Kagay-anon Caregiver tops Taoyuan City’s 2021 Good Migrant Workers Competition A MIGRANT worker from Cagayan de Oro City working as a caregiver recently finished first in the Taoyuan City’s 2021 Good Migrant Workers Competition. Milagros Polestico Santillan, 51, started working as a caregiver in Taiwan in 2010 and is now with her third employer with whom she has been working with for the past six years. “I have to work abroad because our income was not enough for our needs,” wrote Milrose (as she is known to friends) in a post in her social media account. “If I’m not working in Taiwan, my sons would not have been able to study in the university. Now they have all graduated and have stable jobs.” After a two week training in Manila, she started working in New Taipei City until her contract ended in 2013. She next tried Hong Kong but quit after only seven months. Her luck took a turn for the better when she started working in Taoyuan in 2014, and her employer hired her through the same broker/agency Celtis Enterprises Co., Ltd. “They are very fair with their employees,

They always grant my requests and allow me to go home to my family in Cagayan de Oro every year until the pandemic started,” Milrose said. Taoyuan is a special municipality in northwestern Taiwan , neighboring New Taipei City, Hsinchu County, and Yilan County. Taoyuan District is the seat of the municipal government and which, along with Zhongli District, forms a large metropolitan area. Taoyuan developed from a satellite city of Metro Taipei to become the fourth largest metropolitan area, and fifth-largest populated city in Taiwan. Since commuting to the Taipei metropolitan area is easy, Taoyuan has witnessed the fastest population growth among the cities of Taiwan in the past few decades. “Taoyuan” means “peach garden” in Chinese, since the area used to have many

peach trees. The city is home to many industrial parks and tech company headquarters. Taoyuan International Airport , which serves the capital, Taipei and the rest of northern Taiwan, is located in this city. Since the time she started working as a caregiver, Milrose surmounted challenges which would have dismayed one of a lesser heart. Although she has been working in Taiwan for nine years total, she admits her Mandarin is still spotty, since she is

only self-taught, and has no formal training in the language. But as she describes herself as a “Godfearing, hardworking, understanding, kind hearted, easily hurt, simple and loving person,” Milrose apparently had more than enough of her inherent qualifies to be up to the daunting tasks assigned to her. For her first four years in Taoyuan, she was assigned to care for a 102-year old patient with dementia. The patient had irregular sleeping pattern because of his symptoms. with her employer and physician, helping the patient not sleep too much during the day. When her first patient passed away, her employer again hired her to care for a 92year old patient with Alzheimer’s disease. More patience was required to deal with the symptoms, but she was up to the task and took care of her like her own family. She expressed her gratitude to God, her agency, employer and employer’s family members who also treat her like family. THE 21st IYAS La Salle National Writers’ Workshop is open for applications. It will be held online from March 16 to April 7, 2022 on Wednesday and Thursday afternoons across four weeks. IYAS is organized by the University of St. La Salle (USLS) in partnership with the DLSU Bienvenido N. Santos Creative Writing Center (BNSCWC) and with support from the National Commission on Culture and the Arts (NCCA) and the Institute for Climate and Sustainable Cities (ICSC). CLICK inspires excellence in public service, leadership in the new normal

THE onset of the COVID-19 pandemic has put our leadership to the test. Charged with steering their respective organizations and constituents in difficult times, it is becoming apparent that to emerge from this ongoing health crisis stronger and more resilient requires an updating of the technical skills and refocusing of priorities that are vital in navigating a volatile, rapidly-changing, and sustainability-challenged world. Now in its second year, the Executive Course on Leadership, Innovation, Communication, and Knowledge Management (CLICK) fulfills this initiative as a capacitybuilding course for career executive service officers (CESOs) and other third-level government officials. The program is made possible through a tripartite agreement between the Aboitiz Group, Development Academy of the PhilippinesGraduate School of Public and Development Management (DAPGSPDM), and the National Union of Career Executive Service Officers (NUCESO), Inc. “The public servant is a unique professional operating in a unique environment. He or she is constantly demanded to continuously develop and improve in order to provide better service to the public ,” said Aboitiz Group President and CEO Sabin Aboitiz. “It really is to our collective benefit that they receive the right kind of support to become even better leaders not only in their respective agencies but, more so, in the communities they belong to.” The CLICK program equips senior government leaders with a comprehensive set of leadership and management skills to adapt with the evolving demands in the workplace. As they apply their learnings by developing sustainable work strategies, they

become phronetic leaders who are proactive catalysts of positive change amid a dynamic and ever-evolving environment that has been made more volatile by the ongoing health crisis. “Our focus drastically shifted when the pandemic happened,” said CLICK Batch 2 colearner Atty. Valery Joy Brion, Director IV of the Department of Finance Strategy, Economics, and Results Group (DOFSERG). “We knew we had to do something to help the economy recover and, at the same time, save lives.” Director Brion, seeking to elevate her organization and its services to the public through the pandemic and beyond, became interested in the CLICK program’s comprehensive modules on futures thinking, human resources, and knowledge management.

“I want to create agile organizations in my unit that benefit from knowledge management. I’m fortunate that I have a legislative and engagement team that I believe is an agile unit but what I want to do is replicate that model by creating some shadow teams,” she explained, adding that CLICK’s HR Module on Profiling Talent has been “really helpful” in identifying the right people for the team. For Securities and Exchange Commission (SEC) Director Atty. Regina Cajucom, the CLICK Program is a chance to pass on fresh perspectives to upscale service delivery. “Our module on StratCom (Strategic Communications) really made me appreciate how to talk to our audience. At SEC, we are practically a frontline service agency because our main functions include registration,

amendments, and monitoring of corporations. And while we are undergoing digital transformation, we understand that some of our stakeholders may not be very receptive to change,” Atty. Cajucom shared. This enthusiasm has prompted her to already apply her key learnings from the module at their agency. “We have to effectively communicate the value of our initiative. So I have already started to apply that in my webinars when there are new guidelines, processes, or memorandum circulars that our organization is introducing [to the audience]. We want them to know the rationale behind this and what value it provides to them.” As a course delivered through synchronous and asynchronous learning methods, the CLICK program has

been a great advantage for many public service leaders who otherwise would not have had the time nor opportunity to pursue higher learning due to their monumental responsibilities. Director Brion and Atty. Cajucom attend classes in between their own respective virtual meetings. “What’s also nice is that even for our co-learners who, unfortunately, had to miss classes, at least there are recordings that they can study at their own time and these are the conveniences of a digital learning experience. Nobody gets totally left out,” shared Director Brion. CLICK has fast become a platform for government leaders to seamlessly engage in knowledge sharing, networking, and building lasting partnerships with their contemporaries in the public sector. “It really built a sense of

community. We’re all workers in government, sharing our best practices, our struggles. It is really a good thing to be able to build a network for when you engage in interagency initiatives. Work becomes more efficient if you have established partnerships and connections with other agencies,” the DOFSERG Director further explained. For Atty. Cajucom, the abundance of leaders in different agencies has enabled her to paint a clearer picture of the workings of her fellow public servants. “It will expose you to the functions and programs of other agencies, so it’s an opportunity to be able to understand how the government works as a whole and it’s very helpful when you also apply it to your agency and think outside of your agency. It will give you fresh ideas on every aspect of governance.”

PDRF, partners install rainwater catchment in Hadiya Village, Marawi City THE Philippine Disaster Resilience Foundation (PDRF), in partnership with the US-Philippines Society, Metrobank, Metro Pacific Water, PLDT, and United Nations Human Settlements Programme (UN Habitat), began installing 109 rainwater catchments in Hadiya Village, Marawi City last October 19, providing clean water to the community. The installation and ceremonial turnover took place on the fourth anniversary of the liberation of Marawi City after the five-month siege in 2017. This project aims to support

communities and areas currently not connected to piped systems due to challenging geographic locations by providing them with tools for rainwater harvesting. The installation will be completed by the end of the month. Metro Pacific Water (MPW) joined the group in Marawi to check water sources in two sites: Hadiya Village and Darussalam Village. MPW will recommend strategies on how to improve water systems in UN-funded permanent shelter sites. Rainwater harvesting involves collecting

and storing rainfall for human consumption, as a supplement to existing water systems. According to the Stockholm Environment Institute report for the United Nations Environment Program, “rainwater harvesting can serve as an opportunity to enhance ecosystem productivity, thereby improving livelihoods, human wellbeing and economies.” This system provides an independent water supply where clean water is difficult to access. It can help reduce flooding and soil erosion, mitigating some of the adverse effects of climate change. The water collected can be suitable for irrigation and human consumption and help reduce groundwater demand. Rainwater harvesting is also lowcost, easy to maintain, and sustainable. “PDRF’s donation of Rainwater Catchment for Hadiya Village is an essential part of our Meranaw brothers and sisters, as water plays a vital role in the practice of their religion,” said Felix J. Castro, Jr., Field Manager and Assistant Secretary of Task Force Bangon Marawi. “UN-Habitat advocates for Climate Change Resilience. The donations of PDRF together with its partners will surely enhance the maximization of rainwater for domestic use of the individual family.
