cover and concealment is always a requisite in military maneuvers. We studied them in military and police schools,” the official who asked not to be identified said. “We think the SAF commandos did not know the terrain when they arrived at the site Sunday dawn. It would have been a different story if they have reached the coconut trees,” he said. The official said the MILF fighters knew the terrain and made use of the advantage of cover and concealment behind the coconut trees. Aside from Tundok, former PNP chief Director General Allan Purisima also declined to be interviewed by the BOI. Purisima, however, has testified before the Senate committee on public order and safety, where he divulged, among others, the exchange of text messages between him and President Aquino while the Mamasapano operation was going on. Magalong said he is confident that their investigation will be substantial and done

without “sacrificing its quality.” (Froilan Gallardo/MindaNews)

from page A4 rica than last September, preventing the final 10 percent of infections, about 120 to 130 new cases may well be the hardest part of the response because “it’s like looking for a needle in haystack”. According to the World Health Organization, there were 128 new confirmed cases of Ebola in t Guinea reported 52 new confirmed cases; Sierra Leone had 74 new cases, 45 of them in the capital Freetown while Liberia reported 2 new confirmed cases. More than 9,300 people have so far succumbed to the deadly virus which has infected over 23,200 people since the outbreak began more than a year ago. Have been Ebola funds misuse? If yes, shame on those who did! The United Nations will publish a report this week on how it has spent funds for the Ebola response mission (UNMEER). This will be the first time the UN is accounting for the money according to a top official. “This week we are going to show you how transparent the operations of this fund have been. We will publish a report about what is being done with all the contributions,” Nabarro said. Sierra Leone is struggling to explain 2.6 million euros which had been donated to fight the epidemic. The discrepancy was revealed in a report presented by Laura Taylor-Pearce, Sierra Leone’s auditor general in Freetown last week. It said Sierra Leonean ministers had lost track of the

emergency funds and there was no paperwork to support the contracts. “The loss of funds could result in a reduction of the quality of service delivery in the health sector,” the auditor warned. The missing funds were reportedly given by institutions and individuals, not from the United Nations. Civic activist Abdulai described the scandal which has been trending on Twitter under the hashtag “Ebolagate”, as a disagreement between parliament and the Anti-Corruption Commission (ACC). “It clearly undermines the credibility on the fight against corruption,” Abdulai said. He said Ebola was a national issue that had killed many people and for funds set aside to fight the virus to disappear without a trace showed the “insensitiveness of the political elite”. +++ Email: doringklaus@gmail. com or follow me in Facebook or Twitter or visit www.germanexpatinthephilippines.blogspot. com.

will be now with the introduction of the New Click 125i eSP”, says Elie Salamangkit Jr. – New Model & Accessory Development Manager of Honda Philippines. The Click 125i presents an aggressive and sporty design with a sleek and innovative look based on the image of the new engine featuring cutting-edge technology and an exhilarating ride, while projecting a “slim & sharp” futuristic image”. PGM-FI, a technology pioneered by Honda since the introduction of Honda CX500Turbo in 1982, the 1st in the world Fuel Injected Motorcycle is also used in this model. However, the innovation is not focused on the Fuel injection of this scooter. Every aspect that was developed in the Click 125i is Honda’s effort in providing products that delivers better benefits and exceeds customer expectations. Honda’s dedication to provide the Joy of riding a motorcycle is clearly demonstrated in the use of the revolutionary HONDA SMART TECHNOLOGY. The Click 125i brings future technology to the present with cut-away in-

novations never seen before in the local motorcycle history such as Enhance Smart Power (eSP), Idling Stop System (ISS) and trendsetter Combined Brake System (CBS). While it does not have a “sixth sense” and cannot predict your thoughts or where you want to go, the Click 125i, has its own version of eSP and knows what riders want from their scooters. Honda’s eSP or Enhanced Smart Power is an advance engine technology that combines high power and high fuel efficiency with a quiet start and smooth eco-friendly engine. eSP technology is able to maximize the efficient combustion and minimize friction to reduce the risk of waste, and to optimize the energy out. eSP technology is integrated with the Unique Honda ACG starter that is able to start the engine jolt free and with a more refined sound, as well as the basis for the application of advanced feature Idling Stop System (ISS). The benefit of Honda Smart Technology is further optimized with the advent of technology Combi-Brake System (CBS) which bal-

ing at the same Rizal-Gomez spot. For the Somo couple were able to acquire state-of-theart embalming equipment from abroad. All their viewing rooms are now airconditioned and are classified into two – Class A and Class B – depending on the amenities. Jimmy Somo is not alone in his family of embalmers. All his siblings and his cousins – sons and daughters of their father’s siblings – are in the embalming business all over the country. One of Jimmy Somo’s brothers is the pioneering embalmer at King Faisal Hospital and Research Center in Riyadh, Saudi Arabia. Another older brother is a US Navy coroner. Among the high profile clients that Jimmy Somo’s kin have catered in the past included the late President Ferdinand Marcos, the late Interior Secretary Jesse Ro-

bredo, actress Nida Blanca and American soldiers in Vietnam. In fact, that’s where Jimmy Somo got his embalming training from his late father, Ciriaco Somo. “We the Somos were embedded at Clark Air Base. Everytime there’s an American casualty from the Vietnam War, we tended the body. My father taught me everything I should know in this particular field,” he proudly said. Jimmy Somo and his siblings are all certified trainers of the Embalming Association of the Philippines. The rebuilt Somo Funeral Homes in Cagayan de Oro City is just one among the many legacies that this family has left in the Philippines. ances braking the rear wheels and front optimally. The Honda ACG starter is exclusively developed for comfortable frequent operation of the idling Stop System. The engine is started via the same AC generator used to generate electricity and charge the battery while riding. This eliminates the need for a conventional starter motor, thus there are no reduction gears and gear meshing noises… just smooth, quiet starts. The PGM-FI built-in Liquid cooled engine boasts of 8.40 kW (11.4PS) @8500 RPM maximum power and 11.16 N.m @6500 RPM maximum torque and delivers class leading fuel efficiency of 64.3 km/liter at 50kph or 58.9KM/liter under ECE R40 testing method *<Actual fuel consumption may be higher or lower depending on drivers habit and actual driving condition>. The Idling Stop System (ISS) of the Click 125i is one of the reasons for its fuel efficiency. Compared to the conventional engine which continuously consumes fuel once the engine is started, ISS eliminates

wasteful fuel consumption by automatically switching the engine off after 3 seconds in traffic lights and other brief stops; and when you have to move all you have to do is just to twist the throttle to Start up and Go in less than a second. In addition, the New Honda Click 125i eSP also features dependable Honda Safety and Security features like standard automatic Side Stand Switch where the engine does not start up when in the down position, and Brake Lock easily operated to prevent the motor jump when started or remains in the idle state when stopped on a hill. Bigger tubeless tires for better traction and more secure feeling and comfort compared to other brands. Another excellent feature is the ever reliable safety magnetic key (Magnetic Key Shutter) which effectively prevents theft and push-button seat opener. The New Honda Click 125i eSP also has the largest luggage capacity in its class at 18 liters which is capable of storing a Fullface helmet. Image of this Futuristic Super Sport Scooter
